Under
public
acknowledgement,
accommodations,
the
christian
high
school
east
coast,
division,
varsity,
cheerleaders,
2014,
rhode,
island
state
championship
winners,
councilman
councilman,
jerry
leader
arketo,
thank.
E
You
president,
it
is
my
pleasure
to
congratulate
the
cheerleaders
and
a
difficult,
difficult
job
to
perform,
to
encourage
the
athletes
to
perform
at
their
best
they're
out
there
in
the
cold
and
the
rain
and
all
different
kind
of
weather.
So
it's
my
pleasure
this
evening
to
introduce
the
coach
of
the
cheerleading
team
and
we
can
present
these
citations.
B
B
G
A
I
Thank
you,
council
president,
paula
mcfaulin,
100,
pom
ham,
street
cranston,
rhode,
island.
The
reason.
The
reason
why
I'm
here
this
evening
is
there
is
a
resolution,
and
I
want
to
thank
councilwoman
lee
for
introducing
the
resolution,
which
is
very
important
to
our
city.
It's
regarding
lead
poisoning
and
childhood
lead
poisoning.
As
you
know,
just
last
month
you
heard
from
school
committee
regarding
their
budget
and
one
of
the
things
that,
when
children
receive
lead
poisoning,
what
happens
is
they
have
special
needs
and,
of
course
our
special
education
costs
go
up.
I
So
this
resolution
would
help
to
support
in
the
general
assembly
establishing
some
funding
that
actually
would
be
earmarked
along
with
additional
funding
that
senator
reid
has
been
putting
into
the
state
to
help
with
that.
Also,
one
of
the
other
things
that
the
city
council
did
a
very
long
time
ago
was
actually
not
only
creating
a
down
payment
assistance
program
with
the
opportunity
to
buy
housing
in
our
city,
but
they
also
established
a
fund
through
the
csbg
funding
that
actually
allocates
money
to
help
you
repair
your
home,
which
is
lead
lead
abatement
as
well.
I
Making
sure
that
you
have
a
healthy
home
in
the
city
not
only
helps
with
our
real
estate
cost,
and
hopefully
they
rise
and
continue
to
rise.
It
also
helps
to
make
sure
that
a
family
has
a
healthy
home
to
live
in
because
it's
important
not
only
to
live
in
a
healthy
home
but
to
live
in
a
healthy
community.
I
So
I
applaud
you
for
introducing
it
councilwoman
lee
and
I
thank
you,
along
with
the
council,
and
I
hope
that
tonight
that
that
resolution
does
pass-
and
I
do
have
two
other
people
from
the
let
action
that
would
actually
like
to
come
up
and
speak
on
behalf
of
the
resolution,
because
really
all
the
work
has
been
done
by
them.
I'm
just
here
asking
for
support
as
a
cranston
resident
and
as
a
also
as
the
director
for
community
action
in
our
state
working
on
legislative
issues
at
the
state
house.
So
thank
you.
J
We're
very
concerned
that
the
governor's
budget
has
omitted
funding
for
the
health
department's
lead,
poisoning
prevention
program.
There
was
money
that
was
put
in
the
budget
last
year.
It's
now
in
the
budget
this
year,
and
in
addition
to
that,
the
the
funding
that
the
housing,
the
state
housing
resources
commission
gets
in
order
to
provide
a
state
match
for
funding
that
paul
referred
to
in
terms
of
funding.
That's
then
made
available
to
low
and
moderate
low
and
moderate
income
property
owners
to
fix
up
their
houses.
J
There's
always
been
a
match
available
and
actually
hud
requires
that
there
be
a
match
in
order
for
the
state
to
be
able
to
access
the
funding
funding
has
been
available
for
the
last
15
years,
or
so
the
match
has
always
been
available
this
year.
The
match
has
pretty
much
disappeared,
so
we
have
legislation,
that's
pending
and
we're
asking
that
the
city
of
cranston
joined
the
city
of
these
providence
resolution
is
currently
pending
in
the
city
of
providence
and
the
city
of
central
falls
as
well.
H
I
want
to
thank
sarah
lee
for
bringing
this
issue
to
light
before
the
council,
and
I
just
would
like
to
mention
that,
where
I
live
on
laurel
avenue,
20
of
children
are
going
to
kindergarten
with
lead
poisoning
so
and
with
the
17
million
dollar
lead
poisoning
budget,
I
mean
sorry
special
education
budget
for
the
state.
A
With
regards
to
the
ocean
state
concessions,
the
latest
information
for
tax
assessors
places
them
outside
the
one
thousand
foot
limit
which
would
allow
them
to
operate
at
that
location
where
they've
been
right
along
I'll.
Take
a
motion
to
approve.
L
C
A
M
Councilman
bartz.
Thank
you,
council
president.
I
put
forth
this
resolution
because
every
other
elected,
official
or
elected
body
in
the
city
does
have
term
limits
and
the
school
committee
does
not,
and
I
love
the
notion
that,
if
you're
on
there
for
well,
the
resolution
will
call
for
five
terms
five
two
year
terms,
if
you're
on
there
ten
years,
I
think
we
need
fresh
ideas,
some
turnover
in
order
to
introduce
those
fresh
ideas.
So
that's
the
reason
I
put
forth
this
resolution
and
I
hope
we
can
all
support
it.
Thank
you.
A
E
Was
just
on
the
docket
right?
Was
it
ever
sent
to
the
committee?
No,
it
wasn't
sent
to
committee.
It
wasn't
I'm
wondering
if
something
of
this
nature
dealing
with
terminals
with
the
school
committee
should
be
sent
to
committee
level
to
get
some
feedback
on
how
the
school
committee
feels
about
it.
That's
my
only
concern
so.
E
K
Yes
again,
is
there
a
ruling
from
the
solicitor
here
where
we're
allowed
to
introduce
resolutions
before
going
to
the
community?
I
think
we
are
under
rules,
so
I'm
just
trying
to
get.
N
There
is
concurrence
between
mr
quinlan
and
myself
regarding
the
fact
that
resolutions
require
a
48-hour
notice
of
posting
prior
to
the
introduction
before
the
full
city
council.
A
Our
councilman
councilman
stykos.
P
P
Q
M
Through
the
chair,
the
reason
why
I'm
introducing
it
it
was
kind
of
it
was
rushed
because
it
has
to
get
to
the
general
assembly
in
order
to
be
on
the
ballot,
and
it
has
to
be
done
prior
to
the
middle
of
june.
I
would
think
before
they
adjourn,
so
that's
the
the
only
reason
why
I
did
that
I
had
a
constituent
contact
me
about
it.
It's
always
been
in
the
back
of
my
mind,
and
so
that
brought
it
to
the
forefront
and
that's
why
I
introduced
it.
M
P
Box
is
correct,
constant.
P
You're
coming
to
the
end
of
the
session,
it's
probably
going
to
end
by
the
end
of
june-
I'm
guessing
if
not
before
that.
So
time
is
of
the
essence.
So
we
got
to
make
decision
if
we're
going
to
just
put
this
in
committee
or
pass
it
on
to
the
general
assembly.
M
Councilman
box
and
just
to
know
I
mean
this
is
something
to
get
it
on
the
ballot.
The
voters
would
actually
choose
whether
to
enact
term
limits
for
a
school
committee
or
not.
So
we
would
not
be
doing
that.
It
would
be
the
voters
anyway,
so
this
is
just
to
get
it
on
the
ballot
voters
get
to
choose
whether
they
believe
school
committee.
Members
should
have
term
limits,
or
not
so.
R
Fovecchio,
thank
you,
council
president,
I'm
going
to
support
councilman
bots
in
this.
Only
because
he's
right
I
mean
the
voters
are
going
to
make
the
decision,
not
even
the
council,
so
for
us
to
put
it
before
the
the
entire
electorate
seems
to
me
to
be
the
most
democratic
way
to
do
it,
even
though
we're
passing
it
along
there's,
no
fiscal
impact.
It
doesn't
affect
the
city
financially
in
any
way.
E
My
concern
is:
we're
finding
it
very
difficult
to
find
candidates
for
the
school
committee,
because
there's
no
compensation
for
the
school
committee
passing
term
limits
may
cause.
You
know
vacant
slots
on
the
school
committee
also
there's
members
of
the
school
committee
that
have
a
vast
reservoir
of
experience
and
knowledge.
We
have
one
this
evening
here,
paul
mcfarland,
served
on
the
prince
city
council
and
he's
an
outstanding
member
of
the
school
committee,
and
I
would
hate
to
lose
people
of
that
substance,
because
a
resolution
like
this
is
passed.
A
Councilman
steichos,
you
had
your
hand
up
a
minute
ago.
Yes,.
O
What
happens
to
the
under
this
drafting
what
happens
to
the
current
members
of
the
school
committee?
Is
this
perspective?
Q
K
Yes,
thank
you,
mr
president.
I
concur
what
councilman
arketo
said,
but
that
could
be
said
for
council
members
too.
Yet
we
have
term
limits.
So
you
know
I
mean
I
think
that
it
is
the
only
body
that
does
it
and
the
other
thing
I
would
like
to
say
to
councilman
aquido.
If
you
know
something
about
the
pay
I
mean
we
can
amend
this
and
add
that
they
get
paid.
Also,
I
don't
think
that's
a
problem
if
you
want
to
put
that
in
the
resolution.
M
I'd
also
like
to
know,
I
believe
in
the
school
committee
do
allow
themselves
a
stipend
and
voted
not
to
give
themselves
one.
I
could
be
correct
me
if
I'm
wrong,
so
they
they
do,
have
the
ability
to
create
something
similar.
I
think,
to
what
we
have
on
the
council
side,
so
that
would
be
up
to
them.
Obviously,
but
you
know,
I
do
believe
the
amount
of
work
that
they
do
they
they
should
receive
some
sort
of
compensation,
and
maybe
we
could
take
that
up
separately.
So,
thank
you.
M
A
A
P
President,
I'm
reading
the
addition
to
the
it
says:
no
person
who
has
been
duly
sworn
as
a
member
of
the
school
committee
effective
with
the
election
of
november
2014,
shall
be
elected
to
set
office
for
more
than
five
consecutive
two-year
terms
so
way
I
read
that
is.
Whoever
gets
elected
in
2014
can
go
another
five
years,
another
10
years.
D
P
D
C
K
C
A
B
A
L
Oh,
I
just
wanted
to
thank
the
lead,
poisoning
prevention
coalition
for
for
doing
such
great
work
and-
and
I
think
this
is
a
really
important
issue-
that
a
lot
of
kids
fight
and
and
grow
up
with
and
and
it
really
costs
our
society
a
lot
and
it's
something.
That's
that's
not
talked
about.
L
It's
got
sort
of
like
a
shameful
thing,
so
I
I
think
to
keep
it
in
the
forefront
is
good
because
people
will
want
to
forget
about
this
issue
a
little
bit
and,
and
the
funding
is
very
important
because
oftentimes,
the
people
who
are
at
risk
are
the
poorest
and
and
the
ones
who
will
be
in
our
schools
and
and
need
the
special
help
and
and
it
if
it's
helping
to
renovate
the
houses
in
our
area.
L
M
O
I
For
the
environmental
program,
the
lead
program
itself
and
it's
590
for
the
state
matching
dollars,
which
would
be
the
match
for
the
federal
dollars
which
would
fix
the
housing
stock.
A
Any
other
questions,
councilman
stykos,
I'd.
O
Like
to
urge
people
to
vote
for
this,
this
is,
I
think
that
I
don't
know
the
specific
numbers,
but
I
know
there's
been
a
dramatic
decline
in
childhood,
lead
poisoning
in
the
state,
since
there
have
been
programs
that
to
address
it
and
it's
a
successful
public
health
program,
and
I
think
we
should
continue
it
councilman.
P
P
K
C
P
You,
council
president,
we
have
three
appeals
from
the
committee
rulings.
The
first
one,
though
I
have
a
question
on
appeal
of
the
itinerant
food
vendor
renewal
for
ocean
state
concessions.
We
voted
to
approve
that
and
I
am
I'm
slow.
Why
are
we
appealing
the
approval
now.
P
All
night
license
new
coffee
bean
express
1111
cranston
street
that
was
denied
all
night
license.
The
applicant
has
appealed
to
the
full
council.
P
P
A
Thank
you,
councilman
senator
councilman
aquido.
E
Thank
you,
council,
president
lanny,
since
this
is
ward
3,
I
thought
I'd
make
a
couple
of
comments,
but
I've
did
some
research
on
this
and
there's
never
been
a
problem
or
an
issue
at
this
establishment.
E
O
P
I'll
put
it,
you
know,
I
guess
bullet
points.
He
was
operating
without
a
24
7
license
and
came
before
this
committee
and
we
vetted
it
and
we
denied
the
24
7
and
he
appealed
it
to
the
full
council.
O
P
U
O
O
U
You
know
I
typically
don't
like
the
idea
of
all
night
licenses.
For
me,
all
night
licenses
are
something
that's
like
a
providence
thing,
not
not
necessarily
a
cranston
thing,
so
historically,
I'm
just
against
them.
That
doesn't
mean
I
don't
like
business.
I
enjoy
business,
but
I
can't
see
sales
at
a
coffee
shop
or
a
wendy's
being
substantial
from
two
to
four
o'clock
to
warrant
the
kind
of
risk
that
comes
with
having
a
business
being
open
all
night.
U
You
know,
I
think,
about
areas
like
of
ward
one
where
the
colleges
where
the
college
is
you
have
fights.
You
have
problems,
you
have
traffic
issues
when
businesses
are
open
24
hours,
it
creates
a
problem.
So
for
me,
I'm
just
historically
against
them
and
I
always
will
be
against
them.
Now
I
read
in
your
appeal
that
it's
only
going
to
be
the
drive-through.
D
U
R
About
councilman
vecchio,
thank
you,
council.
President
yeah.
I
think
the
to
answer.
Councilman
styko's
question,
I
think
part
of
it
is
to
keep
our
policemen
alert
during
the
night
when
they
work.
The
third
shift.
I
mean
there
aren't
too
many
places
where
they
can
get
coffee
and
this
this
is
one
of
the
few
and
I
don't
think
coffee
is
going
to
create
any
real
problems.
R
L
I
I
was
wondering
how
the
licenses
work
if,
if
he
gets
the
license
for
24
hours,
does
it
stay
with
the
business?
If
he
sell
the
business,
then
that
that
license
goes.
O
N
Some
may
be
more
appropriate
than
others,
given
the
neighborhood
concerns
and
the
traffic
that
it
would
generate
the
kind
of
disturbances
that
it
would
have
etc.
So
I
don't
think
you're
ever
going
to
go
away
from
that
arc
type
of
argument,
but
I
don't
think
you
have
to
treat
just
because
you
give
it
to
this
gentleman.
I
don't
think
you
have
to
have
open
season
on
24-hour
licenses.
K
Yes,
thank
you,
mr
council.
President.
Through
the
chair
to
the
solicitor,
I
believe
the
state
does
regulate
certain
types
of
trade
and
businesses
to
a
client
that
allows
them
where
state
law
would
supersede.
I
don't
know
if
this
happens
to
be
one
of
those
trades.
N
Well,
in
this
instance,
in
my
opinion,
because
he
has
a
victory
license,
he
can
stay
open
until
two
in
the
morning
without
interference
from
the
city
in
terms
of
the
restriction
of
the
hours.
He
can
then
open
up
at
six
o'clock
in
the
morning
without
any
interference
from
the
city,
so
when
we
say
24-hour
license
what
he's
really
coming
to
before
tonight,
I
think-
and
I
don't
want
to
put
words
in
his
mouth
this-
he
wants
to
be
open
between
two
in
the
morning
and
six
in
the
morning.
A
To
yes,
councilman
botts.
M

There
are,
there
was
a
list
that
I
had
emailed
to
you.
There
were
I
two.
There
were
two
at
least
coffee
shops.
I
I
don't
recall
I
can
run
down
and
obtain
a
copy
of
that.
G
Businesses
as
well
other
than
coffee
shops
on
that
list,.
G
P
Councilman
santa
maria
thank
house
president,
I
just
wanted
to
let
everybody
know
that
I
did
speak
to
maria
after
this
all
happened
because
it
says
all
night
license.
But
yet,
when
wendy's
came
before
us,
they
didn't
want
to
stay
open
all
night.
So
maria
has
agreed
to
when
she
advertises
it's
going
to
be
in
two
different
parts.
Now
it's
going
to
one's
going
to
be
extended
hours
of
operation
license
and
then
what
we
all
know
of
as
an
all-night
license,
which
would
be
a
24
7..
P
U
U
U
K
K
M
There
really
hasn't
been
issues
there.
People
drive
through
get
their
coffee
and
move
on.
There's
no
congregation.
There's
no,
I
think
a
very
small
chance
for
trouble
there.
So
I
think
a
six
month
review
may
be
a
little
excessive.
Thank
you.
L
I
was
wondering
if
we
grant
this
license,
then
we're
granting
the
ability
for
him
to
open
the
doors
the
license
doesn't
restrict
him
from
opening
the
doors
ever
so.
If
the
license
is
granted,
then
he
will
have
that
ability,
even
though
he
doesn't
use
it.
I
mean
you
have
to
take
that
idea
into
account,
although
I
am
not
against
it
really,
I
I
really
feel
like
it.
It.
L
U
Withdraw
and
vote
no,
I'm
just
trying
to
think
of
a
way
that,
in
my
mind,
helps
me
understand
and
protect
the
citizens
of
cranston.
You
know
we
just
to
grant
all
my
licenses
to
people,
for
me
is
just
not
kosher.
I
like
to
test
and
control
and
make
sure
people
are
doing
the
right
things
before
I
give
them
the
opportunity
to
be
open
all
night.
A
L
B
O
E
None
just
so
clarification
if
this
passes
six
months
from
now,
there'll
be
a
review
of
the
establishment,
correct.
C
J
G
P
A
X
X
This
one
is
due
on
june
10th
and
it
is
being
written
up
for
five
police
radios
for
the
new
cruisers
that
we
are
expecting
to
bring
into
service
this
year.
The
anticipated
award
should
be
in
august
of
this
year
as
typical
with
grants
in
the
past,
and
we
are
expected
to
be
awarded
approximately
twenty
five
thousand
in
the
event
that
it
does
go
over
the
twenty
five
thousand
dollar
number.
We
will
be
paying
for
a
partial
sixth
radio.
P
Can
I
lieutenant,
can
I
continue
now?
Thank
you
maria.
You
overruled
the
council
president
on
that
one
again
appeal:
second-hand
used
car
licensed
new
in-town,
auto
sales.
Again
this
was
denied.
Actually
this
was
approved
by
the
committee,
but
the
applicants
that
were
on
the
other
side
appealed.
K
T
Yes,
good
evening,
members
of
the
city
council,
mr
president,
as
you
know,
we
did
appeal
this
decision
of
the
safety
committee
to
to
grant
this
license
to
operate
an
auto
sales
and
auto
mechanics
establishment
and
for
the
record,
it's
attorney
christopher
petraka,
who
represents
jose
tavares.
Who
is
the
neighbor
whose
backyard
abuts
this
business
and
just
by
way
of
background
for
those
of
you
that
were
not
present
during
this
safety
committee
meeting,
my
client
was
not
the
only
one
objecting.
T
I
believe
that
there
was
about
six
or
seven
budding
neighbors
property
owners
from
the
condominiums
and
other
properties
that
were
also
objecting
to
this
type
of
establishment
being
being
opened.
It
was
a
heated
meeting,
I'm
not
going
to
go
through
it
again.
I
promised
myself
not
to
do
that
to
you
again,
but
before
I
move
on
with
my
objection
and
the
basis
for
my
objection,
I
would
like
for
you
to
take
into
consideration
in
case
you
do
approve,
or
you
approve
what
the
safety
committee
has
done
already
take
into
consideration
the
hours
of
operation.
S
T
Commercial,
even
though
it's
in
a
residential
neighborhood,
because
mr
chima,
who
who
owned
the
house
next
to
this
land,
operated
his
business
and
things
were
different
when
at
that
time,
and
he
had
his
money
invested
in
that
land
because
he
owned
a
house
next
to
it.
Things
have
changed
at
the
very
least.
I
would
ask
this
city
council
to
take
into
consideration
the
weekend
if
this
business
must
operate
from
monday
through
friday.
T
I
think
that
that's
my
initial
request.
Of
course,
we
are
objecting,
because
the
committee
can
report
to
the
full
council
how
there
was
a
number
of
objectives
that
in
fact
objected
to
this,
but
I'll
leave
that
up
to
you,
my
client
reserves
his
rights
to
appeal.
Whatever
decisions
you
you
have,
of
course
that's.
T
What
due
process
is,
as
your
solicitor
may
may
reaffirm,
and-
and
we
are
just
leaving
it
at
that
as
far
as
the
litigation
that
is
pending
with
mr
rocha
who's,
the
owner
of
the
property,
we'll
leave
that
for
the
superior
court-
that
is
that
is
that
is
pending
as
we
speak.
We
also
would
like
to
point
out
that
the
building
of
this
proposed
business
is
not
in
very
good
condition.
T
If,
in
fact,
there
is
going
to
be
some
type
of
mechanic
operation
taking
place,
I
would
urge
the
powers
to
be
the
police,
fire
and
other
safety
committees
to
actually
conduct
a
full
inspection
of
this
build
of
this
building.
Because,
according
to
the
pictures
and
the
information
that
I
have
that
my
my
client
has
provided
to
me,
we
don't
believe
that
the
building
is
up
the
park.
N
T
The
most
the
most
egregious
one
is
this
is
the
mechanics,
the
engines,
the
the
oils
and
the
gasoline.
N
T
Know
I
received
notice,
but
it
was
part
of
my
my
prepared
speech,
so
I
wanted
to
give
it
to
you
anyway
so,
and
that
was
very
good.
Thank
you
and
the
yeah,
the
auto,
the
auto,
the
auto
sales
part
of
it
was
also
a
consideration
because,
as
the
neighbors
that
testified
last
time
we
were
here
and
the
and
the
and
my
clients
as
well
as
I
reminded
every.
As
I
remind
everybody,
my
clients
backyard
is
literally
where
this
these
vehicles
will
be
put
parked
for
for
sale.
T
Having
somebody
on
a
sunday
come
to
look
at
vehicles,
I
mean
they
could
do
it.
Sunday
should
be
respected.
I
mean
I
can
understand
the
saturday
that
if
you
really
want
to
go
that
direction,
but
I
think
sunday's,
especially
it's
a
city,
it's
a
time
we're
not
a
capital
city
cranston.
Is
it
still
wants
to
maintain
that
that
that
suburban
mentality
and
that's
what
we
like?
I
I
hear
that.
That's
what
you
like,
so
I
would
hope
that
sundays
could
be
respected,
but
I'll
leave
it
to
you
again.
P
Yeah
the
question
about
the
the
sunday:
wouldn't
we
have
to
have
the
the
applicant
asks
for
the
hours
of
operation.
Not
not
anyone
who
disagrees
so
wouldn't
the
applicant
evan
have
to
ask
for
the
hours
of
operation
to
be
changed.
Yes,.
P
N
P
N
But
a
lot
of
a
lot
of
what
attorney
petrarch
is
talking
about
is
the
with
the
physical
aspects
of
the
location,
the
the
the
maintenance
of
the
premises,
how
it
looks
how
it
appears
to
the
neighbors
that
will
necessarily
go
through
the
inspection
for
be
reported
to
the
next
safety
service,
the
gist.
P
G
No,
there
was
a
sunday
sales
license
requirement
on
the
books
that
was
changed.
It
was
amended
several
years
ago
in
the
state
legislative
legislature,
and
now
the
only
you
only
need
a
special
license
to
sell
on
holidays
no
longer
on
sundays.
R
R
I
I
you
know
I
mean
I
looked
at
the
the
the
zoning
on
the
tax
assessors
map
online
and
it
said
m2
for
the
for
the
house
as
well
as
for
the
for
this
business,
that's
been
next
to
it
a
couple.
I
had
a
couple
of
other
questions:
how
many?
How
many
vehicles
does
your
client
and
his
tenants
store
on
that
on
his
property.
T
That's
not
even
I'm
not
sure,
two
three
vehicles,
or
whatever
hitman
his
wife
and
and
to
that,
how
many?
How
many
does
a
normal
family
have.
T
T
To
debate
your
councilman,
I
we
I'm
well
aware
of
the
of
the
zoning
of
the
zoning
of
this
property.
It
was
done
in
1996.
It
was
done
by
request.
It
was,
it
was
carved
out.
An
exception
was
carved
out.
That's
fine!
I'm
not
here
to
argue
that
all
of
my
all,
I'm
asking
you
is
all
the
since
they
were
since
we
wanna.
T
There
was
a
comment
by
you.
I
think
in
prior
session
that
you
want
the
people
to
vote
for
for
the
school
committee.
I
believe
you
indicated
there
were
seven
eight
objectives
here
at
least
have
their
voices
in
your
mind
when
you're
making
the
decision,
whether
they
should
be
open
on
sunday
or
not.
I
understand
councilman
santa
maria's
position
that
it
should
be
the
applicant
asking
whether
he
wants
to
stay
open
on
sunday
or
not,
but
I
certainly
hasn't
a
butter.
T
As
a
representative
of
the
abut,
I
can
object
and
give
reason
why
he
to
object.
I
mean,
I
believe,
that's
within
the
preview,
that's
why
these
public
hearings
are
open
to
the
public
and
you're,
given
the
opportunity
to
respond
or
to
object
to
an
appeal.
P
May
I
address
attorney
petra
on
one
thing:
I'm
not
an
attorney,
but
I
really
believe-
and
I
just
checked
with
evan-
that
this
is
more
of
a
zoning
matter
than
a
city,
council
or
safety
services
issue,
and
I
think
you'll
agree
with
me
on
that.
I.
L
P
The
only
thing
safety
services
does
is
approve
the
hours
of
operation
and
this
committee
approved
the
hours
of
operation.
So
I
I
don't
know
if
it's
the
hours
of
operation
you're
having
the
problem
with
or
the
fact
that
they're
zoned
correctly
for
that
area.
So
we
can't
make
an
arbitrary
decision
if
they're
zoned
correctly,
unless
you
come
before
us
and
ask
for
a
zone
change
which
is
not
before
us
now.
So
am
I
right
on.
P
Council
president,
our
solicitor
has
asked
for
a
minute
to
speak
with
mr
petraka.
That's
up
for
you,
yep.
P
To
this,
yes,
council,
president,
thank
you.
Our
transfer
of
a
class
b
limited
to
a
class
b
follicle
license
new.
This
is
above
the
cap,
so
it
requires
a
recommendation
of
the
full
council,
franco
brothers,
inc,
dba,
nino's
pizza.
The
committee
met
and
voted
unanimously
to
approve
this
liquor
license
to
a
from
a
beer
and
wine
to
a
full
liquor
license.
So
I
recommend
approval
emotional.
E
L
C
K
E
U
You,
council
president,
unfortunately
I
had
to
miss
the
committee
meetings
last
this
month,
so
I
did
not
get
a
chance
to
speak
on
this
resolution.
So
I'll
keep
this
short.
It's
a
resolution,
it's
the
will
of
the
council.
I
think
the
will
of
this
body
is
that
they
go
outside
to
hire
a
police
chief.
That's
not
saying
that
internal
people
can't
interview
or
be
interviewed
and
no
we're
not
trying
to
discriminate
against
any
police
officers
that
are
currently
in
the
department
they
can
apply.
They
can
go
through
the
hr
process
like
anyone
else.
U
E
Oh,
thank
you
president.
I
just
like
to
say,
since
the
state
police
have
been
here,
colonel
barry
acting
chief
morale
has
never
been
higher
than
the
cranston
police
department.
I'm
hearing
a
lot
of
good
things,
so
I'd
like
to
commend
mayor
fung,
the
administration
and
the
city
council
for
acting
proactively
and
bringing
the
state
police
to
cranston
and
I'll
be
supporting
this
resolution.
R
Thank
you,
council
president.
I
also
will
support
this
resolution.
I
think
we
have
to
remember
that
we
we
are
not
the
administrative
or
the
human
resource
branch
of
the
government.
We
don't
hire
and
fire
the
police
chiefs,
but
I
think
the
administration
has
obviously
going
to
the
root
of
bringing
in
the
state
police
and
is
looking
to
maybe
bring
in
some
new
blood,
so
I'll
support
the
resolution.
R
It's
a
suggestion.
Obviously,
the
administration
makes
the
the
hiring
decisions
in
this
matter,
but
I
will
support
this
resolution.
A
A
A
L
K
K
E
U
A
L
A
K
First,
yes,
is
this
going
back
to
committee
for
discussion
or
sustain
on
the
council
for
discussion.
A
My
second
all
right
before
we
go
any
further,
mr
cordy,
the
applicant
that
they
want
to
continue
for
one
month
or
do
they
want
to
change
what
they
were
doing
so
he
sent
it
back
to
committee.
It
needs.
A
Under
the
discussion
about
mr
caughty,
yes,
their
desires.
O
P
One
more
time
I
remove,
I
make
a
motion
to
remove
my
recommendation.
Q
A
All
the
recommit
motions
been
taken
back.
C
B
C
F
O
O
H
C
H
C
O
We
have
waivers
recommended
on
the
interest
on
tax
payments.
These
were
recommended
by
the
city,
treasurer
emotional.
O
T
C
O
Yes,
yes
and
finally,
we
have
denials
of
requests
for
waivers
on
interest
and
the
city
treasurer
is
recommending
that
we
deny
these
requests
motion.
A
L
A
Yes,
claims
committee
councilwoman
lee.
L
Yeah,
there's
there's
a
lot
here,
so
this
is
just
the
report
of
settled
claims
and.
A
I
Thank
you,
council
president.
It
was
very
enlightening
to
be
here
this
evening.
Thank
you
again
for
the
resolution
and
on
the
undocketed
items.
I
I
worked
early
on
even
before
I
was
a
councilwoman.
I
served
on
cranston
2000..
You
can
thank
all
the
pavement,
all
the
beautiful
sidewalks
that
we
have
that
are
crumbling
apart,
and
I
wasn't
even
a
council
person
at
that
time.
You
can
also
thank
for
the
fact
that
I
worked
along
with
two
women
from
my
neighborhood
to
create
the
citizens,
police
academy
and
community
policing
in
the
city
and
I'm
disappointed.
I
I
stand
here
tonight
and
I
tell
you
I'm
disappointed
that
the
sidewalks
are
crumbling.
The
infrastructure
needs
help
and
people
work
in
silos
and
I'm
more
than
willing
to
contribute
my
time,
I'm
more
than
willing
to
serve
on
a
committee.
I'm
more
than
willing
to
look
at
a
study
commission
I'm
more
than
willing
to
do
whatever
it
is
that
you
need
to
improve
the
city.
I
So
I
really
would
ask
you
and
I'm
not
asking
you
as
an
elected
official,
I'm
asking
you
as
a
resident
who's
been
here
for
over
25
years,
committed
to
this
city.
I
could
live
in
any
part
of
the
city
tomorrow.
I
don't
have
any
children
in
the
school
system.
My
daughter
lives
in
ward
5..
I
could
easily
pick
up
and
move,
but
I'm
dedicated
to
the
city
and
I'm
dedicated
to
the
place
that
I
live
in
and
I've
lived
there
for
a
long
time
dedicated
to
it
without
even
being
an
elected
official.
I
30
years
of
my
career,
there's
a
lot
of
foreclosures
a
lot
of
maintenance,
and
I
have
to
consistently
drive
around
write
up
a
list
go
into
minimum
housing
and
give
them
a
list.
I
don't
know
how
difficult
it
is
to
keep
a
file
and
to
go
out,
maybe
once
a
month
and
ride
around
grass
to
take
some
time
to
grow,
and
you
know
things
just
don't
end
up
on
people's
property
and
garbage
doesn't
accumulate
overnight.
I
S
Richard
tomlins
400
farmington
avenue
I
couldn't
agree
more
with
what
was
just
said.
All
I
have
to
do
is
look
at
my
street
every
day.
It's
crumbling,
there's
houses
that
are
empty.
I
don't
know
what
anybody's
doing
about
it.
What
what
procedure
there
is
for
that?
What
they're
doing
to
try
to
make
sure
those
homes
are
kept
up
or
something
is
happening,
I'm
beginning
to
think
there's
more
welfare
checks
coming
in
my
neighborhood
than
rats
right
now,
and
we
have
a
big
problem
and
it's
I'm
sure,
there's
other
sections
of
the
city
too.
S
So
infrastructure
is
always
one
that
kind
of
gets
put
back
a
little
bit
we're
waiting
for
this,
we're
waiting
for
that
and
when
it
comes
down
to
the
final
final
budget,
how
much
are
we
going
to
spend?
Obviously
there
isn't
enough
money
to
really
do
the
job.
I
think
I
told
you
once
at
one
meeting
several
years
ago
in
in
the
east
auditorium,
the
director
of
public
works
asked
for
another
350
000
to
repave
streets.
He
received
450
000
a
year
before
so
when
I
got
up,
I
asked
the
chairman.
S
If
I
could
ask
him
how
many
miles
of
streets
are
there
in
the
city,
he
said
321.,
I
said
how
many
miles
could
you
do
with
the
400
somewhat
thousand?
He
said
three,
how
much
for
the
three
hundred
and
some
thousand
he's
he
said
four.
He
said
three
for
that.
So
it's
a
big
big
problem.
So
it's
a
again,
I
always
say
if
you
don't
have
a
five-year
program
for
something
that
can
be
discussed.
B
S
S
I've
been
close
enough
and
I
know
a
lot
of
people.
A
lot
of
people
have
talked
to
me
inside
the
department
through
the
years
not
just
today,
and
I
can
tell
you
I
can
tell
you
anybody
inside
that
department
can
only
be
part
of
the
problem.
It's
just
just
natural
anybody
that
becomes
chief
knows
these
people
for
years.
If
he
came
from
that
and
he's
either
got
a
relative
situation,
a
a
cousin
situation
or
a
buddy
here
or
a
buddy
there
that
wants
to
be
wants
to
be
promoted.
S
The
promotions
have
to
be
earned,
everybody
would
like
to
become
a
sergeant.
Then
you
could
become
a
corporal.
Everybody
wants
to
become
a
lieutenant.
Everybody
wants
to
become
a
captain
in
a
major,
and
we
all
know
why
it's
extra
money
and,
of
course,
in
the
when
they
retire.
There's
a
hell
of
a
lot
of
money.
Remember
everyone
that
retires,
no
matter
how
the
money
goes.
Whatever
the
budget
is
you're
talking
about
three
million
dollars
that
you
have
to
come
up
with
for
their
pension
and
their
health
care.
S
S
An
awful
lot
of
questions
were
asked
here
and
I'm
not
denying
the
necessity
of
it,
but
none
of
you
questioned
when
it
came
before
you
to
give
a
liquor
license
which
added
up
into
a
disco
license
for
158
dire
avenue
in
the
corner
of
dyer
and
farmington.
I
looked
into
that.
I
did
a
lot
of
personal
search.
S
I
won't
tell
you
exactly
how
you
never
went
to
the
police
department.
The
police
department
would
tell
you
that
there
were
problems
there
forever
he's
not
had
any
problems
for
10
years
according
to
what
has
been
presented
here
today.
So
I
think
we're
a
little
out
of
balance.
I'll
just
tell
you
that
permit
has
been
withdrawn
and
I
will
keep
up
my
efforts,
because
that
is
not
a
right
decision.
S
A
Y
I
just
I
wanted
to
bring
up
again
that
thousand
foot
rule
on
the
food
trucks
looking
for
some
kind
of
reconsideration
or
re-hatching
of
that.
Y
Y
Y
I
feel
that
this
is
being
geared
by
taxes
and
we've
been
called
predators
in
the
city.
Y
You
know
even
providence
has
a
250
foot
rule.
No
food
truck
wants
to
be
directly
in
front
of
a
restaurant.
It's
it's!
It's
not
good!
For
us,
it's
not
good
for
them.
We're
not
looking
to
be.
You
know,
I
think
a.
C
Y
Y
I
just
watched
you
guys
do
a
six-month
review
for
a
for
a
coffee
shop.
You
know
just
off
the
whim
just
you
know.
I
think
that
if
you
tried
something
like
that,
you'd
see
that
food
trucks
aren't
interested
in
dropping
food
trucks
aren't
aren't
what
they
typically
were
before
they're,
not
the
haven
brothers.
Where
we're
looking
to
sell.
You
know
a
hundred
different
items.
A
lot
of
the
food
trucks
have
very
select
menus,
and
you
know
thrive
with
other
food
trucks.
Y
Around
is
a
new
mentality
that
exists,
I'm
taking
a
food
truck
paco's
tacos
and
bringing
it
to
a
brick-and-mortar
establishment
that
the
committee
passed
the
last
steering
for
pacos
tacos
to
open
right
next
to
brooklyn
pizzeria,
napolitano's
brooklyn
pizza,
we're
in
the
same
building
as
we're
splitting
a
building
with
brooklyn's
brooklyn
pizza
and
christie
loans.
It
is
ecstatic
that
we're
going
to
be
there
because
she
knows
variety
is
going
to
bring
more
business
to
her
pizza
place.
She
knows
that
a
family
is
going
to
have
someone
who
wants
tacos
and
pizza.
Y
There's
she's
she's,
not
at
all
bothered
by
the
the
idea
of
the
business
opening
up
sharing
a
wall
with
her
and
we
as
a
brick
and
mortar
business
won't
have
a
problem
with
a
business
or
a
food
truck
being
within
250
feet
of
us.
I
think
that
there's
a
certain
mentality
in
cranston,
that's
that's
being
outweighed
and
I
think
it
needs
further
looking
into
and
there's
a
lot
of
stuff
across
the
country.
That's
going
on.
Y
A
K
K
W
A
A
W
Thank
you.
Council
president
cranston
fire
department,
chief,
william
mckenna,
is
requested
to
be
continued
in
service.
Chief
mckenna
has
met
all
the
necessary
requirements.
We
urge
your
approval.
L
B
W
B
A
W
O
L
C
B
A
W
K
B
W
A
To
approve
second
motion
made
in
second
any
discussion:
councilman
felvecchio.
R
Thank
you,
council
president.
I
just
want
to
thank
major
ryan
for
all
his
service
and
the
times
he's
been
here
with
us,
so
many
nights
and
I
think
he's
done
a
great
job.
So
I
wish
him
well
and
I
will
support
this
councilman.
E
Aiketo,
I
too
like
to
thank
major
ryan
for
service
to
city
commands
and
dedicated
service,
a
very
good
officer,
very
good
classmate
at
providence
college,
a
very
studious
individual.
Thank
you,
major
ryan.
C
A
A
P
President,
yes,
I
ask
a
question
on
the
the
monthly
statements
we
get
for
the
attorneys
we
use
go.
P
I
guess
this
will
be
the
evan
or
mr
cordy
vincent
ragusta
hundred
and
six
thousand
eighty
five
dollars.
I
don't
have
his
hourly
rate,
which
usually
is
attached
to
this.
Do
you
have
that
offhand.
P
A
First
of
all,
I
would
publicly
like
to
thank
councilman
santa
maria
for
bringing
the
idea
to
this
council
of
getting
a
grant
writer.
A
We
hired
mr
fuloski
and
he
got
us
a
four
hundred
thousand
dollar
grant
to
fix
cranston
stadium
put
lockers
in
there,
and
I
give
them
all
the
credit
in
the
world,
but
I
give
the
I
the
credit
for
the
idea
to
councilman
santa
maria
and
the
rest
of
us
on
the
council
agreed
with
him.
So,
even
though
it
was
his
idea,
he
had
plenty
of
support
on
it.
Councilman
santa
maria
congratulations.
P
Concert
president,
if,
if
I
may,
if
it
wasn't
for
you
who
gives,
gives
us
the
ball
all
the
time
and
let
us
run
with
it
whether
or
not
you
agree
with
us
and
my
colleagues
councilman
aceto
councilman,
free
everybody,
the
mayor's
office
minority
leader
for
vickio-
and
I
know
this
cliche
is
used
a
lot.
A
A
A
A
O
I'm
not
of
the
opinion
I
one
meeting
I
gave
a
copy
to
every
member
of
the
council.
Oh
so
you
had
it
in
writing
is
what
you're
saying
no.
K
O
I
I
think
they
need
to
hear
from
they
need
to
hear
from
the
administration
that
they
made
a
commitment
to
the
city
to
plant
nine
trees.
They
have
done
nothing
so
far.
Other
than
tell
us
like
wimpy
in
the
cartoon
popeye
that
I'll
gladly
repay
you
tuesday.
O
They
keep
saying
oh,
oh
friday,
friday
we're
gonna
plant
them
friday
and
then
nothing
happens
and
it's
it's
embarrassing
for
them.
So
thank
you.
P
I
don't
have
anything
on
the
list,
but
I
have
a
few
that
came
up.
If
I
may,
I
requested
from
director
barone
a
list
of
the
signs
throughout
the
city
from
the
administration
who's
paying
for
having
signs
out
front
who's.
Not
I
haven't
received
that
yet
I
know
mr
barone
was
on
vacation,
so
if
I
could
get
that
another
request
to
get
that
list.
P
I
got
a
couple
more,
I'm
sorry,
guys,
okay,
carlos,
if
I
could
carlos
81
midvale,
is
an
abandoned
house.
In
my
ward,
I
haven't
heard
what
we're
doing
with
it
as
far
as
we're
selling
it
are.
We
raising
it
and
the
grass
is
growing
very
high.
So
as
long
as
we
can
get
inspections
over
to
look
at
81,
mid
veil.
P
L
I
I
was
just
noticing,
and
people
have
been
pointing
out
that
along
shaw,
avenue,
they've
been
digging
up
a
lot
for
the
gas
pipes
and
they
are
very
old
and
I
just
wanted
to
ask
what
can
be
done
to
coordinate
the
gas
pipe.
Perhaps
the
gas
pipes
need
to
be
repaired,
but
we're
also
scheduled
to
have
the
water
repaired.
I'm
just
nervous
that
they're
gonna
dig
it
up
twice.
I
guess
and
then
repave
and
you
know
it's
going
to
be
wasted
effort.
L
So
I
don't
know
how
the
gas
company
coordinates
with
the
water
company
to
save
that
that
disturbance.
So
we
don't
have
to
be
yeah
inconvenienced
twice
with
the
roads
being
dug
up.
A
L
W
Okay,
I.
W
Okay,
I
can
say
that
both
of
those
utilities,
any
utility
is
going
to
be
digging
up.
The
street
has
to
go
through
public
works
for
approvals
as
to
when
they
can
and
when
they
can't
now,
whether
or
not
we
can
get
two
utilities
coordinated
and
force
them
to
work
at
the
same
time
is
doubtful.
But
what
won't
happen
is
we
will
not
allow
a
final
paving
of
that
road
before
they're
both
done.
L
Well,
has
there
been
assessment
of
other
roads?
I
mean
if
our
shell
avenue
is,
has
an
old
gas
pipe.
I
know
they're
doing
lots
of
work
on
the
other
roads
and
I
suspect
there
might
be
lots
of
other
old
gas
fights,
but
I
don't
know
whether
they
consistently
take
that
sort
of
situation
under
consideration
when
when
they
start
digging
up,
do
they
think
what
else
can
we
do
while
we're
here?
I
don't
know
whether
or
not
kids,
you
know
what
I
mean
like.
I.
L
Yeah
yeah,
but
the
city's
in
the
middle
of
it
all.
And
so,
if
the
city
had
some
assessment
at
hand
when
somebody's.
L
You
know
pulling
permits
to
dig
up
one
street
if
they
they
have
anything
that
they
know.
Oh
well,
you're
going
to
dig
up
the
water
pipes
and
it
looks
like
the
gas
pipes
are
really
old.
Let's,
let's
look
into
this,
I
don't
know
whether
there's
any
coordination
there
that
that
could
happen
more
regularly.
W
L
Do
you
do
you
have
information
that
you
know
what
what's
you
know
beyond
what
the
utility
companies
themselves
tell
you
other.
L
Okay,
so
thank
you.
Okay,
all
right.
R
Vazquez,
thank
you,
council
president,
to
answer
part
of
councilwoman
lee's
question.
I
do
know
the
gas
company
is
installing
lines
into
homes
right
now
and
they
have
a
cheaper
program
than
they've
had
in
the
past.
They've
been
walking
some
of
the
neighborhoods
so
and
I
do
have
a
contact
person.
If
you
you
know,
if
you
want
to
tell
some
of
your
constituents
as
well,
so
I
know
they
put
installing
new
lines
as
as
well,
it's
a
much
reduced
cost
than
it
was,
and
I've
been
trying.
R
I
have
met
with
them
actually
to
talk
to
them
about
our
neighborhoods,
and
so
they
are
doing
it
right
now,
so
there
will
be
some
and
that's
not
repairing
they're,
repairing
some
but
mostly
they're,
bringing
in
some
new
lines
in
areas
where
there
are
some
mains,
but
they
haven't,
many
houses
haven't
connected.
So
if
you're
interested
in
you
know
offering
it
to
some
of
the
constituents,
there
is
a
program
right
now
to
do
it.
E
Aiketo,
thank
you,
council
president.
I
have
just
three.
I
guess
questions
for
the
administration
through
the
chair.
If
that's
okay
first
is
mr
cordy.
How
many
street
sweepers
are
operational
at
this
time.
W
E
W
E
You
email
me
that
I
will
see
what
I
can
find
out
for
you
tomorrow.
Thank
you.
Second
question
pertains
to
gladstone
school
there's:
a
fence
along
gladstone
street,
it's
terribly
in
disrepair,
it's
falling
down,
there's
holes
in
the
fence
and
there's
about
a
to
30,
maybe
40
foot
drop
and
there's
elementary
school
children
in
the
area.
So
I'd
like
the
city
to
look
at
that
fence
who
owns
the
fence.
If
we
own
it,
I
think
we
need
to
put
up
a
new
fence.
E
E
Respond
to
that
okay,
thank
you
last
is
the
budget
was
passed
recently
and
in
that
budget
we
found
out
their
community
block
grants
of
200
000
and
also
1.9
million
dollars
capital
budget
for
paving
of
roads.
Is
there
a
list
of
the
roads
that
are
going
to
be
paved?
If
so,
could
you
email
me
that
if
you
have
a
list
of
the
roads
that
will
be
paved
in
ward
3,
I
would
like
a
list
of
that
also
you'd
like
to
respond.
V
Thank
you,
council,
president
councilman
cato.
We
are
working
on
that
right
now
and
as
we
speak,
I
have
a
standing
meeting
with
the
council
president
to
go
over
a
couple
of
things
regarding
the
paving
list
so
soon.
V
V
Oh
yeah
sure
by
then
sure
and
right,
if
you
excuse
lupus
and
actually,
if
the
council
people
have
any
ideas
of
anything
that
their
constituents
are
bugging
them.
I
can't
promise
that
that
will
get
done
because
we
have
a
system
in
place,
but
at
least
let
us
know.
Okay,.
K
Thank
you,
mr
council.
President.
I
have
a
number
of
items
for
the
administration,
so
I
hope
my
colleagues
on
the
council
will
be
patient
with
me
director,
valerie
court.
Can
somebody
look
at
that
as
far
as
the
paving
list,
I
know
that's
been
the
subject
of
a
couple
of
meetings
with
mr
mason
and
other
people
from
public
works.
There's
a
stretch
there
about
200
feet
that
looks
like
world
war.
Three
hit
it.
So
I
know
last
time
we
talked
about
it.
K
You
know
I
don't
know
what
department
they
called
or
whatnot,
and
the
response
to
the
department
was
probably
a
council
person,
so
he
could
explain
the
program
which
I
did
explain
the
program
to
the
best
of
my
knowledge.
But
I
know
this
is
a
major
initiative
by
the
administration
and
the
city
council
that
voted
for
this
program.
K
Is
there
any
way
that
we
could
establish
some
sort
of
hotline
number
so
that
if
constituents
have
problems
with
this
new
program
that
they
can
call
in
and
even
better
than
that,
is
there
a
way
of
maybe
having
some
neighborhood
meetings
on
the
program?
So
we
could
take
away
any
hostile
feelings
because
there's
a
there's
a
lot
of
residents
out
there
who
are
very,
very
concerned
with
the
program.
V
So
there's
already
a
phone
number
on
the
brochure
that
the
people
are
getting
that
lets
them
know
who
and
where
to
call.
Unfortunately,
the
constituents
that
called
you
didn't
have
the
wherewithal
to
find
out
who
they
actually
called.
So
we
have
no
idea
who
they
spoke
to,
but
generally
I
know
when
they
call
my
office.
V
As
far
as
neighborhood
meetings
I
mean
you
know,
you
guys.
Are
the
council
people
in
your
awards?
You
guys
know
your
neighborhoods
if
you
guys
think
that's
necessary
in
your
ward.
Let
us
know
we'll
try
to
see
if
we
can
make
it
work
and
you
know
certainly
we
want
to
get
as
the
information
to
people
as
best
as
possible,
but
I
mean
the
program's
pretty
straightforward,
you're
going
to
get
a
new
garbage
thing.
V
K
29
seminal
trail-
I
know
mr
barone
before
he
went
on
vacation
and
inspections
have
gone
out
there
once,
but
I
believe
it's
an
abandoned
house
and
there's
fences
falling
down
on
neighbors
properties.
The
grass
needs
to
be
cut,
apparently
the
people
who
lived
at
that
home
passed
away
and
either
it's
being
contested
in
the
will.
But
I
mean
the
place.
Look
again
looks
it's
a
very
big
eye
source.
So
I'm
wondering
if
we
can
send
somebody
over
there
by
the
end
of
the
week
to
at
least
see
what
we
can
do.
V
I'll
check
with
mr
barone
and
see
where
that
is,
but
just
as
I
remember
my
seminal
trail
yep
and
just
as
a
reminder,
you
know
if
it
is
in
intestate
and
being
contested.
V
K
Okay-
and
I
know
a
couple
of
councilman-
mentioned
the
paving
list-
I'm
guessing
we're
going
off
the
the
old
list
that
was
reported
on
the
conditions
of
the
roads.
Some
of
those
roads
are
going
to
get
done
now,
the
ones
that
were
rated.
K
That's
one
of
the
factors:
okay.
The
last
thing
is
at
some
point
in
time
here
are
we
going
to
get
a
final
state
police
report
as
far
as
what's
happening
at
the
police
station,
with
whatever
investigation
is
going
on?
K
I
was
kind
of
taken
by
surprise
again
to
see
the
article
in
the
journal
of
whatever
is
happening
with
that
issue
and
and
not
really
having
any
information
on
that
I
mean.
I
really
would
hope
that
councilman
mcfarlane
was
mentioning
silos.
I
mean
with
a
city
council,
for
goodness
sakes,
at
least
you
know,
a
heads
up
would
have
been
nice
on.
You
know
an
article
of
that
magnitude
and
expenditures
of
that
magnitude.
K
So
I
don't
know
if
anybody
else
on
the
council
knew,
but
I
just
was
taken
by
surprise,
and
I
would
hope
that
at
least
I
would
have
gotten
a
phone
call
or
something
that's
a
heads
up.
That's
all.
V
I
don't
believe
that
was
in
the
paper.
I
believe
that
we
were
served
with
that
notice
of
claim
somewhere
after
10
o'clock
this
morning.
V
It
was
in
the
news-
and
you
found
out
about
it
just
as
much
as
we
did
so
I
don't
know
what
else
we
could
have
really
done
to
get
the
information
out
there.
We,
I
don't
even
know
if
our
solicitors
finish,
reading
the
claim.
V
So
I
think
at
this
time
we'll
reserve
comment
on
that
subject
matter.
A
O
V
Corey
just
took
the
note
down
for
me,
but
if
you,
if
you
have
any
other
information,
can
you
just
email
me
so
I
can
look
into
it
because
that's
something
that
we
should
we
can
follow
up
for
you.
O
O
Perhaps
they
were
liberated
by
other
residents
and
and
nothing
has
happened
as
far
as
the
crosswalk.
V
O
M
Thank
you,
president.
Just
have
a
few
items
and
I
know
director
barron
was
on
vacation.
I
had
a
email
or
a
phone
call
from
a
constituent
on
eden
park,
drive
and
her
concern
familiar
with
the
area.
There's
a
house
across
from
eden
park
school
and
then
this
wooded
area
that
leads
down
to
blackmore
pond
and
her
concern
was
there's
a
tree
and
with
a
branch,
that's
probably
the
size
of
a
tree.
That's
overhanging
the
street
in,
I
think,
she's
a
renter.
M
So
it's
not
her
property,
but
her
concern
is
that
tree
probably
needs
to
be
trimmed,
but
I'm
unsure
who
owns
that
property.
The
wooded
area,
if
that
city,
land
or
of
that
state
land-
and
I
don't
know
if
someone
can.
V
Did
you
say
mr
brown
already
has
it
I
sent.
M
Okay,
and
also-
I
don't
know
if
you
have
a
contact
at
the
at
the
state
regarding
the
reservoir
ave
construction
over
near
towers
but
they're,
killing
our
war
ii
residents
between
providence
water
and
the
paving
that
the
job
that
they
left
and
the
the
metal
plates
that
they
currently
have
in
place
for
the
construction
they're
doing.
But
I
know
I
make
the
mistake
every
day
coming
up
route
10
and
if
I
come
up
that
exit
instead
of
looping
around
towards
calart,
it's
a
killer
over
there.
M
B
V
M
I
know
it's
tough
to
do
and
but
anyway
and
then
the
the
wall
street
in
park
ave
the
crosswalks
and
the
bricks.
I
know
we
spoke
about
that
earl
earlier
this
month
and
I'm
just
hoping
that
can
be.
M
M
M
I
mean
to
to
look
at
this
appeal
and
we're
drawing
lines
on
a
map
and
we're
off
by
a
couple
feet,
and
this
is
just
a
hot
dog
vendor
outside
of
a
lowe's
that
if
you
go
to
any
lowe's
or
home
depot
anywhere
and
I've
been
to,
they
always
have
a
hot
dog
cart
out
there,
and
it's
ridiculous
that
we
have
to
go
through
this
machination
of
appeals
for
just
a
hot
dog
car
because
they
might
be
within
a
thousand
feet
of
not
only
a
a
restaurant
but
a
supermarket
or
anything
else
because
of
the
vagueness
of
the
itinerant
food
vendor
law.
M
M
Obviously
within
reason
with
the
laws
we
crafted
and
inspections
and
that
sort
of
thing,
but
anyway,
and
my
other
only
other
item
is
my
heart-
goes
out
to
the
family
of
that
10
year
old
boy
that
was
hit
by
a
car
in
front
of
benny's
on
saturday-
and
I
know
the
last
item
I
had
was:
he
was
in
critical
condition
and
I
hope
he's
recovering
and
my
prayers
go
out
to
them.
So
thank
you.
E
You
council,
president
lenny:
I
want
to
concur
with
councilman
bots,
I'm
glad
he
brought
that
up.
My
heart
also
goes
out
to
the
family.
It's
a
sad
tragedy
when
a
young
child
gets
hurt
like
that,
but
I
just
want
to
follow
up
where
councilman
aceto
left
off
through
the
chair
to
the
administration.
E
V
As
was
explained
to
the
council
at
in
the
executive
session,
the
police,
the
state
police,
is
taking
their
time
to
do
the
overall
assessment
of
the
department,
and,
if
and
when
that
report
is
completed,
we'll
have
to
review
it
and
consult
with
the
solicitors
and
see
you
know
what
we
can
discuss
and
what
we
can't
discuss.
But
I
believe
eventually,
we
will
convene
in
executive
session
with
the
council
to
discuss
these
sensitive
matters.
So
that's
a
yes
and
just
we'll
have
to
wait.
E
V
G
Through
the
chair,
if
I
may
that
that
claim
was
brought
into
my
office
this
morning
by
the
attorney,
I
forwarded
it
to
the
solicitor
and
scanned
it
and
sent
a
pdf
copy
to
all
the
council
members.
P
Can
I
go
back
to
councilman
bott's
comments
on
the
thousand
foot
barrier?
If
I
may
ask
him,
you
did
support
a
matter
of
fact.
You
sponsored
a
bill
along
with
minority
leader
favicio
to
put
a
food
truck
zone
ordinance
in,
and
then
you
voted
against
it.
P
So
I
don't
know
exactly
where
you
are
on
this
again.
The
thought
that
you
voted
against
the
food
truck
zone,
which
councilman
vickio
said,
would
be
able
to
satisfy
everybody
involved,
including
the
brick
and
mortars
and
the
food
truck
zones.
You
sponsored
that
bill.
You
then
voted
against
it.
So
do
you
want
a
food
truck
zone
or
not?
P
M
N
K
To
the
administration,
I
guess
on
a
follow-up
question
to
council
arquette,
you
said
if
and
when
I
don't
understand.
That
means
what
that
means.
If
and
when
a
report
is
issued,
is
a
report
going
to
be
issued
and
are
there?
K
Is
it
a
finite
time
period
or
I
mean
it's
almost
been
september
december
january
february,
almost
six
months
now?
Are
there
any
updates?
If
there
are,
I
don't
know
if
they've
been
communicated
to
anybody
or
maybe
it
might
be
time
to
have
another
executive
session,
but
I
just
don't
understand
a
response
of
if
and
when
what
that
means.
V
K
Well,
why
don't
we
know?
It's
been
six
months,
loyal,
respect
director,
you
know,
I
mean
I'm
getting
phone
calls
again
from
residents.
You
hear
things
in
the
newspapers.
I
mean
it's
just
that
at
some
point
in
time
you
know.
Not
only
does
the
council
deserve
to
know,
but
the
citizens
of
the
city
deserve
to
know.
V
K
V
Well,
I
would
say
that
you
may
want
to
refresh
your
memory
from
our
meeting
in
the
executive
council
which
I'm
not
at
liberty
to
discuss
in
public
and
I
think
they
caught
the
attorney
and
colonel
barry
covered.
The
subject
matters
that
they're
looking
into
so
you
know
again.
I
can't
tell
you
what
we
don't
know
and
we
certainly
are
going
aren't
going
to
intervene
in
the
independence
of
this
investigation,
but
I
can
assure
you
that
they're
working
hard
to
try
to
bring
this
to
a
resolution.
P
Councilman
santa
maria
may
ask
a
quick
question
carlos
I.
If
you
can't
answer
this,
I
understand,
but
is
there
any
any
more
coming
I
mean
it
seems
like
every
week
something's
coming
in
the
paper
and
colonel
ryan's
retired,
I
mean
major
ryan's
retired.
Now,
do
you
have
any
information
of
anything
else?
That's
coming
down
the
pike.
The
state
police
are
still
there,
so
we
can
only
assume
that
you
know
we
don't
know
where
they're
going
to
leave
they're
still
there
we're
getting
frustrated.
I
agree
with
councilman
aceto.
N
K
N
Asking
the
director
about
an
investigation
that
he
knows
nothing
about,
and
while
the
person
was
here,
you
didn't
take
that
tone
with
him,
nor
that
line
of
inquiry
with
him.
So
the
next
time
the
state
police
are
here,
you'll
get
the
floor
and
you
can
get
aggressive
with
the
colonel
and
find
out
what
happens
then.
A
P
The
administration
would
just
note
our
frustration
on
this
when
our
constituents
ask
us
a
question
we
go,
I
don't
know,
that's
not
what
they
want
to
hear
from
their
councilman
and
we
don't
know
we're
telling
the
truth.
We
don't
know
just
note
our
frustration
and
don't
say
tell
it
to
the
colonel.
You
know
you're
afraid
to
tell
it
to
the
colonel
note,
our
frustration
that
we
can't
give
answers
to
our
constituents.
That's
all
we
ask.
I.
N
Can
understand
your
frustration,
I
feel
it
too
and
so
does
administration,
but
with
all
due
respect
to
all
the
council,
I
know
the
difference
between
a
question
that
where
the
person
wants
an
answer
and
a
question
where
the
person
wants
to
know
that
he
asks
the
question,
and
I
don't
think
the
questions
asked
tonight,
everyone
knew
what
the
answer
was.
They
were
for
the
purpose
of
asking
the
question
time
and
time
again
for
purpose.
I
don't
know
when
very
well.
N
Four
or
five
weeks
ago,
we
had
the
state
police
that
instructed
us
on
how
this
investigation
is
going.
What's
to
be
done
and
everyone
was
on
the
same
page.
I
don't
know
what
has
changed
or
who
has
changed,
but
I
don't
see
this
council
taking
this
attitude
with
the
administration
very
helpful
to
anything.
R
A
N
N
What
I've
been
able
to
understand
which
both
people
are
in
agreement
with.
I.
I
think
that
the
applicant
will
not
perform
repairs
other
than
on
cars,
that
he's
that
he
sells
himself
okay
and
that
there
is
a
dispute
surrounding
what
the
hours
of
operation
are
going
to
be
on
the
weekend,
mr
patracka,
claiming
that
there's
a
neighborhood
issue
and
miss
sylvia,
claiming
that
rightly
that
she
may
have
the
zoning
to
to
do
that
in
that
particular
zone.
N
N
So,
just
in
the
nature
of
keeping
the
status
quo,
I
would
suggest
by
the
council
that
this
person
be
permitted
to
open,
perhaps
only
on
a
saturday
for
now
and
to
continue
the
rest
of
the
objections
and
arguments
until
june,
2nd
at
the
next
hearing.
N
Realizing
of
course,
that
the
applicant
cannot
do
any
kind
of
auto
body
repair
until
this
committee
approves
that
particular
license
and
the
inspections
have
taken
place
by
the
city.
N
I
don't
know
the
hours
on
a
saturday
I
think
are
up
to.
I
couldn't
get
conformity
on
that
councilman.
N
Like
to
I
like
it
to
for
the
council
to
at
least
to
to
partially
give
the
applicant
some
relief
in
terms
of
conducting
auto
sales
I'll
leave
it
up
to
the
the
council
to
talk
about
the
weekend.
Of
course,
service
is
not
up
until
the
second.
P
Council
president,
I
I
prefer
doing
it
back
in
committee
in
the
proper
form.
We,
you
know
we
control
the
hours.
I
I
would
make
a
motion
to
recommit.
R
Council
president,
thank
you.
I
I
just
I
disagree
with
with
recommitting
we
approved,
we
approved
the
license
transfer
in
full.
Now
it's
here
on
an
appeal.
Now
we're
going
to
recommit
it
or
restrict
it.
I
understand:
aren't
the
hours
of
operation
a
little
bit
different
issue
than
the
actual
transfer
of
the
license
and
the
ability
to
operate
that's
through
through
the
chair
to
the
solicitor?
R
A
P
H
P
U
So
we've
already
approved
it
if
we
recommit
it
we're
not
taking
the
approval
away.
No
we're
just
sending
it
back
to
committee
is
that
is
that
correct
or
well,
I'm
just
confused
as
to
how
the
process
works.
This
is
the
first
one
we've
gone
through,
so
if
we
could
just
get
the
solicitor
to
tell
us
what
okay,
the
proper
form
is,
so
we
don't
talk
about
it
for
now,.
N
The
decision
I
wasn't
at
the
I
wasn't
at
the
safety
services,
but
I
understand
the
the
decision
of
the
committee
was
to
grant
the
license
and
to
approve
it.
Okay,
I
don't
see
any
basis
except
for
once,
but
we'll
talk
about
that
a
minute
any
basis
right
now
to
not
approve
the
transfer
of
the
license.
Okay,
the
issue
that
we
could
stay
here
all
night
about,
I
think
and
next
week
about
is
really
the
same
issue
and
those
are
the
hours
of
operation
for
the
sales
and
the
service
on
the
weekend.
P
K
Mr
president,
councilman,
especially
if
there's
another
license
that's
being
applied
for
for
a
different
application
or
a
different
type
of
business.
I
mean
the
gentleman's
already
gone
through
the
committee
process.
Now
I
don't
know
you
know
the
attorney
expressed
the
arguments
on
the
appeal
I
mean.
If
there's
issues
with
the
second
business,
then
those
will
come
up
in
front
of
safety
services.
N
The
problem
from
what
I
understand
before
we
vote
is
the
fact
that,
at
at
the
committee,
which
I
wasn't
at
the
the
applicant,
was
granted
the
right
to
have
his
license.
Subsequent
to
that,
the
applicant
stated
his
hours
on
the
record
and
the
abortions
didn't
have
a
chance
to
address
those
particular
hours
on
the
record.
M
You,
president,
as
I
don't
serve
on
safety
services,
yet
this
seems
to
be
in
my
ward.
What
were
the
hours
of
operation?
Does
anyone
recall.
T
G
I
can
I
can
go
down
to
confirm
them,
but
my
recollection
was
the
on
saturday
and
sunday,
which
were
is
I'm
assuming
the
area
of
contention?
I
believe
it
was
from
12
to
6.
it
was.
They
were
pretty
extensive
hours
for.
P
N
You
know
it's
tough,
because
I
think
that
you
know
we
had
a
good
discussion.
I
think
you
know
both
sides
were
acting
reasonably
and
you
know
it
just
came
to
the
point
where
you
know
we're
not
going
to
keep
you
here
all
night.
While
we
talk
about
auto
repair
and
cars
and
weeds
and
all
kinds
of
things
and
building
things,
so
we
had
to
come
back
because
of
the
time
element.
U
E
R
E
Thank
you,
council
president
leonie.
There
is
a
motion
in
a
second
on
the
floor.
I
just
would
like
to
say
that
there's
a
reason
why
we
should
send
this
back
to
committee
and
councilman
bots
proved
it
because
there's
a
lot
of
unanswered
questions
still
on
this
issue,
and
I
think
we
need
to
discuss
it
a
bit
more.
I'm
sure
those
members
who
didn't
serve
on
the
safety
service
committee
have
questions
about
this
establishment,
so
I
think
in
all
fairness,
we
need
to
discuss
it
a
bit
more.
E
So
I'm
in
favor
of
motion
to
send
it
back
to
community
safety
services.
We
can
ein
this
out
for
try
to
make
an
equitable
solution
for
everybody
involved.
K
K
N
I
think
that
I'm
sorry,
I
think
that
perhaps
that
I
think
half
of
half
is
correct.
However,
I
I
wasn't
there,
so
I'm
just
saying
from
what
I
hear
from
the
clerk
that
the
hours
were
not
particularly
addressed
by
the
abutters,
and
I
think
that
that
particular
portion
of
it
could
be
still
jurisdictionally
viable
for
the
committee,
although,
although
the
license
is
conceitedly
approved.
F
T
C
A
T
As
much
as
I
would
not
like
to
agree
with
the
granting
of
the
license
having
been
voted
on
last
time,
that
is
true,
and
that
is
accurate.
However,
the
I
believe
my
recollection,
I
believe
there
is
a
sonographer
and
the
solicitor
and
the
council
can
look
at
the
transcript
the
applicant
expressed
his
desired
hours
of
operation
and
included
saturday
and
sunday
from
12
to
6..
T
However,
we
got
bogged
down
in
some
heated
conversation
as
to
whether
the
establishment
should
be
there
to
begin
with,
and
I
believe
there
were
a
number
of
people
that
were
objecting
to
it
and
that
particular
issue
about
the
actual
hours
of
operation
were
not
open
for
public
discussion,
and
I
don't
believe
that
the
committee
discussed
that
and,
as
a
matter
of
fact,
I
believe
I
raised
that
issue,
perhaps
a
bit
temperamental
at
the
end
and
and
and
of
course
that
didn't
work
well
for
me.
T
So
I
I
that's
why
I'm
now
here
before
you
in
in
a
more
calmer
fashion,
trying
to
at
least
attempt
to
have
you
consider
the
times
of
operation
for
the
weekend,
and
I
think
that
my
summary
of
what
occurred
is
accurate.
As
an
officer
the
court,
and
I
believe
I
I.
I
would
like
to
hold
that
as
as
pretty
accurate.
G
Through
the
chair,
if
I
may
for
the
record,
I
wish
to
respond
to
the
attorney's
comment
that
she
has
the
minutes.
I'm
not
sure
where
she
obtained
them
from
those
minutes
are
in
draft
form.
They
have
not
been
approved
and
they
are
not
official.
They
were
not
sent
out
by
me.
I
will
try
to
find
out
how
you
obtain
them.
F
G
A
P
P
So
that's
what's
before
us
appeal
of
a
yes
vote
for
a
secondhand
used
car
license,
but
councilman
aquido
won't
pull
his
second
to
recommit.
So
we
have
to
vote
on
the
recommit
and
then
we
can
vote
on
the
up
or
down
on
the
appeal.
T
Well,
if
I
can
just
respond
to
that,
because
I'm
the
one
that
filed
the
appeal,
I
am
appealing
to
the
yes
vote
as
the
councilman
states.
However,
also
as
a
second
argument
should
the
yes
vote
fail
or
succeed
if
you
will
to
reconsider
the
hours
of
operation,
because
part
of
my
appeal
is
that
those
hours
of
operation
were
not
adequately
or
sufficiently
discussed
in
the
meeting.
For
reasons
that
I
already
said,
I
don't
want
to
board
a
council
again
for
the
same
reasons.
A
B
B
U
A
B
K
L
U
E
R
M
M
Because,
as
the
clerk
mentioned,
I
believe
one
cannot
operate
without
the
other.
So
therefore
you
can
debate
the
hours
of
operation
at
the
next
meeting
correct,
so
it's
kind
of
a
safeguard
there.
L
A
C
B
A
A
M
I
do
understand
the
the
resident's
concern
about
the
sunday
hours
and
I
would
hope
the
safety
service
committee
does
their
due
diligence
on
that.
Thank
you.
E
A
D
G

would
excuse
me

making
me
