new
commanding
general
for
the
maneuver
center
of
excellence
to
our

our
chambers.

Today,
major
general
buzzard
is
I'm
not
gonna,
go
through
the
whole
bio,
because,
if
you

I
know
it
would
embarrass
him,
but
but
I'll
tell
you
that
he's
a
he's
been
serving
our
country
for
30
years
after
graduating
from
west
point
and
his
most
recent
stint
was
actually
as
the
commandant
at
west
point
he's
he's
raising
a
whole
family
of
patriots,
his
he
and
terry,
his
wife
who,
by
the
way,
is
a
former
military
officer
and
is
currently
a
registered
nurse.

But
his
three
daughters
have
followed
very
closely
to
the
general's
boot
steps.
One
is
a
physical
therapist
but
she's
an
army
spouse
and
two,
and
I'm
not
sure
how
this
happened
commandant
of
west
point,
but
he
his
other
two
daughters,
are
products
of
the
united
states
naval
academy.

annapolis.
I'm
sure
army
navy
week
is
interesting.

the
buzzard
household,
the
oldest,
is
actually
just
got
pinned,
I
believe,
as
a

take
flight
for

navy
and
the
other
one
is

rising
senior
so

though,
we're
just
delighted

our
community,

an
opportunity
to
be
here
mayor
henderson

the

little
bit
about
myself.

I
know
he
mentioned
a
couple
things,
but
I
you
know
I'm
married
having
met
my
wife
as
a
fresh
second
lieutenant
leaving
fort
benning
from
ranger
school
back
in
1993,
I
arrived
to
fort
bragg
and
was
fortunate
enough
to
meet
her
before
I
even
signed
in
and
she'd
come
from
an
army
family
and,
as
the
mayor
mentioned,
is,
was
an
active
duty,
labor
and
delivery
nurse
there
at
the
hospital
at
fort
bragg,
and
I'm
the
proud
father
of
three
girls,
the
oldest,
got
it
right,
married,
an
army
officer
and
the
other
two
I
planted
in
deep
cover
at
our
arch
rival
to
collect
intelligence
down
there
and
army
navy
games
are
a
whole
lot
of
fun
in
our
house.

I'm
really
proud
of
my.
My
middle
daughter
did
get
just
just
finished
flight
school
down
in
pensacola.
Unfortunately,
we
just
missed
kind
of
being
here
at
fort
benning,
which
is
close
to
pensacola
she's,
the
goose
to
the
maverick,
if
you've
seen
top
gun.
She's,
a
back
seater
in
an
f-18
and
just
moved
up
to
whidbey
island
up
in
the
state
of
washington,
and
then
my
youngest
is
she's
actually
on
a
destroyer
heading
across
the
atlantic.
Right
now,
as
part
of
summer
training
she'll
be
a
senior
at
the
naval
academy
heading
to
road
to
spain.

So
it's
been
a
little
while,
since
I've
been
back,
I
was
as
a
captain
lived
out
on
post
run
by
my
old
house
every
every
couple
days
in
the
morning,
which
is
neat,
but
there
is
no
more
important
mission
than
what
we're
doing
at
fort
benning
right
now,
and
and
no
better
army
post
and
neighboring
community
to
be
a
part
of
than
than
the
benning
columbus
and
really
you
know
greater
columbus
community
to
the
city
council
members
here
today
and
those
virtually
you
know
I
would
just
want
to
say.

I
know
some
of
you
have
been
in
office
for
several
terms
and
and
the
vibrance
of
the
city
is
a
testament
to
your
commitment
to
to
this
city.
Also,
it's
my
wife,
terry
and
I
have
been
downtown.
You
know
had
dinner
biked
and
walked
the
riverwalk
went
out.

I
got
to
throw
out
the
first
pitch
of
the
chattahooch
game
and
we
really
enjoy
being
back,
and
you
know
we're
just
getting
started,
having
a
great
time
back
back
here
in
columbus
over
the
past
two
and
a
half
three
weeks
since
I've,
since
I've
gotten
here,
I'm
I'm
still
in
the
onboarding
phase
from
here.
I'm
heading
out
to
to
see
our
our
30th
ag
detachment,
which
is
the
ones
that
receive
all
new
soldiers
that
arrive
at
fort
benning.

So
I'm
still
bouncing
around
getting
familiar
with
with
the
insulation
and
the
really
the
complex
mission
that
goes
on
at
fort
benning
in
the
maneuver
center
as
a
captain,
much
different
perspective
than
what
I
now
have
as
as
a
commanding
general
and
just
kind
of
assessing,
where
we're
at
and
where
we're
going
take
into
an
into
account.
Everything
that's
going
on
around
the
world
as
you're
watching
the
news
with
the
russian
aggression.

The
ukraine-
and
you
know
we're
where
china's
heading
and
I'm
very
grateful
to
my
predecessor,
major
general
pat
donahoe
and
his
wife
teresa-
did
a
fabulous
job
over
the
last
two
years
and
one
of
the
things
that
they
recommended
was
get
involved
with
the
community
early.
You
know
as
quickly
as
possible.

So
that's
that's
part
of
the
why
I've
already
met
with
you
know
the
mayor
last
week
and
he
invited
me
to
come
down
today
and
I
didn't
want
to
miss
an
opportunity,
because
I
really
want
to
work
together
and
he
and
I
discussed
opportunities
again
to
just
kind
of
rebuild
connective
tissue
based
on
the
impact
of
covid,
and
you
know
some
things
we
didn't
get
to
do
the
last
couple
years.

So
you
know
we
talked
about
potentially
getting
you
all
out
on
fort
benning,
either
quarterly
or
semi-annually
give
you
updates
on
the
post,
where
we're
going,
I'm
not
going
to
make
any
of
you
jump
out
of
the
34
foot
tower
or
any
of
the
other,
but
get
you
to
see
some
of
the
neat
training
we're
doing
maybe
attend
to
graduation.

Or
you
know,
I've
got
a
concert
on
the
lawn
coming
up
in
september,
we're
out
in
front
of
riverside
or
just
some
events
again,
so
you
can
meet
our
our
leaders
also
so,
and
those
graduations
are
just
great.
I
love
going
to
I've
been
to,
I
think,
five
graduations
of
new
soldiers
and
it's
just
really
awesome
to
see
the
pride
in
their
faces
and
particularly
of
their
families,
and
when
you
look
out
across
them
and
their
families.

Just
such
the
demographics
of
america
are
right
there
in
front
of
you
and
it's
just
the
hair
stands
up
on
your
on
your
neck.
So
again,
I
hope
to
make
sure
to
get
our
leaders
out
in
the
community.
Also.
You
know
we
have
a
saying
on
post.
I
know
you've
heard
it
before
it's
better
at
benning.
We're
proud
of
that.
It's
not
just
for
benning,
though,
because
70
of
our
our
folks
live
off
post.
It's
it's
this
great
relationship
between
fort
benning
and
the
community.

That
said,
I
think
many
of
you
know
that
the
army
is
facing
a
really
the
whole
military,
but
the
army
particularly
a
recruiting
challenge
in
terms
of
getting
young
men
and
women
into
the
ranks.
So
all
of
us
across
the
army,
regardless
of
where
we
work,
are
really
leaning
into
this,
and
I
know
several
of
the
members
of
the
council
are
veterans
and
they
recognize
the
tremendous
opportunity.

Well,
all
of
you
do
the
tremendous
opportunities
that
service
in
the
army
offers
sense
of
purpose,
selfless
service,
developing
good
habits
living
by
you
know
the
right
values
and
opportunities
to
learn,
skills
and
education
and
and
just
a
chance
to
serve
with
great
people
and
in
great
places
like
lake
columbus,
georgia.
So
key
for
us
is
to
look
at
ways
to
remain
engaged
in
the
community,
and
I
look
forward

working
with
you

social

economic
impact
of
the
2.6
million
black
owned
businesses
across
the
nation.

John

civil

senior
founded
black
business
month
in
2004,
whereas
and
whereas
also
observed
in
august
black
philanthropy
month,
is
a
global
celebration
and
campaign
created
by
dr
jackie,
jackie
borvere
copeland
and
the
pan-african
women's
philanthropy
network
in
2011
to
illuminate
the
ingenuity
and
transformative
impact
of
black
generosity
and
promote
increased
investment
in
black
communities.

agency

owned

the
united
states
generate
approximately
150
billion
dollars

year

black
owned
businesses

ten
thousand
of

businesses

minority-owned
businesses.

the

census

recognizing

importance

promoting

wealth

our
illustrious

two

an
amazing

of
engagement

our
elected
officials,
our
businesses

nonprofit
organizations.

membership
diversity
speaks
volumes
from
all
walks
of
life

include
attorneys
doctors,
the
banking
industry,
fashion,
cosmetics,
the
tax
industry,
financial
planning,
healthcare
and
personal
care
homes,
eye
care
facility,
of
course,
funeral
homes,
restaurants,
fitness
centers,
healthcare,
insurance
company,
the
literacy
alliance.
My
good
friend
brandi
is
here
today:
dance,
studio,
trucking
industries,
social
media,
marketing
firms,
health
and
wellness
industry,
the
sports
and
entertainment
industries,
and
can't
forget
about
the
all-important
mental
health
space.

We've
got
some
mental
health
advocates
and
counselors
who
will
come
on
board
to
join
the
chamber
as
well,
also
the
foundation
of
our
organization
and
chamber
or
our
faith-based
organizations,
as
well
as
our
non-private
organizations.
As
we
said,
we're
here
to
advocate
on
their
behalf
as
well
they're
on
the
front
lines
doing
all
the
hard
work
so
got
to
shout
out.

naacp,
the
urban
league,
urban
league,
young
professionals
and,
of
course,
fountain
city
classic,
led
by
the
great
calvin
smyre,
who
was
one
of
the
first
elected
officials
to
join
us
and
and
be
a
part
of

chamber,
so
definitely
want
to
shout
them
out.
But
it's
been
a
great
year.
We
participated
in
the
candidate
forum,
meet
the
candidates
forum,
along
with
a
coalition
of
organizations
in
the
city,
and
we've
just
been
been
proud.

arp

we

apply

the

second
year
goals,
as
we
move

this
space,

launching
a
team
preneur
program
as
well,
we'll

talking

businesses
about
partnering
there,

directory

the
chamber

continue

advocate

small
loans
and
business
grants.

myself

started
collecting
data

black
business
owners

community.

wanted
to
find
a
way
to
actually
provide
resources
and
then
also
you
know
let
people
know
that
we
have
some
general
contractors.

people
that
do
house
inspections
and
other
things,
because
a
lot
of
times
me
coming
up
half
in
atlanta
georgia
in
half
here
in
atlanta,
we're
real
big
on
you
know
doing
community
things
you
know
staying
within
the
community
and
actually
accessing
what
we
have
and
it's
almost
like
in
the
church.
They
say
everything
you
have
is
within
the
church.
So
the
same
thing
goes
on
within
the
black
business
community.
Everything
you
have
everything
you
need
is
within
the
community.

I
was
just
thankful
that
michael
mohammed
contacted
me
like
right
at
the
beginning
of
the
pandemic,
and
we
just
started
started
over
where
we
stopped.
Then
this
is
where
we
are.
I
was
able
to
kind
of
step
back
once
we
got
it
up
and
running
september
of
last
year
and
then
kind
of
focus
on
a
regional
aspect
with
other
states.

I
just
thank

my

trust

someday
privatizing,
columbus,
animal
care
and
control,
and
also
just

concerns
people
raise
I'd
like
to
request
that
we
have
the
auditor:
do
an
audit
specifically
of
columbus,
columbus,
animal
care
and
control,
separate
from
whatever's
being
done
with
the
transition
audit
for
public
works
just
to
make
sure
we
get
a
good
look
and
set
that
baseline
for
whatever,
whatever
the
situation
is.

further
intention

move

with

services

prudent

view

operations

sure
they're
compatible

services
that
the
citizens
have
requested
over
time
that
they
have
certainly
have
been
a
part
of,
certainly
that
they
pay
for,

we
just
need
to
make
sure
that
they're
compatible
and

the
stability
is
there

would
be
a
seamless
stream.

about
this
since
we've
gone
through
this
relationship,

right
thing

make
sure

we
check
all
our
bases

operation
or

giving
up

funding
and
a
home
arp
allocation
plan.

so
the
american
rescue
plan
included
a
one-time
payment
of
five
one-time
appropriation
of
five
billion
dollars
to
create
what
hud
calls
the
home
arp
program.
It's
intended
for,
homeless
assistance
and
supportive
services
through
hud's
existing
home
program,
grantees
such
as
the
city
of
columbus,
were
required
to
develop
an
allocation
plan
describing
the
proposed
use
of
funds.
The
arp
allocation
plan
has
three
million
five
hundred
and
seventy
four
thousand
five
fifty
five
dollars
and
where
the
funding
available
for
eligible
projects
is
a
little
north
of
three
million
dollars.

The
eligible
activities
for
this
project
include
the
preservation
and
production
of
affordable
housing,
tenant-based
rental
assistance,
supportive
services
and
homeless
prevention
services
for
those
at-risk
populations,
and
either
the
purchase
or
development
of
a
non-congregate,
shelter,
emergency,
shelter,
okay.
So
to
for
organizations
that
we
would
consider
to
partner
on
projects,
we
are
requesting
proposals.

The
proposal
should
include
a
project
description:
whether
the
project
is
new
construction
or
an
acquisition,
rehabilitation
activity,
their
experience

project,
how
the
project
will
increase,
earned
income
or
reduce
household
cost
burden
and

funds

development

is

category

going
to
do
through
a
scattered
site
approach
and
the
last
one
affordable
housing
development
is

project

habitat
for
humanity,

the

one
new
unit
of
affordable
housing,

that's
what

center
and
the
judicial
center

option

selected,
which
would
the
government
center
would
be

center

splost
project,
and
that
would
be
a
new
courthouse
on
the
government
center
site
and
then
part
of
3a
option
was
to
look
at
sheriff's
administration
in
another
location,
either
an
existing
building
or
at
the
jail
site,
and
so
that
is
what
today's
discussion
is
about.
We
have
been
looking
at.

we
looked
at
three
different
options.
Of
course,
this
does
exclude
any
court-related
function
that
would
remain

the
judicial
center

it
was
part
of
the
judicial
center,

has
now
been
pulled
out,

have
been

additional
25
million
dollar
cost
to
the
judicial
center.
So
we
looked
at
whether
we
could
do
new
construction
at
the
jail
site
or
whether

could
look
at
an
alternate
site,
an
existing
building
that
we
could
renovate
to
meet
the
needs
of
the
sheriff's
administration.

would
be
about
21
million
dollars,
so
the
option
that
we
looked
at
is
there
a
piece
of
property
or
building
that
we
could
acquire
and
renovate
to
meet
their
needs,
and
we
have
located
a
building,

in
total
cost
of
210
dollars,
a
square
foot
for
a
total
of
16
million,
and
that's
acquisition
and
renovation.

building
that
we've
identified
is
the
thesis
building,

feet,

asking
price
of
that
building
was
2.85,
there's
a
lot
of
furniture
in
that
building.
That
would
remain

There

no
need
to
purchase
additional
furniture,
it's
in
very
close
proximity
to
the
jail
and
other
public
safety
agencies.

just
a
picture

the
building
that
you're,
probably
all
familiar
with,

now
a
vacant
building
thesis
has
vacated
this

This
is
a
picture
of
the
inside.
As
I
stated,
a
lot
of
this
furniture
remains

first
floor
and
the
third
floor.
The
sheriff's
office
has
been
on
multiple
tours
with
us
of
this
building
and
is
very
excited
about
the
opportunity
to
move
their
administration
all
together
under
this
one
location.

also
had
our
architects
and
engineers
go
through
the
building
kind
of
top
to
bottom.
Look
at
all
the
systems,
and
so
part
of
the
renovation
budget
is
to
really
bring
this
building
up
to
new
standards
with
hvac
and
a
roof,
so
that
there's
literally
no
major
maintenance
that
would
be
required
on
this
building
for
at
least
20
years.

This
would
be
supported
by
a
loss.
Public
safety
in
the
debt
service
would
range
from
1.4
on
a
15-year
to
around
1.1.
On
a
20-year,
the
second
option,
which
is
the
one
the
finance
director
recommends,
is
to
fund

acquisition
from
the
olaos
public
safety
reserves,
we're
estimating,
with
closing
costs
around
3
million.
It
would
come
in
under
3
million
and
then
renovations
through
the
columbus
building
authority,
which
would
be
13
million
the
15-year
and
the
20-year
option
ranges
from
about
1.14.

the
timeline
for
the
acquisition
and
renovation.
We
would
come
back

the
next
council
meeting
with
the
purchase
and
sale
agreement
that
we
have
been
negotiating
with
the
city
attorney's
office
and
thesis,
along
with
authorization

columbus

authority
bonds,
property
closing
in
september.

would
start
the
design
process
and
issue
the
bonds.

in
october,
we've
been
working
with
our
financial
advisors
on
how
that
timeline

sheriff

be

maintenance

they
could
be

conversations

when
we

building

rough
sketch
ideas
of
what
could
could
take
place
down

great
because

the
liberty
district
there
and
I've
always
said
that

need
some
kind

anchors

there

jumpstart
development
in
that

that
area,
even
though
this
may
not

something

cohesive
and
and
works
with
all

operations
in
that
area.

deal

square
footage,

hoping
that

return

save
square
foot
out
of
a
new
building
utilizing
a

already
existing
building

trade-off

pay
for

along
with

savings
there's
other

in

parking

has

opportunity

establish

parking

funds

earmarked

have
the
city
having

opportunity

support
development

generate
revenue

help

on
your
operations
side,

really

to
think
about
that,

would
also
open
the
doors
up

people

live
down

february

2015
governor
deal
signed
an
executive
order
to
ban
the
box
for

state
of
georgia.
There
are
only
15
states
that
have
such
a
designation.

Most

them
are
laws
that
were
passed,
but
his
executive
order
opened
the
door
to
better
access
to
jobs
at
the
state
level.
What
I
think
reentry
a
commission
wants
to
do
is
to
expand
the
ban,
the
ban,
the
box
to
private
sector
in
some
of
these
states
that
have
banned
the
box.
There
are
laws
that
say
the
private
sector.
Companies
must
also
ban
the
box.

think
this
is
a
collaboration
that
could
take
place
with
our
wonderful
chamber.
