when

youth

the

the

organization
continues

develop
future
leaders
and
young
men
and
young
women.
With
that
being
said
and
done,
I
would
first
like
to
honor
the
clcf
cheerleaders,
be
it
known
to
all
that
the
city
council
shall
hereby
issue
this
citation
to
the
clcf-13u.

Football
cheerleading
team
is
proud
and
recognition
in
winning
the
2014
state
championship
and
went
on
to
compete
in
the
regional
competition
in
florida.

entire
council

sincerest

her

work
dedication

their

her

players

gazette
two
weeks
ago,
kind
of
capped,
our
our
season
for
the
third
consecutive
year
with
the
blackstone
valley,
champions
the
state
of
rhode,
island
champions,
and
we
have
moved
from
the
quarterfinals
two
years
ago
to
last
year
to
semi-finals,
and
this
year
we
lost
in
the
new
england
finals
and
we
have
a
three-year
record
of
34-3.

happened
during
this
last
storm
a
retention
pond.

know

the

residents

severe
flooding

basements.

city's
drainage
system
behind
our
homes
on
twin
birch
drive
caused
a
backup
of
water
into
our
basements.
I
was
down
working
in
my
basement
of
a
home
office.
Water
reached
eight
inches
within
my
basement,
coming
dangerously
close
to
electrical
outlets,
furnace
washer,
dryer
everything
you
can
imagine
most
folks
store
in
a
basement.

The
detention
pond
behind
our
homes
has
an
inlet
pipe
that
runs
in
the
city
easement
between
my
house
and
another
neighbor
house,
and
the
drainage
system
runs
immediately
through
their
three
foot
pipe
into
the
into
the
detention
pond
followed
by
a
pipe
on
the
other
side
of
the
pond
and
outlet
that
night,
ken
mason
from
the
dpw
was
on
the
scene,
as
well
as
various
members
of
the
fire
department
which,
as
an
aside
I'd
like
to
note,
were
unbelievably
helpful
to
us
in
helping
to
pump
out
our
basements
helping
to
contact
city
workers
from
various
organizations,
the
dpw,
the
department
of
engineering
and
getting
folks
down
to
take
a
look
at
the
problem.

What
they
determined
was
that
there
was
a
six
foot
pipe
six
foot
section
of
the
pipe
on
the
outlet
side
that
had
collapsed.
Water
could
not
get
out
with
the
rain
that
we
were
receiving.
The
water
reached
a
certain
point
where
it
had
nowhere
to
go
but
backwards
it
rushed
in.
In
a
matter
of
minutes,
we
watched
it
fill
up
in
our
basements
reaching
you
know:
eight
inches
six
inches
as
much
as
18
inches.
As
I
mentioned,
we
called
the
fire
department
who
came.

Since
that's
that
point,
we've
spent
days
cleaning
out
our
basement
filling
a
dumpster
that
the
city
provided
with
years
of
memories,
pieces
of
furniture.
Anything
you
can
imagine
that
most
folks
would
keep
in
their
basement.

My
finished
basement
is
in
the
dumpster,
the
carpet,
the
pad
the
walls
shelves,
my
children's
toys,
pictures
from
our
houses,
wedding,
dresses
all
in
the
dumpster
as
it
sits
on
the
side
of
our
road
today,
we're
here
tonight
to
ask
for
a
special
and
expedited
claims
meeting.
Our
basements
were
flooded
due
to
a
failure
in
the
in
the
city's
drainage
system,
something
that
ken
mason
from
the
department
of
public
works,
attested
to
us
numerous
occasions
that
night,
that
without
that
happening,
this
doesn't
happen.
My
home
was
built
in
2001.

was
the
first
time
that
it
had
ever
taken
on
water,
the
floods
of
2010.
We
had
five
times
the
rain
we
had
that
day,
and
I
think
everybody
knows
I
wasn't
living
here
at
the
time.
My
basement
flooded
and
I
was
I
was
living
in
attleboro
it.
It
we've
never
had
water
it
it
came
in.
It
was
unlike
any
storm.
It
really
wasn't
as
much
rain
as
as
I
think
we
all
know
that
we've
gotten
at
various
points
in
time.

police
car
ran

car

dollars

staff

the
solicitor's
office
investigates
that
and
says

were
at
fault

we
recommend
paying

obama's

saying
is
not
that
your
case
isn't
important,

for
us

city

the
time

look
into

the

expect
that
it's

settled

the

claim
meeting
either

would
hope

all

you
file
claims
with

insurance
companies

have
that
information
available
to
the
solicitor,
because
that
has
an
impact
on

faster
redress

your
insurance
companies

help
you
through

difficult
time

a

cabrita's
insurance
agent
was
out.
Our
homeowner's
insurance
will
not
cover
it
reading
through
policies
speaking
to
all
of
our
agents.
It
is
groundwater
and
there
are
clauses
within
homeowners
agreements
of
groundwater
caused
by
circumstances
outside
the
home
that
that
we
don't
control,
are
not
covered.
The
water
covered
within
the
home
for
homeowners
insurance
is
a
pipe
breaks
in
in
your
walls.
We've
all
had
discussions.
That
was
the
first
call
we
made.

is
a
zone
change
in
my
award
in
order
to
allow
delhi
to
operate,
and
it
will
create
four
jobs
in
the
neighborhood.

I
recommend

the
memorandum

agreement
and
the
employment
agreement

negotiated
by
the
mayor
with

employment
agreement
gave
mr
patelano
as
a
non-union
non-union
position
gave
him
many
of
the
rights
that
union
members
have
including
entitlement
to
any
future
raises

benefits
he
currently
has.

a
union
member-
and
it
also
stated
along
with
the
memorandum
of
agreement,
that
should
the
position
be
unfunded
by
the
council-
that
he
would
have
a
right
to
go
back
into
the
into
the
fraternal
order
of
police
or
the
ibpo.

first
class
position
and
we
currently
have
two
more
captains
than
are
called
for
under
the
city
charter.
So
for
a
variety
of
reasons
we
recommended
that
those
two
be
not
approved,

guess

change
when
the
administration
renegotiates

read

administrative
handbook,

I

details

pay
for
health
insurance,
what
how
comp
time
works,
how
vacation
works
and
that
I
think
that
needs
those
things
were
passed
and
they're
the
law
and
they
govern
everybody
else
in
the
management
group

the
city
and
they
ought
to
govern
mr
patelano
also.
So
I
have.

some
sympathy
for
the
whole
job
security
issue
because
of
the
turmoil
that
the
police
department
has
been
in,
but
I
think
we
have.
As
a
city,
we've
decided,
there
are
going
to
be
certain
benefits
to
being
a
management,
employee
and
they're
laid
out
in
that
handbook,
and
we
need
to
follow
them.
If
there's
a
problem
with
them,
then
we
ought
to
look
at
changing
them
for
everyone,
but
not
just
for
one
person.

would
hurt
morale
in
the
in
the
management
group
and
especially
the
provision
that
he
would
get
any
enhancements
