Description
November 23, 2013, City Council Meeting
A
A
B
It's
our
intention
that
the
powers
that
the
council
has
to
do
is
derived
from
the
state.
You
can't.
B
Supersede
this
action
and
we
therefore.
E
Was
restricted
by
town
was
actually
by
the
city
of
warwick
because
they
sold
bad
food.
B
B
B
At
the
time
we
were
doing
the
vote,
councilman
aikido
has
certifications
about
the
hour.
Nobody
raised
any
objections,
then
so.
B
B
A
B
B
B
Through
the
hard
work
of
tony
ledtory
rob
strong
from
the
administration
we
have
zeroed
in
on
a
matching
grant
from
dem.
I
guess
granston
stadium
is
independent
needs
of
locker
room
facilities.
This
grant
has
to
be
in
like
friday.
B
C
B
B
G
Question
for
our
councilman
santoria,
so
there
would
be
a
second
vote
after
the
hearings.
B
Yeah,
so
I
guess
what
scenario
would
be
passive
solution
like
ken
get
the
grant
in
then
we
can
have
pokemon
rather
than
committing
meaning
because
really
going
past
the
community
stage,
but
still
have
a
public
hearing
on
it.
So
you
can
answer
any
questions.
If,
however,
you
want
to
do
it,
I
just
to
give
you
something.
The
urgency
is
is
that
we
have
that
hard
deadline
that
we
have
to
get
the
grant
and
committee.
We
missed
the
deadline.
That's
basically.
G
What
I've
been
supporting
getting
the
grant
in,
but
I
guess
my
suggestion
would
be
that
you
had
to
be
a
public
hearing.
The
decision
is
to
have
with
the
full
council-
that's
fine
or
or
the
finance
committee-
that's
fine,
but
then
then
it
get
voted
to
question
whether
to
pursue
the
grant
be
voted
on
by
the
council
after
the
hearing,
so
that
people
could
vote
absolutely.
I.
B
Have
to
train,
I
want
a
transparent
process,
but
I
just
need
you
to
know
that
we
have
a
deadline
that
we
have
to
meet.
So,
however,
this
party
wants
to
do
it.
They
have
no
problem
with
it,
but
it
looks
like
they're
putting
the
car
before
the
horse
because
we
aren't,
together
only
because
of
the
deadline.
G
B
Foreign,
yes,
you
know,
I
just
wanted
to
say
a
few
words
I
know.
Miss
liberty
was
an
unbelievable
job
and
a
recreation
department
and
personal
experience.
This
last
spring
I
had
a
son
played
the
semi-pro
professional
key
and.
B
Try
to
get
tournaments
and
whatnot
and
bring
it
to
the
city
is
the
fact
that
in
semi-pro
professional
soccer
we
have
locked
facilities.
So
I
think
not
only
will
this.
B
Matching
grants,
but
I
think
it
opens
up
us
to
have
more
tournaments
and
more
use
going.
The
city
will
get
the
money
from
the
fields
being.
B
Newly
noded,
please
list
mr
seagull
councilman
council
vice
thank.
D
You,
council
president,
I
started
to
make
a
brief
statement.
I
wanted
to
thank
councilman
santa
maria
and
our
of
our
trade
writer
mike
valarson
when
they
approached
me
about
this.
A
few
weeks
ago,
we
had
had
in
the
budget
a
planned
item
the
bond
for
the
new
locker
rooms
at
branson
east
at
the
transit
stadium.
I
thought
this
is
a
great
way
to
approach
the
project,
to
save
some
money
on
the
city
side
and
go
for
the
grant
so
kudos
to
councilman
santa
maria
and
our
american
velocity.
Hopefully
we
can
get
to
the
hearing
process.
B
Councilman
minority
leader
protector.
Thank
you
president.
I
was
happy
to
co-sponsor
this
with
the
council
in
san
maria.
I
think
it's
a
very
good
idea,
especially
when
we
can
get
substantial
money
and
grant
money
to
provide
a
facility
that
will
actually
bring
money
into
the
city
at
some.
B
It
was
deliberately
a
little
more
latitude
in
dealing
with
some
of
the
soccer
and
other
other
sports
tournaments.
So
I
think
it's
a
very.
B
B
Councilman
class,
thank
you
cops
president.
I
think
it
goes
without
saying
that,
most
importantly,
these
locker
rooms
will
serve
the
youth
of
cranston,
especially
thinking
of
this
thursday.
B
Football
game
having
one
locker
room,
one
team
is
obviously
out
in
gold
at
halftime
and
prior
to
the
game
as
well.
So
I
think
this
goes
towards
both
schools
and
in
the
use
of
facilities.
So
I.
D
I
Yeah,
I
just
wanted
to
say
from
the
administration
standpoint
I
met
with
mr
pelosi
and
mr
lebatore.
On
november
6th
we
had
the
discussion
about
the
potential
of
bond
through
dem.
At
that
time,
I
thought
it
was
a
good
idea
that
we
were
pursuing
mr
pelosi,
obviously
to
the
forefront
to
do
that.
He's
done
a
great
job
in
getting
us
to
the
point
of
an
application.
I
I
We're
looking
more
at
the
250
000
range
for
the
city,
and
it
will
be
a
matching
compliment
from
the
state
of
250.,
the
stars
that,
where
the
money
would
be
coming
from,
it
would
be
coming
from
the
bond
recreation
fund,
which
was
just
passed.
We
went
up
for
a
million
dollars.
I
We
would
draw
from
that
250
000,
based
on
my
discussion
again
with
glory.
He
feels
that
the
250
from
the
city
and
another
say
250
from
the
state
would
be
more
than
adequate.
I
What
he
feels
would
be
adequate
and
very
nice
lockers,
and
the
other
reason
why
I
support
it
is
that,
as
was
previously
mentioned,
that
the
the
revenues
that
can
be
generated
from
this
would
go
quite
far
as
far
as
the
reimbursement
for
the
expense
of
this
would
certainly
occur
in
doing
this,
and
it
would
be
advantageous
monetarily
and
also
from
a
servicing
leagues
and
our
local
school
athletes.
J
I
think
this
is
a
great
idea
and
it
seems
like
it
would
bring
great
things
to
that
area.
I
I
guess
I
have
some
concerns
because
the
traffic
backs
up
at
the
moment,
so
it
was
just.
I
haven't,
read
through
the
whole
the
whole
package
here,
but
I
I
just
don't
know
whether
that
is
something
that
needs
to
be
addressed.
J
The
parking
a
little
bit
of
the
traffic
depends,
I
guess,
on
the
maps
coming
in
the
numbers
and
the
times
of
days,
but
that's
one
thing
that
I
was
just
thinking
of,
but
other
than
I
think
it's
a
great
a
great
project.
B
Your
question,
a
lot
of
the
grant
application
goes.
There
has
to
be
justification
in
the
state
coverage
of
the
recreation
plan,
also
a
local
comprehensive
plan
and
from
those
elements
it
was
addressed
and
actually
requested
a
great
application
park.
Avenue
is
one
of
the
three
most
highly
traveled
streets
in
the
city
and
it's
inciting
the
comprehensive
plan
to
look
at
it
as
a.
D
B
B
Years
ago,
with
the
official
church
in
francis
stadium,
the
council
and
I
was
on
the
council
that
time
got
a
lot
of
opposition.
We
hired
the
greenland
midsole
opposition.
Also,
the
actual
the
artificial
church
we
put
down
was
a
boom,
the
city
of
cranston,
and
we
saved
an
awful
lot
of
money
by
not
flexing
grass
watering,
grass
and.
A
G
The
first
item
is
a
resolution
authorizing
two
tax
abatements
for
properties
that
were
questioned
last
month
and
the
finance
committee
didn't
receive
information
about
both
those
properties
and
unanimously
voted
to
recommend
approval
of
those
tax
payments,
as
recommended
by
the
assessor.
So
I
need
a
motion.
A
B
B
A
B
A
A
G
Collective
bargaining
agreement
with
the
council,
94
local
2044
school
secretaries,
their
motion
questions
approved
for
a
second
second
another
discussion,
constant
disciples.
This
was
approved
by
the
finance
committee
with
the
recommendation
of
both
the
school
committee
and
the
secretarial
union.
The
contract
is
the
rep.
The
contract
is
both
the
union
and
the
school
committee
have
agreed
to
abide
by
an
arbitrator's
award
in,
and
the
arbitrators
award
sets
up
the
provisions
of
the
contract.
This
is
not
like.
G
Recommendation
arbitration
and
the
secretaries
are
urging
us
to
accept
this
because
they
fear
that
the
school
committee,
if
it
is
not
accepted,
will
make
a
worse
contract
with
deeper
cuts
than
was
proposed
by
the
arbitrator.
G
The
arbitrator
on
health
insurance
has
recommended
a
500
deductible
on
the
policy
increasingly
co-pays
for
doctor's
visits
to
15
for
primary
physician
twenty-five
dollars
for
a
specialist
fifty
dollars
for
urging
care
to
go
to
urgent
care
center
and
a
hundred
dollars
to
go
to
the
emergency
room
and
also
on
health,
increasing
the
drug
co-pays,
seven
dollars,
generic
thirty
dollars
of
brand
name
and
fifty
dollars
for
it's
like
super
branding
drugs.
G
The
contract
also
freezes
longevity,
in
other
words,
that
we
know
longevity
payment
in
the
current
year
that
we're
in
the
same
with
steps,
there
will
be
no
steps
for
the
secretaries
in
the
current
year
that
we're
in
and
finally
there's
a
reduction,
somewhat
complicated
reduction
in
the
way
that
sick
leave
is
paid
out
on
retirement
all
together.
G
These
concessions
are
estimated
to
cost
221
000.,
I'm
221
dollars
a
year
forgot,
the
biggest
one,
which
is
the
full
employees,
will
have
five
holidays
and
five
regular
work
days
with
no
pay
and
school
year.
Employees
will
have
four
regular
workdays
with
no
pay
and
four
fewer
holidays,
so
when
that's
factored
in,
you
get
to
the
arbitrator
estimated
at
221
thousand
dollars.
So
I
would
recommend
gratifying
this
contract.
With
this
pretty.
B
Counselor,
thank
you
to
the
president
to
the
chair.
Do
you
have
an
average
salary?
What's
their
market
salary
dude?
Do
we
know
that?
Thank
you
on
the
spot,
but
I
don't
know
off
the
top
of
my
head.
K
B
Councilman
I'm
going
to
be
voting
for
through
the
contract.
I
just
had
a
question
based
on
our
ordinance
chartered.
This
council
will
work
to
not
approve
it,
then
what
would
happen?
I
have
an
answer
to
solicitors.
B
E
I
quite
frankly,
do
not
know
what
happened
to
a
variety
of
things
that
could
happen,
ranging
from
school
community
violence
action
to
you
in
front
of
an
action.
B
B
B
Last
year-
and
she
did
mention
in
the
ongoing
issues
with
the
secretary's
contract
at
the
time-
and
we
have
to
fight
for
the
secretaries
and
that
sort
of
thing
and
isn't
wonderful-
that
they
have
to
go
to
work.
B
C
B
Are
receiving
raises
somehow
where
they
found
money
in
other
areas
of
the
budget
but,
as
I
said
in
the
community,
they're
manipulating
spreadsheet
anyway,
but
bottom
line
is
they're
getting
cut
right
and
the
administration's
getting
racist.
So
I
do
again
find
blatantly
unfair,
but
I
would
vote
for
the
contractor.
B
Was
a
real
alternative?
I
decided
before
this
and
I
will
vote
for
this
speech.
I
Thank
you
personally.
B
I'm
going
to
reluctantly
support
this
contract.
I
see
it
as
injustice
school
committee
chipping
away
at.
D
They're
freezing
their
longevity,
they
will
make
their
steps,
so
they
definitely
took
them.
Believe
you
had.
I
go
against
this.
However.
The
secretaries
have.
B
Requested
that
we
vote
for
it,
so
I
will
globally
favor
this
remarkably.
B
G
That,
through
the
chance
of
the
champions
that
how
I
read
this
weight.
B
B
B
A
B
B
G
So
so
this
is
it's
just
going
from
here
and
wide.

As
some
of
you
may
recall,

C
B
A
B
I
would
suggest
that
I've
written
an
opinion
to
be
discussed
suggests
that
the
the
council
will
discuss
it
in
an
executive
session.
42-46-5.
B
A
B
A
E
Piece
of
business
that
I'm
going
to
put
on
the
purpose
desk.
This
is
an
amendment
to
the
student
connection.
Agreement
between
the
city
of
branston
and
rhode
island
called
ri
lfg.
E
B
A
B
B
Moving
on
council
president
communications,
we
have
a
few
things
to
say
this
evening.
First,
my
condolences
to
the
thomas
family,
I'm
sure
I
represent
the
entire
city
council
nick
thomas
has
been
a
gadfly
here
for
years.
B
B
A
first-class
operation,
a
pride
to
this
community
and
attract
athletic
teams
from
throughout
new
england
to
this
area.
If
we
get
this
grant
and
put
in
showers
and
the
other
facility
things
that
we
need
to
make
this
a
first-class
operation.
B
G
I
I
sent
you
an
email
indicating
that
there
were
some
america
with
a
beautiful
tree
grants
available,
suggesting
that
we
meet
with
john
campanini
from
the
rhode
island
tree
council
to
talk
about
the
setback,
tree
planting
and
the
possibility
of
getting
those
grants,
and
they
haven't
heard
anything
and
would
like
to
get
that
meeting
set
up.
As
I
mentioned
in
the
email.
The
first
week
of
december
is:
is
that.
H
Possible,
I
don't
recall
getting
anything
up,
but
I
I'm
sure
we
can
do
a
meme
about
that.
Is
it
just
to
fill
up
the
applications
or
just
well.
I
think
it's.
It's.
G
It's
two
things:
it's
to
talk
about:
how
to
set
up
a
setback
tree
planting
program.
John,
has
some
suggestions
based
on
other
communities
and
recommendations,
but
one
of
them
would
involve
the
city
agreed
to
buy
a
certain
number
of
trees.
Now
when
the
price
is
low,
and
the
second
issue
is
that
these
grants
will
be
coming
out
and
we
need
to
if
we
want
to
take
advantage
of
them,
we
need
to
hop
on
it
and
having
a
setback
tree
planting
program
defined
according
to
john,
who
is
the
rest
of
the
people.
G
Here
is
former
city
forester
in
the
city
of
providence
and
very
involved
environmental
tree
council
and
expertly
so
anyway,
according
to
john,
if
we
have
a
setback
tree
planting
program
set
up,
we
are
more
likely
to
receive
the
grant.
H
So
I
can
touch
this
through
tomorrow
or
before
the
thanksgiving
and
we'll
we'll
work
something
out.
Okay,
thank.
B
F
President
director,
I
I
just
want
to
kind
of
make
something
put
it
out
of
the
record
here.
This
grand
thing
isn't
a
dnr,
it's
a
cheap
thing
for
taxpayers.
So
if
there's
any
department
that
might
need
software
upgrades
or
anything,
I
know
director
cody's
done
really
good
job
as
far
as
looking
at
grant
grants
for
the
city,
but
this
is
just
an
extra
person
that
we
have
he's
more
than
willing
to
help
any
department
head.
F
F
H
Thank
you
councilman
for
your
suggestion,
and
just
so
you
know
we
have
been
working
with
mr
philosophy,
director
of
plants
director
strong
has
given
them
all
the
contacts
that
people
use
needed
to
talk
to,
for
that
particular
event
and
I'm
sure
we'll
continue.
F
F
G
Snipers
the
other
matter
I
wanted
to
mention
it
is
reported
in
the
finance
committee
report,
but
the
finance
committee
did
vote
to
reject
the
police
contract
that
was
negotiated
by
the
mayor
and
the
police
union.
G
I
think
the
majority
felt
that
the
11
and
a
quarter
percent
pay
increase
proposed
in
the
three-year
agreement
was
excessive.
There's
a
lot
of
concern
about
the
introduction
of
steps
for
the
officers
for
the
first
time,
and
it
was
my
estimate
that
by
the
end
of
the
contract,
if
the
contract
was
passed,
the
cost
of
policing
would
be
up
by
a
million
dollars
a
year.
So
I
just
want
to
report
to
the
full
council
and
also
to
the
public
that
that
did
happen
in
the
last
finance
committee.
