September 29, 2022
Special Finance Committee
Special City Council
A
A
Okay,
I
guess
we
can
move
right
on
to
the
matter,
while
we're
here
we're
here
for
the
advice
and
consent
hearing
on
the
mayor's
appointment
of
Thomas
zidelis
as
Finance
director.
A
So
at
this
time,
I'd
like
to
ask
the
administration
to
step
up
and
introduce
the
candidate
to
us.
Please.
C
Good
evening,
everyone,
my
pleasure
to
do
so,
councilman,
you
know,
there's
an
age-old
expression
that
good
things
happen
to
those
who
wait
well.
I
think
that
expression
is
pretty
appropriate
this
evening
with
Mr
zydelis.
C
I
guess
I
would
describe
Tom
as
probably
the
word
solid,
solid
in
terms
of
experience
in
terms
of
intelligence
and
basically
in
terms
of
know-how.
You
know
kind
of
Ben.
They
had
done
that.
C
He
comes
to
Cranston
with
so
many
years
of
experience
as
the
finance
director
in
the
city
of
Worcester,
if
you've
Googled
them
at
all.
These
received
tons
of
accolades
for
both
City
and
Community
officials
singing
his
praise.
C
Let's
face
it,
he
must
be
pretty
good
at
what
he
does
because
he's
able
to
steal
the
Patuxent
Red
Sox
to
Worcester
Tom
checks,
all
the
boxes.
We
said
this
before,
but
literally
this
time,
Tom
checks
all
the
boxes.
He
has
done
that
he's
done
those
done.
The
boxes
he's
done
the
grid
and
he's
applied
all
that
knowledge
to
his
years
of
experience.
C
The
bottom
line
is
this:
the
mayor
feels
that
Tom
is
the
right
person
at
the
right
time
for
the
right
job.
Please
give
me
a
Hopkins
in
the
city
of
Cranston
the
tools
to
keep
Cranston
moving
forward.
Thank
you
so
much
and
if
you
like,
Tom,
to
come
up,
he's
right
here
to
answer
your
questions
and
present
himself.
Certainly.
D
Thank
you,
Mr
chairman.
As
Tony
said,
my
name
is
Tom's
Adelis
former
CFO,
but
the
city
of
Worcester
currently
I'm
doing
Municipal
Consulting,
but
my
focus
in
my
30
odd
years
in
the
city
of
Worcester
is
Municipal
Finance
with
a
Keen
Eye
on
public
service.
D
My
resume
has
been
presented:
I
I'm
not
going
to
walk
you
through
it,
but
I
think
it
speaks
for
itself.
During
those
30
years.
Aspects
of
Municipal
Finance,
you
know
have
been
challenges
have
been
presented.
Challenges
have
been
overcome
in
the
cities
in
a
much
better
position
now
than
it
was
some
14
years
ago
when
I
was
a
CFO.
So
if
you
have
any
questions,
I'd
be
more
than
happy
to
answer
any
questions
that
you
made.
E
E
I
assume,
are
you
familiar
current
financial
situation.
D
Goals
would
have
to
be
presented
to
navigate
in
my
review
of
the
city.
I
would
touch
you
know
the
pitch
rating,
which
says
you
are
sound
in
you
know.
In
comparison
to
other
cities,
you
held
your
rating,
but
every
event.
Every
situation
is
a
challenge
on
to
itself
and
when
presented,
I
would
assist
in
making
recommendations
to
navigate
through
any
situation.
Sir.
E
F
Thank
you,
hi,
thank
you
for
being
with
us
here
tonight
and
answering
our
questions.
I
just
have
a
couple
with
your
impressive
background
and
experience
in
this
position
in
Worcester.
Is
it
safe
to
assume
that
you
have
handled
funding
from
all
levels,
federal
state,
local?
You
have
significant
experiences
with
all
of
that
machine.
F
Thank
you
and
one
more
in
Worcester,
were
you
heavily
involved
in
the
audit
process,
because
when
you,
if
you
were
to
start
now,
he
would
kind
of
Dive
Right
into
that.
Do.
G
Thank
you
good
evening,
Mr
zadelis,
thank
you
for
coming
here
tonight
and
seeking
this
position
with
respect
to
your
experience
at
Worcester
I
see
you
were
in
the
role
of
Finance
director
for
was
it
about
nine
years.
Excuse.
D
G
D
G
G
According
to
you
know
what
your
resume
is
and
your
years
of
experience,
so
the
other
question
I
would
have
is
I,
don't
want
to
presume.
The
answer
is
that
I
assume
that
not
only
are
you
open
to
working
with
the
administration
and
your
role
as
Finance
director,
but
also
with
the
council
members,
as
well
as
a
team
effort,
correct
all
right?
Thank
you.
So
much.
H
Thank
you
good
evening,
sir
and
I
want
to
say
thank
you
for
putting
your
hat
and
to
serve
in
the
queenstone
city.
H
D
My
goals
are
dictated
by
the
mayor
and
the
council,
so
I
don't
set
goals.
What
I
do
is
get
direction
and
Achieve
goals.
So
you
know
it's
a
non-ansa
answer,
but
moving
the
city
you
know
any
City
forward
financially
is
is
the
goal
of
a
Chief
Financial
Officer.
D
F
Thank
you,
I'm
I'm,
not
sure
and
I.
So
I
won't
pretend
to
know
exactly
how
the
school
budget
fits
into
the
city
budget
in
Worcester.
So
did
you
have
experience
working
with?
You
know
the
finance
director
of
hunted
schools
as
well,
because
we
have
a
it's
very
important
here
that
we
have
a
good
relationship.
Councilwoman.
D
I
You
thank
you,
Council.
Vice
president,
don't
really
have
any
questions.
My
colleagues
covered
a
lot
of
the
questions.
The
question
with
the
school
department
was
spot
on
glad
to
hear
your
answer.
Look
to
your
resume
extremely
happy
that
you've
held
many
hats
over
many
years
and
you've
probably
an
audience
for
you,
but
have
seen
it
all
so
that
experience
and
that
knowledge
that
you're
bringing
here
is
really
important.
I
Not
only
toss
here
on
the
council,
but
the
entire
city
so
I'll
be
supporting
your
advice
and
consent
tonight.
Thank
you
for
applying,
especially
with
your
your
wealth
of
experience.
I
think
the
finance
director
is
probably
the
most
important
job
in
the
city,
so
I'm
really
looking
forward
to
getting
to
work
and
seeing
what
you're,
seeing
what
we
all
accomplished
together.
So
thank
you,
sir,
and
then
Council
vice
president,
when
you're
ready,
I'm
happy
to
make
a
motion.
A
I
just
had
a
couple
of
questions,
welcome
and
we're
looking
forward
to
working
with
you,
as
I
said
before.
The
thing
that
the
council
is
looking
mostly
for
is
that
you
know
we
want
transparency.
We
want
to
be
informed.
We
want
our
questions
answered
when
we
ask
them,
and
the
council
many
years
ago
formed
an
audit
committee
that
hadn't
met
for
a
while,
and
it
is
meeting
again
and
it
is
comprised
of
people
appointed
by
council
members.
A
We
have
a
CPA
a
couple
of
business
people
we're
actually
still
seeking
an
attorney
with
corporate
experience
and
we've
had
one
meeting
already
and
we
do
have
another
meeting
on
Monday
and
the
purpose
of
the
committee
is
just
to
make
the
council
aware
of
the
audit
process.
That's
basically,
all
the
committee
is
to
do
make
recommendations
to
the
council,
so
we
actually
do
have
another
meeting
on
Monday
night.
So
have
you
when
you
were
with
it
with
the
city
of
Worcester?
Did
they
have
an
audit
committee?
The
council.
D
They,
the
city,
the
city
council,
had
a
finance
committee.
They
also
had
a
subcommittee
by
a
municipal
operations
committee
where
the
audit,
the
annual
Capper
and
the
the
management
letter
would
be
directed,
and
that
was
a
venue
for
which
you
know
the
management
letter
and
the
the
annual
Capital
would
be
publicly
presented.
So
it's
not
an
audit
committee,
but
it
by
it
wasn't
de
facto
audit
committee.
D
A
Well,
anyways
I
plan
on
voting
to
approve
you
tonight
and
I,
welcome
you
aboard
and
and
we're
looking
forward
to
working
with
you
again.
Thank
you.
Thank
you.
Anyone
else,
council.
E
A
I
Chair
I'll
just
say
for
the
record:
there's
another
meeting
in
12
minutes
of
the
full
Council
where
I
cannot
make
a
motion
and
where
we
will
hear
this
one
more
time.
A
Okay,
Madam
Clerk.
Please
take
a
vote.
C
B
I
B
I
Also
Madam
quick,
please
Mark
Council
woman
of
Argus
president.
All
right.
This
meeting
is
called
in
accordance
with
sections
3.07
and
5.02
of
the
Homewood
Charter
in
sections
2.04.060
in
two
point:
zero,
eight
point,
one
one:
zero
of
the
city
code,
so
we
have
one
matter
to
take
up
this
evening.
It
is
the
advice
and
consent
of
the
mayor's
appointment
of
Thomas
and
Ellis
as
Finance
director
I'll
take
Entertainer
motion,
promotional.
F
H
I
Your
Motion
in
a
second
we
just
had
our
finance
committee,
where
it
passed,
Mrs,
adelis's
advice
and
consent
passed
unanimously.
At
this
time,
I'll
open
up
the
floor
for
any
questions
or
comments
from
council
members.
H
You
know,
although
I'm,
not
a
member
of
the
finance
committee
but
I
did
ask
him
a
question
and
I
was
pleased
by
his
response.
So
I
want
to
tell
him
that,
because
I
always
keep
skeptical
about
someone
who
we
tend
to
know,
they
have
the
answer
and
his
response
was
on
top
and
that's
what
I
was
expecting.
So
congratulations
I,
look
forward
to
working
with
you
and
to
moving
our
city
forward.
I
Thank
you.
Thank
you
very
much,
councilmember
any
other
questions
or
comments,
seeing
none
Madam
clerk,
please
take
the
role.
