Proclamation

recognition
of
rainbow
bakery's
100th
anniversary
resolved
that,
whereas
rainbow
bakery
began
as
Capitol
bakery
in
1917
by
Abraham,
Kaplan
Abraham
and
his
brother
Samuel
were
grain
Millers
in
a
small
town
near
Kiev
in
the
Ukraine
when
they
brought
their
families
to
the
United
States
around
1912.
They
settled
in
Providence,
Rhode
Island
Providence
had
been
known
as
a
place
where
Jews
could
settle
with
little
ridicule
and
Prejudice.

His
goal
was
to
grow
the
business
to
be
the
largest
retail
bakery
in
the
state
of
Rhode
Island,
whereas
the
family
eventually
moved
to
austell
Road
in
Cranston
and
purchased
a
wooded
lot
in
800
804
reservoir
Avenue.
Where
rainbow
bakery
now
operates.
The
name
was
influenced
by
the
family's
affinity
for
Judy
Garland's
somewhere
over
the
rainbow.

grain
breads,

and

hard

done
the
whole

I

your

The
firefighters
I've
been

been
a
duck

dealing
with
the
city
professionally
for
33
years.
I
want
to
speak
on
to
two
of
the
adopted
items
this
evening.
The
first
is
on
renaming
the
senior
center
of
the
Michael
Trafficante
enrichment
center.
I've
always
had
the
utmost
respect
for
people
that
put
their
name
on
the
ballot
and
put
their
name
out
there
and
do
this
job
that
you
do,
and
everybody
knows
that
it's
there's
no
glamour
in
your
job.
I
It's
a
thankless
job
and
I've
met
a
lot
of
good
people
me
being
on
the
labor
side.
On
the
other
side,
I've
met
a
lot
of
good
people
in
my
my
33
years.
Mike
Trafficante
is
a
special
person.
I
think
it's
been
36
years
now
he's
been
an
elected
official
of
this
city
and
in
some
capacity,
and
he
always
ran
for
the
right
reasons,
the
same
reasons
you
run
basically
for
the
love
of
the
city,
because
there's
no
other
reason
to
do
this
job,
but
Mike's
been
here
a
long
time.
I
He
always
had
two
favorites.
He
always
took
care
of
everybody,
but
it's
two
favorites
for
the
youth
of
the
city
and
the
elderly
of
the
city
and
I
can
think
of
no
fitting
tribute
to
name
this.
This
new
in
the
Richmond
center
I,
like
the
new
name
too,
but
the
name
this
new
enrichment
center
after
after
a
guy
who's
dedicated
so
much
to
the
people
of
this
city,
really
he's
he's
an
anomaly.
I
Someone
like
this
comes
along
once
in
a
once
in
a
lifetime,
I
apologize
for
not
being
at
the
committee
meeting
to
speak,
but
I
know.
One
of
the
issue
raised
was
that
you
know
usually
these
he's
kind
of
these
kind
of
accolades
that
give
it
to
someone
you
name
something
after
they
pass
the
way.

that
concept
that
you
mean
something
for
some
someone
after
they
pass
away.

know
you

voted
for

was
meeting

president

know
if
you
remember
that,
and
but
over
the
years
I
we
became
respectful
of
each
other
and
that's
the
kind
of
guy
Jeff
is
he
listens
to
people
and
he
listens
to
the
other
side
of
things
may
not
agree
on
everything,
but
you
know
in
this
a
funny
game.
He
was
the
counselor
when
I
was
a
labor
person
and
and
like
some
of
you
most
of
you,
we
became
friends
and
I.
Think
there's

Jeff's
worth
ethic.
That's

he

guy

and

elderly
because
of
his
support
when
I
was
the
police
chief,
we
started
in
1986
when
I
became
the
police
chief
I
was
very
concerned
about
the
seniors
because
they
were
being
arrested
for
minor
crimes.
There
was
many
reasons
why
they
been
arrested.

attention,
they
did
they
needed
stuff,
so
they
would
shout
if
we
understood
that,

you

at
least
the
fingerprinted
and
photographed,
and
that
was
against
this.
So

spoke

judge
the
Romeo

way
couldn't
find
their
way
around
the
the
buses
were.
Can
bus
drivers
from
both
cities,

guess,
were
confused
parents
of
all
the
children
that
attend
all
the
three
schools
that
are
right.

think
we
all
know
that
it
was
done
without
any
consultation
with
the
city
of
Cranston
and

you
know

couple

big
issues:
safety
number
one
for
police

fire

rescue
does

affect
them.

weren't
forewarned
as
well,
so
I
mean

think
it
required
some
study

think

There
would
have
been
a
nice
courtesy
for
Providence
to
get
together
with
Cranston
and
find
out.

outreach

the
staff
and
Cranston
city
hall
and
Providence
City
Hall.

were
letters
back
and
forth.

believe
that
mayor
Fung
did
put
a
phone
call
and
but
I

don't
know
that
for
sure

he
did
at
that
point.
I
think
it
had
become
a
public
issue
and
I
don't
think
there
were
I,
don't
think
there
are
any
significant
conversations
at
that
point.

think
the
decision
had
been
made
by
the
time
we
had
enough
information
to
really
know
what
was
going
on.

decision
had
already
been

flow

way

conversation
on

issue
rather

take
down
the
one-way
signs
which

think

going

happen,

think
we
do
need

have
that
level
at

getting

contact

Cranston
police
and
the
Providence
police
about
traffic
control,

things
like
that.
So
I
think
really
that
maybe
where
it
starts.

In
terms
of
that
specific,
a
question
is
trying
to
coordinate,
trying
to
make
sure
there's
some
clarity
between
the
Cranston
police
and
Providence
police
as
to
where
they're
directing
traffic,
because
we
want
to
make
sure
they're
not
directing
a
flood
of
traffic
onto
a
Cranston
side
street.
That's
going
to
cause
an
headache
for
those
neighbors
well.

Councilman
we
have
had
our
traffic
engineer.
Our
public
works
director
out
monitoring
the
traffic
flow.
We've
had
added
officers
from
the
Traffic
Division
in
the
police
department.
We've
also
had
to
ask
our
Traffic
Division
to
spend
extra
time
in
the
area,
because
there
are
reports
of
things
like
speeding
and
stop
sign
violations.
So
we've
been
monitoring
it.
We've
been
trying
to
enforce
traffic
regulations
just
to
do
it.

follow

John's

think
that
you
know
living
in
that
area.
The
traffic
once
school
is
out
is
much
better
than
when
school
is
in
session.
When
Park
View
is
in
session,
and
so
the
summer

be
kind
of
a
calm
period
and
then
the
problem
will
rise
again,
I
think
in
September,
so
I
think
if
we
could
get
people
are
fewer
people
driving
their
kids
to
Park
View.
That
might
help
the
situation
a
lot
and
I
don't
know
exactly
how
to
do
that.

went

mayor
to
the
first
meeting
that
we
had
down
the
pock
view
and
councilman
McCauley
was
there
as
well
as
council,
Mulaney
and
Councilman
psychos,
and
we
listened
to
about
300
people
in
the
audience
voice
their
opinion
on
this
the
next
day
as
it
was
supposed
to
open
it
range,
so
they
stopped.
They
didn't
put
the
the
lines
down
because
of
the
rain.

went
back
again.

next
day,
I
had
a
sign
made
up
in
my
garage,
saying:
one-way,
do
not
go
one
way
and
before
I
knew
it.
I
had
10
women
with
signs
with
me
and
we
stayed
there
for
a
couple
of
days
and
school
was
in
session
that
channel
10,
12
and
6
all
showed
up
and
I
asked
mayor.
Laws
are
on
channel
12
if
he
would
at
least
reach
out
to
sit
down
at
the
table
to
talk
to
us
about
it.

from
my
perspective,
as
I
saw
an
increase
in
Cranston
police
patrol
I
saw
the
DPW
director
of
mr.
Mason
come
by
and
stop
and
look,
and
just
from
my
own
observations.

saw
traffic
backed
up
from
POC
view
to
lauric
Avenue
for
at
least
10
to
15.
Minutes
in
the
alternate
routes
were
cutting
through
the
Cranston
neighborhood
side
of
Roger
Williams
Park.

their

safety
services

problems

can't

through

get

the

anymore

few

telling

mayor

support
the

stories

mayor,

trap

cares

loves

city

people
in
it

you
support
the

endorsement

administration

corruption

finance
director,

don't
think

don't
think
it's
appropriate

name
a
building
after
him,

voting
no

city

votes

any
elected
official
in
the
city,

he
has
my
unendorsed
support
and

can't
think
of
anything
more

25,000
votes
in
the
favor
of
one
person
in
this
city

show
that
the
people
still
love
trust
council
knock
it
off.

for

guns

meetings

held
for
public

the
study

the
General
Assembly.

have
no
problem
voting

fine
pieces
of
legislation

gonna
say
that's
and
it
is
what
it

agree

Lanny's
legislation,

problems
with

can
see
why

don't
like
it,

think

it
sets

precedent

vote

of
legislation

minority

was
there

1974

50-year
abandonment

which
is
the

They
automatically
became
the
property
of
the
people
of

this
stuff

difference

take
these
things

play
with
at
reenactments,
which
is
an
insult
in
my
opinion,

every
veteran
who
ever
served
in
Cranston
and
Rhode
Island,

and
think
about
this
for
one
minute.

all

you
have
one
of
the
branches
of
the
military
dismantling
of
veterans
or
approving
to
dismantle
a
veterans
monument
that
is
outrageous,
but
the
cannonballs
as
I

are
worth

$1,500

1845
cannon
barrels
are
worth
about:
$60,000
apiece
and
the
18:36
cannon
barrel,
which
is
an
extremely
rare
prototype
of
what's
called
the
Mordecai
system,
cannons
previous

Civil

worth
estimated
conservatively
about
a
hundred

fifty
thousand
dollars.

our
descendents
of
Civil
War
veterans
and
officers
and

cannons
were
put
on
the
monument
by
the
veterans
of
the
Civil
War
in
1924,

spanish-american
war
veterans
and
the
World
War

opinion,

a
concerned,
citizen

Guard

insisting

they
will
turn
over
two

the
three
cannons
if
you
can
insure
them?

they

the
right
to
insist
on
that,
because
it's
your

can't
tell
you
what
to
do
with
your
property,
the

about
the
third
can
and
the
most
valuable
