Description
Special Safety, Services, and Licenses Committee Meeting
City Council Meeting
A
Okay,
thank
you.
The
first
matter
we
have
before
us
today
is
a
victimling
license
and
a
public
entertainment
license
both
new
licenses
for
the
historic
park,
theater
llc
cba
historic
park,
theater
we'll
ask
if
there
is
any
public
comment
for
or
against
these
licenses
on
zoom
or
in
the
audience
today.
A
Okay,
I
see
no
public
comment
in
chambers.
I
would
ask
if
there's
someone
representing
the
historic
park
theater
to
please
come
forward
and
state
your
name
and
your
address
to
the
record.
D
Good
evening
jeff
quinlan,
1220,
ives
road,
warwick,
rhode,
island.
A
Okay,
we're
now
open
for
discussion
hi,
mr
quinlan,
thank
you
for
joining
us
again
tonight.
We
approved
a
a
beverage
license
for
the
park
theater
at
our
our
last
meeting
at
the
beginning
of
the
month,
and
I
think
these
licenses
that
were
here
tonight
were
mistakenly
left
off
that
docket.
But
if
you'd
like
to
again
give
us
a
brief,
you
know
synopsis
of
what
you're
doing
at
the
park
theater
and
then
we'll
ask
some
questions.
Sure.
D
Absolutely,
in
sum,
our
our
vision
for
the
site
is
is
four
key
areas
of
operation.
First,
the
main
theater
space
featuring
a
thousand
and
fifteen
seats
in
maine
lobby.
Second,
is
a
cafe
space,
which
will
be
commonly
known
as
the
park
place
cafe
serving
coffee,
pastries,
breakfast
items,
lunch
items
and
evening
desserts.
D
A
Okay,
excellent
full
disclosure-
I'm
not
going
to
recuse
myself
tonight,
but
I've
booked
an
event
at
the
park.
Theater,
I'm
really
looking
forward
to
seeing
what
you
guys
do
with
the
space
and
bringing
this
back
to
life
here
just
to
go
over
last
time
we
did
discuss
parking.
There
is
a
as
I
understand
it.
A
long
term
contract
has
been
with
the
city
to
use
city
hall
parking
lot,
and
the
city
has
been
added
to
your
insurance
policy
as
well.
Correct.
A
Okay,
I'll
open
up
the
floor
to
other
members
of
the
committee.
If
you
have
any
questions
anything
that
we
didn't
go
over
last
time
when
mr
quinlan
was
before
us.
G
Thank
you,
gentlemen.
I
just
want
to
say
I'm
glad
that
we
I
both
you
are
able
to.
H
Make
q
a
come
back
to
life?
I
was
when
I
saw
detainee
was
closed
for
action
and
I
felt
like
in
my
heart
that
something
will
be
missing
here
and
it's
really
really
a
great
opportunity
for
resident
in
mostly
in
the
world
too.
I
represent
this
world
so
to
see
and
to
have
community
come
together,
it's
not
only
about
money,
but
it's
about
keep.
You
know
the
community
together,
you
have
a
place
to
come
and
there
is
a
lot
of
memories.
H
I
remember
I
was
there
when
people
talk
about
what
the
memories
they
made
in
this
place
and
keep
it
displaced
alive.
It's
equating,
and
I
wish
you
really
good
luck
and
I
would
be
voting
yes
for
this
today.
I
Thank
you
good
evening,
mr
quinlan.
D
I'm
sorry
it
is
a
10-year
lease
or
occupancy
agreement
with
the
city.
We
are
in
year
five.
It
is
a
dollar
per
year
and
that's
a
lease
that
we
inherited
in
in
acquiring
the
property.
I
D
D
I
do
not,
but
they
fall
within
the
documented
ranges.
Commanded
by
the
transfer
language.
I
And
in
terms
of
the
the
the
the
10-year
lease
of
your
year,
five
that
is
for
the
use
of
it
is,
was
there
anything
with
respect
to
the
maintenance
of
the
law,
or
is
that
just
going
to
be
solely
done
by
the
city?
Or
is
your
business
going
to
pitch
in
for
anything
along
those.
D
Lines
there's
no
language
that
speaks
to
you
know
a
maintenance
obligation.
We
we
have
other
businesses
in
the
city
and
we're
more
than
willing
to
do
our
part
in
maintaining
that
a
lot
after
before
and
after
our
use
of
it,
you
know.
J
D
You
look
back
in
time.
A
lot
of
the
negative
feedback
on
the
site
was
the
the
the
parking
for
the
site
being
either
inconvenient
or
not
or
inadequate,
and
the
the
prior
owner
was
able
to
put
a
deal,
an
agreement
together
with
the
city
to
alleviate
that
and
we're
looking
to
to
continue
that.
But
we
have
we.
You
know
it
is
in
our
best
interest
to
to
maintain
the
lot
as
as
best
as
we
can,
as
it
is
an
extension
of
our
business
during
show
nights.
I
And
I
know
I
mean
your
wise
and
that
you
took
it
up
for
a
dollar,
but
were
there
any
discussions
about
you,
your
company,
paying
more
than
a
dollar.
D
So
that's
an
agreement
that
we
inherited,
that
was
an
agreement
put
together
five
years
ago
by
the
prior
owner
and
the
prior
administration
of
the
city.
The
monetary
amount
that
we
inherited
is
something
that
we
we
were
assigned
by
in
terms
of
the
the
the
transaction
of
the
of
the
property.
I
So
there
were
any
discussions
along
those
lines:
no
okay
and
then,
in
terms
of
your
operations
there,
the,
as
you
know,
the
parking
lot
in
the
back
is
used
by
the
school
and
for
everybody
sitting
here.
What
my
concern
is
that
we're
gonna
get
phone,
calls
that
there's
a
shortage
of
parking.
I
D
D
We
had
an
open
discussion
of
you
know
whether
there
were
any
issues
with
prior
operations
on
large
show
night
even
mid-size
show
night,
and
there
wasn't
really
anything
that
that
that
we,
that
that
he
mentioned
regarding
either
parking
count
or
or
congesting
that
parking
lot.
You
know
the
the
the
site
is
obviously
an
existing
site.
There
have
been
many
many
shows
there
since
2012,
when
the
prior
operator
opened
it
under
the
full
renovation
that
you
largely
see
today
they
had
thousand
person
plus
shows
you
know.
D
My
understanding
is
that
those
shows
went
off
very,
very
well
in
terms
of
how
the
city
and
that
operator
saw
them
to
the
finish
line.
If
there's
any
feedback
that
the
committee
would
like
to
provide
regarding
how
that
period
of
time
went
and
anything
that
we
can
improve,
I'd
be
happy
to
address.
I
And
I
could
be
wrong,
but
I
believe
that
previously
it
was
mainly
evening-
and
it
was-
they
didn't-
have
as
many
subparts
to
what
you're
proposing
there.
You're
gonna
have
the
cafe,
which
is
all
you
know
morning,
hours
into
the.
D
D
D
D
That's
just
my
estimation,
obviously
being
a
new
operator
we're
learning
every
single
day
what
what
the
site
in
the
facility
dictates
in
in
terms
of
a
you
know,
response
from
us.
But
my
instinct
is
that
the
the
day
daytime
impact
on
parking
will
be
very
low.
I
I
don't
have
anything
further.
I
wish
your
business,
you
know
success.
I
you
know
went
to
that
theater
when
I
was
a
young
child.
So
it's
been
a
quite
a
long
time
and
I
wish
you
a
great
success
and
hopefully
this
will
work
out
well
and
it
will
be
a
positive
attribute
to
the
community.
Like
I
said,
I
just
have
concerns
about
the
use
of
this
parking
lot,
and
the
rate
of
the
one
dollar
frankly
to
me
is
is
just
shocking.
I
I
don't
blame
you
for
you
know
if
you
weren't
receiving
pushback
to
negotiate
that
more.
I
don't
blame
you
for
doing.
What's
best
for
your
business.
K
I
It's
not
something
that
that
I
think
is
responsible,
but
thank
you
very
much.
Thank
you.
A
Thank
you
councilwoman.
I
just
want
to
make
known
councilman
riley
is
now
present.
Did
you
have
any
comments
or
questions?
I.
L
Did
and
I
apologize
for
being
late
today
and
if
someone
hit
on
this,
I'm
I'm
happy
that
you
guys
are
turning
this
around
it's
a
great
thing
for
cranston.
I
thank
you
and
your
partners
for
doing
that.
My
one
concern,
I
think,
echoes
what
councilwoman
mourinho
is
stating
about
the
parking
you
know
given
what
we're
looking
at
in
terms
of
finances
for
this
coming
budget
year.
Things
are
tough,
things
are
tough
for
business
owners.
Things
are
tough
for
families.
D
I'd
be
willing
to
discuss
it
and
obviously
we're
here
for
the
long
haul,
and
there
is
a
you
know,
a
10-year
term
on
it
we're
in
year
five.
So
you
know
I
would
like
to
gain
some
comfortability
with
being
present.
Obviously,
parking
is
a
key
component
to
the
six
our
success
there.
So
to
answer
your
question,
yes,
I
would
be
open
to
discussing.
M
Yeah,
I
don't
really
have
a
question
just
just
to
make
a
comment
that
the
you
know.
Obviously,
the
the
use
of
the
park
theater
being
brought
back
in
being
filled
really
is
an
anchor
not
only
to
ralph
square
in
ward
2
but
to
the
whole
city.
M
So
I'm
really
happy
that
that's
going
to
be
moving
forward
as
far
as
the
parking,
I
don't
think
it's
going
to
be
much
during
the
day
or
if
anything
at
all,
there
is
parking
out
in
front
of
the
theater,
and
you
said
it
was
just
a
coffee
shop,
so
I
envisioned
people
pulling
up,
get
a
bagel
coffee
and
going
to
work
because
it
seems
to
work
with
the
spots
in
ralph
square
for
the
coffee
shops
that
are
there
so
happy
to
see
you
guys
open
it
up
and
I
will
be
supporting
this
application
tonight.
N
Hi,
yes,
thank
you.
I
just
had
a
quick
question.
Is
there
you
might
have
answered
this
at
the
last
meeting?
But
if
not,
if
you
did,
I
apologize
for
being
redundant
on
that,
are
we
charging?
Are
you
charging
folks
that
are
coming
to
use
the
theater
if
they
park
at
the
city
lot
right
here
behind
us?
There's
no.
D
We
felt
that
it
was
important
to
include
parking
as
part
of
the
experience.
As
I
mentioned,
a
a
negative
feedback
along
the
way
has
been
the
the
parking
confines
of
of
the
facility
prior
to
the
the
last
operator
coming
to
terms
with
the
city.
So
it
is
in
our
best
interest
to
to
make
that
stigma.
D
You
know
deal
with
it
as
best
as
we
can,
and
and
and
for
us
to
charge
for
parking.
Wouldn't
would
go
against
that
ideology.
N
Thank
you
just
one
other
thing
I
think
it
was
actually
mentioned.
It's
really
actually
not
for
another
question
really
for
you,
mr
quinlan,
but
I
think
it
was
for
the
council
president.
Did
we
suggest
that
we
add
the
schedule
of
events
to
our
safety
service
meetings?
Is
that
definitely
gonna
happen,
or
should
I
repeat
that
at
this
meeting
make
sure
that
it
happens,
because
I
know
we
discussed
it
briefly.
M
That's
up
to
the
chair
whether
they
want
to
do
that,
but
I
think
mr
quinlan
did
meet
with
major
panilano,
so
I
would
assume
he
would
continue
to
get
a
list
of
events.
So
that
way,
this
the
committee
is
updated.
M
M
There's
a
few
venues
in
the
city,
large
venues
that
provide
their
monthly
schedules
to
the
committee
that
way
the
police
department,
the
fire
department
and
also
us,
can
keep
track
of
what
you
have
going
on.
Are
you,
okay,
with
continuing
this.
J
M
A
Excellent,
are
there
any
further
questions
or
comments
nope,
okay?
So
then
we
just
ask
that
you
send
the
the
clerk
the
schedule
of
events
and
if
you
have
any
further
questions
regarding
fire
or
anything
anything
else,
if
you
need
to
have
a
detail
depending
on,
I
know
they
go
through
that
with
you,
depending
on
how
many
people
are
at
the
venue,
then
feel
free
to.
Let
us
know
or
ask
any
questions:
do
you
have
any
questions
for
the
committee.
D
I
do
not
I
thank
you
all
for
entertaining
this
application.
We're
extremely
excited
to
return
this
anchor
to
the
city
as
council
president
mentioned,
so.
Thank
you
very
much.
A
A
L
B
O
O
Okay,
just
I'm
sorry,
I
didn't
hear
that
I
just
wanted
to
make
sure
the
record
wasn't
confused
and
by
the
way
I
I
we
had
a
discussion
on
this.
I
don't
believe,
there's
any
need
for
you
to
recuse.
I
think
we
we
discussed
that
you're
not
gaining
any
type
of
special
benefit
or
anything
like
that
and
my
understanding
is
you
just
disclosed
it
in
the
interests
of
open
disclosure.
A
A
Okay,
so
am
I
okay?
Okay,
do
we
need
to
entertain
a
separate
motion
for
the
public
entertainment
license?
Was.
J
C
Sorry,
I
know
that
in
the
last
in
the
last
meeting
there
was
discussion
that
you
guys
would
have
a
a
third
party
handling
the
parking
lot
correct.
What
time
do
you
think
that
that
operation
would
would
see
set
our.
D
I
I
would.
I
would
estimate
that
an
exit
from
most
of
the
patrons
will
be
around
10
30
11
p.m,
with
our
parking
management
team
guiding
and
directing
that
exit
for
the
for
those
guests
around
that
hour.
Thank
you.
C
Last
question:
is
there
there's
an
event
space
other
than
the
theater
there's
just
space
there
for
events
correct?
Do
you
think
you
don't
think
there
will
ever
be
like
events
during
the
day,
conferences,
meetings.
D
There
will
be
again,
I
imagine
they
will
be
very,
very
low
impact.
You
know
the
the
main
driver
for
attendance
will
be
the
large
theater
hall
shows
of
a
you
know,
a
thousand
people
plus
those
will
largely
be
evening
and
weekends.
N
Thank
you.
This
is
on
the
entertainment
now
correct.
Yes,
okay,
thank
you!
So
just
just
curious,
the
entertainment
license
will
be
to
one
so
is,
is:
is
there
probably
music
or
lounge
or
anything
happening
where
it's
going
to
be
used
as
a
nightclub
live
dj
band
coming
in
playing
till
about
midnight.
D
J
D
Up
the
the
supper
club
upstairs
will
be
yes,
a
venue
that
we
will
be
pursuing
activity
12
midnight
to
1
am
the
cafe
will
be
in
overflow
area
as
well.
Post
main
theater
room
show
what
time
that
exit
looks
like
again
we're
trying
to
learn
the
the
ins
and
outs
of
the
facility
as
we
go
here,
but
you
know
our
application
is
for
a
full
bv
1am
license
in
order
to
you
know.
P
N
N
I
don't
know
what
kind
of
crowd
or
whatever
it
would
be,
but
at
12
30,
1
o'clock,
picking
up
their
cars
going
back
to
the
back
parking
lot
residential
area.
That's.
I
just
have
a
slight
concern
on
that
end,
but
I
hope
that
if
there
were
any
concerns
that
constituents
have
in
the
area,
we
would
be
able
to
obviously
bring
it
to
your.
N
D
So
I
was
trying
to
effectively,
you
know
express
that
the
the
impact
of
the
day
events
should
be
very,
very
minimal.
The
parking
agreement
does
give
us
use
of
city
parking
open-ended.
There
is
no,
you
know,
restrictions
to
that
again,
that's
an
agreement
that
we
inherited
and
were
assigned
and
acquiring
the
the
property,
and
I'm
happy
to
to
to
revisit
that
in
order
to
make
the
agreement
successful
for
both
parties
long
term.
N
Thank
you,
mr
krillin,
not
to
just
want
to
ask
another
follow-up
question
if
possible,
so
the
parking
lot
here
at
city
hall
could
be
used
even
during
the
daytime
when
you
have
an
event
as
well
during
the
weekday,
the
weekends.
Honestly,
that's
really
not
it's
a
you
know
it's,
I
think,
as
we
all
it's
a
city
property
right,
it
was
obviously.
N
But
in
general,
it's
not
during
the
school
time
it's
not
during
monday,
through
friday,
when
city
hall
is
open,
but
if
hypothetically
you
were
to
have
an
event
daytime
on
a
friday
or
so
forth,
right
would
would
they
be
able,
because
of
the
agreement
they
would
be
able
to
park
in
the
parking
lot
here
at
city
hall,
correct.
D
Correct,
correct
and-
and
I'm
willing
to
you
know,
put
best
efforts
into
coordinating
those
types
of
situations
with
the
with
the
committee.
Obviously
we
want.
We
want
this
to
be
a
successful
relationship,
so
you
know
we.
J
D
An
agreement
in
place
with
the
city
that
we
inherited
we're
not
looking
to
overstep
it
or
under
step
it,
but
we
don't
want
you
know
our
our
guests
or
or
or
the
administration
you
know
upset
with
with
how
things
are
playing
out
in
in
practice
either.
So
you
know
again,
I
think
we're
going
to
learn
as
we
go
a
little
bit
here
and
I
feel
like
if
we
have
an
open
dialogue-
and
you
know
committed
to
you
know,
seeing
the
site
work
for
everyone.
N
Yeah
sure
and
absolutely
I
I
want
to
be
able
to
actually
see
a
business
succeed,
particularly
with
that
the
building
and
the
history
that
it
has
with
the
city.
I
know
that
I
believe
city
employees
who
park
in
the
la
happy
sticker
system,
I'm
not
sure
if
the
administration
can
confirm
that
or
not
and
so
their
students.
I
don't
think
students
are
even
allowed
to
park
in
the
lot
during
the
daytime
monday
through
friday
at
all,
and
the
students
themselves
get
a
lottery
based.
N
I
parking
ticket,
I
guess
so
they
can
park
as
well.
So
are
we
giving
are
you
giving?
I
mean
you
can't
give
your
patrons
a
little
sticker
to
put
on
the
car,
or
are
you
doing
that?
I'm
just
I'm.
Q
D
I
don't
know
where
to
take
away
space
from
the
videos
to
how
it
went
in
practice
before
we
you
know
are,
are
here
because
I
mean
I
think,
we're
all
aware
that
they
did
the
same,
maybe
not
as
frequent,
but
they
were
doing
the
same
level
of
shows
thousand
person
plus
acts
and
drawing
those
you
know
very
very
strongly.
So
I
guess
my
question
to
the
committee
is
how
and
that
was
a
question
to
to
major
patelano
as
well.
N
Thank
you
I
I
will
be
voting
for
it,
but
obviously,
if
there
happens
to
be
problems,
there's
questions
or
the
concerns
that
are
would
be
brought
up,
whether
they're
an
events
during
the
day
on
a
weekday,
I'm
not
sure
again.
How
often
that'll
be
my
hope
is
that
we
still
have
ample
parking
for
our
city
employees
and
for
your
business.
N
If
there
is
a
agreement
and
if
and
and
potentially
potentially
the
students
who,
I
think
can't
park
in
the
lot
they
can
park
on
the
road,
but
just
want
to
make
sure
that
there's
hypothetically,
avoiding
any
complaints
which
I
know
sometimes
we
can't
avoid,
but
it's
about
working
it
out
and
definitely
I
would
assume
we'd
be
open
to
have
that
conversation.
If
we
ever
had
to
absolutely.
A
Oh
council,
president,
just
a
question
since
you
ran
this
committee
before,
would
it
be
too
much
to
ask
perhaps
if
there
is
a
large-scale
event,
that's
scheduled
to
happen
during
the
day
which
it
doesn't
seem
like
right
now
is
the
intent
of
the
facility,
but
say
they
start
holding
conferences
and
they're
there
on
a
wednesday
at
11
a.m.
M
Yeah
I
mean
there's,
certainly
no
limit
to
what
can
be
submitted
to
us.
You
know
it's
the
monthly
schedules,
so
if
you
want
to
give
us
two
months
in
advance
three
months
in
advance,
if
you
know
something's
going
to
be
coming
up,
that
would
be
helpful
and
just
to
remind
everybody
on
the
committee
too,
if
this
does
become
an
issue,
we
can
certainly
showcase
the
applicant
at
any
time.
So
we
certainly
have
you
know
recourse
or
to
continue
the
dialogue.
So.
A
L
Thank
you
now.
I
agree
something
like
that
should
definitely
be
in
place
this
just
it
doesn't
really
make
sense,
just
a
wide,
open
agreement.
I
come
here
monday
through
friday
during
the
day
that
parking
lot's
pretty
much
already
full.
So
if
there's
a
conference,
a
city
employees
park
first,
our
teachers
park
first
are
people
who
need
to
come
and
access
this
building
park
first,
so
I
don't
know
how
or
why
this
parking
thing
was
just
kind
of
slid
past
the
goalie,
and
it's
not
your
fault.
L
By
any
stretch
of
the
imagination,
it's
just
it's
something
it
just
doesn't
really
work
and
this
business.
We
want
this
to
succeed
and
we
want
to
do
everything
we
can.
However,
I've
lived
in
grants
all
my
life.
This
business
cannot
succeed
without
parking.
L
So
therefore,
in
a
in
a
contractual
relationship,
that's
like
just
handing
over
your
ace
and
saying
here
have
a
nice
day.
You
know
we
have
taxpayers
to
think
about.
We
have
residents
to
think
about.
We
can't
just
be
handing
things
off.
I
think
there
needs
to
be
a
fear
or
something
worked
out.
I
hope
the
administration
will
will
work
with
the
applicant
on
that.
I'm
absolutely
going
to
vote
for
this
and
I
wish
all
the
success
in
the
world.
L
A
So,
mr
quinlan,
can
you
please
do
that
when
you
have
a
if
there
happens
to
be
a
large
weekday
event,
just
have
that
two
months
in
advance
versus
the
one
month
in
advance
of
all
the
other
events.
P
A
Don't
know
if
it
will,
you
know,
be
an
issue
or,
if
that's
you
know
the
intent.
One
of
the
you
know
business
part
of
the
business
model
or
not.
It
seems
to
me
like
in
the
past.
It's
always
been
shows
that
we're
at
night.
So
this
might
not
be
an
issue,
but
if
you
could
do
that,
I
think
that
that
would
please
this
committee.
H
Thank
you,
gentlemen.
My
question
is:
do
you
receive
any
complaint
about
from
the
resident
in
the
area.
D
There
was
one
outspoken
woman
that
was
here
last
time.
I
don't
she's
here
tonight.
I
believe
her
her.
The
crux
of
her
feedback
was
the
impact
on
traffic.
Obviously,
this
is
an
existing
site
and
we
don't
merely
stepping
into
the
shoes
of
a
prior
operator
we're
not
looking
for
a
new
license.
D
We're
just
looking
to
continue.
What's
been
in
place
at
this
site
for
the
past
decade,.
H
That's
why
I
want
to
make
sure
I
know.
Last
time
when
you
came,
there
was
not
a
lot
of
of
all
for
that
project,
so
I
want
to
just
wait
till
it
for
public
comment,
for
people
knows
that
at
this
day
there
was
not
any
more
than
one
person
that
objected
like
slightly
okay.
H
D
A
A
E
A
M
A
S
S
It
is
the
old
frenchies
who,
unfortunately,
I'm
sure
many
of
you
know
has
passed
away
recently.
So
my
daughter
and
I
are
going
to
be
taking
over
it's
a
creamery
in
the
front.
There
are
about
30
seats
in
the
back.
If
you
will,
we
are
going
to
serve
baked
goods,
seasonal
items
of
course,
ice
cream.
S
M
First
off,
I
just
want
to
say
you
know
we're
all
sad
when
we
heard
what
happened
to
frenchie
and
french
he's
glad
to
see
her
taking
it
over,
certainly
look
forward
to
it.
It
seems
like
it's
the
same
use
that
it
was
before.
Just
I
don't
know
if
you
said
your
hours
of
operation.
S
So
our
hours
of
operation
are
12
to
10
p.m:
nine
o'clock,
usually
on
the
weekdays
or
and
then
maybe
10
o'clock
on
the
weekends
friday
saturday,
sunday,
okay,
so.
M
I
will
be
in
support
of
this
application.
Thank
you.
A
So
I'll
just
ask:
what
do
you
have
any
special
programs
they're
going
to
be
running
here?
I
know
that
we
had
talked
before
about
working.
I
think
with
make
make
a
wish
or
children's
wish
foundation.
S
Okay,
so
well,
one
of
the
things
is
my
daughter
has
in
the
past,
worked
with
the
tomorrow
fund,
as
well
as
some
other
organizations
in
rhode
island.
So
we
would
like
to
contribute
to
the
community
as
well
as
have
some
of
the
kids
from
the
high
school,
be
employees.
But
to
answer
your
question:
yes,
we're
hoping
to
do
different
flavors
for
different
types
of
organizations,
whether
it
is
pet
rescues
or
the
tomorrow
fund,
a
wish
come
true.
A
Excellent
as
one
when
you
had
mentioned
that
before
I
thought
that
that
was
an
excellent
idea
and
it's
always
good
to
to
be
involving
the
community.
So
I'm
definitely
in
support
of
this,
and
I
wish
you
the
best
of
luck.
S
Yes,
we
will
definitely
be
open,
year-round,
we'll
do
some
gift
baskets
in
the
winter
and
some
other
you
know,
farm
to
table
items.
Yes,.
I
I
And
recipe
for
success,
I'm
sure,
would
be
to
make
sure
you
serve
coffee
ice
cream
in.
L
F
A
Okay,
excellent,
good
luck!
Let
us
know
if
you'd
like
to
have
a
grand
opening,
you
can
do
that
right
through
economic
development.
Okay,
we
will
definitely.
G
C
Sorry,
the
no
issue
with
going
into
executive
session.
The
one
question
I
have
is
for
anyone
that
might
anyone
public
that
rest
of
of
what
is
publicly
admissible
if
the
solicitor
or
anyone
could
just
give
a
brief
brief
synopsis
of
where
the
case
is?
At
this
point.
C
O
O
They
had
indicated
that
they
wanted
to
reopen
this
past
weekend.
They
made
some.
They
took
some
steps
toward
doing
that
and
then,
for
whatever
reason
they
decided
not
to
and
actually
pushed
it
off
to
next
next
weekend,
the
department
of
business
regulation
gave
them
what's
called
a
temporary
stay
of
the
revocation
of
just
the
liquor
license.
O
The
entertainment
license
remains
revoked
and
I'm
going
to
discuss
that
more
when
we
go
into
executive
session.
So
as
of
right
now
they
are
very
limited
in
how
they
can
operate.
There
are
conditions
that
were
placed
on
the
license
by
department
of
business
regulation.
That's
a
matter
of
public
record.
Anybody
can
access
that
in
essence,
they
have
to
close
an
hour
earlier
on
friday,
saturday
sunday
they
have
to
have
a
two
policeman
detail.
A
E
B
G
E
E
F
M
Okay,
we'll
start
in
two
minutes:
two
three
minutes.
M
M
Will
you
please
join
me
in
the
pledge
of
allegiance.
O
M
M
Discussion
on
the
minutes,
I
see
none.
Madam
clerk,
you
please
take
the
role.
F
M
Yes,
under
public
acknowledgements
and
commendations,
there
are
none
listed
here
on
the
docket,
but
I
do
just
want
to
take
a
second
and
acknowledge
jackson,
cato
from
troop
66.
That's
here,
working
on
his
citizenship
in
the
community
merit
badge,
so
jackson
welcome
and
keep
working
and
hope
to
see.
You
come
back
here
when
you
make
your
eagle
right.
T
Sure
it's
robert
zaney
19
blossom
drive.
T
I
wanted
to
thank
the
the
council
for
bringing
forward
and
considering
the
resolution
to
acknowledge
april
as
limb
loss,
awareness
and
limb
difference
month.
This
is
a
bill,
that's
being
passed
across
the
country
to
bring
awareness
to
people
living
with
limb
loss,
it's
powered
by
the
amputee
coalition
of
america
nonprofit
organization.
T
M
C
U
Well,
thank
you
very
much.
Can
you
hear
me
all
right?
We
can
hear
you
yeah.
Thank
you
so
very
much
for
allowing
me
to
speak
about
this
matter
regarding
the
proposal
for
a
little
ordinance.
U
I've
been
speaking
with
you,
mr
jermaine,
over
the
past
few
months,
and
and
it's
been
a
very
a
great
pleasure
to
work
with
her.
But
several
years
ago,
cranston
was
voted,
one
of
the
nicest
places
and
safest
communities
in
the
united
united
states
to
live,
and
that's
something
we
should
be
proud
of
as
as
as
a
residents
of
cranston.
But
one
thing
that
we
we
should
not
be
proud
of
is:
is
the
litter
and
stuff
that's
being
distributed
on
our
streets
throughout
roth
square
and
park
avenue
and
and
pontiac.
U
I've
lived
here
for
almost
13
years
and
it's
a
great
place
to
live
it's
a
safe
place
for
our
kids.
I
see
a
lot
of
you
know,
kids
playing
in
the
streets
and
it's
just
a
great
place
to
live,
but
one
of
my
major
concerns
is:
is
the
litter
that
people
just
the
kids
coming
from
school
or
people
just
open
their
doors
and
just
put
litter
out
and
and
just
discard
it
like
it's?
U
A
trash
can
and
I
in
my
job
I
travel
and
travel
to
so
many
different
communities
throughout
rhode,
island,
bristol
warren,
east
greenwich
and
I
do
see
other
signs
that
say
do
not
litter
and
it
and
it
seems
to
be
it
seems
to
help
I
mean
I
don't
know
if
it's
it's
the
answer
to
everything,
but
I
think
it's
a
great
a
great
beginning
for
our
community.
We
have
such
a
vibrant
community.
U
That's
coming
up,
you
know
we
have
the
new
park
theater
opening
up
and
we
have
dave's
on
the
on
the
other
end
of
ross
square
up
there
and
everything
in
between
and-
and
I
just
think
when
people
go
out
to
to
eat,
especially
since
the
warmer
weather
is
coming,
people
go
out
to
eat
and
they
just
enjoy
a
nice
clean
neighborhood
and
it
puts
everybody
in
a
good
mood.
U
I
mean
you
can
imagine
just
driving
up
the
road
with
your
family
on
a
beautiful
day
and
all
of
a
sudden
you
look
over
to
the
side
of
the
road,
and
you
see
a
bag
of
trash
that
someone
has
discarded
half
of
it.
Just
hanging
out.
You
know
it
just
brings.
Everybody
puts
everybody
in
kind
of
a
bad
mood,
and
you
know
the
way
the
world
is
today.
U
I
mean
you
know
we
we
want
to
help
our
community,
we
want
to
help
the
whole
world,
but
and
that's
kind
of
hard
to
do,
but
I
think
that
you
know
the
first
place
we
have
to
start
is
our
community,
and
I
just
think
that
I
think
this,
the
little
ordinance
is
just
a
great
thing.
It'll
it'll
hold
the
city
kind
of
accountable
for
what's
going
on,
but
but
it's
not
just
the
city's
responsibility,
it's
the
it's
the
it's
the
residents
that
live
in
our
community
also,
we
just
need.
U
We
just
need
other
programs
somehow
to
to
make
people
more
aware
of
you
know,
do
not
do
not
litter
in
our
community
and-
and
here
again
I
I
love
our
community
and
I'm
just
I'm
just
a
one
resident
trying
to
make
a
difference.
And
but
I
appreciate
you
allowing
me
to
speak
for
a
few
minutes.
M
U
M
M
Is
it
under
a
new
business
that
will
anything
that's
under
new
business
will
be
heard
on
the
date
that's
listed.
You
can
certainly
come
up
under
the
second
portion
of
the
meeting
public
common
for
undocumented
items,
but
there
will
be
a
hearing
on
the
date.
That's.
M
Come
right
up
to
the
microphone
and
just
make
sure
the
green
light
is
on
please
yeah.
K
The
green
light
is
on
sure
it's
the
ordinance
regarding
crosswalks
regard
throughout
cranston,
specifically
at
the
corner
of
aqueduct
in
intervale.
It
was
introduced
by
I'm
sorry.
I've
never
done
this
before
so
you're.
K
Looks
like
4-22-06.
M
So
it's
not
up
for
a
hearing
this
evening,
it's
just
being
introduced
as
new
business
and
forwarded
to
committee,
so
we're
actually
not
going
to
discuss
it.
So
it's
up
to
you
if
you
want
to
say
a
few
words
under
the
undocketed
matter
portion
of
the
meeting,
which
will
be
in
a
little
while
or.
K
I
will
be
happy
to
come
back
then,
but
I
would
like
to
say
a
few
words.
This
is
a
particularly
dangerous
area,
aqueduct
in
intervale.
My
sister
was
run
over
and
killed
at
that
intersection
on
march
25th
last
year,
and
there
are
stop
signs,
but
there
are
no
crosswalks
there's
no
stop
line.
It's
a
horrible
four-way
intersection.
K
She
was
walking
her
dog
and
if
anything
good
is
to
come
of
this,
it
needs
crosswalks
and
it
needs
that
we
have
them
in
coventry.
My
poor
niece
lives
in
that
house
on
intervale,
where
my
sister
lived
and
she
watches
the
police
sit
there
and
make
a
loop
going
to
ticket
people
who
don't
stop
properly
at
this
intersection.
M
Well,
thank
you
very
much
and
our
on
our
sincere
condolences
to
you
as
well
and
bob.
If
you
can
come
back
on
the
12th
when
this
is
heard.
That
would
be
extremely
helpful
and
thank
you
for
being.
M
Public
comment
in
chambers
for
docketed
matters,
I
see
none.
I
will
close
public
comment.
Thank
you.
M
M
A
second
give
you
a
motion
in
a
second
this.
Those
two
bills
up
in
the
state
house
asks
the
state
to
provide
maintenance
on
sidewalks
on
state
roads.
It's
been
passed
in
some
other
communities.
Councilwoman
lima
and
coventry
had
sent
me
her
copy
of
the
bill
that
passed
there.
So
this
one
mirrors
it
and
I
thank
her
for
sending
it
to
us.
M
I
Thank
you,
council
president.
I
would
happily,
if
you're
so
inclined
like
to
be
added
as
a
co-sponsor.
I
think
this
is
a
great
resolution.
M
Thank
you.
Thank
you,
councilmember,
any
other
co-sponsors,
councilmember
jermaine,
rinzuli,
campo,
piano,
councilmember,
riley
and
vargas.
Anyone
else
full
sweep
full
sweep.
F
M
Not
want
to
be
a
sponsor,
okay,
all
aboard.
Thank
you
very
much
and
council
member
jermaine.
H
Thank
you,
council
president.
This
is
a
great
resolution
because
sidewalk
that's
something,
I'm
I'm
really
working
on
and
have
a
question
and
we
do
have
questions
coming
up
in
the
public
committee
meetings
coming
up
because
I
always
question
you
know
the
liability
of
residents
that
has
to
clean
their
sidewalks
and
it
was
really
confusing
to
know
you
have
to
clean
your
sidewalk
and
something
happened.
You
have
the
responsibility
to
take
care
of
that
and
having
this
state
take
it
off.
Sidewalk,
it's
gonna
be
really
thick
with.
H
M
A
co-sponsor,
thank
you
very
much.
Thank
you
for
your
comments.
Council
member
jermaine.
Any
other
comments.
I
see
none,
I'm
madam
clerk.
Please
take
the
role.
J
B
M
P
I'll
be
quick,
seeing
that
april
is
being
recognized
nationally
as
limb
loss
in
limb
difference
awareness
month,
I
felt
it
was
appropriate
that
the
city
council
be
aware
of
this,
and
we
encourage
our
citizens
to
learn
about
and
help
to
alleviate
the
obstacles
that
people
living
with
limb,
loss
and
or
limb.
Difference
must
overcome
to
reclaim
their
lives.
There
are
over
2.1
million
americans
living
with
limb,
loss
and
limb
difference,
and
over
500
americans
lose
a
limb
every
day
in
this
country.
So
I
encourage
passage
of
this
resolution.
N
Thank
you,
council
president.
Vice
president
ferry
I'd
like
to
be
added
as
a
co-sponsor
on
this.
If
it
is
possible,
thank
you
for
introducing
this
resolution.
We
just
heard
the
gentleman
come
before
us,
so
if
you
don't
mind,
I'd
like
to
be
out
of
here.
M
P
M
I
think
full
sweep
all
aboard
all
aboard
any
other
questions
or
comments.
P
I'll
just
make
one
quick
comment:
the
gentleman
that
spoke
a
few
minutes
ago.
His
name
is
rob
zane
he's
a
very
good
friend
of
mine.
P
He
was
helping
me
canvas
when
I
was
campaigning
two
years
ago
and
I
did
not
know
that
he
had
a
limb
loss
until
I
went
to
his
house
the
next
day
to
drop
something
off
and
he
was
sitting
in
the
backyard
with
shorts
on.
So
it's
it's
possible
for
people
with
lemos
to
live
a
normal
life,
and
this
is
what
he's
trying
to
help
people
other
people
do
so
he's
a
stand-up
guy.
M
Thank
you
any
other
comments.
I
see
none,
madam
clerk,
please
take
the
role.
G
B
E
M
P
Thank
you,
council
president.
First,
we
have
an
ordinance
ratifying
the
school
committee's
collective
bargaining
agreement
with
the
rhode
island,
laborers
district
council
1322
bus
drivers
unit.
This
passed
in
committee,
and
I
urged
passage
tonight.
M
Thank
you
vice
president
I'll
entertain
a
motion
on
3-2-2-0-1.
B
F
P
Next,
we
have
a
resolution:
fy
2023
state
budget
allocation
for
funding,
cranston
public
libraries
sponsored
by
council
president
pop
boscus,
councilman
donegan,
co-sponsored
by
councilwoman,
jermaine,
vargas,
mourinho,
renzuli,
riley
and
campo
piano,
and
I
was
not
present
at
that
meeting.
So
I
would
like
to
be
added
to
that,
if
possible
and
I'd
assume
it
passed
at
that
meeting,
it.
M
Did
and
we'll
definitely
add
you
vice
president,
as
a
co-sponsor
I'll,
entertain
a
motion
for
this
resolution,
we
have
a
motion
and
a
second
any
discussion
there
being
none.
Madam
clerk,
please
take
the
rule.
B
F
M
B
E
M
E
B
M
B
F
P
P
M
N
I
was
not
I'm
not
a
member
of
the
finance
committee
so
clearly
that
evening
I
was
not
able
to
vote
whether
it
was
a
yay
or
an
a
on
this,
and
while
I
did
ask
a
few
questions
in
terms
of
trying
to
find
some
level
of
funding
in
terms
of
this
position
increase,
I
did
say
that
day
that
evening
that
I
would
not
be
able
to
support
this
if
at
all,
to
mr
bernardo,
who
I
think
might
be
here
this
this
evening-
and
I
said
it
was
nothing
towards
him-
nothing
about
his
qualifications
by
all
means
he
has
all
of
it
and
I'm
and
he
did
come
before
us
and
did
state
that
he
was
not
taking
health
insurance
and
therefore
this
position
would
actually
allow
us
to
still
have
some
savings
in
the
health
buyback
and
so
again,
there's
nothing
personal
on
on
mr
bernard.
N
At
all.
I
understand
we
need
a
public
works
director,
but
it's
has
it's
more
of
the
salary.
I
didn't
support
it
then
I
won't
support
the
increase
for
the
time
being,
even
though
there
was
some
savings
on
on
that
end.
It's
it's
on
the
the
next
item
on
the
agenda.
Is
I'm
not
going
to
move
on
that,
but
I
will
be
supporting
it.
I
just,
unfortunately,
are
not
able
to
support
the
salary
here,
the
the
transferring
of
the
appropriations
to
increase
the
the
salary
for
mr
bernard
again.
N
There
has
nothing
to
do
with
him.
I
just
don't
think
the
time
is
right
and
I
did
ask
if
he
would
consider
the
salary
being
increased,
maybe
next
year
and
unfortunately
he
said
he
would
not
be
able
to
take
the
decision
if
that
was
the
case,
but
I
understand
we
need
a
public
works
director
and
I
want
to
be
redundant
but
nothing
personal
on
him.
I
just
can't
support
that
salary
increase
right
now.
Thank
you.
Thank.
H
Unfortunately,
I
was
not
at
the
meeting
for
this.
Oh,
I
was
yeah.
I
was
not
at
the
meeting
and
I'm
not
a
member
of
the
finance
committee,
so
I
will
not
be
voting
yes
on
this
as
okay
councilman.
M
Reject
do
you
mind
removing
your
mass,
so
the
stenographer.
Thank
you
so
much
sorry.
H
M
M
Any
other
questions
or
comments
from
the
council,
seeing
none
I'll
just
say
I
will
be
in
support
of
this
this
evening
and
we
do
need
a
public
works
director.
This
gentleman
brings
a
wealth
of
experience
and
knowledge
and
I
do
believe
that
mr
bernardo
will
bring
savings
to
the
position
not
only
through
the
health
care
which
he
already
disclosed
to
us,
but
through
his
operation
of
the
department
over
and
over
again
so
I'll
be
voting
for
this.
Madam
clerk,
please
take
the
role.
E
L
M
Yes,
what
was
the
vote?
Madam
clerk.
P
M
B
P
M
Advice
and
consent
passes.
Congratulations,
mr
bernardo,
welcome
aboard
expect
all
our
emails
tomorrow.
What
we
need
done.
P
All
right
that
concludes
finance,
that.
M
W
W
First
off
I
had
a
lot
of
difficulty
getting
the
phone
number
that
I
needed
to
call,
but
I
found
a
phone
number
for
the
rhode
island
dot
to
street
sweep
on
plainfield
pike.
I
know
this
might
seem
like
a
simple
matter,
but
I'm
at
a
city
council
meeting
asking
about
it,
so
I
called
the
phone
number
long
story
short
who
who
could
help
me
with
getting
this
two
part.
One
plainfield
pike
from
about
walmart
down
to
atwood
avenue
street
swept,
but
they
filled
the
potholes.
W
So
before
someone
street
sweeps
to
get
the
sidewalks
cleaned,
I
was
walking
a
dog
yesterday
and
about
every
block,
stopped
to
pick
out
trash
and
and
sand
and
asphalt
from
my
shoes.
So
that's
my
only
question.
I
know
that
it's
all
over
the
city,
but
just
the
sidewalks
please
before
and
then
the
street
swept.
So
that's
my
question,
who
do
I
need
to
talk
to
her
well.
M
How
does
that
happen?
I
would
just
say:
send
any
of
the
council
members
hear
an
email.
There
are
three
city-wide.
You
could
also
send
me
an
email.
All
our
information
is
on
the
city
website.
We
can
flip
that
to
the
director
of
constituent
affairs,
who
can
request
dot
to
come
out
and
do
that
marlow
street
is,
in
my
ward,
so
feel
free
to
send
me
an
email
and
we'll
try
to
get
that
resolved.
For
you.
V
V
This
is
to
the
chair,
paplascus
and
members
of
the
cranston
city
council.
In
advance
of
this
meeting,
I
have
lived
in
cranston
since
1978
and
at
my
current
address
since
1980,
I'm
a
retired
teacher
from
the
rhode
island
school
for
the
deaf,
I'm
a
co-founder
of
5g
free,
rhode
island,
along
with
claire
stott
mohler,
who
is
also
a
cranston
resident
for
more
than
two
years
we've
been
sending
emails
to
members
of
the
cranston
city
council,
informing
you
of
the
serious
harms
from
wireless
radiation
emitting
infrastructure
and
devices.
V
We've
also
informed
you
of
the
superiority
of
wired
infrastructure
such
as
fiber
to
the
premises
in
regards
to
speed
safety,
reliability,
security,
energy
conservation
and
the
fact
that
fiber
to
the
premises
is
future
proof.
Whereas
wireless
infrastructure,
such
as
small
cell
antennas
on
utility,
light
poles
in
residential
neighborhoods
is
not
only
unsafe
but
also
needs
replacement
every
four
to
five
years,
all
of
this
information
has
been
substantially
ignored.
V
V
I
spoke
during
the
public
comment
period
for
undocumented
items
and
on
the
prior
advice
of
the
city
clerk,
I
made
a
good
faith
effort
to
have
the
binder
placed
into
the
public
record.
I
expected
the
binder
to
be
received
by
the
clerk
at
the
meeting,
since
that
did
not
happen.
I
called
the
clerk
a
few
days
later
and
left
a
message
inquiring
about
the
status
of
the
binder.
V
I
received
a
call
back
the
following
day.
She
explained
that
she
had
checked
with
the
city
solicitor.
The
binder
could
not
be
made
part
of
the
record
because
it
was
not
accepted
into
the
minutes
of
the
meeting
because
it
was
not
on
the
docket
and
there
was
no
vote
to
accept
it.
Hence
we
needed
to
pick
it
up,
which
I
did
later
so
I
asked
what
the
correct
procedure
is.
She
said
that
a
council
member
would
have
to
put
it
on
the
agenda.
V
Have
it
referred
to
the
appropriate
committee
and
then
there
would
have
to
be
a
vote
to
accept
it
into
the
official
record.
I
then
contacted
my
council
person
by
email
twice
detailing
the
situation
and
asking
for
this
topic
to
be
placed
on
the
agenda
for
the
may
23
2022
city
council
meeting
I've
not
gotten
a
response.
V
V
V
M
M
At
this
time,
I
would
like
to
welcome
director
garcia
of
the
cranston
library
to
give
us
the
results
of
the
online
app
or
survey
and
just
before
you
get
going
personal
director
just
want
to
thank
you
on
behalf
of
the
entire
city
council
for
taking
the
time
to
be
here
this
evening
and
to
go
through
all
the
data
from
the
survey
that
was
online
and
I'd
also
like
to
thank
budget
analyst
demaio
and
council
members,
vargas
and
rinzuli
for
all
of
their
work
on
getting
this
put
together
with
the
cranston
library
and
director
garcia.
M
That
being
said,
the
floor
is
yours
director,
and
I
think
we
can
share
the
slide
that
you
sent
earlier.
It's
up
perfect.
Thank
you.
R
Thank
you
council
president
good
evening,
council
members
I'm
going
to
apologize
in
advance.
If
I
cough
a
little
bit
during
this
presentation,
I
have
a
nagging
cough
that
it's
not
gone
away
for
about
a
month
and
a
half
now.
M
M
J
M
All
right
I'll
call
the
cranston
city
council
meeting
back
to
order
director
garcia,
thank
you
for
bearing
with
us,
so
we
had
an
audio
problem
when
we
shared
this
the
screen
of
the
slides.
For
some
reason
it
took
away
all
the
audio,
so
I
don't
think
we're
going
to
be
able
to
share
the
slides
but
we'll
make
it
available
online
and
we'll
get
an
email
to
all
the
council
members
for
everybody
to
see
but
director.
If
you
want
to
start
again
and
go
through
it,
that
would
be
great.
R
Okay,
thank
you.
Thank
you,
council
president
good
evening,
members
of
the
city
council,
so
I'm
reporting
today
on
the
survey
that
the
city
council
created
and
asked
the
library
to
manage
through
the
month
of
march
for
arpa
funding.
R
The
survey
was
was
created
by
the
council
and
used
using
the
cervicate
service,
and
it
was
disseminated
online
over
various
social
media
and
communications
channels
from
council
members,
the
administration
and
other
city
agencies.
R
R
I'm
going
to
go
over
the
questions
that
were
asked
in
the
survey,
except
for
the
question
that
was
asking
people
for
their
contact
information.
I
won't
need
to
go
over
that.
R
What
is
the
respondents?
Connection
to
cranston
95.8
were
residents,
another
6.2
percent
were
business
owners,
3.3
percent.
R
And
1
percent
nonprofit
stakeholder-
you
can
see
this
to.
If
you
have
the
slides
in
front
of
you,
you
can
see
that
the
actual
number
of
responses
are
at
the
bottom
for
each
of
those
categories.
R
As
I
stated
earlier,
when
I,
when
we
didn't
have
sound,
you
didn't
have
to
answer
every
question
in
the
survey,
so
some
of
these
these
questions
have
lower
responses
than
the
total
number
of
responses
for
the
survey.
So
in
this
case
this
question
had
181
responses.
R
R
1.7
percent
were
two
or
more
of
the
previous
categories:
1.6
percent
identified
as
black
african-american
1.3
as
asian
or
pacific
islander
and
0.3
as
american,
indian
or
alaskan
native
again,
as
the
other
questions
that
the
number
the
total
number
of
responses
for
each
category
is
listed
on
the
bottom.
R
R
R
One
of
the
comments
there
did
say
that
the
survey
did
not
take
into
account
that
most
senior
citizens
are
not
online
without
and
without
access
to
computers,
so
that
they
felt
that
there
was
some
voice
that
wasn't
heard,
which
might
bit
might
be
borne
out
with
the
the
low
response
rates
for
some
of
those
age
groups
in
the
respondents.
R
So
there
were
1001
responses
with
zip
codes
of
those
972
were
respondents
from
a
cranstons
of
code,
which
you
can
see
on
the
slide.
There
was
actually
a
fairly
even
split
around
the
city.
The
tops
of
code
was
zero.
Two
nine
two
zero
at
356
responses,
followed
by
zero;
two
nine
one:
zero
at
245
responses;
zero,
two,
nine
two
one
at
212
and
zero:
two
nine
05
at
143..
R
The
second
document
that
I
sent
to
the
council,
along
with
this
report,
was
the
full
data
which
listed
all
of
the
337
respondents
with
other
ideas,
as
well
as
the
full
list
of
zip
codes,
including
the
other
200
plus
zip
codes
that
were
identified
as
outside
of
the
city
of
cranston.
So
if
you
want
to
take
a
look
all
that
data
is
on
the
second
document,
so
now
we
get
to
the
top
three
covet.
19
recovery
related
priorities.
R
People
were
allowed
to
pick
three
of
these
in
the
survey
and
there
were
994
total
responses
to
this
question.
The
number
one
response
was
for
city
infrastructure,
improvements
to
roads
and
sidewalks
city
buildings,
etc.
At
58.7,
investments
in
parks,
public
plazas
and
other
public
recreation
spaces
was
at
47.9
percent.
R
R
R
Let's
take
a
sip
of
water
here,
I'm
going
to
apologize
if
I
start
coughing
in
the
middle
of
this
presentation,
but
I've
had
a
nagging
cough
that
I
haven't
been
able
to
to
shake
community
health
and
wellness
services
was
at
23.6
percent
water
infrastructure,
such
as
improving
access
to
clean
drinking
water,
wastewater
and
stormwater
infrastructure
was
at
18.7,
and
the
last
three
categories
were
under
10,
which
were
assistance
to
nonprofit
organizations,
aid
to
industries
impacted
by
kobe
19,
such
as
tourism
travel
and
hospitality,
and
broadband
infrastructure.
R
So
the
last
question
of
the
survey
was
actually
pretty
interesting.
This
is
where
people
had
a
chance
to
write
their
own
responses
and
there
were
337
of
these,
so
I
looked
at
them
all
and
we
tried
to
code
them
to
into
groups,
so
we
could
have
categories
and
we
tried
to
follow
as
closely
as
possible
the
categories
that
were
outlined
in
the
previous
question.
R
Again,
all
the
responses
are
in
that
other
document.
If
you
want
to
go
and
actually
read
through
them,
but
I
outlined
here
the
five
most
recent
frequently
mentioned
topics
and
the
first
one
was
parks
and
recreation,
sports
and
open
spaces.
There
were
80
responses
having
to
do
with
improved
public
spaces
in
the
city
of
cranston.
R
These
range
from
improving
our
parks
and
sports
fields.
There
was
a
lot
of
responses
about
better
public
access
to
fields
more
park
and
parks
and
open
spaces
in
general,
and
some
of
the
top
themes
mentioned
were
building
an
indoor
sports
recreation
center
or
sports
complex,
such
as
communities
such
as
johnston
and
east
providence.
R
Where
most
were
frequently
mentioned
in
the
25
responses
for
for
building
a
new
sports
complex,
there
was
definitely
some
responses
about
purchasing
land
for
more
open
space,
including
the
mulligans
golf
site
and
also
those
frequently
mentioned
reopening
bud
long
pool
as
a
way
to
use
arpa
funds.
R
R
There
were
definitely
a
lot
of
responses
for
two
different
school
categories:
infrastructure
for
school
buildings,
including
improved
ventilation
and
hvac
systems,
was
mentioned
quite
frequently,
as
well
as
programs
to
deal
with
learning
loss
due
to
the
pandemic
and
mental
health
resources
for
students,
so
some
of
those
fit
into
some
of
the
other
categories,
but
there
were
a
broad
enough
category
of
schools
that
I
felt
they
needed
to
be
coded
as
its
own
category.
Here.
R
R
Most
of
them
had
to
deal
with
some
type
of
tax
relief,
whether
it
was
for
businesses
or
seniors
or
just
residents,
less
so
for
direct
payments
to
residents,
which
is
one
of
the
categories
that
was
mentioned
and
had
a
high
response
rate
in
the
in
the
categories,
but
that
did
not
bear
out
when
it
was
talked
about.
As
far
as
the
specific
comments,
roads
and
sidewalks
rounds
out,
the
top
five,
there
were
13
responses
concerning
repairing
roads
and
sidewalks
throughout
the
city.
R
Some
of
those
projects
were
mentioned,
library
funding
was
mentioned
and
we
didn't
put
those
in
ourselves,
but
that
was
mentioned
in
the
top
10,
as
well
as
assistance
of
seniors
food
insecurity
and
public
safety
funding
for
both
police
and
fire
were
mentioned,
and
so
that
rounded
out
the
remaining
high
frequency
topics.
So
that's
a
good,
a
good
report
on
on
the
survey
results.
You
all
have
this
document
as
well
as
the
respect
of
the
full
responses
with
the
zip
code
that
I
mentioned
earlier.
R
So
if
there's
any
questions,
I
can
try
to
answer
them
and
otherwise
that's
that's
the
report.
M
Well,
thank
you
very
much
director
and
try
to
keep
your
comments
limited.
Obviously,
director
garcia,
isn't
an
opera
expert,
so
just
limit
them
to
the
survey
questions
but
certainly
director.
We
thank
you
for
taking
this
on
helping
us
out.
It
means
a
lot
to
us
and
we
will
get
those
those
that
report
posted
online.
I
know
there's
some
links
on
the
agenda
now,
but
we'll
get
all
the
slides
put
up
too.
That
gave
us
the
technical
difficulties
this
evening.
So
I'm
council,
member
vargas,
do
you
have
a
question.
N
Thank
you,
council
president,
said
a
question.
I
just
wanted
to
say
thank
you
director
for
being
the
facilitator
on
the
survey
you
and
and
and
your
time
your
staff
if
they
were
of
any
help
and
truly
really
appreciate
the
fact
that
this
was
done
here
in
in
in
the
city
and
gives
us
a
sense,
do
I
wish
we
had
more
absolutely
so
I
wish
I
had
we.
I
saw
more
more
than
three
responses
in
in
the
spanish
section
of
it
absolutely,
but
there
were
response.
N
There
was
still
representation
that
we
did
see
on
the
survey
component
and
the
english
component
of
it,
and-
and
that's
that's-
that's
great
to
see
so
again.
While
it
wasn't
a
a
big
number,
it
was
definitely
a
higher
number
compared
to
some
other
cities
and
towns,
and
so
I
I
appreciate
it
in
this.
This
is
definitely
feedback
that
I
will
personally
be
be
using
as
well,
even
during
during
the
budget
time.
So
I
really
appreciate
that.
Thank
you
again
for
your
time
and
and
thank
you.
N
I
apologize
also
to
the
council
president
and
councilwoman
mazzulli
as
well,
in
working
on
on
the
questions
as
well
and
putting
this
up
on
on
on
the
site
in
the
administration
as
well.
So
thank
you.
A
Thank
you.
I
just
want
to
echo
the
sentiments
from
councilwoman
vargas.
Thank
you
so
much
for
your
help.
With
this
we
wouldn't
have
been
able
to
do
it
without
you
and
as
far
as
the
response
is
I
we
did
get
more
responses
in
the
city
of
providence,
which
is
a
much
bigger
city
than
us,
and
you
know
I
think
that
does
say
something
about
something
that
we
kind
of
put
together.
Just
through
the
council,
we
don't
have
a
marketing
team.
We
don't
have
an
outside
task
force
working
on
opera.
A
So
for
a
very
inexpensive,
you
know
feat
we
were
able
to
get
good
response
from
a
lot
of
people
that
will
add
into
the
responses
that
we
received
from
our
from
our
public
meetings.
So
I
just
think
that
this
really
was
successful
and
I'd
like
to
thank
everyone
for
their
help
and
help
promoting
it
if
you
sent
it
to
your
constituents.
Thank
you.
M
R
Thank
you,
council,
president
and
the
rest
of
the
council
for
passing
that
resolution.
It's
it's
really
important.
For,
since
I've
been
at
the
crescent
public
library,
the
state
has
not
fulfilled
their
obligations
to
fund
at
least
25
of
municipal
funding
for
libraries
since
2009
it
was
the
last
time.
So
if
this
passes
through
the
general
assembly
into
this
budget,
we'll
receive
another.
Eighty
two
thousand
dollars
for
the
crimson
public
libraries
and
every
other
community
in
the
state
will
be
impacted
positively
as
well.
So
thank
you
very
much.
Thank.
M
You
director,
okay,
moving
on
to
executive
communications,
director
ready.
X
The
the
administration
would
like
the
advice
and
consent
and
reappointment
of
john
wiggins
as
a
member
of
the
conservation
committee
expiring
october,
22nd
2024,
please
thank
you
director.
M
Leave
a
motion,
a
second
any
discussion
on
the
reappointment
seeing
none
matter
of
court.
Please
take
the
rule.
B
F
F
X
Director,
in
addition
from
the
police
department,
we're
looking
to
extend
for
one
year
of
service
detective
lieutenant
stephen
brooks
he
has
fulfilled
all
his
requirements
for
continuation
of
service.
So
we
asked
that
approval.
Please.
B
F
X
We
have
we
have
a
controversial
one
asking
for
continuation
of
service
for
fire
chief
james
warren,
it's
indicated
as
a
from
the
cranston
police
department,
but
we
think
he's
from
the
cranston
fire
department
for
what
his
uniform
looks
like
looking
at
the
guy.
I
think
you
could
tell
he
has
completed
all
physical
and
mental
requirements
for
the
position
and
we
certainly
recommend
chief
warren
be
invited
back
for
many
years
to
come.
Thank
you.
I
M
P
A
E
M
Yes,
thank
you
chief
and
congratulations
you're
with
us
another
year.
Thank
you.
Okay.
That
concludes
executive
communications.
Thank
you,
chief
of
staff,
moretti.
M
Moving
on
to
council
president
communications,
I
want
to
read
a
thank
you
note
that
came
in
the
city
hall
from
mr
lou
cirillo,
who
helped
us
out
in
the
clerk's
office,
and
it's
addressed
to
all
of
us.
So
if
you
don't
mind,
I
just
want
to
read
that
for
a
second,
mr
president
and
members
of
the
city
council,
please
accept
my
sincerest
thanks
for
the
opportunity
to
serve
in
the
city
clerk's
office.
M
I
shall
always
remember
my
time,
working
for
the
city
and
helping
with
the
council's
business
fondly
and
shall
also
cherish
the
council's
thoughtful
citation.
It
was
a
wonderful
gesture
that
continues
to
be
greatly
appreciated.
Best
regards
lucyrilla
so
again
just
want
to
thank
lou.
I
hope
he's
watching
on
youtube,
certainly
appreciate
everything
you
did
for
us
and
thank
you
so
much
for
the
thoughtful
note
and
we
miss
you
lou.
M
Moving
on
to
the
next
bullet
point,
we
do
have
some
funding
left
over
in
the
orders
of
the
council,
so
we
can't
take
a
vote
on
this
tonight,
but
I'll
ask
if
there
are
any
objection
from
any
members
if
we
send
some
additional
funding
to
the
rhode
island
tree
council
from
orders
of
the
council.
Any
objection,
none,
okay
and
I'll-
ask
if
there
is
any
objection
for
us
funding
one
cross
alert
system
for
the
bike
path.
There
might
be
enough
funding
in
there.
F
M
One
call
the
crossover
system
costs
about
14,
000
and
that
lets
people
know
when
they
come
to
cross
the
road
that
it'll
blink
before
you
you
cross,
and
then
I
was
thinking
of.
Obviously
we
all
got
the
email
from
the
rhode
island
tree
council
asking
for
more
funding,
and
we
know
this
budget
might
be
challenging
that
we
could
maybe
send
the
rhode
island
tree
council
five
thousand
dollars
to
try
to
fund
what
they're
doing.
If
there's
an
objection
I'd
hold
off.
But
I
thought
it
was
two
worthy
causes
that
we
could.
We
could
fulfill.
A
And
how
much,
how
much
did
you
say
was
left
in
the
orders
of
the.
M
Council,
it's
19
or
20
000..
I
don't
have
the
actual
actuary
thing
here.
M
M
M
F
N
Council
president,
can
I
just
a
quick
question:
the
cross
alert
system
for
the
bike
path.
Just
curious.
Do
we
have
a
say
as
to
which
path
is
that,
based
on
traffic
engineering
report
or
how
does
that
work.
M
You
know
there
was
two
or
three
intersections
that
we
would
love
to
do.
One
was
cassette
avenue,
one
is
garfield
avenue.
One
is
foxbridge
oxbridge
across
from
the
cranston
library
in
chairman
and
sherman
avenue.
So
there
is
four
that
we
would
like
to
do,
but
we
do
have
funding
for
maybe
one.
If
the
council
decides
to
move
forward,
we
can
put
something
formal
together
and
bring
it
to
the
finance
committee.
L
If
I'm
in
prison,
I
just
want
to
say
I
I
don't
suggest
that
these
are
not
worthy
causes
at
all,
but
everything's
tight
right
now
everybody
can
use
a
little
help.
So
if
we
just
take
a
little
bit
closer
look.
M
N
M
That
being
said,
wednesday
is
adoption
night
or
fortnite.
Adoption
night
is
amendment
night,
so
we'll
all
be
back
here
at
city
hall,
wednesday
working
on
the
docket
for
a
special
finance
committee
meeting
that
the
following
week
is
the
budget
adoption.
That
concludes
council
president
communications.
M
Moving
on
to
council
member
communications
council.
Vice
president
ferry.
P
Thank
you.
My
question
tonight
for
console
communications
would
be.
I
was
hoping
to
get
an
explanation
and
an
update
on
cranston
workforce
solutions.
Basically,
what
does
the
department
do?
How
do
the
citizens
and
businesses
of
cranston
and
the
council
access
its
available
resources?
P
I
don't
think
we've
ever
been
told
or
introduced
to
it
or
or
shown
how
to
use
that
service
within
the
city,
and
I
don't
know
about
anybody
else,
but
I
get
a
lot
of
calls
from
people
that
are
looking
for
jobs
and
I
think
that
that
would
probably
be
the
resource
we
would
want
to
use
when
somebody's
looking
for
work.
So
I
was
hoping
that
we
could
get
an
answer
from
the
administration.
M
The
council
vice
president
to
chief
of
staff
maretti
it's
kind
of
a
general
question.
I
know
we
do
have
an
executive
session
coming
up,
but
I
guess
broadly,
you
can
maybe
answer
this
yep.
X
Yep,
the
the
city
of
cranston
in
the
city
of
providence
have
an
expired,
what
they
call
a
consortium
agreement,
which
is
basically
a
partnership
of
which
resources
are
pooled,
whereas
there's
been
in
the
past
representatives
of
cranston
in
providence,
serving
on
helping
people
with
their
resumes
networking
with
potential
employers,
prepping
people
for
interviews,
improving,
job-related
skills
or
retraining,
retraining.
Folks
I'll
say
it's
the
analogy
to
what
you
may
have
heard
of
network
ri.
X
Basically,
this
consortium
between
the
cranston,
providence,
transit
workforce
board
represents
those
two
cities
and
then
what
you
hear
advertised
oftentimes
network
ri,
is
all
other
communities
in
this
in
the
state.
So
it's
specified
and
approved
by
the
by
the
federal
department,
u.s
department
of
labor,
so
so
they
can
be
reached.
They're
located
at
one
reservoir
avenue
in
providence,
cranston
has
on
the
payroll.
We
will
probably
get
into
it
in
a
little
bit.
X
It's
again,
it's
a
segment
of
that
department,
but
it's
controlled
by
the
pro
cranston
providence.
Our
province
creates
a
workforce
board.
I
guess
they,
I
think,
but
predominantly
mayor
lawson
in
the
city
of
providence,
has
fundamental
organizational
control
of
that
group.
There
are
two
or
three
and
we'll
define
that
afterwards,
employees,
that's
on
the
cranston
payroll
that
is
to
be
reimbursed.
Those
folks
are
supposed
to
be
reimbursed
to
the
city
of
cranston
from
the
federal
government
through
the
province,
cranston
workforce
board
and
that's
how
it's
funded.
P
X
It's
that
group
does
its
own
advertising.
You
know
as
a
city
to
my
knowledge
in
the
past,
it
hasn't
been
I'll,
say
advertised,
but
it's
it's
its
own
entity.
They
they
have
their
networking
exactly
what
that
group
does,
because
it
is
governed
by
them.
They
made
it
quite
clear
to
us
that
cranston
is
not
to
be
part
of
that
management.
X
Would
call
get
hold
of
that
office
and
through
there
and
they
and
they
guess
that
they
they're
organizing
with
this
pooled
resources
that
were
appointed
by
by
you
know,
legacy
people
from
providence.
There's
legacy
people
from
cranston
we'll
talk
a
little
bit
about
one
person
from
cranston
in
a
little
while.
X
I'll
use
the
word
theoretically
reimbursed
and
I
think
maybe
we
should
hold
off
on
the
full
explanation
for
just
a
little
bit,
but
in
theory
it's
supposed
to
be
set
up
where
there
are
they're
crashed
to
the
creston
employees,
the
cop
there's
counselors,
there's
two
or
three
counselors
that
are
teamsters
as
part
of
the
cranston.
You
know,
teamsters,
there's
one
appointed
per
position.
There
was
by
the
administration
and
those
salaries
in
related
costs.
M
X
X
M
A
This
is
not
a
question
just
a
comment,
but
there
is
online
the
workforce,
innovation
and
opportunity
act.
It's
a
local
plan
that
was
from
july
1st
2020
that
goes
through
june
30th
2024.
They
have
a
a
whole
report
that
does
include
us
with
providence.
I
don't
it's
not
clear
to
me
who
exactly
wrote
it
and
how
much
the
cranston
people
have
to
do
with
it,
but
it
does,
you
know,
show
the
workforce
and
economic
analysis,
strategic
vision
and
goals,
local
area,
partnerships,
program,
design
and
evaluation
and
compliance.
M
Thank
you,
councilmember
any
other
questions
or
comments
on
workforce
development.
Before
we
go
into
executive
session,
okay,
councilmember
vargas.
Do
you
want
to
ask
now
sorry,
I
didn't
see
your
hand
up
you're,
good.
Okay,
we
will
move
on.
Thank
you,
council.
Vice
president
council,
member
vargas,
you
are
next.
N
Thank
you.
So
I
have
two
items
on
there:
public
nuisance
task
force-
and
the
second
is
the
city
of
cranston
boards
and
commission
on
the
public
nurses
task
force.
I
just
I
I
wasn't
sure
you
know
when
what
the
status
on
this
commission
is
in
terms
of
or
the
task
force.
I
guess
I
know
it
was
established.
It
was
established
before
my
time.
There
was
also
some
amendments
that
were
done
as
well.
N
During
my
first
term,
I
believe
some
of
the
members
do
include
an
appointment
from
city
council
person
coming
from
the
majority
party
and
also
coming
from
the
minority
party
as
well
as
directors
and
and
so
forth,
and
designee
of
of
the
mayor,
maybe
to
the
administration
or
so
are.
N
In
terms
of
even
might
be,
going
might
be
derailing,
but
I
did
respectfully
request
a
a
log
sheet
which
I
haven't
received
yet,
but
I'm
just
kind
of
trying
to
get
a
sense
as
to
when
this
task
force
can
initially
start
meeting
at
some
time.
At
some
point
to
address.
X
Sure
the
administration
be
happy
to
cooperate
with
the
council
and
I
guess
getting
this
board
going
again.
This
task
force
going.
It
has
not
been
a
I'll,
say,
a
topic
of
discussion.
This
is
kind
of
the
first
we've
had
discussion
on
it.
It
was
it
was
this
evening
in
terms
of
the
nuisances,
the
the
log,
I'm
not
quite
sure,
of
the
log
you're
looking
at.
I
know
the
police
department.
In
fact,
I
sat,
and
I
think
you
had
a
public
forum
with
your
constituents
at
the
police
department.
X
They
went
over
all
their
calls
and
and
all
that,
I'm
not
sure
what
log
you're
looking
for.
N
So
I
guess
I'll
start
off
with
the
task
force
in
general.
Are
we
able
to
have
a
meeting
in
place
and
have
the
task
force
come
together
now
that
we're
having
in-person
meetings
now,
there's
been
some
boards
in
commission
that
haven't
met
it,
often
and
obviously,
during
the
pandemic
or
with
the
pandemic.
I
should
say
that
we're
still
in,
but
nonetheless
I'd
like
to
see
the
task
force
meet.
N
So
if
we
give
you
names
on
our
end
to
the
city,
council
is
a
task
force
able
to
actually
get
kick
up
and
running
once
again
or
if
it
was.
I
mean
again
it's
it's
something
it's
in
our
code
prior
to
even
having
me
introduce
any
piece
of
ordinance.
We
just
did
a
few
additional
amendments
that
I
thought
were
very
well
needed
and
to
actually
bring
everything
up
to
date,
because
it
was
a
little
antiquated.
X
Yeah,
I'm
sure
the
administration
should
be
in
favor
of
it,
whatever
appointments
would
be
necessary
from
the
administration's
end,
certainly
happy
to
happy
to
comply
happy
to
get
it
going.
You
know
with
the
council,
but
that
board
then
would
have
to
if
it's,
if
it's
already
statutorily
assigned
the
board
itself
would
have
to
convene,
but
certainly
we
would
support
it.
N
All
right,
great
yeah,
no
in
term
of
blogs,
it
was
a
log,
that's
being
requested,
and
I
can
add
this
or
send
you
an
email
aside.
I
don't
want
to
derail
from
from
this,
so
I
want
to.
I
can
send
you
an
email
on
that
step
separately.
Councilmember.
M
I
might
have
something
to
add
on
that
back
when
I
was
on
the
council
by
my
first
term.
I
think
direct
them
already.
You
were
the
order,
then,
for
the
city
council,
the
unbots
had
the
same
requests
that
you
had
council
member
bots
and
we
used
to
get
a
spreadsheet
that
had
all
the
violations
or
what
what
the
inspectors
were
working
on
and
we
used
to
get
that
so
I'll.
Try
to
I'll
try.
N
One,
so
I
guess
to
that
point:
it's
pretty
much.
The
spreadsheet
that
I
had
requested
at
the
last
camera
called.
Maybe
a
public
works
meeting,
or
one
of
the
last
meetings
that
we
just
recently
had.
We've
had
one
too
many
with
budget
coming
up
with
budget
season,
but
it's
pretty
much
a
log
as
far
as
what
the
zoning
inspectors
are
actually
working
on.
It
was
emailed
to
me
back
in
20
years.
N
It's
in
in
pretty
much
every
inspector
at
the
time
had
a
spreadsheet
and
on
each
spreadsheet
it
says
all
the
complaints
that
have
been
coming
in
throughout
the
entire
city,
where
they've
gone
to
court,
where
they
are
in
court,
whether
the
case
closed
and
which
inspector
took
was,
was
taking
a
look
at
it
and
pretty
much
notes
and
updates.
N
X
You,
like
might
be
more
productive
to
speak
offline,
because
I
spoke
to
director
rodeo
about
that.
I
think
I
think
I
recall
it
now
being
addressed.
Thank
you.
Sorry
for
me
not
remembering
he
had
mentioned
that
he
thought
he'd
have
to
give
you
volumes
and
volumes
of
paper,
and
it
didn't
seem
to
match
up
with
what
you're
telling
me
about
a
spreadsheet,
more
concise.
X
N
N
It
hasn't,
been
updated
on
our
city
website,
and
so
I'm
looking
to
have
that
updated
sooner
rather
than
later,
so
that
when
folks,
when
we
have
folks
here
living
in
cranston
who
want
to
participate
and
engage
on
a
border
commission,
they
have
the
most
updated
information
in
terms
of
whether
it
is
a
mayor's
appointment.
Where
there
it
is
a
city
council
appointment,
whether
they
have
to
live
in
a
certain
award
for
it,
and
so
that
just
makes
a
little
things
a
little
bit
faster
and
easier.
N
I
guess
you
have
to
say
for
them
to
for
anyone
to
have
access,
so
even
for
ourselves
to
be
quite
honest
with
you,
probably
one
less
call
that
rose
will
get
for
me
saying
rose.
Do
we
have
an
opening
in
this
border
in
this
committee
because
it
says
that
there
is,
but
it
also
has
names
on
there
that
appointments
have
terminated
expired,
but
we
have
reappointed
and
it
doesn't
reflect
the
most
updated
expiration
date
that
it
should
now
have.
X
That
has
been
actually
a
project
that
we
have
assigned
within
the
office.
I
know
some
work
has
been
done
on
it.
I'll
have
to
follow
up
to
bring
closure
to
that,
but
I
think
we've
actually
made
some
good
good
strides
to
update
internally.
I
I'll
see
where
we
are.
I
will
review
it
and
then
make
sure
it's
posted
on
the
website
is
a
great
is
a
great
idea,
which
I
believe
is
there
anyway,
but
certainly
the
updated
version.
N
Thank
you.
That
being
the
case,
if
I
can
ask
for
salva
to
just
keep
this
on
the
council,
the
may
council
agenda
just
to
follow
up
on
the
updates,
as.
M
Fair
enough,
thank
you.
Councilmember
vargas,
councilmember,
mourinho.
I
Thank
you.
Council
president,
my
council
member
communication
deals
with
the
pudlock
bud
long
pool
the
status
of
opening.
If
the
administration
wants
to
provide
us
with
an
update
and
then
we
can
speak
further
thanks,
I.
X
X
Director,
I
believe
the
question
was:
if
you
could
kind
of
have
an
update
on
the
bud,
long
pool
and
its
general
terms,
I
guess
to
start,
and
then
the
council
councilwoman
will
probably
take
it
from
there.
If
I
could
embellish
what
you're
saying
be
happy
to.
Y
Yeah
in
in
in
february
of
some
time,
we
had
put
federal
hill
group
architects
in
engineering
to
go,
do
a
pool
feasibility
study
just
to
lead
us
in
the
direction
of
where
we
could
go
with
the
pool
based
on
its
existing
demise.
I
did
get
the
report
on
friday.
I've
contacted
a
few
council
people,
councilman
donegan
did
get
a
chance
to
go
by
there.
Although
the
report
wasn't
available,
then
I
have
since
received
the
reports.
I
believe
they
were
to
be
mailed
to
the
council.
Y
This
morning
I
am
going
to
the
pool
with
councilwoman
mourinho
jermaine
and
I
believe
a
council
president
is
coming
down
tomorrow
at
3
30..
I
tried
to
see
if
the
engineer
could
take
a
down
to
explain
in
detail
what
he
had
in
his
report.
In
reading
the
report,
there
are
some
glaring
things
that
have
to
be
addressed
and
he
goes
through
them
in
the
report
on
how
we
can.
Y
What
we
can
do
to
you
know,
make
it
a
more
attractive
place.
There
are
some
glaring
problems
and
if
you
look
at
the
report,
you
know
they're
there
again.
I
can't
give
you
that
much
detail
on
how
deep
they
are,
but
that
at
this
point
that's
what
I
have.
X
X
Okay
from
that,
as
you,
if
you
had
a
chance
to
review
it,
when
I
first
saw
this
is
pretty
sobering
because
it
seems
to
be
if
this
firm
is
correct,
that
there's
some
unsafe
many
safe,
unsafe
conditions
at
the
pool
as
it
currently
exists.
So
I
think
it's
very
concerning
not
just
the
pool
but
the
pool
house.
Y
The
bath
house,
the
bill,
the
building
itself,
is
in
structural.
You
know,
concern
electrical
ventilation,
the
plumbing
as
possible
asbestos.
It's
a
few
things
there
that
have
to
be
addressed
and
again,
unless
you
know
we
look
at
it,
it
wouldn't
be
an
attractive.
X
Where
we
should
go
with
this.
You
know,
obviously
we
could
get
into
the
specifics,
but
but
basically
there
are,
as
I
mentioned
some
we'll
say,
structural
issues.
There
are
safety
issues,
there's
non-compliant
issues
as
such
some
unsafe
physical
conditions
and
then
the
operation
of
the
pool
is
is
in
tough
shape.
Unfortunately,
so
that's
kind
of
where
we
leave
it.
We
just
got
this
report
a
couple
of
days
ago
and
the
mayor
is.
Y
Director,
every
everything
in
there
falls
back
to
the
safety
and
liability
everything
there
can
be.
You
know
you
have
to
take
a
look
at
that.
I'm
concerned
just
about
the
chlorine
levels
with
the
amount
of
water
going
in
and
you
know
I
ran
a
pool
for
for
years
and
years
and
when
you
finish
a
day,
it's
like
you,
you
you
got
through
the
day
without
anything,
going
wrong.
That's
how
serious
a
a
a
you
know
a
place
a
pool
can
be
so.
X
M
Suggestion
to
maybe
put
this
on
the
public
works
docket
after
because
I
know
some
council
members
are
going
to
go,
see
the
pool
and
then
could
you
have
our
new
public
works
director.
Look
at
this
too.
He's
got
yeah.
I
know
he's
eight
years
and
years
of
experience,
and
this
was
built
during
public
work,
a
public
works
project.
X
I
Thank
you.
Thank
you
to
the
administration,
thank
you
to
our
director
to
saglia
for
the
update
the
the
one
thing
that
I
have
to
say
that
I'm
dismayed
at
and
it's
a
common
sentiment
through
residents
is
that
I
understand
this
report
just
came
out.
I
understand
that
there
are
safety
and
liability
concerns,
but
these
you
know
structural
concerns
didn't
happen
overnight
and
the
pool
didn't
stop
its
operations
because
of
safety
and
liability
concerns.
I
The
pool
stopped
its
operations
because
of
covet
shutdowns,
and
there
was
all
of
that
time
for
the
administration
parks
and
rec
public
works.
Whoever
needed
to
be
to
address
the
problems
with
the
pool
knowing
arpa
funds
were
coming,
knowing
there
was
a
great
sentiment
and
outcry
for
the
opening
of
the
pool,
but
instead
that
did
not
take
place
and
that's
what
is
very
concerning
in
addition
to
that,
we
as
council,
I
know
myself,
I
put
on
the
agenda
more
than
once.
I
know
councilman
jermaine
had
had
it
addressed
in
this
session
too.
I
So
we
specifically
in
anticipation
of
this
spring
and
summer,
had
asked
the
administration
to
base
make
and
we
trusted
there'd
be
a
good
faith
effort,
and
here
it
is
a
feasibility
study
was
done
in
february
to
find
out
whether
or
not
the
pool
should
be
opened.
We
learned
about
it
as
council
members
by
reading
in
the
paper,
not
because
we
received
any
type
of
communication
from
the
administration
with
respect
to
to
this
feasibility
study.
I
As
I
sit
here,
the
feasibility
study
that
was
done
for
this
for
the
opening
of
the
pool,
I
don't
know
who
authorized
it.
I've
gone
back
with
the
agendas
for
contracts
and
purchasing.
I
don't
see
any
bitter
bid
grants
for
this.
I
don't
see
any
bid
waivers
for
this
and
I
don't
even
know
where
the
funding
is
coming
from.
We
address
this
at
the
special
finance
committee
meeting
dealing
with
the
budget
with
parks
and
rec
as
to
where
the
funding
has
come.
I
So
there
are
also
the
problems
and
concerns
that
give
me
great
pause
for
the
authentication
of
the
findings.
Even
in
this
report
you
know
some
of
it.
I
admit
it's
glaring,
but
I
just
think
that
it
is
not
being
completely
honest
with
the
residents
of
the
city
to
say
that
this
has
always
been
a
top
priority,
because
actions
speak
louder
than
words
and
they
have
been
severely
lacking.
X
Not
quite
sure
how
to
respond
to
that
other
than
we're
under
the
assumption,
the
pool
would
could
should
be
reopened
upon
further
examination
directed
to
saliya
had
concerns,
and
he
contracted
this
firm.
I
don't
have
the
specifics
to
it.
There's
many
discussions
that
go
on
that,
I'm
not
a
party
to
that
like
that,
I'm
not
a
party
to
so.
I
can't
speak
to
any
contractual
arrangements.
M
Thank
you
councilman
or
anything
else.
Councilmember
riley.
L
Thank
you,
council
president,
mr
murray,
has
there
been
any
before
this
went
into
the
tried
to
be
put
into
the
capital
budget,
which
would
cause
the
taxpayers
to
have
to
pay
for
this?
How
many
opportunities
were
looked
at
in
terms
of
federal
grants
or
reaching
out
through
our
grant
writer
to
the
senators
and
how
and
our
representatives,
given
that
senators
and
and
state
they
all
came
to
help
out
with
the
knightsville
project,
which
is
amazing,
but
this
is
also
a
historical
pool.
This
is
one
of
the
largest
schools
in
america.
L
X
Sure
sure
I
I
routinely
periodically
more
routinely
have
direct
contact
with
the
senator
rich
chief
of
staff,
particularly
and
congressman
landriven.
So
we
talk
about
these
types
of
things
and
they
had
no
direct
opportunities.
Something
recently
did
come
up
with
some
programs,
recent
federal
programs
in
the
last
month,
or
so.
Actually,
we
have
spoken
with
the
grant
writer
for
her
to
look
into
including
the
bud
long
pool
and
in
those
opportunities
as
a
possibility.
H
Thank
you,
council
president.
Thank
you,
council,
marino.
We
it's
always
our
mind
whenever
we
think
about
this,
and
I
think
you
and
I
we
are
in
this
really
together
about
this
poll.
So
since
the
last
budget-
and
I
questioned
why
there
was
zero
dollar
are
located
for
the
pool,
and
I
think
there
was
a
negligence
about
the
administration
negligence
to
to
end
up
that
way,
because
if
2020
the
pool
was
operational,
so
how
can
it
be
in
less
than
two
years
in
such
status?
Y
I
try
to
explain
that
councilwoman
when
I
did
my
research
on
the
pool,
I
you
know
talked
to
a
few
people
that
have
done
work
on
the
pool.
Apparently
I'm
sorry.
H
H
So
when
they
are
not
here,
they
take
care
of
the
house
because
they
it
hits
you
you
have
to
put
hits
you
have
to
take
care
of
the
house
while
you're
not
there.
So
I
cannot
understand,
even
though
the
the
park,
the
pool,
would
not
be
operational
for
have
people
coming
in,
but
the
building
the
electric
and
of
everything
so
how
that
happened.
H
So
this
need
an
answer,
so
I
think
there's
negligence,
first
and
foremost,
so
I'm
not
pointing
towards
you,
director,
tisaglia,
okay.
So
but
someone
is
responsible
for
what
happened.
So
no
one
cannot
say.
Okay,
two
years
ago
the
pool
was
in
great
shape
and
people
free
come
and
enjoy
and
less
than
two
weeks
is
not
operational.
Y
I
interrupt
for
one
second,
it
wasn't
in
great
shape
two
years
ago,
from
what
I'm
hearing
the
chlorine
levels
were
down,
because
the
amount
of
water
and
the
leakage
there
just
was
so
much
stuff
going
on
the
fact
that
it
was
closed.
We
were
able
to
address
some
of
these
negligences
and
that's
where
we
are.
M
H
H
H
H
I
didn't
miss
that
class
and
I
have
to
mention
I
request
a
meeting
with
the
mayor
and
unfortunately
I
had
something
I
postponed
the
meeting
and
then
the
next
thing
is
in
the
news.
H
I
read
the
whole
of
decision
of
the
me.
I
think
I
I
approached
the
plan
the
mayor
has
for
the
pool
I
approve
it,
but
as
a
representative
of
the
world,
I
thought
we
should
have
a
conversation
as
well,
but
the
way
I
saw
the
interview
of
the
mayor
in
the
news
it
was
like.
Okay,
a
decision
already
made
we're
not
opening.
It
wasn't
intended
to
have
a
conversation.
H
How
we
can
do
this
together.
Now
we
have
a
report.
We
do
not
know
who
is
the
buyer,
the
who
is
the
agent
agency
and
we
do
not
open
it
to
many
other.
We
knew
we
need
to
have
many
perspective
on
that.
So
I
feel
it's
bias
in
my
position.
I
think
this
report
is
biased
because
I
cannot
believe
those
amount
of
money.
I
see
those
purpose,
it's
a
proposal.
H
What
I
see
in
the
report,
if
it's
not
public,
yet
though
I
don't,
I
don't
want
to
say
those
dollars
about
when
I
think
for
me,
even
though
I'm
not
an
expert,
but
I
don't
think
in
less
than
two
years
the
amount
of
money
I
see
in
this
report
will
cost.
H
This
is
insane
so
my
resident
I
received
so
many
emails
asking
for
real
painting
of
this
poll,
and
I
sent
many
emails
to
the
texas
area.
We've
been
back
and
forth
in
back
and
forth
on
it,
where
we
are
right
now.
First
of
all,
as
a
question,
I'm
not
pointing
finger,
but
I
think
there
was
a
negligence.
H
That's
why
we
are
where
we
are
right
now
and
we
need
to
do
what
what
we
can
to
reopen
the
pool.
That's
the
that's
the
the
demand
of
resident
of
what
do
I
receive
many
emails
I
can
share
with
with
you
with
many
emails.
What
we
are
doing.
People
needs
this
pool
to
to
go
to
have
some
fun
with
their
families.
M
Y
Y
Getting
getting
back
to
what
councilwoman
jermaine
said.
Yes,
there
was
a
zero
in
the
line
item
before
last
summer
because
of
of
the
virus.
However,
it
seemed
like
it
was
starting
to
get
a
little
better.
I
mean
it
wasn't
great,
but
I
had
a
a
pool.
Y
Company
go
down
there
and
assess
just
immediate
needs,
nothing
to
do
with
the
building,
just
total
pool
structure
and
what
he
knew
about
it,
because
he
has
worked
on
that
pool
before
and
he
told
me
the
same
thing
I
was
hearing
so
at
that
point
he
gave
me
a
report
in
the
tune
of
close
to
a
hundred
thousand,
and
he
said
that
you
know
that
could
have
been
underestimated
to
try
to
get
it
up
and
going
for
last
year,
which
we
weren't
going
to
do
because
of
the
cobra
this
it
was
ventilation
issues,
and
so
that
was
put
aside
that
we
weren't
going
to
do
it
that
summer
for
last
summer-
and
you
know
that's
how
that
transpired.
Y
So
it
wasn't
two
years
ago
that
pool
wasn't
in
great
shape
and
it
hasn't
been
in
great
shape
for
some
time
from
what
I'm
being
told
by
the
person.
You
know
that
has
worked
underneath
the
liner
that
he
has
to
go
back
to
every
year,
so
to
say
that
the
pool
was
great
one
year
and
next
year
it
wasn't
that
truly
wasn't
the
case.
X
X
H
Okay,
good.
Can
I
yes,
okay,
thank
you.
I
said
I
received
the
email
after
council
done
again
asked
to
send
it
so
accounts.
I'm
done
again
receive
the
the
report.
I
did
not
receive
it
when
council
done
again
asked
to
send
it
to
everybody.
That's
when
I
received
it.
That's
what
I
said.
I
want
to
make
it
clear.
That's
what
I
said.
X
X
So
I
don't
know
how
to
fix
something
that
doesn't
appear
broken.
The
second
part
of
that.
I'm
sorry
that
you
cancelled
your
meeting
with
the
mayor.
The
mayor
had
his
arms
wide
open
for
you
to
come
in
any
time
to
speak
with
them.
Well,
you're
on
the
schedule-
and
I
remember
you
canceling-
I
can't
overly
apologize
for
you
not
meeting
with
the
mayor.
If
the
maid
wanted
to
see
you
and
you
chose
not
to
for
whatever
reason
so
that's
difficult
to
that's
difficult
to
resolve
we're
happy
to
schedule.
X
H
H
So
we
have
a
conflict
schedule
so
the
first
day
of
the
the
budget
hearing
and
that's
when
I
had
the
meeting
so
I
had
to
choose
whether
to
meet
with
him
or
come
to
the
meetings.
So
I
choose
to
come
to
the
meetings
and
say
postponing
and
then
that's
why
he
was
postponed
it
wasn't.
I
didn't
want
to
meet
him.
I
request
the
meaning.
So
that's
that's
different.
X
And
he
accepted
it
and
happy
to
reschedule.
The
last
thing
is
very
very
concerning
that
I
believe
the
administration,
I
guess,
is
responsible
for
the
pool
that
there's
assertions
of
negligence,
that's
fairly.
That's
pretty
serious.
I
believe.
X
Is
it
because
that
over
the
maze
administration
has
been
here
for
16
months
or
so
it's
because
the
mayor
was
negligent,
that
the
pool
structure
and
all
these
problems
occurred.
Is
that
what
you're?
Asserting?
Because
we
want
to
just
make
sure
we
narrow
the
focus
with
this.
H
M
Deterioration,
we
can't
have
the
back
and
forth
you
gotta
you
got
to
address
through
the
chair,
you
guys
are
having
a
private
conversation,
now
we're
getting
off
the
rails,
and
so
any
other
comments
on
the
butlong
pool.
We're
going
to
put
on
the
public
works
target.
Some
people
have
visited
or
we'll
visit,
councilmember
donegan.
C
Thank
you.
Thank
you.
Council
president.
I
I
just
want
to
reiterate
the
comments
of
both
of
my
colleagues.
I
think
councilwoman
marino
was
eloquently
on
point.
The
the
city
council
had
brought
up
on
numerous
occasions
our
wishes
for
the
bud
long
pole
to
be
open
this
year.
C
I
think
I
speak
for
many
of
us,
if
not
all
of
us
this
evening,
when
you
know,
there's
a
sense
of
disappointment
when
we
received
the
budget
proposal
and,
despite
you
know,
a
19
million
dollar
increase
in
spending
opening
the
bud
long
pool
was
not
part
of
that.
C
Now
I
understand
that
there
are
issues
and
and
and
that's
reasonable
that
issues
would
come
about
with
a
structure
that
is
of
this
age,
but,
as
councilwoman
mourinho
pointed
out,
it's
been
closed
for
two
years
and
the
time
to
address
those
issues,
aren't
when
the
pool's
supposed
to
open
it's
to
get
those
addressed,
so
the
pool
can
be
open
when
it's
supposed
to
be
open.
Kids
on
the
eastern
side
of
the
city
depend
on
that
for
recreation.
I
was
one
of
those
kids
growing
up
friends.
All
of
us.
C
C
C
C
I
had
put
a
facebook
post
up
about.
You
know
the
bud,
long
pool
and
later
you
know
later
that
day
a
herald
article
went
up,
so
we
didn't
even
know
about
any
of
this
until
an
article
comes
out
in
the
herald,
and
I
just
feel
like
it
is
the
conscious
and
intentional
act
of
of
keeping
us
in
the
dark
about
it.
I
I
and
that's
what
the
record
reflects.
C
We
just
haven't
been
kept
abreast
and
in
the
light
of
what's
going
on
with
this,
despite
our
numerous
requests-
and
I
think
that's
wrong,
what
line
item
was
the
first
of
all
when
what
was
the
date
that
the
contract
was
awarded
with
the
federal
group.
Y
Yeah,
it's,
I
would
want
to
say
it
had
to
be
in
march
at
some
time.
I'm
sorry,
I'm
sorry
february
of
sometime
early
february
he
dated
on
his
on
the.
Y
Yeah
mid-february
we
had
contacted
and
he
had
said
that
a
feasibility
study
is
the
way
that
you
know
we
should
go,
and
I
had
asked
about.
You
know
just
investigating
the
place.
So
by
the
time
we
got
that
all
together.
The
end
of
february.
Y
Oh
god,
I
don't
have
that
in
front
of
me
councilman
I
can.
Let
me
see
if
I
can
find
it.
C
And
director
to
salia,
while
you're,
following
up
on
that,
I
assumed
this
would
have
had
to
be
been
approved
by
someone
in
the
purchasing
department.
What
date
was
that.
C
Was
the
was
the
report
or
contract
with
the
federal
group?
Was
that
approved
by
anyone
in
the
purchasing
or
contracts
department?
I
I
believe
it
was
was
anyone
else
other
than
yourself
or
the
person
that
approved
it
and
the
contracts
are
purchasing
department?
Aware
of
this.
X
F
J
M
N
I
just
want
to
ask
that
the
director
already
provide
that
information
through
the
clerk
or
send
it
to
all
of
us,
if
possible,
not
just
to
councilman
donaghy,
if
that's
okay,
so
we
can
all
be
on
the
same
page.
Thank
you.
A
M
M
So
I
would
state
your
question
and
then
adam
clark
can
put
it
on
the
agenda.
If
that's
okay,.
A
Okay,
I'm
just
wondering
if
you
know
what's
of
this
nature,
perhaps
you
know
come
up
in
different
departments
that
aren't
exactly
noted
in
the
budget,
specifically,
if
we're
able
to
go
out
for
them
without
going
out
to
bid
if
this
is
a
common
practice
that
maybe
we
just
aren't
always
privy
to
because
we're
not
the
administration.
M
N
Councilmember
vargas,
thank
you
one
more
thing
to
the
administration
director:
moretti.
Can
you
let
me
know,
and
if
you
haven't
already
have
you
reached
out
to
senator
reid's
office
in
congressman
langevin's
office
in
terms
of
finding
any
type
of
appropriations
whatsoever
for
the
pool.
X
They
would
let
us
know-
and
I
do
have
mentioned
the
pool
in
the
past-
the
latest
round-
about
the
available
funds,
with
senator
reid,
with
the
senator
reid's
office
and
and
and
the
grant
writer,
lisa
and
dozia,
and
the
result
of
that
is
pursuing
an
opportunity.
I
can
look
into
other
opportunities
for
sure.
N
If
that
would
be
great,
if
you
don't
mind
reaching
out
and
just
giving
me
giving
all
of
us
an
update
as
to
what
their
office
says,
you
know
the
reason
why
I
am
saying
that
is
exactly
a
month
ago
today,
on
march
25th,
the
city
of
pawtucket
received
about
2.3
million
dollars
in
appropriation
by
congressman
david
sicilini
for
the
renovation
of
their
pool,
and
so
just
hoping
that
we
can.
N
I'm
not
sure
where
at
this
point
you
know,
where
might
be
a
little
late
to
the
game,
but
just
definitely
worthwhile
still
considering
and
reaching
out
to
our
federal
delegation
and
and
see
what
could
possibly
take
place.
J
I
I
One
further
is
the
need
tonight,
for
that
is
ever
more
apparent
because
I
reached
out
to
our
grant
writer
and
asked
her
about
what
grants
were
pending,
and
she
told
me
we'll
check
with
the
administration
and
now
the
administration
tonight
is
saying
we'll
check
with
the
grant
writer
so
some
to
to.
I
understand
everyone's
busy,
but
it's
really
imperative
that
we
that
we
do
it
so
that
we're
not
being
ping-ponged
and
not
getting
answers
as
to
what
funds
are
available
and
being
applied
for
so.
M
Just
to
expand
on
what
you
just
said
briefly:
it's
not
on
the
agenda,
but
I
think
it.
I
know
you
requested
that
report
and
it'll
be
sent
out
to
everybody
through
rose
tonight,
so
all
right
and
then
I
will
we'll
have
lisa
come
into
and
talk
to
us
all
right.
Thank
you
very
much.
That
concludes
the
bud
lung
pool,
I
believe.
Moving
on
to
council
men,
councilmember
donegan,
you
have
two
agenda
items
here.
C
Thank
you
so
much
council
president
through
through
to
the
administration,
I
know
via
email
communications.
I
had
been
communicating
with
director
paulino
about
the
status
of
executing
the
agreement
with
providence
war
convention
and
visitors.
Bureau
about
the
you
know,
kind
of
for
lack
of
a
better
term
go.
C
I
I
had
communicated
with
director
paulino
about
the
proposed
agreement
with
the
providence
war
convention
and
visitors
bureau
about
the
for
lack
of
a
better
of
a
better
term,
the
go
cranston
kind
of
initiative
or
plan.
I
just
wanted
to
get
an
update.
I
know
it
was
kind
of
on
the
goal
line
has
that
been
finalized
or
executed.
Yet
I
know
that
legal
was
reviewing.
X
Yes,
the
agreement
has
been
executed
and
the
remuneration
on
that
is
was
zero
to
be
paid
in
year,
one
and
ten
thousand
dollars
for
year
two,
but
what
we
did
is
in
the
agreement.
I
made
sure
that
the
in
that
ten
000
there
was
an
asterisk
or
footnote
pending
council
city
council
approval
and
funding
for
it,
so
that
we
have,
I
believe
we
have
that
covered.
They
understand
that
on
the
fact
I
hate
this,
I
forgot.
I
forgot
the
the
wonderful
woman's
name.
She
was
in
chat
chris.
X
She
finished
fantastic.
She
was
in
the
with
with
the
one
of
her
staffers.
I
think
it
was
last
week
or
the
week
before
to
kick
it
off
they're,
going
to
be
getting
going
on
on
the
website
and
promoting
everything
as
as
planned.
C
All
right
great,
thank
you.
I
I'm
glad
to
hear
that.
That's
finally
finalized,
you
know
credit
to
then
councilman,
ed
brady
as
well,
who
you
know
we
had
brought
this
forward
in
in
2019.
So
I'm
glad
that
it's
it's
it's
done,
so
thank
you
to
the
administration
for
getting
that
finalized.
My
other
question
is
about
the
plastic
bag.
Ordnance.
C
X
Director
paulino
I'd
have
I'd
have
to
frankly,
it
was
not
well
prepared
with
statistics
of
knowing,
where
he's
at,
in
the
exact
situation
other
than
to
say,
to
my
knowledge,
just
continuing
to
respond
to
complaints,
approaching
businesses
and
kind
of
issue
warnings,
but
has
a
citation
been
issued.
I
probably
would
have
known-
and
I
believe
not
because
of
that.
C
Thank
you
director,
if
you
could,
if
a
list
of
all
places
that
have
been
visited
pursuant
to
that
ordinance
as
well
as
a
list
of
any
businesses
that
have
received
any
sort
of
warning
letter,
I
mean
the
the
language
of
the
ordinance
is
fairly
well
fleshed
out
in
in
the
administration
and
enforcement
of
it.
X
C
With
thank
you
director,
without
having
the
ordinance
in
front
of
me,
and
it's
been
a
few
years
since
I've
looked
at
it.
I
believe
the
language
says
that
there's
language
that
specifies
that
the
ordinance
shall
be
administered
by
the
appropriate
designated
department.
So
I
believe
that
would
be
up
to
the
administration
to
designate
a
department
to
enforce
that.
A
Just
to
kind
of
piggyback
off
of
that,
I'm
just
curious.
If
is
that,
perhaps
going
to
come
in
with
the
reports
or
the
spreadsheets
that
councilwoman
vargas
had
mentioned
earlier
as
far
as
citations.
X
M
Thank
you,
council.
Vice
president
ferry
I'll.
P
B
P
My
suggestion
was
maybe
that
we
fluorescent
flyer
with
their
renewed
license
or
something
I
mean
we're
sending
the
mail
out
to
them.
Anyways
I
mean
I'm
not
trying
to
create
any
work
for
anybody,
but
I
mean
we
just
do
need
to
get
the
word
out
because
the
first
time
I
mentioned
it
to
a
store,
they
always
plead
ignorance.
So
I
just
wanted
to
bring
that
up.
Thank
you.
Okay,.
M
X
I
Thank
you
to
the
point
of
the
bags
I
want
to
stress
and
I'm
sure
the
administration.
Nobody
in
this
room
wants
to
be.
You
know
bashing
down
on
small
businesses
who
are
trying
to
to
get
by.
That's
not
the
intent,
but
awareness
is
important
and
there's.
One
important
point
that
I
want
to
make
is
that
there
are
big
box
stores
here
in
the
city
of
cranston
that
are
eager
to
use
brown
paper
bags
and
one
point
being
tj,
maxx
and
marshalls.
X
I
think
that
might
be
a
resource
issue,
I'm
not
sure
how
much
time
directed
did
you
want
to
send
out
a
mailing
to
every
business
in
the
city,
as
I
was
just
saying,
separate
and
apart,
I'm
not
not
sure
if
I
hear
or
should
he
be
visiting
every
business
in
the
city.
X
N
Sorry,
thank
you.
I'm
not
sure
if
this
is
what
councilman
ferry
was
actually
trying
to
elude,
but
I
know
even
with
the
tax
letters
that
are
going
now
and
so
forth,
there's
a
notice
when
you
pay
your
your
bill.
N
N
N
And
and
the
information
that
the
director
director
paulino
is
putting
together,
as
we
have
businesses
that
are
probably
like
reaching
out
to
him
or
he's
looking
into
maybe
on
the
grants
and
funding
that
we
have.
N
Is
it
any
possible
way
to
perhaps
disseminate
information
that
way,
as
as
an
avenue
use
that
as
an
avenue
to
disseminate
information
from
our
end,
just
as
a
friendly
reminder,
so
I
mean
we
can
do
it
when
we
have
the
safety
services
meeting,
which
we
have
done
just
trying
to
find
other
ways
of
communicating
or
putting
a
friendly
out
again,
I
understand
that
it
may
be.
N
X
B
Absolutely
just
point
out
information:
as
far
as
the
city
clerk's
office
goes,
we
do
like,
I
said,
for
businesses
that
require
a
license.
We
do
let
them
know
either
at
the
safety
services
meeting
or
when
they
come
to
apply.
We
give
them
a
copy
of
the
ordinance,
but
some
of
those
business.
Some
businesses
don't
require
a
license.
So
we
can't
reach
out
to
those
businesses.
M
Thank
you,
madam
clerk.
Councilwoman
renzoli.
A
A
A
I'm
pretty
sure
people
will
stop
at
that
point
if
they're
not
going
to
qualify,
if
it's
a
requirement
to
qualify
for
the
grant,
perhaps-
and
I
think
that
councilman
marino
was
saying-
and
if
I
understood
it
correctly-
that
for
big
corporations,
they
don't
need
to
be
visited,
we
could
just
be
emailing
or
contacting
marshalls
or
tjx.
You
know
corporate
and
they
probably
just
have
to
put
it
in
a
system
in
the
computer
north
kingston's
doing
it
cranston's
doing
it,
warwick
isn't
and
such
on
so
forth.
A
So
I
think
that
would
perhaps
save
some
time
and
legwork
for
the
director
to
not
have
to
visit
there
because
whoever
he
meets
when
he
visits
there.
It
might
not
be
you
know
the
person
in
charge
it
never
gets
to
where
it
has
to
go.
This
is
corporate.
M
Thank
you.
Thank
you.
Councilmember.
I'm
going
to
cut
this
conversation
off
on
the
banks.
I
think
we've
all
kind
of
discussion
on
this,
so
we're
going
to
move
on.
M
Q
Thank
you,
council
president.
I
just
want
everyone
to
know.
I
mean
I'm
sitting
here
listening
to
this
12.140
is
that
is
the
ordinance
that
this
council
is
this
ordinance
that
the
council
passed
in
2019
and
mr
councilman
donegan
is
referring
to
and,
to
be
quite
frank,
I
think
it's
up
to
this
council
and
maybe
speaking
to
legal
counsel,
section
d,
which
talks
about
the
enforcement.
Q
We
have
department
of
public
safety,
we
have
the
department
of
law
and
13
other
departments
within
the
city
and
this
council,
and
strike
that
the
council,
prior
to
this
council
in
2019,
passed
this
ordinance
without
designating
a
specific
department
within
the
city
to
administer,
to
enforce,
to
notify
any
of
the
tj
maxx
of
the
world,
the
small
businesses,
or
to
even
keep
track
of
the
issues
which
are
occurring
which
is
being
brought
maybe
properly
before
this
council
and
before
this,
this
meeting,
but
again
to
point
the
finger
at
the
administration.
Q
Equally
responsible
of
this
council
to
try
and
clear
that
up
as
to
who
should
be
responsible
and
how
we
should
deal
with
it,
because
it's
it'll
use
lack
of
better
term,
it's
almost
void
for
vagueness
who
is
responsible
and
who,
within
the
city,
appoints
the
department
to
enforce
that.
Is
it
the
council
as
the
as
the
law
body
law,
body
law
maker
of
this
city
is
at
the
administration?
Q
I
honestly
don't
know
and
I'm
not
pointing
the
finger,
but
I'm
saying
that
that
particular
ordinance
needs
to
be
cleaned
up
so
that
we
can
address.
Who
is
responsible.
There
are
other
ordinances,
and
the
council
can
look
at
other
audiences
where
it
specifically
points
out.
For
instance,
department
of
public
works
is
responsible
for
something
department
of
public
safety
is
responsible
for
other
infractions.
So
I
think
that
that's
just
something
that
needs
to
be
addressed
by
this
council,
maybe
in
the
future,
as
an
amendment
to
this
ordinance
without
pointing
the
finger
at
the
administration.
M
Solicitor
we
we've
talked
about
this
at
nauseum
tonight,
I'm
going
to
have
the
last
word,
I'm
going
to
say
something
we're
going
to
move
on.
First
of
all,
the
administration
enforces
the
laws,
council,
rights
laws
or
the
legislative
branch.
We
don't
enforce
anything.
We
we
write
them.
You
gotta
enforce
them
right
number.
Two.
M
When
that
I
wrote
that
line
with
councilmember
donegan,
we
put
that
ordinance
together,
but
the
reason
we
wrote
it
that
way
was
to
give
the
administration
all
the
power
in
the
world
to
decide
whether
they
want
inspections,
a
police
department,
economic
development,
whoever
to
enforce
that.
So
we
don't
care
who
enforces
it,
but
we're
just
trying
to
get
the
word
out.
Nobody
here
wants
to
hurt
any
businesses.
M
I
will
say
this
one
thing
that
hurt
the
rollout
on
this
was
we
kept
pushing
the
date
back
right,
so
it
confused
the
public.
So
now
we
have
to
educate
the
public
and
we
have
to
start
maybe
doing
some
enforcement,
maybe
not
a
fine
but
a
written
warning
and
say
you're
going
to
get
fined.
If
you
do
it
again,
but
I
do
think
that
ordinance
gives
you
the
ability
to
decide
who's
gonna,
you
know
work
on
it
and
I
don't
think
the
council
really
needs
to
make
any
changes
we're
moving
on
from
plastic
bags
tonight.
M
Thank
you.
Moving
on
to
council
business
matters
carried
over,
we
have
none
introduction
of
new
business,
roman
numeral
12..
We
have
one
withdrawal
on
here.
Four
dash
4-22-07
was
pulled
that
was
sponsored
by
mayor
hopkins.
It
has
since
been
pulled
the
for
the
reason
for
lack
of
sponsor
the
mayor
is
no
longer
sponsoring
4-22-07,
so
I'll.
Take
a
motion
to
send
all
of
the
matters
in
this
chapter
to
the
appropriate
committee.
Minus
4-22-0.
F
M
Before
we
go
into
our
last
matter,
I
just
want
to
give
mr
cato
a
shout
out
who
is
still
sitting
here.
I
would
have
signed
your
blue
card
for
a
merit
badge
two
hours
ago,
because
because
of
how,
because
I
what's
that,
we
got
to
go
to
executive
session,
you
want,
do
you
want
that
yeah
yeah?
Do
you
want
it?
Do
you
want
to
do
the
gavel
before
we
go
into
executive
session.
M
A
picture
yeah
all
right,
so,
first
off
we
have
miscellaneous
business,
3-2
2-02,
that
is
on
the
table.
I
imagine
there
is
not
a
motion
to
take
that
off
the
table.
Is
there
a
motion?
M
All
right,
we
need
a
motion
to
go
into
executive
session
pursuant
to
rhode,
island
general
law,
42
46,
5,
a1
a4
in
a2,
one
for
proceedings,
sean
holly,
cranston,
director
of
providence,
cranston,
workforce
development,
partnership
and
the
next
for
collective
bargaining
unit.
Iaff,
firefighters,
1363..
M
Let's
take
a
motion
approved
the
second
second,
all
right.
There
you
go
madame
claire,
take
the
roll.
E
M
Okay,
good
welcome
back.
We
are
back
from
executive
session.
Just
would
like
to
report
that
in
executive
session,
the
minutes
from
11
17
21
were
unsealed.
Emotion
was
made
by
councilmember
moreno
seconded
by
councilmember
renzuli
that
passed
unanimous
9-0.
M
No
and
no
votes
were
taken
on
the
other
item
tonight
for
executive
session
on
the
firefighters
pending
contract.
L
B
M
A
F
M
Yes,
there's
no
matters
more
matters
pending
before
the
committee.
The
council's
next
regular
council
meeting
will
be
held
on
may
23rd,
entertain
a
motion
to
adjourn
all
in
favor,
say:
aye
aye,
we
are
adjourned.
Thank
you.
Everyone
good
night.
