items
that

the
current
tech
center.
I
spoke
about
this
at
the
finance
meeting,
so
the
last
time
I
was
here,
I
followed
rats.

Has
been
underfunded
in
terms
of
repairs
and
whatnot,
so
about
a
year
and
a
half
ago,
nevada
asked
for
a
meeting
with
us.
They
provided
us
with
about
150
in
grant
to
go
up
and
do
an
engineering
study,
as
well
as
an
architectural
study
of
what
it
would
cost
to
put
that
building
in
real
good
shape
and
the
results
of
that
after
the
rmps
when
they
came
in,
were
about
four
million
dollars.
If
we
need
to
do
a
total
renovation
building,
we
met
with
the
state.

the
school
side,
this
will
not
cost
the
city,
a
dime,
the
department
of
ed's,
going
to
give
us
3.2
million
dollars
in
the
grant
to
do
the
repairs
over
approximately
two
and
a
half
years
with
the
first
portion

recruit
going
next
summer.
If
this,
this
will
allow
us
to
own
the
building
in
the
properties
adjacent
to
the
building.
The
president
of
the
launch
of
the

these

not

it

facing

superintendent
of
making
a
recommendation
to
close
the
school
over

no
salary
mentioned

with

salary
review.

appropriated

transferring

see

gives

effect

deserve
a
net
effect
as

what

are

to

budget,

that

going
to
get
for

income
was
being
thought
of
to
take
handle

handle
any
other
increases
in
the
budget,
but
that
should
also
be
stuck

roads

branston

roads,

would
like
to
see
a
licensed
contractor
for

future
or
if
they

have
one
right
now,

we

professional

the
job
in
the
city
of
france,
some
of
these
roads,
that
I've
been
really
deplorable
conditions
when
they
repair
something
it's
not
repaired
in
the
right
way.

not
correctly
done.

avenue
has
never
been
repaved

there's

lot
of
complaints
about
the
people
that
live
there
and
elsewhere.

use

roads

go

school

rhode
island
transit
authority.

buses
bus
drivers
are
complaining,
everybody's
complaining,
okay,
this
road
is
in
need
of
repair.

need
a
new
road.

new

december
2008,
the.

City
was
performed
with
a
new
discharge,
permit
that
employers
more
stringent
seasonal
nutrient
removal
standards,
specifically
for
nitrogen
phosphorus
parsley,
and
also
your
existing
wastewater
facility
today,
is
not
designed
to
meet
these
more
strange
limits.
So
in
response
to
this,
the
city
under
the
consent
agreement
that
the
key
points
is
a
temporary
stay
for
meeting
this
nitrogen
limit
of
aid-
and
I
remember
it-
resulted
in
the
creation
of
this
project
with
facilities,
plan
amendment
and
then
programming
design.

What's
the
project
all
about
is
to
identify
improvements
at
your
facility
to
be
meeting
both
nitrogen
and
phosphorus,
our
objective
has
been
to
select
the
lowest
cost
technical
solution
which
satisfies
the
city's
current
wastewater
needs.
Yet
his
visionary
looks
ahead
into
the
expandable
fusion
use.

So
in
summary,
as
a
point,
our
confirmed
facility
is
not
capable
of
reliably
needing
and
new
australian
limits
enforced
by
media
and
there's
a
need
to
identify
solutions
to
leave
them
in
permanent.

What's
best
for
transport,
there
are
many
avenues
to
go
many
opportunities
and
technologies,
and
it's
no
one
solution,
it's
all
in
wastewater,
so
what's
best
for,

instance,
we
looked
at
all
various
options.
We
screened
them
based
on

ability
to
meet
the
new
permit,
proven
track
record
probable
costs,
ease
of
operation
and
so
on.

Alternatives
evaluated,
we
evaluated
multiple
technologies
for
nitrogen
removal
starting
off
very
first.
What
I
refer
to
as
no
build
that's
reusing
your
existing
aeration
tanks
that
you
treat
and
play.
Unfortunately,
they
have
insufficient
capacity
to
address
your
needs
today
or
in
the
future.
So
we
looked
at
a
gamut
of
alternatives,
each
varying
with
cost
and
complexity.

What
is
being
recommended
for
measuring
removal
is,
what's
referred
to
as
a
four-stage
margin
flow.
There
are
many
reasons
for
this,
but
it
allows
for
a
phased
approach.
As
I
said,
we'll
start
with
phase
one,
and
then
it
limits
increase
could
be
a
phase
two,
but.

So,
to
summarize,
for
nitrogen
recommendation,
it's
a
phased
approach,
four
stage
partnership,
because
it's
the
most
flexible,
cost-effective
solution
for
the
city
today,
yet
we're
also
being
asked
by
dm
to
design

future

that's
what
we
need
to
put
plastic
meteor
deterioration
types
get
more
treatment
on
phosphorus.
This
is
balanced
flocculation
technology
and
I'd
like
to
point
out
that
both
these
technologies,
there
are
multiple
manufacturers
which
are
voice
later
on
your
project
when
it
goes
to
advertising
from
days.

an

design

upgrades,

envisioned

construction

years
of
construction
improvements

that.

the
flow
rates-

definitely

that

the

I
want
the
public

know
that
you
are
predicating

increase

on
what
we,
how
we
currently
charge,

it

not
the
stop
of

we
should
go
to
flow
rates
and
flow
rates
would
certainly
benefit
those
conservative
and
those
who
wish
to
flush
more
roughly
and
not
would
retire.

know
I'm
an
advocate
for
that

I'm
hoping

future
councils.

billion

going

happen

on
with

without
state
aid

programmed

halfway

the
meantime,
the
other
half
would
grow

to

tested

on

I

involved

a
number
of
conversations
about
consolidation.
I
sat
on
the
ward,
cranston
consolidation
task
force
when
I
was
first
elected.
I've
been
certainly
part
of
budget
hearings
in

chamber.
With
many
of
you,
and
today
we
have
seen
no
consolidation
of
any
meaningful
impact.

that
giving
the
voters,
through
this
resolution,
the
opportunity
in
november
to
set
whether
they
agree
that
this
is
a
way
to
do
that

important
and
so
supporting
this
resolution
simply
puts
this
question
to

battle

it
allows

taxpayers
to
decide
whether
they
believe
that
it's
worth
it
to
have
two
identical
departments
doing
the
very
same
thing
within
one
organization
in
private
practice.

don't
do
that
and
I
think
there
were
several
issues
that
were
raised
tonight

were
important.
