Last week, Governor Newsom introduced the Blueprint for a Safer Economy, which allowed certain businesses to re-open on August 31. The tier system acts as a model for re-opening and also tightens restrictions for counties that have a higher risk of COVID-19 transmission.
We discuss the new criteria and answer some of your questions that have come to us in our call centers or through email regarding the County’s status for re-opening.

state
introduced
a
blueprint
for
a
safer
economy.
Here
you
can
see
the

we're
going
to
take
a
look
at
it
quickly.
What
the
state
did
was
introduced
a
tier
system
where
different
counties
fall
into
tier
systems
which
allow
for
some
businesses
to
reopen,
and,
of
course,
some
cannot
reopen
at
this
time
and
here
on
the
website.

believe
what
the
modifications
are
referring
to
is
going
back
to
our
actual
mandatory
directives
that
we
had
posted
many
many
many
weeks
ago,
so
the
density
requirements
submitting
those
social
distancing
protocols.
So
what
we
currently
had
originally
planned
to
institute
is
now
really
going
more
into
full
effect
after
we
had
hit
that
stop
immediately
from
the
state.
So
those
are
the
kind
of
modifications.

the
big
ones
right
now
are
hair,
salons
and
barber
shops
as
well
as
well
as
indoor
balls
indoor
malls
are
allowed
to
open
up
to
about
25
percent
of
their
maximum
capacity
and
hair
nail
salon.

sorry,
hair
and
barber
shops
are
allowed
to
open
up
to
their
capacity,
and
their
capacity
is
consistent
with
our
density
requirements
that
we
are
instituting
on
our
social
distancing
protocol.

the
only
restrictions
that
we
really
are
pushing
right
now
are
what
we
have
on
our
mandatory
directives
for
those
very
specific
sectors,
as
well
as
those
restrictions
that
are
have
been
in
our
health
officer
order
and
whatever
the
social
distancing
protocols
are
requiring
businesses
to
do
in
order
to
operate.
So
those
are
the
restrictions
that
we
are
requiring
of
those
businesses
that
are
allowed
to
open
at
this
time,
which
includes
salons.

so
barber
shops
and
salons
may
be
able
to
operate
indoor

and
outdoors
we're
encouraging
people
to
contact
their
city
to
make
sure
that
they're
still
going
to
be
allowed
to
operate
outdoors.
What
this
will
do,

they're
allowed
to
do
so,
is
maximize
those
services
they
need
to
do
inside
the
facility
and
still
provide
those
services
that
they
can
provide
outdoors.

there's

lot

confusion
right
now
about
that.
We
were.
We
started
with
this
risk
mitigation
order
and

plan
and
framework,
and
then
we
have
the
state
come
back
and
restructure
things,
so
we're
really
ramping
up
again
to
go
into
that
direction
of
risk
mitigation.
So
we
still
have
the
social
justice
protocol
that
businesses
must
fill
out
in
order
to
operate
and
that'll
guide
them
as
to
their
safe
operations.

so
now
that
hair
salons
are
open,
these
employees
are
going
to
be
exposed
to
people
on
a
very
regular
basis.
So
we
are
encouraging
those
employees
to
be
tested
monthly
in
order
to
make
sure
that
they
can
really
track
and
mitigate
the
spread
of
covet
19.
So
again,
they're
now
considered
a
front-line
employee,
so
they
should
be
tested
at
least
once
a
month.

be
allowed
to
take
at
this
time,
especially
when
it
comes
to
refusing
service
and
those
rights,
because
I
know
we
all
see
those
memes
that
are
on
social
media
right
now
of
people
getting
pushed
out
of
businesses-
and

lot

owners-
don't
want
to
have
to
be
that
aggressive
or
firm
with
their
customers.
They
really
hope
that
people
can
come
in
and
follow
the
rules.

there's

confusion,

of
providing
universal
guidance

times

state

stringent

county

directions

are
the
most
stringent
at

what
people
need
to
really
focus
on
is
that
there's
a
lot
of
things
that
will
become
available
once
we
get
out
of
the
purple
tier.

know,
indoor
dining
at
25
of
a
capacity
nail
salons
massage
therapy
studios
are
allowed
to
open
indoors
as
well.
So
those
are
the
guidelines
that
the
state
is
providing
us
at
this
time
too.
So
how
do
we
get
there?

We
get
there
by
making
sure
people
are
regularly
getting
tested
if
they're
front-line
employees
also,
if
you've
been
exposed
to
a
positive
case
or
if
you
are
experiencing
symptoms,
get
tested.
If
you're
regularly
using
public
transportation
get
tested.
The
state
has
already
provided
a
statement
saying
that
those
counties
that
are
providing
a
lot
of
tests,
which
is
who
we
are
at
this
point
in
santa
clara
county.

So
please
make
sure
you're
getting
tested,
especially
if
you're
having
symptoms
and
especially
if
you're,
a
frontline
worker
and
especially,
if
you're,
a
close
contact
and
also
when
you're
out
make
sure
you're
social
distancing
also
make
sure
you're
wearing
your
face
mask
and
also,
if
you
are
a
business,
make
sure
to
maximize
the
amount
of
employees
that
can
work
from
home
because
that
is
mandated
in
our
order
and
I'll
say
it
again.

I
think
this
is
a
very,
very
good
point.
