stellar
employee

with

city
for
a
long
number
of
years.

lynn
fernie
who's
sitting

been

city
for
well
over
40
years,
and
we
can't
thank
her
enough
for
her
years
of
dedicated
service,
her
commitment
to
pursuit
of
excellence

her
position
as
a
senior
planner
for
the
city
of
cranston
in
our
department
of
planning,
but
most
importantly,
lindstern
one
of
those
individuals
who
always
goes
above
and
beyond
her
job.

things
that
I
love
about,
lynn
is
she's,
always
always
making
sure
that
she
tries
to
preserve
the
integrity
and
history
of
our
city,
whether
it's
you
know
her
historical
work
in
that
planning
position

historical

commission
and
everything
else.
She
really
has
always
gone
above
and
beyond
her
normal

senior
planner,
and
I
always
feel
that
it's
important

that
she

her

absolutely

wealth
of
historical

and
knowledge

he
provided
me

guidance

support

canvassing
department
and
the
canvassing
staff
are
greatly

debt

illinois,

campuses

shoes
to
fill.

appointment
is
to
replace
a
board
seat

by
a

honorable

This
change
in
the
ordinance
in
the
council's
line
for
its
auditor.
Currently,
the
auditor
is
required
to
have
a
cpa.
The
biggest
issue
that
we've
run
into
over
the
last
year
with
the
prior
order
is
that
most
orders,
most
cpas,
are
doing
taxes
in
the
month
of
april
march
they're
preparing
for
taxes
and
in
may
they're
starting
their
corporate
taxes
for
the
council.

Our
budget
season
is
april
may
and
june.
It's
difficult
to
find
a
full-fledged
cpa
to
do
the
position.
So
after
talking
with
some
people
in
providence
on
the
council
and
different
councils
on
what
they
do,
most
councils
actually
don't
have
an
internal
auditor
anymore.
They
have
more
of
a
budget
analyst.
Someone
that
can
do
forecasts
do
financial
analysis.
Look
at
head
count,
figure
out
how
much
it
costs
for
the
head.
So
in
looking
at
the
vacancy
we
currently
have
in
the
auditor
position,
I
talked
with
some
members
of
the
administration.

with
some
members
of
the
council
and
felt
it
would
be
easier
to
get
someone
that's
more
financially
analytically,
driven
than
a
true
full-fledged
cpa,
so
I
submitted
this
and
the
finance
committee
talked
about
it
and
I
put
it
here
now
before
the
council
with
that
I
will
take
back
the
governor
from
the
council.

it

cut

the
time
that
they
have
available
to
do
the
job
correctly
and

analyst.

that
the
education
experience
of
the
individual
they
could
be
in
corporate
accounting

not
really
a
practicing
cpa
and
still
have.

think

job
has
changed

think
that
we
need

do

better
job
forecasting
and
seeing

future

planning
the
economic
development

future

think
we're
lowering
our
standards
at

would
be
required

master's

some

cfa
which
is
probably
more
difficult

pass.

We
removed

cpa
language.
There
was
no
initial
language

there.
That
said
bachelor's
degree,
because
I
think
it
was
probably
assuming
that
you
had
a
cpa.

had

preceding

omission
on
our
part
that
we
probably
should
have
specified
that
they
needed
a
college
degree.

change
so
it'll
be
easier,

find
someone

we

build

these
people
die.
They
didn't
leave
errors,
it's
very
complicated

these
cemeteries
basically
have
no
mothers

no
fathers

nobody
wants

take
responsibility

liability
for
them.

we

looking
into
this

trying

determine
what
the
city
can
actually

terms

cemetery

state

the
major
developments

happening

we
as

city

and

started
the
cemetery,

biggest
case

you
is
the
oakland
cemetery
over
on
broad
street.

gigantic
cemetery

right
now

don't
know,
what's

happen

it,

person

the
family
who
owns
that
cemetery
there's
no
errors.

caretaker.

doesn't

resources

care
of
the
cemetery,

something

would

has

well-being

children

same
quality
that
currently

construction

big
box
store

affect

already
congested

will

diminish

look

feel

entire

negatively
impact

quality

a
decrease
in
property

box
development
is
away
from
residential
areas.

cats

live
down
toxic
neck,

which
has
broken
into
my
family's
home

times
the

recent
time
being
this

saturday
october
14th

cat
severely
injured
our
domestic
cat,

week
I
just
get
upset
because
we

have

six
week
old
infant
at
home.

vaccination

has

illegal
in

about
the

city

and
crimes
and
police
department
properly
dealing
with
these

look
at
the
city
ordinances
that

with

nuisance

vicious

geared
towards
wild
dogs
versus
cats.

issues

Lately
we
have

number

members

not
been
reappointed

missing

was
another
thing
that
we
regularly
see

led
sign
issues.

that

was
an
ordinance
that
there
was
a
group
that
had
drafted
of
council
members
that
that
has
not
been
enacted.
Yet
I
just
thought
that
I'd
come
before
you

ask
you
to
push
forward
with
that,
and

cumberland
farms

near

dear
to
my
heart,
big
fan

cumberland
farms.
The
intersection
that
the
ordinance
committee

considering
is
a
terrible
intersection.

bad

council
passed

urging

study

stood

lead

had

their
plans
for

entities
and
whether

impact

because
you
don't
obviously
want
to
stop
construction,
do

traffic
study

find
out

waste

say
give
my
extreme
thanks
to
lynn
fernie
for
her

instrumental

helping
us
get
off

ground
after
a
number
of
years
of,
say
a
hiatus
of
the
council
and

helping

things
up

running

So
I
will
not
bore
you
by
reading
out
the
entire
report,

I

just
like
to
go
over
basically
paraphrase
portions
of
it,
so
that
we
understand
our
main
goals
as
well
as
to
hit
a
few
points
that
are
very
important
to
us
in
the
next
few
years.

support.
There
is
a
statewide
initiative
across

the
cities
and
towns

the
state

provide
a
tax
break

the
property
that
the

maintain
those
cemeteries
and-
and
our
commission
does
strongly
support
any
such
measure,
which
would
be
presented
to
this
council.

working
strongly
to
attract
volunteers
through
various
means
we
are
pursuing.

are
using
social
media
and
networking
print
and
electronic
means
in
order
to
obtain
volunteers
and
build
our
database,
and
they
it
is
showing
some
success

working

keep
continuing
growing.

we
have
seven
active
members

the
commission,
three
of
which
are
determined
by
the
ordinance

one
of
which
only
regularly
shows

bylaws

revision

membership

for
example,
public
works
rather
than
parks
and
rec,
and

opening
up

membership

a
greater

streamlining

trying
to
get
appointment,
letters
to
proper
personnel

am
familiar

which
is

run

chaired
by

malcolm

also
the
chair
of
the
state
commission
appointed
by
the
governor,

basically

appointment
by
mayor
ratification
by
the
city
council
for
all
members
and
the
final
major
issue
that
we're
looking
to
move
forward
with
is.

also
include
something
like
regular
maintenance
of
cemeteries
that
are
not
adopted
by
people
being
able
to
pay
landscapers
to
maintain
those
on
a
somewhat
regular
basis,
and
then
the
large
one
is
if
we
could
actually

enough
funding
long
term,
maybe
actually
doing
something
about
roger
williams,
mausoleum,
which
I
know
has
been
a
nice
or
for
both
the
city
and
the
state,
and
we
would
like
to
try
and
see
if
you
can
find
a
way
to
re-enter
those
individuals
that
are
abandoned
there.
So
currently,
that
process
is
working
its
way.

been
working
closely
with
boy
scouts,
random
volunteers
throughout
the
city,
private
property
owners,
and
then
I'd
like
to
just
mention
in
regards
to
mr
pikowski.

I
said,
almost
half
of
our
cemeteries

abandoned.

is
our
job
to
take
care
of
all
the
cemeteries
in
the
city.
Unfortunately,
half
of
them
are
privately
owned,
so
we
always
have
to
work
with
the
property
owners.

But
as
far
as
the
cemetery
commission
stands-
and
this
is
all
the
way
up
through
the
state
commission-
we
are
the
foster
parents
of
those
cemeteries
and
is
our
responsibility
to
take
care
of
them.
I
I
do
understand.
There
are
issues
with
liability
and
we
don't
ever
want
to
step
on
toes.
We
don't
want
to
tell
the
city
what
they
need
to
do.

That's
definitely
not
our
place,
but
if
we
would
be
able
to
have
the
funding
long
term,
we're
not
expecting
it
from
the
city.
That's
way
too
much
money
to
be
asking
for,
but
instead
through
non-profit
status,
we'd
be
able
to
hopefully
resolve
that
long
term,
and
so
we
will
continue
to
do
this
kind
of
work
on
those
unless
we
get
an
order
from
the
law
department
to
stop,
because
it
is
imperative
that
we
take
care
of
those
who
have
come
before
us

digging

for

this

a
state
issue.
The
state
legislature
has
not
talked
about
this.
I
don't
know
that
we
have
the
influence
or
the
ability
to
move

state
legislature
in
that
direction.

direction
is

continue
to
put
it

month

month

comments

the

of
comments
were
made
about
this
being
a
state
issue

it
is.
This
has
come
before
this
body
seven
times
the
first
month
it
was
debated
and
the
motion
of
table
was
made
after
that
debate.
It
sat
on
the
table
for
three
months.

I
didn't
like
the
last
state
law
that
we
were
discussing.
I
didn't
like
the
way
it
imposed
fines
and
what
it
did.
I
didn't
like
how
it
was
being
introduced.
It
wasn't
being
phased
in.
There
were
flaws
with
that
law
and
if
they
release
a
law
in
january,
when
they
get
back
to
business,
that
makes
sense.
