Description
April 25, 2016, City Council Meeting
A
C
A
A
Under
public
acknowledgements
and
commendations
councilman
pappalacas.
G
Thank
you,
mr
council.
President.
We're
proud
to
have
in
front
of
us
the
saint
mary's
school
boys,
basketball
team.
They
won
the
d2
state
championship
and
I
know
they
worked
very
very
hard,
we're
very
proud
of
them,
not
only
from
the
council
but
the
whole
city.
You
guys
showed
great
teamwork,
great
dedication,
so
we
have
some
citations
to
give
to
you
guys.
So
thank
you
for
all
your
hard
work
and
we're
happy
to
have
you
here.
G
Maybe
some
other
council
members
that
have
some
words
as
well.
Thank
you.
H
Maria
council
president
councilman
paplows
has
asked
me
to
read
the
names
while
he
hands
them
out,
and
I've
already
talked
to
the
champions
how
to
stand
up
here.
So
we
can
acknowledge
him
at
the
end.
So
first
michael
franco.
J
Thank
you
so
much
for
having
us
here,
everyone.
It
means
a
lot
to
us,
especially
the
way
we
did
it
with
all
these
young
players
for
a
lot
of
first
timers.
It
was
a
pleasure
coaching
and
it
was
a
pleasure
coaching,
your
son's
grandsons.
It
starts
with
the
parents.
I
had
tremendous
support
for
every
parent
come
on
fridays.
They
take
them
to
fridays,
whether
or
not
it
was
a
blessing.
I
don't
know
that's
up
to
you,
but
these
kids
were
fantastic.
This
year
we
had
the
greatest
coaching
staff.
A
A
K
L
Thank
you,
council
president.
I
I
think
we've
been
anticipating
this
for
quite
some
time.
Actually
I
remember
evan
kirschenbaum
telling
us
that
this
there
was
something
pending
before
the
general
assembly
to
to
start
this
program.
So
I
think
I
think
I
can
speak
for
most
of
my
colleagues.
I
think
we're
all
in
agreement
that
we
should
participate
in
this.
L
We
were
discussing
this
when
we
were
talking
about
how
to
get
rid
of
the
mattresses,
and
I
know
councilman
arquetto's
had
quite
a
few
issues
in
his
ward
with
that,
but
I
think
we're
all
we're
all
behind
this
100.
It
certainly
will
help
save
the
city
some
money,
so
it
offers
an
incentive
for
people
to
bring
in
the
mattress
rather
than
discard
it
by
the
side
of
the
road
and
make
us
pay
for
it.
So
I'm
all
in
favor
of
it.
A
All
right,
councilman,
the
sponsor
councilman
keto.
Thank
you.
C
Council
president,
yes,
I
think
this
is
a
very
good
program.
It
doesn't
cost
the
taxpayer
a
dime
council
president.
The
corporation
will
set
up
bins
for
our
citizens
to
bring
their
mattresses
to
as
a
depository
and
then
they're
going
to
ship
it
out
to
massachusetts
to
recycle
the
mattresses.
So
I
think
it's
a
good
bill.
It's
a
bill,
that'll
improve
the
aesthetics
of
our
community
and
cranston
will
be
clean
once
again.
Thank
you.
H
K
Through
the
chair,
I'd
like
to
commend
councilman
aquido,
because
I
know
he
kind
of
caught
win
by
going
to
one
of
the
affairs
that
legal
citizens
in
town
league
of
city
and
towns,
where
there
were
various
vendors
there
and
various
other
programs-
and
you
know-
fortunately
he
was
able
to
make
it.
This
isn't
the
only
idea,
but
I
mean
I'm
glad
he
went
and
I'm
glad
you
know
he
brought
it
forth
and
I'm
glad
we're
participating
in
it.
B
H
G
A
Anybody
else
would
be
added
as
a
co-sponsor
councilman
stykos
as
a
co-sponsor
and
myself
as
a
co-sponsor.
Also
that
makes
everybody
here.
I
believe.
C
B
A
Yes,
this
is
a
resolution
requesting
the
general
assembly
to
support
the
green
economy
bond.
It's
sponsored
by
council
president
lanny
and
council.
Vice
president
santa
maria
on
the
discussion,
councilman
santa
maria.
H
All
right,
thank
you.
I
put
this
resolution
in.
It
evidently
is
supposed
to
be
on
the
ballot
for
35
million
on
the
referendum
on
november
for
green
money.
H
D
A
Is
there
anybody
else,
who'd
like
to
be
added
as
a
co-sponsor
yeah
councilman,
papalakis,
councilman,
aceto
councilman
for
vecchio,
councilman,
aquido
and
councilman
stykos?
A
L
A
C
D
A
Mostly
made
and
to
approve
in
the
second
councilman
farina.
M
D
L
I
agree.
Council
president,
I
think
you
had
mentioned
it
actually.
K
K
A
A
A
Councilman
cito
was
the
resolution.
Was
that
the
one
changing
the
name
of
crossway
plaza.
K
A
To
approve
second,
most
remaining
second,
any
discussion
on
this
motion.
Councilman
steichos
is.
N
There
was
there
any
discussion
of
the
danger
in
changing
names
that
the
fire
department
might
not
know
where
it
is
and.
K
I
Yes,
thank
you,
council
president.
We
did
go
over
the
course
that
would
be
incurred
to
do
this,
and
the
fire
department
said
that
as
soon
as
the
changes
made,
their
gps
system
and
their
communication
system
is
updated.
N
L
I
I
might
be
able
to
answer
this
question:
councilman
vecchio.
Thank
you,
council,
president
yeah.
We
had
a
lengthy
discussion
with
the
owner
of
the
building
and
here's
the
the
problem
is
that
coast
way
now
is
in
another
location
in
down
the
street
and
to
leave
their
name
on.
There
is
going
to
be
discouraging
to
other.
You
know,
banking
and
accounting
and
there's
an
accounting
firm
that
wants
to
go
in
there,
and
so
I
I
think
it
makes
sense.
You
know
it's
it
it's
obviously
the
name
is
only
good
to
coast
way.
L
Credit
union
at
this
point
in
business,
so
I
think
it's
worth
the
the
expenditure
to
promote
some
businesses.
I
think
it's
going
to
bring
jobs
to
the
city
that
that
building
so.
C
A
Yes,
ordinance
committee,
chairman
aceto,
aquido,
sorry.
A
Motion
made
in
second
any
discussion
on
the
motion
councilman,
mr
coop,
would
you
like
to
mr.
O
President,
the
sponsor
had
asked
me
at
the
committee
meeting
to
check
on
the
status
of
the
traffic
report.
The
traffic
report
is
not
done
yet
by
ordinance,
the
traffic
office
has
60
days.
It's
only
been
about
26
days
since
it
was
introduced,
so
might
be
worthwhile
to
continue
to
the
next
meeting
and
give
the
the
traffic
engineer
an
opportunity
to
finish
the
report.
K
I
guess
so
you
know
the
full
history
of
this
there's
been
another
ordinance
that
was
proposed
to
put
up
the
stop
sign
at
the
intersection
of
horizon
and
comstock.
That
stop
sign
was
supposed
to
be
at
that
intersection,
but
it
was
supposed
to
be
at
comstock,
not
at
horizon.
So
I
don't
know
if
you
researched
that
end
also
do
we
need
an
ordinance
to
take
that
off
the
book.
K
O
To
get
a
sense,
and
there
are
a
couple
of
different
issues.
The
first
is
that
if
you
have
a
a
more
main,
thorough
way
with
a
stop
sign
in
a
smaller,
less
traveled
street,
without
a
stop
sign,
the
traffic
from
that
smaller
street
has
the
right
of
way
and
by
traffic
laws
does
not
have
to
stop,
and
that
probably,
although
it
common
sense,
would
tell
you
to
stop
that
the
laws
would
be
contrary
to
common
sense.
So
we
probably
wouldn't
want
to
do
it
that
way.
O
Okay,
there's
also
a
concern
as
to
whether
another
stop
sign
on
south
comstock
is
warranted
and
that's
the
other
issue
that
has
to
be
analyzed
by
traffic
counts,
and
things
like
that
to
see
if
stopping
traffic
on
south
comstock
again
is
warranted
and
that's
the
first
issue
once
he
gives
a
report
on
that,
then
we
can
look
at
the
ideal
way
to
fix
it.
If
we
end
up
with
a
stop
sign,
stopping
the
traffic
on
south
comstock
would
be
to
have
a
multi-way
stop
at
that
intersection
and
have
essentially
three
stop
signs.
Well,.
O
O
K
And
make
a
motion
to
continue
until
the
may
council
meeting.
A
K
Not
not
that
I
think
this
is
going
to
happen,
but
then
I
guess
to
our
attorney
mr
quinlan.
What
would
happen
in
a
case
like
that?
Where
the
council
would
like
some
sort
of
traffic
measure
and
the
engineer
says
no,
do
we
override
the
engineer's
recommendation
and
the
stop
sign
goes
up.
A
Yes,
finance
committee,
chairman
stykos,.
N
D
Yeah,
I
want
to
ask
to
be
added
to
a
sponsor
of
this
one,
because
I
am
a
sponsor,
as
is
councilman
favicio
and
councilman,
on
the
ordinance
we
are,
but
not
on
the
front.
So
if
anybody
was
to
look
at
the
dock,
it
looks
like
only
the
five
democrats
are
sponsors.
So
I
would
only
ask
that
you
know
going
forward.
D
A
H
H
K
A
N
K
A
L
Thank
you,
council.
President
yeah.
We
discussed
this
at
length
and
I
think
the
chairman
had
asked
a
bunch
of
questions
and
I
think
the
savings
is
substantial.
I
think
where
the
refinance
rate
is
like
2.25,
something
like
that,
including
the
fees,
so
it's
very,
very
inexpensive
and
I
think
it'll
be
a
great
way
to
save
money.
So
I
urge
everyone
to
support
it.
A
F
Thank
you,
council
president,
on
the
first
bond
444,
which,
just
to
give
the
council
a
little
update,
we'll
be
closing
on
this
in
june.
We're
meeting
with
the
rating
agencies
in
may
and
the
projected
savings
currently
is
going
to
be
663
000
for
the
remainder
of
the
term
of
the
bond,
we're
not
extending
it
we're
keeping
the
same
amortization
time
frame,
and
so
it's
663
000
over
the
next
13
years.
F
So
it's
quite
a
bit
of
savings.
A
F
We
are
saving
for
the
same
period
of
time
and
let
me
just
explain
it:
this
is
through
rhode,
island,
health
and
education
ryback.
It's
called
it.
The
the
savings
it's
showing
is
573
000.
However,
our
portion
of
the
savings
will
be
52
percent
of
that
number,
because
it's
part
of
the
housing,
so
we
don't
get
the
full
hundred
percent
on
school
bonds
right,
so
52
of
573
would
be
roughly.
A
Another
discussion
any
other
further
questions:
councilman
psychos.
N
F
F
N
A
No
further
discussions
clerk,
please
take
the
role
on
the
first
resolution.
A
The
second
resolution
is
a
motion
to
approve
motion
motion
made
in
second
any
discussion
on
the
second
resolution.
Oh
my
counselor
for
vecchio
thank.
L
You
house,
president
yeah,
I
think
this
one
we
get
100
percent
through
the
chair
of
mr
strong.
We
get
100
percent
of
the
benefit
on
this
savings
resistance.
This
is
this
is
the
second
one.
Is
this
school
as
well.
F
The
other,
the
first
bond,
no.
N
N
We
do
ask
that
if
you
have
an
amendment,
it's
not
mandatory,
but
it
it
helps
if
you
submit
that
in
advance
and
then
that
gives
the
administration
the
opportunity
to
look
at
it
and
meet
with
mr
moretti
and
and
not
and
punch
any
holes
in
it.
If
there
are
holes
in
it,
so
you
could
get
the
amendments
into
mr
moretti,
anytime,
back
to
the
agenda.
A
B
N
A
A
P
P
A
L
Thank
you,
council
president.
We
met
last
week
and
we
settled
about
10
cases
and
I
and
I
note
that
we
did
receive
another
okay
on
one
of
the
western
cranston
water
settlements.
So
we,
I
think,
we've
resolved
most
of
those
issues
and
most
of
these
are,
you
know,
fairly
fairly
small
awards.
So,
but
we
settled
another
ten
ten
matters,
that's
it.
A
Okay,
thank
you.
Public
hearings,
anybody
from
the
public,
I
speak
on
any
matter
whatsoever.
A
M
A
L
Thank
you,
council
president.
I
just
have
a
point
of
information
on
on
this.
I
know
we
call
it
a
report
of
city
officers,
but
I
think
it
we
had
an
issue
at
the
one
of
the
budget
hearings
where
a
school
committee
woman
ruggieri,
mentioned
the
fact
that
she
thought
we
were,
people
were
unsure
what
mr
moretti's
role
was,
and
I
think
this
he's
not
really
a
city
officer.
I
don't
know
if
this
is.
L
If
it's
really
you
know
the
right
language
to
use,
I
mean
I
would
think
anyone
as
a
city
officer
would
have
to
be
either
appointed
by
the
administration
or
be
a
classified
service
employee
it
just
it
might
might
mislead
some
people.
L
I
did
discuss
it
with
the
mr
quinlan
at
one
point,
because
I,
the
question
was,
is
aren't
you
this
in
the
is
he
in
the
same
position
as
mr
quinlan
and
who
was
a
city
officer
and
who
isn't,
and
I
just
point
that
out
only
because
it
it's
not
the
city's
auditor
or
mr
strom
or
someone
who's
in
a
different
in
a
full-time
position.
L
C
Information
comes
from.
Thank
you.
I
just
drew
the
cheer
to
mr
moretti
as
of
now,
mr
moretti.
What
is
the
running
tally?
Can
we
have
a
number
at
this
time
from
the
last
report.
M
If
just
one
moment,
please.
M
I
I
do
not
like
giving
just
one
number,
because
I
will
give
you
two
or
three
reference
points.
Please.
Okay,
on
with
there
are
three
pending
matters
that
may
have
more
costs
involved,
those
being
the
josephson
case,
the
gilboa
case
and
the
police
captain.
If
you
were
to
exclude
those
three
cases
entirely
in
terms
of
further
legal
exposures
or
any
potential
claims
or
suits,
there
were
two
numbers:
you're
gonna
recall.
The
first
column
was
five
million
forty
thousand
dollars
rounded
between
that
number
and
seven
million
one
hundred
thousand.
M
You
remember
there
was
a
column
called
conservative
and
one
reasonable.
I
think
we
have
to
define
those
again.
If
you
were
to
include
those
three
cases,
the
total
would
be
the
5
million
o
40
to
say
there
would
no
further
costs
up
to
9172.
M
M
K
Yeah,
I,
mr
council,
president.
I
agree
that
perhaps
by
saying
the
council
internal
orders
report
is
fine.
However,
I
do
believe
that
the
council
president
is
responsible
for
it
controls
the
docket
and
he
can
pretty
much
do
what
he
wants,
but
I
mean
famous
to
my
colleagues
here.
I
think
that
if
it
said
city
council
auditor,
it
would
be
good,
so
I'd
like
to
just
chime
in
on
that.
Thank
you.
A
Just
trying
to
be
fair,
executive
communications
report
by
what's
from
the
administration.
O
Mr
president,
a
report
on
the
hiring
of
special
counsel
and
consultants
was
distributed
to
the
council
members
already,
and
I
have
two
requests
for
continuation
of
service
from
the
cranston
fire
department,
beginning
with
the
request
of
captain
ronald
florio
who
is
anticipating
reaching
his
57th
birthday
and
has
requested
to
be
continuing
service
for
one
year.
I
have
documentation
evidencing
his
fitness
and
recommend
approval
emotional.
A
A
E
E
P
O
Yes
also,
mr
president,
deputy
chief
rulo
of
the
cranston
fire
department,
having
celebrated
his
56th
birthday
yesterday,
happy
birthday
ken
has
requested
to
be.
O
Request
to
be
continued
in
service,
I
have
documentation
evidencing
his
fitness
and
recommend
approval
to
approve.
C
We're
very
fortunate
to
have
ken
rulo
as
a
member
of
cranston
fire
department,
does
a
magnificent
job
and
look
forward
to
more
of
the
same
following
year.
Happy
birthday,
ken
and
thanks
for
doing
a
good
job.
O
A
E
A
All
right
next
claim.
N
Q
The
basis
you
know
how
it
was
the
comprehensive
plan
there
was
an
amendment
of
the
zoning
to
include
the
solar
farm.
So
there
was
an
appeal
of
the
council's
determination
of
that
amendment.
Up
to
there's
actually
a
lawsuit
in
superior
court.
Q
Q
N
Okay,
thank
you
and
are
we
anywhere?
The
second
question
is:
are
we
any
any?
Is
the
mayor
anywhere
near
resolving
the
josephson
matter.
Q
A
A
Oh
there's
a
claim
for
informational
purposes.
Only
the
salt
and
zatir
pc
and
cheyenne.
A
A
Mr
coop,
maybe
you
can
answer
a
question
for
me
over
a
month
ago
it
was
a
complaint
concerning
the
ice
rink
and
the
mold
in
the
ice
rink
and
I
believe,
very
early.
You
said
that
you
would
have
it
analyzed
and
get
the
results
to
us.
F
F
It
and
the
reason
why
I
haven't
is
because
I'm
waiting
for
three
quotes
we're
still
going
to
pursue
cleaning
it.
Even
though
that's
it's
not
a
safety
issue,
I
have
two
quotes
that
came
in
so
far
and
I'm
waiting
for
a
third
once
we
get.
The
third
quote.
A
And
one
other
thing,
maybe
you
know,
or
maybe
mr
coop
knows,
there
was
an
appraisal
that
was
supposed
to
have
been
done
on
the
ice
rink
and
I
believe
was
some
beginning
of
march.
The
pdf
went
out
or
whatever
you
call
it.
F
F
As
far
as
I
know,
it's
going
to
be
on
the
fair
market
value
of
the
facility,
both
the
in
the
structurally
land
and
also
the
business.
A
All
right
and
the
new
zimbonis,
the
new
ones
that
we
bought
that
we
added
to
this.
Yes,
even
though
they
were
in
the
original
appraisal
two
years
ago
by
the
original
agreement
two
years
ago.
Well,.
A
Next
on
the
agenda,
I'm
removing
councilman
farina,
as
vice
chairman
of
safety
services,
license
committee,
and
I
need
a
majority
vote
to
do
that.
So
I
need
a
motion
to
remove
I'll
make
the
motion.
I
need
a
second.
D
Thank
you,
council
president.
The
only
statement
I'll
make
is
that
had
the
council
president
like
me
to
resign
as
safety
services
and
licensing
vice
chair
had
he
asked
because
he
did
appoint
me
to
this
position.
I
would
have
gladly
obliged
and
resigned
that
position,
so
my
colleagues
would
not
have
had
to
vote
on
this
matter.
D
A
Therefore,
you
can't
be
a
leader
in
that
party
and
serve
and
not
serve
with
that
party.
That
is
the
only
reason
why
I'm
removing
you,
I'm
leaving
you
on
safety
services,
because
I
value
your
judgment
and
the
only
repercussion
you're
going
to
have
is
you're
no
longer
going
to
have
a
title
and
that's
it
clerk
any
other
discussion
clerk.
Please
take
the
roll.
E
A
A
H
Council
president,
I'm
going
to
talk
about
take
these
both
off.
I
got
the
answers
last
month,
so
I
don't
really
need
to.
H
B
I
The
the
paperwork
on
that
grant
has
been
received.
N
By
dem
yes-
and
we
haven't
heard
anything
from
them
yet.
Okay.
Thank
you.
The
next
item
is
that
on
may
10th
we're
having
a
meeting
at
seven
o'clock
here
to
try
to
reinvigorate
the
cranston
arts.
It's
actually
the
cranston
arts,
commission.
N
I've
talked
with
the
rhode
island
state
council
of
the
arts,
about
starting
a
commission
and
discovered
that
they're
already
in
the
city
code.
There
is
a
commission.
It
has
supposed
to
have
nine
members,
seven
appointed
by
the
council,
too,
appointed
by
the
mayor
and
to
promote
the
arts
in
cranston.
N
So
this
meeting,
which
the
rhode
island
state
council
on
the
arts
is
helping
us
with
they're,
sent
a
notice
out
to
all
their
contacts
in
the
city
of
cranston,
which
is
about
700
people,
inviting
them
to
a
meeting
and
then
they'll
be
giving
a
presentation
about
how
arts
councils
work
in
other
communities,
and
I
everyone
is
welcome
to
attend
this.
This
meeting
we're
also
looking
for
people
to
serve
on
the
arts
council.
N
So
I
think
the
ordinance
says
something
like
five
of
the
members
have
to
have
a
background
in
the
arts
and
the
others
can
be
regular
citizens.
So
if
you
have
people,
you
think
would
be
good
on
the
council
and
obviously
will
on
the
commission
and
obviously
we'll
be
asking
people
to
volunteer
at
that
meeting.
N
I
think
to
get
the
resumes
into
council
president
lanny
and
hopefully
we
can
appoint
at
the
next
meeting.
We
can
appoint
a
full
council
commission
gotta,
learn
that
we
can
point
a
full
arts
commission.
We
can
get
them
going.
I
think
it
will
be
good
for
the
the
the
city
and,
if
you
can
attend,
I
hope
you
can
come
on
the
10th.
N
Thank
you.
That's
that
the
other
have
a
couple
items
that
aren't
noticed
on
the
agenda.
One
is
is,
as
I
was
walking
in
tonight,
I
was
informed
by
one
of
my
constituents
that
there
has
been
some
dumping
on
perkins
avenue.
N
N
Removal
of
structures
from
that
floodplain,
but
I
think
there
needs
to
be
a
temporary
barrier
there,
because
it
just
invites
dumping
there.
It's
a
dead-end
street
there's
woods
at
the
end
and
at
least
according
to
my
constituent,
a
contractor
was
caught
dumping
debris
at
the
end
of
the
street.
It
just
needs
a
couple
of
rocks
or
jersey
barriers
or
whatever
to
to
block
traffic
from
going
down
the
street.
So
I'd
like
to
ask
the
administration
to
please
do
that.
N
And
I
don't
know
where
that
sort
of
what
the
next
maybe
I
know
mr
fularsky's
talked
to
director
barone
about
that.
What
the
next
steps
are.
I
I
As
I
get
as
soon
as
the
the
acceptance
letter
gets
back
to
the
grant
company,
you
know
the
issuer,
I'm
going
to
try
to
schedule
a
meeting
with
people
involved
to
see
how
we
want
to
go
about
doing
it.
N
A
C
Thank
you.
Thank
you,
council
president,
it's
like
a
point
of
personal
privilege
at
this
time.
If
I
make
council
president
I'd
just
like
to
thank
all
my
colleagues
on
the
grand
city
council
for
their
expression
of
sympathy
to
myself
and
my
family
at
this
difficult
time.
C
I
think
I'd
like
to
thank
mayor,
fung
and
members
of
the
city,
administration
and
department
heads
for
their
condolences,
I'd
like
to
have
to
crash
the
police
department
for
its
outstanding
job,
displaying
its
honor
god.
A
true
tribute
to
my
mother,
I'd
like
to
thank
cranston
fire
department
for
its
expression
of
sympathy,
city
employees
for
their
thoughtfulness,
the
residents
of
ward
3.
Your
sympathy
cards
and
phone
calls
have
been
a
true
comfort
at
this
sad
period.
C
Residents
of
cranston
are
thoughtfulness,
has
been
overwhelming
and
appreciated.
I'm
truly
humbled
by
the
numerous
expressions
of
thoughtfulness,
friendship
and
sympathy.
All
of
you
have
displayed
at
this
time.
Thank
you
all
and
council
president.
These
three
items
were
on
the
docket
last
time,
so
we
addressed
almonds
straight.
The
second
one
is
not
my
request.
I
think
that's
councilman
ceto's
award
and
we
discussed
citizens
bank
last
meeting,
so
they
they're
all
been
taken
care
of
okay,
okay,.
K
Yeah,
I
concur.
Those
items
were
talked
about
last
time.
Along
with
chris
and
myself,
we
got
to
report
the
statistics
so
should
be
on
there.
L
You
been
elevated,
I
guess
I
was
elevated.
Sorry
yeah!
Thank
you,
council
president,
through
the
chair
to
the
administration,
any
movement
on
the
capuano
issue
that
we've
been
dealing
with
for
so
long.
I
L
I
L
Thank
you.
We
must
keep
it
on
until
we
get
this
done.
Hopefully
we'll
we'll
own
the
property
we
can
tear
down
the
building.
Thank
you
see.
My
second
was
the
dean
parkway
intersection
with
mechanic
at
valley
park
parkway.
I
went.
I
I
I
That's
the
you
know
when
you're
going
into
a
roundabout,
you
have
to
stop
and
you
have
to
yield
to
the
cars
that
are
already
in
the
roundabout,
which
would
force
each
intersection
to
stop,
but
because
dean
parkway
is
state,
they
would
have
to
be
involved
in
the
in
the
project.
I
Yes,
we're
gonna
we're
gonna
meet
again
and
and
discuss
it.
I
received
some
calls
myself
from
residents
in
the
condo
in
the
condominium
across
the
street,
the
city
view,
and
you
know
they
have
some
concerns
as
well.
L
Yeah,
I
grew
up
that
street
quite
a
bit,
especially
after
the
meetings
and
it's
and
there's
always
a
problem,
but
luckily
we
haven't
had
any
accidents
recently.
I
just
have
one
other
thing
that
wasn't
on
director
barone.
I
got
a
call
today
on
16
freehold,
a
minimum
housing
issue.
L
I
didn't
have
a
chance
to
go
by
so
perhaps
the
uri
could
go
by
there.
L
I
Email
me
that
so
I
have
it
on
record,
but
I
will
forward
that
to
inspections
first
thing
tomorrow:
okay,
thank
you.

Yes,
miscellaneous

on
the

we
got
a
firefighter's
contract
for
years,
7-1
2016
to
6,
30,
2019
awaiting
executive
executed
copy,
also
an
ordinance
and
members
of
title
ii
of
the
code
of
the
city
of
cranston
entitled
administration
personnel.
Minimum
wage
sponsored
by
councilman
psychos,
mayor's,
disapproved
file,
disapproved
filed
april
6th
city
council's
next.
Regular
monthly
meeting
will
be
monday
may
23rd.
N
Yes,
I'd
just
like
to
this
is
a
a
as
we
know,
a
proposal
to
establish
a
minimum
wage
for
city
workers
of
twelve
dollars
an
hour
starting
july,
first
and
twelve,
fifty
next
july.
First
and
I'd
I
just
like
to
go
through
some
names
of
people
who
would
be
affected
by
this,
because
this
isn't
an
abstract
ordinance.
This
is
something
that
would
greatly
benefit
people
who
very
much
deserve
a
raise.
N
We
should
be
able
to
do
better
than
that,
but
it'll
be
a
major
improvement
for
these
part-time
workers.
I'm
speaking,
could
we
maybe
be
a
little
bit
polite.
N
It
would
be
a
major
increase
for
these
people.
They
deserve
it,
they
get
no
benefits,
they
get
no
holidays,
no
insurance,
no
pension,
they
deserve
a
raise,
and
I
I
also
want
to
say
that
the
comment
in
the
veto
message
by
the
mayor
that
this
was
a
political
stunt.
Those
were
his
words.
Political
stunt
is
rude
and
I
don't
think
it's
helpful
to
be
labeling
a
serious
proposal,
a
political
stunt,
I'm
sure
that
was
fun
when
people
were
writing
the
press
release.
N
But
beyond
that,
I
don't
think
it's
helpful
and
that
really
the
mayor
might
do
better
if
he
communicated
with
the
city
council
rather
than
wrote,
press
releases
that
impugn
the
intentions
of
the
city
council.
So
I
would
urge
people
to
override
this
veto.
As
we
know
from
the
discussion,
this
is
about
a
seventy
thousand
dollar
a
year,
cost
to
the
city,
pretty
minor,
for
a
major
improvement
in
wages
for
a
lot
of
people,
and
these
people
deserve
it,
and
I
hope
that
people
vote
to
override.
Thank
you.
D
Thank
you,
council
president,
the
list
of
people
that
councilman
stykos
felt
fair
to
mention.
I
thank
them
all
for
the
years
of
service
to
the
cranston
public
library
system.
The
library
system
will
not
be
what
it
is
without
their
valued
support
and
the
efforts
they
make
every
day,
I
will
be
supporting
the
mayor's
veto
for
two
specific
reasons.
The
first
is
that
the
city
does
not
need
to
establish
its
own
minimum
wage.
D
Secondly,
the
resolution
is
passed
did
not
take
into
account
any
persons
that
may
currently
be
making
12
to
12.50.
Today,
I
think
a
more
fair
approach
would
be
to
take
funds
during
the
budget
cycle,
allocate
them
to
the
libraries
and
give
these
people
who
deserve
a
raise
a
raise.
I
am
forgiving
everyone
in
the
library,
that's
a
part-timer
that
is
not
a
school
employee,
a
school
aged
employee
as
the
ordinance
discussed,
a
two-hour
increase
across
the
board,
and
I
believe
that
costs
78
000
and
if
director
of
libraries
would
still
hurt
asking
for
that.
D
But
I
would
urge
my
colleagues
to
support
the
veto
not
to
create
a
minimum
wage
and
actually
adjust
the
budget
for
the
libraries
and
any
other
departments
we
feel
a
raise
is
warranted
to
manage
the
books
that
way,
as
opposed
to
establishing
an
arbitrary
minimum
wage
for
part-time
employees.
Thank
you.
K
As
a
council,
we
all
agreed
that
we
were
going
to
move
the
minimum
wage
up
to.
I
believe
it
was
9
or
9
50..
Please
don't
hold
me
till
I'm
out,
but
what
I
do
remember
clearly
that
everybody
was
on
the
same
page.
So
that's
why
I
can't
understand
why
we're
not
on
the
same
page
this
time.
So
I
hope
that
all
the
members
of
the
council
who
moved
that
minimum
wage
to
nine
dollars
or
950
last
time,
one
of
you
will
have
a
conscience
so
that
we
can
go
ahead
and
move
this
forward.
H
Thank
you
councilman
for
argument's
sake,
and
this
is
only
for
argument's
sake.
Next
wednesday.
Is
the
amendments?
Would
someone
who's
against
this
minimum
wage
put
something
into
the
budget
like
councilman
farina
just
mentioned.
H
I
put
that
out
there
not
as
a
challenge,
but
the
reason
they
voted
against.
It
was
because
they
think
it
should
have
been
in
the
budget
cycle,
while
the
budget
cycle's
here
so
could
we
get
a
commitment
to
at
least
put
the
amendment
into
the
budget
next
wednesday.
D
To
my
colleague,
I
actually
do
have
several
budget
amendments
to
make
to
do
just
that.
I
would
like
to
see
order
to
moretti's
list
to
see
what
has
already
been
submitted
to
make
sure
I'm
not
double
dipping
before.
I
would
propose
those
amendments,
but
my
plan
is
to
add
78
thousand
dollars
to
the
library
budget,
as
we
did
last
year
to
raise
it
to
10
10.
We
did
not
care
to
find
minimum
wage
in
budget.
D
L
Thank
you,
council
president,
and
following
up
on
councilman
farina's
earlier
statement,
I
think
he's
right.
We
don't
need
to
set
an
arbitrary
minimum
wage.
That
would
then
I
think,
hurt
all
of
the
other
lower
paid
workers
in
in
other
parts
of
the
city
who
received
30
cent
rate
raises
in
in
over
the
years
and
may
have
over
20
years
of
service
and
barely
got.
You
know
over
a
few
dollars
more
than
than
what
these
people
are
making.
L
In
fact,
we
have
many
people
that
have
lost
money
working
for
the
city,
because
they're
paying
a
bigger
co-share
for
health
care
and
they've,
gotten
minuscule
raises
and
they've
come
crying
to
us.
So
I
think
we
need
to
treat
all
our
workers
fairly,
and
I
don't
think
this.
This
is
going
to
help
a
small
group,
but
I
think
you're
going
to
antagonize.
Another
group-
and
I
think
councilman
farina's
method,
makes
more
sense.
L
I
mean
we're
asking
that
the
state
contribute
three
percent
more
to
the
to
the
libraries
as
it
is,
and
if
we
increase
their
budget
then
they
can
see
fit
to
raise
some
wages
as
they
as
they.
You
know
think
people
warrant
it,
but
to
do
it
arbitrarily
and
to
you
know,
to
try
to
delve
into
the
minimum
wage
area.
I
think
could
be
a
very
dangerous
step,
so
I
would
I
would
not
support
doing
it
this
way,
but
perhaps
through
a
budget
amendment.
F
H
N
N
That
request
councilman
yeah.
I
think
the
the
other
issue
is
that
you
know
we
have
an
assurance
from
the
library
director
and
the
lib.
The
president
of
the
the
library
board
of
trustees
was
at
the
budget
hearing
that
if
we
gave
them
the
money,
they
would
give
the
people
who
the
twelve
dollars
an
hour,
and
so
that's
that's
great
for
the
library.
N
We
could
put
the
money
in
the
say
in
the
recreation
budget,
but
we
can't
we
have
no
guarantee
that
it's
going
to
be
spent
on
on
that.
So
that's,
I
think,
the
if
the
republicans
live
up
to
their
promise
to
fund
the
library
budget
that
solves
maybe
half
the
problem.
A
F
Yeah,
it
was
for
anyone
that
was
under
12
an
hour
that
was
sort
of
speak
permanent
part-timers
and
that
was
70
000
with
the
ssi
and
everything
included.
D
F
I
believe
so,
I
believe,
the
the
biggest
pox
and
wreck
in
the
library.
D
Could
you
get
to
us
electronically?
I
know
we
have
it
hard
copy,
but
it's
tougher
to
do
yeah.
Thank
you
and
the
department
center.
I
appreciate
that.
So
you
know
I
don't
like
when
my
colleagues
use
the
word,
keep
their
promises
and
uphold
themselves.
We've
said
several
times
that
the
proper
way
to
do
this
is
during
the
budget
process
and
we're
supposed
to
work
together
to
try
to
solve
these
issues.
Look
at
the
budget
analyze
and
come
up
with
money
we
want
to
spend.
D
I
mean.
I
would
hope
that
when
we
make
these
amendments
we
would
do
it
together.
We
would
work
together
to
make
the
budget
what
we
see
fit.
It
needs
to
be,
as
opposed
to
just
we
make
amendments
you
make
amendments,
so
hopefully
we
can
continue
the
work
we've
started
tonight
and
really
work
bipartisanly
to
solve
these
issues.
D
L
You,
council
president,
make
it
brief.
I
I
yeah
I
mean
I
don't
I
don't
want
to
see
us.
Remove
the
you
know
just
take
away
the
personnel
director,
so
we
can
give
it
to
the
part-time
workers.
I'd
like
to
be
able
to
find
a
way
to
do
both,
but
I'm
sure
that
we
can
find
it's
a
small
amount
of
money,
so
I'm
sure
we
can
find
some
money.
You
know
to
to
do
this,
but
I
just
hope
it's
not
going
to
you
know
delete
a
position
that
we
really
need.

A
All
right
next
city
council,
regular
meeting
will
be
monday
may
23rd.
