Description
November 14, 2022
Safety, Services, & Licenses Committee
Finance Committee Meetings
B
Okay,
I'd
like
to
just
note
councilman
Riley,
has
a
family
engagement,
so
he
could
not
attend
tonight
and
I'll
entertain
a
motion
to
dispense
with
the
reading
of
the
minutes
from
our
last
meeting
so
move.
Second,
any
discussion,
they're
being
none
click.
Please
take
the
role.
C
B
Okay,
thank
you.
So
first
we
have
a
class
BV
liquor
license.
This
is
a
new
license.
It's
for
Cafe,
Day,
restaurant
and
bar.
Is
there
anyone
here
present
from
Cafe,
Day,
restaurant
and
bar
I?
Think
you,
if
you
could
just
come
forward
and
I,
will
ask
if
there
is
any
public
comment,
either
in
person
or
on
Zoom,
concerning
this
license,
no
public
comment.
Okay
and
I
will
entertain
a
motion.
D
B
F
I'm
open
just
for
private
parties
right
now
on
the
beginning
of
January,
is
when
I'm
going
to
be
open
to
the
public.
F
Situation
basically
part
of
it
we
park
across
the
street
from
from
the
restaurant
and
we're
fine
for
now.
B
G
You
chairwoman,
thank
you
for
being
here.
I
know
that
when
for
operation,
oh,
you
know
there
were
some
residents
in
the
area
that
that
had
concerns.
I
can
just
report.
I
have
not
received
any
complaints
about
anything.
That's
going
on
granted.
I
know
that
on
a
limited
limited
base
to
date
is
there
do
we
have?
Do
you
have
a
parking
plan
in
place
on
file
I.
F
Do
like
I'm,
saying
I'm
parking
across
the
street
from
from
what
the
restaurant
is
and
I'm
also,
if
anything
for
like
more
parking
and
stuff
I
can
talk
to
the
guy,
the
one
on
the
corner
and
he
can
rent
it
to
me
too.
F
Which
is
another
corner
like
like
in
between
Webster
and
Union?
F
is
another
Corner
that
I
know
the
owner
of
the
place
and
basically
he's
close
today
on
the
night
time
and
I'm
not
planning
to
reopen
to
like
one
in
the
morning,
I'm
just
planning
to
reopen
the
latest.
It's
going
to
be
2
11.
G
Okay,
this
is
maybe
jurisdiction
City,
because
of
this
Providence
do
we
is
that
is
that,
okay,
that
the
the
parking
their
parking
plan
goes
into
another
city.
G
H
I
I
don't
see,
I
didn't
see
anything
in
the
ordinances
or
the
law.
That
would
make
it
a
pro
prohibition
necessarily
I,
know
that's
right
on
the
line
there
should
have
been
and
I
don't
know
if
there
has
been,
but
the
traffic
engineer
should
have
weighed
in
on
the
parking
issue.
I
don't
know
if
a
report
was
done
or
not,
because
if
I
recall
this
was
off
Street
parking
and
using
a
lot
across
from
where
the
establishment
is.
If
my
memory
serves
me
correct,
is
that
right.
F
H
Okay,
I
I
mean
I'm
not
aware
of
any
all-out
prohibition
against
that,
especially
being
right
on
the
line
like
that,
but
in
terms
of
the
calculation
of
how
many
parking
spaces
are
allowed,
I
I
believe
that's
a
a
task
that
the
traffic
engineer
should
calculate
and
I
again,
I,
don't
know
if
there's
been
a
Traffic
Engineers
report
in
that
regard,
because
under
the
the
ordinance
there's
a
calculation
that
needs
to
be
made
so
many
square
feet
per
parking
space.
C
Not
the
specific
it
just
signs
off
on
the
the
site
plan.
H
G
And
it
seems
like
you've,
you've
got
the
parking
covered.
What
are
the
first
I
know?
You
would
mentioned
not
not
super
late,
but.
F
The
only
one
that
I
was
going
to
apply
for
it
was
the
inter-tabulations,
but
how
that
was
when
I
was
supposed
to
be
getting
the
entertainment.
The
engineer
so
I
didn't
I
didn't
go
that
far
because
I'm
not
interested
right
now
on
that.
G
G
Okay,
if,
if
the
closing
time
is
11
I
think
you
know
between
the
parking
not
having
any
complaints
thus
far
granted,
you
know
lit
open
a
limited
capacity.
I
I,
don't
have
any
issues.
I
wish
you
nothing,
but
the
best
of
luck.
Obviously,
if,
if
I
do
start
getting
calls
any
calls
from
constituents,
I
usually
try
and
reach
out
to
the
business
owner
first,
just
to
address
it
there,
but
I
appreciate
you
coming
in
and
wishing
nothing
but
the
best.
Thank.
I
Vargas,
thank
you.
Yes,
so
I
was
going
to
defer
to
council
member
Donegan
clearly
on
this,
just
because
I
know
that's
his
word,
but
I
think
the
last
time
that
the
gentleman
was
here
and
we
also
wanted
to
get
a
status
update,
was
also
because
of
the
noise
that
we
were
possibly
concerned
in
terms
of
entertainment,
putting
music
very
loud
or
outside
music
on
the
outside
speakers
of
it.
I
But
if
everything
is
going
well,
we
have
no
complaints
in
the
at
least
that
we
are
well
aware
of
then
I'll
definitely
be
voting
in
in
support
of
the
liquor
license.
You
did
say
your
hours
in
the
beginning
were
from
Wednesday
through
Sunday
closing
at
11,
and
what
time
would
you
open,
though,.
I
B
Are
there
any
other
questions
from
the
committee
or
comments
anyone
else?
Okay,
I
agree.
If
it
sounds
like
you
have
the
parking
all
set,
closing
early
enough
and
there's
no
entertainment
license
so
we're
not
having
you
know,
live
bands
or
anything
but
be
a
noise
problem,
and
as
long
as
we
don't
get
any
complaints,
then
this
is
fantastic
and
we
wish
you
the
best
of
luck.
Thank.
F
You
so
I'm
good
to
11,
because
I
used
to
be
having
the
basically
the
permits
are
like
nine
o'clock.
Thank
you.
B
H
If
my
memory
serves
me,
correct
I
believe
that
there
was
a
limitation
in
terms
of
closing
time
and
I
believe
there
was
also
an
imitation
on
the
number
of
patrons
that
could
frequent
the
restaurant
as
well.
I,
don't
recall
what
that
number
was
that
that
would
all
be
in
the
minutes.
This
was
several
months
ago.
I
I
would
say
that
the
gentleman's
come
here
before
us
we
haven't
had
any
complaint
I,
don't
mind
supporting
the
closing
to
be
extended
to
11
o'clock
and
as
council
member
Donegan
also
said,
we
can
also
well
you
would
reach
out
to
the
business
owner
first
before
we
bring
up
for
a
show
cause,
and
if
that's
the
case
with
your
understanding,
that's
I
I,
don't
mind
voting
so
as
long
as
we're
all
an
understanding
of
that
for
the
time
being,
but
like
council,
member
Donegan
did
state
or
if
there's
any
problems
or
there's
a
lot
of
concerns
or
complaints
coming
in
through
our
any
one
of
us
or
then
at
that
point,
I
I
would
probably
suggest
that
we
change
the
time.
B
D
Thank
you,
gentlemen.
I
just
want
to
say,
I
am
happy,
you
come
and
you
show
responsibility
and
that's
why
we
want
we
work
together.
We
negotiate
and
what
is
best
for
the
Constitution
so
so
far
there
is
no
complaint
and
I
will
be
happy
to
go
to
extend
the
hours
and
keep
keep
up
the
good
work.
Thank.
F
E
J
C
J
C
B
Thank
you
very
much.
Okay,
now,
for
the
public
entertainment
license
renewal
for
pregame.
C
B
Thank
you,
okay,
so
for
pre-game
Lounge
we
are
trying
to
wait
for
their
attorney
to
be
present.
So
I
would
like
to
entertain
a
motion
to
take
the
jacket
out
of
order.
D
C
B
Okay,
thank
you.
So
now
we
will
go
to
the
picturing
license
for
La
Bandera
Bistro.
This
is
continued
from
November
3rd
is
Miss
Santos
here,
and
is
there
anyone
from
the
public
who
would
like
to
comment
on
this
application
either
in
person
or
on
Zoom?
No
public
comment:
okay
and
I'll
entertain
a
motion.
B
J
B
For
discussion,
you
could
just
give
us
your
name
and
your
address
for
the
record
and
then
let
us
know
the
updates,
with
the
health
department.
E
E
Department,
so
everything
on
my
checklist
is
practically
done.
I
have
an
appointment
with
the
Rhode
Island
Department
of
Health
this
week,
but
I
did
submit
all
the
paperwork
and
everything
looks
good
I
paid
for
all
the
fees
and
everything
that
I
had
to
pay
as
well
I'm.
Pretty
sure
that
was
the
only
thing
that
we
were
worried
about
last
time
was
really
the
Department
of
Health
going
by,
but
those
papers
are
submit
and
action
is
in
motion.
H
So
again,
I'm
I'm
doing
this
from
memory,
but
I
know
there
was
some
outstanding
issues
with
regard
to
there
was
liquor
being
served,
I
even
drafted
a
letter,
I
believe
a
cease
and
desist
and
on
the
victualling
license
the
last
discussions
that
I
had
with
the
clerk
was
roughly
maybe
a
month
ago,
and
there
was
certain
conditions
that
needed
to
be
met
and
I,
like
you,
said,
the
most
important
being
the
approval
from
the
Department
of
Health.
E
Health,
correct
I
am
just
waiting
for
him
to
come
out
this
week
and
I'm
no
longer
longer
serving
liquor.
We're
not
doing
that
until
further
notice,
I'm
just
doing
it
for
the
food
license
at
the
moment.
A
H
I
have
to
say
for
the
protection
of
the
city
that
you
can't
approve
this
until
we
get
evidence
from
the
Department
of
Health,
and
this
is
not
to
cast
any
doubts
or
aspersions
on
what
the
applicant
is
saying.
This
comes
down
strictly
to
a
a
legal
matter.
Now
we
have
in
the
past
granted
licenses
and
ratified
the
action
after
the
fact,
but
that's
a
little
risky.
If
something
were
to
happen
in
the
interim,
then
this
committee,
you
know,
is
on
the
chopping
block
from
a
legal
standpoint.
H
I
I
I
We
then
be
able
to
just
if
she
was
she
able
to,
she
would
be
able
to
provide
whatever
she
needs
from
the
Department
to
the
health
by
that
date.
So
that
way
we
can
hear
both
into
one
meeting
right.
What
is
what
is
it
on
for
on
December
5th
I
believe
she
said,
she's
coming
for
her
liquor
license
in
December
5th
for
the
next
Safety.
H
Services
put
put
them
both
on
the
same
on
the
December
5th
hearing
date.
Hopefully
we
have
everything
or
she
has
everything
by
then.
E
I
was
if
I
got
the
license
from
the
Department
of
Health
I
wouldn't
have
opened
before
then
I.
It
was
a
family
friends,
restaurant
we
were
going
to
transfer,
but
then
I
did
it
all
on
my
under
my
name.
So
that's
what's
kind
of
taking
a
little
longer,
but
as
soon
as
I
got
the
seasoned
assist
we
closed
down
and
I
wanted
to
make
sure
all
my
licenses
were
together
before
we
converted.
H
Can
you
yes
I
mean
you
could
do
whatever
you
like,
I
I
from
a
legal
standpoint,
I
just
I
advise
against
it
only
because
and
again
I'm
not
trying
to
cast
doubt
on
anything
that
this
this
woman
is
saying,
but
we
really
don't
know.
I
haven't
seen
any
applications.
I
haven't
seen
anything
from
the
Department
of
Health
I,
don't
know
if
anyone
else
has
you'd
be
taking
you'd
be
taking
a
risk.
If
something
were
to
happen
in
the
interim,
that's
all
I'm
saying.
J
H
H
Flirt
is
satisfied
that
the
the
paperwork
that's
needed
is
provided
then
I
I,
don't
think
there
would
be
any
great
problem
with
that,
but
it's
it's
up
to
the
committee
really
I'm
I'm,
not
totally
comfortable
with
that.
But
it's
up
to
the
committee
we're
talking
today
is
the
14th
we're
talking
about
roughly
three
weeks
between
now
and
and
December
5th
right.
H
J
D
D
H
H
That's
my
concern.
I
mean
there's
a
procedure
we
follow
and
we
would
be
deviating
from
that
procedure.
We
have
done
it
on
occasion
with
the
Mobile
Food,
Trucks
I
know
we
we've
done
it
with
them,
but
it's
it's
a
little
bit
of
a
different
situation
with
the
mobile
food
trucks
versus
a
you
know,
a
brick
and
mortar
building
and
and
food
being
served
at
that
location.
Look,
it's
I'm,
just
saying
this
strictly
from
a
legal
standpoint.
Obviously
this
committee
has
discretion
to
do
what
it
pleases.
H
I
can
only
advise
if
the
committee
is
comparable
doing
that
then
granting
it
on
the
condition
that,
once
all
the
appropriate
paperwork
is
filed
to
the
satisfaction
of
the
cleric,
it
becomes
self-executing
and
she
can
begin
to
serve
food,
and
then
we
can
review
it.
If
it
happens
before
December
5th,
we
can
still
keep
it
on
and
we
can
review
it
along
with
the
application
for
the
liquor
license.
If
that's
what
the
committee
wants
to
do,
then
it's
certainly
within
the
committee's
purview
to
do
that.
Okay,.
D
So
Lisa
do
we
have
this?
Oh,
is
it
a
president
or
we
always
do
that
the
same
way
we're
viewing
the
the
comes
the
department
or
have
sent
the
paper
a
new
review
it
before
we
granted
a
license,
do
do
we
have
this?
H
Do
it?
No,
we,
we
have,
on
occasion
ratified
the
action
which
is
basically
giving
a
preliminary
approval
pending
production
of
certain
things,
but
and
I
can't
remember
specifically
what
types
of
licenses
those
were.
H
This
is
just
a
little
bit
different
because
it
is
a
brick
and
in
Mortar
building
location,
restaurant,
that's
going
to
be
serving
food,
I
think
some
of
the
other
licenses
we've
done
it
with
I,
don't
recall
any
time
where
we've
done
it
with
a
brick
and
mortar
store.
We
have
done
it
I
think
again
with
the
mobile
food
situation
and
maybe
one
or
two
other
examples
which
I
can't
think
of
off
the
top
of
my
head.
But
this
is
the
only
time
I
remember.
H
D
Been
you
know
granted
Victorian
license
over
and
over
since
we
started
so
my
question:
to
was
what
what
was
the
requirement
you
should
have
before
putting
this
in
the
docket.
C
So,
typically,
for
a
restaurant,
not
liquor,
just
a
picturing
serve
food
when
the
applicant
files,
the
application
before
we
put
it
on
the
agenda,
they
typically
have
health
department
approval
the
food
handler
certificate
from
the
health
department.
Taxes
have
to
be
paid
up
to
date,
zoning
if
it's
a
new
business,
a
new
establishment.
C
D
C
M
C
Was
a
little
different
because
we
found
out
that
this
establishment
had
changed
hands.
We
didn't
weren't
made
aware
of
it.
It
came.
C
So
they
have
been
operating
right,
so
we
don't
know
if
it's
the
same
type
of
restaurant,
it's
a
different
owner,
so
we
have
to
start
the
process
all
over
again
as
a
new
business.
C
B
N
B
Be
you
know
was
setting
a
bad
precedent,
perhaps
to
approve
it
and
also
I
do
know
that
I
do
have
complaints
from
the
prior
owner
as
far
as
sound,
which
will
come
up
more
for
you
with
the
liquor
license
or
if
you
ever
get
entertainment,
because
there's
a
patio
outside
the
time
I've
had
requests
to
change
the
time
to
maybe
10
o'clock
versus
11.
So
that
might
be
a
conversation
that
we
need
to
have
with
when
both
of
the
licenses
are
up.
D
Go
ahead
to
Mrs
Santos.
Do
you
have
an
idea
why
you
have
not
received
the
the
letter
from
the
Department
of
Health,
yet.
E
Well,
I
have
been
it's
just
about
getting
the
money
in
order.
I
have
been
working
full
time
and
trying
to
pay
everything
and
also
pay.
Everything
out
of
pocket
has
also
been
a
a
little
bit
of
a
time
frame
for
me
and
a
little
bit
of
a
struggle
for
me
because
it's
just
me
and
my
family,
so
I
was
going
last
week.
I
just
did
my
eight
hour
course
for
the
food
safe
certificate,
because
I
actually
had
the
money
to
pay
for
the
course
myself.
E
I
got
the
certificate.
Last
week,
I
recently
just
went
to
I
know
this
was
a
long
weekend,
so
I
was
going
to
submit
it
last
week,
but
it
was
a
long
weekend,
so
they
were
closed
and
then
I
was
able
to
go
this
morning
and
submit
it
that
way.
Okay,.
I
Parker
Mrs
Santos,
so
you
know
hearing
that
what
the
legal
counsel
has
just
mentioned
to
us
and
the
fact
that
you
know
you're
putting
everything
together
and
you
finally
are
just
you
just
went
to
the
Department
of
Health
I
think
today
and
everything
else
along
those
lines.
I
You
guys
are
the
backbones
who
are
economy
here
locally
but
at
the
same
time
I
want
to
make
sure
that
we
have
all
our
ducks
in
a
row,
for
you
know
for
our
purposes
for
your
purposes
as
well
right
and
so
what
I
I
I'd
like
to
make
sure
that
when
you
have
everything
that
you
come
because
you're
coming
on
December
5th
I'd
love
to
see
you
open
before
that
I
know
it's
Thanksgiving
everything
else,
but
I
wanna,
but
I
also
want
to
make
sure
that
we
have
everything
in
order
and
for
that
reason
I'm
just
going
to
ask
at
least
let
you
know
that
I'm
going
to
vote
in
in
in
in
support
of
you
returning
once
you
have
that
the
the
license
from
the
Department
of
Health.
E
Now,
if
my
question
is,
if
they
are
planning
to
go
this
week,
as
they
say
the
pre-approval
at
that,
if
that
is
the
only
thing
that
I'm
waiting
for,
if
if
they
go
this
week,
you
know
how
does
that
work
exactly
like
if
I,
if
it
does
well.
C
L
L
It
it.
There
were
rules
and
there
were
laws
in
place
for
a
reason
and
procedurally,
the
only
reason
why
this
applicant
is
before
us
on
the
docket
is
exactly
what
the
clerk
said.
There
was
a
cease
and
desist
issued,
which
is
what
brought
it
before
the
committee
and,
in
the
course
of
that
season,
desist.
L
There
was
the
discovery
of
new
ownership,
which
triggers
that
there'd
be
another
inspection
by
the
Department
of
Health,
that
there
be
food
handling
training
which,
as
I
learned
here
tonight,
and
you
did
by
way
of
testimony
that
isn't
completed
yet
so
you
know,
Mr
verdecky
is
absolutely
right.
If
this
committee
chooses
to
approve
it
and
delegate
those
duties
to
the
clerk,
then
you've
done
that.
L
You
have
also
set
a
precedent
for
other
people
coming
before
this
committee
and
if
something
should
happen
in
the
interim
I'm
not
going
to
speculate
on
what
the
liability
issues
are,
but
you
know
you'd
be
complicit
in
that.
So.
B
Thank
you
attorney.
I
agree
that
we
need
to
unfortunately
go.
We
have
to
wait
for
the
health
department
because
you
don't
have
an
actual
appointment
date
either.
They
just
told
you
this
week
or
they
told
you
exactly
when
they
were
coming
so
on
Unfortunately.
They
could.
It
could
be
next
week
or
it
could
be
the
week
after
because
let's
just
have
how
it
works
and
you
do
have
a
tip
certification,
I'm.
E
B
I'm,
just
thinking
forward
for
the
alcohol,
if
I
want
to
make
sure
that
you
have
that.
Okay,
because
that's
very
important
so
I
would
say
that
we
just
moved
this
to
December
5th.
That
would
be
what
I
would
ask
for
a
motion.
K
M
J
B
B
M
Several
class
BV
liquor
licenses.
H
Madam
chair,
assuming
that
there's
going
to
be
a
motion
to
consider
these
as
a
block
I
just
want
to
bring
something
to
the
attention
of
the
committee
and
it's
basically
for
informational
purposes,
but
you'll
notice.
H
If
you
turn
the
page
on
the
renewals
under
category
a
the
third
entry
down
is
it
looks
like
it's
Hawaii,
Wong,
LLC,
DBA,
fo,
Saigon
and
Bar,
and
the
reason
that
I
am
taking
this
one
out
of
all
of
the
renewals
is
because
and
again
this
is
for
informational
purposes
about
a
year
to
a
maybe,
maybe,
a
year
ago,
I'm
not
positive.
There
was
an
incident
involving
foe
Saigon.
H
In
serving
an
underage
person,
there
ended
up
being
a
fatal
accident
that
night
that
took
place
in
Warwick
and,
as
a
result,
I
believe
we
had
a
show
cause
hearing
with
them
and,
as
a
result,
certain
certain
things
certain
protections
were
were
added
at
that
time
to
ensure
that
no
underage
persons
would
be
served.
Alcohol
at
that
particular
establishment.
Now,
since
that
time,
I
have
not
been
made
aware,
it
has
not
come
to
my
attention
that
there
have
been
any
other
further
any
further
incidents
involving
foe,
Saigon
and
their
liquor
license.
H
They
do
have
at
least
one
in
Prior
incident
on
their
record,
but
barring
any
new
information
I
think
it's
safe
to
say
that
not
renewing
them
would
not
be
justified
just
based
on
that
one
prior
incident,
but
it
is
on
their
record
and
again
that's
just
for
informational
purposes.
For
the
committee.
B
Solicitor
would
we
actually
be
renewing
them
with
the
limitations
that
they
that
set
forth
last
last
time,
I
take
that
separately.
H
What
I
would
do
is
I
would
take
this
out
of
the
block
and
again
because
it
was
so
long
ago,
and
we
don't
have
the
the
luxury
of
having
the
minutes
and
that
information
before
us.
Take
that
one
out
of
the
block
and
then
renew
that,
with
the
same
conditions
that
were
put
into
place
when
it
was
renewed
in
the
prior
year,
so
that
the
same
conditions
carry
forward
and
I
I
wish
I
could
tell
you
what
they
were,
but
without
having
the
minutes
in
front
of
me.
H
D
I
think
we
should.
We
should
have
the
minutes,
because
I
I
don't
know
what
it
was.
I,
don't
know
what
progress
did
me
I,
don't
know
what
happened.
So,
what
if
the
owner
should
be
here
to
give
us
update
I,
don't
feel
comfortable
to
to
vote.
If
there
is
an
issue
with
that,
because
all
we
need
to
look
for
the
the
minutes,
so
everybody
anyone
remember
what
was
the
cause.
H
H
Matt
to
the
chair,
if
I
I
conferred
with
them
attorney,
Angel
and
I
think
the
better
way
to
do
this.
To
avoid
that
four-day
gap
which
is
going
to
cause
a
problem
is
to
do
as
I
said,
approve
the
renewal
under
the
same
conditions
that
was
set
in
place
at
the
prior
show,
cause
hearing
put
it
on
for
December
5th,
for
status
or
review
or
whatever
you
want
to
call
it.
At
that
point,
we
can
bring
in
the
file,
we
could
summons
the
the
owner
in
the
December
5th.
H
We
can
check
with
the
police
department
just
to
see
if
there
have
been
any
other
issues
and
if
there
aren't
then
fine,
we
just
pass
it
and
it
we
pass
it
right
off
the
calendar.
If
there
is
an
issue,
then
we
deal
with
it
then
perhaps
another
show
cause
Aaron
would
be
appropriate,
I
don't
know,
but
that
would
avoid
this
four-day
Gap.
K
C
J
K
J
J
B
M
C
B
Okay,
thank
you.
Next,
we
have
under
Section
B
new
matters
before
the
committee
a
holiday
sales
license.
This
is
for
Lululemon
in
the
new
location
in
Garden
City.
Is
there
anyone
here
representing
Lululemon,
I,
think
for
a
holiday
sales
license.
We
don't
always
have
to
have
people
come
correct
solicitor,
they
simply
moved
within
Garden
City.
J
B
Next,
we
have
a
Victorian
license.
This
is
for
Boston
scoop,
shops,
DBA,
Ben
and
Jerry's.
Is
there
anyone
present
from
Ben
and
Jerry's?
Thank
you
please
come
forward
and
is
there
anyone
present
in
Chambers
or
on
Zoom?
Who
would
like
to
make
Papa
comment
on
this
license
no
public
comment:
okay,
I
will
entertain
a
motion
motion.
A
Like
my
name
is
dilda
Fernandes
and
the
address
sorry
azilda,
azilda
Fernandez
and
the
address
is
62
Hillside
Road
in
Cranston
in
Garden
City.
A
A
Yep,
okay
same
owner
so
say.
A
We're
going
to
be
open
from
11
to
9
every
day
of
the
week.
Okay,
excellent.
A
Are
you
opening,
hopefully
we're
looking
at
a
December
15th
date?
Thank
you.
Yeah,
we'll
see
you
there.
K
B
H
Yes,
if
I
word
of
explanation
to
the
committee,
so
the
committee
may
recall
this
one:
this
is
the
food
and
fuel
and
the
proprietor
is
a
Mr
Salim
I
believe
his
name
is.
This
is
the
establishment
that
was
issued,
approximately
seven
citations
for
selling
tobacco
to
underage
individuals
and
for
the
past
two
sessions
of
the
Safety
Services
committee
meetings.
H
So,
given
that
disposition
in
the
Municipal
Court
speaking
on
behalf
of
the
administration
and
in
my
capacity
as
a
prosecutor
for
lack
of
a
better
term
I'm
satisfied
with
that
disposition,
that's
a
pretty
stiff
sanction.
That
was
imposed.
However,
there
is
going
to
be
one
more
court
date
in
the
Municipal
Court
to
see,
because
there
is
one
citation
that's
being
held
in
abeyance.
If
there
are
no
further
issues,
that's
going
to
be
dismissed
on
that
day,
so
I
know
we
have
a
December
5th
meeting.
H
I
would
like
to
put
it
on
just
one
more
time
for
status,
just
to
see
just
to
make
sure
I
want
to
be
100
certain
that
there
are
no
more
violations,
because
obviously
that
will
affect
how
this
committee
views
the
other
licenses,
but
they
were
they.
The
court
did
impose
a
fairly
severe
sanction
on
them.
So
I,
don't
at
this
point,
I,
don't
think,
there's
any
need
for
any
further
action
by
this
committee,
but
let's
put
it
on
for
the
fifth
just
just
to
be
certain.
E
D
K
K
B
K
Chair,
yes,
could
I
make
a
motion
to
approve
all
the
licenses
in
Block
seven
to
handle
those
as
a
block.
C
K
J
B
K
G
Thank
you
chairman.
The
only
question
I
have
is
I
clicked
on
both
links.
The
link
for
the
Historic
Park
Theater
events
is
was
received
on
August
22nd
and
the
dates
listed
are
for
September.
G
The
dates
listed
for
the
roads
on
the
Patuxent
is
current
for
for
November,
but
for
Historic
Park
Theater.
It's
it's
September,
I'm.
B
Assuming
that's
because
of
the
plot,
the
the
damage
that
was
there,
that
they
just
moved
everything
forward,
quick,
they
sent
the
same,
they
have
the
same
shows,
but
there
was
a
damage
to
the
roof
and
they
moved
everything.
That's.
H
The
discussion
we
had
and
we've
had
this
discussion
before,
but
this
this
is
basically
informational
for
informational
purposes.
There's
no
approvals
required
if
I'm
correct.
It's
just
to
keep
the
committee
informed
as
to
you
know
what
what
shows
or
what
events
are
being
planned,
there's
no
need
for
fire
police
services
or
anything
like
that.
So
it's
from
what
I
understand
these
were
events
that
were
previously
scheduled
and
postponed.
Basically,.
H
B
But
I
think
that
the
Park
Theater
was
added
the
the
as
far
as
I
understood
when
I
took
over
this
committee,
that
there
was
an
issue
with
roads
in
the
in
the
past,
with
their
details
or
needing
additional
details,
and
that's
why
we
approve
their
events.
Every
month,
the
Park
Theater
that
we
didn't
have
that
issue.
We
just
added
them
in
so
that
we
could,
you
know,
be
everyone's
on
the
Level
Playing
Field.
Is
that
correct,
chair.
K
If
I
may,
yeah
I
mean
in
the
past
they're
on
there,
so
police
and
fire
come
to
these
meetings
and
review
this
agenda.
So
that
way
they
know
what's
going
on
and
if
they're
going
to
request
the
police
or
fire
detail,
they
can
look
at
this
list
and
know
that
what's
going
on,
I
would
just
you
know.
It's
happened
before
many
times.
I
would
just
try
and
get
in
touch
with
them,
and
Rhodes
has
been
guilty
of
this
in
the
past
too,
and
make
sure
they
have
an
updated
schedule
sent
to
us.
K
M
J
M
C
B
I
Sure
chair,
we
have
the
other
I
have
public
entertainment,
license
I
think
we're
reading
on
the
attorney.
Yes,.
H
Let
me
can
we
skip
him?
I
apologize
I'm,
actually
texting
him
immediately.
He
said
he's
almost
done.
I'm
texting
him
that
we're
finished
and
I
am
going
to
handle
this
right
now
through.
H
Mr
attorney
heiman
had
a
conflict.
He
was
in
North
Providence
before
the
North
Providence
yeah
Council,
but
I
I
have
spoken
with
Mr
hemond
and
if
the
committee
will
bear
with
me,
for
maybe
a
minute
or
two
I
can
resolve
this
for
tonight's
purposes,
pre-game
Lounge
is
everybody
is
well
aware,
was
the
establishment
that
we
show
caused
and
actually
we
we
preliminarily
shut
them
down.
We
revoked
them
back
in
March
of
this
year
for
the
shooting
that
took
place
outside
that
establishment.
The
liquor
license
was
revoked.
The
entertainment
license
was
revoked.
H
The
liquor
license
was
the
liquor
license.
Revocation
was
appealed
to
the
dbr.
There
was
an
extensive
hearing
held
at
the
dbr
and
as
I
informed
this
committee,
when
we
had
our
executive
session
at
that
time,
the
dbr
essentially
reinstated
the
liquor
license,
subject
to
a
police
detail
requirement
that
was
later
Modified
by
the
director
to
dispense
with
the
police
detail.
H
However,
the
director,
in
her
own
words,
said
I
strongly
I'm
not
going
to
make
it
mandatory
I
strongly
recommend
they
have
a
police
detail
on
Saturday
and
Sunday
nights,
Friday,
Saturday
and
Sunday
nights
I
believe
it
was
so
the
liquor
license
is
not
before
the
committee.
This
is
strictly
the
entertainment
license.
Now
we
had
an
emergency
show
cause
hearing
back
in
March
when
we
revoked
both
licenses.
The
liquor
license,
as
I
said,
went
to
DVR.
They
have
no
jurisdiction
over
the
entertainment
license
that
stays
here
with
this
committee.
H
So
since
there
was
never
a
full-fledged
hearing
on
the
entertainment
license,
attorney
Heyman
was
asking
for
a
full-fledged
hearing.
Now,
what
we've
agreed
to
do
is
take
the
transcript
the
exhibits,
everything
that
was
submitted
in
front
of
the
DVR
and
we're
going
to
make
it
part
of
the
record
for
this
committee
to
review
I'm
going
to
ask
that
we
have
an
executive
session
executive
session,
perhaps
just
before
the
council
meeting
at
the
end
of
the
month.
H
This
will
give
everyone
time
to
review
the
transcript
to
see
what
evidence
was
presented
by
the
city
and
by
attorney
Heyman
on
behalf
of
his
client,
who
is
was
here
tonight
and
then
we'll
meet
an
executive
session.
The
committee
will
decide
what
it
wants
to
do.
However,
the
committee
decides
I
am
going
to
write
a
decision
I'm
going
to
make
a
written
decision,
because
we
have
to
compile
a
record
here,
because
if
this
is
taken
up
to
the
Supreme
Court
they're
going
to
need
something
to
review
so
I'm
going
to
do
a
written
decision.
H
So
in
the
meantime,
what
I
suggest
is
we
proceed
this
way,
procedurally
I
am
going
to
put
together
with
attorney
hemond
a
record
of
the
proceedings
that
took
place
at
DVR
I'm,
also
going
to
supplement
that
with
any
other
reports
that
I
have
obtained
from
the
police
over
the
past
couple
of
years
for
complaints
and
responses
down
at
the
pre-game
Lounge.
We'll
put
that
all
together
for
the
committee
and
the
committee
will
review
that
and
the
committee
will,
then
let
me
know
what
they
want
to
do
at
the
executive
session.
H
H
So
I
am
going
to
ask
the
committee
to
make
a
motion
to
accept
the
record
that
was
presented
to
the
dbr,
make
it
part
of
the
record
here
tonight
now.
This
is
on
for
Renewal
tonight,
but
as
councilman
Riley
made
a
good
point
the
last
time
we
we
discussed
this
because
they're
in
a
revocation
status,
there
is
nothing
to
renew
so
I
am
treating
this
and
I
want
the
committee
to
treat
this
as
the
quote
unquote
hearing
that
attorney
Heyman
was
requesting
and
he
is
on
board
with
that.
H
We
we've
had
many
many
discussions,
so
I
know
this
sounds
a
little
complicated,
but
it
really
isn't
what
we're
simply
doing
is
again
piggybacking
on
the
DBI.
Proceeding
we're
going
to
take
that
entire
record.
We're
going
to
buy
motion
we're
going
to
accept
that
record,
we're
going
to
take
that
record
and
make
it
part
of
this
hearing,
and
that
will
be
the
evidence
that
the
committee
can
consider.
We
will
meet
an
executive
session
as
I
said,
we'll
discuss
it
then
the
committee
will
decide
what
it
wants
to
do.
H
I
will
then
draft
a
written
decision
and
what
the
applicant
chooses
to
do
at
that
point
is
going
to
be
up
to
them,
but
I'm
fairly,
certain
they're
going
to
appeal
that
decision,
but
it's
very
important
that
to
Due
Process
purposes
we
afford
them
an
opportunity
to
be
heard.
This
is
going
to
be
their
opportunity
to
be
heard
the
record
at
DVR,
because
we
had
Witnesses
exhibits
reports,
videos
we
had
the
whole
nine
yards,
we're
simply
transferring
that
over
to
this
committee.
H
B
Solicitor,
since
they
are
here
tonight,
do
we
do
they
get
to
speak
tonight
or
you
would
wait
until
after.
H
We're
we're
not
going
to
take
attorney
human
requested
10
days
to
submit
his
written
position
in
any
mitigating
fact,
as
he
thinks
are
appropriate
for
the
committee
to
consider
so
I'm
going
to
ask
that
the
committee
also
allow
him
10
days
to
do
that.
I
will
speak
to
the
committee,
obviously
in
person
when
we
have
the
the
executive
session,
but
I
want
to
give
him
the
opportunity
to
put
his
case
on
the
record.
H
H
H
And
then
hopefully
we
can
have
our
executive
session
before
the
council
meeting.
It
shouldn't
take
long
and
then,
as
I
said,
I
will
draft
the
decision
depending
on
what
the
committee
wants
to
do.
K
We
get
a
discussion
I'll
just
make
the
motion
that
solicitor
verdeckia
recommended
that
this
committee
shall
accept
the
record
and
testimony
from
dbr
regarding
this
case
and
allow
attorney
him
in
10
days
to
respond
with
his
position.
Second,.
H
I
am
going
to
put
together
the
clerk's
office
has
a
complete
copy
of
what
I
submitted
on
behalf
of
the
city
to
the
DVR.
I
also
have
a
transcript
that
attorney.
Heyman
was
kind
enough
to
obtain
and
and
give
to
me
so
that
between
the
two
you'll
have
the
exhibits,
you'll
have
all
the
paperwork
and
you
will
have
a
complete
transcript
of
all
the
witnesses.
Testimony
all
of
the
arguments
the
comments
of
the
hearing
officer
I'm,
going
to
give
that
to
to
Rose,
so
there
will
be
one
full
copy
in
the
clerk's
office.
H
I
I
can't
make
seven
copies,
but
the
transcript
what
I
can
do
is
I
can
email
the
transcript
to
each
member,
and
so
all
of
you
can
download
that,
and
you
can
read
that
for
yourselves
between
now
and
the
executive
session.
Thank.
C
J
K
J
C
J
I
Thank
you
chairman,
so
I
had
a
my
thing
on
here
under
console
communication.
More
so
is
trying
to
get
a
sense
of
what
the
city
has
in
place
and
I.
Think
I
see
director
Moretti
as
well
on
here
in
our
finance
director
on
the.
If
I'm
saying
it
correctly
is
the
nuisance
leaning.
I
So
in
other
words,
if
you
have
a
property
that
zoning
happens
to
go
by
Tall
Grass
anything
along
those
lines
that
the
zoning
ends
up
implying
in
terms
of
saying
you
know
you
are
not
keeping
up
with
the
property
there's
any
liens
nuisance
in
general
in
the
city
places
a
lien.
I
How
are
we
actually
tracking
all
of
the
liens
that
are
in
place
so
that
way
we
follow
up
and
keep
track
of
it
and
I'm
also
trying
to
get
a
sense
of
the
nuisance,
lean,
I
believe
after
X
amount
of
years
they
may
end
up
I
think
there's
a
state
statute
that
they
end
up
expiring
after
a
long
period
of
time.
But
if
we
have
a
lean
nuisance,
a
nuisance
lean
tracking
system
in
place,
first
and
foremost,
I
guess
I
should
ask
the
director.
N
Through
the
chair
to
the
counselor
try
and
get
prepared
for
tonight's
meeting,
I
was
trying
to
ascertain
what
you
meant
to
go
in
so
after
our
conversation,
I
can
follow
up
and
get
a
more
comprehensive
report.
Answering
your
specific
questions,
but
at
this
moment
in
time,
I
cannot
answer
in
terms
of
you
know
where
the
city
of
Cranston
is,
but
I
can
get
that
information
back.
Thank.
I
You,
if
you
don't
mind
just
for
transparency,
if
you
don't
mind
sending
it
to
Rosa,
she
can
share
it
with
all
of
us,
otherwise
I'm.
You
know
that
would
be
great,
but
I'd
just
like
to
know
so.
The
number
of
liens
that
are
currently
that
the
city
has
on
the
nuisance,
lien
and
B.
What
are
we
doing
in
order
to
attractive
there's
a
system
in
place
and
the
revenue
that
has
come
in
I
appreciate
it.
I
So
I'll
I'll
remove
that
for
from
the
next
finance
committee
agenda
with
pending
the
information
that
I
get
prior
to
the
next
finance
committee
and
if
I
have
any
questions,
I'll
make
sure
that
I
add
it
back
on
to
the
agenda
as
well.
Please
thank
you.
J
Any
other
discussion,
thank
you,
director,
okay,
let's
move
on!
Is
there
anyone
from
the
public
that
would
like
to
speak
on
any
of
the
matters
on
the
docket
tonight.
