summer

car

damaged

someone

knows
why
he

it:

bunch

cars
and
left
damage
on
my
car
and
another
person's
car.

owner

the
property
that
we're
here
to
talk
about
tonight?
The
property
is
currently
there
existing
or
was
there
business
headquarters,
they
have
moved
and
they
basically
want
to
redevelop
this
property
into
one
of
the
seasons,
markets,
gas
stations
that
they've
been
renovating
throughout
Rhode,
Island
and
Massachusetts.

happens
to
be
a
cemetery
on
the
property.

with
me,

from
public
archeology
laboratory
who's
done
a
lot
of
the
work
to
support
the
application
to
do
the
improvements
on
the
site
because
we're
doing
work
within
25
feet
of
the
limits
of
the
cemetery.
We're
required
to
get
permission
from
the
city
to
do
this,
this
the
renovations
to
the
site,
the
improvements
to
the
site.

look
at
the
the
materials
that
we
submitted,
you
will
see
that
today,
as
it
is
as
it
stands.
There's
existing
pavement
and
drainage
infrastructure
within
that
25
foot
offset
today
in
what
we
are
proposing
to
do
is
essentially
repave
that
area
as
part
of
the
expansion
or
part
of
the
the
renovation
of
the
the
property
there.
So
that's
why
we're
here

archeology

engineering

site

the
Department
of
Environmental
Management

Wetlands
permit,

it
is
also
with
the
Rhode
Island
Department
of
Transportation
for
a
physical
alteration,
application
permit
and
we
have
been
before
the
city
planning
staff
for
a
development
plan
review
and
we've
done
a
pre-application.
So
we've
there's
a
lot
of
work
that
we've
done.

archaeologist
with
the
public
archeology
laboratory
out
of
Pawtucket
Rhode
Island

I've
been
practic,
I've,
been
an
archaeologist
working
in
the
state
for
almost
30
years
now,
and
I've
done
I've
been
involved
in
dozens
of
cemetery
projects,
including
a
number
here
in
the
city
of
Cranston.
So
we
were
contracted
by
Colbert
to
assist
them
with
compliance
with
the
Cranston
historical
Cemetery
ordinance,
as
well
as
the
state
historic
Cemetery
Act,
so
in
contract.

What
we
did
was
we
consulted
with
the
senior
archaeologists
Charlotte
Taylor
at
the
Rhode
Island
historical
preservation
and
Heritage
commission
I
also
reached
out
to
John
Hill,
the
chair
of
the
Cranston
City,
historical
commission,
as
well
as
David
guillot,
also
the
city
cemetery
commission,
and
we
also
contacted
Peggy
Malcolm
who's,
the
executive
director
at
the
Rhode
Island
Historic,
Cemetery,
commission
and
together
I
organized,
and
we
had
a
site
visit
that
we
conducted
in
April
to
look
at
the
cemetery,
which
is
actually
two
cemeteries
that
are
immediately
Jason
one
to
one
another
that
share
a
wall.

So
it's
two
family
cemeteries,
but
it's
more
or
less
in
confined
to
one
area.
So
the
long
and
the
short
of
it
is,
we
conducted
a
field
review
of
the
existing
conditions,
documented
disturbance
on
all
four
sides
of
the
existing
stone
walls
that
was
previously
Disturbed,
and
we
also
tracked
the
history
of
the
cemetery
itself.
It
was
established
in
the
1800s
in
the
19th
century
and
until
1972
thereabouts
when
295
went
in,
it
was
surrounded
by
Farm
Fields.

There
was
nothing
out
there,
but
wouldn't
the
highway
or
with
the
with
295
development
of
the
area.
The
intersection
Plainfield
Pike,
as
well
as
295
development
of
the
area,
rapidly
increased
and
then
by
late
1980s.
It
pretty
much
was
at
the
configuration
right
now.
The
assessment
in
our
consensus
was
that
the
cemetery,
the
project,
will
not
have
any
impact
on
the
cemetery
on
either
Cemetery
actually
technically,
and
that
construction
is
unlikely
to
impact
unmarked
Graves.

So
our
recommendation
to
the
state
was
that
the
plans
proceed
as
planned
and
and
the
state
we
actually
have
received
State
concurrence
with
our
recommendations.

in

professional
opinion,
this
should
be
no
problem.
If
we
were
to
approve
this
there.

be

because
any
work
that
was
done
there.
Utilities
are
all
around
all
four
sides,
as
well
as
the
highway
itself.
If
there
was
something
at
one
time,
previous
construction
would
have
Disturbed
it,
but
we
don't
even
believe
that
that's
the
case.
We
believe
that
the
graves
themselves
are
contained
within
these
stone
walls
that
are
in
the
stone
fence
that
surround
the
burial
plots
themselves
and
they
do
appear
to
be
original.

through

site
records

the
state
files
there
was
no
evidence
of
human
remains
were
recorded
archaeological
sites
that
were
on
Earth
anywhere
around
that
nearby,
not
when
I,
say
nearby
I'm

quarter

a
mile,
but
nothing
in
the
immediate
vicinity
within
a
stone's
throw.

protections

place

perimeter
of
the
cemetery?
To
ensure
that
you
know
someone
doesn't
get
a
piece
of
equipment
and
park
it
over
on
the
grass
not
realizing
there
are
Stones
there.

preparation
work
that

We
actually
demarcate
a
limit
of
disturbance
which
basically
circumnavigates
the
whole
site
and
typically
what
we
require

contractor

silt
fence
to
demarcate
what
the
limit
of
construction
is
stated.
They
don't
go
beyond
that.

the

property
owners

sometimes
some
communities,

it's
not
maintained,

go
in
there

that's
what

seen

it's
