From YouTube: Planning Advisory Commission Meeting
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
We
have
commissioners
here
on
the
panel
and
some
watching
by
television
or
youtube
and
possibly
could
be
forwarding
questions
to
me
on
my
cell
phone.
We
do
have
a
phone
number
in
which
to
call
in
which
is
706,
225,
nine,
three
seven
and
it
is
on
the
screen
at
this
time.
I
remind
those
the
audience,
those
watching
on
television,
that
this
is
the
first
hearing
of
any
rezoning
text,
change
or
special
exception
request
brought
before
us
today.
A
We
will
then
give
the
opportunity
for
anyone
the
audience
to
speak,
for
or
against
that
request
or
to
inquire
about
that
said
request.
The
commissioners
will
have
needed
discussion
on
the
case.
Once
a
motion
is
made
and
seconded
by
the
commission,
a
vote
will
take
place
and
a
recommendation
will
be
rendered.
A
A
The
city
council
of
columbus
will
hold
a
public
meeting.
It's
called
the
first
reading
said
council
will
consider
the
case
review
pac
our
our
recommendations
and
hear
discussion
on
the
matter,
along
with
the
planning
department's
recommendations.
Council
will
make
a
final
decision
at
a
second
public
meeting
called
the
second
reading.
A
Okay
got
that
out
of
the
way.
The
first
thing
on
our
agenda
this
morning
is
proved
minutes,
and
it
looks
like
I
have
minutes
here
from
june,
the
second
2021
and
june
the
16th
2021.
Has
everyone
had
an
opportunity
to
take
a
look
at
those
any
any
changes
to
note
that
you
made
a
note
of
okay,
all
right.
Well,
we'll
consider
those
accepted
all
right,
we're
going
to
change
the
change
the
agenda
around
a
little
bit,
we're
going
to
go
with
case
number
two
first
and
and
get
that
one
done.
A
If
you
would
just
look
up
your
paperwork
and
get
to
that
one
first,
because
the
second
one
will
probably
involve
quite
a
bit
of
discussion.
So
we
will.
We
will
begin
case
number.
Two
is
r
e
z,
n
0
6
21
1
2,
2
2..
This
is
a
request
to
resume
1.75
acres
of
land
located
at
4006,
4018,
4026,
bueno
vista
road
and
3913
3923
and
3925
north
lyddon
linden
drive.
Current
zoning
is
nc
neighborhood
commercial
proposed
zoning
is
gc
general
commercial.
A
B
B
Thank
you,
mr
chairman.
Razn
06-21-1222.
This
case
is
consistent
with
the
comprehensive
plan
planning
area
e.
Current
land
use
designations.
General
commercial
future
is
also
general
commercial.
It
is
compatible
existing
land
uses,
the
property
does
not
lie
within
a
floodway
or
floodplain
area.
Developer
will
need
an
approved
drainage
plan,
part
of
issuance
of
a
site
development
permit.
B
The
property
is
served
by
all
city
services.
The
average
annual
daily
trips
will
decrease
by
66
trips.
If
used
for
a
convenience
store,
the
site
shall
meet
the
codes
and
regulations
of
the
columbus
exotic
government
for
commercial
usage.
B
No
school
impact
no
buffer
requirement.
This
is
not
within
fort
benning's
notification
range.
It's
not
a
dri
surrounding
zoning
to
the
north
is
nc.
Neighborhood
commercial
south
is
sfr2
single
family
residential
2
east
is
nc
and
west
is
nc.
B
C
On
the
traffic
impact,
the
report
says
that
average
daily
trips
will
decrease
and
the
level
of
service
will
remain
at
level
e.
But
then,
when
you
get
to
the
traffic
report
page,
it
looks
like
the
level
of
service
would
increase
from
d
to
e.
Is
that
because
the
current
use
does
not
generate
as
much
traffic
as
an
allowed
use
under
current
zoning
wood
yeah.
C
A
Your
question
all
right,
commissioners,
do
you
have
any
other
questions
of
planning
all
right
and
who
would
be
here
to
represent
this
case?
If
you
would,
please
come
up
to
this
microphone
and
state
your
name
and
address
for
the
record,
please
good.
D
D
I
represent
mr
daswani
and
he
is
a
businessman
established
and
property
owner
here
in
muskogee
county
and
the
basic
plan
is
on
the
architectural
drawing
to
do
something
that
is
very
accessible
and
aesthetically
pleasing
and
there
is
going
to
be
a
buffer
wall
built
in
the
back
and
we
can
put
greenery
around
that
area
as
well.
A
C
A
B
They
say:
they're
constantly
cleaning
up
trash
litter
from
other
commercial
businesses
located
on
that
block.
The
establishment
of
a
convenience
store
gas
station
resulted
damage
to
our
property
during
construction
and
increased
maintenance
needs
going
forward.
B
B
A
D
A
F
Yes,
my
name
is
gop
the
swani
I
live
at
6421
cape
cod
drive
and
we're
trying
to
improve
that
whole
section
of
vinovista
road
with
all
small
small
buildings.
There,
electricity
look
better
with
the
one
property
and
the
one
business
there
will
give
enhance
the
whole
area
because
once
dot
finishes
the
widening
of
the
bridge,
it
still
is
all
those
they're
taking
away
a
lot
of
those
frontage
and
then
the
entrances
to
those
small
places
is
limited.
A
Okay,
all
right
yeah,
I
noticed
two
I
think
lost
two
of
the
gas
station
convenience
stores
in
the
widening
there.
F
A
All
right
well,
thank
you
very
much
all
right
any
questions
of
this
person
here.
You
know
why
all
right
is
anyone
in
the
audience
that
would
like
to
speak
against
this
case.
Please
come
forward
at
this
time
and
nobody
is
moving.
So
therefore,
I
open
the
floor
up
commissioners
for
a
motion
on
this
case.
G
G
A
B
Number
one
shows
the
proposal
to
be
permitted,
use
in
lmi
and
hmi.
B
B
B
We
have
it
existing
now
on
veterans,
parkway
next
to
columbus
body
works
and
we're
presenting
it
to
you
all
to
take
a
shot
at.
A
A
They
put
too
many
zeros
okay
well
put
on
my
glasses,
ralph,
okay
kind
of
explain
in
layman's
terms.
What
this
will
mean
can
you,
which
one
all
of.
B
All
right
number
four
is
dealing
with
minimum
fines
for
offenses
to
our
solar
erosion
and
sedimentation
provisions,
and
what
this
does
is
it
sets
minimum
fines
for
violations.
B
B
C
B
B
Up
until
now,
we
thought
that
carried
over
and
then
somebody
brought
it
up
and
we
realized
it
didn't
carry
over
so
we're
putting
it
in
the
udo
to
where
any
property
that,
like
I
said,
is
annexed
into
the
county
or
the
city
would
take
on
an
sfr2.
And
then,
if
somebody
wanted
to
develop
it,
they
would
come
back
with
a
rezoning
if
necessary.
B
An
example
of
that
is
the
185
acres.
That
csu
got
from
the
state
on
the
north
east
corner
of
I-185
and
quarter
z,
and
then
they
turned
around
and
transferred
it
to
the
city.
So
when
it
transferred
to
the
city,
it
didn't
have
a
zoning
classification.
A
C
C
If
there's
just
one
of
these
in
town,
it's
been
in
the
same
place
for
35
years
or
so
then.
This
is
not
something.
That's
likely
to
happen
all
that
often,
so
I'm
wondering
what
the
pros
and
cons
would
be
of,
instead
of
just
permitting
it
anywhere
in
these
two
zoning
classifications,
to
make
it
a
special
exception
use
given
how
that
there
can
be
concerns
about
the
solid
waste
facilities.
That's
on
the
table
absolutely.
A
B
They'll
write
a
citation,
and
then
this
this
requires
the
judges
to
actually
set
the
fine,
but
it
gives
them
a
minimum.
So
they
can't
save
50
and
have
a
nice
day.
A
B
A
B
C
But
the
inspectors
do
go
and
inspect,
and
oh
yeah
you're
violating
it
in
this
this
and
that
respect,
and
then
the
judge
will
take
that
into
account
and
setting
the
fine
or
how
does
that
work
repeat
that
last
part,
the
inspector
when
the
inspector
goes
and
says
you
have
violated
this
this
and
that
then
the
judge
sees
that
and
takes
that
into
account
in
setting
the
fine.
That's.
B
What's
going
on
now,
okay,
this
will
actually,
they
will
have
to
set
the
minimum
okay
with
this,
and
it
can
be
500
or
it
can
be
a
I
mean
it
can
be
anywhere
in
between
500
and
a
thousand.
Thank
you.
H
A
G
A
All
right,
commissioners,
all
right
is
there
anyone
the
audience
would
like
to
speak
for
this
case
at
this
time.
Please
come
forward
to
the
podium
and
if
there's
anyone
that-
and
I
don't
think
anyone
will
speak
for
it.
So
if
you
would
please
come
up
and
give
me
your
name
and
address
for
the
record,
please.
I
A
couple
questions
in
regards:
can
I
take
this
off
yeah
in
regards
to
the
fine?
Would
that
just
be
on
their
property,
or
would
that
be
the
trash
that
they
drop
on
the
right-of-way
getting
to
their
property,
whether
it's
debris
of
dirt
and
concrete
or
trash
from
someone's,
residential
or
so
forth,
is.
B
It's
just
for
sedimentation,
it's
engineering,
stuff,
detention
ponds.
It's
just.
I
B
I
mean
all
that,
though,
falls
under
littering
yeah,
even
if
it
falls
off
a
truck
it's
littering
and
the
mayor
just.
I
think
the
mayor
and
council
just
bumped
up
the
minimum
fine
to
a
thousand
dollars.
I
Okay,
I've
got
some.
I
need
to
elevate,
I'm
just
asking
that,
and
then
is
this.
What
you're
is
it
time
for
me
to
say
anything
about
the
proposed
on
the
very
front
where
you
have
the
very
front
of
the
request
is
for
to
allow
a
transfer
station
in
an
lmi
or
an
hmi,
because
it
is
not
it
currently
does
not
have
a
designation.
I
I
heard
will
say
that
other
cities
are
all
over
the
board.
I
would
like
you
to
think
about
what
that
means,
especially
as
a
resident
that
may
possibly
live
close
to
where
something
could
happen,
and
with
that
said,
I
would
ask
this
group
to
please
look
into
this
further
and
to
table
that
portion
of
this
request.
A
C
Well,
it
seemed
like,
since
there's
so
few
of
these
a
special
exception
would
give
the
pack
and
would
give
the
council
an
opportunity
to
consider
whether
a
proposed
location
would
work
or
not
and
would
be
responsive
to
the
members,
and
I
assume
that
in
general,
lmi
and
hmi
are
not
supposed
to
be
near
where
people
live,
but
there
could
be
places
where
it
would
be
a
concern.
I
I
I'm
suggesting
that
I'm
not
sure
that
those
two
are
the
are
the
right
ones
and
whether
it
should
have
its
own
zoning
classification
or
if
it
should
just
be
hmi.
So
I'm
not.
There
are
some
very
light
uses
in
lmi
and
I
don't
know
that
it's
appropriate.
I
also
believe
it
should
have
some
very
strict
restrictions
in
regards
to
anything
that
would
be
residential,
so
I
think
there's
so
many
different
things
that
play
into
it.
I
I
just
believe
a
transfer
station
is
a
big
big
deal
to
health
service
health
for
everybody
getting
into
the
water
et
cetera,
and
it
needs
to
have
a
lot
more
thought
than
to
just
say:
maybe,
let's
let
it
go
as
a
special
exception
here.
So
I
believe
time
is
always
a
good
thing
and,
let's
think
about
it,
let's
make
sure
that
we're
doing
the
right
thing.
H
A
A
All
right,
commissioners
open
the
floor
up
for
either
a
motion
motion
to
accept
motion
to
change
motion
to
table
motion
to
whatever
you
wish
to
do
so,
I'm
just
giving
you
those
options.
So
the
floor
is
open.
C
A
All
right,
we
have
a
motion
to
accept
without
allowing
this
to
just
happen
in
lmi
and
hmi.
Do
we
have
a
second
all
right?
We
have
a
second
from
miss
brown,
thomas,
dr
mccaskey,
although
all
right,
all
those
in
favor
raise
your
right
hand
and
all
opposed
all
right.
Let's
do
that.
One,
two
three
four
and
two:
okay,
all
right
four
and
two
to
move
forward,
and
so
therefore,
if
something
ever
were
to
come
up
just
for
your
benefit,
it
will
have
to
come
before
us
anyway.
So
this
is.
A
We'll
have
to
go
before
council
too,
so
we
again.
This
is
a
recommendation
from
us
to
counsel
and
to
planning
and
of
course,
that'll,
be
your
next
step,
all
right,
all
right,
we're
done
here
for
today
our
next
meeting
will
be
august.
The
4th
2021
looks
like
we
have
one
scheduled
case:
do
we
have
any
old
business
or
new
business?
We
need
to
talk
about
mr
johnson,
anything
special,
not
that.
