concern
just

scheduled

dubious
distinction

had

lot

interaction

state
auditor
General's
office,

statute.
Unfortunately,
what

can
tell
you
is

city

Cranston
was
granted
an
extension.

followed
the
statute
to
get
the
extension
state
law
just
as
a
point
of
Interest
state
law
trumps,
the
charter,
just
that
simple,
okay,
the
Supreme
Court
and
the
state
has
ruled
that
on
more
than
one
occasion
on
more
than
one
issue,
and
in
this
instance
the
general
statutes
governing
Municipal
Finance
would
Trump
that.
So,
if
the
state
audit,
the
general
granted
you
a
continuance
to
you
know,
April
30th
you'd
have
until
April
30th,
but
in
this
case
you
know
they
granted
it
until
you
know
January
30th.

it
certainly
would
be
up
to
the
administration
to
extend
that
if
necessary,
but
it
doesn't
sound
like
that's
going
to
have
to
be
the
case,
so
just

that
we're
clear
it's
not
like
we're.

meetings

month
and
get
updated

the
progress
of
the
schools
and
the

building
and
the
147
million
dollar
Bond.
Let
me
first
say
that
it's
an
exciting
time
here
in
Cranston,
because
the
two
schools
being
built
state
of
the
art
and
it's
something
that
grants
is
going
to
be
very
proud
of
and
throughout
the
region,
but
it
doesn't
come
without
challenges
in
this
economy.

In
this
the
workforce
and
there's
definitely
some
challenges
to
this
and
and
director
Ed
Collins
is
doing
an
excellent
job.
Meeting
those
challenges
but
I
thought
important
to
bring
the
council
updated
on
where
we
stand
with
the
with
the
bond
with
the
buildings
and
just
to
update
both
update
us
so
and,
and
so
blue
see.
If
you
can,
let
us

where
we

So
right
now
we
have
five
projects
going
on
three
major
ones
and
two
smaller
ones:
we're
going
to
start
with
the
smaller
easier
ones
to
go
through
and
we'll
progress
into
the
ones
that
are
a
little
bit
more
challenging
the
first
one.
Is
we
replace
the
roof
over
the
East,
gym,
foyer
and
replace
the
windows
and
did
some
modifications
to
the
inside?
The
original
budget
was
roughly
about
350
000.

That
project
is
90,
done,
we're
still
waiting
for
the
small
windows
that
keep
getting
pushed
down
the
line
because
of
issues
with
the
supply
chain.
That
project
will
probably
finish,
20
to
25
000
onto
what
was
budgeted
that,
but
but
again
we're
waiting
for
the
small
windows.
We
were
told
early,
December,
January
and
now
we're
getting
pushed
out
to
February.
That's
just
one
of
the
challenges
that
goes
actually
there's
always
two
challenges:
one
can
we
afford
it
too?
Can
we
get
it
on
time?

The
next
project
is
the
Cranston
West
fire
upgrade
and
Main
foyer
Renovations,
the
starting
budget,
for
that
was
roughly
about
three
and
a
half
million
that
project.
Again,
we
we
did
all
the
wiring
over
the
summer.
We
are
still
waiting
for
the
peripherals
to
come
in
meeting
the
smoke
detectors,
the
heat
detectors
and
the
alarm
panel
and
again
another
item
that
we
keep
getting
pushed
down.

The
line
on
that
project
will
run
probably
roughly
100
to
150
000
over
the
reason
for
that
was
when
we
we
had
to
get
off
to
a
quick
start
in
the
summer
for
the
project
the
fire
department,
who's
been
always
very
Cooperative
with
us,
was
slammed
with
reviewing
plans.
At
that
point,
we
kind
of
made
a
deal
with
them.
Look
at
can
we
start
and
proceed
and
when
you
start
diving
into
the
plans
of
changes
need
to
be
made
we'll
make
them
normally.

That
would
happen
before
we
even
started
that
and
that
would
be
put
in
the
bid.
So
there
are
things
the
the
items
that
are
pushing
us
over
are
all
items
that
have
been
brought
up
by
the
local
jurisdiction.
The
fire
department
that
they
wanted
to
see
done
in
the
building
and
that's
kind
of
just
how
that
laid
out
along
with
the
fire
upgrade,
is
the
foyer
upgrade
we're
waiting
for
some
architectural
features
and
some
safety
features
that
go
into
the
main
foyer
and
again
those
items
that
are
being
pushed
around
a
little
bit.

The
last
part
of
that
project
was
for
us
to
go
in
and
replace
the
heating
system.
We
have
to
upgrade
the
electrical
service.
The
first
thing
that
needed
to
happen
with
that.
There's
a
con.
You
know
a
concrete
hot
outside
there
that
has
our
switch
gears
in
there.
Those
all
had
to
be
replaced
again.
We
ordered
those
sometime
in
the
spring.
We
were
told
we'd
have
them
before
Christmas.

Then
it
was
Christmas
Vacation,
we're
still
waiting
on
getting
those
switch
gears
in
so
that
project
got
pushed
down
the
line
a
little
bit
to
as
far
as
the
timeline,
if
I'm
saying
something-
and
you
got
a
question-
just
jump
right
in
because
I'm
going
to
keep
rolling
through,
are
we
okay?
So
far,
all
right?

Let's
get
to
the
schools
in
2019
we
created
a
budget
for
The
Five-Year
Plan
to
go
to
bond
in
2020.
back,
then
schools
were
being
built
for
460
500,
a
square
foot.
Since
then,
all
construction
costs
have
gone
up,
30
to
40
percent,
something
that
just
not
was
foreseen.
We
carried
some
contingencies
in
there
and
escalations
of
three
to
five
percent,
but
not
30
to
40..
So
first,
let's
start
with
Garden
City
Garden
City
was
originally
41,
42
million.
The
budget
now
is
53.

part
of
that
53,
there's
6
million
being
covered
by
that
by
the
school
department
asset
funds.
When
you
look
at
that
school
for
the
full
53
million
and
the
89
000
square
feet,
that
school
is
going
to
be
built
for
600
a
square
foot
which
you
can't
even
build
for
that
right
now,
everything's
getting
built
for
700..

That
project
is
well
within
budget.
We
are
still
holding
a
contingency
of
approximately
seven
hundred
thousand
dollars
and
it
will
be
complete
and
open
in
September
of
2023
for
the
start
of
school.

Okay,
Eden
Park
Eden
Park.
We
did
the
Pathfinder
project
that
was
10
million
dollars,
which
the
state
got
reimbursed,
67
percent
of
them.
So
we
had
phase
two
and
phase
three
to
complete.
We
started
phase
two:
the
cost
of
phase
two
is
roughly
around
10
million
dollars.
That
was
the
addition
of
the
new
gym,
the
modifications
to
the
cafeteria,
some
Ada
upgrades
inside
the
area
and
some
modifications
to
the
office
phase.

Lastly,
Gladstone
Gladstone,
originally
budgeted
in
2019
at
57
million,
is
now
looking
at
83
million,
but
there
are
two
things
that
are
pushing
it
up
to
83.

one
first,
let
me
go
back
when
we
go
and
we
do
estimates
and
gilbain's
a
construction
manager
there
we
dive
into
every
discipline
no
one's
built,
more
schools
in
Rhode
Island
than
gilbane,
so
I
can
sit
there
with
gilbane
and
say
you
know
what
our
HVAC
design
is.

to

site

cost

is
running,
probably

percent
over
what
we
would
normally
think
a
site
cost
would
cost.
The
second
thing
is,
we
are
carrying
two
large
contingencies
in
that
project.
One

the
escalation
contingency
of
about
5.8
million,
meaning
it's
there
and
where,
where
that
would
be
protection,
if
the
the
cost
of
construction
materials
kept
going
up,
it
was
in
the
budget.
If
everything
leveled
out,
then
that
money
would
just
be
returned.

wouldn't

wouldn't
need
it,
but
we
feel

it's
important
to
carry
something
like
that.
Other
than
me
coming
to
you
and
saying
this
is
what
it
is
and
then
coming
back
in
a
half
a
year

saying

the
number

going
to
go

it's
carried
in
there
as

safety

other
part
of
that
is
Divine
Design
development,
contingency,
which
again
kind
of
relates
to
the
same
thing

you
go

schematic
design,

is
just
kind
of
a
shell
to
a
more
detailed
drawing
a
lot

times
the
numbers
go
up
and
that
we're
carrying
about
5.8
million
so
between
those
two
contingencies,
we're
carrying
close
to

million
dollars,
and
that's
a
protection
blanket.
If
you
took
that
number
now
it
we
might
need
it,
we
might
not
need
it,
but
in
a
normal
situation
we
wouldn't
need
it.

that

building's

building
is
being
designed

wildcards
that

forced
to
deal

things

money

to

to

to

we're

from

heated
schools
to
fully

conditioning
climate

it's
a
balance.

really
sit

and
say
we're

save
a
bunch
of
money,
we're
going
to
become
much
more
efficient
with
the
system
we
have,
but
we're
getting
away
from

with

covid

everything

upped

dealing
with
particles

vocs

floating

the
microns

be
anywhere

better
off
tying

farms
and

housing

equipment

be
maintenance

think
we're
a

bit

creative
about

net
metering
