Just
to
explain
to
everybody
at
home,
the
council
members
get
sworn
in
by
the
city
clerk
by
charter
around
seven
o'clock,
we'll
be
ceremoniously
sworn
in
during
the
inauguration
ceremony.
But
this
beginning
portion
is
done
by
the
city
clerk.
D
I
believe
so,
but
I
mean
it's
a
short
book
that
I
read
so
I'll
just.
A
E
I
think
we'd
have
council
member
jermaine
a
few
minutes
to
get
logged.
E
Well,
I
see
councilmember
jermaine
in
the
waiting
room.
E

A
D
We're
waiting
for
all
right,
I'm
waiting
for
some
woman.
H
F
He
says
that
her
hand
is
raised
in
the
participants.
D
Okay,
I'm
gonna
have
to
get
started.
If
you
could
all
raise
your
right
hand.
D
Councilman,
okay,
everyone's
there,
you
do
solemnly
swear
that
you
will
be
true
and
faithful,
unto
and
support
the
constitution
of
the
united
states.
This
state
and
support
the
laws
and
constitution
thereof
and
the
homeless
charter
and
ordinances
of
the
city
of
cranston,
and
that
you
will
well
and
truly
execute
the
office
of
which
you
have
been
elected
or
until
another
be
engaged
in
your
place
or
until
you
be
like
legally
discharged
there
from
so
help.
You
god
say
I
do.
I.

What
what
is
the
general
audience
looking
at
just
us,
and
they
can't
see
that
who
else
is
on
I'm
just
curious.
E
They
I
think
they
can
see
who
the
attendees
are,
but
they
probably
just
see
us
or
depends
on
what
settings
they
have
on
their
computer.
If
it's
in
speaker
view,
I
think,
maybe
just
the
speaker
will
pop
up.

Hello,
everybody.
This
is
steven,
I'm
joining
for
my
phone
because
we're
having
some
issues
with
the
camera
in
city,
council
chambers.
If
you
give
us.

It
appears
that
the
inauguration
has
started
based
on
the
facebook,
live
stream,
they're
singing
the
national
anthem
right
now
in
city
hall,
chambers.

O
Council
members,
like
chris
paplowskis
and
councilwoman
modest,
marcus,
bring
a
common
sense
and
community
first
approach
to
our
legislative
process
to
our
general
assembly
members.
I
look
forward
to
working
with
you
in
hopes
that
our
city's
interests
can
be
promoted
and
protected
at
the
statehouse.
O
O
I
am
grateful
that
new
speaker,
joe
shikashi,
has
thus
far
expressed
willingness
to
help
local
cities
and
towns
with
education
in
schools
being
such
a
major
part
of
my
adult
life.
I
look
forward
to
working
with
the
school
committee
and
superintendent
on
ensuring
proper
funding
and
the
renovation
and
modernization
of
our
school
buildings.
O
O
O
O
Hope
not
only
can
help
make
a
tough
present
situation
more
bearable,
but
it
will
eventually
improve
our
lives.
Envisioning.
A
better
future
motivates
us
to
do
what
we
can
do
to
make
it
happen.
We
all
need
to
have
hope
for
a
better
transition
and
better
personal
lives
as
the
availability
of
all
vaccines
and
therapeutics
increases.
O
O
O
O
O
O

O
O
O
O
O
O
It
might
be
a
high
school
football
game
on
a
friday
night
or
a
neighborhood
playground,
or
just
riding
your
bike
with
your
friends.
Those
memories
and
times
are
what
I
cherish
as
a
resident
as
a
father
and
as
a
grandfather
as
mayor.
I
want
everyone
to
say
that
we
are
preserving
the
best
of
princeton
while
we
are
creating
new
or
revitalized
neighborhoods,
special
memories
and
opportunities
for
our
next
generation.
O
We
may
be
a
culturally
diverse
community
made
up
of
residents
of
many
creeds
and
ethnic
origins.
We
are
one
people
in
one
city
tonight.
I
swear
enough
to
faithfully
discharge
my
duties
according
to
our
laws.
That
is
the
pledge
that
everyone
in
our
community
can
rely
on
with
confidence.
In
my
solemn
promise.
O
O
O
K
O
O
You
do
solemnly
swear
that
you
will
be
true
and
faithful
until
you
support
the
constitution
of
the
united
states.
The
state
is
supporting
the
laws
and
constitution
thereof
in
the
whole
world
charter,
the
ordinances
of
the
city
of
cranston
that
you
will
well
truly
execute
the
office
on
which
you
have
been
elected.
Q
Now
anybody
who's
heard
me
speak
know
that
I
probably
couldn't
even
say
a
short
amount
of
remarks
without
some
type
of
historical
quotation
and
tonight
will
be
no
different
I'll
give
one
from
winston
churchill
who
was
the
prime
minister
of
great
britain
during
the
second
world
war.

Thank

Congratulations!
Congratulations!
Thank
you
very
much.
Congratulations!
Thank
you.
Thank
you.
So
much
I'd
like
to
deliver
some
brief
remarks
before
we
continue
with
the
business
good
evening,
fellow
cranstonians,
and
welcome
to
the
city
of
cranston
inauguration
ceremony.
E
It
is
an
honor
to
continue
serving
ward
5
in
what
is
now
my
fourth
term
on
the
city
council,
I'm
humbled
to
be
elected
by
my
neighbors
to
represent
our
community,
and
I
sincerely
appreciate
the
members
of
this
body
for
showing
faith
and
confidence
and
electing
me
cranston's
new
council
president,
before
delivering
some
brief
remarks.
I'd
like
to
take
a
moment
to
again
recognize
a
number
of
special
guests
and
community
leaders
in
attendance
on
the
call
tonight.
E
E
I'd
also
like
to
acknowledge
state
treasurer
seth
magazine
former
mayor
traficante,
state,
rep,
brandon,
potter,
walwick,
mayor,
frank,
pacosi,
members
of
the
city
councils
past
and
present
member
of
the
school
committees
past
and
present,
and
also
send
best
wishes
to
mayor
allen.
Fong,
who
I
just
saw
on
social
media,
had
to
leave
mayor.
We
hope
you
are
well.
E
E
E
E
E
Our
world
has
changed
as
you
make
our
way
through
the
next
two
years
of
our
lives.
We
as
a
community
need
to
aspire
to
so
much
more
mayor,
fung
his
administration
and
council.
President
farina
are
leaving
cranston
tonight
in
good
hands
following
years
of
sound
fiscal
stewardship
of
our
city
and
after
having
guided
us
through
the
very
worst
of
the
pandemic.
E
Now
tonight
that
same
mission
becomes
each
of
ours,
and
I
assure
you
we
will
succeed
in
that
mission.
I
want
to
take
a
minute
to
tell
you
a
little
bit
about
what
drives
me.
I
grew
up
in
a
working
class
family
tagging,
along
at
a
young
age,
with
my
dad
and
watching
him
put
in
12
hour
days
for
our
family,
small
business.
E
E
This
is
what
we
signed
up
for
and
it's
what
we
agreed
to
upon
taking
our
solemn
oaths
of
office
tonight,
citizens
of
cranston.
We
are
all
here
for
you
and
we
will
not
let
you
down
the
cranston
city
council
was
no
stranger
to
hard
work.
It
is
perhaps
one
of
the
most
diverse
and
best
representative
of
its
community
in
the
whole
state,
and
it
shows
that
our
city
is
on
the
right
path
towards
government
representation
that
is
truly
reflective
of
our
residents.
E
I
commend
each
member
of
this
body
for
answering
the
call
to
serve
four
council.
Members
are
women
and
I
know
their
representation
on
this
body
will
serve
as
an
inspiration
for
generations
to
come.
Four
members
are
serving
for
the
first
time
and
a
majority
five
out
of
nine
are
serving
their
first
full
term
elected
to
this
body.
E
Council
members,
regardless
of
your
political
party
or
your
background,
or
your
prior
experience
on
this
body.
I
have
no
doubt
that
the
contributions
of
each
and
every
one
of
you,
this
coming
term
term,
will
be
an
invaluable
to
the
residents
of
our
city
starting
tonight.
We
are
one-
and
we
are
all
very
much
in
this
together.
E
I'd
be
remiss
if
I
didn't
mention
the
average
age
of
our
new
council
as
well.
The
average
age
of
our
council
members
is
now
just
over
40.
that
says
to
our
residents
that
our
new
council
is
made
up
of
parents
of
school-age
kids
of
full-time
caregivers
and
of
mid-career
professionals
who
have
actively
chosen
to
make
sacrifices
at
home
and
work
to
serve
the
city
of
cranston
as
council
president.
I
can
promise
you
that
each
of
your
voices,
your
perspectives
and
your
ideas
will
be
heard.
E
I
also
know
that
every
member
of
this
council
wants
the
best
for
cranston
and
has
only
the
greatest
intentions
for
the
city.
We
call
home
whether
we
agree
on
an
issue
or
not.
Let's
promise
tonight
to
always
keep
that
sentiment
at
the
very
top
of
our
minds
as
we
carry
out
the
people's
work
in
this
challenging
new
world,
just
as
the
kovid
19
vaccine
has
brought
hope
globally.
So
too
does
the
potential
and
prospect
of
what
lies
on
the
horizon
for
the
bright
future
of
cranston.
E
I'm
proud
to
represent
ward
5's,
knightsville
neighborhood,
a
jewel
of
rhode
island.
We
need
to
revitalize
ralph
square
and
prioritize
its
growth
as
another
jewel
of
the
city.
I
would
challenge
you
to
find
someone
who
hasn't
driven
down
this
historic
commercial
district
and
not
dreamed
of
what
it
could
be
and
what
its
renaissance
could
mean
for
the
eastern
portion
of
our
city
and
our
entire
state
working
with
mayor
hopkins
administration.
E
We
will
make
that
happen
as
we
emerge
from
the
darkest
times
of
the
pandemic.
This
year.
We
need
to
leverage
our
undoubted
strength
as
a
premier
dining
destination
in
rhode
island.
Our
restaurant
industry
has
suffered
so
much
and
when
the
pandemic
ends,
it
will
be
our
job
to
ensure
our
neighbors
from
across
the
state
know.
E
Our
restaurants
and
small
businesses
bring
so
much
to
our
community,
and
we
will
do
everything
in
our
power
to
get
them
through
this
crisis
to
make
sure
they
continue
to
grow
prosper
and
bring
people
from
across
the
region
to
cranston
more
than
ever.
This
council
needs
to
work
collaboratively
with
an
open
mind
with
our
schools,
with
our
city
school
committee,
our
educators
and
our
parent-teacher
organizations
to
better
the
student
faculty
and
parent
experience,
recognizing
that
a
strong
and
empowered
education
system
is
the
backbone
of
any
flourishing
community.
E
We
also
need
to
to
continue
to
do
the
little
things
right,
we'll
always
be.
Grounded
in
ensuring
our
streets
are
paved.
Trash
is
picked
up
on
time
and
your
concerns
about
the
matters
closest
to
you
are
addressed
as
council
members.
Whether
the
problem
is
big
or
small,
we
must
always
be
a
phone
call
away
for
any
constituent
in
need.
E
Our
dream
for
the
future
of
what
cranston
can
become
won't
become
a
reality
unless
we
also
address
the
many
ways
people
are
struggling
right
now
because
of
the
pandemic.
That's
why
this
council
will
be
holding
a
special
meeting
as
soon
as
possible
to
introduce
language
for
the
creation
of
a
bipartisan
coven.
E
I
mentioned
earlier
that
I
learned
about
hard
work
from
my
dad
and
how
that's
inspired
me
to
look
at
the
city
of
cranston
like
a
family.
Well,
the
council
chambers,
whether
on
zoom
or
in
person,
are
the
city's
family
dining
room
table.
This
is
where
we
figure
out
much
like
a
family
does
how
to
move
forward,
how
to
make
ends
meet
and
how
to
better
our
lives
and
those
of
our
children.
This
is
very
much
the
place
where
we
determine
our
city's
future.
E
Please
know
that,
while
we're
elected
to
make
decisions,
we
also
count
on
all
of
you,
princeton's
residents,
to
serve
the
community
in
any
way
that
you
can.
If
you
have
an
idea,
bring
it
to
one
of
us
or
all
of
us
as
the
council,
we
are
here
to
listen
to
help
and
to
make
a
difference,
but
together
as
a
city,
we
can
accomplish
so
much
more
and
lift
so
many
from
what
has
been
the
darkest
time
in
their
lives.
If
we
only
all
work
together,
that's
what
being
a
community
is
all
about.
E
In
the
most
challenging
of
times,
the
dream
of
a
better
future
is
in
some
far-off
fantasy,
visibly
out
of
reach.
The
dream
is
here:
the
dream
is
right.
Now
the
dream
is
all
of
us
coming
together
to
make
a
real
difference
in
people's
lives.
There's
hard
work
ahead,
tough
calls
difficult
decisions
and
branching
past
forward.
None
of
us
has
all
the
answers
and
no
decision
will
be
made
lightly.
E
All
that
we
can
be
certain
about
is
that
the
only
way
we'll
see
our
dreams
of
a
brighter
future
come
true
is
if
we
all
work
towards
them
together.
I
have
no
doubt
that
collectively,
with
our
community,
we
can
tackle
any
challenges
we
face.
The
marvels
and
wonders
of
the
future
of
our
city
are
only
limited
by
what
we
can
dream
of
together
starting
tonight
right
here
and
now
that
work
begins.
We
will
dream
big
and
we
will
make
cranston
better
together.
E
E
I
recognize
council
member
zully
who
makes
a
nomination.
Do
we
have
a
second.

would

to

Vice

councilmember

you
have
been
a
fixture
on
this
body
for
for
many
years
now,
and
your
heart
is
always
in
the
right
place
for
the
people
of

advocating
for
the
people
of
cranston
and
I'm
just
so
proud
of
of
you
and
all
the
work.
You've
done
and
congratulations
great
job,
sir.

Thank
you
constant

and
the
entire

I'm
truly
humbled
by
this
nomination,
and
I
won't

it
lightly.
I
know
at
times
we're
not
all
going
to
agree,
and
you
know
I'm
going
to
move
on
from
that
and
those
decisions
and
and
obviously
do
what's
best
for
the
city
of
cranston.
K
So
I
truly
appreciate
you
all
supporting
me
and
you
know
I
look
forward
to
working
with
you
all
hand
in
hand
to
get
through
the
remainder
of
this
pandemic,
to
get
this,
as
chris
has
stated
in
his
his
previous
speech,
there's
so
many
people
that
are
struggling,
there's
so
many
people
that
need
to
get
through
this,
and
I
will
be
very
brief
and
just
say
that
I'm
I'm
here
to
do
whatever
is
necessary
with
all
of
you
to
help
the
people
of
princeton.
Thank
you,
mom
and
dad
if
you're
watching.
K
I
love
you
guys
very
much
and
thank
you
for
the
support
of
this
council.
E
I
like
to
state
that
the
rules
committee
will
meet
at
a
later
disc
date
for
discussion
and
adoption
of
the
council
rules
for
the
20
21
23
term.
In
the
interim,
the
city
council
will
continue
with
the
current
adopted
rules
and
entertain
a
motion.
I'd
like
to
I'd
like
someone
to
entertain
the
motion
that
the
president
council
rules
from
the
2019-21
term
shall
stay
in
effect
until
such
time
as
any
amendments
thereto
may
be
adopted
by
the
full
council
upon
a
majority
vote.
K
K
That
motion
made,
can
you.
K
E
So
moved
in
a
second
and
just
to
just
to
clarify
we'll
just
operate
under
the
rules
we
have
now
until
we
call
the
rules
committee
where
we'll
set
new
rules
all
right.
Your
motion
in
a
second
any
discussion.
B
J
K
R
H
E
E
I
apologize
this
is
tough
to
do
in
person,
let
alone
on.
E
D
I
just
texted
stephen
piva,
because
I
I
don't
I'm
not
able
to
let
him
back
in,
but
I'll
keep
my
eye
out.
E
Councilman
brady
welcome
back
die
about
that
all
right.
So,
let's
move
on
to
appointments.
When
we
start
the
appointments,
we'll
make
a
motion
for
for
the
appointment.
That
person
will
be
heard
if
the
person
fails
we'll
go
on
to
a
second
nomination.
First
up,
I
would
like
to
appoint
our
legal
counsel.
H
S
E
We
have
a
motion
and
a
second
for
stephen
angel,
like
I
said
if
this
fails
we'll
take
a
second
nomination.
Any
discussion
on
attorney
angel.
C
G
J
H
H
K
E
Let
the
record
show
that
attorney
stephen
angel
has
been
appointed
to
the
city,
count
to
the
city
council,
legal
counsel,
for
the
point
2021
2023,
subject
to
any
limitations
on
continued
service
imposed
by
charter
or
law.
Madam
clerk,
can
you
let
attorney
angel
into
the
room
or
into
the
webinar
portion,
so
we
can
swear
him
in.
R
E
Okay,
is
there
any
discussion
there
being
none
clerk?
Will
you
please
take
the
role.
G
B
J
H
K
E
H
E
Mr
mr
demaio,
let
the
record
show
that
you
have
been
appointed
to
be
the
council
attorney
auditor,
20,
21
2023,
subject
to
any
limitations
on
continued
service
imposed
by
the
charter.
Mrs
demaio,
please
raise
your
right
hand.
Thank
you.
E
You
do
solemnly
swear
that
you
will
be
true
and
faithful,
unto
and
support
the
constitution
of
the
united
states,
this
state
and
support
the
laws
and
constitution
thereof
and
the
hormonal
charter
and
ordinances
of
the
city
of
cranston,
and
that
you
will
well
and
truly
execute
the
office
of
which
you
have
been
appointed
or
until
another
be
engaged
in
your
place
or
until
you
be
legally
discharged
there
from
so
help
your
god.
I
will
congratulations.
E
F
President
pabloskis
I'd
like
to
nominate
nicholas.
H
E
List
has
been
nominated
for
registrar
and
seconded.
Are
there
any
discussion.
B
H
S
K
E
E
You
do
solemnly
swear
that
you
will
be
true
and
faithful,
unto
and
support
the
constitution
of
the
united
states.
This
state
and
support
the
laws
and
constitution
thereof
in
the
home,
ruled
charter
and
ordinances
of
the
city
of
cranston,
and
that
you
well
and
truly
exit
the
office
of
which
you
have
been
appointed
or
until
another
be
engaged
in
your
place
or
until
you
be
legally
discharged,
they're
from
so
help
you
god,
I
do.
I
E
C
J
J
J
F
S
H
E
Congratulations
to
mr
westcott.
Do
we
see
mr
westcott
in
oh
he's
here.
E
E
E
Thank
you
for
staying
on
as
as
harbor
master
and
congratulations
can
you
raise
your
right
hand.
I
can
do
that
excellent.
E
Okay,
moving
on
to
probate
judge,
our
next
order
of
business
will
be
the
probate
judge.
Madame
clerk,
can
you
read
the
letter
of
recommendation
from
the
probate
advisory
committee.
D
Please
be
advised
that
the
probated
probate
judge
advisory
commission
met
on
wednesday
december
30th
2020
at
six
o'clock
p.m,
via
zoom
webinar.
To
consider
nominations
for
the
position
of
probate
judge
for
the
2021-2023
term.
The
commission
voted
unanimously
to
recommend
george
m
capello
esquire
for
reappointment.
K
Councilman,
brady
or
council
president
sorry,
I
recommend
george
capela.
M
As
a
point
of
order,
mr
president,
I
assume
that
the
vice
president's
motion
is
one
to
a
point.
K
E
B
R
H
K
E
Yes,
let
the
record
show
that
attorney
george
capela
has
been
appointed
to
the
cranston's
probate
judge
in
the
term
of
2021
2020.
We
subject
any
limitations
on
continued
service
and
posed
by
the
charter
or
law.
Congratulations
attorney,
cappellan,
okay,
moving
on
municipal
court
judges
motions
are
now
in
order
for
the
chief
municipal
court
judge
position.
G
B
I
R
H
K
C
H
I
I
have
I'd
like
to
say
something
if
possible,
question
president
great,
thank
you.
While
I
support
angie
or
angeline
cooper,
I
apologize
for
the
mispronunciation
of
her
first
name.
My
nomination
this
evening
will
be
to
nominate
angeline
cooper
for
one
of
the
associate
judges.
I
I
am
not
going
to
be
playing
politics
at
all
this
afternoon
or
this
evening,
and
I
just
want
to
make
sure
that
again,
my
nomination
for
angeline
cooper
will
be
for
one
of
the
associate
judge
positions,
and
if
this
fails,
I
will
be
nominating
for
her
her
for
that
position
as
everyone
as
I've
been
mentioning
to
to
everyone.
I
So
again,
that's
that's
where
I
fall
under
angeline
cooper
and
again
I
will
be
mention
talking
a
little
bit
more
about
angeline
cooper
in
her
background
and
why
I
think
she
will
be
an
asset
to
the
city
and
my
nomination
for
her
under
the
associate
judges
for
all
those
who
do
are
not
aware
there
are
six
lots,
one
of
which
is
chief
judge,
one
of
which
is
senior
chief
associates
chief
judge.
I
I
believe,
and
then
the
other
four
of
four
associate
judge
positions
in
addition
to
the
auxiliary
and
obviously
the
probate.
But
I'm
not
going
to
be
playing
politics
this
evening
and
if
that's
the
role
that
everybody
wants
to
go
I'll,
go
that
route
and
publicly
go
ahead
and
say
everything
that
I
have
and
must
say.
But
I'm
not
gonna
do
that
and
it
is
really
really
shameful
that
each
and
every
one
of
you
are
putting
her
when
you
knew
that
we
were
going
to
be
putting
her
as
associate
judge
this
evening.
I
It
is
not
right
and
we
must
all
as
a
council-
and
I
will
encourage
all
my
council
member
colleagues
to
please
take
a
look
at
this
later
on
during
our
our
our
transition
here
as
new
council
members,
because
it's
definitely
a
system
that
has
to
be
taken.
Look
at
so
while
she
is
a
nominee
that
I
put
out
publicly
to
everyone
again,
I'm
not
going
to
be
supporting
her.
I
As
chief
judge,
I
will
be
supporting
her
as
associate
judge,
because
that
is
exactly
what
I
had
intended
to
do,
and
that
was
a
conversation
that
we
each
had
on
the
phone
with
each
and
every
one
of
us.
So
that's
where
I
stand
and
again
making
it
clear
that
it's
not
because
angeline
cooper
is
not
qualified
to
be
chief
judge,
but
it's
because
she,
I
will
be
nominating
her
for
the
municipal
judge,
associate,
and
I
hope
that
my
colleagues
will
consider
the
nomination
if
this
fails
for
chief
judge
for
that
other
position.
B
F
Thank
you,
council
president,
I'm
quickly
just
going
to
echo
the
comments
of
my
colleague,
councilwoman
vargas.
I
fully
support
the
nomination
of
angeline
cooper
to
the
cranston
municipal
court
and
I
will
be
supporting
her
for
one
of
the
associate
judge
positions.
F
F
This
process
is
broken
and
it
is
something
that
we
need
to
revisit
as
a
council
to
ensure
a
transparent
and
thorough
process
and
vetting
of
municipal
court
judges.
These
are
not
simply
positions
of
patronage.
These
are
important
positions
in
our
city,
important
grants
of
our
government,
and
they
deserve
a
public
and
transparent
review.
E
Thank
you,
councilmember
donaghy,
like
I
said.
If
this
nomination
fails,
we'll
take
another
nomination
after
the
third
time
three
strikes
you're
out
figure
something
else
out:
matthew,
riley,.
S
Yes,
I
would
just
like
to
say
that
I
appreciate
councilwoman
vargas
putting
forth
miss
cooper.
I
know
a
few
weeks
back.
We
had
requested
from
our
democratic
colleagues
some
some
names
from
people,
but
we
did
just
get
miss
cooper's
the
other
day
and
being
an
attorney
myself.
Reading
her
resume
reading
the
tens,
20
30
letters
of
recommendation
that
were
put
forth
for
her
today,
reading
councilwoman
vargas's
press
release
that
she
put
out
for
her.
S
I
I
was
convinced
that
she
that
she
was
a
great
attorney
that
she
would
do
wonders
for
our
court
and
having
the
opportunity
in
this
day
and
age,
with
all
with
everything
going
on
to
put
a
diverse
candidate
in
the
driver's
seat
of
art
of
our
court.
I
thought
was
a
miraculous
thing
for
us
to
do
and
to
be
slandered
to
say
we're
playing
politics
by
trying
to
do
that.
I
find
it
very
very
out
of
line.
E
E
Don't
think
support
or
not,
let's
move
on
I'm
going
to
be
here
all
night
who
was
next
councilmember
jermaine.
L
Thank
you,
council
president.
I
want
to
equal
my
colleagues
as
we
want
to
have
I'm
a
little
bit.
L
Surprised
to
hear
that
council
riley
thought
after
we
propose
council
that
has
proposed
injury
and
that's
when
he
feels
like
that's
a
great
thing
for
us.
What
I
think,
where
were
you
before
we
had?
L
I
don't
understand
that,
so
I
will
be
supporting
ng
for
associate
judge
not
for
chief
judge.
G
Thank
you
just
some
clarification
too
for
the
for
the
record
with
councilman
o'reilly,
mentioning
that
that
he
just
received
ms
cooper's
resume
just
today.
That's
not
true
that
was
submitted
in
more
advanced
than
that.
In
fact,
it
was
the
resume
of
rayquaya
that
we
just
received
just
a
matter
of
a
few
hours
ago
for
the
record
in
in
terms
of
in
terms
of
this
nomination,
I
echo
the
sentiments
of
my
colleagues
vargas
and
councilman
vargas
and
councilman
donegan.
G
I
do
believe
that
that
miss
cooper
is
qualified,
yes,
as
as
these
candidates
are,
but
I
think
that
she's
best
suited
at
this
time
for
municipal
associate
judge.
Thank
you.
Thank.
E
Just
nominating
one
at
a
time
if
this
fails
we'll
just
we'll
take
another
nomination
and
then
after
three
strikes
you're
out
we'll
forward
it
to
the
the
full
council.
I
guess
all
the
discussion
we
can
take
the
rule
now.
Is
there
a
discussion?
I
I
I
k,
councilmember
brady.
Have
you
spoken
yet?
I
have
not
I'll
go
right
back
to
you.
Councilmember
vargas.
K
You
know
I
would
agree
with
my
colleagues.
Obviously
the
system
a
little
broken,
it's
difficult
to
sit
here
tonight
on
on
a
call,
and
basically
you
know
we
go
right
off
the
bat
and
we
didn't
agree
on
first
choice.
So
obviously,
we've
had
many
discussions
on
this
and
unfortunately
you
know
that's,
what's
going
to
happen
in
a
council,
we
have
nine
people
that
disagree
and
you
know
that's
why
we're
just
doing
our
due
diligence
to
see
who
the
best
possible
candidate
is.
I
will
support
the
person
that
I
interviewed
last.
K
You
know
in
this
role
or
anywhere
in
the
role
later
on,
so
I
just
wanted
to
say
that
I
think
we
all
know
the
system
and
it's
our
due
diligence
moving
forward,
as
we
all
don't
agree
here,
we've
already
we're
now
on
the
second
choice
and
we're
obviously
having
discussion
to
fix
it
moving
forward,
and
I
I
welcome
that
opportunity
to
all
of
you.
K
K
A
A
I
Yeah
so
my
my
kind
of
again,
I'm
not
trying
to
say
that
to
go
back
and
forth
on
this,
but
I
did
send
an
email
out
to
the
clerk's
office
on
december
30th
from
five-ish
or
so
in
the
evening,
and
to
be
clear.
The
reason
why
I
did
that
was
because,
after
I
had
asked
how
many
folks
were
interviewed
at
the
interview
process
that
the
republican
cosplayers
had
done,
I
was
told
roughly
and
I'm
paraphrasing
around
18
to
20.
I
At
that
point,
I
believe
I
was
told
three
again,
don't
quote
me,
but
I
believe
it
was
three
and
at
that
point
I
had
then
said
when
I
had
a
conversation
with
councilman
brady
and
councilman
papaluskas
and
councilman
donegan,
that
it
was
absurd
that
it
was
ridiculous.
The
fact
that
there
was
absolutely
not
one
person
of
color
being
nominated
to
the
position
of
municipal
court,
and
at
that
point
I
said
I
could
think
of.
I
think
I
might
have
even
said
20
names
that
I
can
probably
say
as
far
as
attorneys.
I
That
are
more
than
qualified,
and
when
that
happened,
I
immediately
started
calling-
and
I
reached
out
to
various
organizations
and
I'll
say
this
later
on
at
my
nomination,
when
I
nominate
angeline
cooper
for
the
associate
judge,
and
it
wasn't
until
then
that,
after
having
those
conversation,
if
we
want
to
be
very
frank
and
very
honest
that
I
said
that
I
will
be
nominating
her
and
I'm
through
my
conversations.
I
It
was
then
that
it
was
taken
to
be
considered,
and
I
thank
councilman
brady
for
taking
that
to
the
republican
caucus
and
having
that
meeting,
and
so
when
that
meeting
was
done,
it
was
an
interview
process
and
angeline
cooper
was
interviewed
this
past
sunday.
I
believe
it
was
yesterday
evening
and
which
again
I
thank
each
and
everyone
for
interviewing
her
going
through
the
process.
My
argument
here
is
not
that
she
is
not
qualified.
I
That
is
not
my
argument
that
she's
not
qualified
for
chief
judge
but
our
understanding
and
if
we
want
to
play
politics,
is
that
I
was
going
to
be
nominating
her
for
associate
judge.
So
my
question
to
the
council
president
or
to
our
legal
counsel
is
that
I
would
like
to
then
nominate
someone
else,
and
can
I
nominate
that
person
right
now,
because
if
that
is
the
case,.
I
I
will
be,
I
will
then
be
nominating
mike
matt
smith,
as
the
chief
judge
for
the
city
of
cranston,
and
that
will
be
my
nomination
this
evening.
Because
again
my
understanding
is
and
based
on
everyone,
and
when
I
talked
to
my
own
caucus,
our
caucus
decided.
We
were
going
to
be
going
moving
forward
with
angeline
cooper
as
the
associate
judge.
E
J
I
simply
moved
angeline
up
on
our
list
as
she's
a
very
qualified
candidate,
and
I
thought
it
was
a
better
position.
I
thought
she
was
getting
something
better
out
of
this
by
the
having
that
opportunity.
The
choice
that
we
had
first
today
dropped
out
of
the
running,
and
so
things
changed.
She
had
an
excellent
interview.
J
Yesterday
she
comes
highly
recommended
from
the
rhode
island,
latino
pack,
and
I
thought
I
was
doing
a
good
thing
by
giving
her
a
higher
position
to
be
the
first
woman
of
color
and
the
first
woman
chief
judge
of
the
city
of
cranston
and
honestly,
that
is
what
I
thought
I
was
doing.
If
it's
not
something
that
I'm
supposed
to
do,
I'm
I'm
happy
to
do
whatever
it
is.
Anyone
else
would
like
it
was
no
disrespect
to
llamas.
E
If
the
motion
fails,
you
know
we
can
make
another
make
another
nomination.
So
there's
no
discussion,
I'm
going
to
take
the
role.
I
Thank
you,
council,
president,
for
that
and
thank
you,
and
I
just
want
to
put
the
record,
show
state
that
no
offense
whatsoever
councilwoman
rizzuli
at
all.
Again.
I
just
wanted
to
make
sure
that
let
the
record
show
where
the
understanding
was
and
that
by
all
means,
am
I
not
again
I'm
I
I'm
not.
You
know,
I
think,
she's
more
than
going
to
be
chief.
You
know,
as
a
matter
of
fact,
I
think
she's
qualified
to
be
on
the
federal
bench
right,
but
our
understanding
is
that
that
was
the
case.
I
That's
the
agreement
that
that
we
had-
and
I
did
too
reach
out
to
various
different
organizations
regarding
a
potential
candidate,
a
candidate
that
had
not
contributed
to
my
campaign,
a
candidate
that
was
a
cranston.
I
You
know
who
had
kids
in
the
you
know
whether
it's
in
crisis
school
system,
someone
that
we
can
relate
to
as
well
right
and
obviously
to
diversify
our
city
council,
and
I
think
that
you
know
we.
I
brought
that
over
to
everyone's
attention,
so
you
you're
able
to
consider-
and
as
a
matter
of
fact,
you
know
I
we
could
have
had
this
conversation.
Not
not.
This
is
not
aimed
at
councilman
brazuli,
but
overall
at
everyone.
I
We
could
have
had
this
conversation
as
soon
as
we
knew
that
there
were
other
people
that
were
being
nominated
as
well,
but
again
there's
my
nomination
and
it's
matt
smith.
I.
E
G
For
clarification
was
it
withdrawn
and
the
the
renzuli's
not.
M
If
I
make,
mr
president,
there's
a
motion
pending
in
seconded
for
attorney
cooper
as
chief
judge,
since
the
motion
has
not
been
withdrawn
or
otherwise,
it
meant
that
it
is
pending
you're
in
order
to
take
the
role
at
this
point,
clerk
take
the
roll
last.
B
J
J
K
K
I
I
do
my
motion
was
already
out
there
unless
someone
else
john
stood
by
my
emotion.
D
G
E
B
B
I
K
K
K
K
E
Congratulations
to
matthew
smith
chief
judge
moving
on.
Are
there
any
nominations
for
senior
associate
municipal
court.
F
I
was,
I
was
going
to
second
mr
ferry's
motion
for
the
purpose
of
the
discussion.
If
it's
too
late,
I
I
would
still
like
to
do
that
to
to
at
least
explain
why
that
isn't
receiving
a
formal
second
for
approval.
F
And
it's
simply
because
we
received
mr
coya's
resume
late
this
afternoon
and
while
I
myself
am
familiar
with
with
judge
koya
who
currently
serves,
there
are
several
members
of
our
caucus
who
are
first
time
or
participating
in
their
first
inauguration,
and
I
don't
feel
that
they
have
had
an
appropriate
amount
of
time
to
review
mr
coy's
resume.
So
if
mr
koi
is
going
to
be
considered
for
an
appointment
this
evening,
I
would
request
that
that
appointment
be
continued
to
allow
for
the
the
do
review
for
our
caucus.
F
E
S
I
would
I
seconded
council
vice
president
brady's
motion
for
steven
moretti.
E
Okay,
so
if
that
fails,
we'll
take
another
nomination,
all
right,
any
other
discussion
clerk
take
the
role.
E
J
B
J
F
H
H
E
B
H
K
K
H
E
G
Yep
I
respect
his
years
at
practice.
G
However,
I
just
want
to
state
for
for
the
record
for
discussion
that
his
serving
as
an
attorney
for
only
just
about
seven
years,
not
quite,
is
something
that
I
deem
as
is
insufficient,
while
technically
it
comports
with
the
rules
which
only
require
two
years
of
service
as
an
attorney,
which
you
know,
I
think,
is
very
lackluster,
and
I
support
that
with
the
fact
that
even
to
be
a
an
arbitrator
for
the
court,
you
have
to
be
practicing
at
least
10
years.
G
So
I
think
that's
a
reasonable
bar
and
there
are
plenty
of
other
lawyers
that
could
meet
that
qualification.
So
I'd
be
happy
to
entertain
it
in
the
future.
If
we're
so
lucky
to
still
be
here,
and
he
would
seek
the
same
position.
But
this
time
it's
not
something
that
that
I
can
that
I
would
be
in
favor
of.
B
J
H
S
H
E
E
I
Thank
you.

you.

bailey
and
her
two
children

which

farms.
I
K
Thank
you,
you
know
I,
I
really
want
to
drive
back
the
conversation
to
what
can
improve
and
change,
and
I
know
things
historically
have
done
been
done.
A
certain
way
for
many.
K
K
As
you
know,
as
we
sit
here
and
renegotiate
and-
and
you
know,
pick
judges
and
we
all
disagree-
it's
certainly
not
fair
to
these
judges
and
and
it's
taking
away
from
people
that
have
families
here
listening
and
rushing,
and
I
know
that
this
has
been
brought
up
as
parts
of
discussion
many
times
late
in
the
process,
and
I
and-
and
I
just
I've
taken
as
an
initiative
with
all
of
you
to
move
forward
and
improve
it
as
far
as
miss
cooper
goes
she's,
an
absolutely
tremendous
candidate.
K
K
I
didn't
sleep
much
last
night
because,
regardless
you
still
have
to
give
news
to
someone
that
you
were
particularly
fond
of
prior
to
this
morning,
it's
not
an
easy
process.
I
know
that's
not
what
anyone
wants
to
hear,
but
I
will
also
definitely
be
supporting
this
candidate.
I
think
she's
truly
going
to
be
an
asset
to
the
city
of
cranston.
I
can't
commend
councilwoman
vargas
any
further,
because
this
this
is
this
is
the
exact
change
we're
talking
about
for
the
city
of
cranston.
K
Although
we
may
disagree
on
a
lot
of
different
points
tonight
and
particular
people
regarding
our
our
municipal
court,
you
know
I
hope
we
can
find
unity
in
compromise
when
we
won't
all
agree
and
move
forward
together,
because
you
know,
I
think,
she'll
be
a
true
asset.
Thank
you
for
the
opportunity
to
speak.
That's
all.
I
have
to
say
tonight.
I
E
Any
a
lot
of
committee
meetings
we've
been
through
any
other
discussion
there
being
none
clerk.
Please
take
the
role.
B
H
H
E
We
have
a
motion
and
a
second
for
granted
chili's
and
also
you
jump
the
gun
that
congratulations
to
miss
cooper.
Thank
you.
Congratulations.
I
Congratulations:
angeline
cooper,
absolutely.
E
I
K
E
B
D
S
L
I
No,
there
was,
I
think
there
was
two
nominees
hopping
around
either
way,
I'd
second,
both
of
them
for
discussion.
Okay,
so.
E
B
I
K
H
K
E
Motion
passes:
can
we
let,
in
the
people
that
were
nominated
and
passed
for
swearing
in
chief
judge,
matthew
smith,
matthew
smith,
senior,
associate.
C
Also
pleasant,
how
about
the
probably
judge?
Oh.
E
E
E
H
E
Yes,
she
passes.
Can
we
let
in
auxiliary
probate,
judge
of
augusta
as.
D
Well
also,
president
and
probate
judge
capello.
J
And
joanna
achilles
is
waiting.
J
E
Let
me
know
when
everybody's
in
is:
is
mayor
hopkins
doing
the
swearing,
I'm
not
sure
if
he's
on
the
call?
Still,
if
not,
I
can
do
it.
E
K
E
E
E
All
right,
I
will
swear
you
all
in.
E
Gonna,
do
I'm
gonna
do
it?
Everybody
raise
your
right
hand
that
was
just
appointed
all
right.
We
do
solemnly
swear
that
you
will
be
true
and
faithful,
unto
and
support
the
constitution
of
the
united
states.
This
state
and
support
the
laws
and
constitution
thereof
and
the
home
rule
charter
and
ordinances
of
the
city
of
cranston,
and
that
you
will
well
and
truly
execute
the
office
of
which
you
have
been
appointed
or
until
another
be
engaged
in
your
place
or
until
you
be
legally
charged
therefrom,
will
help
you,
god.
H
E
Congratulations.
Thank
you
very
much.
Moving
on,
we
have
closing
acknowledgements
I'd
just
like
to
thank
madam
clerk,
leanne
zarella
and
rosal
bazzani,
and
everybody
else
that
was
involved
in
putting
this
together
steven
piva
everybody
on
the
administration
side,
denny
de
jesus.
E
This
was
hard
to
put
together,
but
in
normal
circumstances,
let
alone
on
zoom
people
in
their
dining
rooms,
in
their
offices,
kitchen,
room
tables,
trying
to
do
this
and
and
follow
along.
So
I
just
want
to
thank
everybody,
and
especially
thank
madam
clerk,
lee
anzarella
and,
and
especially
rosalbazzani
you
too
incredible
job
putting
this
all
together
and
on
behalf
of
everybody
on
the
city
council.
Thank
you.
Thank
you.
So.
A
E
Okay,
I'd
like
to
thank
everyone
again,
especially
everybody
watching
at
home,
for
your
attendance
and
participation,
wish
you
all
especially
a
healthy
and
happy
new
year
and
I'd
like
to
welcome
father,
william
ledoux.
If
he's
in
the
in
the
waiting
room
to
offer
the.
P
L
A
E
We
take
the
roll
call.
I
just
want
to
say
congratulations
to
everybody
again
tonight.
We
have
a
lot
of
work
to
do
and
I
know
we're
all
up
to
the
task.
All
those
in
favor
of
adjourned
say
aye
hi
hi.
We
are
adjourned.
Thank
you
very
much.
Everybody.
