Description
November 28, 2012, City Council Meeting
A
B
Yes,
yes,
will
joseph
fosteno
e.j
macure
joseph
gould
and
kyle
poland.
Please
come
to
the
the
podium
and
we'll
members
of
the
council.
We
stand
along
with
the
members
of
public
and
salute
the
flag.
F
B
D
D
The
2010
confidential
plan
designated
the
property
in
question
as
high-range
commercial
services
and
indicated
that
it
should
be
his
own
change
between
c3,
c4
or
c5.
D
This
council
in
september
of
2012
stops
in
an
ordinance
which
was
a
zone.
Consistency
analysis
that
state
could
be
adopted
with
regard
to
the
apostles
that
have
been
designated,
some
that
was
adopted
as
a
comprehensive
thing
and
that
appendix
designated
or
indicated
as
each
of
those
apostles
the
specific
zone
changes
should
be
adopted.
With
regard
to
each
of
these
three
possible
questions
about
the
question
that
appendix
indicates
that
the
loan
should
be
changed
to
c4
receipt
for
a.
D
You
adopted
I'll
also
point
out
that
they
did
that
evening
that
if
this
audience
is
adopted,
they
plan
this.
Before
you
perspective
before
you
meet
all
of
the
additional
requirements
that
our
audience
provides
for
a
private
use
for
additional
standards
that
must
be
met
on
this
project,
we
need
all
of
those
in
terms
of
the
support
size
is
about
42
square
feet
a
lot.
It
would
be
all
the
other
requirements
for
some
and
special
requirements
for
advising.
D
Also
that
evening
represented
evidence.
Estimated
paul
bannon
was
a
traffic
consultant.
He
provided
a
testimony
and
a
report
to
this
the
wellness
committee,
which
indicates
that
if
this
views
were
adopted,
the
plan
is
presented
and
provides
for
safe
access,
increasing
egress
and
do
not
force
traffic
congestion
or
foreign.
D
Our
audience
requires
that
a
driving
use
must
be
approved
by
the
city
traffic
engineer
and
and
more
importantly,
I
think
we
have
an
ordinance.
If
I
knew
one
is
that
this
council
adopted
a
couple
of
months
ago,
which
took
the
place
of
the
first
in
review,
which
is
called
the
development
plan
review.
D
This
project
must
go
through
that
development
transplant
review
stage.
If
this
audit
is
adopted,
the
development
plan
review
committee
is
made
up
of
the
city
planner,
the
building
official
city,
public
works
director,
fire
department,
chief
and
the
public
safety
manager
or
their
designee,
and
the
public
works
directly
usually
has
some
of
the
engineering.
H
D
Raised
and
would
be
raised
this
evening,
I
believe
from
members
of
the
public
all
have
to
be
addressed
at
the
site,
pin
or
development
vendor
due
process.
The
audience
is
new.
I
won't
go
through
the
whole
thing,
because
I
know
you
have
many
things
to
see
me,
but
I
want
to
highlight
some
of
the
things
after
the
development
plan
review
stage
that
the
public
was
concerned
about
and
I'm
sure
members
of
this
council
work.
I
remember
councilman
indicating
that
night
that
he
thought
more
study
was
required.
D
This
process
will
provide
more
study
for
this
project,
one
of
the
kind
of
highlights
of
the
years.
One
of
the
areas
on
the
purpose
of
this
order
is
to
provide
safe
and
efficient
access
and
safe
circulation
and
adequate
offspring
parking
and
loading,
emergency
access,
trash
disposal,
outdoor
storage,
signing
and
lighting,
and
that
was
raised
that
email
required
a
treatment
of
erosion,
stormwater
runoff
inclusion,
another
issue
of
those
raids
after
that
evening.
D
D
Erosion
is
controlled
in
accordance
with
chapter
15.28,
soil
erosion
and
sediment
control
of
the
city
cove,
so
that
erosion
shall
impact
the
budding
properties
of
public
streets.
Stonewater
runoff
is
treated
using
investment
management
practices,
so
there
will
be
no
increased
runoff
from
a
development.
Another
issue
that
was
raised
by
the
winter
neighbors,
all
the
relevance
will
meet
the
standards
set
in
relying
on
small
and
designed
installation
standards
being
had
most
recently
amended.
D
H
D
From
residential
abutters
in
terms
of
screening,
in
terms
of
landscaping
in
terms
of
the
type
of
lighting
that's
used
in
terms
of
vehicular
circulation,
all
those
things
it
required
a
traffic
impact
study
which
has
already
been
done
and
again
basically
all,
I
believe,
all
the
the
questions
that
were
raised
at
the
audience
committee.
I
know
councilman
cycles.
I
was
at
one
of
those
development
department,
review
committees
for
a
private
video
award,
the
cbs
and
there
was
significant
neighborhood
input
with
regard
to
that.
D
A
D
Great
record
in
all
of
the
places
that
he
has,
if
wendy
no
one's
going
to
come
into
a
wendy,
that
some
of
the
problems
that
were
raised,
that
the
ordinance
committee
would
happen.
He.

at
2195,
broad
street?
It
was
before
the
safety
services
committee.
It
was
continue
without
a
recommendation
to
this.
A
D
I
presented
to
the
safety
services
committee,
a
stipulation
from
the
district
court
indicating
that
the
prior
occupant
of
the
building
at
2195
4th
street
had
voluntarily
vacated
the
premises
by
court.
Stipulation
that
voice
in
the
renewable
has
not
been
reduced.
It
will
not.
There
will
not
be
a
second
license
here
and
I
would
be
concerned,
I
guess,
to
the
top
of
business
regulation.
D
I
spoke
to
maria
wall
and
mr
kirschenbach.
D
Raising
the
cash
that
you
have
really
is
you're,
eliminating
a
license
and
you're
putting
a
new
dvd
license
table
the
principal
of
my
client
andrew
guerino
who's
here
with
me
this
evening,
he's
a
graduate
of
pepperdine
university
he's
worked
in
the
restaurant
business
for
several
years.
He's
also
worked
in
the
advertising
business.
His
general
manager
that
will
operate
the
restaurant
comes
from
the
back
bay
restaurant
group
with
extensive
experience
there
if
you've
been
by
the
site.
D
Thank
you,
mr
president.
My
name
is
wayne
kazarian,
I'm
general
counsel
and
senior
vice
president
of
johnson
wales
university.
You
have
hate,
rhode,
island
02903.
My
residences
are
1157
narrative,
boulevard.
D
I
wanted
the
council
to
know
that
I'm
here
on
behalf
of
johnson
university,
we
appreciate
the
support
that
we've
received
from
both
this
council
and
the
mayor
and
from
staff
city
clerk
has
been
exceptionally
cooperative,
as
has
mr
poland,
we're
here
today
asking
the
council
to
consider
the
abandonment
of
herbicide
boulevard
at
johnson
wales,
university
parks
on
campus.
This
request
is
made
in
conjunction
with
a
memorandum
of
understanding.
D
It
was
entered
into
between
university
and
city
and
launched
it
was
approved
by
this
council
and
passed
out
japan's
2012-7,
so
I
won't
go
back
through
the
history.
In
the
background
of
this
of
this
request,
however,
herbicide
campus
for
the
record
has
been
paid
and
controlled
and
maintained
by
john
smith
university.
In
the
past
several
years,
we
did
in
fact
install
street
light
at
the.
I
D
And
it
is
surrounded
entirely
by
atlanta's
owned
by
towns
points.
I
would
like
to
take
advantage
of
this
opportunity
because
of
some
of
the
people
in
the
room.
I
mentioned
that
in,
in
addition
to
the
events
that
we're
agreeing
to
in
this
abandonment
position,
which
will
allow
for
emergency
access
to
the
campus,
that
there
is
an
existing
event
that
we
have
recently
granted
to
crmc
providing
for
public
access
to
the
seashore
to
the
to
the
shoreline
over.
By
save
the
day,
we've
got
a
beautiful
urban
coastal
greenway.
F
D
Great
fishing-
the
public
increasingly,
is
welcome
at
this
campus
through
this
access
to
work
on
and
it's
in
my
opinion,
one
of
the
better
kept
secrets
in
granted,
and
so
the
people
here
please
come
back.
I
want
to.
A
I've
been
a
resident
of
france
in
my
entire
life
and
it's
it's
great
to
see
what
we're
doing
together.
J
This
evening
testify
on
two
things.
The
first
one
I
would
testify
is
the
chicken
ordinance
that
would
allow
chickens,
backyard
chickens
to
take
place
here
in
the
city
of
cranston,
and
I
spent
about
10
days
and
researching
the
subject.
J
I've
done
enough
homework
to
say
that
the
proposal
of
this
deals
with
trying
to
set
up
a
regulatory
system
of
having
people
in
the
city,
government,
regulate
families
and
having
chickens
in
their
backyard.
There
is
no
way
there
is
no
city,
they
can
say
they
could
regulate
that
factor.
You
have
to
put
some
good
things
in
here.
You
said
no
roosters
could
be
there
no
more
than
10
seconds,
but
who's
going
to
be
coming
together.
J
Second
of
all,
second
of
all,
a
couple
weeks
ago
we
had
an
article
in
the
paper
about
rats
and
the
city
came
and
said
to
the
public:
don't
hear
our
food.
What
are
we
doing
tonight?
We
have
an
office
in
front
of
us,
that's
exactly
opposite,
where
you
are
you're
going
to
have
kidney
coops
in
us
with
food,
and
if
you
look
at
the
material
that
I
have,
you
would
know
that
rats
go
right
through
wire
benefits
and
everything
to
get
what
they
want.
So.
J
J
H
J
Members
there's
much
to
be
learned
about
this.
Most
of
them
are
limited
with
our
own
knowledge
of
having
lived
with
baby
chickens
and
ambassadors
right
here
to
the
city
council,
not
to
pass
this
ordinance,
not
the
basis
orders
and
review
the
materials
that
are
currently
available,
ones
that
I
selected
and
picked
up
and
by
the
way,
there's
information
here
that
you
can
argue
for
full,
changing
things
and
others
or
not,
and
pick
up
the
ontario
and
province
before
you
invest.
J
J
J
I
may
not
necessarily
belong
to
the
organization.
There
are
legal
questions
of
how
you
work
together,
and
I
only
wanted
to
urge
the
mayor
that
he
must.
He
must
no
matter
what
the
situation
is,
that
I
have
heard
both
sides
to
try
to
find
a
way
to
find
how
funny
I
know
there
the
is
and
our
representatives
it's
been
explained
to
me
by
the
folks,
but.
C
J
To
the
state,
the
fact
is:
we're
having
a
tough
time
getting
representative
groups
to
really
represent
yourself.
So
I
think
the
mayor
is
trying
to
do
a
good
job
in
that
event,
and
hopefully
that
the
firefighters
and
whoever
meet
with
him
and
find
a
way
it's
going
to
be
a
gift
situation
all
around
the
table,
and
I
would
hope
that
because
the
taxpayers
can't
continue
to
carry
the
loan-
and
I
think
the
mayor
of
the
state
level
has
intended
to
have
legislation
passed
to
help
the
city,
but
we
haven't
met
the
battle
of
success.
A
A
A
D
K
I'm
a
very
pro
animal
there's,
nothing
that
I
would
do
to
jeopardize
health
and
well-being
in
that
animal.
That
said,
I'm
in
favor
of
the
chicken
woman-
I
just
wanted
to
reiterate
that
in
the
ordinance
we
have,
they
make
sure
that
the
rodents.
H
K
Put
hardware
cloth
every
opening
on
the
scoop
is
probably
part
of
your
clock.
It
doesn't
have
a
floor
or
a
ceiling,
so
that
keeps
the
romans
out
of
that
area,
as
well
as
the
predators
that
people
have
described
before
as
well.
We
documented
that
the
feeding
has
to
be
done
in
accordance
to
the
roman
section
of
the
city
of
transit.
K
We
made
sure
that
when
we
wrote
this
ordinance
that
we
did
so
in
a
manner
that
abided
by
those
the
feeding
of
animals
and
the
keeping
of
their
food
as
well,
so
I
hope
that
you
keep
that
in
mind
and
that
we
are
trying.
The
goal
of
this
ordinance
is
to
set
some
guidelines
for
responsible
backyards.
D
It's
kind
of
contradictory.
Not
too
long
ago,
you
passed
the
whiteness
limiting
one
bird
per
household,
now
you're,
allowing
10
chickens
for
a
household.
D
I
don't
know
if
it
came
from
the
chicken
of
the
egg,
but
you
know
this
is
contradictory.
I
think
what
you
have
to
do
a
little
bit
more
research
on
this.
It's
been
mentioned
about
diseases
that
chickens
bring.
D
D
If
that
would
be
the
case,
you
need
a
search
warrant
to
go
on
somebody's
property,
look
for
chickens
or
does
the
ordinance
allow
the
doorbell
to
arbitrarily
want
someone.
D
D
D
K
With
all
due
respect
to
mr
geraldine's
research
in
10
days,
I
have
been
restricted
to
this
for
much
longer.
In
fact,
I
educated
myself
as
to
how
to
best
raise
chickens,
and
I
continue
to
educate
myself.
Most
people
keeping
chickens
are
doing
that.
We're
here
tonight
to
talk
about
an
ordinance.
That's
actually
a
strong
ordinance
65
of
american
cities
today
have
chicken
ordinances
and
we're
just
adding
to
that
number.
K
K
K
From
the
vet
and
the
department
of
the
department
of
environment,
the
radm,
through
a
cooperative
agreement
with
usda,
provides
voluntary
surveillance
for
avian
influenza.
This
surveillance
is
provided
at
no
charge
to
the
chicken
owners
surveillance
animals
are
taken
by
the
division
of
ag.
The
student
vision
of
ag
staff.
K
Avian
influenza,
a
I
in
general,
is
what
it's
called
influenza
viruses
are
found
in
multiple
species
of
animals
and
humans.
Worldwide,
ai
comes
in
two
blood
categories:
highly
pathogenic
and
low
pathogenic
forms.
Low
platforms
are
frequently
found
in
wild
birds,
particularly
minor,
great
water
waterfall.
K
K
Viruses
can
rarely
affect
people
back.
Your
chickens
have
never
been
associated
with
large-scale
outbreaks
of
influenza
in
this
country,
especially
in
modern
times,
with
the
degree
of
surveillance
that
is
present
and
an
advent
of
preventive
practices.
In
my
opinion,
the
risk
of
ai
is
not
a
significant
factor
in
consideration.
K
And
I
might
end
with
a
simple
comment,
but
we
have
lost
track
of
where
food
comes
from.
As
you
know,
rhode
island
is
a
leader
in
the
local
food
movement.
This
is
about
understanding
what
is
safe
for
our
families.
People
who
choose
to
raise
back
your
chickens
are
choosing
a
safe
form
of
food,
and
I
believe
that
is
also
part
of
your
job
to
support,
and
I
encourage
this
place.
C
C
C
H
C
H
H
C
C
H
C
L
And
it
was
a
dream,
come
true
for
us
to
get
it
here
and
we
expected
to
live
our
lives
there
peacefully
and
enjoy
our
retirement.
We
had
several
offers
over
the
years
to
sell
the
property
and
we
refused
them
because
we
wanted
to
stay
in
the
state
of
branson,
even
with
the
taxes
going
on.
L
I've
heard
ms
bennett
many
times
throughout
my
lifetime
and
was
very
surprised
last
week
when
he
got
up
and
spoke
and
while
that's
belittled
the
people
before
him
saying
that
he's
listening
to
us
beside
the
dream,
he
has
received
me
knowledge
on
india
and
I
felt
that
everyone
should
be
aware
of
that
and
he's
fooling
audrey
to
live
peacefully
without
getting
when
he
strives.
D
D
Tonight,
in
opposition
to
this,
there
are
several
issues
that.
D
From
the
site,
you
know
one
of
the
things
that
if
you
load
up
the
site,
if
you
would
drive
down
literally
going
from,
say
the
big
first
south,
my
block
is
the
first
block
that
you
come
to.
D
That
will
stretch
at
roosevelt
avenue
has
no
homes
behind
the
businesses
on
the
left
side
on
the
pond
side.
But
if
you
get
to
the
intersection
of
an
old
reservoir,
then
there's
a
block
and
the
back
side
of
those
blocks
are
all
homes
and
I
live
probably
within
300
feet
of
this.
D
But
right
because
they're
not
in
this
case
that
this
whole
issue
is
about
price
rules.
70
of
the
business
of
a
drive-through
restaurant
is
prior
to
business,
70
percent
of
the
business,
but
really
can't
exist
without
drive
through
and
they
tend
to
be
open
very
late.
Typically,
it's
the
two
o'clock
annoying
the
mcdonald's
jack
and
the
box
are
open
as
late
as
that
there
are
different
locations
like
the
same
person
we
have
in
our
area.
D
Entire
stretch
going
to
c4-
and
I
hope
that
you
will
close
this-
the
ordinance
will
be
both
free
too
again,
and
thank
you
for
your
time.
L
That
in
many
ways
allowing
people
to
keep
chickens.
K
D
And
and.
K
L
L
H
L
That's
my
argument
that.
K
I
also
like
to
stress
that
the
there's
many
more
food
sources.
L
F
As
some
of
our
residents
in
the
area
have
already
stated,
I
have
a
few
basic
concerns
concerning
this
type
of
c4
change.
First,
current
location
is
c1.
It's
a
office
network
building
that
has
traffic
to
the
private
system.
I
D
About
pollution
concerned
about
trash
pollution
that,
when
these
would
potentially
create,
we.
F
Live
against
a
bond
that
currently,
the
dm
has
basically
issued
a
health
warning
for
for
cyanobacteria,
saying
it's
dangerous
for
us
to
touch
the
water
pass
the
into
the
water,
and
I
would
be
concerned
that
a
project
like
this
would
additionally
cause
additional
arms
upon.
F
This
would
be
an
entire
change
from
the
property
that
that's
there
now
alright,
six
o'clock.
Everybody
goes
on
talking
about
your
drive-thru,
but
it
will
be
open
until
two
in
the
morning
and
the
one
thing
that
none
of
us
can
control
are
the
people
going
through
that
drive-through
at
that
time,
creating
voice
teenagers
having
open
windows
in
the
summer
when
the
car
is
two
o'clock
in
the
morning,
in
fact,
wendy's
just
like
most
fast
food,
restaurants
advertised
the
fact
that
they're
holding
on
late
night
when.
K
A
law
degree
I
actually
have
a
husband
as
well
he's
also
retired,
but
one
of
the
most
important
things
that
I
got
there
was
my
passion.
K
K
K
That
require
the
city
to
pay
me
a
certain
amount
of
money,
as
my
country,
not
only
did
I
have
about
the
contract
with
the
city,
but
the
city
council
will
also
ratify
that
contract.
When
a
police
officer
retires,
you'll
have
to
submit
a
request
to
the
department
which
goes
to
the
goes
to
the
city
council.
K
The
changes,
I'm
sorry,
the
ordinance
that
is
being
proposed
today
is
not
only
a
violation
of
contract
law.
It's
also
via
constitutional
law.
Article
12,
I'm
psychopath
section
12
of
the
url
constitution
and
rp1
section
10
of
the
united
states
constitution
requires
that
there
is
no
exposed
vote
x,
post
tactical
upset
law.
He
passed
an
impaired
contract.
K
One
of
this
ordinance
that
you're
attempting
to
pass
tonight
is
a
violation
and
an
impairment
of
the
contract
that
I
have
with
now.
I
understand
that
there
may
possibly
be
a
change
in
this
ordinance
and
the
status
of
it
tonight.
It
does
not
change
my
opposition
to
any
changes
whatsoever
to
my
attention.
D
I
A
Thank
you,
man.
The
late
request
was
john
ennis.

For
a
new
location
at
the

new
development-
and
I
am
grateful
that
he
received
a
positive
recommendation
from
safety
services,
so
I
don't
have
a
lot
to
add
home
fish
as
part
of
osiris
which
operates
quebec
state
houses,
caravas
home
fish
grill.
I
mean
prime
steakhouse
and
royce
so
they
currently
have
around
this.

Permit

the

of

I'm

I
I
Women
there's
really
no
reason
to
proceed
on
their
bill.
I
think
they're
satisfied
we're
satisfied
that
they're
spending
a
lot
of
money
on
this
discharge
system,
we'll
feel
that's
going
to
be
beneficial
to
both
parties.
I
Traffic

The
rhode

residents,
that's
going
to
be
held

cover
a
number
of
issues,
including
this
issue.
As
far
as
the
property
reconfiguration,
and
that
meeting
is
scheduled
for
december.
I
Next,
we
have
again
another
report
from
the
administration
requested
by
congress.
This
is
a
report
regarding
the
use
of
open
space
fund
to
acquire
land
in
near
lake.
Ninth
road
to
use
milwaukee.
C
B
You
had
requested
a
an
estimate
on
what
it
would
take
to
reconstruct
that
intersection,
which
is
the
only
resolution
to
the
standing
water
issue
and
the
engineering
department
issued
a
understanding
of
about
twenty
thousand
dollars.
Now,
even
if
we
were
to
be
able
to
identify
these
funds,
it
couldn't
be
done
before.
B
Traffic
improvements
to
add
this
item
to
the
march
2013
docker
for
public
works
and
updates.
That's
if
they
said
they
would.
D
A
D
D
I'd
like
to
make
a
couple
general
comments
and
then
offer
an
amendment.
D
There
are
a
couple
of
comments
I
want
to
address
that
people
made
one
of
them
was
about.
I
guess
the
main
one
was
about
the
safety
of
the
food
and
where
salmonella
was
tossed
around
chickens
are
our
source
of
salmonella
and
if
you're,
dumb
enough,
not
to
wash
your
eggs
and
not
to
cook
them,
you
might
get
salmonella.
D
They
have
to
treat
it
safely.
All
of
us
are
familiar
with
the
practice
of
adding
power
to
a
garden
or
a
chicken
work
to
a
garden.
If
you
do
that
properly,
you
can
also
get
sick.
If
you
have
a
toddler
who's
in
diapers
and
you
change
the
toddler's
diapers
in
the
middle
of
your
backyard
garden
and
then
go
back
to
gardening,
you
can
get
e
coli
poison.
D
D
There
was
one
issue
that
was
was
left
open
and
that
has
to
do
with
line
39
in
the
ordinance,
and
that
says
that
you
can
have
a
one
hand
per
800
square
feet
of
open
lot
area
and
I
think
for
people
who
are
at
that
hearing.
Remember
that
we
really
weren't
able
to
figure
out
why
the
mayor's
office
was
seeking
to
include
the
word
open
lie
area
around
the
just
law
area,
and
I
spent
some
time
today
talking
with
both
the
building.
D
This
building
inspector
was
the
source
of
that
and
getting
some
information
from
the
city
of
providence,
the
800
square
feet.
That
was
my
first
question
is:
where
did
that?
Come
from
that
comes
from
the
province,
and
the
planning
department
in
providence
told
me
that
a
lot
of
lots
in
providence,
the
smaller
lots,
are
3
200
square
feet
and
the
drafters
of
the
ordinance
wanted
those
property
owners
to
be
able
to
have
four
ships
as
a
minimum.
D
So
that's
it's
not
a
standard
for
the
size
of
the
coupe
of
the
run,
that's
how
they
came
up
with
the
800
feet.
So
if
you
went
into
the
city
of
providence,
you
had
a
3,
000
square
foot
lot
and
you
wanted
to
have
chickens.
You
could
only
have
three
chickens,
but
if
you
had
a
larger
lot,
you
could
have
more.
D
So
that's
where
the
800
came
from,
I
talked
to
santa
michael
was
building
a
specter
about
his
concerns
and
their
use.
Why
put
the
word
open
in
and
he
said
his
concern
was
that
the
entire
backyards
did
not
get
filled
with
buildings.
D
My
grandfather
did
so
what
we
talked
about
and
what
we
came
up
with
as
a
solution
to
this
was
changing
the
800
to
1000
and
then
removing
the
word
open
and
then
so
what
the
way
that
will
function
is
you
have
a
lot
size?
D
You
have
your
your
last
size,
which
you
could
divide
by
a
thousand,
and
that
would
be
technically
the
number
of
chickens
you
could
raise
on
your
lot
up
to
a
maximum
of
10..
D
Then
at
that
point
the
you
also
have
to
consider
the
for
a
6,
000
square
foot
lot.
D
30
of
the
land
area
has
to
be
open,
so
if
you
were
proposing,
when
you
went
into
the
building
inspector's
office
with
your
plan
to
build
a
coupe
that
made
the
percentage
of
open
space
below
thirty
percent,
the
building
this
factory
would
say.
You
can't
build
that
coupe,
so
you
have
to
either
modify
the
hoop
where
you
wouldn't
have
to
have
chicken.
So
just
to
give
an
example,
someone
who
had
a
large
pool
had
a
6
000
square
foot
block
and
had
a
pool
in
the
backyard.
D
E
D
An
ordinance
it
can
be
reintroduced
with
amendments
after
that.
Well,
I
I
I'm
headed
in
the
same
direction
you
are.
I
was
not
aware
of
this
provision
on
men
and
I
would
thank
thank
the
mr
quinlan
for
pointing
that
out.
D
And
while
I'm
sympathetic
to
the
people
that
look
like,
they
really
do
take
care
of
their
chickens
and
they
act
responsibly.
My
big
concern
the
people
that
do
not
do
it
properly.
Well:
the
proliferation
of
chicken
foods.
I
think
that
we
have
such
a
problem
with
minimum
housing
and
trying
to
maintain
the
properties
that
we
have.
D
D
E
D
B
We've
been
addressing
and
that's
why
I
actually
use
those
social
medias.
I
just
think
this
is
not
the
proper
time
for
the
city
to
pass
a
chicken
through
ordinance.
As
we
said,
chickens
must
be
fed
and
be
fed
bird
feet
or
chicken
feet.
B
It's
gonna
spread
around
the
ground
and
rats
you're
gonna
borrow
under
the
proof
of
our
food.
Also,
you
will
foreign.
B
A
lot
of
decisions
about
the
williams,
whoever
diligent
in
that
matter,
but
it's
to
reiterate
this:
only
individuals
who
have
chickens
who
are
just
not
making
little
chickens,
we're
gonna,
put
everyone
else
at
risk
and
in
power
also
fiscal
note:
what
is
this
going
to
cost?
I
understand
this:
it's
going
to
be
the
annual
control
officer
as
well
even
funding
that
budget
and
that
person
is
overwhelmed
at
this
time
now
we
got
expansions
involved.
B
These
factions
have
been
overwhelmed
because
the
economy,
because
of
homes
being
foreclosed
many
vacant
homes
out
here,
laws
not
being
cut.
One
of
those
who
are
being
broken,
properties
have
been
maintained
and
our
inspection
department
is
working
overwhelm.
This
is
just
going
to
add
to
it
for
many
reasons
and
I've
been
going
on
our
province
and
your
audience
has
a
maximum
six
chickens
for
some
unknown
reason.
Branson
wants
maximum
attention.
B
I
just
don't
agree
with
that.
So
I'll
be
looking
against
the
stories.
B
B
With
some
of
the
people
saying
that
it's
a
good
source
of
not
only
food
source
but
education
for
those
people
that
will
raise
chickens,
and
I
don't
think
it's
going
to
create
the
abuses
that
some
of
the
other
hospital
people
have
alluded
to,
because
I
think
people
that
are
going
to
spend
the
time
to
do
this.
G
From
all
calls
about
objections-
and
it's
been
interesting
to
hear
the
different
perspectives,
I
too
agree
with
council
president
lupino
that
it's
a
well
written
ordinance
that
is
through
a
number
of
revisions
commander,
the
sponsor
counsel
disciples
for
doing
a
good
job
with
us.
I
think
the
reality
is
that
families
are
moving
in
the
direction
of
raising
their
own
food,
that's
happening,
and
there
are
opinions
being
raised
in
the
city
of
branson
right
now.
G
I
disagree,
respectfully
with
with
councilman,
elect
john
laney,
that
this
ordinance
is
in
direct
conflict,
there's
contradictory
to
the
awareness
around
bird
views
and
rats,
because
what
I
think
this
ordinance
does
do
is
it
creates
a
set
of
parameters
under
which
households
can
raise
chickens,
and
it
empowers
the
city
when
there's
an
issue
in
a
neighborhood,
whether
that's
rats
or
other
animals,
to
be
able
to
hold
households
accountable
if
they're
not
maintaining
their
chickens.
K
C
G
G
Calls
I
am
going
to
be
supporting
this.
F
B
B
Neighborhood
commercial
services
is
there
a
motion.
C
D
On
warwick
avenue
and
broad
street,
currently
the
comprehensive
plan
has
an
entire
strip
of
those
streets
designated
as
a
commercial,
whether
it
is
a
mixture
of
commercial
residential
and
what
this
does
is
involved
with
a
comprehensive
plan
to
make
the
sites
that
are
residential,
presidential
and
the
sites
for
a
commercial.
D
A
E
E
E
B
Directly
affecting
the
name
of
it,
however,
the
wendy
operator
did
his
homework,
realize
the
impact
of
his
first
location
and
moved
it
south
to
an
area
that
is
going
to
impact
a
lot
less
people
anytime,
you're,
hungry
business.
There
are
always
issues
of
increased
traffic,
but
that's
the
that's
the
things
that
we
have
to
weigh
when
we,
when
we
talk
about
increasing
the
business
climate
in
the
city,
opportunities
for
our
young
people,
to
work
after
school
and
to
and
to
help
to
support
the
the
economy.
So
I
will
be
foreign.
E
B
D
D
You
know
the
police
at
the
site,
but
the
surrounding
neighborhood,
I
think,
will
suffer
from
trash
as
people
eat
their
food
and
throw
this
out
the
window.
Also.
I
would
dispute
the
claim
that
this
is
going
to
generate
tax
revenue.
I
think
it's
probably
looking
at
the
building.
It's
probably
pretty
close
to
a
wash
on.
We
collect
property
tax
and
we
have
some
buildings
on
the
property
now
that
are
going
to
be
removed
and
replaced
with
a
new
building,
and
I
got
to
be
the
values
of
property
is
about
the
same.
D
D
B
B
B
They're
very
concerned
with
krantz
and
the
neighborhood
and
during
his
testimony
in
from
the
audience
committee
he
was,
you
know,
definitely
said
he
would
police
the
area
and
make
sure
that
the
area
was
clean
and
I
will
take
his
work
and
I
will
keep
making
sure
I
keep
him
at
his
work
on
that
cross.
Thank
you.
G
G
The
hours
of
the
drive-through
that
I
would
participate
being
in
place-
and
I
just
I
don't
think
my
tenure
on
the
council,
but
actually
after.
G
Of
announcement
of
the
video
and
realizing
that
our
purview
is
not
necessarily
to
engage
in
the
functions
of
a
planning
commission,
but
really
to
uphold
the
intended
comprehensive
plan,
I
am
very
concerned
about
the
implications
of
the
provider
but
feel
that,
after
listening
to
councilman
video's
argument
that
this
body
can't
engage
in
that
analysis,
it
has
to
happen
in
the
right
venue.
So
I
actually
am
changing
my
vote
to
support
the
zoning
chain.
I
Don't
change
directly,
you
know,
since
people
posed
in
the
area
that
I
represent.
F
Every
situation
the
same
and
my
patients
say
so
I'm
going
to
you
know
so,
just
the
fact
that
it's
the
driver
and
they
might
ask
for
operation.
F
And
in
our
rules
when,
when
something
is
denied
in
committee
and
it
gets,
is
denied,
he
dies
in
committee
this
this
is.
This
is
where
this
happened
before
the
others.
Only.
I
F
And
that
that
has
taken
place,
because
that's
the
only
reason
why
I
actually
forced
because
of
state
law-
and
it
was
united
committee
other
than
that.
H
B
F
H
F
There
are
speed
issues
on
branston
street.
There
are
speeding
issues
around
the
lake.
There
are
cut
crews
going
through
the
lake.
This
meeting
is
all
around
the
champion
area.
This
area
is
a
blind
hill.
F
C
D
F
F
Fighting
on
people's
trump
horns
breakings
from
your
legs,
this
will
hopefully
keep
them
on
flight
traveling,
which
is
plenty
large
enough
for
them
to
make
their
turns
and
not
approve
to
get
so
again,
I'm
in
passage-
I
don't
have
a
written
report.
Marissa
graham
emerged
when
I'm
talking
on
this
today,
so.
A
G
J
C
B
F
Yes,
yes,
yes
night,
our
restaurant
through
the
dba
boxer
on
board,
the
super
broad
recommendation
has
attorney
that
I've
always
said
in
the
public
comment.
This
is
gonna
be
effective
december
first
of
2012
as
the
previous
license.
C
Because
it
was
the
previous
lessons
of
allocation,
I
communicated
with
dvr,
said
before
the
back
pattern.
With
regard
to
the
lessons
of
the
persistence
and
the
new
license
application,
they
responded
in
an
email
saying
that
there
was
no
issue
in
proceeding
with
the
new
application
there
and
abundance
of
caution.
The
approvals
in
fact
december
first,
which
is
when
the
current.
C
H
A
F
H
B
B
A
A
B
John
anderson
and
stephen
levate
asked
why,
for
your
appointment
to
the
program
divide,
your
commission
is
our
motion
any
discussion.
If
there
is
a
role.
C
H
B
M
And
the
schools
fiscal
year
as
well
as
performance
and
that
will
be
forwarded
on
to
the
finance
committee
and
then
hopefully
further
on
foreign.
B
E
Yes,
sir,
the
the
design
phase
right
now
is
approaching
the
30
on
leasing's
condition
stage
and
once
that's
achieved
there
will
be
a
public
meeting
which
we
were
hoping
for
december,
but
it
may
drift
into
january,
but
it
will
be.
F
From
people
near
stonehill,
school
of
their
quarterback,
one
of
the
station
told
me
he
was
told
that
oh,
you
didn't
get
the
notice.
F
Called
the
terry
was
away,
carlos
knew
nothing
about
it
in
the
highway
superintendent,
nothing
about
it,
which
is
probably
the
big
issue
here.
Another
position
was
told
it
was
an
emergency.
There
was
a
leak
and
that
they
just
opened
up
the
highway
and
did
it
so
I
got
conflicted
before
the
utility.
F
B
E
That
this
was
an
emergency
but
not
planned
providence.
Water
has
been
very
diligent
as
of
late
as
far
as
pulling
the
proper
permits
and
giving
you
proper
hoses,
so
that
this
would
fall
into
one
one
or
two
categories.
Either
there
was
an
emergency
or
there
was
an
oversight
as
far
as
pulling
the
permit.
B
These
people
are
that
they
have
to
be
random.
Okay,.
B
Number
of
calls
about
37
main
street:
it's
a
foreclosed
home
bacon
home
that
neighbors
have
seen
homeless
individuals
going
in
and
out,
basically
the
neighbors
who
let
that
home
the
windows
locked
security,
so
people
can't
enter
what's
the
status
on
that.
If
any,
do
you
know
about
it?
Yes,
sir,
I
do
first
of
all
the
building.
E
B
D
B
Is
an
email
today,
premier.
B
Of
mail
that
I
receive
to
donate
to
hundreds
of
courses-
and
I
just
take
the
offensive
the
matter
that
the
mayor
is
asking
us
to
donate
what
we
can
when
he
was
the
first
to
deny
us.
B
News
and
said
you
know
we
weren't
able
to
raise
it,
so
I
just
take
the
offense
that
on
one
hand,.
D
D
F
C
C
This
is
enormous
chapter
17,
because
the
grant
student
title
is
for
a
result
of
an
arrow
against
the
boulevard.
This
ordinance
will
need
to
be
referred
directly
to
the
full
council
of
public
hearing
due
to
advertising
requirements,
so
you
will
need
a
motion
to
suspend
the
rules
on
that
particular
motion.
It
will
be
referred
to
december
17th.
C
L
B
For
the
zone,
change
ordinance.
H
G
C
B
B
So
the
request
is
to
move
the
meeting
to
5
30
and
then
safety
services
will
continue
the
regular
time
at
seven
o'clock.
So
with
that
being
said
again,
I
need
to
know
ahead
of
time
councilman
I
had
to
attend
the
call
meetings
this
summer
and
afternoon.
B
The
last
meeting
only
to
be
discover
that
there
was
no
form.
So
please,
if
you're
not
gonna,
be
here
we'll
just
cancel
the
dawn
meeting
on
the
right.
