Description
September 26, 2022, City Council Meeting
A
Good
evening,
everyone
welcome
to
the
Monday
September
26th
full
meeting
of
the
Cranston
City
council.
At
this
time,
I
like
to
ask
Madam
clerk
to
please
take
the
role.
B
A
Just
for
the
record
council,
member
Mourinho
is
running
a
couple
of
minutes
late,
but
should
be
here
shortly
at
this
time.
Please
rise
and
join
me
in
the
Pledge
of
Allegiance.
A
A
Thank
you
everyone.
At
this
time,
we
will
attend
with
emotion,
to
dispense
and
approve
the
reading
of
the
minutes
of
the
last
meeting.
D
E
B
E
E
B
A
Just
for
the
record
council
member
Marino
is
here
and
please
mark
her
present.
Moving
on
to
public
acknowledgments
and
combinations.
I
do
not
see
any
hair
on
the
docket,
but
I
do
want
to
just
take
a
second
to
wish
our
multimedia
coordinator
Tom
a
very
happy
birthday,
happy
birthday,
Tom.
A
And
we'll
make
sure
that
we
schedule
meetings
on
your
birthday
every
year
for
now
on,
okay,
moving
on
to
public
hearings
and
public
comment,
this
portion
of
the
docket
is
for
docketed
matters
only
so
if
you
are
here
for
public
comment,
please
come
up
to
the
podium.
You
have
four
minutes.
A
I
see
none
nobody
here
in
Chambers,
if
you're
on
Zoom,
please
raise
your
hand.
A
H
Thank
you,
council
president.
This
resolution
is
I
will
speak
to
itself.
It's
a
call
to
action
towards
awareness
really
about
sickle
cell
disease
in
our
community.
H
You
know
there
is
a
meat
around
this
disease
and
unfortunately,
it's
people
of
color
people
of
African
descent
that
are
more
impacted
by
this
disease,
even
though
any
other
nation
in
United
ways
can
be
affected,
but
there
is
a
really
predominance
of
people
of
African
descent.
So
it's
a
willy
to
ask
every
stakeholders,
everyone
involved,
to
make
sure
we
understand
the
meat
around
this
disease
and
to
allocate
really
the
resources
for
research
and
to
understand
families
and
people
impacted.
H
So
I
would
ask
of
the
council
to
vote
for
this
resolution
and
we
can
learn
more
about
it.
So
we
have
some
resources
available
and
the
association
of
black
women
physician
and
the
sickle
cell
disease
Association
of
America,
so
we
can
really
look
up
and
see
all
or
information
about
it.
Thank
you.
B
E
E
A
Yes,
resolution
passes
moving
on
to
report
of
committees.
First
up
we
have
the
Safety
Services
and
Licensing
committee
chair
councilwoman,
Nicole
rinzulli.
The
floor
is
yours:.
D
D
E
E
B
E
A
Motion
passes.
Good
luck!
Thank
you.
Okay.
Moving
on,
thank
you,
chair,
rinzulli.
Moving
on
to
the
finance
committee
of
council,
vice
president
and
chair
of
the
finance
committee,
Robert
Ferry
thank.
C
You
council,
president
first
item
for
the
finance
committee
is
resolution:
support
the
city's
participation
in
the
climate
resilience
building
program
sponsored
by
council
president
Pablo
Vasquez.
This
passed
in
committee
I'd
like
to
see
passage
tonight,
motion
to
approve
okay.
A
B
E
I
Yes,
good
evening,
everyone
just
like
to
take
one
moment
actually
to
call
upon
director
Perillo
in
just
a
moment
to
more
formally
request
your
advice
and
consent.
It's
just
a
pleasure
to
be
able
to
have
opportunities
like
this
to
promote
a
sensational
career,
firefighter
who's,
basically
gotten
the
support
of
his
family
throughout
his
entire
career,
given
so
much
to
the
city
and
just
want
to
express
from
the
mayor
his
granted
the
mayor's
gratitude
to
the
chief
and
look
forward
to
him
coming
on
board
in
the
new
revised
Command
Staff.
I
It's
going
to
be
a
tremendous.
The
chief
is
going
to
make
a
tremendous
addition,
and
it
couldn't
be
anyone
any
better
for
that.
So
I'd
just
like
to
call
upon
director
perella
to
ask
a
formal
advice
and
consent.
Please.
J
Director,
thank
you
good
evening,
council
members,
as
I
said
in
the
finance
committee
meeting
assistant
chief
Mancini
is
the
right
person
for
the
city
at
the
right
time,
so
the
importance
of
this
position
was
really
came
to
life
in
the
contract
negotiations
that
we
had
with
the
fire
department.
This
position
is
out
of
the
Union.
His
goal
is
to
work
with
the
administration
to
set
policy
and
procedure,
curb
any
sick
time
or
IOD
abuse
and
basically
be
the
strong
arm
of
the
fire
department.
Something
we've
never
had
so
I.
J
Think
system
and
chief
Mancini
is
a
great
person
to
have
this
position
he's
already
paid
dividends.
We
have
two
people
that
came
back
last
week
already
from
IOD
with
a
little
push
from
him,
so
we're
already
seeing
dividends
and
we
think
we'd
like
to
have
your
consent
on
his
full
appointment.
Thank
you.
A
Thank
you,
director
and
Perillo
and
chief
of
staff,
and
ready
any
discussion
from
council
members
seeing
none
Madam
clerk.
Please
take
the
role.
A
D
C
I'm,
sorry,
the
love
birds
over
there,
she's
smiling
more
than
you
are
okay.
Next,
we
have
a
resolution
authorizing
real
estate
tax
abatements.
This
past
in
committee,
I'd,
like
to
see
passage
tonight,
entertain.
G
A
E
C
A
B
C
A
E
E
C
Next,
we
have
tax
interest
waiver
approvals.
These
passed
in
committed
I'd
like
to
see
passages
this
evening.
A
D
B
C
E
E
A
A
That
concludes
the
business
of
the
finance
committee.
Thank
you
very
much.
Vice
president
Ferry,
moving
on
to
the
ordinance
committee
councilman
Matthew
Riley
chair
the
floor
is
yours.
G
Thank
you
council,
president
first
and
this
one
is
for
informational
purposes.
Only
the
the
motor
vehicle
and
traffic
ordinance
by
councilwoman
Jermaine
for
Frankfurt
stream
and
Pleasant
Street
was
it
was
it.
A
Was
found
in
committee
and
is
here
for
information
only
422-10,
okay,.
G
Yes,
next,
we
have
ordinance
7-22-03
involving
motor
vehicles
and
traffic
sponsored
by
Council
and
Donegan,
which
passed
in
committee
and
I
would
urge
passage
here
tonight.
A
K
B
E
G
E
E
A
That
concludes
the
business
of
the
ordinance
committee.
Thank
you
very
much,
chairman
Riley.
Moving
on
to
public
comment
for
undocketed
items,
if
you're
on
zoom
and
would
like
to
make
public
comment
on
anything,
please
raise
your
hand.
You
have
up
to
four
minutes
and
then
also
in
Chambers.
If
you
have
public
comment,
come
up
to
the
podium
now
seeing
no
one
in
Chambers,
I'll
close
that
portion
is
there
any
public
comment
on
Zoom.
A
A
E
A
Yes,
thank
you.
Moving
on
to
the
report
of
City
officers,
I
see
nothing
here
listed
on
the
docket,
so
we'll
move
on
to
the
next
section
executive
Communications.
We
have
the
legal
expense
analysis
from
7-1
to
926
any
questions
to
the
administration
on
the
legal
expense
analysis,
council,
member
Mourinho.
K
Thank
you,
council
president
I
just
had
a
question
with
respect
to
the
specific
billing
for
Joseph
polisana
Jr
for
29.80.
The
legal
matter
is
just
stated
as
attended.
Third
division
court
for
July
5
through
July
27th
I
just
wanted
to
know
exactly
what
that
that
is
I'm
I,
don't
want
to
make
an
assumption
thanks.
A
Thank
you,
councilmember
director,
Moretti.
I
Solicit
a
Malay
uses
Mr
policy
in
the
periodically
to
represent
the
city
in
some
of
the
Court
matters,
and
that
would
be
one
of
them.
K
K
A
I
A
D
E
A
Yes,
motion
passes.
Congratulations!
Detective!
That
concludes
executive
communications,
director
I'm
ready.
Thank
you.
Thank
you.
Moving
on
to
council
president
Communications
sticking
with
the
theme
of
the
police
department
just
want
to
thank
the
police
department
for
putting
on
a
wonderful
Harvest
Fest
this
weekend
in
the
city.
I
know
a
lot
of
you
have
stopped
stopped
by.
It
was
a
great
day
of
a
lot
of
vendors
and
it
was
nice
to
see
the
community
out
and
about
probably
one
of
the
last
nice
days
of
end
of
summer,
beginning
of
fall.
A
So
certainly
nice
to
see.
Everyone
out
also
want
to
give
a
reminder.
This
Thursday,
at
seven
o'clock,
we
have
a
couple
of
meetings
for
the
new
Finance
director
I
believe
they
start
at
seven.
We
have
a
finance
committee
meeting
and
then
a
full
council
meeting
for
the
advice
and
consent
of
the
new
director
and
I
also
want
to
say,
happy
Rosh,
Hashanah
and
happy
New
Year
to
all
our
friends
and
neighbors
that
are
celebrating
today.
So
that's
all
I
got
for
myself.
I
will
move
on
to
council
member
Communications
councilwoman
Vargas.
A
We
have
the
Oakland
Cemetery.
A
Thank
you.
Next
up
we
have
discussion
on
the
Park
Place
theater
parking,
but
I
think
this
has
been
removed
from
the
docket
just
want
to
get
clarification
from
the
sponsor.
Yes,.
K
That's
that's
true.
I
did
I
did
not
ask
for
to
be
placed
on
the
agenda.
It
was
just
placed
in
error.
Thanks.
Thank.
A
A
I
think
the
last
one
was
listed
twice,
but
the
first
one
you
have
up
is
a
report
on
the
cost
of
the
traffic
actuated
single
signal
installed
at
the
intersection
of
Gray
Street
and
Park
Ave.
So
floor
is
yours.
H
Thank
you,
council
president.
This
one
was
spontaneous
because
I
would
like
to
have
this
information
and
at
the
time
we
saw
this
information
I
think
the
administration
was
it.
We
need
to
have
this
information
so.
H
Seventeen
thousand
seventeen
thousand
thank
you
was
easy:
okay,
because
I
as
I
mentioned
I,
don't
know
for
other
word
tool.
H
A
Councilmember
next
up
I
think
you
have
a
status
and
update
on
the
bottle
on
pool.
H
Yes,
but
long
pool
is
a
you
know,
an
issue
where
we
I
think
all
of
us
are
really
concerned
about
it.
H
It
has
been
a
couple
of
months
since
I
met
with
Mayor
Hopkins
and
the
administration.
A
new
idea.
H
I
was
told
that
I
will
have
an
update
and
so
I
can
share,
because
my
Constitution
will
keep
asking
questions.
Keep
email
me
about
what's
gonna
happen
next
year
is
but
long
pole
will
be
reopened,
so
I
don't
have
any
answer
for
them
and
I
said:
I
will
have
an
update
from
the
administration,
and
we
know
we
passed
the
resolution.
H
We
know
we
should
submit
application
for
federal
funding
and,
at
the
same
time
we
pass
a
resolution
to
use
the
RPA
money,
and
you
know
my
question
so
as
I
didn't
receive
anything.
My
question
I
have
a
couple
questions.
So
what
has
been
done
since
our
meeting?
Where
are
we?
Do
we
have
an
architect's
point
of
view?
H
Do
we
have
a
will
assessment
of
the
facility
and
the
costs
associated
with
the
repair
or
we
built
what
has
been
designed?
So
that's
all
the
question
I
have
because,
as
we
witness
you
know,
for
the
summer
the
stream
hit
we
have
and
making
sure
that
resident
in
Princeton,
particularly
in
Ward
2.
We
turn
to
the
traditional
you
know
place
to
cool
off
when
it's
hot,
so
this
is
must
be
a
priority
and
I
think
it's
a
priority
for
all
of
us
and
it's
a
priority
for
me.
H
So
please,
director,
I,
would
love
to
have
those
answers.
I
Well,
I
think
you
should
be
pleased
to
know
that
well,
first
of
all,
I
think
we
all
agree.
The
administration,
every
council
member
agrees
to
get
that
bud
long
pool
back
open
next
year
with
that
the
Public
Works
director
has
contracted
an
architect
to
develop
a
conceptual
design,
including
3D
models
to
be
able
to
work
on
to
propose
to
have
we'll
call
it
phase
one
a
phase
where
minimally
we
get
the
Pool
opened.
I
Then
there
could
be
different
phases
down
the
road
such
as
splash,
pads
or
other
facilities,
but
kind
of
will
say:
I
don't
want
to
use
the
word
Bare
Bones,
but
certainly
put
the
facility
in
operable
condition
that
being
the
pool
the
bath
house,
that
showers
toilets
to
be
able
to
make
to
to
meet
all
the
minimum
criteria
for
federal
for
state
and
and
local
purposes.
I
So
with
that
director
bernado
has
has
be
begun,
that
architectural
Mission
we
should
be
hearing
back
in
a
month
or
two
with
the
conceptual
design,
and
certainly
time
is
passing
and
that's
why
we
wanted
to
act
on
this
now
and
not
wait
and
hopefully
we'll
be
getting
some
word
on
uses
of
funds.
Obviously
we
discussed
those
at
the
last
meeting.
I
I
believe
possible
sources
of
funds,
but
knowing
everyone
is
on
board
with
this,
we
have
begun
that
project
and
the
next
phase
would
be
once
the
conceptual
design
is
determined
and
then
actually
hire
an
engineer
which
is
more
costly.
The
7
500
is
the
cost
for
The
Architects
architect,
Mark
sakosha
he's
he's
doing
that
design,
but
the
next
step
will
be
more
expensive.
I
So
we'll
begin
to
look
at
finance
a
bit
more
closely,
but
we
didn't
want
to
lose
the
opportunity
to
get
going
now
with
the
goal
of
having
the
pool
open
for
next
summer.
H
So
it
is,
we
are
showing
that
the
pool
will
be
open
next
year.
Is
that
yes,.
I
H
I
We
in
terms
of
the
cost
just
one
moment,
please
there
will
be
some
estimated
construction
costs
in
a
month
or
so.
A
Have
one
suggestion
councilman
but
I
don't
know
if
this
helps
the
director
at
all.
Would
you
rather
have
this
in
the
public
works
committee
with
the
director
here?
Maybe
we
can
get
some
more
information,
yeah.
I
If
that
would
be,
that's
probably
better
that
we,
you
know,
he's
here,
he's
been
taxed
and
we
try
to
avoid
some
of
the
meetings
it
goes
to.
As
you
know,
he's
he
attends
some
of
the
long
long
meetings
and
planning
Etc.
So
if
that's
satisfactory,
that'd
be
better
for
him
and
I
think
more
formative
for
you.
Folks.
H
I
would
like
to
ask
to
continue
this
the
next
public
works
meeting.
Thank
you.
Thank
you.
President.
Thank.
A
You
I
think
the
next
item
up
is
the
status
of
Aqueduct
and
Intervale
crosswalk
and
the
timeline
for
the
implementation
of
the
ordinance.
H
Yes,
so
this
is,
this
was
continued
as
well,
so
director.
I
The
the
engineering
department
is
working
with
the
contractor.
What
happened
it
was.
It
was
the
end
of
busy
season.
They
wanted
to
get
the
road
paving
and
all
that
type
of
work
completed,
but
they're
working
with
the
contract
that
now
and
developing
a
design,
so
they
sh.
So
that
is
in
process
now
I,
don't
know
exactly
how
long
that
would
take,
but
I'm
gonna
assume
in
a
within
a
month
or
so
that
they
may
have
may
have
a
design.
I
The
only
thing
I
want
to
just
to
point
out,
there's
about
a
hundred
and
ten
thousand
dollars
left
in
a
in
the
neighborhood
infrastructure
bond
fund,
with
the
funds
like
this
at
safety
measures
are
take
taken
from
after
after
this
project,
there
would
be
before
this
project
there's
about
a
hundred
and
ten
thousand
dollars
remaining
in
that
fund.
If
I
recall,
this
is
about
a
35
000
project.
I
So
just
as
we
play
out-
and
this
would,
they
would
have
to
go
to
at
least
sometime
in
late
next
year
later
next
year
to
be
able
to
get
go
out
for
financing.
So
I
just
want
to
keep
that
in
mind
for
future
Investments
that
we
would
like
to
make
that
assimilar
to
this.
H
Okay,
so
also
I
would
like
to
continue
this
for
next
month's
public
loss
committee,
and
would
you
have
like
a
like
an
estimate
cost
for
that
for.
I
These
are
expensive
because
you
have
to
do
the
curb
Cuts
well
and
then
the
the
costs
are
not.
They
are
stunning,
some
of
the
question
government.
So
it's
not
just
painting
lines
in
that
intersection.
I
There's
there's
really
two
crosswalks
and
so
assume
the
curbing
the
ramp
crossing
the
street
going
on
an
island
Paving
that
island
with
this,
what
they
sidewalk
going
to
the
next
street,
because
that,
because
this
Intervale
in
aqueduct
would
just
put
you
on
an
island,
you
have
to
cross
that
next
street
over
I
forget
the
name
of
the
street
and
do
the
exact
same
thing.
So
it's
really
like
a
double
crosswalk
at
that
intersection.
I
Alternatively,
in
the
the
engineering,
won't
do
this
on
the
other
side
of
the
street,
you'd
be
going
into
a
parking,
the
a
exiting
of
a
parking
lot,
and
they
won't
do
that
for
safety
purposes.
So
this
is
an
expensive
one,
because
there's
really
two
crosswalks,
along
with
constructing
a
sidewalk
I'm,
going
to
guess
about
30
feet,
long.
A
You
all
right,
thank
you
and
then
the
next
up
you
have
an
update
on
Eden,
Park
and
Aqueduct
Road.
The
one
way
during
school
hours.
I
On
on
that
street,
there
is
no
ordinance
nor
there
any
signage
from
Aqueduct
going
on
to
Eden
Park.
I
What
it
is
is
the
signage,
so
you
could
so
at
all
times
you
can
enter
that
Street
heading
towards
the
school
during
the
school
hours
at
the
school
with
us,
I
forgot
what
street
intersects
with
Eden
Park.
There
is
a
no
left-hand
turn
during
those
school
hours
which
prevents
cars
going
down
the
street.
So
in
essence
it's
a
one-way
going
up,
but
Traffic
Safety
engineer,
along
with
the
director,
feels
it'd,
be
confusing
if
you
say
one
way
during
school
hours,
when
it's
really
one
way
all
the
time.
I
H
What
I
have,
as
we
put
is
I
the
you
know,
isn't
it
living
in
this
area?
Send
me
a
video
I
can
share
with
you.
After,
where
really
there
is
no
enforcement.
I'm
asking
is
because
there
is
not
the
communication.
The
signage
and
people
continue
to
do
it
even
in
the
school
hours,
so
they
use
it
both
ways
on
it
impact
to
Aki
dogs.
So
that's
was
my.
So
it's
really.
H
Yeah
they're
taking
the
left,
even
though,
even
though
we
put
it
up,
people
continue
to
do
that
I'm
asking
even
if,
if
we
need
to
have
a
police
presence
to
tell
people
or
a
crossword
cause
God
to
tell
people
no,
but
they
said
me,
videos
where
people
just
see
both
ways.
It
continued
to
use
it
on
school
hours,
I'll.
A
Last
item
on
here
the
do
not
block
sign
at
the
intersection
of
Reservoir
Avenue
and
Norfolk
Street.
H
I
I
I
have
information,
but
it's
not
good
news
for
you,
though
Reservoir
Avenue
there
is
a
state
road
and
we
don't
the
city
design
of
authority
and
you
have
to
re.
We
have
to
refer
that
to
Traffic
Safety
Commission,
for
them
to
take
a
look,
but
city
does
not
have
authority
to
do
that
and
they
said
it's
gonna
be
quite
challenging,
given
the
circumstances
there
yeah,
but
that
so
we
don't.
So
we
don't
have
the
authority
to
to
do
anything
about
it.
But.
H
I
You
want
yeah
I
just
want
to
see.
If
the
director
really
believes
that
there
is,
it
could
really
be
a
reasonable,
a
practice,
not
reasonable,
a
practical
approach,
and
it
could
be
pretty
challenging
because
this,
if
you,
if
you're
heading
southbound
Reservoir
to
go
over
you.
H
H
I
H
Thank
you
so
much
director
thank.
A
You
moving
on
Council
vice
president,
very
looking
for
an
update
on
the
traffic
safety
commission.
Yes,.
C
Thank
you
when
I
was
at
the
meeting
last
month,
director
Moretti
said
something
that
resonated
in
my
mind
and
as
I've
been
traveling
through
the
city
ringing
Bells,
it's
been
resonating
even
more.
You
said,
and
I
don't
want
to
quote
you
if
I'm
wrong.
Please
correct
me
that
the
most
complaints
you
get
on
any
issue
in
this
city
is
speeding.
C
Okay,
I
didn't
want
to
go.
I
was
going
to
go
back
and
listen
to
the
YouTube
video,
but
I
didn't
so,
and
as
I've
been
ringing
Bells,
you
know
and
I
ask
people
if
they
have
any
concerns.
Rodents
and
speeding
are
kind
of
like
neck
and
neck.
C
So
people
ask,
but
what
can
be
done
so
my
thought
was,
you
know
we
have
a
traffic
safety
Commission
are
they
are
they
meeting?
Are
they
doing
anything
about?
It,
I
think
that
the
Citizens
need
to
at
least
have
some
faith
that
we're
making
an
effort
to
communicate
with
the
administration
and
the
police
to
see.
If,
in
fact,
we
are
doing
anything
about
the
direct
thing
that
we
get
the
most
complaints
about.
A
I
have
some
information
on
that
too.
Director
I
don't
know
if
I'll
speak
and
if
you
have
anything
to
add
my
first
term
on
the
council
Council
vice
president
group
Council
vice
president
at
that
time,
which
is
Santa
Maria,
put
in
an
ordinance
to
create
the
traffic
safety
Commission
because
it
seems
like
the
never-ending
issue
in
the
city
is
traffic
issues
did
a
little
research.
The
last
time
that
that
committee
met
was
in
May
of
2016
and
that
meeting
was
canceled
because
they
didn't
have
a
quorum
prior
to
that.
A
The
last
meeting
was
held
in
March
2016.,
the
traffic
safety
commission.
So
it's
certainly
one
of
those
commissions
or
bodies
that
the
city
has,
and
we
have
numerous
bodies
that
have
trouble
meeting
regularly.
I
think
if
we
have
something
that
we
want
to
task,
the
commission
with
this
Council
can
send
it
to
the
commission
to
do
some
work.
A
We
haven't
done
that
this
term,
but
I
think
if
we
do
that
they
can
certainly
get
to
work
on
some
stuff,
but
it
seems
like
most
of
the
traffic
safety
stuff
we've
had
we've
been
sending
to
either
public
works
or
Safety
Services.
Most
of
them
have
gone
to
public
work,
so
that's
a
little
history
on
the
traffic
safety
Commission.
I
I,
don't
know
the
answer
to
that,
as
a
council
president
mentioned
the
other
thing
too,
is
we
leave
a
lot
of
police
and
they've
been
pretty
responsive,
I
think
to
the
requests
and
our
constituent
Affairs?
I
If
you,
if
you
don't
feel
if
you're
not
I,
would
say
this
if
you're
not
satisfied
with
what
constituent
Affairs
is
doing
to
resolve
the
complaints
of
the
issues
you're,
seeing
that
it's
probably
worthwhile,
if
getting
that
committee
going
again,
if
you
seem
to
be
pretty
much
satisfied
the
way
it
is
because
we're
very
in
terms
of
the
administration
with
police,
whatever
they
come
up
with
we're
hands
off,
so
we
and
I
think
they're,
pretty
responsive,
and
so,
if
you
feel
that
it's
operating
fairly
well
into
the
status
quo,
then
we're
fine.
A
I
will
say
this:
the
the
commission
just
gives
recommendations,
so
nothing
they
do
is
binding,
so
it
really
doesn't
have
any
teeth
to
it.
So
I
don't
know
if
that
ordinance
needs
to
be
looked
at
again
and
we've
worked
or
even
repeal
if
it
doesn't
have
any
teeth
to
it.
But
I
do
think
the
police
are
very
responsive,
I
know
if
I
have
speeding
issues
I
send
it
in
and
they
get
taken
care
of.
So.
I
A
A
But
no
thank
you
Council
vice
president,
for
for
bringing
that
up
and
bringing
that
to
our
attention.
Councilmember
Donegan,
you
have
status
of
the
splash
excuse.
A
K
Sorry,
it's
your
hand
up
yep,
just
on
that
same
topic
or
the
traffic
safety
commission
I'm
glad
that
Council
vice
president
Ferry
mentioned
this
subject,
because
I'm
hearing
this
a
lot
from
people
as
well-
and
we
did
have
this
subject
come
up
a
year
ago
at
the
same
time
in
September
and
the
committee
was
supposed
to
have
been
formed
at
that
time.
We
had
discussions.
K
If,
as
a
city,
you
don't
feel
as
though
this
commission
is
going
to
be
beneficial
to
this
traffic
safety,
then
I
think
that's
something
we
need
to
be
upfront
with,
because
exactly
to
the
point,
a
lot
of
people
have
these
concerns,
some
of
which
are
have
been
appointed
to
that
committee
and
are
asking
you
know.
What's
going
on
so
I
think
we
need
to
have
a
little
bit
more
of
a
discussion
as
to
whether
or
not
this
is
actually
going
to
be
beneficial.
G
Thank
you,
I
tend
to
agree
with
the
council
member
Mourinho
on
whether
or
not
this
is
a
necessary
body.
The
nine
of
us
were
elected
by
the
people
to
answer
these
things
now
over
the
years
in
different
terms,
and
even
in
this
term,
these
commissions
or
committees
get
put
together
of
more
people
that
we
assign
to
go.
Do
that
to
give
us
recommendations
on
how
to
do
our
job.
We
are
all
very
smart
and
very
capable
people
I
think
we
need
to
bring
the
experts
in
before
us.
G
We,
if
this
is
something
important
we
put
it
on
the
docket
I
think
we
should
hear
from
the
police
get
their
background,
and
then
we
can
take
action.
The
last
thing
we
need
is
more
bureaucracy,
another
committee
to
meet
and
that
Rose
and
everybody
has
to
get
here
and
set
up.
We
were
elected
to
do
this
and
I
I
think
that
this
is
something
we
can
now.
This
also
doesn't
have
to
take
place
on
the
floor.
We
can
work
together
with
the
administration
looking
at
different
avenues
for
for
for
speeding,
because,
yes,
I
agree.
G
Speeding
is
the
number
one
complaint
in
the
city
I
think
it's
always
relatively
been
that,
but
I
think
we
need
more
action
and
and
less
unless
committees
and
less
talk.
A
F
Thank
you.
Excuse
me,
hip
button.
I
I
started
holding
down
the
button
for
the
my
iPad
and
before
I
started,
holding
on
the
button.
F
Yeah
right,
this
is
I,
think
we
discussed
this
in
public
works
or
Finance
earlier
this
month
and-
and
we
said
that
we
would
kick
it
over
to
the
full
council
meeting
for
for
a
more
complete
update,
just
looking
to
get
an
update
on
the
status
of
the
work
that's
being
contracted
when
we
can
expect
construction
to
start.
You
know,
I
I
know
that
we
were
hopeful
that
this
was
going
to
be
open
in
the
summer
of
2022.
That
didn't
happen.
F
So
you
know
I
want
to
make
sure
that
this
is
open
next
summer
for
for
residents
to
enjoy.
I
I'll
give
you
the
the
a
brief
answer,
but
then
I'll
turn
it
over
to
directly
to
Sally,
as
I
asked
him
to
join
in
for
any
specifics,
but
kind
of
from
my
position,
I'm
saying
when's
it
going
to
stop
when's
it
going
to
finish
long
story
short.
We
think
it's
going
to
start
in
a
couple
of
weeks
in
terms
of
breaking
ground.
The
goal
is
to
is
to
finish
it
before
the
winter
time,
but
with
that
that's
a
short
answer,
but
direct
it
to
Saya
will
be
able
to
expand
on
that.
I
L
You,
hello,
council
members,
am
I
being
heard.
We
can
hear
you
okay,
there,
you
go
all
right,
encouraging
news,
as
the
Director
Moretti
just
informed
is
there
are
some
positives
on
the
update
of
the
splash
pad.
L
The
vendor
has
received
the
engineering
component
of
the
splash
pad
equipment
from
the
supplier,
along
with
the
design
drawings
which
I
do
have
I
received
them
today.
He
emailed
them
to
me
councilman
if
you'd
like
I,
could
send
them
to
you
tomorrow.
I
mean
it's
basically
the
layout
of
it
and
all
the
bells
and
whistles
that
are
going
to
go
on
they
also.
L
The
company
is
also
completing
the
overall
project
design
that
incorporates
the
AFT
Dimension
design
in
the
coming
week,
a
week
week
and
a
half
we're
going
to
have
more
after
they
look
at
what
the
engineers
get
them.
So
it's
a
whole
bunch
of
pieces
that
go
into
getting
this
in.
The
idea
is
to
get
the
piping
and
everything
in
the
ground
in
the
design.
L
At
that
point,
once
I
we
get,
this
back
will
be
submitted
within
the
next
week
will
be
submitted
for
permitting
and
then,
when
the
city
reviews
these
plans
we're
going
to
ask
the
permit.
You
know
permitting
Department
of
for
advice,
and
at
that
point
where
we
intend
to
Stage
it
get
it
all
permits
and
all
the
bells
and
whistles
that
we
need
to
do
and
to
immobilize
we're
going
to
mobilize
it
and
get
the
project
in
the
ground
before
the
weather
gets
cold.
L
So
what
we'll
have
over
the
winter
is
everything
that's
internal
in
the
ground,
the
tank
that
holds
1500
gallons
of
water,
the
electrical
components
that
are
going
in
the
bath
house
there
and
all
the
underground
components
that
will
be
all
set
up
in
early
spring,
that
we
can
put
the
actual
bells
and
whistles
in
whether
it
be
animals
or
bells
or
or
Loops
or
lasers
and
stuff
like
such.
L
So
that's
the
plan
I
mean
if
there's
any
other
questions,
I
mean
if
you'd
like
me
to
bring
the
company
in
for
incidentals
but
they're
on
track
and
they
plan
on
getting
me
more
information
for
the
city
to
review
in
a
week
to
a
week
and
a
half
at
that
point.
It's
all
systems
go
and
hopefully
we'll
be
breaking
ground.
You
know
very
shortly,
hopefully
within
a
month
and
we
we
do
have
October
and
November
to
get
this
done
so
I'm.
Confident
it's
going
to
happen.
F
Thank
you,
director
and
good
to
good
to
hear
from
you
I
appreciate
the
update.
Can
you
send
over
those
plans
that
you
received
sure.
L
F
Thank
you
yeah.
If
you
could
send
them
to
me
and
then
the
two
of
us
can
connect
connect
off
off
the
floor
and
and
find
a
time
to
sit
down.
I'll.
F
Thank
you,
sir
I'll
make
the
I'll
make
the
long
journey
over
to
your
office
from.
L
From
yeah
I'm
gonna
have
to
koi
because
I'm
not
back
yet
I
should
be
released
tomorrow,
I
had
I
had
some
surgery
and
I've
been
out
a
little
bit
in
and
out.
You
know
on
the
phone,
but
I
expect
to
be
in
the
office
at
some
point
this
week,
and
then
you
know
all
the
full
time.
Next
week.
