From YouTube: Legislative Delagation Agenda 2016A
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
In
the
meantime,
if
there
are
things
that
you
want
to
add
to
the
agenda,
you
can
do
them
between
now
and
the
meeting
where
we
will
be
voting
and
even
after
that,
if
you
have
some
things
that
come
up
before
the
legislative
session,
you'll
be
able
to
vote,
and
this
is
just
to
kind
of
read
into
the
record
to
let
you
know
what's
on
the
agenda.
I
was
going
to
go
through
them,
but
I'm
just
going
to
let
you
know,
because
then
I
know
that
we've
been
here
while
the
first
one
is
an
ambulance.
A
What
we
get
on
landline
and
Wireless
just
does
not
cover
the
cost
and
we're
putting
them
back
on.
We've
got
court
calls
and
recorders
court
we've
had
that
discussion
before
where
he
wants.
A
fee
of
$25
we've
got
the
sales
tax,
accountability
and
transparency
user,
safeguard,
which
we
refer
to
as
point
of
sales
data
and.
B
Mr.
C
major,
let
me
just
say
that,
if
counsel,
while
they're
looking
at
this,
if
they
would
like
us
to
take
that
off,
so
that
our
agenda
is
not
so
full,
that
is
more
an
administrative,
probably
type
thing
that
we
need
to
speak
with
the
revenue
commissioner
and
the
governor
and
continue
those
lines
of
discussion
than
actually
having
legislation
posed.
So
I
just
throw
that
out
for
council
if
you're
looking
for
a
way
to
lessen
the
load
of
the
legislative
agenda.
So
it's
more
effective.
That
could
be
one
that
we
just
pursue
administratively.
A
The
fourth
item
would
be
repeal
local
population
provision
contained
an
alcohol
beverage
code
pertaining
to
measurement
of
prohibited
locations,
and
this
would
simply
repeal
the
paragraph
which
provides
a
different
method
of
measurement
for
alcohol
established
to
prohibit
locations
for
counties
having
a
population
between
175
and
195,000.
Then
we've
got
the
Georgia
open,
carry
law
where
the
trade
center
had
they've
had
some
concerns
with
House
bill
60
as
it
currently
stands.
A
We've
got
casino
gambling
a
referendum,
and
it's
requesting
the
legislative
delegation
introduced
and
sort
of
support
legislation
to
authorize
a
referendum
to
allow
Georgia
citizens
to
vote
too
as
to
whether
they
want
to
allow
casino
gaming
in
Georgia
for
the
purpose
of
hope,
scholarship,
funding
and
I
didn't
call
off
the
councilors
names
or
who
asked
for
these,
but
they
will
do
that
at
the
next
meeting.
We've
got
perches.
Excuse
me
a
peach
care
for
kids.
We
have
a
discussion
at
Council
on
that
law.
A
Enforcement
issues
and
I
will
just
take
a
second
to
note
that
some
of
these
so
that
it's
clear
in
the
community
what
this
is.
But
it's
requesting
that
the
legislative
delegation
introduce
general
legislation
at
the
2017
session
to
implement
one
or
more
of
the
recommendations
contained
below
and
one
would
be,
require
all
law
enforcement
agencies
within
the
state
of
Georgia
to
meet
best
practices
of
the
Commission
on
Accreditation
for
law
enforcement
agencies.
A
That's
Kalia,
as
we
know,
SCAL
ei
require
any
future
fatal.
Officer-Involved
shooting
within
the
state
of
Georgia
being
investigated
by
the
Georgia
Bureau
of
Investigation
require
any
future
fatal
officer
shooting
within
the
state
of
joy,
to
be
reviewed
and
or
prosecuted
by
district
attorney
outside
the
jurisdiction
of
the
shooting
required.
The
compilation
and
maintenance
of
data
on
officer-involved
shooting
shootings
in
Georgia
jurisdictions
require
all
incident.
A
And
so
those
are
the
six
points
in
that
request.
Then
we've
got.
We
have
tax
reform,
key
principles
of
local
taxation
to
ensure
that
Georgia
has
a
balanced
and
equitable
system
of
taxation.
We've
got
home
and
community-based
services,
and
this
is
simply
saying
that
fund
and
receive
from
the
older
Americans
Act,
along
with
state
funding,
are
not
keeping
pace
with
the
increase
in
needs
of
the
senior
population.
A
Of
course,
we
know
that
were
communities
board
or
other
states
like
we
do.
Alabama
puts
us
at
an
unfair
advantage,
and
so
we're
asking
for
that
personal
transportation
vehicles.
That's
P
TVs,
we
are.
We,
as
you
know,
enacted
an
ordinance
allowing
the
use
of
P
TVs
on
certain
designated
streets
in
Uptown
and
due
to
state
law
restrictions.
A
A
Certain
building
permits
there's
a
bill
that
has
been
dropped,
although
not
acted
on
Senate
bill,
437,
there's
requesting
to
reduce
the
Tamland
for
building
permits
and
given
the
applicant,
an
opportunity
to
use
private
plan
review
to
approve
construction
plans,
in
other
words
to
say,
and
we
need
to
do
it
in
15
days
instead
of
the
30
days
and
that
just
places
a
burden
on
us
to
be
able
to
do
that.
And
it's
threatens
the
integrity
of
our
process.
A
We're
concerned
about
it
number
15
amendment
of
conflict
of
interest,
provision
for
redevelopment
powers,
law
we've
talked
about
that
where
elected
and
appointed
officials
can't
do
certain
things,
can't
own
property
can't
be
involved,
and
we
want
to
ask
for
clarification
of
that
law
as
it
relates
to
tats.
As
we
know
them:
tax
allocation
districts
but
redevelopment
powers.
A
The
number
16
ensure
that
constitutional
officers
pay
their
own
attorneys
fees
when
filing
suit
against
their
county
governing
authority.
We're
asking
for
clarification
from
the
General
Assembly
to
ensure
that
constitutional
officers
may
not
create
the
conflict
and
make
use
of
the
statute
to
sue
the
government
authority
and
force
it
to
pay
the
attorneys
fees
without
any
safeguard
to
the
public
coffers,
and
that
was
asked
for
about
a
council
henderson
legislation,
a
number
seventeen
legislation
imposing
restrictions
on
step
therapy
failed
first
protocols.
A
Step
therapy
is
also
known
as
fail.
First,
policies
are
insurance
practices
which
require
the
least
expensive
drug
in
any
class
to
be
prescribed
to
a
patient
first.
Even
if
the
patient's
physicians
believe
the
different
therapy
is
medically
in
the
best
interest
of
their
condition,
and
so
that
was
asked
for
by
councilor
of
Barnes
and
so
we'll
be
bringing
that
back
and
explaining
it
in
further
detail.
A
A
A
C
C
A
C
C
We
will
go
back
well
might
want
a
lot
sometime
for
that,
because
it's
I
mean
there's
some
items
on
here
that,
whether
it's
you
know
a
national
agenda
or
state
agenda,
whatever
I
think,
then
we
need
to
understand
the
the
context
of
it
and
what
exactly
we're
requesting
I
think
a
lot
of
it's
pretty
much
generics
probably
liked
home
to
use,
but
it's
just
kind
of
some
of
the
stuff.
From
the
years
in
the
past,
councilor
pew
and
I
were
just
talking
about
I
know
she
talked
about
the
the
five-dollar
destination
fee.
C
A
C
We
were
talking
about
the
five-dollar
destination
fee
last
year.
We
asked
him
to
repeal
it
I'm,
not
so
sure,
there's
a
lot
of
support
for
that,
but
if
they
repeal
it,
that
would
be
great
being
that
we're
a
border
city
and
it
does
affect
our
city
I.
Think
the
statistics
show
that
the
what
I
was
asking
is
and/or
of
a
modification
of
that.
If
you
would
put.
C
D
C
A
D
A
It's
not
in
the
legend
in
our
explanation.
We
have
that
in
there,
but
not
in
the
legislation
itself.
When
we
explain
it,
we
want
the
delegation
to
know
as
they
introduce
here's,
why
we're
asking,
because
we
we're
at
an
unfair
advantage
as
a
porter
state.
So
it
does
a
read
that
says.
In
addition,
in
Columbus
and
other
cities
near
a
border,
it
will
give
hotel
use
in
adjacent
states.
A
competitive
advantage
is
what
we
say.
