regarding
the

potential
purchase
of
a
property
here
in
the
city,
the
Park
Theater
through
grant
funding
from
the
state,
and
that's
what
brought
forth
the
meeting
this
evening
since
then,
it's
been
communicated
publicly
by
the
administration
that
that
plan
is
not
moving
forward,
and
so
the
the
aim
this
evening
is
to
have
a
conversation
about
what
the
grant
funding
should
be
if
the
city
is
to
accept
it
and
appropriate
locations
for
that
moving
forward.

this

That

the

at
this

I
am
going

CCAP

Joanne

She

asked

the
president
CEO
of
comprehensive
Community
Action,
which
is
the
largest
Human
Service
Agency,
serving
the
city
of
Cranston
44
years
ago,
when
I
started
at
CCAP,
we
had
five
neighborhood
centers
throughout
the
city
and
those
centers
really
were
a
focal
point
in
the
communities
they
engaged
residents
in
advocacy
in
their
Community
Unfortunately.
They
fell
by
the
wayside
when
all
of
that
funding
became
Grant.
E
Well,
that
grant
money
became
block
granted
and
the
focus
became
more
of
a
centralized
Service
delivery
system.
Recently,
A
needs
assessment
was
conducted
by
the
Health
Equity
Zone
that
we
have
in
the
city
of
Cranston.
The
results
revealed
a
surprising
amount
of
isolation
among
our
residents.
One
asked
what
the
major
issues
in
Cranston
were.
The
summation
was
an
overwhelming
lack
of
community,
a
lack
of
resources
and
a
lack
of
access
to
those
resources.
So
CCAP
would
like
to
do
this
we'd
like
to
provide
access.

We
currently
run
a
learnto
earn
program
which
provides
GED
job,
training
and
and
career
exploration
for
Kenston
residents
14
to
24
years
of
age.
The
younger
participants
are
out
of
school,
they
have
Alternative
Learning
plans
in
a
new
community
Center.
We
would
like
to
create
training
programs
for
OS,
School
youths
and
adults.
These
would
include
Hospitality,
culinary
teacher
assistant,
IT,
Tech,
Medical
translation,
dental
assistant
and
medical
assistant
once
completed
case
managers
will
work
with
participants
in
job
placement.
We
would
also
want
to
expand
our
GED
program.
Last
year
we
graduated
103
Cranston
kids.

We
would
also
create
a
triage
Cent
for
all
of
CCAP
Services,
which
really
would
be
intake
for
services
such
as
fuel
assistance,
our
health
center
and
other
Clinical
Services.
We
would
create
a
site
for
health
and
wellness
screenings.
A
nurse
care
manager
would
be
on
site
for
those
Health
screenings.
We
would
also
have
a
patient
Navigator
there
to
help
residents
maneuver
through
a
very
complex
world
of
Healthcare.
Training
funding
would
be
from
DHS
Tanana
funds
as
well
as
Workforce
investment
act
funds.

Health
funding
would
come
from
the
various
grants
that
support
our
four
federally
qualified
health
centers
for
over
inome
residents.
There
would
be
a
minimal
fee,
so
this
is
all
for
2026,
so
it
does
give
us
time
to
plan,
to
secure
funding
and
to
find
a
space
that
makes
sense
for
all
of
these
Services
and
in
ending
I
just
want
to
say.
In
my
opinion,
Johnston
was
a
little
shortsighted,
I
think
in
turning
down
these
funds,
simply
because
there's
agencies
there
that
could
also
provide
these
very,
very
needed
Services
in
the
area.

a
former
colleague
who
resigned
about
two
years
ago
on
a
Relentless
pursuit
to
to
save
the
building
next
door.
I
met
with
the
ethics
commission
as
a
reminder,
and
they
told
me
the
only
path
to
saving
the
theater
was
resigning
at
the
time.

I
didn't
necessarily
agree
with
their
assessment,
because
I
thought
I'd
still
be
able
to
serve
my
city
and
buy
a
business
and
try
to
revive
a
dater
and
the
reality
is
now
standing
in
front
of
you
all
I
understand
they
made
the
right
decision
because
theaters
across
the
country
are
struggling
to
survive.
Ticket
buyers
are
down
grant
funding
is
not
available.
Banks
aren't
lending
art
culture,
it's
the
fabric
of
our
future.
It's
the
Fab
fabric
of
our
kids.

It's
it's
the
fabric
of
keeping
community
alive,
I,
can't
think
of
a
better
site
that
you
all
should
consider
as
a
future
Community
Center,
through6
and

million
dollar
of
Federal
grant
funding
that
won't
cost
local
city
or
state
taxpayer
dollars.
That
gives
us
the
best
opport
opportunity
at
this
grant
to
be
achieved.

Education,
jobs,
mental
health,
all
pillars
that
we
know
need
to
continue
to
be
invested
in
I
was
not
walking
away.
I
read
so
many
different
things
in
the
Press
about
myself
that
were
rumors,
I
I,
read
about
a
quarter
tax
bill
being
behind
and
and
then
all
of
a
sudden
articles
appeared
about
how
we
should
do
housing
redevelopments
next
door
and
the
doors
were
already
shut
and
producers
and
promoters
started
running
away
from
the
park
theer.
It
basically
killed
our
business
overnight.

departed
from
speculation
of
privately
leaked
conversations.

The
learn,

Grant,
is
a
good
Grant.
It's
a
grant
that
I
learned
about
when
the
governor
was
passionately
speaking
about
it
at
an
event.
He
was
talking
about
how
these
federal
funds
need
to
be
utilized
by
communities,
and
what
we
know
is
every
Community
is
not
going
to
get
it
some
of
it.
Some
communities
aren't
even
going
to
apply
like
Johnston.
That
was
just
previously
inferred
because
they
can't
figure
out
a
way,
some
of
them
to
spend
the
six
and
a
half
million
dollars
and
find
a
way
to
sustainably
keep
a
building
alive.

He's
invested
$1
million
over
the
last
decade
me
and
my
partner
have
invested
over
a
million
dollar
we're
smart
enough
in
business
and
smart
enough
in
life
to
make
sure
we
learn
how
to
Pivot
and
change
directions
when

economy
turns
when
we
need
to
make
a
reimagine
plan,
this
reimagine
plan
building
a
community
center
next
door
at
a
centrally
located
asset.
That's
50,000,
Square
F
feet
that
has
over
$
11
million
invested
in
it
in
the
last
decade.

right
choice
for
the
city
of
Cranston
I'm
pleading
with
this
committee
with
this
city
council
to
give
this
opportunity
a
chance,
not
because
I
publicly
served
in
the
past
that
shouldn't
be
held
against
me.
It
should
be
held
for
me

about
all
the
things
that
I've
helped
by
working
on
other
sides
of
the
aisle,
with
all
of
you
in
a
bipartisan
effort
to
create
positive
change.

standing

the
opportunity
for
the
building
next
door
to
become
the
Cranston
Community
Center,
where
it
also
would
protect
a
theater
and
bring
in
potential
Broadway,

we've
taken
meetings
with
Consultants
we've
taken
meetings
with
theaters
we've
met
with
Pac
we've
met
with
vets.
We've
met
with
theater
by
the
Sea.
We've
learned,
a
sustainable
model
which
is
most
of
these
theaters.
Most
of
these
operations
are
owned
by
cities
and
towns.

The
infrastructure
is
good.
I've
read
things
in
the
paper
about
a
building,
that's
decapitated,
about
potential
housing.
Conversions!
Let
me
tell
you:
it
needs
three
AC
units
I
can't
afford
it.
I'm
all
in
on
community,
on
Cranston,
on
a
city
that
I've
Loved
on
a
city
that
I've
bled
for
since
I've
been
born.
I
have
many
people
here
in
support
of
a
conversation
that
I
couldn't
do
it
alone
with
they've,
been
there
day
in
and
day
out,
volunteering
their
time,
painting
buildings
bringing
events
talking
to
the
community.
These
are
not
easy,
Economic
Times.

This
has
the
ability
to
use
$6.5
million,
do
in
federal
funds
to
not
only
protect
protected
theater
but
show
a
sustainable
model
moving
forward
and
allow
us
to
do
hundreds
of
thousands
of
tickets
because
we're
using
the
same
models.
Our
neighboring
cities
and
towns
are
they've.
Given
us
the
opportunity
to
learn
the
model,
they
want
to
see
our
data
survive
and
the
best
way
to
do
it
is
by
emulating
other
models
of
community
centers
centers
that
are
owned
by
cities
and
towns.

is
an
opportunity
at
our
site,
next
door,
where
there's
a
bus
line
for
everybody
to
be
able
to
utilize
the
space
that
we're
continuing
to
try
to
make
efforts
to
revive
I,
assure
you
Council.
If
you
walk
away
from
this
opportunity,

you
just
surely
discredit
it
because
of
your
dist
distrust
hatred
for
other
political
people
involved,
then
the
people
that
are
going
to
lose
are
the
citizens
of
Cranston.

people

Cranston.
This
asset
is

years
old.

our
students,
it
benefits
their
families

We
have
been
asked
to
assess
the
Arlington
school
as
well
as
part
of
the
initial
discussions.
As
you
know,
we
are
building
a
new
Gladstone
Elementary.
That
school
will
be
ready
for
its
students
in
September
of
2025.

So
therefore,
the
site
at
Arlington
would
be
open
and
available.
I
know
what
Mr
Brady
is
going
through
because,
as
you
know,
as
being
a
public
figure
often
times
your
perspective
is
twisted
and
distorted
and
put
out
in
the
news
as
gospel
I
have
sought
to
be
a
good
partner
with
the
city
for
all
of
its
projects.
We
want
our
students
to
have
access
and
their
families
to
the
health
portions
of
the
Community
Center
that
Mrs
mcgunagle
spoke
about
as
well
as
extend
Ed
educational
programs.

part
of
a
community
center

realize

it

decision
as
to
where
that
Community
Center
is,
but
I

to
assure
you
that

you

looking
at
the
Arlington
school,
we

work
with
you
on
that

for
both

hosted

Banquets
children's
movies

most
rewarding
experience

me

when
people
would
leave
the

that

all
different

neighbor,

through
religious

mentioned

last
meeting

$5,000
Grant
for
encouragement
of
driving
student
enrollment,
one
of
the
key
tenants
of
what
the
governor's
trying
to
do
with
this
These
funds
and,
secondly,
assisting
students
as
they
go
on

secondary
education,
post-secondary
education,
helping
them
with
their
FASA
applications,
and
that's
those
programs
will
be
developed,
I
believe
sometime.
What
next
fall
it
has
to
be
rolled
out
so,
but
the
the
logic
Grant
opportunity
should
we
wish
to
go
forward
with
it.

started
out
about
$6
million
and
whatever
communities.
What
happened?
There's
a
formula
that
was
allocated
throughout
the
state
to
all
the
municipalities
of
the

dollars
that
were
available
for
those
communities
that
do
not
take
advantage
of

the
grant.
The
money
gets
redistributed
to
the
remaining
communities
and
the
numbers
go
up
so
three
weeks
ago,
or
so
the
amount
amount
was
just
shy,
just
above
$6
million.
Today
the
number
is.

At
this
point
and
the
originally
about
two
weeks
ago,
they
had
the
deadline
of
September
29th
that
a
phase
two
application
very,
very
detailed
plan
outlining
programming
regarding
potential
Community
Center,
would
need
to
be
com
submitted
along
with
an
idea
of
the
of
a
facility.
So
there
was
very
much
a
rush
on
this.

There
wasn't
a
lot
of
time
to
roll
this
out,
so
if
things
seems
like
they're
being
expedited,
they're
being
expedited
as
to
that
deadline

couple
of
weeks
ago,
they
have
extended
the
deadline
for
the
application
of
the
phase
two
to
October
10th,
so
we
we
have
a
bit
longer
to
apply
just
to
just
shy
of
approximately
two
weeks.

this
process,

we
are
to
proceed
regardless
of
facility,
it
needs
to
be
expedited
soon.

love
to
have
many

Community
meetings

but

think
that
timing

the
input

the

the

trying
to
solicit
the
grant
with

blessing

administration

Press

didn't
know
about
this.

knew
about
the
grant,

didn't
know.
Park
Theater
was
seeking
this
grant
at
all.

Somehow
the
press
found
out
about
the
fact
that
Mr
Brady
was
wanted
to
move
forward
and
have
the
blessing
of
the
administration
and
possibly
of
the
council.
I
got
a
few
emails
from
constituents
in
the
city
of
Cranston.
Tell
me
it
was
a
bad
idea
because
of
the
prer
article
once
I
started
getting
all
these
emails
that
were
coming
in
on
these
few
emails.
That
I
received
I
went
on
to
the
projo
website,
unfortunately
have
to
pay
to
read
some
of
their
articles
right,
so
I
was
managed
to
finally
get
it
another
way.

However,
I
heard
and
read
about
comments
about
some
of
the
folks
saying
we
thank
the
administration
by
not
going
forward
with
this,
and
we
are.
You
know
it's
finally
about
time
that
the
administration
and
I'm
paraphrasing
listens
to
the
residents
of
the
city
of
Cranson
and
not
to
move
forward
with
this
Grant.

fact
that
I
didn't
even
know
the
full
details
and
I'm
getting
asked
questions
as
to
why
I
am
in
favor
or
in
support.
I
couldn't
give
a
response.
I
wasn't
in
any
of
the
meetings,
if
there
any

administration

whoever
else
was
involved
in
that
room.
So
I
can't
provide
or
share
my
opinions
without
doing
my
due
diligence
and
asking,

so
when
I
knew.
This
meeting
was
coming
before
us.

things

heard

grant
was
actually
going
to
be
using

money

spent

mayor
signed
the

compact
with
the
governor
at
City
Hall
on
August
7th
2023.
The
administration
received
an
email
notification
of
the
availability
of
the
facility
Grant
from
the
governor's
Pro
office,
the
pandemic
recovery
office
on
August
10th.
The
administration
submitted
a
one-page
online
application
stage,
one
Municipal
Grant
application,
August
17th,
the
mayor
and
members
of
the
administration
met
with
the
the
key
Folks
at
the
pandemic
recovery
office
in
City
Hall.
To
seek
information
about
this
grant
opportunity
we
very
green
to
us
at
the
time.

A
week
later,
10
days
later,
August
28th,
the
ad
Administration,
a
member
of
the
administration,
sat
in
a
in
a
grant
information
Zoom
session,
sponsored
by
PR
to
all
municipalities,
August
28th,
the
mayor
and
the
administration.
Members
of
administration
met
with
the
president
COO
of
CCAP
to
determine
if
this
I
think
answers
a
key
question,
he
had
councilwoman
to
determine
if
CCAP
had
an
interest
and
had
the
capabilities
for
sponsoring
programming
in
in
a
in
a
community
center.

it
came
about
so
a
thought
would
have

have
been
if
CCAP
would
come
in,
which
is
federally
funded,
it
wouldn't
be
burdening
burden
some
if
you
will
to
the
taxpayers
of
the
city,

to

that
same
day,
actually
I
came
here

informed.

The
Council
of
these
two
grants
at
the
time
was
$50,000
for
the
FASA
in

attendance,

then
at
the
time

just
over
$6
million
for
what
we're
speaking
about
now
in
terms
of
a
facility
for
education,
jobs
and
and
health
monitoring,
I
I
stated
at
that
point,
so
there's
nothing
behind
closed
doors.

At
that
point,
I
basically
asked
I
went
back
and
I
reviewed
the
tapes
I.
We
said
that
public
input
is
desired
and
actually
required
for
the
programming
aspect
in
order
to
qualify.

So
we
have
to
prove
to
the
Feds
that
public
input
was
received.
What
happens?
The
mayor
is
also
soliciting
key
stakeholder
in
input,
including
including
the
city
council.
I
made
that
known
at
the
time
and
I
also
stated
at
the
time.
September
29th
was
the
deadline
for
the
phase
two
submission
which
obviously,
as
I
mentioned,
was
extended
to
October
10th
on
October
29th.

The
next
day,
the
mayor
myself,
other
Administration
Personnel
I
met
with
the
superintendent
school
superintendent
and
the
president
CEO
of
CCAP
the
to
further
discuss
possible
programming.
A
critical
meeting
was
on
August
28th,
the
mayor
and
members
of
administration
met
with
the
council
president,
who
was
available
via
telephone,
the
council,
minority
leader,
the
school
superintendent
school
committee
chairman
and
president
CEO
of
of
CCAP.

What
came
out
of
that
as
as
participants
and
leaders
of
both
parties
on
the
city
council,
these
leaders
had
the
opportunity
to
share
the
contents
of
that
discussion
with
their
respective
caucuses.
I
know,
there's
concerned
that
perhaps
the
mayor
or
someone
didn't
share
that
information,
but
that
would
be
that
was
that
was
the
idea
of
having
senior
members
of
both
parties
there
to
be
able
to
spread
the
word
as
to
what's
going
on,
the
Mayors
did
appraise
apprise
all
attendees
of
the
grant,
opportunities
and
Communications
to
date.

The
consensus-
and
there
was
no
dissent-
was
support
for
CCAP
to
lead
programming
and
administration.
Again
there
was
no
votes,
there's
no
decisions,
but
the
thought
and
discussion
came
across.
The
CCAP
seemed
like
a
very
viable
alternative
for
the
programming.
As
as
you
as
you
asked,
the
question
council
person
at
that
time,
relative
to
sites
the
mayor
offered
four
possible
sites
for
a

generating
from
a
facility,
there
would
probably
be
some
overhead
cost
of
heat
electric
maintenance
of
a
facility
and
some
staffing
for
janitorial
services.
Another
possibility
discuss
was
Allington
school
when
it
would
be
decommissioned
expected
as
we
as
we
heard
in
June
July
of
2025.
It's
certainly
under
consideration.
There's
a
concern
there.

Given
that
timing,
can
it
be
executed?
Can
it
be
renovated
if
it
can
be
renovated
by
October
20
by
October
2026
realizing
if
we're
not
up
and
running
by
October
31st
2026,
and
we
invested
any
money
we're
at
risk
of
losing
all

money

we're
not
operating
at
that
time,
so
I
don't
think
that's
a
slam
dunk,
either
speaking
with
Mr

Mr
Ed,

facilities,
person
for
the
schools.

concerns

the
structure
of
the
facility
in
that
the
roof
is
not
in
good
shape,
probably
require
roof.
Repair

pretty
bad

the
insulation
factors

poor

So
he's
not
sure
if
renovating
is
an
alternative
or
possibly
might
be
less
expensive
to
knock
it
down
to
demolish
and
build

I

wanted

give
you
an
update
on
what
he
had
mentioned.

other
thoughts

think
it's
important
to
note
that
that,
basically
without
any
descent,
the
mayor
was
tasked
by
this
group
to
perform
limited
due
diligence
regarding
the
Park
Theater
building
as
to
a
would
it
be
suitable
to
accommodate
a
community
center
and
be
what
would
be
the
estimated
cost
of
of
requiring
required
for
improvements.
The
the
concept
with
the
park
was
I
kind
of
alluded
to.
It
was
that
we
would
have
the
grant
money
up
front.

The
city
then
would
be
would
lose
if,
if
the
city
were
to
take
it
over,
be
a
city
facility,
obviously
we're
going
to
use,
we
would
lose
tax.
You
know
tax
revenue,
real
estate,
intangible
taxes,
but
a
thought
a
thought
would
be
as
a
revenue
generator
to
either
either
through
form
of
rent
or
ticket
sales.
A
percent
or
a
fixed
dollar
amount
of
ticket
sales
as
a
revenue
source
for
the
city
to
help
pay
for
the
loss.
Taxes,
help
pay
for
repairs,
maintenance
of
the
facility
and
Staffing.

That

just
a
concept
but
realiz
though
at
no
time
did
the
mayor,
nor
anyone
else
on
the
steering
committee
recommend
the
Park
Theater
for
facility
purchase,
not
the
mayor,
not
the
city
council
president,
not
the
minority
leader,
the
superintendent
school
committee
chairman
no
one
else.
It
was
just
looked
at
to
say.
Please
look
into
this
as
a
possibility.
Obviously
things
got
blown
out
of
proportion
once
once
that
diligence
was
hit,
the
press
and
and
I
think
people
got
the
misperception
about
what
was
going
on.
But
in
no
means
was
this
behind
closed
doors.

the
mayor,
want
to
make
sure
that
both
sides
of
the
aisle
were
represented
at
that
meeting,
along
with
other
stakeholders
in
the
city
sure
the
mayor
would
like
to
see
wouldn't
want
to
see,
look
across

street
and
see
the
Park
Theater
bordered
up
when
he
sees
it
as
an
economical
as
a
real
economic
Center
for
this
area
of
the
city,
certainly
what
it
means
culturally
to
the
city
to
have
a
Performing
Art
Center,
but
that
needs
to
be
determined
by
the
public
and
by
this
Council.

May,
the
mayor,
does
look
forward
to
continued
discussion
with
the
key
stakeholders,
as
we

forward
move
forward
to
determining
the
the
best
cost
of
action
with
these
generous
funds.

really

folks
in

steering
committee

the

the
place
in
Mint
Condition,

the
numbers
might
be
able

not
be
able
to

given
the
cost
of
acquisition

Improvement
remain

be

Plan
rescue
act
fund,

allocation

governor's

allocation
of
those
Grant
proceeds
so
we're
talking
about
a
grant
of
opa
money
to
a
Community,
Learning
Center
grant
program
that
is
applied

essentially
given
by
the
governor's

there

solicitation

grant.

is.

is
a
grant
of
money.
If
you
choose
to
partake,
there
are
community
ities
in
Rhode
Island,
who
chose
to
refuse
participation

grant

money
must
be
used
for

funds

then

administration

that
time
knew

they
had
to
do
a
lot
more

moving
forward

the

the

William
Hall
library
is
approximately
$444,500

Branch.

Mr
Garcia,
the
library
director
estimated
that
a
an
additional
branch
at
a
at
a
new
at
a
new
facility
would
be
to
the
tune
of
about
half
of
that
per.

basically,
there
are
three
options
to
loate
the
money,

it's
actually
buy
land
and
build
purchas,
an
existing
established
building
within
the
city
and
remodel,
or
if
the
city
has

capital
asset
on
their
role,

remodel

that
a
couple
of
points
that
came
up
is
there.
There
was
concern
that
any
project
that
gets
done
has
to
be
completed
and
paid
forward
by
1231
of
2026.
So
the
concern
is
to
make
sure
that
whatever
project
gets
submitted.

obtainable
goal
is
because
the
con
consquence
is
even
if
the
project
is
99%
complete.
If
it
doesn't
have
the
programs
in
place
and
it's
not
complete,
you
have
to
refund
the
full
balance,
not
just
the
1%,
that's
not
complete.
So
if
City
takes
on
a
major
project,
it
would
have
to
be
completed
accordingly,
along
with
the
requirement
is
the
pro
the
programs
have
to
be
serviced
for
five
years.
That's
the
commitment.
If
they're
not
serviced
for
five
years
and
don't
pass
requirements,
the
money
has
to
be
refunded.

So
with
all
that
being
said,
if
the
city
finds
a
location
sets
up
programs
wherever
it
may
be,
there's
also
one
other
item
that
asset
has
to
maintain
as
a
city
asset
from
anywhere,
depending
on
whether
it's
remodeled

purchase
from
15
to
30
years.
It's
not
an
asset
that
can
be
rolled
out,
so
the
other
consideration
is
that
the
city
is
going
to
have
the
expenditures
of
that
asset
for
no
less
than
15
and
no
more
than
30.
So
that's
a
of
the
concern
of
doing
it.

embarrassing

be
on
this

can
tell
you
that
I
was
recently
embarrassed,
as
members
of
this
Council
came
out
to
the
press
against
this
100%
saying
they
got
hundreds
of
emails
against
it.
I
would
like
to
see
those
hundreds
of
emails
because
I
didn't
receive
them.

someone
should
make
part
of
the

we
need
to
consider
things
going
forward,
and
this
is
a
city
asset
that
has
been
here.
It's
not
a
city
asset,
but
it's
an
asset

city

know

year

be
designated
as

historical

we
should

acknowledgement

contributions

Latinos
throughout
the
entire
country

contributed

a
great
country

the
United
States
little
bit
of
background
about
the
national
Hispanic
Heritage
Month
in

Hispanic

Hispanic,
Heritage
Month
is
not
only
an
opportunity
to
celebrate
the
spirit
and
accomplishment
of
Hispanic
Americans
everywhere,
but
it's
also
the

celebrate
the
cultural
traditions

the
Hispanic
American
community
and
the
impact
that
they
have
made
on
American
society
in
here
in
the
city
of
Cranston
National
Hispanic,
Heritage
Month
was
passed
by
Congress
into
public
law,

and
it
was
designated
between
September
15

October
15th,
where
we
recognize
many
American
Hispanic
descents,
who
have
made
again
a
noted
contribution
to
a
great
country
this
month
here
in
the
city
of
Cranson.

recognizing
this

only

way
of
celebration
and
being

inclusive
City
that
we
are
here
in
the
city,

took
the
Liberty
to
introduce
a
resolution
recognizing
National,
Hispanic,
Heritage
Month

city

Cranson,
but
also
as
the
first
Latina
elected
in
the
city
of
Cranson

found
it
that
it

my.

Latinos
that
are

included
in
the
field
of
Education
medicine,

agriculture,
Public

military
technology

the
Arts,
and
so
while
I
can't
really
acknowledge

entire
Community

would
want
to
I
decided
to
at
least

start
with
acknowledging
these
five
members
of
our
community
here
in
the
city
of
Cranson
who've
made

impact

many
many
years

sure

many
years

happily
employed
with
the
VA
Medical
Center
in
the
city
of
Providence
for
the
last
19
years,
she's
married
for
the
last
20
years
to
Danielle
Danny
as
I
know
him
to
a
Providence
police
officer.

she

is
how
big
of
a
heart
she
has
and
the
passion
that
she
has
in
so
many
ways
to
not
just
our
community
but
a
great
state,
she's
passionate
about
her
profession,
she's,
a
person

extend

hand

in
needs,
and
especially
passion,
dedicated
to
helping
out
our
veterans,
who
she
car
cares
for
our
American
Heroes.

all
know
with

so
many
professional
careers,

many
families

our
great
City

our
state

our
country
throughout
the
world
that
were
impacted.

Nurses

four
million
nurses
in
the
United
States
of
which
just
under
10%
are
Latinos,

so
I
wanted

take
this
time

recognize
Chrissy.

Chrissy

the

and
accept
the
citation
on
behalf
of
the
city,

her

in

want

give
a
thank
you
to
the
council
for
taking
up
this
resolution
for
the
residents
and
the
parents
of
Edwood
Highland
School.

It
was
recently
shut
down
after
the
first
two
days
of
school
and
I
also
want
to
give
a
special
thank
you
to
council
person
Vargas
for
her
continued
advocacy
not
only
for
Edgewood
Highland
School,
but
for
her
advocacy
working
on
all
playgrounds
in
the
city
of
Cranston
I'm,
actually
here
to
support
the
repairs.
Obviously,
of
Edward
Highlands
I
have
two
small
children
who
attend
they're
in
grades.
Two
and
five
and
I
would
also
like
to
note
that
I'm
a
little
bit
concerned
about
regular
inspections
of
the
overall
playgrounds
in
the
city
of
Cranston.

We
had
an
Abrupt
shutdown,
as
parents
of
Edwood,
Highland
and
I
want
to
make
sure
that
that's
not
happening
to
other
parents
and
other
residents
around
the
city
of
Cranston.
We
shouldn't
be
left
in
this
position
coming
to
city
council
and
also
In
fairness.
City
council
shouldn't
be
in
this
position,
doing
a
resolution
for
funding
of
playgrounds
in
the
middle
of
the
fiscal
year.
I
think
this
should
have
been
on
the
capital,
Improvement
budget
line
item,
and
it
should
have
been
part
of
our
annual
inspections.

Our
kids
shouldn't
be
offered
the
lowest
cost
in
repair,
just
because
there's
been
a
lack
of
maintenance
for
24
years
on
this
playground.
I
have
been
fortunate
enough
to
know
a
number
of
individuals,
specifically
the
people
that
actually
constructed
it
in
1999
and
I,
sat
down
with
them
for
over
an
hour
today
and
reviewed
their
cost
proposals
that
were
provided
to
the
city.
Those
cost
proposals
were
for
two
different
options
that
I
assume
the
city
council
will
review
under
their
resolution.

One
is
to
provide
engineered
wood
chips
and
remove
the
existing
pip
p
in
place,
which
is
also
rubber
for
the
playgrounds
and
the
other
one
is
to
actually
replace
the
PIP.
The
PIP
comes
at
a
high
cost
and
there's
also
a
number
of
other
repairs
and
options
that
need
to
be
done
structurally.

On
the
actual
playground
and
I
s
in
reviewing
this
and
I'm
concerned,
even
talking
with
the
playground
company
today,
like
I,
said
for
an
hour
knowing
what
they
did
in
99
and
knowing
here,
we
are
24
years
later
that
this
playground
could
have
lasted
for
30
years
if
it
had
annual
maintenance
and
I'm,
not
sure
which
is
the
best
option.

If
that
is
not
a
temporary
Solution,
that's
a
permanent
solution
that
has
only
a
life
of
TW
15
years
with
a
2K
annual
cost
and
there's
concern
that
there
also
could
be
$7,000
in
just
edging
because
of

idea
that
you
have
to
remove
the
materials
down

we
don't
even
know
what's
under
the
PIP

So
the
question
is,
if
you're
looking
at
it
in
30-year
increments,
what
is
the
best
bang
for
your
buck?

Island
Department
of
Health
inspected
and
renewed
the
license
to
operate
Bud
long
pool
every
single
year.
Here
are
the
receipts.

Councilwoman
Renzulli
even
contacted
Matthew
Brady
from
the
very
Department
that
issued
those
renewals
and
was
told
that
all
pools
are
that
are
open
to
the
public,
regardless
of
the
age
of
the
pool
are
held
to
the
same
standards
of
safety
compliance
each
year
upgrades
were
made
at
Budlong
pool
to
comply
with
changing
regulations
as
required
example.
Here's
a
report,
a
a
receipt
from
the
liner
shop,
dated
1218,
I'm,
sorry

for
upgrading
the
drain
and
cover
sleeve
to
comply
with
the
Virginia
grah
Baker
Act.
This
was
misrepresented
in
the
Weston
and
Samson
report.

There
any
upgrade
requirements
post
shutdown
in
2019
is
on
the
administration
that
same
report
claimed
that
the
pool
lacked
depth
markers
when,
in
fact,
the
depth
are
not
only
marked
by
marble
tiles
set
in
cement
on
the
perim
of
the
pool
deck
all
around,
but
also
were
stencl
onto
the
brand
new
liner,
so
that,
if
you
were
in
the
water,
you
could
easily
see
how
deep
it
was.
These
depth
markers
are
clearly
visible
through
the
fence
to
anybody
who
goes
there
today.

Why
would
they
lie
about
something
so
blatantly
obvious
that
diminishes
the
validity
and
the
Integrity
of
their
report
capacity?
The
maximum
capacity
for
a
pool
is
not
always
Optimum
to
allow
because
it
creates
unnecessary,
crowding
kids
bumping
into
each
other
without
room
to
swim.
Teens
standing
around
skilled
swimmers,
like
myself,
unable
to
dive
in
and
the
15
square
foot
per
swimmer,
applies
to
pools
with
a
maximum
depth
of
five
feet.
If
the
water
is
deeper,
then
the
allowances
per
swimmer
increase.

It's
like
when
you
get
into
a
car
the
speed
armor
says
you
can
go
110
miles
an
hour,
but
you
don't
safely
do
that.
Right.
Speaking
of
cars,
I
saw
councilman,
Campa
drive
away
from
a
recent
city
council
meeting
in
a
very
big
vintage
restored
car,
and,
if
I
had
to
guess
I
would
say
it
was
probably
mid-70s
model
people
like
to
restore
and
maintain
and
drive
these
kinds
of
cars.
They
call
them
classic.
So
I
have
to
ask
where's
the
disconnect
with
a
vintage
classic
swimming
pool.

why
don't
you
contact
them

ask
them
the
same
questions

their
use

maintenance,

council
resolution
sized
as
large
as
possible,
but
not
less
than
half
the
size
of
the
current
pool,
will
accommodate
more
people
and

be
better
suited
to
accommodate
a
variety
of
uses
by
swimmers

all
ages
than
the
plan
and
that
many
oppose
for
a
very
small
pool
and
other
amenities.

That
said,
I
think
that
we
should
all
remain
troubled
and
unsatisfied
about
the
idea
of
replacing
the
existing
pool
without
first
getting
an
opinion
from
a
disinterested
expert
who
will
gather
the
facts
from
the
people
who
operated
and
service
the
pool
for
years
up
until
the
last
summer
that
it
was
open
and
we'll
give
the
City
a
real
breakdown
of
the
repairs
and
costs
needed
to
reasonably
extend
the
life
of
the
current
pool.

doesn't
have
to
be
expensive
or
time
consuming.

expert
comes
up

similar
estimate,
so
be

people
will
be
able
to
accept
that

we
can
move
on
to
the
discussion

building
a
replacement

we're
being
asked

rely

questioning

central
claims

Mariano

Island
Department
of
Health,
which
licensed

inspected

pool
annually
and
which

contradict

claims

report
about
the
pool's
compliance
with

and
federal
regulations.

Community
Development
block
grant
is
providing
particularly
on
using
various
formulas,
but
some
of
the
formula
that
it
does
use
it
really
it.

provides
additional
funding
that
could
more
or
so
be
used
in
the
pocket
of
areas.

consider
actually
the
purple
Zone,
but
the
cdbg
director
I,
think,
is
here
right.
So
if
he
can
actually
explain
to
us
how
we
how
we
can
actually
utilize
these
funds
and
the
reason
why
I'm
asking
is
that
we
have
one
playground
so
Edwood,
Edwood
playground,
Edward
Highland
playground,
does
not
fall
under
the
purview
of
the
cdvg
guidelines.

there's
a
playground
as
well
because
play
Edwood
playground
is
not
the
only
one
that
needs
a
lot
of
help.
It's
the
one.
That's
currently
closed,
Smith
Street,
which
is
just
a
few
streets
right
before
getting
into
Edward
playground,
does
fall
in
a
cdbg
Zone,
correct
of
which
I've
asked
in
the
past
to
look
at
that
playground.
It
is
quite
neglected
for
anyone
who
lives
in
those
neck
of
the
woods
drive
down
by
Smith,
Street
and
you'll,
see
that
it
it's
not
even
have
rubber
padding
or
even
the
wood
chips.

has
like
literally
like
pebbles,
where
and
and
I
showed
it
in
the
last
Public
Works
committee,
the
old
stainless
steel,
slides
that
the
the
the
paint
is
completely
off
and
bushes
were
growing
immensely
to
the
point
that
I
didn't
think
that
parking
Rex
was
out
there
really
cutting
the
bushes
and
I
did
receive
a
text
message
from
director
r
taglia
a
few
days
ago,
telling
me
that
they
cut
down
the
bushes
and
I,
appreciated
that
and
I
hope
that
that
gets
added
into
his
list
of
Assessments
in
maintenance,
as
well
as
all
the
other
playgrounds
like
the
edge
playground
as
well.

be
in
this
situation.

we

taking
care
of
our
playgrounds,

to
when
our

bit

utilize
those
funds
potentially

utilized

be

playground

submit
that
to
HUD
basic
telling
them.

we're
going
to
allocate
our
money.
They
have
certain
formulas
where
we
can
use
15%
for
public
service.

for
low
to
moderate
income,
families
Etc
that's
what
we
submitted
to
them.
What
we
hope
to
hear
back
in
the
next
two
to
three
weeks
that
what
we
submitted
is
approved
now,

plan

have
the
flexibility
of
changing
some
of
those
figures.

example,

we
have
allocated
180,000
for
Street
Paving
in
low
to
moderate
income
areas
or
purple
areas,
as

can
adjust

action

it
and

okay,
we're
going
to

60,000

it
to
a
lomod
project
of
a
playground.
That's
how
we
would
have
to
do
it
that
process
has

advertised
