A
If
a
favorable
recommendation
is
given,
then
the
case
is
forward
to
the
city
council
of
two
independent
recommendations.
The
planning
department
makes
a
recommendation
for
denial.
The
applicant
left
10
days
from
the
receipt
of
the
letter
stating
the
denial
to
notify
the
clerk
of
counsel
that
they
are
requesting
to
be
placed
on
the
city
council's
agenda.
A
The
city
council
of
Columbus
will
hold
a
public
meeting
called
the
first
reading
said.
Council
shall
consider
the
case,
review,
planning,
advisory,
commission
and
planning
department
recommendations
and
hear
discussions
on
the
matter.
Council
will
make
a
final
decision
at
a
second
public
meeting
called
the
second
reading.
A
A
B
Thank
you,
Mr
chairman,
give
you
a
little
background
when
Georgia
passed
the
medical
marijuana
law
a
couple
years
ago,
we
went
ahead
and
put
it
in
the
ordinance,
because
it
was
something
that
was
going
to
be
coming.
Something
was
going
to
be
required
since
that
time
they
have
implemented
their
rules.
B
One
thing
they
put
in
there
was
that
we're
having
trouble
with
and
I
think
a
lot
of
folks
are
going
to
have
trouble
with
is
Georgia.
State
law
prohibits
a
medical
cannabis
dispensary
within
a
thousand
feet
of
a
covered
entity.
B
B
Now
those
five
dispensaries
are
not
going
to
be
in
Columbus,
Georgia,
I'd,
say
on
top,
maybe
one
maybe
two.
That
would
probably
be
extent
of
it.
Keep
in
mind.
This
isn't
recreational
marijuana.
This
is
low-grade
THC
oil
by
prescription
and
what
we've
looked
at
is
some
of
the
best
places
to
have
these
and
where
they,
what
they
do
in
Colorado.
B
B
Oh
there
it
is
we've
put
in
like
lighting
no
flashing
lighting
Searchlight
spotlights
you
know,
like
you,
see,
signage,
no
message
boards,
just
a
basic
or
a
low
oil,
dispensary
type
box,
sign
hours,
operation,
7,
A.M
to
10
P.M,
and
it
has
to
be
in
a
standalone
building,
meaning
it
can't
go
into
a
strip
center.
B
So,
essentially,
if
these
changes
are
made,
what
would
happen
is
I?
Just
one
of
these
Growers
will
come
in
here
and
ask
for
dispensary
license
and
if
they're
in
within
a
thousand
feet
of
one
of
these
covered
entities,
they
will
ask
Council
for
a
reduction
reduction
might
be
999
feet.
Reduction
might
be
five
feet,
you
just
we
don't
know,
but
I
can
tell
you
right
now
and
think
offhand
of
two
that
are
within
a
thousand
feet.
B
I'd
have
to
really
look
at
the
two
on
10th
across
from
Medical
Center,
to
see
what
they're
close
by
suntrusted
Airport
Thruway
regions
at
54th
Street.
Just
with
the
bacon
industry,
changing
and
them
dropping
branches.
There
is
opportunity
to
utilize
these
buildings
for
a
an
adapter
for
use
and
I'll
address.
Any
questions
y'all
might
have
and
also
keep
in
mind
these
CBD
stores,
these
CBD
stuff,
Delta,
9,
that's
being
sold
in
stores
those
are
city-wide
and
they're
considered
retail
they're
not
regulated.
C
B
It's
I
think
it's
extremely
expensive
and
what
they
use
the
safes
for
is
now.
This
is
I,
don't
see
this
getting
robbed
because
Georgia
only
allows
the
low
THC
oil
by
prescription
only
but
I
still
think
with
your
product.
You
still
want
it
in
the
safe
at
night
and
most
of
these
Banks
already
wired
for
cameras.
D
E
Question
yeah
that
what
you're
saying
makes
a
lot
of
sense
who
who
would
actually
enforce
it?
Who
would
would
the
state
of
Georgia
and
no
one
in
Muskogee
County
would
be
responsible
for
the
enforcement?
No.
B
It's
the
state
and
they've
really
limited
it
to
where
I
think
they
can
handle
the
enforcement
there's
a
lot
of
things
they
don't
handle.
Well
because
of
how
widespread
it
is:
Personal
Care,
Homes
these
machines
and
see
stores
and
whatnot,
but
this
by
keeping
it
to
10
dispensaries
and
I'm
telling
you
I,
don't
really
see
a
lot
of
demand
for
low
THC
oil.
That
would
see
dispensaries
for
all
all
over
the
state.
A

D
A
Johnson
all
right
that
leads
us
to
our
second
case
of

C
Sir,
the
general
land
use
is
consistent
for
planning
area
F.
The
current
land
use
designation
as
Office
Professional.
The
future
land
use
is
high,
Uptown
like
it
is
compatible
with
the
existing
land
uses.
The
property
does
not
lie
within
the
flood
way
in
floodplain
area.
The
developer
will
need
improved
drainage
plan
prior
to
issuance
of
a
site
development
permit.
If
a
permit
is
required,
property
is
served
by
all
city
services,
there'll
be
no
traffic
impact.
C
The
site
showed
me
the
codes
and
regulations
of
the
CC
ccg
for
residential
usage
there'll
be
no
no
school
impact,
no
buffer
requirements,
no
Fort

recommendation,
no
deer.
Our
recommendation,
the
surrounding
zoning
to
the
north
is
GC
to
the
South,
is
GC
to
the
east
as
upt
to
the
West

of
the

request.
The
planning
department
received
one
phone
call
in
opposition.
There's
no
additional
information
to
this
case.
A
D
What
we're
basically
trying
to
do
over
here
is
get
these
these
properties
and
a
little
bit
older
kind
of
subdivided
so
that
we
might
be
able
to
bring
in
some
additional
investment.
There's
a
lot
of
investment
going
on
in
that
area.
Right
now,
and
a
lot
of
other
properties
have
been
rezoned
to
upt,
Uptown
Columbus,
so,
basically
just
trying
to
follow
that
model
to
try
to
create
some
some
interest
and
further
investment
in
that
area
and
pretty
much
in
step
with.
D
What's
going
on
down
there,
they
developed
several
other
buildings
in
the
past
year
built
some
new
developments,
remodeled
some
right
on
the
same
block
and
all
of
those
went
through
without
any
problems,
so
I'm,
just
essentially
trying
to
do
the
same
thing
that
that's
been
going
on
down
there
for
the
last
two
years
or
so.
Okay,.
D
You
know
try
to
even
do
Airbnb,
or
maybe
we
might
renovate
them.
So
we
just
have
more
options
of
ways
to
increase
the
property
value
if
you
can
kind
of
separate
them
off
from
the
single
Parts
last
but
gotcha.
D
D
Primarily
right
now,
they're
kind
of
low
income
housing-
that's
been
the
model
there
so
far.
Obviously
things
are
changing,
so
we're
trying
to
you
know,
attract
outside
investment,
and
so
we
can
also
lift
the
rising
time
lifts
all
boats,
exposing
lift
all
boats,
but
sometimes
some
boats
get
left
behind.
So
what
we're
trying
to
do
is
make
sure
our
boat
gets
lifted
also
with
this
influx
of
investment.
That's
coming
in
area,
because
we've
been
down
there
for
20
years,
almost
and
seen
a
lot
of
changes
in
the
crime
and
demographics.
