I've
got
the
2017
proposed
legislative
agenda
items,
I
went
through
most
of
those
at
the
last
business
meeting.
We
had
seventeen.
Now
we
have
twenty
on
our
list
and
this
is
going
to
I'll,
try
and
move
quickly,
but
it's
it's
kind
of
tedious
and
so
you're
gonna
have
to
bear
with
me.

This
legislative
agenda
is
longer
than
any
agenda
in
math
during
my
tenure,
so
we've
got
20
items,
some
of
them
or
repeat
items
from
previous
years
and
I'll
try
and
remind
you
of
those,
but
the
first
one
is
now
on
one
surcharge:
increase
you're
familiar
with
this.
We're
asking
the
delegation
to
introduce
support
legislation
to
increase
now
on
one
fees
from
a
dollar
52
to
54,
telephone
landlines
and
wireless
phones
from
one
dollar
to
250.
It's
a
carryover
from
previous
years.

Obviously
you
know
that
the
collections
that
from
these
sources
do
not
cover
the
cost
of
our
9-1-1
services.
For
the
past
four
years,
we've
had
to
subsidize
a
general
fund
for
and
the
other
Local
Option
Sales
Tax
Fund
has
been
used
for
a
total
of
2.4
million
dollars,
and
so
this
legislation
would
be
good
for
Columba's
good
for
us,
and
we
ask
for
your
support
too.

can
imagine
that
it's
a
probably
a
statewide
issue
and
the
governor

know
has
had
a
name
one-one,
commission
or
committee
appointed
and
mayor

served

it's
more
of
a
statewide
issue
and
maybe
they're
trying
to
address
it
from
a
statewide
standpoint.

concerns

beneficial

us

we
focused

a
smaller

wondering
if

delegation
knows
you

our
feelings
on
this

suggesting
that
we
take
it
off
necessarily

saying
you

to
the
delegation.

to
keep

them

use

local

tax
monies
to
support
it,
and
we
want
to

them

not
forget

delegation
is

you

list

things

have
been
on
before
we

want

bring

that
issue
to
their
attention.

a

but
we've
had
it

we

about

heard
about
it
through
my
prior
that
the
Commission's
been
closed

the
Commission
and

GMA

activated
once
Atlanta
got
the
benefit
they
got
because
other
cities
wanted
it.

next

I'm
going

consider
it
new
because
it's
a
different
amount
of
money,
but
what
costs
and
recorders
court?
You
know
we
were
approved
for
$15
fee
on
state
mandated
fans
with
a
center
but
have
a
sunset
provision,
and
the
judge
is
requesting
legislation
that
will
repeal,
of
course,
the
sunset
provision
and
then
to
add
a
fee
to
state
mandated
fans
of
$25.

would
be
able
effective,
July,
1
2017
to
be
used
to
defray
administrative
calls
over
quarters
court,
and
so
the
judge
is
asking
for
something
different.
Although
we
did
have
15
and
it
was
sunset
he's
asking
for
$25
and
so
we're
asking
your
approval.
It
allowed
us
to
proceed
forward
on
the
agenda.

other
hundred

fifty
six
counties
there's
just
a
few
with
this
law,
and
that
those
would
be
similar
sized
cities
with
population
as
Columbus,
and
so
we're
asking
that
you
allow,
or
at
least
ask
the
delegation

repeal

paragraph.
That
has
to
do
with
measurement
for
our
city,
and
a
couple
of
similar
sized
cities
were
156.
Other
counties
have
something
different:

for

it

approved,

the
300
rule
that
we
have
place
like
around
victory

it
doesn't
end

a
lot

bars

ordinance
that
we
don't.

leases
rent
the
entire
facility
trade
center
believes
they
should

the
option
of
choosing
to
prohibit
weapons
within
the
entire
facility
and
they
can
post
signage.
Indicating
weapons
are
not

so
we're
asking
you

approve
and
ask
them
to
allow
establishments
to
make
those
decisions.

requesting.
The
legislative
delegation
introduce
and/or
support
legislation
to
authorize
a
referendum
for
the
state
of
Georgia
to
allow
Georgia
citizens
to
vote
as
to
whether
they
want
to
allow
casino
gaming
in
Georgia
for
the
purpose
of
hope,
scholarship
funding,
and
so
it
will.
We
just.

have
no
idea
of
what
the
details
would
be,
but
as
I
understand
it,
when
the
the
HOPE
scholarship
through
the
lottery
was
first
done.
It
was
plentiful
to
support
education
in
Georgia
and
then
the
criteria

changed

years,
and
that
starts
some
of
the
funding
started
to
go
into
something
different
than
initially
approved
as
part
of
Hope
scholarship
and
now
I
think
hope.
Scholarships
are
coming
up
short
because
they've
expanded
it
so
and
so
I
think
the
intent
here
as
I
understand
it
would
be
I.

know
that
how
the
details
would
work
out.
But
if
there
is
casino
gaming
in
Georgia
based
on
the
two
sponsors
around
the
table,
they
would
say:
let's
let
the
voters
of
Georgia
decide
whether
they
want
casino
gaming
and
if
they
do,
we
want
it
to
go
to
support,
hope
scholarships
because
of
the
decline
or
lack
of
funding
of
hope
scholarship
over
the
years.

seem
to
remember
and
that
some
of
the
legislation
that
has
been
introduced
on
this
issue
in
the
last
couple
of
years
limited
the
number
of
casinos
and
I've
heard
various
scenarios.
One
of
the
things
I've
heard
is
two
casinos
in
Atlanta
one
in
Savannah
and
one
somewhere
else
in
the
state.
I've
heard
two
in
Atlanta,
one
in
Savannah,
one
in
Columbus
and
one
in
Augusta.
I've
heard
all
of
those
kinds
of
things,
but
from
what
I'm?
Seeing
here,
we're
not
proposing
any
kind
of
limitation
on
the
number
of
casinos
is
that
right?
No.

What
the
introduction
of
a
casino
into
the
local
economy
does
to
that
local
economy,
for
example.
Here's
one
of
the
things
that
has
been
talked
about
is
that
if
Columbus
were
one
of
those
six
locations,
we'd
have
a
casino
down
on
the
river
just
south
of
the
Civic
Center,
and
that
that
casino
it
would,
as
many
casinos
do,
have
the
ability
to.

entertainment
into
the
casino
at
a
much
lower
cost
to
the
attendee
than
we
have
at
the
Civic
Center,
for
example,
and
we
have
some
problems
at
times
getting
people
to
go
to
the
Civic
Center,
because
the
tickets
are
too
expensive,
and
so,
if
we
have
a
facility
just
right
down
the
river,
that's
cheaper
that
that
will
further
impact
the
resources
of
the
Civic
Center.
Not
only
that,
but
in
other
locations
as
I
understand
where
these
kinds
of
casinos
have
been
established.

so
I
would
I
would
ask
our
my
fellow
councillors
to
consider
very
carefully
whether
or
not
we
want
to
have
this
on
our
agenda.
This
is
gonna,
be
this
legislation
I
think
is
going
to
be
on
the
state
legislation.
It's
going
to
be
introduced
at
the
state
level,
whether
we
put
it
on
my
agenda
or
not,
and
so
I
I
am
NOT
going
to
support,
putting
it
on
our
legislative
agenda
because
I
think
I,
don't
think
we
need
to
do
that.

that
it's
going
to
be
presented
at
the
state
level
in
any
event,
and
so
I
just
have
too
many
questions
at
this
time
about
how
it
worked.
What
would
what
would
happen
all
of
those
kinds
of
things,
and
we
don't
have
any
we
know
what's
been
proposed
before,
but
we
don't
have
anything
now
except
we're.
Gonna
play
the
HOPE
scholarship
out
of
this
and
I
think
that's
a
red
herring.
So

mayor
pro-tem,
to
ask
a
couple
of
questions
at
Council,
Thomas
Crowder,
the
lotto
system
started
out
paying
the
HOPE
scholarship
in
full
for
student
and
now
is
the
percentage
and
they
are
hoping
to
be
able
to
fund
the
HOPE
scholarship
in
full
of
per
student.
With
this
more
details
going
in
they're,
looking
at
basically
given
Columbus
the
opportunity
to
vote
on
it
and
the
facility
would
be
probably
in
the
neighborhood
of
1500
seats.
So
hopefully
the
type
of
artists
and
people
who
would
come
to
the
casino
was
not.

The
civic
center
would
be
too
big
for
that
particular
artists.
Investment,
minimum
they're,
looking
at
250
million
dollars
being
invested
into
our
economy
and
creating
about
1,100
jobs
here
so
spending
within
our
area.
Businesses
with
people
coming
in
and
out
would
be
probably
in
the
neighborhood
of
18,
plus
million
and
out-of-state
visitors
they're
looking
at
six
hundred
sixty
thousand
per
year.
At
this
point.

The
big
piece
to
that
is
I,
don't
know
if
you
see
the
buses
that
lead
from
our
city
going
into
Alabama
and
Mississippi
we're
losing
a
great
deal
of
people.
So
if
the
issue
is,
if
we
don't
have
it,
they
won't
gamble,
they're
going
to
the
casinos
in
Alabama
and
Mississippi
and
taking
our
Columbus
Muscogee
money
with
them
to
those
areas.
So
I
think
this
is
the
opportunity
that
they're
looking
at
to
bring
our
money
back
home.

somewhat
premature
from
a
standpoint

request

a

believe

delegation

their
work
and
they're
probably
already
doing
work
on
it,

going

a
position
on
it
right
now.

like
the
language

actually
asking
me

endorse

to
take
a

ready

the

and

not
advocating
for
casino
gambling
in
the
state.

would
like
to
have

conversation

study
it.

would
like
to
have
the
data
analysis
and
impact
studies
and
all
the
other
information
that
goes
along
with
that.

think
we
need
to
have
the
conversation
in
our
community,
which
we
haven't

place,

certainly
I'm
not
you
know,
I'm
not
opposed
to
our
delegation.

doing
their
work
at
the
state
level
and
and
whatever
they
need
to
do

would
hope
that
those
kind
of
these
kind
of
actions
are
already
taking
place
up
there
because
I
don't
really
know
what
this
is
asking
me
to
do
at
this
point
and
how
it
relates
to
Columbus
Georgia.
So
I
would
like
to
hear
from
my
constituents.

that's
appropriate,
and
you
know,
let's
now,
if
the
language
was
changed
a
little
bit
here,
maybe
I
feel
a
lot
more
comfortable.
That
came
from
a
standpoint
of
studying
and
and
looking
at
it
real
close
from
a
state
perspective
and
how
it
benefits
our
our
citizenry
and
the
impact
economic
impact
across
the
board.

they
would
want
to
look
at
all
the
information

hope
that
they
would
do
that,
but
I'm
not
so
sure
that
that,

the
Columbus
standpoint
that
were
at
that
point
without
having
this
conversation
within
the
community.

at
the
same
time
I
feel
like
this
can
continue.

conversation
can
continue
in
Atlanta
without
a
somewhat
the
way.

look
at
this
as
a
as
a
as
an
endorsement
and

Don't

not
ready
to
take
that
step
yet.

support

agenda

possibly

casino
coming
there
or

property,

will
probably
be
good

that

know

conversation

casinos
until
it
came
through

vote

citizens

think
it's

purist

democracy.

them
make

decision

job

investigate,

all
the
answers,

citizens
can
make
an
informed
decision

this
discussion
around

itself

to
some

folks

well

are
proponents
of
this
legislation.

respect
him
a
lot
and
told
them
the
same
thing
that
on
the
surface
it
it's
unlikely,
I
wouldn't
allow
the
citizens
to
vote,
but
but
there
are
some
issues
that
I've
heard
around
the
table
today,
that
they
give
me
pause
and
make
me
want
to
try
to
do
a
little
bit
more
investigating
and
getting
some
more
discussions
with
some
of
these
folks.

don't
know
if
it
would
help
anybody
other
than
me.

would

just
because
I'm
gonna

conversation

these
individuals

see
if

can
see

wrap

head
around

listen
that

building
permits
and
given
applicants

opportunity
to

private
plan
review
if

is

should

by

the

may
