because
people
come
in
late
at
night
with
the
car
full
of
children
and
they
do
the
vacuuming
while

While
there
was
a
two-year-old
that
got
out
of
the
car
one
evening,
and
while
I
was
looking
out,
my
people
were
no
that
little
girl
almost
got
killed
by
her
car
that
is
leaving
the
gas
station.

I
spoke
with
the
june
2nd
safety
services
and
licensing
committee
meeting
via
the
only
opposing
colbia
enterprises
application
to
turn
1036
reservoir
and
avenue
into
the
24-hour
gas
station.
I
am
here
tonight
to
do
the
same
and
to
ask
you
to
deny
their
appeal
based
on
the
reasons
of
noise,
crime
and
effective
property
balance.

First,
the
24-hour
gas
station
in
a
residential
neighborhood
such
as
ours
would
be
in
normal
nuisance,
causing
unnecessary
strain
and
timing
as
it
operates
now.
Many
motorists
and
cyclists
use
10

reps
of
arm
as
an
implant,
starting
line
for
races
both
up
and
down
reservoir
and
into
the
next
stop
light.

Adding
the
option
for
more
of
this
activity
during
the
hours
of
midnight
to
6
a.m
is
untenable,
especially
since
they
released
three
residential
properties,
all
within
100
feet
of
the
station.
Additionally,
the
public
has
discovered
both
shell
station
trash
dumpster
and
extra
parking
behind
the
main
service
building
customers.
Employees
and
anyone
who
would
stop
off
to
dispose
of
refuse,
has
learned
how
to
slam
the
dumpster
doors
at
all
hours
of
play.

My
concerns
into
my
concerns
extend
into
the
noise
run
if
the
property
goes
to
24
hours,
especially
leading
into
these
warm
summer
nights
as
restaurants
and
lounges,
and
we
have
a
closing
time.
I
can
envision
various
motorists
inside
of
us,
I
may
venture
to
1036
reservoir
for
energy
drinks
or
other
beverages
to
help
extend
their
nocturnal
activities.
I
can
picture
it
now.
Hey
check
out
my
new
exhaust
system,
as
I
read
at
three
o'clock
in
the
morning
or
I'll
park,
avenue
followed
by
the
unmistakable
sound
of
the
timers
coming
out.

Stations
I
discovered
that
shelburne
operates
19
other
24-hour
stations
within
a
five-minute
radius
of
this
property.
Only
one
is
in
france
and
that's
located
at
1207
pontiac
at
the
off
ramp
of
route
37.
This
location
is
currently
under
repair
and
renovation
and
is
not
operational.
It
is
also
more
than
one
thousand
feet
away
from
the
nearest
residence
at
1109.
Pontiac
avenue
has
pj's
club
and
always
warned
it
as
such.
The
location
of
1207
pontiac
avenue
is
perfectly
fine
for
a
24-hour
station,
since
there
are
no
homes
nearby.

Therefore,
the
location
of
1036
reservoir
avenue
is
in
a
much
different
scenario.
We
wanted
a
quick
search
of
shell's
website.
Just
last
night
showed
that
now
only
16
stations
are
in
24
hours
still
within
that
five
mile
radius
and
still
there's
only
one
listing
in
transit.
They
do
not
list
the
one
at
anymore,
however,
they
do
list
1036
reservoir
as
a
24-hour
station.
I
found
my
quite
interesting.

My
second
major
concern
is
about
crime.
At
the
june
2nd
safety
services
meeting,
I
referenced
that
this
station
was
robbed
in
royal
daylight
at
7
30
in
the
morning
on
thursday
january
9th
earlier
this
year.
The
robbers
still
remains
unsolved
and
the
suspect
is
still
on
the
ronald's
most
wanted
list.

It
would
not
surprise
me
that
the
new
24
hour
station,
with
the
objective,
robberies
monthly,
if
not
weekly,
unless
shadows
are
released.
That
concludes
an
armed
security
guard.
I
would
not
want
that
option
next
door
to
me,
because
the
next
step
would
be
for
criminals
to
set
any
current
properties
as
potential
targets.
I'm
afraid
that
the
recent
round
should
what
would
bill
break-ins
this
year
earlier
this
year,
is
an
indication
of
things
to
come.

Around
those
of
those
around
me,
which
also
affect
me
just
in
my
10
years
of
residency
in
transit,
I've
seen
my
own
properties
down
here,
as
well
as
the
problems
my
neighbors
take
a
significant
dive.
This
called
enterprise
is
trying
to
convince
me
that
a
neighboring
gas
station
goes
to
24-hour
operations
with
the
added
activity.
Noise
with
the
public
usage
of
the
dumpsters
in
is
that
parking
lot
unmonitored,
as
well
as
the
potential
for
late-night
crime,
then
the
property
values
will
not
drop
further,
may
be
sustained
or
even
increase.

I'm
sorry
after
the
residence's
comments,
the
applicant's
representative,
mr
angelo,
reported
some
of
our
concerns,
saying
that
an
employee
president
would
help
deter
these
concerns
until
the
overnight
focus
on
the
station
was
closed.
Now,
because
an
open
station
for
business
with
an
employee
would
be
present
to
prevent
noise
and
crime,
I
suggest
that
the
presence
of
an
overnight
employee.

And
back
up
on
sides
of
reservoir
and
that
interim,
the
neighbors
who
lived
in
very
close
proximity
to
that
shell
station
are
here
tonight
and
speak
about
why
they
are
against
bringing
a
24-hour
license
for
operating
there.

not
going
to
repeat
what
they're
going
to
say.

what
I
wanted
to
talk
about
is
of
the
district
set
having
a
24-hour
license
at
that
end
of
reservoir
from
the
shell
station.

Can't
be
denied
it's
led
to
the
blight
of
that
section
of
world.

maintaining
an
office
in
that
area
suddenly
find
themselves
in
a
situation
where
their
property
is
worth
more
to
some
business.
That
wants
to
open
up
four
hours
and
then,
as
you
know,
these
offices
are
closing
down
being
torn
down
and
businesses
being
built
in
24
hours.
That's
what
happened
with
the
cbs
on
the
rest
of
our
app,
where
they
told
us
wendy's
and
a
couple
of
businesses,
and
now
they've
got
a
giant
store
over
there
see
the
same
thing
happened
in
this
neighborhood.
This
is
a
neighborhood
domination
on
both
sides
of
the
restaurant.

if
we
have
this
place
open,
it's
not
going
to
be
fancy
residents
they're
going
to.

at
all,
they
don't
want
it;
they
don't
need
it
from
out
of
the
city,
just
add
it
to
the
blankets
in
these
areas,

so
for
those
reasons,
I'm
very
much
opposed
to
getting
this
appeal
and
be
having
interesting
questions
between
the
members.

Prior
to
this
new
management,
the
older
management
probably
wasn't
maybe
a
little,
but
since
I've
been
there,
the
property
is
well
maintained.
My
living
room
in
deadly
face
the
shell
station
and
I'm
not
alone,
and
I
have
never
once
been
woken
up
by
any
disturbances.
I
The
biggest
disturbances
I
have
living
on
the
travail
is
how
cars
cut
through
richton
and
it
should
be
able
to
forward
a
bubble.
That's
not
the
issue.
My
neighbor
discussed
how
the
gas
station
was
wrapped.
In
all
that
reality.
Because
of
my
position
of
my
kitchen,
we
saw
the
whole
thing.

saw
a
guy
get
a
wife
and
there
was
another
incident
where
I
was
sitting
in
my
living
room
and.

with
them
with
everything-

maybe
occurred
previously,

with
this
new
management
and
since
I've
only
been
there
since
november,
I
haven't
had
one
issue:
they've
maintained,

rid
of
those
box
cars,
it's
kept
clean
and
honestly
I've
never
been.

the
resolution,
while
I'm
sure
the
attack
was
well
me,
it
does
not
take
into
account
all
of
the
planning
and
hiring
and
everything
else
that
comes
into
play
when
we
are
creating
programs.

school
sports,

an
after
school
program,
but
the
enrichment
and
these
programs
were
not
after
school
programs,
they
were
actually
programs
that
occurred
during
the
school
day.

the
money
that
we
have
in

most
responsible
way
this
year
is
not
the
year
to
do
that.
Right
now,
in
our
budget
we
have
360
000
of
unencumbered
monies.
That's
today,
all
of
our
money
has
been
accounted
for,
with

exception
of
that
361
thousand
dollars.
As
you
remember,
we
did
make
some
budget
requests
from
the
council
in
the
mayor's
office
that
did
not
get
put
through.
So
we
have
used
some
of
what
was
left
over
to
fund
the
beginning
of
replacements
for
transportation
from
our
aging
fleet.

The
things
that
we
are
looking
to
do,
in
addition,
I
don't
know
if
you're
aware,
but
our
legislature
did
approve-
and
we
are
so
very,
very
happy
about
this
funding
for
next
year
for
this
year
and
next
year,
moving
forward
full-day
kindergarten
we've
been
working
on
this
for
quite
a
while,
and
we
are
very,
very
excited
to
be
able
to
continue
to
put
a
plan
into
place
that
would
allow
day
kindergarten
for
the
students.

approached
the
mayor
about
forming
these
committees
and
his
response
was
that
he
wanted
us
to
hold
off
to
form
any
committees
until
january
of
2013..
The
committee
is
still
discussing
the
formation
of
these
committees.
As
mrs
rajiri
said,
we
are
in
that
planning
stage.
Currently
we
do
not
want
to
be
knee-jerk
or
flippant.
In
our
approach
to
program
restoration,
we
must
be
sure
that
the
programs
are
not
only
able
to
hold
educational
mustard,
but
that
they
can
be
fiscally
sustained
for
the
long
term.

Beg
the
council
not
to
use
the
students
of
our
city
as
political
pawns
in
the
upcoming
election,
I'm
certain
that
this
council
does
not
want
their
intention
to
be
viewed
as
pandering
to
voters
in
an
election
year.
Please
consider
that
the
committee
is
working
diligently
to
bring
back
the
valuable
programs
that
were
lost.

that
was
taught
more
valuable
than
another
only
serves
to
devalue
and
minimize
the
extracurricular
and
curricular
needs
and
desires
of
a
whole
cadre
of
students,
for
whom
sports
hold
no
value.
Every
program
that
was
cut
is
meaningful
to
one
student
or
another,
and
the
committee
does
not
wish
to
engage
in
political
favoritism.

believe
this
equality
education
is
one
of,
if
not
the
most
important
services
that
a
city
can
provide
for
its
citizens
I'll
keep
it
short.
Over
the
past
few
years,
educational
mandates
brought
above
by
ryde
and
the
united
states
department
of
education
has
served
to
narrow
our
educational
focus
and
some
of
our
curricular
decisions.

These
factors,
I
believe,
are
in
conflict
with
the
cranston
school's
mission
and
effort
to
produce
well-rounded
graduates
and
well-rounded,
since
it's
a
future
practice
make
no
mistake.
I
believe
that
it
is
the
utmost
importance
that
all
students
demonstrate
proficiency
in
reading
writing
in
math
and
science.

I
also
think
it's
important
that
our
students
build
strong
bodies
and
learn
how
to
work
as
a
team
through
athletics,
I'm
in
support
of
the
resolution
requesting
the
reinstatement
of
middle
school
sports,
music
and
other
enrichment
programs,
but
perhaps,
as
mr
jerry
said,
perhaps
I
meant
supported
a
resolution,
I'm
also
in
support
of
the
city
council,
allocating
the
proper
funding
to
support
these
programs,
because
I
feel
they're
very
important
along
with
that.

chocolate
law
offices,
the
tavares
family
in
the
neighborhood
of
east
josephine
street
in
neighbors,
I'm
here
to
memorialize
an
appeal
on
the
record
for
in-town
auto
sales.

don't
know
if
you'd
like
to
hear
my
appeal
currently
with
the
rest
of
the
the
new
matters
for
weight,
if
not
I'll
proceed,
but
it's.
I
obviously
like
to
renew
our
objection
and
we
all
are
supporting
arguments
that
we've
articulated
in
the
previous
meetings.

having
attended

of

last
three
meetings
on
this
subject
to
see
that
the
voices
of
the
opposition
have
been
virtually
ignored,
with
a
license
thus
far
being
proved.
My
objection
is
multifaceted,

cranston
taxpayer.
I
am
concerned
that
proper
notification
was
not
given
to
the
residents
who
fall
within
the
200-foot
radius,
but
who
happen
to
live
over
the
yellow
line
of
niantic
avenue
province.

owners
who
lived
within
the
radius
would
likely
be
the
largest
opposition
to
this.
If,
given
the
opportunity

whereby
the
city
clerk's
office
sent
generic
notification
to
the
city
of
providence,
giving
notice
of

licensing
meetings
concerning
the
above-mentioned
business,
which
was
not
sufficient,
an
actual
number
vacation
of
more
than
10
residents
of
providence,
whose
property
clearly
falls
within
the
200-foot
radius
number
three
to
plan
this
out.

hire
chiefs

police
chief

outside

going
on
with

tried
to

believe,

farina
tried

put
money
aside

fund

help
start
