finance
committee
last
week
we
did
have
a
rough
road,
I'm
glad
that
people
have
turned
their
opinions
to
what's
really
important,
because
we
have

very
fair
and
equitable
contract.

anomaly
because
almost
56
percent
of
our
our
employees
in
the
cranston
school
department
live
in
cranston,
their
family
lives
in
cranston,
and
we
have
a
thousand
aft
families,
american
federation
of
teachers
who
teach
in
other
districts
as
well.

so
basically
we
support
these
schools.

provide
everything
for
these
students
and
with
the
support
of
a
superintendent
and
administrators
and
everyone
else,
and
I
just
want
you
to
understand
that
that
it's
important,
that
everybody
support
them,
because
everything
is
for
the
good
of
everyone
in
cranston
public
schools
and
we
have
other
contracts
coming
up.
And
I
hope
that
my
colleagues
and
friends
in
the
other
bargaining
units
get
support
as
well.

support

go

collective
bargaining

a
long

a
great
deal.

negotiations

realized

end
of
it

a
thoughtful
contract

good
for
our
teachers,
it's
good

our
teachers
aid,

cranston,

good

taxpayers.

if

done

traffic
study
when
buses
from
cranston
east
are
trying
to
make
it
up
park
avenue
from
edgewood.
I
know
that
anybody
who
comes
to
the
due
temple
area
in
the
morning,
especially
when
school
is
starting,
can
see
how
congested
that
small,
tiny
neighborhood
is
with
just
traffic
getting
to
the
school.
There's
only
one
entrance
into
that
area.

concern
is
that
the
traffic
that
that
building
of
that
magnitude
is
going
to
create
is
not
going
to
just
create
traffic
problems
here.
It
will
all
the
way
to
warwick
avenue,
and
I
happen
to
know
that,
because
I
experience
it
every
single
day
when
school
is
in
in
progress
from
parkview
princeton
east
and
the
elementary
school
getting
our
park.
Avenue
is
usually
a
struggle
when,
when
we
have
a
bridge
which
we
have
now
again,
which
I'm
very
pleased
with-

I
want
to
also
tell
you
that
you
know
the
people
in
the.

prior
to
your
voting,
to
consider
the
following
outsourcing
away
from
public
oversight
in
cranston
to
the
huge
entity
of
the
ridot
is
unacceptable
and
dangerous.

More
information

Abdication
of
rights

not
how
a
community
protects
itself.
Have
the
men
and
women
of
the
community
been
made
aware
of
this
transfer

led
lights
that
will

attached

these

facilities

not
the
innocuous
energy
savers,
they
are
promoted
to
be
led
lights.
Cause
depression,
as
experienced
by
truckers,
exposed
to
them
led
lights,
are
dangerous
for
birds
and
insects.

one
of
the
roads
given
away
in
this
power
grab
is
the
rural
pippen
orchard
road,
where
there
are
beehives
fruit
and
vegetable
farms,
including
the
urban
edge
farm
growing.

Has
there
been
an
environmental
impact
study?
Are
these
lighting
facilities
insured,
by
whom,
similarly
so-called
smart
meters
are
advertised
as
energy
savers?
Yet
none
of
them
has
a
ul
code,
which
means
they
do
not
meet
standard
electric
code.

will
they
know
if
a
so-called
small
wtf
wireless
transmission
facility,
pulsing
microwave
radiation
into
their
homes,
have
been
attached
to
the
lighting
facilities?

agreement
says
that
the
d.o.t
can
shut
down

this
setting

stage
for
infrastructure
that
works
only
when
the
rhode
island
dot
deems
it?
Should
the
agreement
states?

city
hereby
assigns
such
easement
rights
to
ridot.

need

answered
regarding
this
assignment
of
easement
rights,
because
without
future
oversight,
the
lack
of
rights
could
mean
anything
surveillance,
microwave
radiation,
health
depleting
led
lights.

swore

protect
the
men
and
women
of
the
city,
consider
the
gravity
of
this
agreement
prior
to
voting.

mention
respond

the
question
by
the
lady
who
made
public
comment

There

a
traffic
study
performed.
It
was
performed
based
on
data
from
2018..

second
comment
she
made
about
the
height
of
the
of
the
building:
it's
a
four-story
building.
If
you
look
at
the
map,
there
are
also
three-story
buildings
in
the
area
multi-family.

that's
the
other
point
and
the
third
point,
as
I
said
to
the
ordinance
committee,
we
do
have
safeguards
in
our
ordinance
that
you
that
the
ordinance
committee
recommended
for
off-street
parking.
If
that
is
a
concern,
so
we
do
give
some
flexibility
to
the
planning
commission
to
make
sure
there's
sufficient
off-street
parking
if
that
becomes
a
problem,
so
I
just
want
to
respond
to
the
citizen
who
spoke
and
just
make
those
brief
comments.

the

city
shall
convert
the
facilities
to
light
emitting
diode
led
technology,
and
the
definition
of
facilities
is
certain
streetlights
located
on
state
roads
within
the
city
of
pranston,

called
the
facilities
from
the
city
calendar
website.
I
saw
that
the
ordinance
committee
had
on
its
agenda
for
the
july
14
2022
meeting
a
discussion
of
this
agreement.

Other
communities
have
debated
the
risk-benefit
analysis
of
the
use
of
high-powered
led
lighting
on
street
lights,
led
lighting
has
been
shown
to
have
harmful
effects
not
only
on
humans,
but
also
on
bees,
birds
and
trees.
I
will
be
quoting
extensively
from
an
article
entitled
citing
health
concerns.
Some
cities
consider
dimmer
led
street
lights,
published
by
the
pew
charitable
trusts
in
2016..

Health
concerns
heightened
by
a
recent
warning
by
the
american
medical
association
are
giving
pause
to
some
local
officials
spurring
them
to
consider
less
intense,
led
alternatives.
Cities
in
arizona,
california,
florida
and
massachusetts
are
among
those
who
are
taking
the
health
warnings
seriously.

In
june,
the
ama
warned
that
high-intensity
leds
emit
unseen
blue
light
that
can
disturb
sleep
rhythms.
The
full
report
from
the
ama
found
that
leds
possibly
increased
the
risk
of
serious
health
conditions,
including
cancer
and
cardiovascular
disease.
The
ama
also
cautioned
that
high
intensity
leds
can
impair
nighttime
driving
vision.

somanovich,
director
of
the
california
lighting
technology
center
at
the
university
of
california
davis,
said
that
the
light
from
early
generation
leds
really
negatively
impacts
people's
physiological
well-being.
Even
before
the
ama
warning,
some
researchers
raised
health
concerns.
Some
noted
that
exposure
to
the
blue,
rich,
led
outside
lights,
might
decrease.

is

grievances

On
september,
6th
of
2019,
my
fiancee
josh
mello
was
arrested
in
front
of
his
then
nine-year-old
daughter
at
george
peters
elementary.
It
was
the
first
day
in
her
new
school.
We
were
picking
her
up
and
we
had
done
so
for
four
years
in
the
previous
school,
with
no
issues
the
principal
jen
antonelli
revoked
josh's
parental
rights
when
she
had
no
authority
to
do
so.

There
was
no
court
order
active
in
the
family
court
and
nothing
filed
with
the
police
department
that
prevented
him
from
picking
up
his
child.
That
day.
In
fact,
his
daughter's
teacher
knew
that
he
was
picking
her
up
and
made
sure
to
bring
her
down
for
dismissal.
Instead
of
waiting
for
the
bus
upon
the
teacher
handing
his
daughter
to
josh
the
principal
then
yelled,
he
can't
take
her
josh
asked
to
speak
in
private
and
they
went
into
the
office.

to
call
the
superintendent
josh
stated.
You
have
no
right
to
prevent
me
from
taking
my
child
and
proceeded
to
walk
out
of
the
office
unabated
by
the
officer,
not
told
to
stop.
He
rejoined
myself,
the
teacher

his
daughter.
We
quickly
finished
our
conversation
and
headed
to
our
vehicle
upon
halfway
to
the
vehicle,
the
officer
who
was
not
an
sro
officer,
because
this
principal
had
had
issues
this
week
at
the
school
came
running
out
towards
us
yelling.

can't
take
her.

have
been
trying
to
bring
attention
to
this
matter
and
we'd
like
to
have
an
understanding
on
how
to
proceed.
We

in
2019
did
approach
the
superintendent
miss
nody
massey.
I
have
documents
stating
that
we
asked
to
speak
on
this
matter
because
it's
not
just
our
family
and
my
stepdaughter
that's
been
affected
by
this.
Other
families
can
be
affected
by
these
issues
upon
josh
being
arrested.

found
out
that
miss
noting
excuse
me
that
janet
antonelli
had
decided
to
revoke
his
rights
away
based
on
an
emergency
care
card,
and
if
you
are
a
resident
here
in
cranston,
the
emergency
care
card
specifically
states
that
these
are
people
who
pick
up
people
for
emergencies
and
early
dismissal.

Joshua
was
there
picking
up
his
child
at
dismissal.
It
was
not
an
emergency.
He
had
commission
to
do
so.
Someone
allowed
the
mother
of
the
child
to
change
this
document
without
a
court
order.
I
watched
him
and
his
ex
fill
out
this
form
a
week
prior
at
the
meet
and
greet
when
we
met
the
principal
and
the
teacher.
I
am
here
asking
for
help
as
I've
gone
to
the
school
committee.
I've
sat
with
traffic
conti
mancuso
this
year
and
spoke
to
them
about
this
issue,
and
it
has
gone
on
deaf
ears.

been
stonewalled
multiple
times
on
other
various
issues
and
I'm
here
asking
for
your

school
department,
as

cranston
police
department.
They

forcibly
kept
me
away

daughter,

erroneous
trespasses,
which
they
had
violated
me
on
also
erroneously.

people

rhode

emails

me

others
trying
to
have
this
matter

has
still
fallen
on
deaf
ears.
However,
we
are
not
done
seeking

took
place
at
my
daughter's
school
and
subsequently
within

cranston
school
department,

they
are

numerous
funds
and
numerous
favors,

they
fail
numerous
times

advocate

children

the
children
to
which
they
have

custody
of.

it's

coming

fruition.

realize
it's
going
to

it's
a
zero-sum
game
between
the
interests
of
development,
like
top
golf
and
the
interest
of
the
people
live
in
the
neighborhoods
like,

this
case
garden
city.
However,
how
can
I
say
this?
I
have
had
an
occasion
to
walk
through
the
neighborhood
garden
city
a
little
bit
and
talk
to
some
of
the
constituents
and
some
of
the
concerns,
and
maybe
they
have
been
been
addressed
by
this
body
at
some
point
and
they're
not
familiar
with
it.
Some
of
the
concerns
were
brought
to
my
attention.

I
thought
it'd
be
a
good
idea
to
bring
this
to
the
council.
So
just
a
couple
of
a
couple
of
concerns,
I'm
told
and
I'm
getting
kind
of
conflicting
opinion.
I
know
there
was
a
traffic
study
done
and
the
findings
of
the
traffic
study,
I'm
ignorant
of
this,
but
I
became
you
know
I'd
like
to
see
the
findings
of
the
traffic
study,
because
it
seems
some
of
the
people
in
the
neighborhood
are
not
sure
how
that
you
know
how
that
study
was
done.

the
results
were
and
also
the
time
frame
when
it
was
done,
was
it
actually,
you
know
I'm
hearing.
It
was
done,
perhaps
during
the
covert
time,
which
could
affect
the
results.

that's
the
first
concern
that
was,

to
be

thing

it
because
it's

to
be
in

pretty
congested
area,
especially
sacramento
crossroads

are
rather

widen
sections
of
it
in
case
of
traffic?

that
would
hinge
upon
what
was
found

the

has

conference

wednesday

groundbreaking

we're
aware
of

As
to

details,

further
details,
but
they
want.

group
wishes
that

to
them
at
that

to
whatever

to

it's,

think,
it's

very
positive

site
work

begun,

that's

a
couple
of

was

couple
of
cleanups.

city

they
are
neighbors

headed
in
the
right
direction.

the
cemetery's
attorney

really
working

city
and
has

very
good
outlook
on
the
future.

meantime,
solicitor

able
to
at
least
have

right
now,
it's
still

privately
owned.

hasn't
passed
on
to
a
non-profit
if
that's
the
way
that
it
works
right.

at
some
point,
there's
a

have
to
draw
a
line
right
where
it's
a
non-profit

takes
over,
then
we
still
have
to
be
maintain
them
accountable
in
terms

cutting

grass

them

any
business

any
privately
owned
resident,

it

cemetery
currently
is

for-profit.

attorney

in

the
consent
order
would
be

non-profit

told
that,
because

management
is
not

not
the
employer,
so
we
cannot.

not
enact
any
laws
to
really
address
the
issue,
but
at

same
time
we
continue
to
receive
complaints
about
the
way
waste
management
contractor,
I
would
say,
interact
with
our
resident
and
lately.

have
people
waiting
since
march-
and
they
say
the
city
should
order
okay,
shipment,
more
of
beans
for
handling
people
who
need
spins,
so
we
have
a
lot
of
resilient
that

beans
for
their
trash
and
they

it

they

waste
management.
The
communication
is
not
that
nice.
So
that's
why
I
would
like

know
what
we
can
do.

we

business
with

residents

splash
pad
oak
street
is
the
excuse

Hydraulic
engineer
is
currently
designing
the
system
for
that
specific
site
to
marry
and
construction,
so
they
can
proceed
with
permitting
staging
and
construction
I'll
go
through
a
timeline
at
this
point,
if
you'd
like
and
the
information
that
was
relayed
to
me
from
marin
over
the
last
few
months,
no
one's
more
frustrated
than
me,
I
mean
I
saw
what
councilman
donegan
and
I
went
through
at
the
stadium
school.

It
wasn't
nice
and
he
handled
himself
well,
and
I
thought
we
all
did.
We
were
kind
of
you
know
just
taken
by
surprise
about
that,
so
that
kind
of
delayed
it
a
bit
but
any
specific
questions.

know,
I

think
maybe
marrying
construction
should
be
brought
in
to
answer
these,
but
I'll
go
forward
with
what
I
have
beginning
when
this
process
all
started
from
the
change
of
sight.

in
december,
we
determined
you
know.
After
we

to
change
the
site,
we
determined
the
new
location
at
oak
street
into
december.
There
was
all
the
was
going
on
was
water
line,
sizes
and
piping,
and
what
kind
of
electrical
components

had.

went
on
well
through
into
december
into
january
they're
getting
what's
going
on
underneath
there
is
it
able
to
support
this.

So
with
that
being
said,
we
have
the
new
location
and
there
were
some
concerns
because
there
was
nowhere
for
the
water
to
go
at
that
time.
Director
mason
had
said,
there's
no
way
that
the
the
drain
pits
or
the
drain
whatever
they
are,
are
gonna
maintain
that
water
that's
going
to
be
expelled
out
from
the
water
park.

With
that
being
said,
a
little
more
discussions
and
I
was
informed
that
we
could
go
from
a
what
they
call
a
free
surface
flow
system
which,
where
the
water
comes
and
just
goes
in
some
water
parks,
it
goes
into
the
sewer.
Cranston
doesn't
have
that
capability.
I
believe
and
that's
why
we
couldn't
do
it
there.
If
the
area
could
not
maintain
the
overflow
of
water,
so
we'd
have
to
go
to
a
what
they
call
a
recirculation
system
and
that's
a
recycle
which
requires
chlorination
like
you
would
do
in
a
pool
and.

point

spoke
with
the
mayor
about
it
and-

we
questioned,
is
this
the
best
site
if
this
is
gonna,
be
because
there
also
was
a
concern
that
they
had
to
dig
and
add
more
fill

proper

tank
that
was
going
in
there
in
the
surrounding
area
of
the
components
going
into
the
ground.

march
sometime
in
march,
the
changes
to
the
system
were
confirmed
with
purchasing
agent
mark
casey,
and
with
that
change
in
plans
came
some
other
costs
that
had
to
be
added
in
some
were
deleted,
because
we
didn't
need
something

that.

needed
a
stadium
but
to
add
the
fill
and
the
tank,
and
that
whole
system
of
of
recycling
was
a
little
more
costly.

april
we
were
still
confident
for
2022
and
we're
informed
that
was
a
product
delay
with
products
the
jets,
the
sprays,
the
connectors
other
materials
that
are
back
ordered
not
just
for
our
site,
but
for
other
existing
jobs
that
this
company
has
all
over
wherever
they
are
with.
That
being
said,
this
extends
the
start
times
for
other
jobs
that
they
have
lined
up
in
the
future,
one
of
ours
oak
street
being
one
of
them
and
again
I
can't
tell
you
enough
how
much
it
frustrates
me
too.

exact
date
sometime
in
mid-may,
maybe
late
towards.
May
I
was
informed.
This
flashpad
is
working
on
the
hydraulic
engineer
and

the
final
design
and
I'm
reading
this

beginning
of
june,
and
once
they're
submitted,

size
up
the
valve
shed
and
complete
the
design
drawings

giving

week
