budget
adoption

vetoes
add
up
to

shy
of
fifty
four
thousand

fund
beginning
January,
1st
2024,
a
senior
planner
in
our
planning
department,
as
we've
heard
from
members
of
the
department
and
as
I
think
that
we
can
all
deduce
from
our
own
observations.
It's
a
department
that
needs
more
support
while
there
there
are
challenges.

are
a
city
of
over
80
000
people
and
we
have
two
full-time
planners
and
I.
Think
that
when
you
look
at
other
municipalities
like
size,
they
have
significantly
more
and
if
we're
going
to
tackle
the
Myriad
of
issues
within
our
city
and
also,
you
know,
help
secure
our
financial
stability
moving
forward
and
increase
Economic
Development
I
think
the
planning
department
plays
a
vital
role
in
that
and
so
creating
another
position.
Beginning
January,
1st
I
think
is
a
is
a
wise
move
for
this
Council
to
take,
and
for
that
reason
I
hope.

agree
with
my
colleague
and
that
we
feel
that
another
position
in
the
planning
office
is
essential
to
accomplishing
many
of
the
developments
that
are
coming
up
in
Cranston
that
are
taking
place
in
Cranston
right
now,
and
also
to
speed
up
the
possibility
that
we
do
get
an
updated,
comprehensive
plan.

vetoing
this,
because
I
just
do
believe
that
that
position
is
needed
far
more
than
any
other
position
in
the
city.

meetings,
I
do
not
think
that
we
should
reward
poor
management
or,
like
I,
say,
motion
reward
poor
Behavior.
The
planning
department
is
not
operating
in
an
efficient
manner,
and
maybe
that
should
perhaps
be
addressed
before
we
fund
a
position
when
we
let
go

last
year
and
the
mayor
had
implemented
a

new
hire
and

I
think
that,
if
we're
going
to
hire
in
this
department,
then
how
fair
is
it
to
the
other
departments?

the

I
think
that
you
know
it's
not
fair
to.

just
hire
for
this
position
and
in
addition
to
that,
we
do
know
that
one
of

higher
ups
in
planning
is
leaving
we'll
be
replacing
that
position
to
replace
two
people.
At
the
same
time,
I
I
don't
think
it's
necessary.

someone
really
strong
in
the
position,
that's
going
to
be
open
and
we
see
that
the
director
of
planning
is
moving
forward
with
things
like
an
RFP
that
we
were
promised
over
30
days
ago
would
take
two
days
as
far
as
I
checked
a
couple
days
ago
was
not
yet
up
so
I
just
really
think
we're
setting
a
poor
precedent
here
that
the
squeaky
wheel
gets
the
grease
and
I
am
not
in
favor
of
overriding
this
veto.

see
the
mayor's
veto
stand
for
many
of
the
reasons
councilwoman
Rizzoli
stated
I
know
councilmember
not
again
mentioned
the
54
000
price
tag
for
this
fiscal
year,
but
that'll
grow
to
a
hundred
thousand
dollars,
plus
when
the
position
is
fully
funded
for
a
full
year.
So
for
those
reasons,
I
will
not
be
supporting
it
this
evening.

same
time
we
know
if
we
need
to
move
forward.

things
should
be
moving
forward,

resources,
if
you
are,
you

a
carpenter,
you
don't
have
any
tools
how
you
can
make
the
house,

needs

tools,

tools
and
then
we

hold
him
accountable,

doing
anything

wait

him

left

right,
but
it
is
going

be
a
strict
on
the
budget

forward

next
year
and
but
I
do
believe
it

going
to
help
the
city
from
even
before
I
was
appointed
councilman
I
started
hearing
about
the
strains
of
the
comprehensive
plan,
knocking
done
how
they
didn't
have
the
personnel
and
then
I
think
it
was
my
second
meeting
with
this
whole
Chambers
was
full
of
people
complaining
about
the
comprehensive
plan.

getting
done
and
I
went
back
and
watched
the
videos
of
last
year.
I
watched
videos
of
this
year,
and
it
was
just
over
and
over
and
over
again
so
I
am
in
support
of
putting
someone
in
that
position,
but
they're
going
to
have
to
be
held
accountable,
I
I'm
I
want
to
see
every
month.
I
want
to
see
a
report.
How
the
comprehensive
plans
come
in
forward.
How
will
the
the
office
is
often
operating
more
efficiently?

want
to
see
that,
but
I
will
be
in
support
of
hiring
someone
in
that
position.

The
the
mayor
respectfully
disagrees
and
certainly
understands
the
arguments
presented,
and
they
they
all
make
a
lot
of
sense.
I
But
to
me
it
does
disagree,
I
believe
with
consensus,
but
to
get
perspective
about
a
year
ago,
the
May
implemented
a
freeze
on
hiring
all
new
any
new
positions
and,
at
the
time,
unfilled
positions,
they're
evaluated
a
one
on
a
one-off
basis
that
order
of
higher
the
hiring
of
incremental
heads
still
stands
in
the
city
of
Cranston.

So
in
one
year
we
made
tremendous
strides
and
I
think
everyone
should
feel
proud
of
that
the
city
council
also,
but
certainly
I,
think
you
know
that
effort
was
led
by
the
mayor
in
one
of
those
efforts,
as
we
know,
was
the
workforce
reduction,
the
most
painful
thing
that
certainly
the
Hopkins
Administration
is
going
through
to
reduce
the
workforce
by
24
people,
diligently
diligent
people,
caring
people
and
that's
just
a
fact:
there's
we're
not
out
of
the
woods
and
I.
I
Don't
think
anyone
here
feels
that
the
city
is
in
tremendous
Financial
shape.
We
still
have
Financial
challenges
ahead
of
us,
but
those
that
may
have
reacted
a
year
ago,
but
he
still
wants
to
remain
diligent
and
believes.
There's
so
so
much
challenges
ahead,
we're
going
to
face
them
and
it
would
do
it
prudently
we're
going
to
do
it
together.

Good
examples
actually
well
certainly
certainly
was
highway.
There
were
many,
but
let
me
see
this
police
and
fire
we've
had
discussions
there.
They
too
would
want
additional
personnel.
You
can
ask
the
president
of
the
fire
Union
here.
He
would
tell
you
the
same
thing.
President
police
Union,
the
colonel,
but
we're
not
living
in
that
Ideal
World,
and
so,
but
one
thing
they
do
is
they've
made
it
clear
to
us
that
they
respect
the
mayor's
decision
and
they
understand
the
objective
of
that
decision,
because
we
can't
be
a
strong
City.

If
our
cities
is
not
in
good
Financial
Health,
they
believe
that
they
have
enough
strength
in
their
Department
to
belly
up
to
what's
needed
and
move
forward,
and
that
that's
what
it
is
and
some
people
die
during
the
budget
process,
don't
like
the
expression
but
doing
more
for
Less
certainly
exists
in
the
city
of
Cranston,
with
with
all
the
Departments
under
the
Mayors,
I'll,
say:
I,
don't
think
using
the
word
control,
but
under
the
mayor's
Authority
this
evening.
The
planning
department
certainly
has
a
good
rationale:
sound
rationale
for
hiring
people.
I
We
heard
that
we
listened
may
have
chose
not
to
add
Personnel.
For
the
reasons
aforementioned
reason,
the
new
other
departments
that
had
some
some
very
strong
cases,
but,
at
the
end
of
the
day,
all
the
functions
other
than
planning
apparently
will
continue
to
do.
The
good
work
that
they
currently
do
in
more
they've
accepted
it
we've
communicated
well
with
it,
and
we
think
we
have
a
great
team
and
you're
going
to
carry
that
on
both
from
the
directors
right
down
to
to
all
our
to
all
the
staff.

As
a
result
of
the
senior
planner
leaving
and
no-fly
zone,
Doug
McLean
could
a
terrific
employee,
the
Administration
has
not
been
informed
of
any
backlogs
or
any
problems
in
the
department
that
they
have
been
able
to
timely,
address
any
applications
and
we're
not
aware
of
any
Personnel
shortages.
So
that
was
part
of
the
mayor's
rationale
too.
I
Certainly,
there
is
a
cop
plan
that
lies
ahead,
but
that
is
going
to
a
consultant
and
I'm,
not
sure.
If
an
FTE
is
required
to
support
the
consultant,
that's
going
to
develop
the
comprehensive
plan.
I
I
would
think
consideration
of
possibly
a
part-time
person
or
someone
to
to
keep
an
eye
on
that
to
keep
that
process.
Moving
might
be
more
appropriate,
giving
the
limited
resources
within
the
financial
resources
in
the
city
I
think
there
might
be
something
to
consider
if
you
feel
the
comprehensive
plan
needs
to
get
going,
I'm,
not
sure
if
we
need
a
full-time
person.
Writing
her
on
the
comprehensive
plan
we
are
under
exceptional
Financial,
Times
critically.
I
have
to
remind
us
all
that
we've
made
great
strides
of
getting
a
city
back
on
track.

I

agree
a
little
bit
with
both
sides,
but
I
believe
that,
right
now
you
know
a
lot
of
this.

seems,
like
the
conversation,
keeps
signing
back
to
the
comprehensive
plan,
the
comprehensive
plan,
the
comprehensive
plan,
but
it's
also
a
department
that
works
a
lot
with
the
zoning
ordinance
with
project
management,
with
planning
initiatives
as
well
and
while
I
understand
that
you
know
we
there's
hiring
fees,
but
at
the
same
time,
why
have
we
not
allocated
or
can
allocate
funding
to
another
department
that
could
possibly
have
another
staff?
Member
like
director
Moretti
said
it
right?
We
can
if
we
could
provide
each
department
with
an
extra
body
that
would
be.

But
truth
of
the
matter
is
that
we,
even
though
we're
going
to
be
having,
hopefully
a
consultant
for
the
comprehensive
plan
and
trying
to
stay
within
track
here
and
not
derailing,
there's
still
a
process
that
I
don't
know
if
many
understand
and
it's
a
lengthy
process.
If
we
were
to
you
know
it
requires
still
staff
members
here.

So,
while
our
staff
is
working
with
Consultants,
possibly
on
the
comprehensive
plan,
we
still
need
to
have
staff
in
the
office
ready
for
any
possible
zoning
changes
or
any
planning
that
comes
before
the
city
and
even
there's
a
process
in
place.
That
goes
to
the
planning
board
and
everything
else
and
plays.
We
still
need
Manpower,
and
so
this
department
could
possibly
be
a
could
you
we
could
probably
possibly
see
a
spike
in
Revenue
that
maybe
possibly
come
next
year.

might
be
able
to
allocate
some
of
those
fundings,
and
everything
goes
well
to
another
position
like
possibly
within
the
inspection
department,
which
definitely
needs
to
help
us
as
well.
So
I
support
this.
The
motion
mean
by
council
member
don
again
this
evening.
I
think
we
all
do
have
to
do
more
with
less,
but
we
also
have
to
be
realistic
to
find
out
where
we're
putting
the
funds
and
how
we
can
help
each
department.

everyone's
been
heard
and
I
would
like
to
give
my
thoughts
on
this
veto
override
this
evening.
I
will
be
in
support
of
this
veto
override,
as
I
stated
at
the
budget
I'm
hearing
when
this
topic
came
up,
the
issue
of
the
size
of
that
department
cannot
be
forgotten
when
we
say
there
are
other
departments
that
would
like
to
have
additional
employees.
The
planning
department
for
our
city
is
grossly
undersized
compared
to
our
neighboring
cities.

as
a
city
are
withholding
our
ability
to
grow.
We
can
have
different
opinions
on
that,
but
we
are
withholding
our
ability
to
grow
our
Revenue
Base
by
having
a
stronger
planning
department
if
there
are
efficiencies
that
need
to
take
place
with
respect
to
the
management
of
that
department.
That's
something
separate
and
apart,
but
I
am
looking
forward
to
giving
that
department.
The
tools
and
resources
that
they
need
still
a
far
cry
from
our
neighboring
cities
and
towns,
so
I
will
be
in
support
of
this
this
evening
at
this
time.
