resolution
in
support
of
the
Ocean
State
climate
adaptation

resilience
bill.
It's
House

last
year.

debate
greatly
appreciates
the
City
Council's
support
of
this
resolution.

could
include
coastal
projects,
but
in
a
city
like
Cranston,
the
majority
of
the
resiliency
projects
would
be
along
your
rivers
and
streams
like
the
Pawtuxet,
the
Pocasset
and
the
mashanda

Brook
area,
so
we're
currently
working
with
the
city
on
a
couple
projects
that
are
ideal
poster
child
resiliency
projects,
removing
infrastructure
at
Road
ends
that
end
along
the
Patuxent
River,
some
of
the
rope
homes
along
Perkins
Ave
that
were
taken
down
after
the
2010
floods.
That
infrastructure
still
exists.
It
still
causes
stormwater,
runoff
and
erosion
into
the
Patuxent
River.

establishing
this

statutes

program

allow

access
long-term
fixed-rate
non-recourse
financing
not
only
for
solar
but
for
energy
efficiency,
resiliency
so
think
like
battery
of
storage
and
backup,
as
well
as
water
efficiency
and
again
commercial,
which
includes
host
the
worship,
nonprofits
and
other
items.

the
financing

opportunity

businesses
to

the
financing

secured

banks

if
you're
a
manufacturer-
and
you
want
to
make
improvements
to
kind
of
your
facility,

energy
components
of
your
facility
reduce

energy

CPAs
to
do
that,
while
opening
up
your
keeping
your
existing
credit
lines
open
to
make
revenue,
make
investments
in
revenue
generating
items.
So
because
it's
a
municipal
assessment,
it's
you

non-recourse,
some
accountants
considered
off-balance
sheet,
that's
what
we're
seeing
across
the
nation
again.
This
is
a
program
in
Rhode
Island,
but
it's
it's
a
nationwide
option.

to
a

smallest
project
we've
done
is
around
$80,000

nonprofit
homeowner
education
facility,
where
they've
upgraded
their
hv8.
They
had
actually
added
heating
and
cooling
to
the
third
floor,
so
they
could
make

space.
We've
done
two
and
a
half
million
dollars
to
a
large,
prominent
hotel
and
the
city
of
Providence
to
do
energy
efficiency,
improvement,
HVAC
and
lighting.
We're
also
part
of
the
broader
Providence
Public
Library
improvement
as
well.
So.

Next,
we
have
a
resolution
encouraging
around
us
to
participate
in
these
2020
census
and
be
counted
that
is
sponsored
by
council.
President
Farina
received
an
email
from
director
Garcia
asking
asking
we
put
this
out.
It's
a
very
important,
never
be
counted
in
the
census.
I
urge
passage,
obtain
a
motion
to
approve
I,
have
a
motion
in
a
second
under
discussion.

we're
on
the
topic
of
the
census,
I
support
the
I
support
the
ordinance
of
the
resolution,
I
also
think
that
the
city
knows
where
you
start
to
think
about
the
budget.
We
do
need
to
think
about
allocating
funds
and
in
our
own
municipal
budget,
to
ensure
that
everyone
gets
counted.
Particularly.
You
know,
sections
of
board
one
parts
of
for
two,
but
predominantly
the
northern
section
of
Ward
3
they're
all
hard
to
count
communities
and
you
know
there's
a
lot.

be
responsible

budgeting,

budget,

definitely
during
budget
sessions.

we
feel
it's
something
that
we
should
add,

review

figure
out

we

is
something
that
you're

passionate

develop

plan

council

needs

knows
the
travel
of
this.
It
started
out.
We
were
looking
at
some
of
the
part-time
workers
at
the
library,
and
a
couple
of
things
have
happened
in
the
meantime,
one
of
which
you
know
I
asked
for
legal
opinions
from
both
the
library
council
and
the
City
Council's
of
the
city,
the.
As
you
know,
the
attorney
for
the
library
said
that
we
have
no
authority
whatsoever
there
and
something
just
stuck
in
my
mind
that
we
didn't
I
didn't
think
that
we
had
the
right
to
do
this.

It's
not
the
money
is
of
no
consequence,
especially
now
the
state
just
passed
on
a
minimum
wage
law
of
$11.50,
so
that's
binding
on
every
city
in
the
state.
But
the
other
thing
that
happened
on
January
31
was
a
state.
Supreme
Court
came
down
with
a
decision
in
kmw
automotive
versus
the
town
of
Barrington
and
it
kind
of
took
care
of
two
things,
but
it
struck
down
their
tobacco.
They
filed,
they
did
a
tobacco
warden,
it's
similar
to
what
we
were
contemplating
and
luckily
I.

Don't
think
we
passed
that
that
ordinance,
because
the
the
state
Supreme
Court
said
that
the
cities
have
no
authority
whatsoever,
look
to
and
get
themselves
involved
in,
a
state,
primarily
state
function.
The
state
constitution
doesn't
permit
certain
things
to
be
done
by
the
municipalities.
The
same
thing
I
think
applies
here.

was
pretty
clear
if
it's
something
that
the
state
primarily
governs,
then
the
city,
towns,
cities
and
towns
do
not
have
authority
to
make
laws
that
could
contradict,
could
amend
and
I.
Think
that
you
know
I
know
that
I
haven't
had
a
chance
to
talk
to
mr.
vernuccio,
but
in
order
mr.
shabam,
but
I
think
that
they
would
agree
after
reading
this
case
that
that
there's
it
would
be
void
the
minute
we
pass
it.

minimum
wage

states
do

think
this

clearly
something

I

never
done

believe

other
city

tried

be

conversations

Labor

training,

we're
setting
wages
for
our
own
business,

by
state
law.
Again
I'm,
not
an
attorney

Pretty
confident
on
this

setting
our
own

setting
the
wages
for
our
own
employees,

not
imposing
that
on

private

state

Rhode
Island
preempts
a
given
field,

tobacco,
alcohol,

towns
and
cities,
cannot
enact
anything
in
contravention
or
the
contradicts
state
law.
Unless
the
state
specifically
grants
what
we
call
enabling
legislation
to
the
cities
and
towns.

This
particular
Supreme
Court
case
the
town
of
Barrington
case
I.
Think
I,
remember
when
this
was
in
the
Superior
Court
regarding
tobacco.
Now,
there's
no
question
that
with
tobacco,
the
the
state
has
occupied
that
field.
So
that's
fairly
easy.
As
far
as
drawing
an
analogy
between
the
tobacco.
In
what
we're
talking
about
here,
minimum
wage
councilman,
Viki
Oh
makes
a
point
that
perhaps
that
the
the
city
is
overstepping
its
authority
by
attempting
to
contradict
what
the
state
says.

If
the
city
were
to
say
we're
going
to
make
our
minimum
wage
nine
dollars
an
hour
well
clearly
that
would
be
a
problem
because
the
state
has
mandated
it
has
to
be
I
guess,
as
of
a
recent
date,
1150
an
hour
I'm,
not
so
sure
that
that
is
a
prohibition,
though,
on
the
city
exceeding
the
minimum,
that's
required!
You
can't
go
below
the
minimum,
but
you
may
be
able
to
go
above
that
minimum
one
moment.

I
said,
the
analogy
between
tobacco
and
this
situation
there's
somewhat
of
an
analogy,
but
you
know
tobacco
affects
interstate
commerce
as
this
alcohol,
whereas
this
is
purely
a
local
issue
and
as
councilman
Donegan
did
point
out,
it
would
be
a
much
different
matter
if
this
council
was
attempting
to
say.
Okay,
all
businesses
in
the
city
of
Cranston
have
to
pay
$12
an
hour.
That
would
clearly
be
ultra
vires.

clearly
be
in
contravention
of
state
statute,
but
because
it's
limited
to
the
city
and
because
it
doesn't
go
below
the
threshold
and
is
above
it
I'm.
Not
a
hundred
percent,

and
I'd
have
to
look
into
it

little
bit
more.

wanted
me
to,
but
I
think
it
might
pass
muster,
but
I'm
not
I'm,
not
certain
about
that.

logic

power

had

opportunity
about
a
few
weeks
back
I
met
with
some
students
at
at
Eden,
Park,
School
I'm,
sorry,
not
even
Park,
one
of
the
elementary
schools
I.
It's
escaping
me,
I
apologize
and
we
were
talking
about
the
plastic
bag
band
that
we
passed
about
a
year
ago
and
they
really
wanted
to
get
involved
in
the
process.
And
how
can
they
help
make
a
difference?
And
one
thing
that
we
thought
about
was
designing
reusable
bags.

would
help
then
kind
of
get
the
word
out
and
get
the
public
in
the
cydia
as
a
whole
engaged
as
we
move
forward
towards
the
July
1st
deadline,
and
so
what
I
was
thinking
and
if
it's
a
terrible
idea,
I
trust-
you
all
say
it,
but
that
perhaps
you
know
we
could
engage
with
the
schools
and
get
some
of
the
kids
to
design
or
or
to
put
forward
a
design
for
a
reusable
bag
that
we
could
then
make
available
in
the
library
at
City.

I'm
gonna
ask

think
this
is
a
noble
idea.

If
you
look
up
how
much
the
bags
would
cost
I
think
the
design
is
the
easy
part
figuring
out
how
much
the
cost
is,
and
then
we
could
see
if
we
can
allocate
some
funds
to
order
the
council's
to
buy
bags
to
have
it.
The
libraries
in
different
locations
I
think
it's
a
good
idea.

want
to
make
sure
we're
not
overextending
the
little
line,
and
we
have
I
mean
if
we're
talking,
I
think
32,000,
that
that
funding
is
going
to
school
schools
to
help
offset
some
costs
of
here
and
field
trips
that
we
put
in
the
budget
at
the
end
of
last
year.
I
have
no
issue,
though,
with
with
allocating
the
rest
cuz,
we
did
have
some
funds
that
we
put
in
for
the
sounds
for
the
systems.

some
money
in
for
the
TV
they
were
not
going
to
buy,
so
there
could
be
some
money
in
there.

just
I
think
if
we
get
an
impact,
it'd
be
a
noble
cause
that
we
can
really
try
to
drive
some
engagement
with

youth
of
our
city.
Maybe
we
could
make
a
competition
out
of
it
and
you
know
do
something
for
the
winning
student
and
an
else
council
boffin's.

Has
been
up
for
maybe
going
on
a
week
or
two:

it's
been
reported
and
it's
once
it
hits
once
it's
going
to
continue
and
that
area
seems
to
be
a
target
lately
we
saw
it
on
the
church
we've
seen
in
a
sir
on
the
Bertos
restaurant
now
on
Ruth's
lingerie.
So
it's
it's
moving
around
that
area,
so
if
we
could
maybe
an
increase
some
patrols
on
it
with
Public
Safety,
but
also
get
the
business
owners
to
get
rid
of
it.

are
for

There
was
a
tree
down
in
the
windstorm
and
the
playground
on
Preston
Street
and
function.
Rent
got
too
quickly
for
the
residents,
and
then
I
was
speaking
to
some
residents
today
in
the
wood
Ridge
neighborhood,
and
they
requested
some
more
wood
chips
for
the
Wood
Ridge
school
playground.
So
if
you
can
pass
them
on
to
direct
the
laboratory,
I
would
appreciate
it,
but
I

pride

dumpsters

clean

out

small

how

could

walk
in

place
it
was.
