on
having

too
close
to

and

showing
it
as
commercial
with
25
foot
buffers.

a
way
to
increase
Access
to
Health
Care
in
Columbus
Georgia
for
our
residents
and,
as
you
all
know,
Valley
Healthcare
System
has
been
providing
comprehensive
medical
services
that
include
Family,
Medicine,
Dental,
Pediatrics,
Pharmacy,
women's
health,
behavioral
health
vision
and
Outreach
and
translation
services.

But
tonight
we
wanted
to
ensure
that
you
are
aware
for
your
residents
of
the
the
three
strategies
that
we
have
recently
implemented
and
the
first
one
is
with
respect
to
our
Pharmacy
Services.
We
do
have
free
Pharmacy
delivery
and
mail
order
Services
now
available
to
the
residents,
so
we
deliver,
so
our
Pharmacy
is
more
accessible
to
our
residents.
The
second
thing
is
the
promotion
that
we
will
pick
you
up,
because
we
understand
that
a
lot
of
our
residents
do
not
have
transportation
to
access
medical
services.

So
we
now
have
implemented
free
transportation
services
to
any
appointments
or
any
services
that
we
offer
again
comprehensive,
Medical,
Services,
inclusive
of
Pediatrics,
Women's,
Health
and
behavior
health
and
vision
services,
and
the
next
strategy
is
that
we
will
come
to
you.
We
have
currently
implemented
two
mobile
units,
a
medical
mobile
unit
and
a
dental
mobile
unit
that
we
have
been
working
with
Partners
in
the
community
to
bring
the
mobile
units
to
faith-based
organizations
to
churches
Community
sites
community
centers.

want
the
public
and
your
residents
to
understand
that
those
mobile
units
can
be
scheduled
to
come
out
to
any
Community
event
to
make
Health
Care
More
accessible
on
demand,
and
then,
lastly,
we
have
partnered
with
the
food
mill
here

Columbus
to
offer
some
nutrition
Education
Services
free
of
charge
to
any
Resident,
we'll

starting
the
first
class
on
June
2nd
and
on
our

to
help
make
Columbus
a
truly
pet,
friendly,
City,
bypassing
a
resolution
to
call
for
cacc
to
be
a
no-cal
shelter.

Being
no
kill
means
that
animals
are
not
killed
for
space,
they're,
not
killed
for
being
shy
or
being
scared
or
jumping
up
in
their
kennels
too
high
or
having
a
treatable
injury
or
illness,
and
it's
kind
of
you
would
make
the
decision
to
euthanize
an
animal
the
same
way
you
would
with
your
own
family
pet
if
they
were
suffering
irremediably.

There
are
many
places
across
the
country
from
Tiny
towns
to
large
cities
that
have
adopted
a
no-kill
model
with
success.
They
are
saving
lives,
creating
positive
economic
impact
and
generating
Goodwill
and
positive
publicity
and
I
wanted
to
mention.
There's
places
like
Taft
Texas,
which
is
a
population
of
2818,
where
one
woman
took
over
the
local
animal
control
with
no
money
or
volunteers,
the
shelter
didn't
even
have
electricity
and
she
made
the
shelter
no
kill
immediately,
which
brought
in
loads
of
donations
and
volunteers,
and
she
ended
up
winning
I.

Think
35
000
in
the
Petco
Foundation
unsung
hero
award,
so
I
mentioned
that
because
it's
not
a
matter
of
resources,
it's
a
matter
of
having
somebody
in
charge.
Who
has
the
will
and
the
commitment
to
do
that.
Places
like
Greenville,
South,
Carolina
and
Huntsville
Alabama
have
made
huge
progress
in
this
area,
with
cooperating
with
their
community
and
and
I
saw
that
happen
in
Kansas
City.
When
I
lived
there
10
years
ago,
it
was
a
basically
your
old
style,
dog
pound.

And
now,
if
you
look
up
KC
Pet
Project,
it's
like
one
of
the
pride
it's
the
pride
of
the
city.
It
has
they
partner
with
Kansas
City
Chiefs.
It's
really
amazing
program
that
brings
a
ton
of
good
publicity
to
Kansas
City
so
and
the
reason
that
I'm
coming
here
today
is
because
there
has
been
a
sharp
increase
in
killing.
First
base
that
has
been
happening
at
cacc
in
the
past
few
months.

At
the
last
city
council
meeting,
the
new
cacc
division
manager
told
you
that
this
was
due
to
her
hiring
more
Animal
Control
Officers,
who
were
bringing
more
dogs
into
the
shelter
her
own,
slides
that
she
presented
to
you,
while
speaking,
which
I
included
in
your
packets,
show
that
virtually
the
same
number
of
animals
were
brought
in
in
February
308
and
in
March
307..
Yet
the
number
killed
for
space
increased
drastically
from
four
in
February
to
24
in
March,
with
no
increase
in
intake
over
those
months.

She
also
told
you
that
cacc
is
quote,
still
no
kill
unquote,
even
with
this
increase.
In
fact,
cacc
is
not
no
kill
by
any
standard
and
the
same
day
that
she
told
you.
This
cacc
killed
three
dogs,
four
space,
a
shelter
live
release
rate,
which
is
like
the
industry
term
for
the
number
of
animals
who
leave
the
shelter
alive
requires
you
to
count
the
animals
killed
for
all
reasons,
including
space,
behavior
and
illness,
and
your
division
manager
cited
only
the
percent
of
animal
animals
killed
for
space
rather
than
the
total
percent
killed.

Cacc
records
that
I
included
in
your
packet
that
I
received
through
an
open
records
request,
show
a
total
of
15
killed
in
March,
not
the
quote
under
10
percent
end
quote,
as
the
division
manager
stated
and
regardless
of
the
percentage,
a
shelter
that
is
killing
animals
just
for
space
really
is
not
a
no-kill
shelter.
So
the
programs
that
are
used
to
save
the
lives
of
animals,
if
you
do
become
a
no-cal
shelter,
they
have
been
known
for
decades.
They
have
been
used
all
over,
including
Kansas
City,
where
I
came
from.

include
having
an
active
Foster
program,
comprehensive
adoption
program
and
a
robust
volunteer
program
where
the
volunteers
are
treated
well
and
valued.
With
all
of
this,
supported
by
top-notch
marketing
and
customer
service
and
I
would
just
like
to
to
add,
take
a
peek
at
your
Google
reviews.
If
you
want
to
see
kind
of
how
a
shelter
is
doing
for
customer
service,
look
at
Kansas,
City,
Google
reviews
and
maybe
look
at
Columbus.

of
how
customer
service
and
those
type

things

going

see
a
lot
of
room
for
improvement
at
cacc,
for
example,
they
have
a
really
low
adoption
rate,
with
only
10
of
the
animals
getting
adopted

homes

2022

just
as
a
comparison,
Kansas
City
Missouri
adopted
out
almost
70
percent
of
the
animals
that
they
took
in
that
very
same
year,
and
so.

leadership

promote

within

looking
at
promotions

transfers

talking

Chief
Mathis
on
March
12th,
he
hit
the
ground
run.

one
thing

say

sure

he

culturally
competent
and
he
has
been
a
chief
executive
in
some
smaller
communities,

Henry
County,
where
he
was
deputy

was
over
two
hundred
thousand
residents

do
anything
in
his
so-called
interim
job

think
he
can
offer
some
training
assistance
around
the
issue
of
executive
leadership.

left

the

with

the
folks
from

We
are
16
counties.
We
are
51
local
governments,
one
of
those
being
the
Consolidated
Government
here
in
Columbus.
The
rest
of
the
region
really
does
look
up
and
appreciate
leadership
that
Columbus
provides.

We
are
large
enough
that
we
are
the
size
of
Delaware.
We
are
large
enough
that
we
have
two
types
of
barbecue
in
this
region.
If
you
go
to
the
eastern
part
of
this
region,
you
will
be
getting
a
vinegar-based
barbecue
sauce.
If
you
stay
here
in
Columbus,
at
Chester's
or
or
or
or
one
of
the
other
fine
barbecue
joint
joints
here,
you're
going
to
get
something
different,
we
have
been
around
for
a
long
time.
We've
been
around
since
the
1960s.

We
are
the
federally
designated
Economic
Development
District
I
say
that,
because
that's
the
Cornerstone
of
what
we
are
and
what
we
have
been
for
a
long
time,
we
do
work
a
lot
with
Federal
funding.
That's
a
core
of
what
we
do.
The
nature
of
this
region
is
very
rural.
With
the
exception
of
Columbus,
the
rest
of
the
region
looks
at
some
pretty
substantial
poverty
and
economic
distress,
the
challenges
those
local
governments
have,
and
they
rely
on
us
quite
a
bit
to
help
them
with
a
variety
of
different
things.

One
thing
on
the
T
on
the
Poverty
of
this
region,
the
State
Department
of
Community
Affairs,
has
a
way
to
measure
economic
attainment
with
the
tier
systems.
12
of
our
16
counties
in
this
region
are
the
lowest
economic
tier,
but
tier
one
County.
That
gives
you
some
insight
of
the
different
challenges
that
the
region
has
Columbus
this
year
is
is
one
of
those
tier
one
counties
that
may
be
an
anomaly,
but
there
are
some
advantages
that
Columbus
can
take
advantage
of.

Columbus
businesses
can
take
advantage
of
and
being
a
tier
being
in
tier
one
County.
There
are
12
Regional
Commissions
in
the
state
of
Georgia.
We
have
organizations
like
us
all
over
the
country
across
the
river
in
Alabama
they
were
called
Council
of
governments.
We've
all
been
doing
something
very
similar.
All
of
us
are
the
common
thread,
as
all
of
us
are
federally
designated
Economic
Development
districts.
We
work
with
the
economic
development
Administration
and
their
predecessors
and
have
again
since
the
1960s.

What
we
do
is
we
effectively
and
efficiently
administer
federal
dollars.
All
the
programs
that
we'll
talk
about
have
Federal
nature,
their
Federal
funding
at
their
core,
and
what
we
do
is
we
are
effective
and
efficient
managers
of
that
Federal
dollar.
As
the
city
knows,
federal
dollars
are
not
always
very
easy
to
administer,
and
so
we
do
what
we
can
to
make
sure
that
we
do
that
in
the
best
way
possible.

One
thing
I
will
ask
you
all
to
do
is
understand
our
financial
model.
Our
funding
is
federal
in
nature.
Federal
money
takes
match
the
match.
Money
that
you
all
provide
as
a
part
of
local
dues
is
what
allows
us
to
unlock
all
the
things
that
we
do.

What
we
have
been
able
to
do.
This
is
a
anomaly
of
a
year.
We
have
had
nine
our
return
on
investment
for
the
investment
our
local
governments
are
making
is
ninety
dollars
per
dollar
of
dues.
That
is
an
anomaly.
It
will
not
be
that
high
again.
This
is
largely
due
to
arpa
funding
and
the
different
pieces
of
funding
that
we've
seen
recently,
and
our
job
is
to
get
these
resources
out
to
the
region
in
infrastructure
and
human
capital.
We
do
what
we
can
to
make
sure
that
we're
doing
this.

Well,
there
was
a
lot
of
money
that
we
we've
received,
or
we
were
able
to
secure
through
grants
for
the
region
a
lot
of
money
through
the
arpa
funding
code
response
overall
26
million
dollars
in
Grants
for
infrastructure.
That's
mostly
what
we
work
on
is
infrastructure
in
local
governments.

What
most
people
know
us
for?
Is
this
a
planning
and
government
services?
This
is
a
large
part
of
our
history.
This
is
what
we've
been
working
on.
We
do
comprehensive
and
pre-disaster
mitigation
plans.
We
have
a
bike,
pedestrian
planner,
who
allows
us
to
do
great
things.
Like
rides
helmet
distributions,
helping
with
safe
routes
to
schools.

W
Asset,
one
of
the
things
that
we
that
the
County
south
of
us
struggle
with
is
as
the
buffer
is
increasing
and
going
into
private
hands.
That
resource
is
coming
out
of
a
public
actual
and
so
they're
losing
tax
revenue
in
these
rural
poor
counties.
That's
making
a
big
difference.
This
project
is
designed
to
help
identify
and
find
different
ways
to
to
to
improve
their
situations.

We
work
on
Transit.
We
do
run
Transit
program
with
our
partners.
We
have
the
lure
Chattahoochee
Regional
Transit
Authority,
you
all
have
seen
you
may
have
seen
the
patola
transit
buses
we
help
with
that
program.
We
do
run
some
Transit
programs
here
in
Columbus
to
this
Muskogee
County
Senior
Center.
We
run
some
dialysis
trips.

We
also
do
a
lot
of
grant
writing
that
is
a
large
part
of
what
we
do.
We
write
a
number
of
different
grants
for
our
local
governments.
Community
Development
block
grants.
We
have
written
several
our
grants
for
our
local
governments.
One
thing
that
we
did
not
do
is
we
did
not
write
grants
for
our
Broadband
rural
Broadband
program.
However,
we
supported
everybody
who
did
write
a
grant
for
our
for
Rural
broadband
and
we're
able
collectively
in
this
region,
to
invest
84
million
dollars
in
Broadband
in
the
rural
parts
of
this
region.

So
we're
really
really
pleased
with
that
and
it
was
a
strategic
decision
to
help
support
everybody
else.
Who's
who's
going
after
and
trying
to
secure
funding,
they
did
the
work.
All
we're
doing
is
trying
to
make
sure
that
we've
been
working
on
Rural
Broadband
since
2014
and
in
various
forms
and
fashions
we'll
I'll
finally
mention
the
neighborhood
products
projects
with
arpa
from
the
governor's
office.
We
were
able
to
secure
multiple
projects,
including
three
in
here
in
Columbus,
with
the
city
of
Columbus.

The
city
staff
did
a
great
job
as
their
that
is
their
their
star.
You
grow
in
Columbus
was
also
able
to
secure
funding
2.2
million
for
a
project
around
Fox
Community
Center.

These
projects
are
impactful.
These
projects
are
going
to
make
a
difference
in
the
region
in
the
in
the
in
the
places
that
they
that
they
work
now
is
a
time
to
be
accelerating
and
trying
to
do
more
to
try
to
get
this
as
many
of
these
dollars
are
in
Washington
DC
back
into
this
region
as
possible.
This
is
a
historic
period
of
investment
from
Washington
D.C
and
to
me,
these
are
our
tax
dollars
that
are
going
to
DC.

whatever
we
can
to
make
sure
we
secure
them
and
bring
them
back
into
this
region

something
we're
going
to
we're
working
on
regularly
I'm

old
history

these
projects

work
with
Georgia
Department
of
Transportation

that
we

with

folks
are
responsible
for
making
sure

investment

that

at
home
for
light
housekeeping.

also
help
take
care
of
people
who

taking
care

others
at
respite
care
is
an
incredibly
important
piece.

all
know
that,

care
of
other
people,
it
wears
you
out
and
we
want
to
make
sure
that
the
people
who

taking
care
of
our
seniors
can

This
can
have
the
help
that
they

do
have
a
wellness
program

we're
very
proud
of
the

The
matter
of
balance
course
that
we
are

we
run
we've
done
that,
but,
most
recently
in
partnership

Piedmont
Hospital

senior
Wellness

seniors
at
the
Trade
Center.

do
need
volunteers,

do

people
that
can
help
us
who
are
interested

learning,

to
teach
and
how
to
be
a
lay
leader
for
these
Wellness

dementia
care
specialist.
It's

new
program
that
we

our
new
dementia,

Specialists

available
for
training
in
the
community

the
next
few

our
Partnerships
are
incredibly
important

resources

we
can't

look
and
keep
our
heads
up
and
see
who
can
use
them
in
this
past
year,
with
the
amount
of
funding
that
was
coming
out
of
Washington
DC.

up
and
looked
around
to
see
who
else
would
be
able
to
be
bent

benefit

we
found
West
Georgia
a
public
health
with
their

the

the
assistance

we
worked
on

resources

unit
for

for

so
we
had

new
Homestead
sign

lock
on

taxable
values

they're

new

sent
out
somewhere

neighborhood

5900
personal
property
notices,

includes
boats,
aircraft
and
business
inventory
equipment,
those
kind
of
things
and
real
property
notices.

net
change

the
digest
after
exemptions,
so
we
take
out
all
those
frozen
homesteads
and
we
take
out
the
things
like
Bond
abatements
and
Enterprise
Zone
abatements
those
kind

things,
so
the
net
increase

shocked

we
are

playing

a
decision

the

increases
this

did
not
do

we
did
a
little
bit
last

a

bit

kind

out

notices
are
going
out
on
Tuesday.

are
at
the

and

started
last

what
we
want

present

you
is
what
we
call
the
summer
showcase
and
so
on
June,
the
6th
from
between
the
hours
of
10
a.m
and
2
P.M.

tours
at
the
River
Center
Parking
Garage,
just
to
show
those
of
you
who
can
come
out
between
those
hours
as
well
as
the
public.
What
we
have
done
to
the
River
Center
parking
garage
and

we've
spent
quite
a
bit
of
funding,
t-sbloss
funding
for
these
upgrades,
and
so
we
want
to
you
know
actually
say
to
the
public.
You
know
people
have
said
you

they
didn't
really
feel
safe
at
the
garage,
and
so
we
want
the
public
to
know
that
we
were
listening.

heard

efforts

comfortable

garage

briefly
talk
about
some
of
the
upgrades
that
we've
made

some

them

listed
there
on
the
on
the
front,
LED
lighting,
new
signage
way,
finding
signs,
re-striping
of
spaces
and
numbers,
emergency
call
boxes
and
fifth
floor
interest
gate.

some

major

things

we've
also

so
new
signage
and
beautification.

entrance
and
the
presence

be
noticeable
emergency
call
boxes.

got

total
emergency

boxes
at
the
River
Center
Garage.
There

four

pedestal
type
that
you
see
and

the
boxes

the
wall.
So
that

huge
feature

people

feel
like
it's
not
safe.
If
it's
at
night,
those
those
call
boxes
are
there
for
them.

this
garage
is
lit.

we
have
heard
people

it's
too
dark.

is
bright,

bright,

believe
Bay,
Avenue
garage
was
probably

only
one
that
had
the
LED
lighting,

now
River
Center

well
lit,
re-striping
and
of
spaces
and
numbers
again.
That's
we've
had
all
of
the
parking
spaces
re-striped
way
finding
signs.
So
it's
easy
to
see
the
numbers
of
of
where
you're
parking
and
the
floors
foreign
the
fifth
floor
entrance
gate
for
years,
we've
had
so
much
activity
going
up.

the
fifth
floor
and
everything
going
on
up
there,
so
you
will
be
able
to
see
there
this
gate
it's
closed
off
and
we
can
open
it
whenever
it's
needed.

gate

people
from
driving
up

just
going
up

laudering
vandalizing
on
the
fifth
floor
and
the

new
fencing

those
carts

be

upgrading

cameras

River
Center
Garage
being
the

public

next
year
we
will

our
upgrades
with
Bay

well

CSU,
but
we
have
already
invested
in
all
of
the
garages
in
terms
of
pressure
washing
exterior
and
interior.

twice
already
and

wayfinding
signs
are

in
the
garages

Bay
and
River

will

boxes

sure
that
we
set
aside
funding
every
year
for
upgrades
to
the
garages,
because
we
want
you

really

We
don't
have

lot
of
parking.

Uptown
and
Uptown
is
just
growing
and
we
need
our
citizens
to
know
that
the
garages
are
accessible
for
them.

letters
would
support
Alabama
and
Georgia
senators
agreeing
to
support
a
further
study
of
an
East-West
link
from
Texas
to
South
Carolina.

was
portions

Lee
County

in
within
the
mpo
are
part
of
the
mpo.

2020,

was
hired
to

a
study

improvements
needed

upgrades

as
a
East-West
corridor
from
Texas

Transportation
priorities
request

sent
it
in

2022
counselor
hats
requested
that
gdap
pursue
a
raise
Grant
to
update
the
I-14
route,
raise
grants
or
rebuilding
American
infrastructure
through
sustainability
and
equity.

pros

R14.
It
has
been
identified
now
for
almost
20
years.
It
connects
numerous
military
bases.

It's
an
East-West
Interstate
through
the
most
underserved
parts
of
the

It's
an
excellent

the
2020
Jr
Allen
Parkway
study,

study

part
of
the
Metropolitan
Transportation
study

be

be
completed
in
early
24,
which
will
help
us
identify

much
Freight
is
actually
coming

Columbus

of
course,
as
mentioned

their
strong
local
advocacy

in
Columbus,
some
of
the
cons,

Allen
Parkway

not
up
to
Interstate
standards.

to
increase
Bridge,
Heights
and
widths
Lane
widths,

Lanes.

would
have

deal

grades
and
several

I-14

identified
in

we
had
no
Walmart,
no
Midland
Commons

development
in
the
Beaver
Run
area.
There
are
limited
options
for
rerouting
that
have
been
identified
by
usdot.

undermines
reconnected
communities,

I
live
at
211
7th
Street
Columbus
in
the
Seventh
District,
so
I
had
been
mentioning
that
cacc
has
a
lot
of
room
for
improvement
in
many
areas
that
could
help
a
lot
more
animals
find
homes.
I
mentioned
their
10
adoption
rate,
which
that's
just
a
huge
low-hanging
fruit
area
for
improvement
and
a
lot
of
that
problem.
It
seems
like
it's
marketing
a
lot
of
from
my
conversations
with
people
over
many
years.

I've
found
that
most
people
have
no
idea
that
cacc
exists
and
that
they
can
go
there
to
adopt
a
pet.
This
is
a
marketing
issue
that
should
not
be
too
difficult
to
solve
their
Facebook
page
things
like
that.
The
dogs
need
in
the
cats
need
like
bios
and
and
photos
on
those
pages
to
help.
People
know
that
they're
available
for
adoption,
ccc's
volunteer
program
is
struggling,
as
was
noted
in
the
city
audit.

Let's
face
it,
it's
a
really
tough
shelf,
a
really
tough
cell
to
say,
come
volunteer
at
my
kill
shelter,
because
people
don't
want
to
go,
walk
a
dog
one
day
and
then
see
their
photograph
the
next
day
as
a
dog
that
was
killed
for
space,
it's
just
very
sad,
frankly
and
shelters
that
are
no
kill,
much
more
easily
get
a
lot
more
volunteers
signing
up
and-
and
so
that's
a
way
to
to
improve
this
at
cacc.

Many
good
people
in
this
community
are
exhausted
from
trying
to
save
animals
from
a
broken
Sheltering
system.
Some
are
essentially
running
many
animal
shelters
out
of
their
homes,
paying
out
of
pocket
to
care
for
too
many
animals.
Because
of
this
failure,
you
have
the
power
to
change
this
by
passing
a
resolution
to
make
Columbus
no
kill
and
instructing
cacc
leadership
to
meet
with
the
community
in
open
public
meetings
and
come
back
to
you
in
front
of
the
council
and
present
to
you
a
concrete
plan
on
how
they
plan
to
make
that
happen.

no-kill

Sheltering
system
will
save
many
animals,
like
my
foster
dog
80,
who
came
very
close
to
being
killed
at
cacc
and
is
a
fantastic
dog
and
Columbus
will
be
a
better
place

tax-funded
city,
shelter
is
a
safe
place
to
take
a
found
animal
or
for
their
pet,
their
own
pet
to
land
if
they
get
lost
because
right
now,
that's
not
the
case.
