Motion
passes
moving
on
to
public
acknowledgements
and
commendations.
I
see
none
listed
on
the
docket
here
this
evening.
Moving
on
to
section
two
public
comment,
this
time
I
will
open
up
public
comment
for
any
docketed
items.
Please
try
and
limit
your
comments
to
four
minutes
starting
off
this
evening,
I'd
like
to
bring
up
to
the
podium
caitlyn
from
stem.
A
G
My
name
is
caitlin
blankenship
and
my
address
is
35
sherwood
drive,
westerly,
rhode,
island,
so
hi
everybody.
Thank
you
all
for
having
me
come
present
today.
Some
of
you
might
remember.
G
Last
year
we
as
a
collective
camp
in
cranston
and
by
we
I
mean
stem
advantage
after
school
21st
century
camp
xl,
the
cranston
ymca
ocean
state,
kids,
club
playground
camp
and
so
many
more
of
her
other
partners
kind
of
band
together
to
do
a
quick
assessment
of
our
families
in
cranston
and
find
out
what
do
they
need
for
summer,
especially
after
being
hit
with
covid
and
trying
to
recover
from
that.
We
recognize
that
our
family's
needs
have
changed
through
the
years.
G
So
we
did
a
survey
last
year.
We
did
it
again
this
year
and
this
is
just
kind
of
an
update
on
what
we
receive
from
our
families
this
year.
There
are
a
few
changes
from
last
year,
but
I
don't
think
it's
anything
too
big
or
shocking.
G
I'm
not
going
to
monologue,
because
I
know
you
guys
can
read,
but
I
will
quickly
just
go
through
the
report
and
if
you
have
any
questions
for
me,
I'm
happy
to
answer
them.
So,
as
you
can
see,
we're
happy
that
we
actually
surveyed
a
hundred
more
families
this
year
than
we
managed
to
do
in
last
year,
so
we
got
responses
from
366
cranston
families
which
came
to
about
650
youth,
and
we
collected
their
surveys.
In
the
month
of
february,
we
asked
families
what
programs
they
had
participated
in
before.
G
As
you
can
see,
many
of
the
programs
I
mentioned
that
are
a
part
of
our
collaborative
were
listed
here
as
programs
that
our
families
go
to
year
after
year
for
summer
camp.
G
I'm
also
proud
to
announce
that
we
doubled
our
participation
in
ward
3..
It's
always
a
hard
ward
to
get
surveys
from
so
we
were.
We
especially
concentrated
collecting
surveys
from
that
area
in
order
to
get
more
of
our
families.
Participation
from
them
on
the
second
page,
you'll
find
participants
by
grade
level.
G
For
the
most
part
it
didn't
change
too
significantly.
We
had
some
increases
in
the
amount
of
high
schoolers
that
filled
out
the
survey,
as
well
as
our
k
through
second
grade,
which
we
recognize
a
lot
of
our.
We
had
a
lot
of
pre-k
families
last
year,
and
so
they
filled
out
this.
The
survey
this
year
and
and
their
students
are
going
into
kindergarten.
G
You
can
also
see
this
year
rather
than
breaking
it
down
by
a
neighborhood
in
cranston.
We
broke
it
down
by
school,
and
so
you
can
see
some
of
the
different
schools
that
our
students
went
to.
G
Some
people
chose
not
to
say
or
there's
another
section
they
were
homeschooled
or
they
go
to
a
couple.
Private
schools
as
well
on
the
third
page
is
where
the
like
juicy
stuff
is.
We
asked
our
families
what
they
needed
out
of
a
summer
camp
if
they
could
customize
a
summer
camp
or
summer
program.
What
would
it
look
like?
And
so
here
you
can
see
all
the
different
options
are
family
selected,
most
notably
everybody
wanted
in
person.
I
mean
sorry,
not
everybody.
G
The
reason
I
highlighted
these
especially,
is
because
not
all
of
our
camps
actually
function
that
way,
mostly
due
to
funding
a
lot
of
our
camps,
are
actually
restricted.
They
don't
necessarily
accommodate
the
need
for
all
summer
and
they,
if
they're,
based
on
attendance,
they
absolutely
do
not
offer
flexibility.
In
days
and
weeks.
G
I
also
highlighted
some
of
the
activities
that
our
youth
enjoy
and
most
of
our
youth
across
the
board
prefer
stem
and
sports,
no
matter
what
their
age.
It's
a
very
consistent
request
for
youth
in
sports.
G
I
also
highlighted
this
year
that
a
lot
of
families
were
requesting
swimming,
which
they
had
not
requested.
Last
year
and
60
of
our
families,
who
mentioned
swimming
as
an
additional
option
for
summer
camp,
highlighted
that
they
were
looking
forward
to
bud
long
pool
being
open
on
the
next
page.
You
can
see
actually
next
two
pages,
you
can
see
a
more
thorough
breakdown
of
our
students
by
age
grade
level
and
what
topics
they
were
interested
in
their
in
their
summer
camp.
G
It's
important
to
highlight
too,
that
a
lot
of
our
families,
though
they
pick
you
know,
let's
say
stem.
For
example.
They
do
like
a
camp
that
has
more
than
just
one
thing
for
their
child
to
do.
They
don't
necessarily
want
their
child
to
do
math
and
reading
all
day
every
day.
G
So
I'm
going
to
skip
to
past
the
grades
and
topics
and
start
with
the
next
page
that
begins
with
the
scale
of
how
important
academics
are
to
our
families
in
cranston
they're,
pretty
average
across
the
board.
G
Some
families
really
really
need
a
program,
and
that
focuses
on
academics
and
some
really
really
didn't
some
things
that
we
found
interesting
when
we
were
breaking
down
the
data
a
little
further
is
we
found
for
the
first
time
that
our
9th,
through
12th
graders
were
requesting
more
academics,
especially
with
a
highlight
to
credit
recovery
last
summer
we
did
not
see
that
in
the
survey
at
all
our
high
schoolers
had
the
lowest
ask
for
academics,
so
we
found
it
interesting
to
see
that
increase.
G
You
can
also
see
that
we
asked
our
parents
to
indicate
what
is
a
comfortable
pay
range
for
them
for
summer
camp
based
on
what
they
needed,
pretty
average
between
zero
all
the
way
up
to
120
dollars
a
week,
and
the
reason
we
ask
this
is
because
again,
some
of
our
programs
have
funding
where
they're
cheaper
per
week,
and
then
some
of
our
programs
do
not
where
they
are
more
expensive.
And
so
this
was
just
more
something
for
our
programs
to
think
about
when
they
are
figuring
out
their
prices.
G
On
the
next
page,
you'll
see
just
some
other
comments,
questions
and
concerns.
This
was
a
very
open
generic.
Tell
us
how
you
feel
what
you
think
share
your
story
kind
of
section,
and
we
tried
to
categorize
some
of
the
comments
and
things
that
we
found.
G
G
There
are
still
a
good
percentage
of
our
families
who
are
concerned
about
kovid
and
we're
kind
of
waiting
to
see
what
that
would
look
like
in
the
summer
before
they
sign
up
for
a
program
again.
Families
needed
programs
that
work
around
their
work
hours,
often
requesting
programs
that
started
before
8
am
or
lasted
until
after
4
pm.
G
Affordability
has
always
been
an
issue
and
was
one
of
the
biggest
actually
yeah
one
of
the
biggest
concerns
a
lot
of
our
families
were
asking
for
scholarships
and
financial
aid,
which
a
lot
of
our
programs
were
able
to
provide
last
year.
Some
of
them
are
continuing
to
be
able
to
offer
that
this
year,
with
various
funding
streams,
families
highlighted
the
importance
of
being
having
educational
access
to
programs,
as
well
as
like
covet
learning
loss,
as
well
as
social,
emotional
learning
loss
and
under
access
and
equity.
G
We
had
a
lot
of
families,
ask
for
not
only
affordability
but
access
to
meals,
as
well
as
access
to
transportation,
which
is
another
challenge
for
our
programs
to
administer
a
lot
of
our
families.
This
year,
which
we
did
not
get
last
year,
mentioned
wanting
quality
programs,
which
I
think
most
of
our
programs
do
very
well,
but
really
emphasizing
the
need
for
ratios
and
activities
that
engage
their
kids
all
day.
G
The
last
thing
that
we
noticed
in
our
feedback
from
our
families
were
some
environmental
concerns,
especially
with
having
camp
outdoors
many
of
our
camps
because
of
covid
switch
to
outdoor
models
last
summer
and
some
issues
that
our
families
brought
up
were
their
child
needed
access
to
clean
water.
They
did
not
seem
to
have
that
their
child
needed
access
to
shade
or
heat
relief,
and
many
families
commented
on
the
air
quality
with
how
hot
it
was.
Last
summer,
so
we
have
some
strategies.
G
Most
of
them
are
just
around
collaborating
and
being
able
to
offer
each
other
the
strengths
that
we
have
so
that
we
can
be
as
equitable
as
possible
to
our
families
and
what
they
need
so
that
they
can
continue
to
work,
and
I
will
take
questions.
A
Thank
you
very
much.
Very
informative
presentation
certainly
appreciate
the
survey
and
all
the
work
you've
done
over
the
years.
Certainly
a
frequent
member
here
at
city
hall,
any
council
members
have
any
questions
for
caitlin,
see
none.
Oh
councilmember
vargas.
H
Good
evening
caitlin,
thank
you
again.
I
going
the
council
president's
words,
appreciate
you
putting
together
this
survey
and
sharing
it
once
again
here
with
us
tonight,
just
a
quick
question.
Obviously
this
is
a
hands
full
of
information
before
us,
right
and
and
very
interesting.
The
first
thing
that
comes
to
mind,
at
least
for
the
time
speaking,
is
on
that
job
of
work.
Experience
for
the
interest
between
the
ninth
and
twelfth
graders
in
in
cranston.
H
It
was
about
1.9
percent.
I
think
who
were
interested
in
some
sort
of
work
program
as
it's
either
the
parents.
I
mean
my
assumption.
H
It's
the
parents
that
are
filling
out
the
survey,
I'm
not
sure
if
it
was
collected
by
the
students
themselves
as
well,
but
if
it
was
the
parents,
I'm
wondering
if
there's
any
way,
that
in
collecting
that
information,
I
don't
know
if
there's
a
possibility
to
respond
to,
if
not
those
parents
particular
or
all
of
them,
and
let
them
know
that
I
know
that
the
city
of
cranston
was
looking
for
summer,
employment
that
they
have
to
be
at
the
I
believe
at
the
age
of
at
least
16
years
old.
H
I
mean
I
know
ccap
had
a
summer
program,
I'm
not
sure
if
that's
been
also
filled
or
not,
but
just
to
kind
of
give
to
reply
back
with
the
availability
of
this
opportunity
that
the
city
does
have
at
least
for
the
9th
to
12th
graders.
I'm
not
sure
if
that's
something
that
you're
you're
able
to
do
with
the
contact
information.
G
Yeah,
so
we
asked
parents
if
they
wanted
a
follow-up
from
us
to
provide
their
emails,
so
I
could
certainly
share
that
information
out.
If
you
want
to
send
it
to
me,
I'm
happy
to
email
it
along
to
them.
H
Absolutely
I
can
definitely
send
that
over
to
you
and
to
the
administration
that
is
possible
are
we
is
that
I
I
believe
that
was
an
email
that
was
circulated
if
I'm
correct
that
we're
city
the
park
and
rec
was
looking
for
folks
to
fill
in
that
summer
camp
program
in
the
city,
16
years
of
age
and
older.
H
Okay,
oh
I
have
the
email
I
can
forward
it
over
to
you
caitlyn,
because
I
did
receive
an
email
about
that.
Just
in
case,
I
think
that's
that's
great
and
in
terms
of
the
survey,
what
is
what
is
really
the
ultimate
goal,
so
this
has
been
presented
to
us
right,
but
at
the
end
of
the
day,
what
are
we
really
doing
with
with
this
or
what
is
expected
of
us
as
a
council
as
the
administration
to
really
ultimately
do
with
this,
because
well,
you've
collected
great
data.
H
What's
the
benchmark,
what
are
we?
What
do
we
want
to
accomplish?
Are
we
reaching
out
to
the
ymca
now?
Are
we
reaching
out
to
the
stem
programs
osk
the
library
to
get
some
of
the
conversations
to
get
some
of
this
accomplished?
H
G
G
I
know
obviously
because
it's
city
of
cranston's
playground
camp,
you
guys
tend
to
do
a
lot
with
them,
but
you
know
being
able
to
highlight
some
of
our
other
camps
as
well,
so
that
we're
kind
of
all
together
since
we're
all
serving
our
cranston
families.
I
think
it's
important
for
us
to
be
able
to
have
that
communication
is
really.
I
think,
the
ultimate
goal.
E
C
Just
for
caitlyn,
I'm
wondering
is
there
any
connection
with
the
all
course
network
through
ride
with
any
of
the
any
of
these
camps
or
no.
C
C
A
A
A
Could
I
get
you
to
hold
your?
Is
this
for
the
survey
this
is
for
the
you
want
us
to
put
this
on
the
record
the
5g.
Could
I
have
you
speak
at
the
second
part,
because
we're
just
doing
docketed
items
first,.
A
D
Thank
you
council
president.
This
resolution
that
is
before
us
this
evening
is
almost
identical
to
one
that
this
council
passed.
I
believe
unanimously
last
year.
It's
just
to
recognize
the
toll
that
gun
violence
takes
on
our
communities
and
just
wants
to
seeks
to
honor
victims
of
gun
violence,
both
here
in
cranston
throughout
our
state
and
nationally.
A
Thank
you,
councilmember.
Any
other
comments
on
this
resolution.
J
A
H
Thank
you
pretty
much
just
echoing
again
the
words
to
council
member
john
donegan,
just
just
pretty
much
said,
and
there
is
a
section
there
in
the
resolution
where
it
is
encouraging
those
that
are
in
support
of
whether
the
resolution,
obviously
the
subject
before
us,
which
is
the
gun,
violence
that
has
been
happening
nationally
on
here
and
I
will
definitely
be
wearing
orange,
and
I
pledge
to
wear
orange
on
june.
H
Third,
as
as
some
of
us
did
last
year
as
well,
and
definitely
encouraging
the
rest
of
the
members
on
the
council,
if
if
they
will
to
to
definitely
do
do
the
same.
So
definitely,
obviously
I
I'm
just
urging
passage
this
evening
once
again
as
it
as
we
did
last
year.
So
thank
you,
councilman
donegan
again
for
putting
this
forward
and
allowing
me
to
be
a
co-sponsor
on
this
very
important
issue.
Thank
you.
A
Okay,
council
vice
president:
any
objection
seeing
none.
Okay,
any
other
comments
by
council
members
seeing
none.
Madam
clerk,
please
take
the
role.
F
F
A
E
A
You
council,
vice
president
entertainer
motion
on
the
motor

tax
debate
motion
to
approve.
Second,
we
have
a
motion
to
approve.
Do
we
have
a
second?
We
do
any
discussion
seeing
none.
Madam
clerk,
please
take
the

E
E
E
J
B
A
Yes
to
the
through
through
me
to
council,
vice
president
or
to
mr
igo,
the
tax
interest
waiver
approvals.
We
just
approved
those
tangible
or
property.
A
Usually,
there's
more
there's
only
a
couple
this
month,
I
just
wanted
just
wanted
to
clarify,
for
the
record,
didn't
mean
to
throw
the
hamster
off
the
wheel.
A
A
You
council
vice
president
moving
on
to
the
claims
committee,
councilmember
donegan.
D
Thank
you,
council
president.
The
items
before
us
on
the
docket
this
evening
are
a
report
of
settled
claims.
No
votes
are
going
to
be
taken
on
this.
This
is
what
was
approved
by
the
committee
or
the
solicitor's
office.
I
I
I
He
also
said
that
the
fcc
has
the
jurisdiction
over
these
small
cell
antennas.
At
the
time.
I
was
not
aware
that
there
had
been
a
significant
decision
against
the
fcc
on
august
9
2019
by
the
dc
circuit
court
of
appeals
which
vacated
the
fcc's
deregulation
of
wireless
telecommunication
facilities
or
wtf's
and
remanded
this
to
the
fcc.
I
The
judges
stated
that
quote
the
fcc
failed
to
justify
its
determination
that
it
is
not
in
the
public
interest
to
require
review
of
wtf
deployments
and
ruled
that
the
order's
deregulation
of
wtfs
is
arbitrary
and
capricious
the
judges
published
reasons
for
their
ruling.
Concluding
the
fcc
failed
to
address
that
it
was
speeding
densification
without
completing
its
investigation
of
health
effects
of
low-intensity
radio
frequency
radiation.
I
I
I
A
Thank
you
very
much.
Any
other
public
comment
for
under
undocketed
items.
A
A
You
need
to
yes.
N
I
will
be
sending
information
via
email,
but
I
just
wanted
to
share
a
preview
of
that
and
city
officials
are
sometimes
saying
that
their
hands
are
tied
when
it
comes
to
microwave
radiation
and
the
sighting
of
wireless
telecommunications
facilities.
The
wtfs,
so
the
most
prominent
attorney
in
the
country
on
this
matter
is
andrew
campanelli
and
he's
made
available
excellent
youtube
videos,
helping
aiding
cities
and
towns,
protect
their
constituents,
and
so
I'll.
Just
read
one
little
brief
paragraph
from
that,
and
I
will
be
providing
by
email,
more
information.
N
Even
if
a
local
government
somehow
violates
the
telecommunications
act
of
1996,
there's
nothing
to
be
fearful
of,
and
the
reason
is,
if
a
wireless
company
sues
a
local
government
under
the
telecommunications
act,
they
don't
win
money
damages
and
they
don't
win
attorney
fees,
so
there's
no
threat
of
financial
loss
to
the
local
government
as
far
as
the
hands
being
tied.
Quite
the
contrary
is
true.
Congress
specifically
preserve
power
to
local
governments
to
regulate
the
placement
of
wireless
facilities,
and
then
he
gives
the
it's
47
usc,
332
c7a.
N
It
says
basically,
that
the
general
rule
is
local.
Governments
have
that
power
and
the
greater
import.
The
reason
that
it's
most
important
that
they
do
something
to
regulate
these
things.
What
most
people
have
no
idea.
O
N
While
the
fcc
has
set
general
population
exposure
limits,
meaning
they
set
a
limit
allegedly
on
the
maximum
level
of
radiation,
they
can
expose.
Members
of
the
general
public
to
the
fcc
does
virtually
nothing
to
actually
apply
those
limits.
As
a
general
rule,
the
fcc
never
ever
tests
wireless
facilities
and
never
requires
the
owners
to
test
them.
So
local
governments
are
the
first
and
only
line
of
defense
against
the
constituents
being
exposed
to
illegally
express
excessive
levels
of
radiation.
So
that's
all
I
have
to
say
thank
you.
A
Thank
you.
Any
other
comments
under
public
comment
on
undocumented
items,
see
none.
I
will
have
a
comment
moving
on
I'd
like
to
entertain
a
motion
to
take
the
docket
out
of
order,
so
we
can
vote
on
the
requests
from
5g
free,
rhode,
island.
It's
a
miscellaneous
business
on
the
clerk's
desk,
so.
E
A
Second,
second
promotion
and
a
second
any
discussion
on
taking
the
docket
out
of
order.
Seeing
none.
Madam
clerk,
please
take
the
role.
A
D
A
D
A
A
D
The
the
only
I
guess,
question
I
have
for
for
anyone
with
longer
institutional
knowledge
is:
has
the
council
ever
entertained
something
of
this
nate?
I
don't
recall
it
in
the
three
years
that
I've
been
on
the
council.
A
I'll
just
answer
from
my
experience
as
being
year:
eight,
this
is
highly
unorthodox.
Seeing
that
5g
isn't
something
regulated
by
the
council
certainly
was
a
request
from
a
constituent
that
council
vice
president
ferry
honored.
So
it's
before
us
now,
but
it
is
on
our
unorthodox.
D
To
to
the
solicitor
or
any
or
or
anyone
from
legal
is,
is
this
something
that's
within
the
city
council's
purview.
D
Sorry
is
this
something
that's
within
the
city
council's
purview.
O
O
For
the
purpose
of
the
council
entertaining
whether
or
not
this
whatever
this
presentation
of
information
is,
would
be
available
as
part
of
the
city
council
record
hope
that
helps.
A
Thank
you,
council,
member
donegan
and
solicitor
angel
council
member
riley.
F
One
quick
question
for
for
attorney
is
this
in
any
way
by
us
accepting
these
are
we
assenting
to
the
facts?
Are
alleged
back
set
forth
therein
by
putting
them
in
in
public
record.
O
D
Thank
you,
council
president.
I
I'm
just
respectfully
to
the
to
the
people
that
have
spent
some
time
on
this.
I
I
respect
the
the
research
that
you're
doing
and
your
your
efforts
to
raise
awareness
about
an
issue
that
you
keep
that
you
care
deeply
about,
but
I
I
will
be
voting
against
placing
this
on
the
record
this
evening.
C
Sorry,
I
feel,
like
my
question,
is
repetitive,
but
I
just
want
to
ensure
that
we're
just
voting
to
put
the
documents
that
have
been
presented
from
the
constituents
on
the
record
in
the
same
way
that
someone
has
come
and
presented
photographs
of
of
trash
somewhere
or
lights
on
when
they're
not
supposed
to
be.
Is
that
correct?
We're
not
voting
for
anything
else?
In.
O
A
Seems
pretty
cut
and
dry
any
other
comments
seeing
none.
I
will
just
state
that
I
will
be
voting
against.
This
really
doesn't
fall
on
the
council's
purview.
While
I
certainly
appreciate
the
hard
work
of
5g
freeward
island
and
on
your
passion
for
advocacy.
I
just
can't
put
this
in
my
view
on
the
record:
it's
not
in
our
purview
like.
I
said
it
really
belongs
at
the
board
of
health,
so
I
will
be
voting
against
this.
Madam
clerk,
please
take
the
role.
F
A
No,
it
passes
in
the
affirmative
5-4.
Congratulations,
part
of
the
record.
Okay.
Moving
on
we'll
go
back
on
the
docket
to
election
and
or
appointment
of
city
officials.
We
have
the
appointment
of
joanne
johnson
for
return
to
expire,
1
223
to
the
small
business
advisory
committee.
This
is
sponsored
by
councilwoman
jermaine,
no
votes
to
be
taken.
It
is
the
councilwoman's
appointment
and
here
for
informational,
informational.
Only
moving
on
to
report
of
city
offices.
A
A
A
It's
hopefully
going
to
be
a
beautiful
weekend,
and
certainly
looking
forward
to
that,
I
don't
want
to
steal
any
of
councilman
vargas's
thunder,
I'm
just
a
reminder
of
the
250th
gatsby
days
coming
up
gatsby
day
parade
is
on
june
11th.
The
city
council
was
invited
to
march.
Hopefully
we
can
all
make
it.
I
know
it's
june.
11Th
is
usually
a
tough
day
with
graduations
and
everything
else
going
on
and
councilwoman
rinzuli.
We
can
get
a
convertible
for
you
because
I
know
your
ankle's
out
of
commission
right
now.
A
One
of
my
friends,
matthew,
thorn
33
years
old,
passed
away
recently,
certainly
want
to
dedicate
this
evening
to
the
thornton
family
and
to
him
I'm
actually
going
to
be
stepping
away
in
a
minute
to
go
to
a
remembrance
forum
and
I'm
going
to
pass
the
gavel
to
council
vice
president
to
finish
the
night.
So
certainly
I
thought
some
prayers
are
with
them.
A
That
being
said,
next
up
on
council
member
communications
is
councilman
riley
small
business
advisory
commission
councilman
riley
the
floor
is
yours
and
council.
Vice
president
I'll
pass
the
gavel
to
you
to
finish
the
evening.
Thank
you.
F
Thank
you,
council
president.
Yes
to
the
administration,
I
wanted
to
kind
of
get
an
update
on
the
small
business
advisory
commission.
I
had
appointed
someone
back
in
when
this
was
first
put
together.
This
was
adopted
on
march
22
of
2021
he's
called
me
numerous
times
asking
what
was
going
on.
You
know
I
put
him
in
touch
with
the
appropriate
people
still
getting
those
calls.
He
said
he
did
receive
a
letter
at
one
point
saying
he
was
on
it,
but
it's
been.
F
It's
been
14
months
now,
pursuant
to
the
the
city
code,
the
chairperson
of
this,
the
director
of
economic
development
is
the
chair.
All
meetings
shall
be
at
the
call
of
the
chair
or
majority
of
the
committee
members,
2.5
8.03
says
the
committee
shall
meet
monthly
and
produce
a
report
of
findings
and
recommendations
quarterly,
so
there
should
have
been
approximately
14
monthly
meetings
and
four
reports,
so
I
just
wanted
to
find
out
what
the
status
was
on
this.
P
As
you
know,
this
is
a
I
believe,
a
city
council
ordinance
that
established
this
committee.
So
it's
not
an
executive,
it's
not
an
administrative
matter.
However,
I
believe
you
mentioned
that
the
economic
development
director
is
chair
of
it
or
in
charge
of
it.
So
I
will
follow
up,
certainly
the
courtesy
to
see
if,
where
he
stands
with
that,
if
he
wanted
to
convene
a
meeting.
P
P
As
I
mentioned,
is
a
city
council
committee
and
I
know
there's
an
appointment
of
the
mayor
or
two,
but
certainly
I'd
be
happy
to
ask
him
where
he
stands
on
that:
okay.
F
E
F
H
Yes,
good
evening
to
the
director
of
administration,
tony
the
boards
and
commission,
obviously,
as
we
had
discussed
last,
had
not
been
updated
on
the
website.
It's
looking
at
it,
I
don't
believe
it
has
yet
to
be
done.
I
could
be
wrong.
I
have
been
wrong
in
the
past.
Please
correct
me
if
I
am
I'm
just
trying
to
get
an
update
on
that,
if
it
has
not
been
updated
and
trying
to
get
a
sense
as
to
when
it
would
be
if
it
hasn't.
M
M
B
M
Yeah
yeah,
I
can
I
mean
it
can
be,
it
can
be
added
as
a
additional
page,
instead
of
it
being
within
the
city,
clerk's
page.
So.
H
M
M
M
H
H
I
sent
pictures
to
the
administration
at
that
time,
previous
administration
at
that
time,
and
hence
the
reason
why
the
zone
inspector
had
gone
out
or
the
inspector
had
gone
out
to
the
cemetery
and
then
brought
the
matter
up
before
us
at
the
municipal
court
locally
here,
and
I
believe
that
that
case
was
at
some
point
then
going
up
to
the
state
level
trying
to
get
a
sense
to
a.
Where
are
we
on
that?
H
If
we
are
able
to
discuss
that,
if
not
and
it
has
to
go
into
executive
session-
for
whatever
reason
I'd
like
to
request
that
it
that
we
get
an
update
on
that
and
then
two
I
am
getting
phone
calls
on
the
ongoing
trash.
It
was
a
mattress
they're,
not
too
long
and
I
guess
a
piano
buried
on
top
of
a
piano
right
next
to
a
tombstone
on
top
of
another
tombstone,
I
guess,
and
the
the
the
family
of
the
member
that
was
laid
down
to
rest.
H
While
I
know
that
cemetery
is
private,
there's
also
that
ordinance
that
was
passed
and
I'm
trying
to
see
whether
or
not
we
are
taking
action
and
moving
forward
at
all
with
that
cemetery
one
way
shape
form
or
the
other,
because
while
it
is
private,
if
you
drive
by
it,
there's
so
much
trash
and
if
that
was
a
residential
property
and
it
was
trash
and
everything
else
over,
I'm
assuming
we
would
take
action
and
we
should
really
be
taking
action
on
that
cemetery.
H
Now,
I'm
not
talking
about
the
mausoleum,
because
that's
a
separate
issue
that
I
also
have
a
question
on,
but
at
least
for
the
time
being,
I
don't
know
if
you
can
at
least
answer
the
question
on
that
part
of
the
cemetery
or.
P
As
to
the
first
part,
I
don't
know
the
exact
status
of,
I
believe
it's
in
superior
court,
whereas
the
owners
of
the
property
owner
owners
are
suing
the
trustee
for
not
releasing
more
funds
for
the
maintenance
of
the
of
the
cemetery.
I
don't
have
an
opinion
on
that,
but
that's
where
last
I
heard
it
was.
H
Do
you
mind
if
I
keep
this
on,
then
actually
I'll
keep
this
on
the
docket
for
next
month,
I'll
to
to
the
clerk,
if
possible-
and
hopefully
maybe
one
of
the
city
soliders
would
be
able
to
provide
us
and
update
us
where
we
are
on
the
municipal
court
component
of
it
as
well,
if
it's
being
a
portion
of
it
is
being
heard
here
in
the
other
at
superior,
but
I
just
want
to
make
sure
we're
not
dropping
the
ball
as
a
city
on
this
at
all
in
terms
of
representation.
P
Sure
sure
will
do
as
to
the
condition
of
it.
I
know.
Last
year
there
was
a.
We
had
a
massive
cleanup
over
there
about
these
disgusting
people
who
who
litter
and
do
what
they
do
and
desecrate
that
facility,
it's
awful
the
cowards
and
to
continue
to
do
that,
be
more
than
pleased
asking
dpw
to
take
a
ride
through
there
to
see
what
they
can
do.
P
A
couple
of
the
things
you
mentioned
happy
to
do
so
and
and
I'll
ask
the
building
inspector
the
office
to
take
a
swing
by
but
completely
agree.
It's
a
shame.
The
way
society
has
become
well
with
certain
individuals
that
just
have
complete
disrespect
for
other
people.
H
I
appreciate
that
and
if
I
have
to
send
you
additional
pictures
in
terms
of
the
conditions
of
the
cemetery,
even
like
again
the
fencing
and
everything
else,
I
don't
mind
going
back
and
taking
pictures.
I
drive
by
that
place
every
single
day
and
it
is
certainly
disheartening
to
to
see
it
as
I've
said
in
the
past
and
will
continue
to
say
so,
and
so,
while
the
city
was
able
to
clean
up
it's
certainly
a
part
of
me
says
it's:
it's
really
not
our
job,
it's
a
private
property.
H
You
know,
would
we
be
doing
the
same
thing
for
any
other
private
property
in
the
city
or
a
residential?
Well,
we
want
to
make
sure
that
the
quality
of
life
of
everybody
around
that
area
is
kept
up
as
well,
and
it's
and
it's
by
the
standards.
At
the
same
time.
We
should
really
you
know
at
this
point
you
know
I
I'd
be.
H
I
think
we
really
need
to
move
forward
on
trying
to
figure
out
what
else
we
can
do
to
continue
to
make
this
guy
I'll
not
continue
to
make
this
guy
accountable,
if,
if
possible.
So
if.
P
P
P
I'll,
I'm
sure
I'll
go
back
to
the
mail
go
by
it's
a
it's
a
sensitive
point.
It's
a
shame
and
unfortunately,
our
hands
are
tight
to
a
very
good
extent,
as
you
know,
so
we're
all
sharing
the
same
concerns
I'd
be
happy
to
follow
up
both
as
the
solicitor's
office,
the
status
at
the
superior
cut
level.
I
believe
it's
superior
court
and
then
certainly
if
any
actions
are
municipal.
H
Okay,
great,
thank
you
so
to
the
clerk.
If
we
can
keep
that
on,
for
the.
H
Thank
you
and
I
didn't
have
another
item
on
there,
but
I
had
told
the
counselor
that
I
was
actually
going
to
be
sharing
the
the
gatsby
day
parade,
but
obviously
we
already
all
know
that
and
if,
if
not,
that
anyone
is
looking
for
me
on
that
day,
but
unfortunately
I
will
not
be
part
of
the
250th
celebration
this
year,
because
I
am
the
mother
of
a
cranstony
senior,
a
high
school
senior
who
is
graduating
and
so
cranston
east
graduation
is
at
9
00
a.m.
H
The
very
same
time
that
the
250th
gatsby
parade
is
taking
place,
but
I
will
definitely
be
there
in
the
weeks
coming
ahead
because
they
have
many
celebrations
and
block
parties
leading
up
to
gatsby
and
the
fireworks
that
they
also
have.
So
I
will
be
in
attendance
but
strongly
urge
those
that
are
watching
and
those
that
are
here
to
support
one
of
the
biggest
celebrations
that
we're
we're
having
and
that's
the
250th
celebration.
So
thank
you
sure
thank
you.
E
Council
president,
next
on
the
council,
communications
councilman
donegan
overnight
parking
plan.
D
Thank
you,
council.
Vice
president,
I
I
had
asked
for
this
to
be
honest
with
the
anticipation
that
there
were
going
to
be
some
food.
D
I
had
put
this
ask
for
this
to
be
on
the
docket
this
evening
in
anticipation
of
some
folks
from
the
community
coming
to
speak.
I
don't
see
any
of
them
here
this
evening,
so
I
would
ask
that
this
be
continued
to
next
month
or
taken
off
the
daca
and,
if
coordinated,
I
I'll
reach
out
to
the
clerk
again.
E
K
Thank
you,
and
actually,
I
believe
it's
like
5.5
million
in
change.
I
stand
corrected,
but
this
agenda
item
I
place
this
on
the
agenda
tonight
because
it's
an
identifiable
deficit.
That
is,
you
know,
cause
for
concern,
and
I
thought
it
was
important
that
we
have
a
discussion
this
evening.
K
It's
also
known
as
the
internal
service
fund
on
on
our
audits
and
if
the
administration
can
identify
for
us
with
clarity.
Basically,
what
that
internal
fund
is
comprised
of
we've
been
told
it's.
You
know,
hospitalization
medical
claims-
and
I
appreciate
this
evening
when
I
arrived,
I
saw
there
was
a
printout
of
the
financial
stats
for
the
last
few
years,
but
if
you
could
enlighten
us,
that'd
be
great.
L
L
L
L
So
in
that
year
we
had
1.4
million
dollars
more
in
expenditures
than
we
did
in
revenues,
and
I
know
you
can't
talk
too
much
about
this
because
of
hipaa
laws
and
everything
else.
But
a
generalized
rule
that
went
on
in
that
year
was
there
was
a
chemical
fire
on
elmwood
avenue
and
there
were
a
couple
of
dozen
firemen
that
were
injured
in
that
suit
in
that
in
that
incident.
L
Now
that
I
can't
tell
you
how
much
that
that
cost
in
in
particular,
but
that
was
a
driver
in
that
fiscal
year,
that
that
caused
the
deficit
so
now
on
the
second
page
of
the
handout.
L
This
is
the
page
right
out
of
the
audit
that
shows
our
deficit
of
that
year
of
1.8
million
dollars
and
that's
comprised
of
two
things.
The
hospitalization
I
just
spoke
of
and
our
claims
now
claims
is
a
separate
fund.
L
So,
in
the
case
of
the
hospitalization,
as
I
said,
each
payroll
we
deposit
money
into
the
funds
now
similar
to
claims
each
quarter.
We
deposit
money
into
the
claims,
account
and
then
based
on
the
number
of
claims
that
we
have
plus
the
insurance
policies
that
also
run
through
there.
We
ended
up
with
a
deficit
in
that
fund
as
well
of
436,
making
the
combined
internal
service
fund
a
loss
in
2019
of
1.8
million
dollars.
L
L
L
Going
into
21
again
our
beginning
balance
in
the
hospitalization
fund
was
3.6
million
deficit.
L
We
had
several
employees
here
that
were
in
the
hospital
for
months
on
end.
I
don't
even
know
about
family
members,
you
know
they.
I
just
know
personally
from
people
that
worked
in
this
building,
that
we
had
quite
a
few
that
had
to
go
to
the
hospital
and
were
in
the
hospital
for
several
several
weeks.
L
L
If
we
hadn't
had
for
been
fortunate
enough
to
have
that
money,
the
only
other
place
that
could
have
come
from
was
so.
I
welcome
any
questions
that
any
of
you
may
have.
K
Thank
you
for
that.
I
would
take
issue,
though,
and
you
say
the
only
other
source
would
be
taxpayers.
I
don't
think
that's
entirely
accurate.
The
other
source
would
be
collecting
appropriate
premiums
from
the
workforce,
so
it
doesn't
fall
on
the
burden
of
the
taxpayer.
L
Well,
the
the
I'm
sorry
councilwoman,
but
the
makeup
of
the
claims
are
80
from
the
city
and
20
from
the
employee,
so
the
majority
of
that
money,
80
of
it
would
have
come
from
the
city.
K
L
Correct,
that's
all
all
daca
claims
medicine,
whatever
else
that
that
would
fall
under
your
your
hospitalization
type
claims
and.
K
The
use
of
the
word
claims
for
this
specific
area
of
the
internal
service
won.
The
deficit
is
that
word,
claims
being
used
only
to
refer
to
medical
claims,
or
what
other
claims
is
that
encompassing.
L
K
I
and
I
just
want
to
clarify
so
there's
a
complete
understanding
so
when
we're
referring
to
claims
on
the
internal
service
fund,
it's
not
with
respect
to
medical,
it's
injuries
or
things
of
that
of
that.
L
K
And
in
terms
of
this
deficit,
and
where
it's
been
the
last
few
years,
actually
I
went
all
the
way
back
to
2013
and
that's
what
gives
me
grave
concern
is
that
this
number
has
been
ballooning
over
the
years
in
2013.
There
was
no
deficit
in
this
fund
in
2014.
K
L
You
can
see
like
from
the
first
page,
even
in
fiscal
year
18
we
we
still
had
17
000
fund
balance,
so
it
didn't
start
really
occurring
until
fiscal
year.
19.
K
Well,
in
in
terms
of
going
back,
it
looks
like
it
was
also
mentioned
in
2017
that
there
was
at
that
time
we
had
separated
from
the
school
department
that
was
the
last
year,
and
at
that
time,
did
we
or
did
we
not
have
about
412
thousand
dollars
of
it
as
a
deficit
in
fiscal
year
ending
june
2017.
L
I
I
don't
have
the
numbers
in
front
of
me,
but
again
for
fiscal
through
fiscal
18.
We
were
still
in
the
good,
not
much.
We
only
had
18
000
left
in
the
fund,
but
I
I
don't
have
those
numbers
in
front
of
me.
I
just
went
back
to
when
the
when
the
deficit
started
occurring
and
kept
reoccurring
to
grow,
to
explain
the
deficit
we're
at
today.
K
L
K
L
Right
we
well,
we
know
we're
going
to
get
rid
of
the
beginning
balance
the
beginning
deficit
of
what
we're
at
now
5.96
million
dollars
in
this
fund
and
then,
as
you
know,
in
the
current
budget,
we
increase
the
premiums
by
10
percent.
K
The
other
question
I
have
in
mr
igov,
you
can't
answer
the
question
through
the
council
vice
president
sitting
as
president.
If
director
moretti
wants
to
answer
the
question
with
respect
to
the
school
department
has
joined
a
collaborative
to
deal
with
hospitalization
medical
claims
to
reduce
that
deficit,
an
issue
for
them
and
the
issue
has
come
up
with
us
before-
is
the
city.
Looking
into
that
as
an
option
now,
given
the
growing
increase.
P
The
we
are
exploring
or
discussing
at
this
point
this
is
fairly
fresh
to
us
that
it
really
was
exposed,
probably
at
the
very
end
of
march,
but
that
is
one
of
the
things
we
are
looking
at
ways
of
streamlining
government
right
now.
Looking
at
things
differently.
That
is
one
of
the
points
of
discussion
to
look
into
some
form
of
insurance.
K
P
H
Yes,
director,
I
go
just
real
quickly.
I
know
you
had
mentioned
here
in
the
2019.
I
know
some
of
that
was
was
the
reason
some
of
that
was
also
used
was
due
to
the
fire
on
on
elmwood
ave
and
so
that
cost
that
was
was
used
for
that.
H
I
believe
at
the
time
council
member
cycles
had
over
and
over
requested
the
administration
to
check
into
asking
for
some
sort
of
reimbursement
or
insurance
of
that
company,
so
that
we
can
take
those
funds
back
and
apply
it
here
where
we
would
actually
where
we're
taking
it
from
did
we
ever
get
any
of
those
funds
or
where
were
we
on
that?
So
we
can
because
no,
unfortunately,.
F
Vice
president,
mr
igo,
just
so,
I
have
some
clarity
on
this.
A
few
weeks
ago,
when
we
were
discussing
the
budget
that
hospitalization
line
item,
that's
based
on
a
formula
correct
yes
and
claims
could
be
under
that
or
they
could
go
above
that
exactly
that's.
F
L
It
was
catastrophes
we
had
that
fire
and
god
forbid,
I
mean
there
were
guys,
hurt
really
bad
with
that
and
out
for
a
long
time
and
they're
still
guys
out
with
that
with
respiratory
issues,
and
then
we
had
it
a
once-in-a-lifetime
pandemic
hit.
So
it's
not
like
someone
got
a
cold
or
it
was
usual
times.
These
are
extraordinary
times
of.
F
F
C
Hi.
Thank
you,
mr
argo.
I
just
have
a
quick
question
and
I'm
I'm
not
sure
if
you
know
I
had
discussed
this
at
length
with
director
strom
last
year
being
very
interested
in
the
health
insurance
portion
of
the
budget,
and
do
you
know
if
the
collaborative
such
as
a
west
bay
collaborative
director
strom
did
not
think
it
was
a
good
idea
for
to
involve
us
and
something
like
that?
He
said
the
the
league
of
cities
and
towns.
C
You
know
liked
how
we
were
doing
this
with
hospitalization
and
that
you
know
there's
obviously
advantages
and
disadvantages
with
using
that
type
of
collaborative.
I
don't
quote
me
on
this,
but
something
I
recall
is
you
having
to
put
in
encumber
more
money
than
you
do
in
in
this
type
of
situation.
So
I'm
just
wondering
if
who
is
the
expert?
Do
we
have
a
a
healthcare
hospitalization
line
expert?
Does
that
fall
through
finance
or
personnel?
How
does
that
work
exactly.
L
L
And
then,
after
four
or
five
years
of
experience,
then
they
could
draw
that
number
down
significantly
like
to
maybe
one
or
two
million
dollars,
but
that
that's
one
of
the
risks
with
going
with
the
collaboratives
is
the
upfront
costs,
and
where
does
that
money
come
from
again
it's
it's
funded
through
the
general
fund
through
the
taxpayers,
I'm
sorry!
What
else
did
you
do?
Were
you
concerned
with.
C
I
I
also
have
a
question
of
who
comes
up
with
the
the
number
for
the
hospitalization
lines
that
we
increased
at
10.
That's
is
that
the
tpa
is
that
the
third
party
administrator
someone
recommends
yes.
O
L
Few
months
ago,
I'm
not
sure
if
any
of,
if
it
came
before
the
council
or
not,
but
the
city
engaged
the
contract
with
gallagher
insurance
company.
There
are.
There
are
our
consultants
and
actually
just
met
with
them
last
week
and
we're
supposed
to
meet
with
them
again
this
week
and
they're
gonna
review
our
claims
and
give
us
suggestions
on
what
we
should
do
to
try
to
rope
in
any
kind
of
course,
that
we
can
okay.
C
K
Thank
you
to
the
issue
of
what
occurred
in
the
past,
this
school
department
utilizes
the
west
bay
collaborative
collaborative,
and
they
did
that,
if
I
understand
correctly
at
the
urging
of
the
order
general
estate
order
general
some
years
back
at
that
time,
because
their
fund
was
growing
and
in
terms
of
the
discussion
being
well.
This
was
something
that
was
unanticipated
or
a
one-time
event.
Again.
It
has
been
growing
in
the
city
since
2015
and
it
has
been
at
times
doubling
in
size
since
2015.
K
and
the
other
fact
is
I'm
sure,
mr
igo,
you
would
confirm
this
that
the
state
ordered
a
general
has
communicated
with
the
city
that
they
are
concerned
about
this
and
that,
just
as
they
were
with
the
school
department,
some
years
back.
So
we
do
need
to
in
fact
have
a
plan
to
address
this
going
forward.
Correct.
Well,.
L
We
do
councilwoman,
we
we're
eliminating
the
deficit
completely
and
just
just
for
your
knowledge,
we
were
still
solving
in
the
fund
as
of
june
30th
18..
L
So
as
of
june
30th
18,
we
still
had
19
000
within
the
fund.
We
may
have
losses
in
the
previous
year
since
15,
but
the
the
fund
itself
was
still
solvent
as
of
june
30th,
18
and
and
again,
our
plan
is
to
eliminate
the
cumulative
deficit
this
year
and
we've
increased
the
working
rates
by
10
to
offset
any
future
losses.
L
K
E
E
The
total
will
be
ten
percent
increase,
a.
L
L
E
L
Right,
yeah,
it's
it's!
Basically,
I
mean
council
council
vice
president,
it's
just
like
snow
it.
You
can't
predict
who's
going
to
be
sick.
What
the
claims
are
going
to
be.
You
use
your
job.
Your
best
estimate
from
your
past
experience
to
see
where
you
hope
you're
going
to
come
out.
It
could
be
better
or
it
could
be
worse.
J
It's
the
months
of
murders
like
we
celebrate
mother's
day,
and
next
sunday
is
where
haitian
mothers
and
french
mothers
we
silly
with.
I
think
some
latinos
models
will
seal
it
with
as
well
mother's
day.
So
may
is
really
special,
but
besides
mother's
day
may
is
the
month
where
we
celebrate
asian
american
heritage
month
is
the
month
we
celebrate
mental
health
awareness
is
the
month
we
celebrate
also
haitian
heritage
month.
J
So
that's
why
I
put
this
item
in
the
docket
to
acknowledge
today.
So
for
the
past
two
years,
I
would
say
we
have
witnessed
an
uptick
in
discriminations
again
in
hate
against
asian
american
people.
We
see
it
all
day
and
I
think
it
is
important
to
really
highlight
the
fact
that
these
people
are
people
are
human
beings.
J
J
They
are
hard-working
people,
talented
people
that
work
tirelessly
to
contribute
to
a
thriving
society.
So
I
encourage
each
one
of
you
in
your
capacity
in
whatever
you
can
do
to
make
sure
we
see
them.
We
celebrate
them
and
we
give
them
the
respect
they
deserve
and
ceiling
with
the
contributions
their
legacy
to
our
country,
so
happy
asian
american
heritage
month
to
all
agents,
descendants.
J
J
J
It
is
a
time
to
really
remember
haiti,
the
first
ever
black
independent
country
in
the
world.
Haiti
is
the
country
that
fought
and
dismantled
slavery
system
and
provided
the
opportunity
to
other
other
nations
in
the
world
to
believe
that
freedom
was
possible
after
the
united
states.
Haiti
is
the
second
country
in
the
hemisphere
to
get
its
independence,
so
it
is
a
time
to
celebrate
haitian,
rich
and
diverse
culture,
history
and
resilience.
J
Unfortunately,
we
don't
talk
about
haiti
about
his
history,
this
the
beautiful
history,
even
though
we
are
living
right
now.
If
you
follow
the
news,
haiti
is
experiencing
the
most
difficult
time
in
the
21st
century.

So
I
would
like
to
ask
each
one
of
you
to
send
a
message
to
take
an
action,
send
a
message
to
everyone
in
our
city,
probably
those
who
are
struggling
with
a
mental
health
issue
that
they
are
not
alone.
We
got
their
back.
So
if
you
have
experience
or
you
are
experiencing
any
health
issue,
don't
be
ashamed.
J
E
I
see
that
there
are
no
council
matters
carried
over
and
next
on
the
agenda.
I
would
like
to
entertain
a
motion
that
all
new
matters
before
the
council
be
referred
to
their
appropriate
committees,
so
move.

Yes,
next
we
have
miscellaneous
business
on
the
clerk's
desk
item.
32202
will
remain
tabled
and
for
informational
purposes.
We
have
a
rhode
island
state
fire
marshal
blasting
permit
number
bp
2218.
That
is
just
for
informational
person,
informational
purposes.
Only
I
see
no
other
items
on
the
agenda.
May
I
have
a
motion
to
adjourn.
