Joint statement from Bay Area health officers regarding significant progress on COVID-19 indicators and next steps for reopening. This Press Conference was broadcast live on May 18, 2020.
While much work remains to be done, the County issued a new order today that allows retail establishments to offer storefront pick-up, and also allows the manufacturing, warehousing, and logistical operations that support retail to resume. The County is counting on these businesses to consistently follow social distancing protocols and public health guidance to protect their employees and customers as these activities resume. COVID-19 continues to pose a very significant risk to our communities, and that continued vigilance is necessary to ensure that we do not see an increase in spread as more activities resume.
As we reopen certain sectors, Bay Area residents are still required by health order to stay home as much as possible, wear face coverings, and follow the precautions that have helped the region make progress to slow the spread of COVID-19. As we move forward, we will continue to be guided by our COVID-19 Indicators and other data related to the spread of COVID-19 in our region.

Thank

for
attending.
We
have
some
important
announcements
that
we
want
to
share
regarding
our
next
steps
in
dealing
with
Cova
19
here
in
Santa,
Clara
County
I
want
to
introduce
dr.
Sarah
Cody,
our
Public
Health
Officer
supervisor.
Cindy
Chavez,
president
of
the
Board
of
Supervisors
I,
also
want
to
acknowledge
the
rest
of
our
board
of
supervisors.

Supervisor
Dave,
Cort,
AZ,
Joe,
sue,
Midian,
Mike,
Wasserman,
Susan,
Ellen
Berg,
who
are
practicing
social
distancing
but
I,
know,
are
watching
and
have
been
participating.
Dr.
Cody
will
be
talking
this
afternoon
about
modifications
to
our
local
health
officers,
shelter
in
place
order
based
on
our
local
data
and
progress
on
the
Cova
Denine
teen
indicators
that
the
bay
area
health
officers
have
developed
jointly.

will
then,
after
she
speaks
talk
about
the
changes
in
the
order
itself,
as
well
as
some
very
important
updates
regarding
the
social
distancing
protocol,
that
all
businesses
are
required
to
post
and
implement
in
order
to
be
open
and
operate,
and
that
has
become
really
an
important
linchpin.
As
we
move
forward
into
these
new
stages
of
reopening.
So
I
will
now
turn
it
over
to
dr.
Sarah
Cody.

Thank
you
it's
nice
to
be
here
with
you
all
again
this
afternoon.
I
want
to
share
where
we
are
locally
in
the
cove
at
nineteen
pandemic
and
the
next
steps
that
we
can
safely
take
together
to
begin
I
want
to
thank
everyone
for
their
collective
work
over
the
past
two
months.
This
pandemic
has
left
no
one
untouched,
Kovan
19
and
the
measures
we've
taken
to
prevent
the
spread
have
profoundly
disrupted
the
lives
of
every
single
member
of
our
community.

However,
our
collective
effort
has
significantly
reduced
the
spread
in
our
county
and
we
now
have
a
little
bit
of
headroom
to
cautiously
take
another
step
forward.
As
you'll
recall,
our
current
shelter-in-place
order
was
revised
on
May
4th
and
enabled
construction,
outdoor
businesses
and
some
outdoor
recreation
to
resume
over
the
past
two
weeks.
We've
carefully
followed
trends
and
new
cases
and
hospitalizations
indicators
that
measure
hospital
capacity,
as
well
as
indicators
measuring
testing
and
case
and
contact
infrastructure.

So
remember,
two
weeks
represents
the
longest
likely
incubation
period
of
kovat
19
and
we
needed
to
see
what
effect
the
loosening
of
the
order
on
May
4th
would
have.
So
today
is
the
day
that
we
hit
that
two-week
mark
and
I'm
pleased
to
say
that
we
have
been
making
progress
and
sustained
that
progress.
While
this
additional
activity
came
online
and
again,
this
progress
is
the
result
of
a
massive
collective
effort
by
everyone
from
communities
across
our
County.
So
some
important
signs
of
progress
on
our
indicators
that
I
wanted
to
share
with
you.

The
number
of
new
cases
in
our
County
is
stable
and
has
been
decreasing
significantly.
Reducing
the
doubling
time
for
new
cases.
Remember
that
Santa
Clara
County
started
with
more
cases
than
any
county
in
the
state,
and
as
of
now,
we
have
just
three
percent
of
the
cases
and
4%
of
the
death
statewide.
C
The
number
of
patients
requiring
hospitalization
for
Kovan
19:00
has
been
consistently
trending
down.
Hospitals
have
capacity
in
acute
care
beds
in
ICU
beds.
Our
hospitals
are
staffed,
safe
and
able
to
take
care
of
all
patients
for
any
need,
and,
finally,
our
testing
capacity
has
also
increased
while
we're
still
less
than
halfway
towards
our
goal
of
4,000
tests
per
day.

I
do
want
to
highlight
an
important
data
point,
and
that
is
that
we
started
with
a
positivity
rate
of
9%
in
early
April,
and
that
was
when
we
had
less
than
600
tests
per
day
and
now
on
recent
days,
we've
had
around
1600
tests
per
day
and
our
positivity
rate
is
trending
around
one
to
one
and
a
half
percent.
That
is
a
very
significant
improvement
for
us
in
our
county.

So
with
this
progress
we
can
now
safely
take
another
step
forward
in
gradually
reopening
we
continue
to
work
in
close
collaboration
with
other
Bay
Area
jurisdictions
and
with
the
state.
So
the
state
is
setting
parameters
for
reopening
in
all
counties
and
our
local
progress
allows
us
to
move
into
early
phase
two
in
the
states
reopening
guidance.
The
order
issued
today
will
enable
curbside,
retail
and
associated
manufacturing
and
logistics
to
reopen
on
Friday
to
do
this
safely
and
preserve
the
progress
we've
made.

So
we
each
have
important
roles
to
play
in
ensuring
that
we
continue
to
suppress
the
spread
of
kovat
19
to
the
lowest
level
possible,
as
we
gradually
reopen
we're
asking
everyone
in
our
community
to
do
these
three
things.

wear
a
face
covering
when
in
public
and
win
in
any
business,
to
continue
to
practice
social,
distancing
and
remember
six
feet
is
a
minimum.
That's
a
minimum
and
more
is
always
better
and
three
get
tested
get
tested.

If
you
have
symptoms,
if
you
have
contact
with
someone
who
is
known
to
have
Kovan
19
or
if
you
work
in
a
setting
where
you
have
frequent
exposure
to
the
virus
or
maybe
unknowingly
putting
others
at
risk,
if
you
may
be
asymptomatic
with
the
virus
as
a
community,
we
must
ensure
testing
is
available
and
accessible
to
everyone
who
needs
it.
We
will
keep
monitoring
the
pandemic
locally
and
tamp
down
any
outbreaks
that
may
crop
up,
and
we
will
continue
to
massively
scale
case
finding
and
contact
investigation
to
stay
ahead
of
any
increase.

We
may
see
as
a
result
of
this
gradual
reopening
so
together
we
will
continue
to
reduce
transmission,
to
prevent
disease,
to
prevent
death,
but
by
proceeding
cautiously
and
safely,
we
will
increase
consumer
confidence,
improve
resilience
and
ultimately,
we
will
recover.

dr.

noted,
the
updated
order
will
allow
for
curbside
outdoor
retail,
pickup,
manufacturing
and
logistics
that
support
that
retail,
and
this
is
consistent
with
the
early
stage
to
reopening
from
the
state's
resilience
roadmap
in
Santa
Clara
County.
This
new
order
places
a
density
limit
on
employees
working
at
these
facilities
at
any
given
time.
Capping
it
at
one
per
300
gross
square
feet
for
the
entire
facility.

want
people
to
know
here's
the
new
kovat
prepared
sign
and
we've
got
the
visitor
information
sheet.
In
addition
to
an
updated
and
revised
protocol.
We
really
want
people
to
know
what
the
business
has
done
to
be
compliant
with
these
protocols,
so
that
folks
feel
safe
and
are
safe
in
entering
those
facilities
conducting
business
and
that
employees
are
safe
working
there.

saying

work

who've
been
sheltering
in
place
and
doing

best

Think
what
you
heard
dr.
Cody

James
talk
a
little
bit
about
is
what
that's
allowed
us
to
do
as
a
community.

close

this
thought:
we
have
a
lot
of
people
in
our
community
who
are
at
very,
very
high
risk
for
being
not
just
hospitalized
but
killed
by
this
virus.
The
more
we
each
do
to
protect
those
people,
the
more
we're
protecting
a
neighbor,
a
grandparent,
an
aunt,
a
family
member,
a
dear
friend,
I,
say
this
because
I
know
many
of
you
are
trying
to
work
from
home
while
you're
raising
children,
you're
learning
how
challenging
it
is
to
be
a
teacher.

have

lot
of
teachers
who
are
learning
a
whole
new
way
to
get
in
to
get
kids
excited
about
learning.
Many
many
of
you
are
trying
to
do
things
new
and
better
than
you
did
before
all
for
two
goals,
one.

our

folks
out
in
the
community
again
and
we
want
to
get
our
economy
on
track,
but
we
want
to
do
that
collectively,
caringly
lovingly
and
respectfully.

today

serving

co-lead
public
information
officer
for
the
county
of
Santa
Clara's
Emergency
Operations
Center.
Before
we
take
questions,
we
want
to
note
a
couple
of
things.
First
of
all,
this
is
being
broadcast
live
on,
Facebook
live.
We
also
have
documents
available
to
the
media
members
of
the
press,
including
the
executive
summary
of
the
revised
order,
and
you
will
also
see
the
protocols
that
were
discussed
by
mr.
E
Williams,
including
the
sign
and
the
information
sheet
that
will
be
used
by
members
of
the
public
to
make
sure
that
a
business
that
they
frequent
has
in
fact
complied
with
safety
regulations
that
have
been
outlined
by
the
order.
We
also
want
to
note
that
we
are
making
ourselves
available
in
different
languages
following
this
press
conference
in
Vietnamese,
Chinese
and
Spanish,
and
happy
to
answer
questions
specifically
in
those
languages
to
make
sure
that
members
of
those
communities
have
all
the
information
they
need.

with
that
in
mind,
we
will
open
it
up
to
questions.

very
much
want
to
address
it.
So
what
the
the
truth
is
that
the
conditions
on
the
ground
have
not
changed.
We
do.
We
have
a
population
that
is
susceptible
to
Cove
at
19
and
we
don't
have
a
vaccine
and
that's
one
of
the
reasons
why
we've
been
proceeding
very
slowly
and
very
cautiously
so
on
May
4th
when
we
revised
the
shelter-in-place
order.
We
set
out
these
indicators
and
the
plan
is
that
we
make
one
change.

Locally
is
to
is
to
go
slowly,
to
measure
a
lot
and
to
ensure
that
we're
safe
and
to
stand
up
the
infrastructure
such
that
if
we
do
see
it
so
that
when
we
can
detect,
if
there's
increase
in
transmission-
and
we
can
do
something
about
it
and
that
is
hopefully
to
prevent
us
from
having
to
go
backwards,
and
so
we're
going
in
gradual,
measured
steps
as
safe.
You
know
we're
going
as
quickly
as
we
can.
We
understand
the
urgency,
but
we
don't
want
to
have
to
go
back.

So
here
in
the
county,
in
the
Bay,
Area
and
elsewhere,
this
is
now
a
pretty
standard,
urgent
recommendation
and
in
some
places
in
order
to
cover
your
face,
it
is
one
one
layer
of
prevention
of
spreading
kovat
19.
What's
a
bit
new
is
in
that,
are
we
now
have
in
our
protocol,
so
the
wearing
they
were
there
before
and
there
they
are
now
more
broadly
about
when
you
need
to
wear
a
face
covering
and
the
bottom
line
is
this.

Everyone
who's
out
in
the
public
should
always
be
covering
their
face
unless
they
have
a
medical
reason
why
they
can't,
or
you
know,
young
children
can't
can't
cover
their
face.
So,
and
certainly
it's
now
required
that
if
you're
in
a
business
you're
indoors
you're
in
a
business
you're
in
the
grocery
store,
you're
in
the
pharmacy
etc,
you
need
to
wear
a
face
covering
to
protect
those
around
you.

Public,
it
is
still
a
urgent
recommendation.
It
is
an
expectation
it
is
an.
It
is
a.
We
hope
it
to
become
a
new
social
norm.
I
think
that
everyone,
you
know
in
our
community
people
have
been
pretty
understanding
about
what
we
need
to
do
and
I
think
the
the
overall
big
point
is:
this
community
has
been
absolutely
completely
on
board.

You
know
we
have
flattened
the
curve
here
in
Santa,
Clara
County
like
nowhere
else
in
the
country
and
it's
because
of
what
everyone
has
done,
and
so
so
I
think
that
the
next
step,
which
is
that
we
reopened,
but
we
do
so
with
those
guardrails
in
place-
people
wear
face
coverings.
You
know
they
keep
a
distance
from
each
other,
they
wash
their
hands,
they
don't
go
out
with
their
sick,
etc,
etc
that
it
we
want
to
be
able
to
practice
that
and
do
that.

So
the
the
protein
you
protocol,
one
of
the
things
that
we've
changed
with
the
sign
and
with
the
visitor
summary
sheet,
is
in
order
to
help
aid,
actually
enforcement,
understanding,
awareness
and
social
norms.
As
dr.
cody
mentioned,
with
respect
to
face
coverings
which
are
mandatory
for
businesses,
it
needs
to
be
a
social
norm
and
expectation
that
we
all
collectively
help
enforce.
We
do
have
a
great
partnership.

The
district
attorney's
office
has
really
stepped
up
to
help
coordinate
on
kind
of
more
formal
enforcement
mechanisms
and
information
regarding
that
is
included
in
the
protocol
with
respect
to
workers,
the
county's
office
of
labor
standards
enforcement
has
a
hotline
that
workers
can
use
to
to
help
deal
with
issues
related
to
their
own
workplace,
and
so
that's
also
including
the
protocols
and
the
protocols,
require
that
employers
provide
that
information
to
all
of
their
employees.
But
really
it's
a
to
get
this
to
work.
The
way
we
need
it
to
work
as
a
community.

It
is
about
creating
a
new
social
norm
and
expectation,
and
that's
one
of
the
reasons
why
we
wanted
to
also
revamp
those
protocols
to
not
just
require
additional
training
and
additional
information.
Sharing
but
some
more
clear
visibility
around
being
Cova
19
prepared
and
providing
clear
summary
information
that
people
can
see
as
they
enter
a
facility
as
well.
In
addition
to
the
lengthier
more
detailed
facility,
specific
protocol.

But
if
folks
are
continuing
to
disregard
these
requirements,
they
are
mandatory
they're,
not
optional,
they
are
mandatory.
This
is
a
condition
of
being
able
to
be
open.
Is
that
you
is
that
as
a
business
you're
doing
your
part
to
keep
your
employees
safe
and
to
keep
your
customers,
and
that
is
not
just
an
expectation
it
is
required,
and
so
there
are
penalties
that
attach
to
that.

If
a
business
is
unwilling
to
do
so,
but
men,
the
vast
vast
vast
majority
of
businesses
understand
that
this
is
what
what
we
need
to
do
collectively,
to
keep
folks
safe
to
keep
employees
safe
to
keep
customers
safe
and
that's
something
that
we
all
share
in
wanting
to
do.
So
it's
not
been
a
huge
issue,
but
there
have
been
pockets
where
husband.

an

think
that's

fair
characterization

all.
We
have
said
from
the
beginning-

Some
more
that
we
will
be
following
our
indicators
that
we
would
do
so
in
a
timely
fashion
based
on
the
incubation
period
and
follow
that
data.
That's
exactly
what
we
have
done.

what
we
are
doing.

our
plan
was
to
together
with
the
other
Bay
Area
health
officers,
develop
joint
indicators
and
those
were
based
on
data
that
we
all
had
and
that
we
could
all
share,
and
so
it
could
be
seen
in
a
County
as
well
as
across
the
region
and
in
our
my
my.
My
decisions
are
based
on
what
do
we
see
in
our
local
data
and
what
do
we
think
that
we
can
do,
and
so,
in
addition
to
the
data
on
the
indicators
and
I
mentioned,
our
cases
have
been
declining,
our
hospitalizations
have
been
declining.

So
you
know
the
big
picture
is,
of
course
we
want
to
move
as
quickly
as
we
can,
as
as
there's
significant
harms.
You
know
health
harms
with
just
the
social
and
economic
disruption,
but
we
have
to
be
able
to
look
at
our
data
to
understand
whether
we
have
the
Headroom
to
take
that
next
step
and
I
think
that
here
in
Santa,
Clara
County,
we
have
the
Headroom
and
not
a
lot,
but
we
probably
have
more
Headroom
here
than
many
many
many
other
places.

Two
questions
were
asked
one
respective
Valleyfair:
what
happens
to
businesses
that
are
inside
that
location?
Would
they
be
allowed
under
the
order
and,
second,
with
respect
to
shopping
areas
like
Stanford
Shopping
Center,
which
one
of
those
businesses
would
be
allowed,
businesses
that
are
near
the
curve
and
what
about
businesses
that
are
inside
the
structure?
But
have
you
know
pathways?
What
are
the
rules
with
respect
to
that?
So
I
will
turn
it
to
our
County
Council

So
businesses
that
have
access
to
a
curb
or
a
pedestrian,
walkway
or
outdoor
alley,
even
if
it's
closed
to
vehicular
traffic,
so
even
pedestrian
and
outdoor
access
they
those
can
all
open
for
outdoor
curbside
transactions,
businesses
inside
another
facility
where
you'd
have
to
go
inside
those
cannot
open.
So
in
the
case
of
some
of
these
outdoor
shopping
centers,
where
you
can
access
the
business,
but
you
have
to
go
through
a
pedestrian
alleyway,
those
would
be
allowed
to
conduct
their
transactions
at
their
storefront
outdoors.
