my
home

Road
and
the
basketball
court
over
by
balong
pool
the
wall
has
been
deteriorating
for
quite
some
time.
I
went
to

city
within
the
last
couple
years
for
help
with
that.
I
was
told.
The
Integrity
of
the
wall
was
my
responsibility.
To
maintain
I
tried
to
do
that.
I
hired
a
contractor
to
do
that.
I
signed
a
contract
and
realized
he
wasn't
registered
insured
come
to
find
out.

He
stole
fourteen
thousand
dollars
from
me
for
a
deposit
that
I
gave
him
brought
that
to
contractors.
Registration
and
Licensing
Board
won
the
hearing.
It
went
to
the
AG's
office,
AG
put
on
an
arraignment
for
him,
he
didn't
show,
and
then
it
went
out
for
a
warrant.
So
there's
now
a
warrant
but
I'm
out.
Fourteen
thousand
dollars,
but
I'd
like
to
bring
just
a
few
things
to
the
attention
of
Public
Works,
because
I
feel,
like
the
city,
should
be
partially
responsible
for
this
wall
and
repairing
it.

is

for
two
reasons.
So
I'll
start
with
that
one,
since
I've
attempted
to
have
the
city
help,
the
partial
partial
part
of
the
wall
has
collapsed
into
the
basketball
court.
So
now
it's
sitting
there
as
a
public
issue
public
safety
issue.
Secondly,
you
could
see
on
the
first
page
the
property
map
flat
card
that
I
got
from
the
building
officials
office
shows
that
the
wall
lies
between
the
property
line.
It
it
crosses
right
through
the
property
line.

that

there

the
plat
map
card,
so
with
that
yes,
I,
believe
it's
suitable
for
this
meeting.
The
wall
has
also
been
painted
by
the
city.
Over
the
years.
I've
been
there
for
10
years.
The
city
maintains

wall.
They
paint
it
green
with
a
white
stripe
on
top
the
city
trees
directly
behind
the
wall
in
the
city
park
are
no
the
roots
of
those
trees.

only
is
it
being
painted
and
maintained

here

statement
that
it
was
because

it's
such
a
big
backlog
that
the
priority
they're
prioritized
by
public
safety
issues

attest
that
I
asked

a
request
in
to
have
those
trees
removed,
because

engineer
said
that

roots
of
those
trees
are
pushing
on
the
wall
and
causing
it
to
buckle
out
within
one
week.
Those
trees
were
removed.
I
have
I
have
emails
in
this
packet
about
that
that
was
taken
care
of
very
quickly.

So
to
me,
that
implies
that
the
city
agrees
that
this
these
trees
are
public
safety
issue
affecting
that
wall.
That's
on
the
back
end,
there's
a
four
foot
tree
trunk
I
was
told
by
an
arborist
that
the
roots
of
those
trees
can
can
can
travel
seven
times
the
the
size
of
the
tree
trunk.
So
that
would
be
28
feet
which
is
well
within
that
that
tree
trunk
is
within
about
inches
from
my
wall.
My
wall
I
say
because
the
city
continues
to
tell
me
it's
my
wall.

don't
know

they're
able
to
be
brought
up
on
the

but
they
are
in
black
and
white
in
here
of
a
cluster
of
trees
that
continue
to
grow
behind
the
wall,
and
that
has
been
happening

years
and
they
get
bigger
and
bigger,
and
then
it's
just
more
roots
that
are
pushing
on
the
wall
on
the
front
side
of
the
wall.

I,
don't
know
if
we
can
bring
that
video
up

last
city
council
meeting.

the

bringing

the

is
every
time
it

it

poor
drainage
by
this
wall
and
the

water
goes
onto
my
property,
but
not
only
onto
the
property
but
through
the
wall.

could
see
it
doesn't
just
go
over
the
wall,
it's
literally
going
through
cracks
through
the
wall
and
eroding
the
wall,
so
that
part
is
going
to
collapse
as
well
and
I
believe
again,
just
another
reason
why
the
city
should
be
partially
accountable
for
repairing
this
wall.

trees

Behind
those
trees
were
the

right
behind
the

the

kind

my
eyes
too
late,
because
the
damage
is
already
done,
but
they
do
continue
to
grow.
There's
about
a
cluster
of

trees
that
were
cut
down
again
in
November
and
they

to
continue

grow.

can't

it

is

the

fact

who

on

of
the
building

comments
tonight
are,

reference
to
councilwoman
Jermaine's
focus
on
Street
flooding
issues
under
new
matters
before
the
committee.

At
that
meeting,
my
partner
Matt
shared
with
you
how
rainwater
started
coming
onto
the
sidewalk
from
Parkman
ever
since
Parkman
and
Welfare,
that
intersection
was
repaved
at
an
accessibility
ramp
installed
in
2022.
Prior
to
this
road
work,
rainwater
did
not
come
up
to
the
sidewalk
from
Parkman
Street.

So
since
that
meeting,
Matt
and
I,
my
partner,
Matt
and
I,
have
been
caught
in
contact
with
chief
engineer,
Justin,
matuse
and
councilwoman
Vargas
to
discuss
how
to
remediate
this
very
serious
problem
on
August
25th
Mr
matus
informed
us
that
Public
Works
has
a
plan
to
address
the
issue
which
is
to
raise
the
elevation
of
the
wheelchair
ramp,
a
few
inches
at
the
intersection
of
Parkman
and
Welfare
to
stop
the
water
from
coming
onto
the
sidewalk
and
Mr
matus
also
informed
us
that
this
work
will
be
included
in
the
next
round
of
Paving.

Meanwhile,
we
continue
to
be
extremely
concerned
and
frustrated
about
the
current
state
of
the
sidewalk,
because
just
this
summer,
we've
had
our
basement
flooded,
5
or
six
times
with
rain
water
from
the
sidewalk
and
this
flooding
occurred
even
after
we
installed
various
systems
to
try
and
mitigate
the
situation
on
our
own
we've
spent
over
fifty
thousand
dollars
and
I
have
receipts
for
all
those
expenses
over
fifty
thousand
installing
a
permeable
driveway,
a
new
retaining
wall,
new
trench
drains
French
drains
all
around
the
perimeter
and
multiple
sump
pumps.
So
we've
done
our
part.

We
spent
a
ton
of
money
but
we're
seeing
that
the
sheer
volume
of
water
coming
down
the
sidewalk
into
the
driveway
still
too
much
for
the
systems
to
handle,
which
means
with
every
rainfall.
We
still
have
water
entering
our
premises,
so
I'm
here
tonight
to
urge
you
to
Public
Works
to
treat
this
repair
as
a
very
urgent
matter
and
expedite
the
plan
for
mitigation.

we've,
we've
spent
all
our
resources
money
trying
to
fix
this
on
our
own
and
we'd,
be
really
urge
the
city
to
do
its
part,
one
final

the

few

As
we
all

it's
a
playground

literally
right
next
door

schools
do
not
have
a
responsibility
to
oversee
our
playgrounds,

was
the
way
it
was

many
years
ago,
things
have
changed,

taken
over
it

that
there's
two
swings

there
beneath
the
two
swings
they're.

actually

closed

took

fall
from
the
upper
part
of
the

little
roof
that

some
sort

density

the
way

they
would
fall.

mat
wouldn't
actually
be
sufficient
enough
to
really
hold
a
impact
of
a
fall,
so
that
sign
was

fairly
new.

just
put
up
a
few
weeks
ago.

all

Edgewood
playground.

you
can

there
is
the
bench
towards

been
broken.

there
was
another
bench

very
similar

fixed
when

brought
it
up

park

and
the
administration.

we

our
playgrounds

kids

are

playground

closed
and

court

why

do
have
a

had
gotten

we
previously
spoke
about
pickleball
court

time
ago

remove
that
Narragansett
Improvement
came
and
gave
me
a
quick
code
for
about
three
something
thousand
to
remove
and
replace
that
with
a
three-quarter
or
three
inch,
three
inch
asphalt.

up
some
objection
to
pick
up

courts
from
people
in
that
neighborhood
we're
trying
to
work
that

but
it's
still
an
option
to

have
done

playground

Edge

what
they
call

bounce

that
has
a
gauge

he
leaves
it

here
from

amount

height

will
bounce

comes
up

number

proves

that's

acting
as
a
safe
ground
cover,

rubber
mulching,
the
rubber
matting,
is
hard
to
just
replace
unless
it's
new
and
something
is
damaged,

they
have
done
it
at
one
of
the
other
playgrounds.

City
had
a
few
open
marks
that
they,

they'll
cut
it
out,
and
they
tell
you
not
to
do
it
in
a
square
to
do
it
more
of
an
oval.
So
you
don't
have
any
right
angles,
but
the
whole
rubber
would
have
to
come
out
now
to
replace
rubber.
On
top
of
that,
that's
expensive
to
add
the
rubber
in,
if
you
replace,
if
you
pull
the
rubber
out
and
think
about
putting
mulch
in
there's
asphalt
there.
Who
knows
how
deep?

cannot
put
the
mulch
on
the
asphalt
so
to
remove
that
mulch
you'd
have
to
put
some
landfill
oil
and
then
asphalt.
That
would
probably
be
the
best
way
to
get
that
up

expensive

tune

need

advantage

state

applications
for
recreational

meeting
myself
held
by
the
state
on
the
13th,
an
informational
meeting.
The
deadline
is
December
6th.
From
what
I
understand
of
it
too,
we
could
possibly
qualify
for
more
than
one
park,
so
we
don't
have
to
just
submit
one.

will
not
be
awarded
until
the
spring
of
2024,

that
is
something
that
would
be
an
absolute
waste
if
we
just
let
that
fly
by
without
attempting
on
a

forward
basis,

agree
with

more
proactive
effort
at
assessing

conditions

our
parks

their

playground
is
