georgia

numbers
have
been
spiking
as

we
only

nine
positive
cases.

seven-day
rolling
average
stands

seeing
on
an
average

40

45
covid
related
patients
within
our
hospitals,

still
manageable.
Now
that
these
numbers
don't
mean
it's
time
to
back
off
and
relax

attend

the

actually
it
means
opposite.

means
that,
as
we
go
through
this

next
few
months,
it's
going
to

incumbent
upon
all
of
us
to
look
after
one

socially
distance,

practicing
good

body's
telling

tendency
for
a
lot

folks

to
try
to
shop
some
of
our
local
merchants.

it
in
a
safe
manner,

restaurants

are
working
very
hard
to
provide
safe
environments

people

able

enjoy

meal,
and
if
you
don't
feel

take

home

trying

sure

actually

serving

interim
chief
for
the
past
two
weeks
and
doing

blackman

freddie.
Blackman
has
been
a
a
an
outstanding
member
of
this
community.
I
saw
coach
bobby
howard
here.
He
he
actually
played
for
coach
howard,
I
believe
at
kendrick
years
ago,
but
he
is
also
in
his
career
with
the
columbus
police
department.

He
is
as
well-rounded
of
a
candidate
as
I
think
you
could
possibly
find
he
has
served
as
a
major
for
the
for
the
last
several
years
has
been
with
the
the
columbus
police
department
now,
for,
I
believe,
36
years,
and
he
has
served
in
a
number
of
capacities
that
make
him
extremely
well
suited
to
take
on
the
role
of
chief.
He
has
served
as
the
department
of
professional
standards
is
overseeing
the
accreditation
and
cert
reaccreditation
recertification
process,
which
is
so
critical
to
our
police
department
and,
frankly,
it's
one
of
the
things
that
stands
them.

Apart
from
all
other
departments
in
the
southeast,
he
has
served
in
the
training
division
he's
served
in
over
hr
and
he
has
also
been
in
the
patrol
level
where
he
has
has
worked
working
in
the
detective
division
and
working
in
the
working
in
the
patrol
patrol
bureau,
but
freddie
blackman.

should
have

him
up
to
start
with

staff
members

supported
by
a
team
of
community
partners

in
2019
the
sports
council
events,

sports
council
events
generated
an
estimated
16
sixty
two
thousand
eight

hundred

eighty
dollars
in
economic
impact
for
columbus.

recreation

the

events

we
do
bring
to
the
city

it

touch
briefly

our
continued
renovations.
We
did
the
4.8
million
two
south
commons
this
past
year,

we

moving
forward

additional
renovations.

we
just
completed
the
installation
of
cameras
which
allow
for
streaming
on
all
eight
of
our
fields
at
south
commons
and
we
are
starting
on
an
enclosed,
batting
cage
facility.

truly,

shepherding
of
the
project

has
been
ongoing
out
there

of
giving
a
little
face
lift

years

it's

to
need
a
little
maintenance

tweaking

you
guys
are
doing
a
great

we
reopen

columbus.

it's

columbus

to
visit
but

waterworks

rate

fairly
nominal

they
listened

they

to

public
during
a
couple
of
public
meetings,
so
they're
still
moving
ahead
with
the
increase,
but
they
are
putting
it
off
until
after
spring,
so
they'll
start
it
in
april
and
it
and
it
should
show
some
additional
sensitivity
to
the
people
who
are
who
are
still
still
struggling
a
little
bit
with
with
the
financial
impact
of
this.

mayor
pretty
much
summed

on
october
27th,
there
was
a
presentation
given
by
hr
director
aretha
hollowell
concerning
the
covet
19
bonus
pay,
which
was
paid
out
this
past
friday
november
13th,
and
I've
heard
nothing
but
positive
feedback
from
employees
concerning
their
gratitude
for
to
this
council
to
the
city
manager,
to
the
mayor
for
paying
that
bonus
out
during
these
difficult
economic
times,
but
also
included
in
that
presentation
was
a
slide
that,
as
the
mayor
pointed
out,
to
adjust
the
cost
of
living
increase
that
was
included
in
the
fy21
budget.

Presently,
it's
two
percent,
that's
included
in
the
budget,
and
this
ordinance
would
revise
that
to
two
and
a
half
percent
for
all
full-time,
all
classified
full-time
and
part-time
positions
within
the
government,
as
well
as
a
1.25
adjustment
for
retirees.

So
right
now
it's
not
reflected
in
revenue,
but
had
it
been
in
october,
we
actually
would
be
up
about
two
and
a
half
percent
october
2020
when
compared
to
october
2019
in
the
general
fund.

the
mayor
is
why
we're
doing
fairly
well,
but
I
don't
think
they're
buying
it.

the
fact

we

have
not
been
impacted
as
negatively

than
us,

think
now,
some
of
that-

that
I'm
certain

probably

they

cars

their

the

in
the
store,
come
back,
get
in
drive
off
and
it's
a
weirdest
at
lindsay
creek
at
publix.

watch
people
do
this
when
you
drive
and
mr
barnes
is
not
here,

see,
but
he
did
call
me
back
about
the
trash
along
fair
oaks
in
our
neighborhood.

of
buena
vista
of

have
been
behind
people
watching
them.
Throw

trash

onto

roadways

my
mother
would
say
they
have
no
home

columbus,
beautiful,

trash

roadways

columbus

culture
of
columbus,

do
have
to
step
up
on

trash
pickup.

know

history
of
columbus

institutional
racism

history
of

many
people

color
poor
people
tend
not
to
vote.

area

had
been
trying
for
years.
I
went
to
see

tomlinson

years
ago
about
this
issue.

talked
to
the
city
manager
about
this
issue
and
nothing
seems
to
be
done.
It's
like
you,
don't
care
how
unsafe
it
is
up
there.

It's
exhausting
that
I've
had
to
go
through
all
this,
but
with
the
covet
coming
in
march,
it
got
increasingly
worse
over
this
area
and
I
was
asking
for
speed
bumps
and
was
told
that
it
was
too
expensive.

wasn't

budget
to
put
one
speed
bump
between
bradley
park
and
seminary
on
bristol
and
bradley
park
and
the
top
of
the
hill
by
when,
when
brook
church,
those
two
areas
in
particular
there's
nothing
but
speeders.
They
come
off
bradley
park
and
they
race
down
bristol
and
they
race
down.

had

excuse
after
excuse
why
the
city
can't
afford
a
speed
bump
one
on
each
street.

went
on
amazon,
they
cost

was
told
that
the
city
won't
approve
it.

residents

buy

have
been
to
all
my
residents
on
bristol

houses

affected
by

on

by

forced
to
take
my
dogs
and
walk

brick

the
rubber

down

had
their
mailboxes

dog
killed,

people

neighborhood

had
their
pets
killed.

children
almost
hit.
Something
has
to
be
done
in
those
areas.

walked
continually
and
went
covered.
Everybody
was
out
walking

it
became
very
apparent
that
there
was
no
regard.

was
absolutely
no
regard

life

this
area.

had
been
yelled
at
screamed
at
made
gestures
at
because
I
refuse
to
to
to
to
tolerate
the
speeders,
and
I
have
walked
down
the
middle
of
the
street
just
waiting
for
someone
to
hit
me.

are
you
going

do?

killed

neighborhood.

is

stop

challenge

locations

standpoint
to

getting

nab

bunch
of
people,

soon

they
leave
the
racetrack
fires
up
again

same

devices

proven
to
work

slow
people
down

we

have
invested

those,

mobile

provide

opportunities

my

concern

things
lately
there's
been
a
lot
of
conversation
within

neighborhoods

can

the

for

of

they've

challenges

community

as

word
gets

people

want

numbers

support
these

citizens
can
understand

the
options
out

far

resources

assist
with
this
continuing
problem

road

deploying

throughout

around
the

see
them
somewhere

used
to
have
a
program
where
we
did
install
the
speed
tables,
but

problem
that
we
had
was
we
were
using
the
portable
type
so
that
they
could
be
removed
when
the
road
needed
to
be
resurfaced.

an
asphalt
table
down
in
lake
bottom
and
if
you
go
through
there,
I
think
it's
on
17th
street.
You
no
longer
really
notice
that
the
asphalt
table
is
there.
That's
one
of
the
the
problems
that
you
have
with
an
asphalt
table
is
because
of
the
heat
in
the
south.
They
do
tend
to
compress
over
time
and
then,
as
a
road
is
resurfaced,
they
lose
their
height,
which
is
what
really
makes
it
feel
uncomfortable
for
a
driver
and
causes
them
to
slow
down
on
the
portable
ones.

We
had
a
problem
because
of
the
the
force
of
the
cars
when
they
hit
the
table.
If
you
will
it
moves
the
table
and
the
anchoring
mechanism,
which
were
basically
large
style
bolts,
were
coming
out
and
damaging
vehicles,
so
we
had
to
remove
some
of
those
and
we
haven't
found
an
alternative
to
date
that
anchors
in
a
different
fashion,
so
that
that
wouldn't
happen.
Of
course,
we
can't
become
a
liability
to
a
driver,
but
we
do,
as
I
mentioned
last
week
in
my
presentation.
We
are
working
toward
coming
up
with
some
alternatives.

the
thing
that
I
mentioned
was
with

number
of
studies
that
we
have
ongoing
the
steam
mill
road
study,
which
is
out
for
public
comment
right
now,
and
then
we
are
getting
ready
to
engage
the
consultants

neighborhood.

we

to
take
it

serious
when

comes
to
issues
like
this,
because
this
is
quality

life,

your

dog

kids
outside,

fear
of
doing
that
in
regards
to
speeding.

stop
and

despite
the
challenges

we're
all
dealing

the
team
has
been
very
aggressive

working

accounts
and
generating
proposals
for
the
city
that
eventually
will
bear
fruit.

we

we're

concerned

our
hotels

business
is
managing
all

highlighted
specifically
the
area

booking
agencies

steps
to,

guess,
better,
protect
our
community

be
a
a
a
somewhat
of
a
threatened
hospitality
community.

you
know
now
it's
my
understanding
that
they're
treated
just
like
hotel
rooms
throughout
the
community.
I
guess
the
the
the
part
of
the
conversation
that
that
was
interesting
is
that
it
was
said
that
columbus
is
right
now,
one
of

top
markets
for
airbnb.
Now
that
that
was
kind
of
news
to
my
ears,
you
know
I,
I
still
don't
have
any
credible
information
on
that,
but
I
have
no
reason
to
doubt
the
source
and
listening
to
that,
I
guess
that
commentary
on
the
on
the
tv
today.

stated
that
these
booking
agencies
have
captured
a
tremendous
amount
of
market
share
and
two.
How
are
we

we?
If
some
of
this,
I
guess
is
this
information
that
I'm
hearing
is
true.

we
doing

as
far
as
diligence
and
making
sure
that
that
everybody
is
playing
by
the
same
rules
here
and
that
the
city
is

benefiting
from
this
type
of
boom?
Mainly
I'm
talking
about
hotel
motel
tax
collection
of
hotel,
motel
tax
right.

that's
a
very
good
question
and
I'm
I'm
pleased
to
say
that
we
have
been
aggressive
matter
of
fact.
I've
just
landed
on
my
desk
yesterday.
I
hadn't
had
a
chance
to
study
it
yet,
but
for
over
a
year
now
we
have
been
very
aggressive
in
tracking
working
with
host
compliance
and
the
city
staff
here
to
track
those
short-term
rentals
in
columbus.

What
we're
finding
in
the
last
report
that
I
can
recollect
off
the
top
of
my
head
is
that
out
of
the
that
there
were
25
or
30,
or
so
those
short-term
rentals
that
were
in
compliance
again
working
with
the
city
to
bring
those
operators
into
compliance
with
this
local
ordinance
and
what
this
process
does
with
host
compliance
is
that
they
do
what
they
call
a
scrub
of
the
internet.

They
look
at
airbnb
and
vbr
and
all
the
other
websites
that
host
these
short-term
rental
operators,
they
capture
those
addresses,
and
they
feed
that
to
us,
and
then
we
in
turn
build
a
report
and
send
that
to
the
city
for
that
enforcement
process.
So
there
are
steps
in
place
and
mechanisms
in
place
that
are
helping
to
mitigate
that.
We're
not
where
we
want
to
be
quite
frankly,
but
we
are
aggressively
again.

mention

or
40,
I
guess
rooms
available
that
are
out
there
in
the
book
these
through
the
booking
agencies.
How
do
we
are
we
able
to
track
that
to
see
if
there
are
more,
if
actually,
the

increase?

using
these
booking
agencies?

way

licensing

host
compliance

when
they
do
this
scrub

columbus
they'll
identify

many
units
that
they

looking
at
probably
close
to
200
units
that
have

identified

information
has
been
sent
to
the
city
staff
for
their
processing
of
bringing
these
operators
into
compliance.

courtrooms
and
then
to
provide
a
location

public

view

trials,
and
what
we
have
come
up
with
is
one
again
to
identify
those
locations

right

jury
assembly
room
is
in
the
government
center
on
the
ground
floor,
beginning
in
january,
that
jury
assembly
location
will
be
in
the
ice
rink.
That's
where
the
200
plus
jurors
will
assemble
the
jury.

judge
and
the
legal
teams
also
in
those
corridors
set
up
and
from
there
each
of
those
60,

jurors
will
be
selected
and
then
from
those

are
selected,
they
will
then
send
them
to
the
government
center,

trials

place
there
so
no
trials
here
at
the
civic
center
or
the
ice
rink.
Everything
will
take
place
at
the
government
center.

is
strictly
the
area
where
they
will
select
the
jurors
and
assemble
the
jurors
and
again
all
trials
will
take
place
in
the
government
center.

function
is
again
to
ensure
that
those
courtrooms
in
the
government
center,
where
the
trials

will
be
safe
for
everyone
to
come
to
and
to
attend,

we

placing
plexiglass
shields
in
areas

where

lot
of
where
the
conversations
are
going
to
take
place,

for
the
witness

judge

the

attorneys

prosecutors

of

little
