B
I'd
like
to
we
didn't
get
the
minutes
from
the
last
meeting:
correct
special
finance.
Okay,
thank
you
all
right
at
this
time,
I'd
like
to
open
up
public
hearings,
so
if
there's
anyone
either
on
zoom
or
in
council
chambers,
that
would
like
to
speak
on
any
matter
on
the
agenda
agenda.
Please
come
forward
and
state
your
name.
B
E
Good
evening,
council
vice
president
and
members
of
the
committee,
nick
lima,
registrar
and
director
of
elections
for
the
canvassing
authority,
so
on
the
docket
of
four
bond
questions
just
so,
the
council
is
aware
of
process
on
july
28th.
E
The
board
of
canvassers
is
tenderly
scheduled
to
hold
a
meeting
to
certify
all
ballot,
questions
that
will
appear
on
the
2022
ballot.
That's
a
four
o'clock
meeting
on
the
28th
of
july,
which
we
posted
earlier
that
week.
So
in
terms
of
timeline.
Ideally,
it
would
be
good
if
any
questions
that
the
council
would
like
to
place
on
the
ballot
can
be
complete
and
through
the
process
by
the
middle
of
july.
That
way,
we
have
adequate
notice
for
that
july.
28Th
meeting
our
drop
dead
deadline
is
august.
E
10Th
the
certified
questions
to
the
to
the
secretary
of
state
to
appear
on
the
ballot.
Any
questions
that
aren't
certified
by
august
10th
cannot
appear
on
this
year's
ballot,
which
is
why
we
give
ourselves
an
extra
week
there
to
work
with
in
case
there
are
any
scrivener's
errors
or
things
like
that
need
to
be
corrected.
Speaking
of
scriptures
errors,
I
reviewed
the
four
proposed
bond
questions
with
the
city
solicitor's
office
and
they
are
in
the
proper
form
to
appear
on
the
ballot.
E
So
if
these
were
to
go
to
the
board
of
canvassers
as
they
currently
are,
the
board
would
submit
them,
as
they
are
here
on
the
ballot
for
the
2022
election
and
ordered
in
the
the
order
they're
structured
on
the
on
the
city
bond
report,
the
way
bond
and
charter
questions
work,
state
questions
appear
first
on
the
ballot,
I'm
aware
of
several
potential
state
questions,
that's
dependent
on
the
state
budget,
which
is
currently
in
process.
Those
will
appear
first
on
this
on
the
ballot.
Our
city
bond
questions
typically
appear.
E
Second,
and
then
charter
questions
appear.
Third,
I
know
the
council
is
considering
charter
questions.
There
are
two
charter
questions
already
adopted
by
the
council
that
were
adopted
in
2020
to
appear
on
the
2022
ballot.
Those
questions
would
appear
last
on
the
ballot
for
the
2022
elections
as
an
elections
administrator.
Our
number
one
role
is
in
ensuring
that
the
questions
are
brief
and
understandable
by
the
public
again
in
part.
Reviewing
these.
E
These
are
both
brief
and
understandable,
and
one
of
our
overriding
goals
is
to
try
and
avoid,
where
possible,
a
multiple
page
ballot
which
can
cause
issues
at
the
polls
and
again,
with
the
brevity
of
these
questions,
even
with
five
or
six
or
seven
of
them,
we
we're
confident
that
we
can
probably
get
them
all
onto
one
page
of
the
ballot.
Depending
on
how
many
state
questions
are
ultimately
passed.
If
we
do
a
two-page
ballot,
we
did
it
in
2020.
E
We
we
we
did
that
successfully,
especially
in
the
midterm
year,
that's
less
of
a
concern
than
it
is
in
the
presidential
year.
If
there
are
any
questions
from
the
council,
I'm
here
to
answer
them
and
I'll
be
here
for
the
ordinance
committee
meeting
as
well.
F
I'm
I'm
sarah
lee.
I
live
at
1330
narragansett
boulevard
in
cranston,
so
I'm
here
on
behalf
of
the
cranston
neighborhood
tree
planting
program.
It
is
last
here
on
the
agenda
and
I'm
just
encouraging
you
to
appropriate
more
funds
in
the
budget
for
the
tree
planting
program.
Currently,
you
fund
ten
thousand
dollars
for
this
and
it
only
plants
26
trees
when
in
2015
it
used
to
pay
for
38
trees.
F
100
of
the
funds
go
to
the
road
goes
to
the
rhode
island
tree
council
for
the
trees,
and
we
don't
get
any
ourselves.
We
are
an
all
volunteer
group
that
are
just
promoting
the
trees
and-
and
we've
done
so
well
that
we
have
a
we
have
a
waiting
list.
So
there
is
demand
for
these
trees.
There
are
shade
trees.
F
F
Let's
face
it.
Tree-Lined
streets
are
more
desirable
than
barren
streets
and
the
trees
increase
the
city's
property
values
and
bring
in
added
revenue
by
not
funding
the
replacement
of
the
trees
in
the
city.
Now
we
will
end
up
costing
the
city
far
more
in
cooling,
flood
mitigation
and
property
values
in
the
future.
H
Oh
sorry,
okay,
can
you
hear
me
now?
Okay,
sorry,
my
name
is
heather
thibodeau.
I
live
at
137
blackmore
ave
in
cranston,
that's
in
eden
park.
Thank
you
for
letting
me
speak.
It's
less
than
two
minutes.
I'm
gonna
read.
We
bought
our
house
in
eden
park
20
years
ago,
when
the
two
old
maples
in
front
of
the
house
started.
Failing,
we
asked
permission
from
the
tree
ward
and
to
cut
them
down
when
they
came
down.
It
looked
really
ugly.
H
My
husband
grumbled
about
how
the
lawn
was
drying
out
from
too
much
sun,
not
to
mention
how
much
it
cost
to
take
the
trees
down
and
plus
it
was
hotter
in
the
house.
Without
the
trees
he's
in
charge
of
the
lawn
I'm
in
charge
of
the
garden
shrubs
and
trees,
I
learned
we
could
apply
to
the
rhode
island
tree
council
for
a
free
tree
through
the
cranston
neighborhood
tree
program.
H
No
grumbling
there,
a
crew
came
out
and
planted
our
free
sugar
maple
that
may
no
charge.
We
received
emails
from
the
tree
council
about
watering
and
mulching
seven
years
later.
The
tree
is
beautiful
and
healthy
and
provides
shade
bird
habitat
and
awesome
fall
colors.
I
now
volunteer
with
the
cranston
tree
program
a
completely
volunteer
program.
H
H
Second,
there
are
no
tree
maintenance
costs,
because
homeowners
are
responsible
for
tree
care,
so
they
put
a
lot
of
effort
into
it.
Two
more
paragraphs.
The
tree
program
has
also
planted
trees
on
public
property
that
includes
five
maples
near
the
bud,
long
pool
and
five
in
carbury
baseball
field,
volunteers,
water
and
care
for
them.
I've
sat
on
many
a
hot
bleacher
watching
a
softball
game,
and
I
prefer
the
shade
of
an
overhead
tree
any
day.
H
The
tree
program
has
a
wait
list
of
residents.
Who've
asked
for
a
tree
for
next
year.
Your
support
will
help
us
meet
those
requests
and,
just
to
reiterate,
any
funds
allocated
to
the
program
are
spent
only
on
purchase
and
planting
of
the
trees.
A
cost
that's
gone
up,
as
has
the
demand
for
trees,
while
the
budget
has
not.
I
It
was
public
public
comments.
Oh.
B
J
I'm
just
here
to
support
the
trees.
Also,
I
I
think
it's
a
great
program
and
this
year
I
wanted
to
point
out
that
we
also
had
the
opportunity
to
part
plant
some
at
some
city
parks
and
we
were
able
to
plant
five
trees
down
at
beechmont,
but
baseball
complex
down
at
carbury
field.
The
league
requested
a
couple
and
the
league
made
a
donation
and
we
were
able
to
plant
five
trees
down
there
and
there
I
just.
I
can't
speak
it
up
for
the
trees.
J
I
think
that
heather
and
warren
and
sarah
have
already
pretty
much
said
it
all,
but
I
I
really
am
just
here
to
speak
at
support
of
the
trees
and
I
hope
that
you
will
support
the
5000
increase.
Thank
you.
B
At
this
time,
I'd
like
to
close
public
hearings.
Thank
you
very
much.
Okay.
Next,
we
have
new
matters
before
the
committee.
We
have
four
ordinances,
all
sponsored
by
councilman
riley
at
this
time,
just
to
give
the
floor
to
councilman
riley.
D
Thank
you
vice
president
of
these
I'd
like
to
defer
to
the
administration.
There
were
a
few
scribner's
errors
that
I
believe
that
you
wanted
to
address.
K
Good
evening
before
you,
there
are
four
ordinances
tonight
for
consideration
to
be
put
on
the
ballot
in
november.
The
first
one
is
for
for
building
public
buildings.
The
amount
is
three
million
dollars
in
section
two
of
the
first
ordinance
62201s.
K
K
That
same
era,
typo
was
made
on
all
four
of
the
ordinances
presented
to
you,
but
tonight
there
was
also
on
the
last
page
of
the
ordinance
it
was
unknown
at
the
time.
It
was
prepared,
the
actual
date
of
the
council
meeting,
and
there
was
a
question
mark
placed
in
after
the
date
june
27
22
in
the
packet
before
you
tonight.
The
revised
ordinance
has
removed
that
question
mark.
K
The
only
other
change
on
this
first
ordinance
was
at
the
end
of
section
one,
the
words
the
project
were
added
at
the
end
of
section
one
in
reference
to
the
description
in
section.
K
K
On
the
second
ordinance
again,
it
was
the
same
type
of
things
we
added
the
word.
The
project
in
section
1.,
section,
2
4512-1,
was
changed
to
45-12-18.
K
K
B
Yes,
I
would
like
you
to
please
introduce
each
ordinance,
so
the
public
can
be
aware
of
what
they
are,
what
they're
for
and
how
much
money.
They
are
point
of
point
of
information
council
president
pop
lawsus
director
lima,
has
his
hand
up
and
he's
very
anxious
to
tell
us
something
so
may
we
give
him
permission
to
speak
at
this
time.
Thank
you.
E
I
thank
you
chairman,
so
the
the
question
mark
at
the
end
of
all
four
ordinances
actually
should
be
there.
That's
the
the
form
of
the
question
on
the
ballot,
so
I
just
want
to
make
sure
the
council's
aware
of
that.
The,
for
example,
on
the
the
first
ordinance,
the
buildings
ordinance.
E
If
you
look
at
page
3
line
98
and
in
order
of
the
city
council
that
became
effective
on
june
27
2022,
that
question
mark
is
supposed
to
be
there,
because
that's
the
actual
text
that
will
appear
on
the
ballot.
So
for
all
four
ordinances,
those
aren't
actually
scrivener's
errors.
The
question
mark
is
essential
for
it
to
appear
in
the
ballot
in
the
form
of
a
question.
M
D
So
the
first
ordinance
is
6-22-01
s,
ordinance
authorizing
loan
order
for
the
city
of
cranston
to
finance
the
acquisition,
construction,
improvement,
renovation,
repair
and
alteration
of
public
buildings
by
issuance
of
not
more
than
three
million
dollars,
three
million
dollars
in
bonds
and
notes.
Therefore,.
P
Thank
you,
council.
I
think
it's
preliminary,
but
as
we
are
correcting
some
small
errors,
so
I
have
a
little
question.
Therefore,
is
that
missing
an
e
right
here
in
the
first
after
notes,
therefore,.
P
Is
okay?
Second
question:
I
have
after
section
one
after
city
of
concern,
there
is
a
period
and
then
we
have
the
project
in
the
parenthesis
and
no
period.
So
is
that
correct?
So
I'm
just
I'm
just
like
do,
should
we
have
the
period
after
the
project
or
is
that
the
form.
C
P
Probably
this
one
is
just
missing
an
enter
when
we
were
working
on
it
last
paragraph
section
11.,
so
I
think
the
you
know
we
should
do
enter
to
make.
I
think
it's
a
public
building
so
but
the
this
sentence,
you
know
discontinue
we
have
b
and
then
after
we
have
buildings,
I
think
that's
some
little
things
that
we
need
to
fix.
So
I
just
to
point
out
that
you
see.
P
Line
one
or
two,
so
you
just
have
of
public
b
and
then
long
space.
B
P
Also
dr
lima
just
mentioned,
we
should
have
the
interrogation
mark,
so
there
is
nothing
after
22,
so
we
don't
know
you
know
the
punctuation
is
important,
so
we
need
to
know
what's
come
after.
D
Now,
just
through
the
chair.
G
D
Now
the
clerk
did
pass
out
the
corrected
versions,
so
I
don't
know
if
those
have
all
your
concerns
already
taken
care
of
in
those
they
don't
they
don't
okay
and
just
to
clarify,
by
virtue
of
being
chair
of
the
ordinance
committee,
when
the
administration
wants
to
put
something
in.
That's
why
I
did
not
write
this
specifically,
so
I
just
wanted
to
let
you
know
that's
why
I
asked
them
to
stand
up.
O
Thank
you
just
wanted
to
go
over
the
process
for
what
we're
doing
on
the
on
the
bonds
or
what
the
process
is
so
through
the
chair
to
director
igo.
Can
you
walk
us
through
the
process?
To
my
understanding?
Is
the
ballot
questions
are
before
us?
If
we
approve
it,
it
goes
to
the
full
council.
The
full
council
approves
it.
O
Then
it
goes
on
the
ballot.
If
the
voters
approve
it,
you'll
will
then
have
the
ability
for
the
bonds
to
be
used
where
it
would
have
to
still
the
administration
would
have
to
put
forth
the
plan
that
would
go
to
the
planning
committee
have
to
get
voted
on
there
and
then
come
to
us.
So
this
isn't
an
authorization
to
spend
any
money.
K
That's
right
and
you
had
it
all
all
the
right
things
after
it
gets
proved
here
at
finance.
It
goes
to
full
council.
Then
it
goes
to
the
voters.
Then
we
have
to
come
back
to
you
to
say
hey
at
some
point
in
the
future.
Can
we
borrow
these
monies
that
we
just
got
authorization
from
the
voters
at
that
point
it's
approved
so
that
gives
us
authorization.
Then
it
has
to
go
to
the
city
planning
to
go
through
to
the
budget
and
then
at
that
point
the
funds
can
be
borrowed
and
expended.
K
O
You
I
just
wanted
to
be
clear
from
you
know
my
clarification
and
everyone
else
watching
on
zoom
or
youtube,
or
for
us
too,
that
a
vote
tonight
isn't
a
vote
to
spend
any
money.
Obviously
the
city's.
You
know
in
tough
financial
times
that
we're
moving
through,
and
I
just
want
to
make
sure
everybody's
clear
that
we're
not
voting
to
spend
any
money
tonight.
Q
R
Hello,
everyone,
the
only
more
specific
one,
would
be
the
recurring
street.
Paving
infrastructure
programs
would
kind
of
be
more
more
of
a
routine
thing.
R
B
G
R
Nothing
specific
ideas
for
discussion
could
be
depending
on
the
use
of
opera
funds,
so
I
think
that's
a
consideration
also
so,
but
if,
if
that
route
wasn't
taken
and
the
council
wishes
to
pursue,
possibly
in
closing
a
couple
of
thoughts
would
have
been
in
closing,
the
police
range
could
be
a
consideration.
R
Certainly
there's
some
unplanned
improvements
that
are
necessary
that
do
come
up
with
buildings.
Things
break
down.
R
Roofs
need
immediate
attention
that
type
of
thing,
so
they
could
think
it's
totally
unplanned
amongst
all
of
us,
or
there
could
be
some
planned
initiatives
and,
if
there's
by
some
chance
any
acquisition
opportunities
realizing
this
goes
to
the
voters.
It's
that
it's
on
the
ballot.
The
next
time
the
opportunity
would
come
up
would
be
an
two
and
a
half
years
from
now.
R
This
is
why
we
suggest
this
author,
the
authorization
to
the
voters
and
have
them
decide,
but
to
say,
there's
nothing
immediate
per
se
that
that
we
that
we
foresee,
but
things
do
happen.
One
of
the
considerations
might
be
the
timing
of
of
the
garden
city,
school
and
possibly
the
use
of
by
wave
example
of
watermen
school.
If
that
would
have
become
vacant,
it's
a
city-owned
property
and
we're
renting
facilities
for
offices,
so
that
could
be
a
consideration
to
consolidate
into
a
city-owned
building
that
might
need
some
improvements.
R
Things
like
that,
but
to
say,
is
there
any
one,
two
or
three
things
that
are
very
hard
and
fast
at
this
time?
No
other
than
things
will
come
up
for.
Certainly,
necessities
for
for
problems
with
structural
problems
with
buildings
would
be
the
only
thing
I
could
really
think
of
at
this
time.
P
Thank
you
michael.
The
question
is
council
president
talk
about
give
a
little
explanation
about
what
is
the
process
is
for
now.
I
would
like
to
know
also
about
the
bonds.
It's
the
process.
If
it's
passed
is,
is
it
how
the
administration
will
proceed
to
get
the
bond?
Is
it?
Are
we
going
to
bow
the
money
and
how
we're
going
to
repay
the
money?
So
that's
one
of
the
things.
R
Yeah,
in
the
event
that
there
is
a
project
that
is
proposed
to
the
planning,
commission
and
recommended
for
improvement
for
for
approval
and
the
mayor
whatever
mayor
at
that
time
chooses
to
include
in
the
capital
requests
to
the
city,
council
or
city
council
would
weigh
in
on
it
approve
or
disapprove
of
that.
R
If,
once
the
city
council
approves
it,
if
the
need
is
there
and
imminent,
it
does
allow
the
administration,
whoever
is
in
that
office,
to
initiate
going
out
to
bonding
to
actually
to
get
to
to
get
bonds
for
the
borrowing
of
the
funds
and
then
obviously
subsequent
construction
of
of
whatever
project
it
would
be.
P
Just
a
little
differentiation
about,
we
have
the
project
and
the.
But
what
is
the
difference
between
the
two?
That's
only
the
last
questions.
So
when
we
have
in
the
the
section
one
say
the
project
and
section
two
and
we
have
in
the
parenthesis
the
bonds
is
there
a
difference
between
the
two.
R
B
M
M
S
S
O
B
Next
on
the
agenda,
we
have
62202
o2s
councilman
riley.
If
you
could,
please
explain
this
bond.
R
Sure
similar
to
answer
a
similar
question
that
councilman
donegan
had
there
is
no
immediate
need,
if
you
will
that
there
is
no
immediate
intention
to
to
purchase
fire
equipment
or
apparatus,
but
time
to
time
the
chief
does
recommend
the
purchase
of
engines,
which
I
believe,
probably
cost
the
vicinity
who
knows
today,
but
in
yesterday's
world
literally
it
was
about
650
000,
a
ladder
truck
I'll,
say
yesterday's
world,
almost
literally,
because
obviously
what's
happening
with
the
procurement
is
about
a
million
five.
R
So
this
is
money
if
you
picture
it
to
last
us
to
two
elections
from
now
to
be
able
to
have
those
funds
available
should
the
need
arise.
I
can
assure
you
that
any
spending
any
acquisitions
purchases,
the
intent-
is
not
this
to
spend
this
money
only
on
a
necessary
basis
and
obviously
going
through
the
proper
approval
process.
N
Thank
you
chair.
This
is
more
of
a
comment,
but
I'll
direct
you
to
the
administration.
Would
it
be
fair
to
say
that
all
of
these
and
we're
only
talking
about
one,
but
all
these
ordinances
are
simply
to
be
proactive
rather
than
reactive.
So
if
we
need
something,
the
council
will
still
have
to
approve
any
money
spent,
but
we
can't
approve
it
if
it's
not
already
approved
by
the
voters.
Do
you
have.
R
My
understanding
correct
yes,
certainly
it
is
that
to
give
the
voters
the
opportunity
to
weigh
in
on
these
considerations,
correct,
with
the
exception
of
in
mind,
would
be
without
having.
If
there
is
a
need,
then
we
don't
have
the
funds
or
approved
funds.
We
wouldn't
want
to
have
a
special
election.
R
B
B
R
I
will
just
ask
for
backup
from
the
attorneys,
but
I
believe
no,
unless
it's
the
funds
have
been
authorized
by
the
voters
for
that,
perhaps
in
an
emergency
basis,
but
maybe
I'll
have
to
refer
to
the
solicitors
on
that.
Please.
T
T
T
N
Thank
you
sorry
for
asking
an
additional
question,
but
your
question
just
pop
this
into
my
head
to
the
our
counselor.
If
we
are
not
at
the
percentage
that
we
need
for
the
rainy
day
fund,
we
can
spend
out
of
that
fund.
If
we're
not
at
the.
I
know
five
percent
of
our
budget.
T
M
O
O
B
D
Thank
you
vice
president,
again,
this
request
for
an
ordinance
from
the
mayor's
office
for
to
go
out
to
bot
to
go
out
to
request
a
bond
for
the
voters,
3.5
million
for
playground,
athletic
fields
in
the
city
of
cranston.
U
B
Q
R
No,
no,
it
would
not
apply
to
be
a
separate
separate
category
would
be
open
space.
The
thought
process
behind
this
frankly,
is
that
we,
I
believe,
hopefully
we'll
have
some
options
for
the
bud.
Long
pool,
hopefully
we'll
receive
federal
funding
with
via
federal
grants,
another
opportunity-
hopefully
there
would
be
consideration
by
the
council
of
using
funds
from
opera,
but
this
is
a
thought
again
thought
that,
as
a
backdrop
to
a
potential
use
for
something
like
the
modernization
of
the
bud
long
pool,
that
was
a
thought
that
went
behind
behind
this.
Q
Thank
you
if
this
is
intended
for
the
bud
long
pool-
and
this
is
improved
in
november.
R
At
this
time
we
do
not
have
funding
for
the
the
bug
loan
pool
it's
going
to
require
substantial
capital.
There
is
not
capital
budget
money
approved
for
that.
There's
not
operating
fund
budget
approved
for
it
we're
now
in
june,
and
hopefully
we
will
receive
later
on
this
year-
receive
word
on
that.
The
grant
which
I
can
say,
I'm
optimistic,
but
obviously
I
have
no
no
say
in
that.
R
But
if
that
came
came
through
the
use
of
those
funds,
we'd
probably
see
as
a
priority,
but
no
to
say
we
could
start
digging
the
breaking
ground
right
now.
It's
just
not
feasible.
It's
not
the
funds.
Aren't
there.
N
Thank
you
just
to
piggyback
off
what
councilman
donegan
had
asked.
Is
it
correct
that,
if
that
funding
comes
through
the
federal
government
or
this
council
elects
to
choose
to
use
arpa
funding,
we
do
not
have
to
go
through
the
capital
budget
process
to
start
work
on
the
bud
long
pool?
That's
only
the
capital
budget
process
through
planning
capital
budget
to
you
know
start
next
july
would
only
be
if
it
was
complete
bond
bond
usage
of
funds.
Is
that
correct?
N
And
would
it
be
possible
to
to
start
but
long
pool
work
with
one
set
of
funding
and
then,
if
more
funding
is
needed,
it
could
be
taken
from
this
recreational
bond
going
forward.
If
this
is
maybe
it's
a
project,
that's
multiple
steps,
because
if
we
do
not
start
this
project
this
summer,
we're
going
to
go
two
more
summers,
and
I
don't
even
know
if
any
of
us
will
be
here
so.
R
It's
a
slippery
slope
to
approve
and
begin
a
project
that
you
don't
know
if
there's
contingent
financing
to
come,
so
you
could
be
sitting
on
a
white
elephant,
the
bridge
to
nowhere
type
of
thing.
So
I
think
typically,
we
prefer
to
make
sure
the
funding
is
secure
to
begin
the
project
and
not
be
caught
short
of
funds
and
have
a
facility.
That's
a
working
process
without
a
financial
solution
and
just.
N
One
more
thing,
and
then
I'm
done
the
recreational
bond
funding
that
we
currently
have
is
that
expired,
or
is
that
1.5
million
dollars
for
the
pool
that
was
not
approved
because
of
procedural
things
this
year?
Is
that
available
for
next
year?
So
say
we
got,
you
know
used,
say
we
need
four
million
dollars
and
we
use
2.5
from
arpa,
and
then
we
know
we
have
the
1.5
that's
already
approved.
T
B
U
Thank
you
to
the
chair,
my
questions
for
the
administration,
the
my
understanding
is
in
terms
of
prior
bonding.
It
was
approved
for
parks
and
rec
in
2018
2020,
even
in
2014,
and
there
is
a
remaining
balance.
Is
that
correct.
U
O
P
Thank
you.
I
think
one
of
my
colleagues
already
asked
this
question,
but
I
would
like
to
have
a
clarification
on
why
we
do
not
have
playground
included.
Is
it
fall
on
the
recreational
facilities.
B
I'd
just
like
to
make
a
comment
myself
looking
at
this
3.5
million
dollars-
and
I
did
mean
to
ask
this
for
the
other
two
bonds
also,
but
I
never
got
to
it.
Can
you
tell
us
exactly
how
much
that
3.5
million
dollars
would
cost
us
if
we
approved
it
bonded
it
out,
borrowed
the
money
and
had
to
pay
it
back?
Can
you
tell
us
what
the
exact
amount
of
money
would
be
all
within
a
range?
How
much
it
would
cost
us
over
the
20
or
25
years
that
we
would
be
borrowing
the.
K
Money
councilman-
there's,
there's
no
way
at
this
time
to
to
try
to
develop
that
number,
with
the
interest
rates
fluctuating
the
way
they
are.
We
know
that
it
would
be
obviously
at
least
a
three
and
a
half
million
dollars,
plus
whatever
interest
has
incurred
over
those
20
years
to
borrow
those
funds.
B
B
N
O
B
62204S
councilman
riley.
D
P
Thank
you.
I
know
we
have
an
issue
with
this
sewer
line
in
the
city
and
particularly
in
clarence
street,
since
I
was
appointed,
I've
been
aware
of
the
situation
of
sewer
and
I
would
like
to
know
if
the
in
this
bond,
the
sewer
issue
will
fall
under
that.
So
if
we
can
solve
this
problem
with
that
bonus,
oil.
K
K
K
P
P
A
U
Thank
you
this
for
the
administration
just
wondering
do
we
have
anything
remaining
for
infrastructure
bonds
to
borrow
what
that
current
number
is
and
how
much
cash
is
on
hand.
Those
two
different
figures.
R
Yes,
mr
igo
will
answer
that
question
because
he
has
the
numbers,
but
just
to
mention,
I
think
that's
a
perfect
example
about
the
authorizations
going
to
the
taxpayers.
They
approve
it
in
general,
but
then,
when
it
comes
time
to
spend,
it
doesn't
mean
we're
going
to
spend
the
money.
Obviously
the
money's
been
there
since
2006,
but
it's
used
as
needed,
and
this
is,
I
just
want
to
point
that
out
because
it
highlights
perfectly
what
this
process
is
about.
So
I
think
that's
a
good
example.
I
just
wanted
to
check
that.
U
No
infrastructure
on
point
to
this
proposal
for
this
ordinance.
I
want
to
know
what
we
have
out.
Oh.
K
Infrastructure,
so
in
the
bot
in
the
highway
bond
fund
we
have
six
million
dollars
available.
To
borrow,
that's
been
authorized.
U
And
the
last
ask
of
the
voters
for
infrastructure
bond,
you
remember
what
that
was
and
how
much.
U
R
So
it's
just
having
the
money
available,
but
I'd
say
at
a
bare
minimum,
I'd
say:
3
million.
If
you
wanted
to
go
down
that
low
frankly,
but
I
don't
think
it
hurts,
I
don't
think
that
money
will,
you
know,
is
going
to
has
to
be
approved
by
the
council,
so
I
would
still
suggest
the
4
million.
But
if
it's
going
to
make
it
the
council
more
comfortable
to
to
pass
it
then
sure.
R
R
B
S
Through
the
chair
to
the
administration,
it
may
be
beneficial
to
give
a
timeline
of
when
the
approval
comes
through
by
the
voters
and
when
the
money
actually
can
be
made
available
because
of
the
process.
So
there
may
be
a
little
bit
more
of
an
understanding
on
how
long
it
may
take
to
these
funds
being
available.
K
So
if
this
get
approved
and
they
get
on
the
on
the
ballot
for
november,
they
will
be
passed
sometime
in
november
us
as
as
the
administration
would
have
to
come
back
before
the
council
in
december
or
january,
to
get
their
authorization
to
use
the
money
that
was
just
approved
by
the
voters.
K
At
that
point,
then
it
has
to
go
through
the
capital
budget
process,
which
is
maybe
in
february.
If
everything
got
done
on
time,
it
could
get
onto
the
onto
the
planning
commission's
docket
for
the
february
and
then
approved
by
the
council
as
part
of
the
capital
budget
in
april,
and
then,
after
that
we
would
probably
go
out
and
borrow
in
august,
so
it
would
be
from
now
until
next
august
would
be
the
at
the
earliest
that
we
would
and
if
it
didn't
get
in
on
the
budget
process,
then
it's
a
whole
other
year.
Extension.
B
That's
my
personal
feelings,
so
I
would
be
against
voting
for
the
4
million
on
this
bond,
as
I
voted
against
the
others,
because
I
don't
know
if
anyone
else
is
getting
the
phone
calls
and
the
emails
that
I'm
getting
from
the
people
that
work
in
the
city
where
people
aren't
their
jobs
are
at
stake
and
we're
here
we
sit
trying
to
borrow
another
12
and
a
half
million
dollars.
I
do
not
at
this
time
feel
that
I
could
vote
in
favor
of
any
of
these
bonds.
Thank
you.
P
Thank
you
council.
My
question,
mr
aiko.
What
happened
when
there
is
a
need,
for
example,
I
will
come
back
to
the
sewer
okay.
We
know
there
is
a
need
for
this
for
that
and
the
resident
vote
to
bow
this.
Might
they
gave
us
the
authorization
and
it
was
passed
at
the
council,
and
this
project
has
not
been
implemented.
K
Well,
I
just
assuming
here,
because
I
I've
just
recently
come
into
this
role,
but
I
would
assume
that
the
public
works
director
did
not
feel
that
it
was
pressing
enough
to
go
out
to
borrow
more
funds
that
the
funds,
the
sewer
fund
itself,
had
sufficient
funds
to
do
whatever
projects
he
deemed
necessary
at
the
time
to
complete
to
keep
the
the
sewer
system
running
properly.
Chair.
P
Thank
you.
I
I
I
just
want,
because
if
we
you
are
voting,
I'm
not
voting,
I'm
not
in
the
finance
company,
but
if
we
approve
a
bond
and
we
send
it
to
the
election
and
the
resident
approve
it,
and
then
we
have
the
possibility
to
serve
the
resident
and
we
don't
do
it
and
what
is
the
purpose
to
continue
to
do
it?
That's
my
point:
that's
why
I
asked
the
question.
I
think
it's
not
really.
You
know
we
are
out
of
context.
P
K
Well
again,
councilwoman,
I
think
the
issue
too
becomes
that
it
has
to
get
on
the
capital
budget.
So
during
the
capital
budget
discussions,
if
there
was
something
in
particular
that
wasn't
originally
approved
by
the
planning
commission,
then
the
council
has
that
ability
to
increa
include
it
in
with
the
capital
budget.
At
that
time,.
M
M
C
O
B
Okay,
moving
on,
we
have
two
other
items
on
the
agenda
from
council
president
popbluscus.
I
would
turn
those
items
over
to
you.
Yeah.
O
O
So
I
brought
up
the
idea
a
couple
of
months
ago
to
possibly
spend
five
thousand
dollars
at
the
rhode
island
tree
council,
in
the
remainder
of
the
fourteen
thousand
dollars
for
one
cross
alert
system
for
the
bike
path
to
make
the
bike
path
a
little
more
safer
at
a
busy
intersection,
so
the
budget
process.
Last
year
I
said
that
you
know
I
wouldn't
spend
any
of
that
money
if
there
were
any
objection
from
any
of
the
members
of
the
council,
so
just
wanted
to
bring
that
up.
A
O
O
B
V
O
B
I'd
like
to
just
make
a
note
that
we
will
vote
on
the
prior
minute
prior
meeting
minutes
at
the
next
meeting.
B
Okay,
first
on
the
agenda
we
have
committee
business
matters
carried
over
first
item
on
the
agenda
is
from
councilwoman
jermaine
trash
in
littering
in
the
city
and
any
ordinance
on
the
books
on
how
it
is
enforced.
Councilwoman,
jermaine.
P
Thank
you,
council,
so
I
have
received
you
know
so
many
complaints
about
you
know
trash
people
who
willing
do
not
keep
the
property
clean.
You
know
backyard
with
trash
and
trash
in
the
street,
so
I
was
looking
at
some
of
each
other
and
you
know
I'm
not
an
expert,
so
maybe
all
the
legal
will
help
us
in
the
administration.
P
So
my
question
was
how
we
can
find
a
way
to
really
get
into
this
problem,
because
last
time
we
were
talking
about
trash
and
littering
there
was
no
way
a
wheelie
path
for
the
police
to
enforce
it.
Even
though
we
know
there
is
a
fine
of
200
for
anyone
who
littering,
but
how
we
can
really
find
the
people
who
do
litter
and
to
react
act
or
how
we
can
be
proactive.
So
that
was
the
question.
That's
why
I
put
it
on
the
agenda.
B
Director
bernardo
welcome
to
your
first
council
meeting.
W
Thank
you
richard
bernardo,
I
was,
I
was
wondering
what
the
issue
was
and
we
do
have
about
13
ordinances
in
under
public
works
for
littering
everything
from
disposal
of
debris,
on
the
streets
to
littering
in
lakes
and
fountains
and
thrown
out
of
vehicles.
W
W
Even
the
state
of
rhode
island
has
problems
with
that
you
we
could
put
up
all
the
signs
in
the
world
and
the
state
of
rhode
island
has
those
unless
you
catch
somebody
littering
and
and
the
courts
are
such
that
you
have
to
give
them
a
warning,
so
you'd
have
to
see
them
doing
it.
You'd
have
to
give
them
a
warning.
W
Our
problem
is,
we
have
one
city,
clean
city
coordinator,
joe
dicallo,
and
he
is
out
straight
with
just
dealing
with
waste
waste
management
and
issues
with
that
with
missed
pickups
and
replacement
of
bins.
So
if
we
had
a
larger
force
and
we
could
just
walk
up
and
down
the
streets
and
look
for
people
that
are
littering,
we
could
enforce
the
200
but
to
to
find
people
littering
it's.
W
It's
a
matter
of
people
having
pride
in
their
communities
a
lot
of
the
businesses
in
certain
areas
right
out
here
at
ralph
square
you'll,
see
the
sign
for
hair
company
has
adopted
that
spot.
That's
the
only
successful
programs
that
I've
seen
that
really
address
littering
when
people
start
to
police
their
own
area,
because
they're
there
they're
seeing
what's
happened,
and
they
you
know
whether
it's
and
I've
seen
it
with
durfees
durfees
goes
out
every
morning
and
they
clean
the
sidewalk
and
they
clean
the
curb.
W
If
more
businesses
and
more
people
took
pride,
they'd
probably
be
less
of
a
littering
problem,
and
we
would
have
this
discussion.
P
Yes,
that's
what
my
issue
first,
we
know
we
have
a
problem
of
enforcing
so
now
the
question:
how
we
can
you
know
together
find
a
better
way
to
enforce
because,
for
example,
we
take
a
business,
so
you
have
trash
in
your
sidewalk.
You
are
responsible
to
keep
your
side
work
clean
as
a
business
owner
right.
So
how?
Even
though
you
didn't
see
somebody
who
put
the
trash
right
in
the
sidewalk,
but
if
it's
there,
it's
your
responsibility
to
make
sure
it's
clean.
So
what
do
we
do
with
that?.
W
For
example,
that
that's
a
little
bit
different,
because
if
my
daughter
who
lives
on
lexington
has
trash
in
front
on
her
sidewalk,
we
can't
find
her.
She
didn't
do
the
littering.
We
can't
prove
that
she
did
the
littering,
we
can
ask
and
we
can
try,
we
go
through
and
we
sweep
the
streets.
But
again
it's
it's
a
pride
thing.
If
you,
if
you
I
see
something
in
my
street,
I
pick
it
up.
W
So
it's
probably
the
the
best
we
can
do
again,
especially
in
these
financial
times,
is
maybe
work
with
the
department
of
transportation,
who
has
a
informational
program
for
people
to
say,
take
pride
in
what
you
own
take
pride
in
your
city.
Don't
litter
pick
up
the
trash,
but
with
one
person
as
a
clean
city
coordinator,
there's
just
too
many
other
things
that
he
needs
to
do
for
yard
waste
and
for
recycling
for
him
to
be
going
up
and
down
every
street
and
knocking
on
people's
houses
and
saying
hey.
W
I'm
not
sure
it's
a
good
use
of
resources.
I
wouldn't
ask
for
more
people
to
look
for
littering
because
we
don't
know
when
it's
going
to
happen.
We
don't
know
where
it's
going
to
happen.
It's
a
big
city.
There
could
be
a
lot
of
the
littering,
that's
happening
after
the
eight
to
five
hours
during
the
evenings.
W
You
know,
after
people
are
getting
out
of
restaurants,
and
you
you
wouldn't
know
when
you,
you
almost
have
to
have
the
perfect
storm
and
be
there
at
the
right
moment
when
somebody
you're
driving
behind
the
car-
and
you
see
that
person
and
now
I'm
not
a
police
officer,
so
I
can't
even
pull
them
over.
So
it's
it's,
not
a
resources
thing.
It's
a
social
engineering
problem
and
the
best
thing
we
can
do
is
try
to
get
people
to
take
pride
in
the
community
and
not
litter.
W
W
P
Think
about
having
a
plan
for
that,
because
it's
a
real
issue.
We
know
we
understand,
we
cannot
enforce
it
the
way
the
law
is,
you
have
to
catch
the
person
at
hand
to
do
it,
but
we
we
do
have
literally
so
we
do
have
trash
in
the
street.
We
need
to
keep
our
you
know.
I
have
people
complaining
and
we
I
have
people
even
asked
to
put
some
sign
for
littering.
P
They
do
not
return
in
the
city,
so
that
was
I
was
looking
at
those
you
know
in
the
charter.
I
was
looking
where
about
to
even
enacted
want
the
resolution
to
address
the
literary
so
no
sign
for
religion,
so
I
even
have
something
in
place
to
propose,
but
I
think
a
lot
of
residents
you
know,
takes
pride
to
make
sure
when
walking
in
the
street
it's
clean
and
they
are
asking
for
help.
So
that's
why
they
they
asked
me
for
help.
So
I'm
asking
you
for
help.
W
I
understand
everything
I'm
not
disagreeing.
I
think
it's
a
great
idea.
It
will
be
on
a
list
of
things
to
do,
but
it
has
to
be
prioritized.
We
do
have
even
in
this
category,
we
have
requirements
with
dem
of
the
street,
sweeping
the
catch
catch
basin
cleaning
because
of
the
littering
in
order
to
meet
the
requirements
of
the
ms4
permit.
As
time
permits,
I
will
reach
out
to
other
public
works
directions.
W
I
know
most
of
them
personally
and
I'll
reach
out
to
the
state
of
rhode,
island
and
I'll
see
if
there's
any
cooperative
effort,
if
there's
anything
that
works.
That
would
help
us
considering
budget
issues
to
be
able
to
address
this
problem.
I
will
look
at
it.
I
just
I
want
to
be
honest
with
you.
It
has
to
fall
into
the
priority.
P
Thank
you,
I'm
sorry,
I
didn't
say
hi
to
you
and
welcome
to
princeton.
N
Thank
you,
chairman
welcome
director.
I
just
wanted
to
to
make
a
suggestion.
I
get
a
lot
of
calls
from
different
groups,
whether
it
be
boy
scouts,
girl,
scouts,
sports
teams,
schools
who
are
looking
for
cleanups
and
several
of
our
council
people
sponsor
their
own
cleanup.
So
if
there
was
a
program
in
which
the
city
sponsored
them
and
gave
community
service
hours
signed
paper,
so
people
could
apply
for
a
national
honor
society.
Things
like
that.
N
U
Thank
you
to
the
cheer
the
last
meeting.
I
believe
we
left
off
sort
of
radekia.
If
you
can
correct
me,
if
I'm
wrong,
where
you
were
hopeful
that
I'm
reaching
out
to
yardworks
attorney
to
alert
them
to
the
problem
that
perhaps
they
would
clean
it
up
themselves
rather
than
having
us
go
out
and
cite
them
for
these
issues.
X
So
councilwoman
after
I
heard
from
you,
I
believe
it
was
the
next
day,
maybe
the
day
after
I
did
send
an
email
to
attorney,
souza
and
basically
said
to
him
look.
This
is
the
concern.
This
is
what
the
city
some
of
the
council
people
as
well
as
the
neighbors,
are
alleging
this
taking
place.
Will
you
please
would
you
please
speak
to
your
clients?
Please
address
this,
or
else
we
have
to
go
the
next
step.
X
That
was
basically
the
tenor
of
the
communication,
and
that
was
probably
it
was
right
after
I
spoke
with
you
whenever
that
was
I
don't.
That
was
a
couple
of
weeks
ago.
I
have
not
he
he
did
respond
by
saying
I
will
speak
with
my
clients,
and
I
will
get
back
to
you.
I
have
not
heard
back
from
him
since
that
acknowledgement
of
my
email.
U
Thank
you
to
the
administration,
then
I
would
ask
that
inspections
go
out
and
take
a
look
in
some
of
the
specific
problems
you
do
not
need
to
enter
onto
the
property
in
order
to
see
that
they
are
a
potential
violation.
So
if
direct
them
already,
if
you
could
address
that,
I
appreciate
it.
R
The
speaking
with
inspector
rodeo
he's
denied
access
onto
the
property
which
limits
his
ability
to
issue
further
violations.
The
mayor
went
out,
there
was,
I
was
with
him
and
he
was
escorted
off
the
property
himself.
So
there's
an
access
problem.
R
Now,
mr
mccauley
deputy
mccauley,
is
trying
to
work
with
the
owners
of
the
property
on
a
more
friendly
basis.
If
you
will
and
to
receive
their
cooperation
and
as
of
two
days
ago,
he
was
informed
that
I
guess
there's
a
pile
of
debris.
That's
referred
to
that
it's
been
progress
has
been
made
on
that,
but
again
not
being
on
that
property.
U
Thank
you
in
terms
of
what
you
call
the
access
problem,
as
I
mentioned
before,
but
maybe
didn't
hear
that
I
mentioned
that
in
terms
of
the
potential
violations
the
degree
buildup,
they
can
be
viewed
in
areas
outside
of
direct
access
on
the
property,
and
so
my
question
is
whether
or
not
the
administration
is
looking
to
avail
themselves
of
you
know.
Director
rodeo
is
looking
to
take
those
options.
B
To
anyone
that's
in
chambers,
we
are
addressing
committee
business
matters
carried
over.
This
is
not
public
hearings
at
this
time.
Just
so
everyone's
clear
on
that.
Thank
you.
Any
other
comments
from
the
committee.
B
B
B
P
Thank
you,
councilman.
Vice
president,
this
communication
was
continued
at
that
time.
We
did
not
have
the
the
two
rewarding
person
responsible
for
that.
So
I
had
some
question.
I
wonder
if
he's
here
today.
P
Hello
again,
yes,
so
we
have
some
issue
with
a
lot
of
business,
so
I
have
one
person
specially
that
has
a
tree
in
for
india
cyborg
and
these
three
make
it
so
unsafe
for
them
of
child
who
has
special
needs
and
this
person
has
to
use
a
wheelchair
and
he
decide
what
it
just
bumped
like
this
like
it's,
you
know
and
the
ass
was
to
take
the
tree
down
because
it
is
a
safety
issue,
but
from
what
I
was
told
is
the
tree.
P
Warden
would
take
down
the
tree
based
on
his.
You
know,
discretion.
P
W
P
Isn't
the
tree?
Because
you
know
the
woods
of
the
tree
gets
up
in
this
sidewalk,
so
you
can
see
all
the
branches
of
the
woods
you
know
like
go
all
over
the
sidewalk
so
now
whether
the
tree
is
healthy
or
not.
That's
a
problem,
because
it's
just
you
know,
put
white.
You
know
remove
all
of
those
concrete
in
the
side.
A
W
W
That
sidewalk
is
the
responsibility
of
the
property
owner
now
the
property
owner,
if
he's
going
to
replace
that
sidewalk
can
go
to
the
tree
ward
and
the
tree
water
could
have
the
roots
trimmed
to
make
it
safe
to
replace
the
sidewalk,
but
the
replacement
of
that
sidewalk
would
have
to
be
done
by
the
property
owner
and
there
would
be
some
reimbursement
if
you
went
through
the
sidewalk
reimbursement
program,
but
the
the
city
does
not
replace
sidewalks.
The
sidewalks
are
responsibilities
of
the
property
owners.
P
W
P
W
The
city
would
the
city
would
have
the
roots
cut
if
the
property
owner
was
replacing
the
sidewalk
so
that
he
wasn't
replacing
brand
new
sidewalk
on
the
roots.
P
Okay,
for
example,
what
about
this?
The
sim
tree
cover
all
the
woof
of
the
person,
all
the
wood
of
the
house,
and
you
have
those
mold,
that's
starting
to
affect
the
wolf.
So
it's
in
the
same
vein
that
the
wood,
the
tree
warden,
would
not
do
anything
if
the
tree
is
selfie.
W
P
Don't
no
okay,
at
least
well
at
the
time.
What
now
right
now
it's
2014,
I
think
it
was
it
cost
30
000
in
2014.,
so
I
did
one
in
2014
that
cost
me
30
000.
So
now
I
don't
know
how
much
it
costs
from
2013
for
now.
So
as
a
responsible
public
servant,
we
ask
our
residents
to
let
their
wolf
get
damaged
for
a
tree
and
we
ask
them
to
wash
them
to
keep
the
tree
while
the
tree
is
causing
damage
to
the
wolf.
P
B
P
W
Absolutely
not
that's
not
what
I
said
as
soon
as
the
branch
goes
over
the
property
line
you
can
trim
whatever
goes
over
the
property
line.
So
if
they
have
branches
overhang
in
their
house
on
their
property,
they
can
take
those
they
can
have
the
branches
taken
off
just
like
for
between
me
and
my
neighbor.
If
my
neighbor's
branches
come
over,
my
house,
I
have
you,
have
the
right
to
tweet.
I
have
the
vertical
right
to
trim
anything
that
comes
over
the
property
line.
M
P
W
Is
it
fair
for
us
to
do
you're
asking
a
very
difficult
question,
because
my
faith
tells
me
we
should
help
everybody,
but
we
also
have
financial
responsibility
to
all
the
residents
of
cranston.
So
what
you
do
for
one
you
have
to
do
for
the
other,
so
you
by
putting
it
in
those
terms,
it's
very
unfair
because
the
rules
are
for
everybody
in
the
city
of
cranston.
P
N
W
Yes,
the
new
trees
are
specifically
selected
so
that
we
don't
have
the
problems
that
we've
been
having
with
before.
We
had
landscape
architects,
designing
street
improvement
projects,
okay,.
N
W
N
W
Unfortunately,
with
the
budget
that
we
have
for
tree
removal,
one
bad
thunderstorm
or
a
hurricane
we're
wiped
out,
we
we
can't
take,
we
don't
have
the
budget
to
take
out
healthy
trees.
N
N
B
Okay,
the
next
item
was
the
sidewalk
program.
Opportunity
did
you?
Are
you
clear
with
what
he
had
said
about
that
at
this
time?
Would
you
like
to
have
him
elaborate
on
that.
P
I
am
I'm
not
satisfied
with
that,
so
the
director
just
said
something
that
I
I'm
glad
to
hear
it.
So
it's
everybody
find
have
the
same
treatment
in
the
city.
So
that's
something
I
would
love
to
see
in
action.
Yes,
but
I
think
the
safety
of
the
resident
should
go
first,
so
I
don't
think
going
with
the
tree
he's
healthy
and
to
keep
it
there,
and
I
don't
think
we
should
put
the
burden
on
the
resident
at
all.
P
P
L
B
You
next
we
have,
we
have
an
item
that
is,
should
be
directed
to
parks
and
recreation,
and
I
do
see
that
director
tessaglia
is
not
on
zoom
or
here
in
council
chambers.
So
I
direct
him
already.
Were
you
prepared
to
answer
the
questions
on
the
bike
path
or
not?
If
you're
not?
I
would
continue
the
item
and
show
my
concern
that
this
is
the
second
time
it's
been
on
here
and
I
would
like
these
things
addressed.
Yeah.
R
Sure
I'll
be
happy
to
follow
up
with
director
to
salia.
Just
want
to
be
sure
we
checked
with
dem
for
to
make
sure
the
proper
signage
is
there
to
see
they
might
even
have
signs,
but
certainly
we
will
look
into
it.
I'm
happy
to
follow
up.
B
Could
you
give
me
a
time
frame
on
that
please
if
these
signs
have
been
missing
for
years,
literally,
maybe
even
as
many
as
10
and
they've
never
been
replaced
and
they're
needed
on
the
bike
path?
So
if
the
state's
responsible
for
putting
them
up,
then
we've
been
relaxed
and
asking
them
to
do
it.
If
we're
responsible
in
putting
them
up,
then
we've
been
relaxed
and
not
doing
it.
B
R
Not
sure
if
they'd
be
tomorrow,
but
certainly
next
week,
myself
or
director
tessa
can
follow
up
with
dm.
R
B
U
U
So
I
was
looking
to
looking
to
the
director
to
kind
of
put
our
heads
together
as
to
how
often
this
is
in
fact
occurring
and
what
some
solutions
might
be
with
your
assistant
and
the
traffic
engineer,
which
is
previously
what
we
would
do
with
the
former
dpw
director.
So
if
you
would
like
to
just
to
speak
to
that,
that's
something
that
you're
open
to.
R
Sorry
to
disappoint
you
with
me
on
that
one.
For
the
moment
I
spoke
to
the
police,
the
police
department,
police
command.
Actually
on
this
issue.
They
are,
they
have
observed.
It
is
being
used
as
a
cut
through
primarily
they
feel
because
of
the
construction
of
that's
going
on
with
the
with
the
bridge
and
saying
how
does
that
relate,
but
they're
saying?
R
So
it's
viewed
as
a
temporary
problem
during
this
period
until
that
bridge
is
completed.
Now
I
don't
know
how
reliable
this
information
is,
but
I
was
told
that
that
that
bridge
be
taken
care
of
and
reopened
by
august
of
this
year,
I've
asked
a
constitutional
affairs
to
follow
up
to
get
confirmation
specifics
on
that.
So
it
may
be
a
problem
for
for
a
little
while,
but
police
have
noted
that-
and
you
know
they
can
monitor
that
more
or
address
it.
R
U
U
When
traffic
builds
up
when
kids
are
out
of
school
in
the
afternoon,
I
would
like
to
have
a
further
discussions,
if
it's
with
the
engineer
with
dpw,
perhaps
for
the
solution
of
having
a
no
through
way
for
certain
hours
to
maybe
eliminate
that
being
a
cut
through,
and
maybe
that
will
also
give
the
you
know
police
an
opportunity
to
address
it,
maybe
with
a
heavier
hand,
to
prevent
that
from
occurring.
R
Sure
I
think
we
would
involve
police
also
on
that
discussion,
so
sure
if
you'd
like
to
get
together
or
if
I
want
me
to
just
take
the
lead
on
it,
I
think
it's
a
reasonable
request
to
look
into.
B
Thank
you
last
item,
if
director
bernardo,
if
you
guys
want
to
give
us
like
a
two-minute
synopsis
of
what
people
are
supposed
to
do,
when
their
garbage
or
recycling
bins
are
broken
or
stolen
or
cracked.
W
W
They
take
care
of
it's
just
a
call
to
waste
management,
whether
it
be
the
wheels
or
whether
it
be
the
lids,
and
they
will
take
care
of
them
if
it's
beyond
repair,
if
rodents
have
north
to
the
side
again,
that
call
will
result
in
immediate
replacement
of
the
bend
all
right.
B
Are
you
aware
of
there
have
been
a
lot
of
complaints
that
people
have
waited
as
many
as
much
as
60
days
to
get
a
response
from
them?
I've
had
some
people
tell
me
they
get
a
response
right
away
and
I've
had
many
people
tell
me
it
takes
two
or
three
months.
So,
if,
if
you
could
at
least
look
into
it
to
see
if
they
are
in
fact
responding
to
the
constituents
when
they
do
call.
W
Council
we
had
them
in
on
monday
of
the
of
this
week,
for
that
very
purpose
of
letting
them
know
that
I
was
the
new
director
and
that
we
wanted
immediate
response
when
we
have
calls
if
a
resident
doesn't
let
us
know
that
they
didn't
get
the
been
in
a
timely
fashion,
it's
it's
impossible
for
joe
to
follow
up
on
it.
W
So
if
you,
if
you
know
of
those
things
all
the
they
could
call
us,
we
take
calls
every
single
day
and
we
will
follow
up
and
we,
st
we
put
the
new
england
regional
manager
was
in
monday.
We
put
him
on
notice
that
you
know
it's
anything
with
delayed,
pickups
or
client
constituent
complaints.
W
W
Or
they
can
call
public
works
directly
and
ask
for
joe,
because
that's
part
of
his
responsibilities
as
the
clean
city
coordinator,
he
coordinates
with
waste
management
on
miss
pickups
and
everything
every
single
day.
B
Thank
you
two
other
quick
things.
If
somebody
wants
an
extra
garbage
bin,
how
much
is
it
per
year.
W
We
have
right
now,
there's
375,
I'm
sorry
357
homes
that
are
taking
extra
trash
bins
at
150
a
year.
We
have
75,
recycle
bins
that
are
also
being
used
as
the
double
for
150
a
year.
So.
B
For
150
a
year,
someone
can
have
two
trash
cans
and
they
can
fill
it
up
both
cans
every
week
and
get
it
picked
up.
Yes,
sir
okay
and
the
last
thing
bags,
sometimes
I
see
bags
on
the
side
of
a
container.
I
know
I
saw
them
at
cvs.
Are
they
available
throughout
the
city?
If
somebody
has
extra
garbage
they're
having
a
party
whatever
and
they
need
to
have
extra
garbage?
Where
are
the
bags
available.
W
That
is
actually
posted
on
the
website.
Overflow
bags
are
now
available
for
purchase
the
following
locations:
cvs1175
broad
street
1118,
pontiac
avenue,
681
reservoir
avenue,
stopping
shop,
200
avenue,
204,
garfield
avenue,
275,
warwick,
avenue,
fred's
drug
1300,
oakland
avenue,
durfee's,
true
value
hardware,
65
round
square,
but
that's
posted
on
the
website.
B
B
Do
you
want
to
go
okay?
Thank
you
at
this
time,
I'd
like
to
open
public
hearings
for
any
items
that
are
on
the
agenda,
I'd
like
to
remind
everyone,
we're
pressed
for
time
we're
way
over,
and
I
would
allow
up
to
three
minutes
of
testimony
if
anyone
would
like
to
speak
at
this
time.
Y
G
Y
Y
Y
Y
Y
B
N
S
S
B
Please
state
your
name
and
just
for
the
record,
and
you
have
three
minutes.
Z
Z
Okay,
well,
I
just
don't
understand
I'll,
just
put
it
out
there,
you
don't
have
to
answer.
I
just
don't
understand
what
has
changed
between
the
last
administration
and
this
administration
that
david
rodeo
can
no
longer
go
on
the
property
to
inspect
alleged
violations.
I
just
want
to
know
when
that
policy
was
changed.
G
Z
Just
I'm
just
confused,
I
guess
I'm
confused
as
to
why
david
rodeo
cannot
go
onto
the
property
and,
at
the
very
least,
to
miss
mourinho's
point
why
mr
rodeo
cannot
come
out
and
meet
us
and
witness
the
violations
from
our
properties,
which
you
can
see
clear
as
day
right
from
our
properties.
So
he
doesn't
even
have
to
go
on
the
property
if
he
doesn't
want
to
or
he
can't
for
some
reason
he
can
come
right
to
our
homes,
like
miss
mourinho,
said
and
look
at
the
properties
from
there.
Z
So
maybe
we
could
set
that
up
with
the
administration
to
do
that.
Maybe
the
council
could
urge
the
administration
to
do
that
because,
quite
frankly,
I'm
getting
tired
of
coming
here
over
these
same
issues.
I
have
better
things
to
do
with
my
time
far
better,
but
this
is
a
huge
concern
to
myself
and
my
neighbors,
but
it
doesn't
seem
like
it's
a
very
huge
concern
to
the
administration
and
that's
concerning
to
me.
So
I
want
to
know
if
mr
rodeo
can
do
his
job
and
go
over
there
and
inspect
what
we're
saying
is
in
violation.
R
Yes,
as
I
cordially
acknowledged
to
councilwoman
marino
that
we'd
be
asked
director
rodeo
to
see
if
he
can
view
the
alleged
debris
from
a
vantage
point,
not
on
the
property
that
that's
in
question,
where
he's
not
permitted
to
go
on,
so
I
had
already
acknowledged
that
being
that
that
would
be
done.
So
the
answer
question
to
follow
up
is:
yes,
we
plan
on
doing
that,
but
it's
redundant
to
mention
it
again.
Z
D
You
effectively
solicitor
what
policy
or
that
the
public
comment
was
referring
to
in
terms
of
I'm
sorry,
he
was
referring
to
a
policy
of
whether
or
not
the
inspector
can
go
into
a
person's
property.
Is
there
any
constitutional
rights
that
could
possibly
keep
someone
from
walking
in
another
person's
property?
I.
X
I
I
could
stand
here
for
the
next
hour.
I
think
attorney
angel
would
agree
to
talk
about
administrative
law.
Administrative
warrants,
whether
you
have
probable,
cause
superior
court
rules
to
inspect
property,
municipal
court
authorization
to
go
on
to
the
property
so
on
and
so
forth.
The
short
answer
is:
there's
a
procedure
to
do
it.
However,
you
can't
simply
no
municipal
officer
can
simply
just
walk
onto
private
property.
Now,
if,
through
observation,
through
credible
information,
they
arrive
at
the
conclusion
that
there's
a
violation
going
on,
then
you
either
write
the
violation.
X
You
apply
to
a
court
for
permission
to
go
on
perhaps
with
the
police
presence
whatever,
but
there
is
a
procedure
that
needs
to
be
followed.
I
mean
the
fact
that
something
was
done.
A
certain
way
in
the
past
doesn't
necessarily
make
it
right
or
legal
today,
just
because
it
was
done.
There
is
a
procedure
that
would
need
to
be
followed,
but
yes,
it
could
be
done,
but
they
have
rights.
It's
it's
the
age-old
problem.
B
Attorney
videca
would
this
be
sufficient
evidence
that
something
is
going
being
done
by
violence,
violating
an
ordinance
that
could
be
used
to
go
onto
the
property?
Would
this
be
sufficient?
Well.
X
I
I
can't
I
can't
myself,
I
can't
see
what's
within
that
red
boundary,
that
red
barrier,
I
don't
know
what
that
consists
of.
I
I
know
there
are
some
other
photographs.
I
haven't
even
seen
them,
yet
perhaps
it
will,
it
would
depend.
I
I
don't
know.
I
don't
know
what
material
is.
I
don't
know
if
they'll
make
an
argument
that
it's
some
type
of
either
equipment
or
whatever
something
that
they
use
in
their
business.
R
I
will
ask
our
inspections
department
to
view
the
alleged
violation
and
take
appropriate
action.
B
I
mean
this
is
important
to
these
people.
They've
been.
G
U
Thank
you
yes,
just
to
to
make
sure
there's
no
confusion
when
solicitor
videca
gets
a
second.
I
I
have
a
question
for
him
relative
to
this.
That's
okay,.
U
Just
to
make
sure
that
there's
no
confusion,
solicitor
verdecchia.
U
It
is
true
that
if
the
inspector
gets
permission
from
neighboring
property
owners
to
go
on
the
neighboring
property
owner's
property
and
then
in
fact
views
these
alleged
violations
that
would
be
sufficient
to
then
have
the
inspector
view,
the
you
know
alleged
violations
and
then
cite
appropriately
as
further
evidence
correct.
That
is
correct.
X
And,
and
just
for
the
record
is
part
of
my
lawsuit.
Okay,
I
have
alleged
in
the
complaint
and
referred
to
what
is
presented
in
these
pitches
as
being
unauthorized,
recyclables,
unauthorized
dumping,
unauthorized
storage,
but
that
is
pending
in
the
superior
court.
Now
I
understand,
I
don't
know
how
long
this
has
been
here.
Is
it
a
new
violation?
Is
it
an
ongoing
violation?
I
mean
we.
We
could
talk
about
this
theoretically
all
night,
but
my
guess
is
if
well
whatever
we
do.
X
If
we
issue
violations
through
the
municipal
court,
they
may
apply
to
the
superior
court
and
say:
look
until
the
superior
court
decides.
What
we're
doing
is
legal
or
illegal.
Your
honor,
these
violations
shouldn't
be
written.
The
case
is
in
the
superior
court.
This
is
what
judge
stern
needs
to
decide.
A
F
B
Okay,
oh
we
have
someone
on
sam.
AA
Okay,
several
items
the
littering
question.
It
was
mixed
in
with
somebody
having
trash
on
their
property,
but
the
only
thing
I've
ever
found
that
works
with
with
littering
is
having
convenient
trash
cans.
AA
I've
had
one
out
on
broad
street
for
the
past
three
years.
I
empty
it
every
single
week
and
there's
no
litter
around
there.
Most
people
when
they
have
something
gross
in
their
hands.
They
look
around.
No
trash
can
well
they'll
drop
it
on
the
ground.
AA
If
there's
a
trash,
can
then
they'll
put
it
in
the
trash
can
and
I've
encouraged
people
along
broad
street
and
and
such
to
leave
their
municipal
trash
bin
out
during
the
week
and
people
just
use
it
nobody's
done
it.
So
moving
on
the
sidewalk,
that's
balancing
on
an
edge
of
a
route,
great
stuff
insulation
foam
in
a
can,
we
put
underneath
the
slab
will
steady
it
and
stabilize
the
sidewalk.
That's
six
bucks.
AA
I
even
have
some
extra
and
finally
yard
works
really
should
be
referred
to
dem
because
that's
more
their
purview
and
they
will
hit
them
with
a
with
a
spine
that
you
that
the
city
cannot
possibly
imagine,
and
that
was
that
was
it.
Thank
you.
AA
B
Okay,
at
this
time,
I'd
like
to
close
public
here
is
there
anyone
else
in
chambers
that
wanted
to
speak
I'd
like
to
close
public
hearings
at
this
time
new
matters
before
the
council,
we
have
three
poll
requests
I'd
like
to
entertain
a
motion
to
vote
on
all
three
pull
requests
at
one
time.
U
B
Well,
madam
click,
please
take
a
vote.
D
O
N
B
Any
discussion
I
contacted
national
grid,
the
poll
at
wilbur
avenue
was
for
residents,
the
poll
at
strathcona
is
for
residents,
and
the
poll
on
burlingame
is
for
a
cranston
country
club
upgrade.
So
I
do
check
these
out
before
we
go
and,
and
the
city
engineer
also
verified
these
okay.
Madam
any
other
discussion,
madam
clinton,
please
take
a
vote.
S
B
Those
in
favor
aye
aye,
so
move
we're
done.
The
ordinance
meeting
will
start
in
five
minutes.
Thank
you.
M
V
D
All
right
we're
going
to
continue
the
approach,
we'll
kind
of
have
a
motion
to
continue
the
approval
of
prior
meetings
minutes.
So
second,
second,
any.
D
C
D
All
right,
first
matter,
community
business
care
matters
carried
over
with
ordinance
10-21-03,
that
is,
the
revenue
and
finance
contracts
and
purchasing
and
at
the
request
of
councilwoman
vargas,
we're
going
to
be
continuing
this
next
month.
So
I
cannot
have
a
motion
to
continue
motion.
G
D
C
B
D
V
I
will
be
refusing
myself
from
this
discussion.
Thank
you.
Q
Councilman,
thank
you.
It
was
continue
to
obtain
a
fiscal
note,
so
I'm
I'm
wondering
if
we
have
a
fiscal
note.
I
think
it
was
continued
for
two
months.
R
No
frankly,
I
thought
that
there
would
be
meetings
set
up
with
with
you
councilman
and
I'm
not
sure
at
the
time
whether
it
be
strom
or
igo,
but
to
work
with
them
to
go
over
all
the
specifics.
So
no,
but
we
could.
If
we
get
together
to
kind
of
go
over
the
detail,
we
can
develop
one,
but
no,
we
didn't
anticipate
having
one.
We
next
have
that
expectation
that
we
would
prepare.
Q
Okay,
I'm
more
than
happy
to
collaborate
on
this
with
anyone
that
wants
to
including
the
administration.
I
know
that
the
last
time
this
was
discussed-
I
I
don't
want
to
put
words
attorney
or
solicitor
to
reject
his
mouth,
but
it
it
it
was.
We
had
to
continue
it
because
it
needed
a
fiscal
note.
I
honestly,
I
did
expect
that
we
would
have
one
tonight,
but
if
further
conversations
are
needed,
that's
fine!
Fortunately,
it's
on
summer
break,
so
I
I've
got
plenty
of
time.
R
I
think
you
know
what
we're
working
on
some
things
in
finance
and
and
igo
is
flat
out
on
an
extreme
high
priority,
extremely
high
priority
matters,
but
it's
we
will
try
to
prioritize
it,
but
with
lack
of
resources,
and
we
don't
want
him
to
have
a
heart
attack
on
us.
We
need
him
to
in
this
position.
R
He
gets
hit
by
a
bus,
the
city's
in
deep
trouble,
but
we
recognize
the
priority,
but
I
have
to
say
particularly
over
the
next
four
weeks
or
so
three
or
four
weeks
would
be
very
difficult
that
we
could
take
them
away
from
the
assignment
that
is
working
on
aside
from
running
the
day-to-day
operations
of
the
finances
of
the
city.
But
we
recognize
that
if
it
could
be
understanding.
B
R
Oh
absolutely,
but
I
just
know
kind
of
hit
a
stop
right
there.
Knowing
I
go
would
be
the
point
guy,
but
correct
it'd
be
more
than
him.
G
N
Thank
you,
the
chair,
this
is
just
a
general
question.
That's
relevant!
What
is
the
actual
process
for
an
ordinance
for
us
to
get
a
fiscal
note?
Does
it
need
to
be
because
councilman
darnington
expected
a
fiscal
note
just
to
come,
because
we
were
told
we
needed
a
fiscal
note?
What
is
the
proper
procedure
to
get
a
fiscal
note
on
any
ordinance
that
we
put
forward,
maybe
through
an
attorney.
R
I
can
go
back
to
my
experience.
I
was
in
the
position
of
auditor
for
the
city
council
in
my
last
life
about
eight
years
ago
six
years
ago,
and
the
council
person
worked
with
me
to
have
me
the
point
person
to
work
with
the
time
the
finance
director
to
initiate
it.
R
So
possibly
the
good
idea
would
be
with
mr
demayo,
perhaps
as
a
suggestion
to
spearhead
that
that
effort
to
be
part
of
this,
it's
good
to
have
your
council
order
to
as
part
of
this
process,
I
would
think
might
be
a
good
idea.
D
Thank
you
I'll
leave
this
to
councilman
donegan.
Did
you
want
to
give
this
another
month.
A
Q
Suppose
we
don't
have
much
of
a
choice
so
we'll
we'll
have
to
continue
it
again.
I'm
sorry,
I
I
suppose
I
suppose
we
don't
have
much
of
a
choice.
D
B
D
D
So
in
the
communications
leading
up
to
the
meeting
and
preparing
the
the
traffic
engineer
made
some
suggestions
on
things
the
administration
could
do
to
help
in
that
area
and
as
a
result
of
of
their
working
with
me,
I'm
going
to
be
withdrawing
this
at
this
time,
so
that
will
move
on
to
4-22-02
ordnance,
motor
vehicles
and
traffic
stop
intersections.
D
D
So
this
is
the
next
two
ordinances
are
to
eliminate
a
three-way,
stop
sign
and
put
in
a
four-way
stop
sign.
This
came
at
the
request
of
numerous
neighbors
at
this
at
this
intersection.
This
neighborhood
is
also
one
of
those
neighborhoods.
That's
used
as
a
cut
through
as
well
from
the
sakanasa
area,
down
to
oakland
avenue.
D
O
M
O
D
Thank
you,
and
now
the
sister
ordinance
4-22-03
to
put
in
the
four-way
stop
sign,
and
I
apologize
because
to
get
continued
over.
Is
there
anyone
in
the
public
or
on
zoom?
That
wishes
to
be
heard
on
this
ordinance.
O
D
Hi,
sam
your
name
and
address
for
the
record
and
yeah.
AB
D
This
councilwoman
jermaine,
which
street
specifically
is
this.
AB
Okay,
I'm
generally
not
a
fan
of
four-way,
stop
signs,
they're,
also
frowned
upon
in
the
traffic
community.
You
end
up
just
with
people
rolling
through
them.
Yes,
it
will
slow
down
traffic
for
most
people,
but
they're
not
going
to
make
a
complete
stop
on
on
aqueduct.
AB
Oh
okay,
in
that
case
there
are
these
things
called
a
hawk
signal,
and
basically
it's
it's
only
on
demand.
AB
You
know
some
a
pedestrian
will
push
the
button,
it
flashes,
yellow
for
you
know
a
few
seconds
and
then
it
turns
red
to
everybody
who
drives
red
means,
stop
yellow
means,
slow
down,
maybe
and
they're
relatively
new
on
the
scene.
I've
never
seen
one
in
rhode
island,
but
I
can
get
a
link
to
you
to
show
you
more
of
what
it's
like.
D
I'll
close
public
comment
on
this
and
turn
this
over
to
councilwoman
germain.
C
P
You
council,
this
ordinance
is
the
result
of
you
know
every
one
of
you
know
a
woman
that
was
working
his
her
dog
and
was
you
know,
struck
by
truck
and
die,
and
that
should
never
happen
that
way
and
one
death
is
already
too
many.
P
That's
my
position
and
I
had
met
many
residents
that
live
in
architect
and
that
request
that
we
have
the
crosswalk
in
the
intersection
archetype
interval
and
we
have
many
complaints,
how
people
flying
from
colonial
to
akedah
and
right
like
a
few
feet
from
badland
pool
so
and
I
think-
and
there
was
white,
because
there
is
a
a
building
where
people
live,
children
should
be
able
to
play
and
if
you
cannot
even
walk
your
dog
safely
in
the
neighborhood,
so
what
our
job
to
do
to
protect
those
people.
P
So
I
think
in
the
name
of
this
woman
that
should
not
die
this
day
to
pass
away
too
early,
and
I
really
urge
you
to
pass
this
to
make
it
safer
for
our
children,
our
elderly,
that
live
across
someone
who
wants
to
continue
to
work
that
the
the
dog
not
going
back
home.
P
So
you
heard
of
the
woman,
the
sister
of
this
woman
that
passed
away.
She
came
twice
before
you
this
afternoon.
She
cannot
come.
She
shared
the
pictures
with
you,
so
I
think
it's
a
duty
to
really
there's
no
cost
that
can
outwit
the
death
of
a
person.
D
See
chief
moretti.
R
Yes,
thank
you.
Certainly,
the
administration
took
this
one
very
seriously
and
have
consulted
with
the
traffic
engineer
in
the
police
department,
and
I
just
want
to
let
you
know
their
findings.
First
off
we
understand,
but
the
cost
is
was
projected
as
a
about
35
000
to
install
a
crosswalk
as
an
aside,
but
the
substance
of
the
matter
is
basically,
I
believe
the
council
has
been
provided
a
report
from
the
traffic
engineer
and
there's
a
particular
paragraph
that
kind
of
sums
it
up
pretty.
R
R
R
The
unfortunate
woman
came
to
a
complete
stop
and
the
woman
was
pulled
into
the
into
the
street
by
her
pet
and
she
fell,
and
those
were
the
circumstances
so
crosswalk
and
no
crosswalk
would
have
if
they
believe
it
would
not
have
had
an
impact
given
that
there
were
no
other
incidences
in
five
year
period.
R
Both
the
police
and
the
traffic
engineer
does
not
recommend
a
crosswalk
that
would
have
any
significant
difference,
because
that
intersection
has
a
four-way
stop
sign
and
again
that
was
just
a
complete
freak
unfortunate
incident
that
occurred.
D
N
M
V
O
D
AA
Yeah,
it's
brusco
actually
11al
hamburger
circle,
and
I
should
have
mentioned
earlier
that
if
the
city
put
out
a
trash
bin,
a
regular
trash
bin
like
we
all
have
at
our
homes,
let's
say
one
every
300
feet
along
major
major
roads.
AA
AA
D
Thank
you
very
much
I'll,
entertain
a
motion.
N
P
Berry
and
we
spoke
on
the
phone
as
well,
and
when
I
put
off
put
forth
this
resolution,
I
think
there
was
a
change
on
the
code
and
that
is
in
contradiction
with
the
zoning
code.
So
this
is
not
an
intention
to
amend
the
zoning
code.
So
that
reason,
and
also
mr
berry,
provide
me
information
that
if
we
need
to
put
a
sign,
we
we
don't
need
a
resolution,
an
ordinance
for
that
we
can
request
it
directly
to
the
the
dpw.
P
So
for
that
reason
I
will
withdraw
the
ordinance
tonight
and
I
think
we
we
spoke
with
the
director,
so
we
will
find
a
ways.
Events,
some
of
us
say
our
military
inside
is
not
attractive
but
like
if
we
put
it
somewhere
like
we
see
in
the
world
where
we
design
it
somewhere,
people
can
see
it.
When
you
see,
don't
you
know
let
the
person
go
first,
something
like
that,
like
even
in
the
poll
we
can
put
it
when
you're
coming,
because
we
want
people
to
just.
P
We
can
find
a
way
to
make
sure
people
follow.
So
I
will
withdraw
the
audience.
D
M
P
Thank
you,
council.
This
one
is,
I
mean
I
received
requests
where
this
is.
This
was
a
three
ways:
stop
and
people
are
confused
and
use
it
as
a
four
ways
and
that's
create
a
safety
issue.
So
that's
why,
from
residents
in
this
area,
frankfurt
street
and
business
street,
so
I
put
this
ordinance
to
make
it
always
four
ways
and
people,
and
then
we
can
know
people
know
we
have
the
communication.
There
say
it's
a
four
ways.
There
is
no
confusion,
so
I
urge
your
passage
tonight.
N
T
If
there
are
sign,
if
there
is
signage
there,
presently
that
controls
the
intersection
and
we're
converting
it
from
a
two-way
to
a
three-way
or
a
three-way
to
a
four-way.
Yes,
in
addition
to
which
I
would
caution
council
members
that,
when
they
draft
their
own
materials,
it's
not
enough
to
just
cite
the
chapter,
you
need
to
cite
the
the
section
that
the
you
know
in
this
particular
case
I
mean
I,
I
can
correct
it
afterwards,
but
you
know
please.
T
D
D
We'll
councilman
ferry
did
you
want
to
withdraw
your
motion.
D
D
Thank
you
so
that
one
will
be
withdrawn.
Next
we
have
the
resolution
proposing
amendment
to
section
2.03
of
the
cranston
home
rule
charter
and
directing
the
secretary
of
state
to
place
on
the
ballot
the
following
question.
As
a
referendum,
question
ward
redistricting
sponsored
by
councilman
donegan.
I
will
entertain
any
public
comments
to
anyone
in
chambers
or
on
zoom.
That
wishes
to
be
heard.
E
Thank
you,
chairperson
riley
and
members
of
the
council
and
committee
nick
lima,
the
registrar
and
director
of
elections
for
the
canvassing
authority
and
in
this
recent
cycle
I
served
as
a
registration
coordinator
for
the
city.
So,
as
stated
earlier
tonight
in
the
special
finance
committee
meeting
there.
E
Obviously
the
potential
for
several
bond
questions
on
the
ballot.
The
charter
questions
appear
thereafter.
There
are
currently
two
charter
questions
on
the
ballot
already
past
june
25th
2020
resolutions,
20
20
26
in
2020
27.
Those
matters
deal
with
notification
for
council
meetings
and
calling
with
special
meetings
and
eliminating
a
duplicative
requirement
for
campaign
finance
filings
for
the
city
clerk's
office.
So
any
additional
charter
questions
would
appear
after
those,
as
those
were
the
two
that
are
pending.
E
Those
are
kept
off
the
2020
ballot
because
of
the
reasons
of
the
ballot's
length
that
year,
but
as
I
testified
in
the
earlier
meeting,
there
is
sufficient
length
for
for
plenty
of
questions
if
it's
so
pleases
the
council.
So
this
would
be
the
third
charter
question
in
order
on
the
ballot,
and
I
do
have
just
a
couple
of
comments
for
the
council.
E
First,
the
correction
of
a
scrivener's
error,
so
on
line
21,
it
says
in
child
request
that
such
a
plan
be
enacted
into
law,
the
actual
current
charter
language
states
and
shall
request
that
such
plan
be
enacted
into
law.
The
the
article
a
is
not
actually
in
the
charter
presently,
so
that
just
should
be
struck.
So
this
as
as
this
would
appear
in
the
ballot,
the
language
would
match
the
existing
charter
language.
E
E
It
is
my
understanding
that
that
actual
phrase
may
not
be
necessary
at
all
under
the
rhode
island
constitution
and
some
some
court
president
that
I'm
not
really
that
qualified
to
get
into
or
or
speak
to.
I
can
tell
you
with
under
authority
that
the
the
vast
majority
of
cities
and
towns
in
the
state
are
not
required
to
go
to
the
general
assembly
to
have
their
redistricting
process
validated
or
certified,
and
it's
questionable
even
whether
the
city
of
branson
is
required
to
do
so.
E
We've
done
it
because
the
charter
says
it,
but
if
the
city
is
going
to
go
through
the
effort
of
putting
a
question
on
the
ballot,
it
may
be
a
good
opportunity
to
actually
strike
the
that
language.
So
and
again,
it's
just
a
suggestion.
It
doesn't
really
make
much
difference
either
way,
but
in
child
requests
that
such
plan
be
enacted
in
the
law
may
not
be
necessary
whatsoever
and
could
actually
be
struck.
E
So
I'm
just
gonna
put
out
that
out
there
as
a
suggestion,
and
the
only
other
thing
I
wanted
to
to
testify
to
to
the
council.
Of
course,
I'm
happy
to
answer
any
questions
about
practicality
is.
If
this
were
to
be
approved
by
the
voters,
there
would
need
to
be
some
sort
of
state
enabling
legislation
to
go
along
with
it.
We,
as
a
city,
don't
have
the
direct
authority
to
compel,
for
example,
the
aci
to
give
us
the
the
actual
data
that
would
be
required
to
enforce
this.
I'll.
E
Give
you
an
example
present
in
the
recent
redistributing
process,
and
even
after
it
concluded,
I've
made
five
written
requests
to
the
to
the
state
of
rhode,
island
and
their
redistricting
coordination.
E
Team
from
the
reapportionment
commission
for
the
data,
so
just
so
the
city
could
have
access
to
it
and
be
and
be
able
to
review
it,
and,
as
of
today,
I
still
have
not
received
that
data
because
they
are
they're
not
compelled
in
any
way
to
give
it
to
us,
and
I
just
like
the
state
reapportionment
commission
isn't
compelled
to
give
it
to
us.
The
aci
would
certainly
be
even
more
difficult
to
try
and
get
that
data
we
do.
E
We
would
have
access
to
census
data,
which
will
just
let
us
know
how
many
incarcerated
persons
there
are,
but
to
determine
how
many
non-resident
incarcerated
persons
there
are.
We
would
need
access
to
some
level
of
is
considered
confidential
data
regarding
the
residency
of
inmates
of
the
aci
at
the
time
of
the
census
which
be
which
would
be
april
1st
2030
if
you're
looking
at
the
next
round
of
the
process
and
in
order
to
get
that
data
again.
E
I
would
just
suggest
to
the
council
that
if
this
were
to
pass
the
voters,
the
clock
began
ticking
between
now
and
2032
to
get
the
general
assembly
to
pass
a
corresponding
bill.
That
would
allow
our
authority
and
the
board
of
canvassers
to
conduct
registering
in
10
years
with
the
tools
that
we
need
to
complete.
AC
D
Thank
you
just
name
and
address
for
the
record.
AD
Steve
fries,
107
garden
hills
drive,
I'm.
I
know
you've
we've
talked
about
this
in
the
council.
Like
I
don't
know
it's
the
fourth
time,
so
I
don't
want
to
repeat
myself
and
I'll
be
quick.
I
know
you
guys
have
a
long
night.
So
just
a
few
points
off
the
top.
I
don't
see
any
reason
why
prisoners
should
be
treated
differently
than
anybody
else
in
the
census.
There
are
other
people
who
do
not
vote
that
are
counted
in
the
census.
There
are
other
people
who
are
mainly
transient
that
are
counted
in
the
census.
AD
We
have
heard
arguments
that
it
was
gerrymandering
you've
heard
this
before
and
yet
we
don't
have
evidence
of
real
gerrymandering
here,
because
districts
that
have
prison
population
they
vote
republican.
They
vote
democrat.
Also.
The
argument
that
it's
somehow
racial
in
some
aspect
has
been
rejected
by
the
first
circuit
in
boston
and
the
first
circuit
in
boston
is
not
a
conservative
court
and
also
the
argument
that
this
is
violating
one
person.
One
vote
is
incorrect
because
in
ward
6,
which
has
the
prison
population
actually
has
more
voters
than
ward
3..
AD
So
now
to
the
substance
of
this
resolution,
number
one
I
think
you're
going
further
than
that
the
state
did
the
state
when
it
did.
The
redistricting
change
only
did
for
people
up
to
two
years
in
the
prison.
You
are
going
beyond
the
state,
and
actually
here
you
are
going
to
exclude
people
who
are
going
to
be
in
prison
for
life.
AD
AD
Also,
if
you
pass
this
resolution,
it
will
cause
the
general
assembly
in
a
few
years
to
say
well,
if
cranston
doesn't
want
to
count
the
prison
inmates,
then
we
should
encounter
prison
inmates
for
purposes
of
general
assembly
representation,
and
this
will
cause
our
representation
in
the
general
assembly
to
decrease
and
less
representation
in
the
general
assembly
for
cranston
is
a
generally
bad
thing
for
the
city.
AD
AD
AD
That
is
not
in
our
position
that
we
have
requested
to
get
in
our
possession,
which
is
confidential
information
where
people
lived
before,
we
can't
get
that
he's
asked
for
it
five
different
times,
and
he
can't
get
it
so
you're
going
to
put
forward
a
resolution,
get
the
voters
to
approve
it
and
who
knows,
if
we're
going
to
get
it
and
to
get
it
providence
got
it,
but
they
had
to
pay
the
guys
they
have
to
actually
pay
the
consultants
80
000
to
implement
this
thing,
so
we're
going
to
pay
80
000
for
a
consultant.
AD
So
we
can
get
this
information.
I
mean
it
doesn't
make
any
sense
to
me
economically.
It
doesn't
make
any
sense
to
me
legally
illogically
and
for
those
reasons
I
urge
you
to
not
vote
in
favor
of
this
and
remember
in
10
years.
This
will
all
come
back
again
with
the
charter
review,
commission
and
the
council.
So
I
think
that
was
it.
There
was
maybe
one
other
point,
but
you
had
a
long
evening.
I
thank
you
very
much.
D
O
I'll
make
a
motion
chair
I'll
I'll
I'll
make
a
motion
to
to
deny.
N
D
O
Yeah
I'll
just
just
state
the
reasons
why
I
made
the
motion
to
deny
I
was,
I
served
on
the
council
back
when
I
went
to
that
first
circuit
court
and
we
started
a
redistricting
process
because
of
a
court
opinion
and
it
was
ended
up
not
being
needed.
The
city
spent
money
defending
itself
and
won
the
case,
so
I
don't
think
we
need
to
do
that
at
this
time.
O
There's
certainly
a
process,
even
if
we
did
something
now
it
wouldn't
change
until
2032
there's
a
another
child
review,
commission
will
meet
and
also
the
state
needs
to
enact
legislation
to
do
this.
I
think
john,
I
always
say
to
your
man
before
your
time.
It's
nothing
personal.
I
appreciate
I
vote
for
a
lot
of
the
legislation
you
put
in.
I
just
think
this
is
a
lot
of
things
have
to
happen
to
line
up.
O
As
the
registrar
stated,
we
can't
get
the
information
anyway,
so
you
know
this
could
always
go
on
the
ballot
at
another
time.
I
just
think
it's.
I
need
it
at
this
time,
so
I'll
be
voting
no
voting.
Yes,
because
I
made
a
motion
to
deny
thank
you.
Q
Thank
you
chairman.
I
know
with
all
due
respect
to
mr
fries.
We've
we've
gone
back
and
forth.
I
think
probably
five
meetings
now
on
on
this
issue,
and
we
we
share
different
philosophies
approaching
this.
I'm
not
gonna,
I'm
not
gonna
go
back
and
forth.
I
would
just
you
know
I'll
just
say
that
I
I
I
do
feel
that
this.
Obviously,
I
feel
that
this
violates
the
inclusion
of
non-resident
incarcerated
persons
within
our
redistricting
processes.
Q
I
feel
that
voters
should
have
a
choice
on
this
on
this
matter
and
if
they
feel
that
it
shouldn't
be
approved,
then
it
won't
be
approved,
but
I
do
feel
that
we
should
have
the
opportunity
to
to
put
it
before
them.
D
G
S
D
Moving
on
to
new
matters
before
the
committee,
we
have
three
ordinances
that
are
being
continued,
all
relative
to
the
zoning
regarding
the
development
at
legion
bowl.
So
those
matters
are
being
continued
for
the
planning
commission.
So
we'll
move
on
to
ordinance,
5-22-01
titled
animals
sponsored
by
councilman
campo
piano,
is
that
anyone
in
chambers.
D
I'm
sorry,
council
do
we
have
to
take
a
vote
to
continue
those
if
they're
already
notified
as
that
yeah.
T
You
take
a
vote.
What
date
did
they
agree
to
next
month?.
T
D
I
will
well
first
I'll
entertain
a
motion
to
vote
on
these
three
ordinances
as
a
block
so
moved.
P
C
O
V
M
V
D
AE
My
name
is
marie
monti.
I
live
at
25
fountain
avenue
in
granston.
I
am
here
to
support
this
ordinance
to
ban
roosters
in
residential
neighborhoods.
We
have
them
on
our
street.
They
are
terribly
annoying
at
3
o'clock
in
the
morning
four
o'clock
in
the
morning
seven
o'clock
in
the
morning
eight
o'clock
at
night,
it's
unbearable,
they're,
filthy.
We
have
rats
again
in
our
area,
and
I
want
this
council
to
support
this
ordinance
and
I
have
gotten
some
signatures
of
people
in
my
area.
That
also
agree
that
this
should
pass.
O
Chair,
can
I
make
a
motion
to
make
that
petition
part
of
the
record.
D
C
O
D
AC
Hey
I'm
richard
naraki.
I
live
at
59
bryant
road
I've
reached
out
to
a
few
council
people
here.
Some
of
them
returned
my
calls
about
it,
some
of
them
didn't.
Unfortunately,
I've
been
in
this
chamber
a
few
times
on
the
same
issue,
seeing
it
not
moved
at
all.
In
fact,
some
people
thwarted
the
effort.
I
can
I.
AC
I
really
believe
that
this
is
already
you
know
if
we
can
talk
about
the
roosters
and
how
annoying
they
are-
and
this
is
true,
but
I
believe
this
is
actually
kind
of
covered
in
other
noise
ordinances
in
the
city
already
and,
as
you
know,
as
a
problem
presents
itself,
you
go
and
you
say
you
know:
do
we
need
this
audience
yeah,
maybe,
but
there
are
other
ordinances,
noise
ordinances
that
have
pulled
up.
That's
already
within
you
know
the
cranston
bylaws.
AC
Here
they
are
regarding
whether
it's
trash
removal
coming
through
at
certain
times,
not
the
disturbing
neighbors,
so
they
can't
be
picking
up
the
garbage.
The
garbage
trucks
can't
go
rolling
down
your
road.
If
there's
barking
dogs
you're
allowed
to
call
the
police,
and
if
you
get
more
than
two
complaints
they
have
to
act
on
it.
These
are
the
this
rooster
situation
is,
is
is
akin
to
any
of
those
problems
and
it's
being
it's
being
a
it
should
be.
AC
G
AC
So
this
is
from
like
states
like
you
know
all
formal
complaints,
and
this
is
an
part
of
the
I
forget
which,
when
the
code
of
audiences
all
formal
complaints
pertaining
to
noise
nuisances
made
under
the
provisions
of
this
section,
shall
be
made
in
writing
to
an
animal
control
officer
or
any
police
officer,
and
no
formal
complaint
shall
be
taken
and
no
summons
shall
be
issued
for
any
violations
unless
there
are
at
least
two
or
more
formal
complaints
by
witnesses
residing
in
separate
domiciles
who
have
signed
such
a
formal
complaint
or
unless
the
police
or
animal
control
officer
are
summoned,
and
this
is
just
for
the
the
rationale
that
there
is
a
disturbance.
AC
There
is
a
noise
disturbance.
I
don't
care
if
it's
a
sign,
if,
every
morning,
at
quarter
to
five
in
the
summertime,
someone's
car
alarms
going
off,
it's
akin
to
that
in
my
neighborhood.
It's
it's
it's
it.
It's
absolutely
ridiculous
and
the
fact
that
I
I've
I've
had
to
come
here
this,
like
my
fourth
time
and
once
on
zoom,
and
it's
not
being
addressed
and
we're
getting
people
like
that
nah.
Well,
you
know
quoting
right
the
farm.
AC
This
has
nothing
to
do
with
farming.
This
has
to
do
with
the
their
right
their
right
to
own
a
rooster.
Okay,
you.
There
are
ways
also
to
keep
that
rooster
quiet,
and
if
you,
google,
that,
how
do
you
keep
a
roof,
so
quiet
there's
a
little
college
you
can
put
on
them.
I
have
a
right
like
I
guess
I
have
a
right
to
own
a
dog.
I
don't
have
a
right
to
have
my
dog
barking
all
day
and
all
night.
I
don't
have
that
right
and
that
person
who
has
a
rooster
doesn't
have
that
right.
AC
So
if
you're
getting
complaints
from
your
neighbors,
you
got
to
do
something
about
it.
It
falls
on
you
in
the
fact
that
we're
actually
here
saying
no
roosters.
This
is
a
no-brainer
and
I
sit
here
wondering
this
is,
and
it
falls
into
health
and
safety.
Yes,
mental
health
sleeping,
not
everyone
wakes
up
at
the
crack
of
dawn
people
work
odd
hours,
you
don't
care,
that's
what
I've
seen!
That's
what
I've
seen
from
this
council?
AC
Okay,
that's
tough
for
you!
It's
tough
for
your
kid!
I
got
a
kid
at
home
gets
up
at
seven
in
the
morning.
It's
6
30
in
the
morning.
He
doesn't
need
to
get
up
at
five.
He's
got
a
full
day
of
school
and
sports.
You
don't
care,
got
kids,
you
want
them
up
by
five.
Is
windows
100
feet
from
a
rooster?
Thank
you
tried
to
address
it.
Yeah,
it's
not
always
it's
not!
It's
not
always
a
problem.
That's
right!
Some
people,
I
didn't
get
any
complaints.
I
ever
counseled
people.
AC
Well,
you
know
good,
there's,
no
roosters
in
your
area,
there's
roosters
in
mine,
there's,
roosters
and
other
peoples
we're
coming
here.
We're
pleading
do
something
or
at
least
enforce
the
current
laws,
because
I
don't
see
that
happening
either
nothing
go
or
hey.
You
know
what
that's
right
go.
Call
the
police
go
put
in
two
formal
complaints.
Do
something
about
it.
There's
already
stuff,
that's
there
that
should
be
enforced
and
until
you
get
a
resolution,
I'm
going
to
expect
that
to
be
enforced.
D
I
D
I'm
going
to
close
public
comment
at
this
time
and
it's
staying
in
motion.
V
Thank
you,
chairman
riley.
I
wish
I
could
change
the
name
of
this
audience
to
respect
your
neighbor's
audience,
because
that's
exactly
what
it
is
recently.
I've
been
called
out
on
social
media,
saying
that
I'm
doing
this
for
one
person
and
that
could
be
no
further
from
the
truth.
I've
got
calls
from
everybody
every
ward,
with
the
exception
of
ward
6,
with
people
with
being
disturbed
by
roosters
waking
up
in
the
morning
and
as
early
as
3
4
o'clock
in
the
morning.
V
I
also
got
called
out
because
I
didn't
come
up
with
nowhere
for
them
to
go
for
the
roosters,
but
there
are
rooster
sanctuaries.
There's
one
here
in
harrisville,
rhode,
island,
seven,
acre
woods
that
accepts
roosters,
there's
also
several
in
connecticut,
there's
also
several
in
massachusetts.
V
V
V
If
you
want
to
put
a
tool
shed
in
your
backyard
and
you
didn't
have
the
setbacks,
you
couldn't
do
it
it's
unfortunate,
but
you
just
can't
do
it
and
I
I
know
from
experience
the
roosters
are
not
noisy,
they're,
also
dangerous.
I've
had
them.
I've
raised
chickens
and
roosters
as
a
young
man,
so
I
have
first-hand
experience
so
so
all
that
being
said,
I
urge
passage
of
this
tonight.
Thank.
O
Yeah,
thank
you.
I
just
want
to
thank
councilman
campbell
piano
for
taking
a
another
shot
at
this
ordinance.
I
know,
there's
been
other
versions
and
and
other
other
ordinances
that
were
more
expansive.
This
just
deals
with
roosters.
I
I
like
yourself,
councilman
campbell
piano,
have
received
numerous
calls
from
many
wards
across
the
city
and
in
different
neighborhoods.
O
You
know
begging,
pleading
asking
for
help
because
of
the
rooster
problem.
I
went
to
a
an
awards
dinner
at
my
son's
school
and
somehow
roosters
took
over.
We
were
talking
about
it
at
our
table.
I
didn't
bring
it
up.
Believe
me,
the
table
next
to
me,
and
people
were
saying:
please
do
something
about
the
rooster
issue,
so
I'll,
be
in
full
support
of
this
ordinance
tonight.
O
Thank
you
again
for
bringing
this
forward,
and
hopefully
this
helps,
and
I
just
want
to
thank
the
residents
that
have
come
to
numerous
meetings
over
and
over
again
on
zoom
here
cleaning
the
case,
and
so
you
know
you
do
deserve
sleep.
You
deserve
that
right
and
I
wouldn't
want
a
car
while
I'm
going
off
that
early
in
the
morning-
and
I
wouldn't
want
to
roast
the
crown
next
to
my
window
or
my
my
child's
window
too
so
I'll
be
voting
for
this.
Thank
you.
D
Thank
you,
council
president
councilwoman
sully.
N
Thank
you.
I
also
echo
the
sentiments
of
my
colleagues
who
have
spoke
so
far.
I
did
try
to
bring
up
this
ordinance
in
a
couple
different
versions
so
far
this
year
without
much
success.
Mr
campbell
piano
has
simplified
it
to
be
150
feet
away
from
a
home.
N
I
don't
think
that
it
matters
if
you're
in
an
a80,
if
you
have
a
farm
or
if
you
are
on
a
very
small
lot,
150
feet
from
your
house
is
not
too
much
to
ask,
because
if
you
have
the
land
to
have
an
a80,
then
you
have
plenty
of
room
to
put
your
rooster
further
away
from
someone
else's
house.
So
I
think
that
this
goes
across
all
boundaries
as
far
as
people's
lot
size
or
what
they're
doing
in
their
yards.
N
Q
Thank
you.
Thank
you,
chairman
riley.
Thank
you,
councilman
camp
piano
for
your
work
on
this
this
evening.
I
know
that
councilwoman
renzuli,
councilwoman
mourinho,
have
also
you
know,
worked
on
this
in
the
past,
so
but
I
appreciate
councilman
campiano
bringing
it
before
us
this
evening
in
its
current
form.
I
fully
agree
that
roosters
do
not
belong
in
densely
populated
areas
such
as
you
know,
ward,
2,
ward,
3,
ward,
1.,
most
parts
of
ford,
five
ward,
six,
the
I
struggle
on
exactly
how
that
should
be
written
into
the
code.
Q
I
do
just
want
to
ask
a
couple
questions
where
so
one
is:
where
did
the
150
feet
come
from,
and
is
that
maybe
not
far
enough
and
how
will
enforcement
work
on
an
ordinance
such
as
this?
From
based
on
previous
meetings?
I
remember
hearing
at
least
from
members
of
the
pub
some
members
of
the
public,
and
perhaps
the
administration
can
confirm
our
our
animal
control
officers
licensed
to
deal
with
foul
and
if
not,
how
would
they
go
out,
go
about
becoming
certified
and
if
they're
not
able
to
get
certified?
R
That
one's
I'd
have
to
get
back
to
you.
I
haven't
been
a
student
of
that
and
I
don't.
I
haven't
the
foggiest
idea.
I
would
have
to
inquire.
R
Q
No,
perhaps
it
assuming
that
this
passes
on
to
the
full
council,
could
we
get
for
the
full
council
meeting?
Could
we
have
an
answer
for
that
before
we
vote?
Thank
you
so
I'll
I'll
ask
not
to
put
my
my
colleague
on
the
spot,
the
150
that
I
mean
it's
in
here
for
a
reason,
so
I
guess
I'd,
ask
kind
of
the
process
and
fifth,
I
think
that
that
will
sufficiently
reduce
the
issue.
V
The
150
I
put
some
thought
into
that
I
mean
most
of
the
lots
in
in
ward.
5
are
approximately
80
feet
wide
and
I
wanted
to
be
sure
that
if
it
was
in
one
house
it
wouldn't
be
near
another
house
and
that's
the
reason.
I
picked
that
my
lot
and
my
house
is
230
feet
wide
and
I
figured
well
if,
if
someone
was
in
a
80-
and
that
was
a
typical
sized
lot,
they
would
be
able
to
have
one.
It's.
V
I
don't
know
if
it's
long
enough,
I
wanted
to
be
fair
to
the
people
who
did
have
the
right
to
have
one.
So
I
didn't
want
to
go
too
far
to
be
exclude
everyone,
but
I
wanted
to
be
far
enough
where
I
felt
it
would
be
not
as
much
of
a
nuisance
and
keep
it
more
out
of
the
inner
city
portion.
That's
the
reason
I
picked
150.
I
would
have
loved
to
pick
250,
but
that's
the
reason.
I
think
the
150.
Q
P
P
This
150,
as
my
colleague
councilman
campo,
piano
put
it
it's
just
based
on
what
you
think,
and
I
think
this
matter
is
too
important
to
base
on
what
we
think
we
should
really
have
the
expert.
Okay.
I
think
there
was
a
study
doing
that.
We
need
to
have
it
and
we
know
this
will
not
come
up
again
and
someone
said:
hey
someone:
has
it
150?
P
This
is
how
it's
happened,
because
one
thing
I
know
as
we
all
want
to
keep
to
have
everybody
their
rights
respected
to
own,
but
at
the
same
time
we
don't
want
to
over
weighted
the
right
of
someone
over
somebody
else.
So
let's
do
it
right.
P
What
I
would
like
to
propose
the
language
is
simple,
but
I
still
I
have
an
issue
with
the
150,
because
it's
not
from
an
expert,
so
I
would
love
to
see
if
we
can
continue
it
and
until
we
have
the
answer
to
that,
I
will
be
in
support
of
this
ordinance.
But
as
long
I
have
an
answer
to
the
150.
If
we
can
make
a
comparison
to
say
hey,
this
is
how
far
it
is
and-
and
we
can
have
some
comparative
compelling
evidence
to
that.
Q
Dining,
thank
you
chairman
riley.
I
I
agree.
I
understand
the
sentiment
of
my
colleague
one
asking
about
maybe
comparatively
what
does
150
look
like
and
correct.
If
I'm
not
understanding
correctly
comparatively,
what
would
150
look
like
to
200
feet
250
feet,
something
like
that
is
that
kind
of
what
you're,
you're
thinking
councilwoman.
Q
So
I
I
would,
I
would
suggest
perhaps,
if
it's
a
matter
of
of
comparison,
perhaps
what
we
could
do
is
pass
it
on
to
the
full
council.
That'll
give
us
about
two
weeks
to
look
into
that,
and
hopefully,
by
that
time
we
would
have
sufficient
comparisons
to
to
make
a
final
decision
on
it.
Would
that
suffice.
D
D
P
Excuse
me,
under
the
respect
council
is
not
for
myself
for
all
the
residents
that
have
been
advocating
say
talk
about
it
itself,
information
I
can
go,
get
it
for
myself
but
share
this
information
is,
if
you
want
me
to
share
look
for
this
information
and
share
it.
It's
that
I
can
do
it,
but
it's
for
all
the
residents
in
question
that
will
know
this
is
what
we're
doing
into
transparency.
So.
D
I
I
completely
and
I'm
not
going
to
get
it
back
and
forth.
I
understand
your
views
on
that.
I
think
it's
a
little
simpler
of
a
matter,
and
I
think
everybody
here
is
has
voiced
that
quite
proficiously
that
I
don't
think
we
need
to
get
scientific
data
to
figure
out
that
a
rooster
is
allowed
to
president.
O
N
Hi,
thank
you.
I
think
that
councilman
campbell
campopiano
was
just
trying
to
be
both
logical
and
fair
at
the
same
time
which,
in
a
densely
populated
area
150
feet,
is
going
to
essentially
make
roosters.
N
You
know
they're
not
going
to
be
able
to
inhabit
those
areas,
but
it's
still
not
going
to
violate
any
right
to
farm
acts
or
anything
as
far
as
people
in
it
with
a
1
and
a
80
zoned
land
able
to
have
agricultural
use,
because
if
we
go
any
further,
obviously
that
would
be
ideal
for
the
people
who
have
roosters
their
neighbors
have
roosters
further
away
from
their
house.
N
I'm
sure
that
the
rooster
is
going
to
be,
you
know
less
heard,
I
think,
that's
obvious,
but
then
we're
going
to
essentially
make
band
roosters
from
the
entire
city,
and
I
think
that's
where
we
had
the
problem
to
begin
with
that
we
are,
you
know,
people
say
they
want
to
have
the
agricultural
use
in
an
a80.
Okay
150
allows
that
in
that
zone
and
it
won't
allow
it
in
another
zone.
We
we
can't
hire
x.
N
We
don't
have
money
to
hire
experts
to
come
here
and
talk
about
roosters
we've
been
wasting
nine
months
on
roosters,
and
we
all
we
do
is
talk
about
finances
who
can
afford
to
hire
a
rooster,
sound
expert.
I've
done
significant
amount
of
research
on
this
that
I've
already
exhausted.
How
much
I
get
paid
to
be
here,
so
I
don't
think
that
we
can
hire
anyone
else
to
do
it.
Thank
you.
D
All
right
at
the
this
time,
I
think
everybody's
had
a
comment.
If
there's
no
further
discussion
I'll
have
been
clerk,
please
take
the
role.
G
D
D
So
is
there
anyone
from
the
in
chambers
or
on
zoom?
That
would
like
to
be
heard
on
this
ordinance.
D
AF
It's
marcia
fowler
35,
milton
ave
in
cranston,
and
I'm
just
saying
that
I
am
in
favor
of
this
ordinance
that
specific
location
is
a
really
tight
intersection
when
cars
are
parked
at
the
very
end
of
milton
ave,
it's
impossible
to
see
oncoming
traffic
from
park
ave
as
well
as
really
difficult
to
turn
onto
milton
ave
from
park
ave.
This
ordinance
would
increase
safety
for
drivers
and
pedestrians
at
that
intersection,
and
I
want
to
thank
councilwoman
barbacus
for
sponsoring
this.
AA
San
brusco
11
hamburg
circle.
Unfortunately,
I'm
not
familiar
with
this
ordinance.
Can
I
get
a
little
rundown.
AA
Okay,
well
I'll
have
to
quickly
read
a
read
up
on
it.
Then.
D
O
President
yeah,
I
know
it's
late
night
and
it's
just
a
traffic
ordinance.
I
just
wanna
comment
that
this
road,
if
you
go
down
milton
avenue,
faye
fields
at
the
end,
I
used
to
coach
t-ball
at
cranston
east
little
league
when
the
maiden
and
sophia
were
smaller,
and
it
is
very
difficult
to
pull
out
on
the
park
avenue
so
I'll
certainly
be
in
favor
of
this
ordinance.
D
Thank
you.
Any
chief
marty.
R
I
don't
know
if
this
is
accurate,
but
I
was
told
that
there's
already
state
statute
on
the
books
that
covers
30
feet
to
an
intersection.
The
way
there'd
be
no
parking,
so
I
don't
know
if
it
needs
to
be
done.
If
it's
redundant,
any
council.
T
State
state
statutes,
control,
state
roads,
we're
regulating
a
road
and
trans,
then,
okay,
so
that's
my
position.
