of
some

needs.
We
have
it
for
playgrounds.
A
glaring
one
is
the
wood
fiber
mulch.

We
are
in

process

targeting
the
three
most
needy.
We've
measured
most
of
the
playgrounds
in
the
last
two
weeks
to
get
the
cubic
feet
and
they
will
be
addressed
accordingly.
The
three
we're
targeting,
I
believe,
is
doric
commercial
due
temple.
That
might
be
a
fourth
I'll
be
meeting
with
some
mulch
people
this
week
to
get
a
plan
on
that,
whether
we're
going
to
buy
it
all

once

deliver
it
per

or
do
it

components

the
neighborhood

the
area.

trolleybarn,
unfortunately,
has
not
been
able
to
reach
the
same
type
of
viability
as
the
narragansett
brewery
parkade
site,
and
we
have
recently
now
been
able
to
finally
breed
some
life
into
this
project
with
the
proposal.
That's
before
the
board.

Seen
over
the
course
of
time
how
the
parcel
across
the
street,
which
is
also
part
of
narragansett
brewery
park
aid,
I
think
many
people
don't
realize
how
large
that
that
parcel
is
because
it
goes
from
cranston
street.
All
the
way
to
all
goes
from
one
side
of
kansas
street,
where
the
what
was
the
hamilton
building
all
the
way
across
to
almost
providence
and
incorporates,
along
the
way,
a
very
large
pond.
It
also
incorporates
in
the
texas
roadhouse
and
then
incorporates
what
is
now
achievement
first
charter
school
and
then
incorporates
the
cranston
police
department.

This
is
the
final
piece
of
that
puzzle
and
what
we're
proposing
before
the
planning
board
and
what
we're
asking
this
council
to
do
is
to
rezone
that
section
of
property,
which
is
about
6.9
acres
and
to
rezone
it
from
its
current
designation
to
a
c4
designation
and
that
allows
for
the
mixture
of
uses
that
we're
proposing
with
this
site,
which
is
going
to
be
a
35
000
square
foot,
retail
warehouse
distribution
facility,
a
5500
square
foot,
convenience
store
gas
station
and
then
two
smaller
pad
sites,
one
for
fast
food
and
the
second
for
a
bank.

The
idea
is
for
all
of
it
to
be
encompassed
on
one
property.
The
the
focus
of
this
lot
is
going
to
be
what
we've,
what
we
have
been
able
to
acquire
as
a
tenant,
which
is
the
order.

What
autozone
has
been
doing,
as
I
think
many
retailers
have
started
to
do
and,
as
you
probably
have
recognized-
and
it's
been
expedited
by
way
of
covet-
is
the
distribution
centers
have
become
an
important
part
and
autozone
is
no
different
and
what
autozone
has
done
is
they
have
designated
one
location
within
particular
areas
as
their
main
distribution
hub?
If
you
will
and
cranston
has
been
designated
as
such-
and
this
is
the
location
for
it,
which
I
think
is
which
is
is
a
benefit
to
both
the
community
and
to
the
state
of
the
large.

So
the
building
itself
is
is
is
going
to
be
a
typical
autozone
and
one
of
the
elements
that
we've,
in
addition
to
the
change
in
zone
in
our
ordinance,
we're
also
requesting
some
change
in
signage.
The
existing
ordinance
would
only
allow
us,
essentially
30
square
foot
sign
and
for
a
building
of
this
side
this
size
and
for
the
location
of
the
building,
the

signage
that
we're
asking
for.

that
the
signage

be
permitted
to
us-
I
really
wouldn't
be
adequate,
so
we
initially
asked
for
a
signage
of
about
250
square
feet,
and
that
was
part
of
a
robust
discussion
with
regards

signage

planning
board
and
we've
agreed
to
reduce
the
signage
to
100
to
150
feet
which
essentially,
a
sign.
That's
30,
feet
width
five
feet
in
height,
giving
us
150
square
feet.
If
you
go
back
to
the
narragansett
brewery,
parkade
site,
you'll
see
that
the
signage
is
there
and
many
of
those
buildings.
For
example.

Recently
the
zoning
board
granted
relief
for
signage
at
the
edge.
It's
the
edge
physical
fitness
or
I
may
have
that
wrong.
But
it's
a
large
sign.
It's
significantly
larger
than
what
is
being
proposed
here,
also
stop
and
shop
in
the
narragansett
brewery.
Parkade
site
has
a
much
larger
sign,
as
does
lowe's,
as
does
bullertin
coat
factory.
So
we
we
think
this
sign
is
comports
with
the
general
character
to
surround
the
area
and

obtrusive
with
respect
to
this
location,
this
site
and
the
planning
board
agreed
with
that
determination.

this
project,
as
you
may
know,
started
as
a
as
a
major
land
development
project
which
requires
review
from
the
planning
board.
We
did
obtain
that
review
from
the
planning
board
as
part
of
the
major
land
development
project.
It
did
receive
conditional
master
plan
approval,
subject
to
this
council's
review
of
our
zone
change.
What's
before
you
are
two
particular
ordinances.
One
ordinance
is
for
amendment
to
the
comprehensive
plan
that
amendment
to
the
comprehensive
plan
accompanies
the
zone,
change
which
is
the
second
ordinance.

The
second
ordinance
accomplishes
the
zone
change
and
it
also
accomplishes
the
signage
request.
The
site
plan
has
been
denoted
and-
and
I
have
with
me
on
why
she
mentioned
virtually-
I
have
with
me
the
engineer
from
dupreet
engineering,
dana
nisbet.
She
can
put
the
plan
up
for
us
and
kind
of
walk
to
the
pro
the
plan
set.
If
that's
what
the
board
wishes,
I
also
have
joe
lombardo
who's
our
expert
with
respect
to
the
comprehensive
plan,
as
well
as
to
the
zone
change.

So
with
that,
if
the
board
has
any
questions,
I'd
be
more
than
happy

walk
through
our
our
site
plan
proposal,
our
layout,
both
traffic
layout
internally
and
externally,
and
also
have
our
engineer
testify
with
regards
to
our
site
layout,
I

the
council
meeting
all

our
experts
available

that
we
can
essentially
go
through
this
project
from
beginning
to
end.
It's
been
a
significant
development
where
the
applicant
has
really
gone
above
and
beyond
the
requirements
for
master
plan.

For
example,
the
planning
board
requested
a
a
traffic
report
which,
as
you
may
know,
is
not
usually
done
at
that
master
plan,
but
we
had
no
issue
in
producing
that.
We
also
paid
for
a
peer
review
that
was
done
by
fuss
and
o'neill
and
fuss
o'neil.
It
also
reviewed
our
traffic
report.
We
had
also
brought
the
project
to
the
city
of
providence
because
of
the
location
of
the
project
and
because
of
some
of
the
other
improvements
going
around
the
area,
specifically
with
respect
to
the
bike
path.

City
providence
had
some
wanted
to
ensure
that
we
could
incorporate
some
of
the
thoughts
and
processes
that
they
have
been
developing
with
regards
to
that
bike
path,
and
we
were
able
to
do
that
and
that's
been
incorporated
in
our
plans,
so
the
positive
recommendation
was
provided
by
the
planning
board.
Positive
staff
recommendation
was
provided
by
your
planning
staff.
Paying
approval
from
the
planning
board
was
also
granted
conditionally.

With
regards
to
the
master
plan,
peer
review
has
reviewed
the
traffic
study
and
found
our
traffic
report
to
be
acceptable
and
viable,
and
I
think
the
uses
will
be
something
that
will
accompany
kind
of
be
a
good
synergy
with
respect
to
the
locate
local
area.
One
final
point:
there
are
residences,
as
you
know,
in
front
of
this
parcel,
and
I
think
the
board
also
knows
that,
based
on
the
zoning,
those
residences
are
non-conforming
uses.
That
area
is
also
zoned
special
zoning.

It's
also
part
of
the
industrial
zoning,
and
so
we
think
that
this
site
really
kind
of
comes
together
in
forming
more
continuity
along
cranston
street,
and
that
is
more
identified
in
mr
lombardo's
report
and
again
we
can
prepare

you

was,
if
I'm
not
mistaken,
a
negative
finding,
but
from
the
planning
staff,
with
respect
to
the
issue
of
the
gas
pumps
being
located
a
hundred
feet
away
from
the
four
residential
home
three
family
homes,
and
that
was
eventually
withdrawn
from
the
recommendations
by
a
motion
that
was
voted
for
approval
to
withdraw
that
section
at
the
meeting.
But
what
I
was
looking
to
hear
and
didn't
was
an
opportunity
for
you
to
at
least
address
was
that
even
explored
as
a
possibility?

If
you
see
the
site
plan
they're
located
right
off
of
cranston
street,
they
meet
all
the
dimensional
regulations
and
requirements
of
your
code,
so
they're
perfectly
situated
as
far
as
code
compliance,
but
one
of
the
issues
that
the
staff
had
was
more
aesthetic
purposes
with
respect
to
flipping
the
building
and
the
gas
pumps
so
that
the
building
would
be
facing
cranston
street
and
the
gas
pumps
would
be
to
the
rear
of
the
of
the
building
kind.
Of
keeping
more
of.

I
know,
as
I
noted
earlier,
the
continuity
planning
board
thought
that
that
was
an
excessive
request,
an
excessive
consideration
or
a
recommendation,
and
therefore
decided
to
not
go
along
with
that
recommendation.
But
I
can
tell
you
that
the
developer
and
owner
of
the
property
will
look
into
that.
Whether
the
gas
pumps
are
in
front
of
the
building
or
behind
the
building.
I
don't
think
would
be
a
detrimental
impact
to
the
to
the
business
itself.
I
mean
people
know
it's
a
gas
station,
they
will
know
the
pumps.

Are
there
and
you
know
the
the
proposal
for
this
site
is
convenience
stores,
as
you
probably
can
imagine,
are
starting
to
slowly
become
obsolete,
and
so
this
proposal
here
it's
it's
a
larger
than
your
usual
convenience
store.
It's
a
5500
square
foot
convenience
store
and
it's
really
going
to
be
marketed
more
as
a
market
as
opposed
to
a
convenience
store
with
gas
being
a
secondary
use
as
opposed
to
a
primary
use
and-
and
that's
also
in
preparation,
for
you
know
the
ultimate
elimination
of
gas.

I
mean-
that's
probably
not
going
to
happen
in
my
lifetime,
but
it
may
happen,
and
so
the
the
long-term
range
plan
for
these
types
of
developments
is
to
can
take
that
into
consideration.
So
there's
two
things
that
are
going
to
be
done
there.
One
is
there's
going
to
be
more
effort
towards
a
smaller
marketplace,
with
fresh
food
and
as
opposed
to
just
concessions,
if
you
will-
and
secondly
is
to
also
ensure
that
there's
hookups
for
electric
gas
electric
cars
rather
so
that's
going
to
be
the
other
component.

So
I
know
that's
a
long
response
to
your
simple
question,
but
the
answer
simply
put
is
that,
yes,
we
will
look
into
doing
the
flip.
We
had
discussed
that
with
planning.
We
thought
that
that
was
something
that
we
could
achieve
and
it's
something
that
we
would
be
willing
to
do
and
that
condition
that
the
planning
department
had
put
on
there
was
basically
essentially
asking
us
to
use
best
efforts
to
try
to
see
if
we
could
accomplish
that,
and
I
think
we
can
so.
