could

000
that
the
language
does
not
require
that
any
money
be
spent
on
the
arlington
library,
but
rather
it
limits
the
amount
that
it

be
spent
on
the
arlington
to
600
000,
but
it
doesn't
specify
that
600

the
900
that
was
in
the
original
authorization
has
to
be
spent
directly
to
the
arlington
library.
So
I
would
say
that
the
council
could
reduce
the
1.8
million
dollar
resolution
to
borrow
down
to
1.2
million.

you

need

seem
to
agree
when
we
left
that
meeting

money

schools

fire
violations
that
the
stairs
needed
to
be
two
hours
and
the
windows
needed
to
be
two
hours.

know

layman,
I

doesn't
mean
a
lot,
so
I
see
the
chiefs
in
the
audience.

schools
are
safe
in
this
whole
report.
The
number
that
comes
up
is
4.9
million
dollars
for
safety
issues
within
the
school
as
they
pertain
to
the
fire
department.
Not
only
is
it
fire
that's
involved
here,
but
it's
also
asbestos
removal,
general
repairs
within
the
building
that
fall
within
the
4.9
of
that
4.9.

The
second
item
that
comes
up
is
an
av
item
that
we're
having
a
little
bit
of
problem
figuring
out
exactly
where
we
fit
in
it
deals
with
alarms
within
the
school
rooms
themselves,
the
audio
visual
alarms,
the
horns
and
the
strobes
that
we
have
in
this
particular
room.

The
third
item
that
comes
up
are
construction
items
within
the
buildings,
widening
of
staircases
and
other
items.
These
have
been
passed
or
there's
been
variances
taken
out
so
that
these
particular
items
need
not
be
replaced
or
hardship
within

buildings
themselves.
They've
existed
since
the
buildings
were
were
built
many
years
ago,
so
those
numbers
coming
back
or
taken
off
the
total
sum
of
money.
I
come
down
to
approximately
two
million
dollars,
so
I'll
be
over
two
million
dollars
in
deficiencies
within
the
building.

know
that
this
year,
in
our
inspections,
our
inspections
are
done.
In
june,
marshall
goes
out
and
inspects
every
school
building.
The
unfortunate
part
in
june
and
july
is
that
the
schools
themselves
are
being
cleaned
and
repaired,
so
a
primary
or
preliminary
investigation
is
done
in
june
and
july.
That
same
marshal
goes
back
out
in
september
and
checks
up
on
those
items
that
he
may
have
discovered
and
make
sure
that
everything
is
in
place.

We
had
spoken
with
representatives
from
the
school
department,
school
building
officials
and
we're
working
on
a
plan
for
this
particular
year,
going
forward
that
these
things
would
be
repaired
or
they
would
be
cited.
Those
are
the
major
deficiencies
within
the
school
all.
That
being
said,
we
look
at
the
469
thousand
dollars
as
our
primary
concern.

We
did
not
miss
15
million
dollars
in
deficiencies
in
the
school.

high
number
was
4.9
right
now,
we're
down
to

million

ceiling
problems

other
items
that
were
the
responsibility
of
the
school
department
and
others,
and
not
the
fire
department
itself.

chief
through
the
chair.
I
know
at
the
finance
committee
meeting
the
school
department
had
said
that,
basically
they
were
issued
occupancy
permits
or
what's
the
word
variances,
so
that
there
were
variances
in
place,
so
the
schools
were
not
out
of
code,
so
all
the
things
that
they
had
noted
that
were
safety
violations
that
that
you'd
mentioned
correct,
do
not
put
them
out
of
code,
do
not
put
them
out
of
code.

Another
thing
that
came
up
at
the
committee
meeting
was
that
the
I
guess
several
years
ago
there
were
agreements
on
variances
on
different
buildings
and
what
the
school
department
said,
and
I
hope,
if
I
get
this
wrong
and
someone
corrects
me,
but
what
the
school
department
said
was
that
the
variances
were
variances
from
the
code
and
that
the
school
department
agreed
to
do
certain
things
to
address
those
problems
that
weren't
exactly
what
the
code
called
for,
but
they
were
kind
of
they
were
accommodations
that
would
solve
the
problem
and
that,
subsequent
to
those
agreements
on
those
variances,
the
school
department
did
not
make
the
the
changes
that
they
promised
to
make
and
that
the
fire
marshal
did
not
catch
the
fact
that
the
school
department
did
not
make
those
changes.

particular
report,
you're
speaking
to
was,
I
believe,
from
2005
2006,
the
martial
that
was
inspecting
the
schools
at
that
time
had
submitted
for
variants
on
those
schools,
most
of
them
being
schools
that
require
sprinklers
or
another
type
of
amenity
that
would
take
the
place
of
sprinklers
within
us.
The
sprinklers
and
all
the
buildings
were
put
in
place.
Those
few
items
that
were
not
put
in
place
became
the
responsibility
of
the
school
department
to
put
in
place
that
particular
marshal
has
retired.

have
any
measures
been
taken
so
that
in
the
future,
if
there
is
a
variance
granted
on
any
building
that
that
and
then
the
fire
and
then
the
marshal
retires
that
that's
caught
down
the
road
and
somebody
is
there
from

fire
department

the
school
department:
hey
guys,
you
promised
to
do
this
and
you
haven't
done
it
yet.

there
will

a
a
change
or
a
passing
down
of
all
information
filed,
kept

are

kept

those
particular

variance

report
that
came
out
from
the
state
is
the
property
of
responsibility

school
department

fire

apply
for

We
help
them
apply

That
particular
paper
and
itself
resides
with
the
school
department
did.

variances

fulfilled
correct
in
the

They
put
a
system
in
place
that
we
were
required
to
do

extensive
study
of
all
our
buildings,

quite

helpful

ride,
as
well
as
the
need
for
the
life
safety
issue,
so
we
kind
of
segregate
it.

show
them
what
our
total
need
is
and
then
we
also
have
to
show
what
we
want

use

bond,

I
respect
the
chief's
viewpoint
and
I
and
I
think
that
he
was
probably
on
target
under
many
of
the
things,
but
more
importantly,
our
architect
pointed
things
out
to
us
that
we
believe
need
to
be
corrected
to
make
our
schools
safer.

Those
variances
were
done
in
conjunction
with
the
former
fire
marshal,
so
he
was
aware
of
it
because
he's
gone
now
and
of
course,
our
our
area
and
planting
was
wherever
it
as
well.
So.

Yeah,
our
application
is
due
the
end
of
the
week
and
we
need
local
approval,
local
approval,
both
being
on
the
school
committee
side,
the
city
council
side
with
the
mayor's
signature
on
it,
and
then
he
will
then
go
to
once.
If
they
go
to
the
border
of
education,
they
need
to
approve
it
and
once
they
approve
it,
it
goes
to
the
general
assembly
for
enabling
legislation.

chief
mckenna,
I
just
have
a
couple
of
questions.
I
just
took
two
random
things:
life
safety
observation
section
of
this
report,
which
I
think
is
the
immediate
needs
that
they're
bonding
out
for
and,
for
instance,
at
cranston
east
one
of
the
items
was
classroom.
Doors
are
chucked,
open
with
door
stops
mounted
at
the
base
of
each
door.
This
is
a
violation
of
the
fire
code,
in
your
opinion.
Is
that
a
violation
that.

Came
up
in
our
discussions,
there
is
a
blanket
variance
that
was
granted
through
the
city
of
wall,
for
just
that
particular
purpose.
They
had
schools
in
the
city
of
warwick,
as
we
do
in
cranston
that
in
the
summertime
heated
up
just
due
to
the
the
outside
temperature
within
the
building
itself,
and
they
had
a
blanket
variance
that
was
granted
to
them
that
allowed
them
to
chalk
the
doors.
So
by
variance
within
the
state
of
state
variants
from
the
fire
code,
they
can
have
those
shocks
on
the
door.

There
was
discussion
as
to
whether
or
not
a
step
down
chalk
or
a
regular
wooden
shark
was
the
proper
item
and,
according
to
the
code
either
one
of
those
items
is
used
to
chop
the
door.
The
others
end
of
that.
The
other
side
is
that,
as
the
teacher,
the
last
person
out
of
the
room
is
to
remove
that
shotgun.
That's
right,
my
variance!
That's.

I
mean,
I
think
we
all
grew
up
with
the
doors
being
chalked
open.
So
the
other
question
is
there:
there
are
rooms
in
the
west,
stairwell
two
toilet
rooms
and
a
teacher
lounge.
Is
that
also
something
that
should

immediately
corrected
that
these
rooms
can't
exist
in
a
in
a
stairwell?

willing

stairwells,

familiar

west

the
top
floor,
feed
into
another
as
they
come
down,
they
don't
go
outside,

actually
feel
into
another
car.

you
have
to
find
your
way
out.

these
are
the
things
that
we
really
want
to
address,
and
I
I
can't
emphasize
that
anymore
councilman,
the
chief
can
talk
about
variances
and
I
think
we
and
he
are
on
the
same
page.
We
want
to
make
our
building
safer.
These
were
pointed
out
to
us.
We
have
a
report.
I
think
we
have
a
fiduciary
responsibility
to
our
students
and
our
taxpayers
to
make
sure
our
kids
are
safe
and
it's
pointed
out
that
they
could
be
quite
frankly,
an
issue
at
some
point.

there

other,

are
there
any
other
issues
that
you're
resolving
that
are
not
related
to
safety?

chief
mentioned
we're
looking
at
asbestos.
We
were
looking
at
window.

issues

ride
has

pretty
particular
around

Education
has
been
pretty
particular
in
a
sense
that,

right
now,
there's
a
moratorium
up
until
june
30th
and
they
still
haven't
made
a
a
definite
decision
on
whether
they're
going
to
remove
the
moratorium,
but
there's
a
moratorium
on
on
bonding
issues
for
schools.
You
can
only
bond
monies
and
get
approval
for
bonded
money
for
health
and
safety
issues.

So
for
things
that
we
would
like
to
do
like
new
roofs
and
maybe
windows
that
need
to
be
repaired
for
energy
purposes,
we
are
not
allowed
to
do
currently
under
the
moratorium,
so
we're
trying
to
address
our
safety
and
needs.

There's
a
bond
that
you
appropriated
for
middle
school:
it's
happened
to
be
parkview,
and
so
what
we're
trying
to
do
now?
That
was
approximately
four
hundred
thousand
dollars
this
year,
we're
going
to
do
the
espresso
and
also,
at
that
same
time
you
appropriate
money
for
asbestos
removal
and
the
coyotes
of
both
bain
and
parkview.
Our
goal
is
to
do
the
floors
this
summer,
because
we
have
the
money
in
the
following
summer.
We
hope
to
do
the
windows
and
park
view
now.

The
park
view
is,
quite
honestly,
our
health
and
safety
issue,
because
they're
falling
out
of
the
wind,
the
windows
are
actually
falling
out
of
the
building
in
some
cases
and
they
have
to
be
nailed,
shut.
So
ryan
department
of
education
has
asked
us
to
give
them
that
information.
The
plans,
the
specs
roll
it
up
and
they're
willing
to
consider
it
a
health
and
safety
issue,
even
though
that
money
has
already
been
appropriate
by
the
city
they
because
it
was
appropriate.
I
mean
excuse
me
because
the
bond
was
many
years
ago.

The
housing
aid,
which
is
52
percent,
expired.

So
now
what
we're
doing
is
taking
the
monies
that
you've
given
us
rolling
it
up
into
the
application
for
ride,
and
now
we
should
be
able
to
get
housing
aid
for
the
400
000
that
comes
back
to
the
city
and
also
the
housing
aid
on
the
15
million,
which
is
52
of
the
cost
that
we
expend
once
a
project
has
been
complete,
comes
back
to
the
finance
office.
So.

were
working
on
that

we
talked

had
an
architect

out,
get
the

actually

process

came
up,

that's
putting
a
little
bit
of
a
delay
on
that.

don't
know

next
school
buildings

and
I
will
be
there

we'll
just
see
if
there
are
monies
where
we
can
still.

follow
the
process
and
move
along
with
that.

so
that
process

already

place,
probably

january
this
year,
just
to
follow
up,
it
really
delayed
the
installation
of
the
windows,
because
right
now
has
to
review
it
and
councilman.

you
wait
till
they
approve
it'll,
be
may
before
the
board
of
education,
it's
too
late
to
put
an
rfp
out
to
have
it
have
and
have
it
done
by
the
time
school
opens
in

late
august.

important

let

general
public
know
that

vader
brought
this
up,
that
there

reimbursement
for
half
of
this
money.

bond

it's
seven

a
half
in
the
first
five
years.
Yes,
we
would
get
a
credit
from
the
state
of
seven
and
a
half
million
dollars,
so
15
becomes
seven

half

The
staircase

referring

cranston
I
have.
I
have
three
children
that
are
in
the
cranston
school
system,
one

parkview
and
two
at
east,

I
would
never
want
to
have
my
kids
attend
a
school
that
is
unsafe,
but
it
seems
like
we're
getting
two
different
views
here,
because
I
hear
chief
mckenna
say
that
none
of
the
schools
are
unsafe,
that
the
children
are
currently
safe
attending
schools.

Yet
this
report,
if
you're
170
pages,
you
know
you
might
break
out
in
a
cold,
sweat
considering
what's
in
here.
So
in
you
know,
15
million
dollars
is,
is
a
lot
of
money
to
be
bonding
out
for,
and
you
know
I'll
be
honest,
and
this
is
not
none
of
our
fault.
But
given
the
current
budget
deficit,
the
general
assembly
is
going
to
be
facing
this
year
and
it
seems
to
get
progressively
larger
as
the
years
go
on.

wouldn't
be
optimistic
about
getting
reimbursed
for.

they
are
going
to
be
looking
to
cut
in
programs
and
what
not
to
pair
that
budget
down.
Unless
there's
some
miraculous
influx
of
revenue

coming
into
the
state,

you

I
think
we
need

very
cautious
in
going
out
and
bonding
in
not
in
not
pin
our
hopes
on
receiving
reimbursement
for
this.

but
my

guess
my
ultimate
question
is:
do
you
feel
as
though
the
schools
are
safe
right

is

health

foul

from

to
