to
make
two

to
make
two
points
number

and
I
want

emphasize
this
point
point
of
gratitude.

want
to
thank
everybody.
That's
assembled
for
your
leadership
for
your
faith,
your
devotion,
to
the
cause
of
addressing
the
issues
of
poverty,
to
address
the
issues
of
equity
and
inclusion
in
a
meaningful
and
substantive
way,
not
just
a
rhetorical
way.

We
have
so
many
people
here
assembled
that
are
true
leaders,
demonstrable
leaders,
people
that
get
things
understand
things
and
then
get
things
done
that
actually
apply
their
ideals
and
manifest
them
through
legislative
action
through
advocacy
through
promotion
through
their
moral
authority,
as
well
as
many
members
that
are
here
with
their
formal
authority
as
assembly,
members
and
senators.

The
issue
that
unites
many
of
us
as
a
collective
group
was
a
cause
that
brought
us
together
at
a
whole
nother
level
just
a
year
and
a
half
two
years
ago,
around
the
earned
income
tax
credit,
our
working
families,
tax
credit
and
we
wouldn't
be
where
we
are
today.
3.9
million
californians
wouldn't
be
the
beneficiary
of
what
they
have
received
to
date
over
1.1
billion
dollars
in
distributed
checks
to
working
families,
folks
that
are
working
working
and
just
trying
to
work
their
way
through
this
pandemic
and
work
their
way
into
the
middle
class.

Had
it
not
been
for
so
many
people
here
assembled
I've
long
and
many
of
you
long
been
champions
of
the
federal
earned
income.
Tax
credit
was
great
to
see
the
state
finally
adopt
years
ago.
400
million
dollar
appropriation,
but
now
over
1.1
billion
dollars
will
get
1.2
to
1.2
half.
We
anticipate
with
the
I-10s
coming
up
of
distributions.
That's
a
remarkable
feat
now
close
to
tripling
that
commitment.
Just
over
the
course
of
the
last
18
24
months.
As
a
former
mayor,
I
was
a
little
frustrated.
C
I
remember
the
state
wasn't
doing
a
statewide
earned
income
tax
credit.
We
created
a
small
working
families,
tax
credit
in
our
city,
and
it
was
done
not
just
the
millions
of
dollars
we
put
up,
but
it
wasn't
done
in
no
small
degree
to
draw
down
the
eligibility
for
federal,
earned
income
tax
filers
that
otherwise
weren't.

But
as
we
love
to
say
all
of
us
that
are
assembled
here
today,
good
enough
never
is,
and
we
recognize
our
responsibility
to
do
more.
We
recognize
our
responsibility
to
do
better
and
that's
what
we
wanted
to
talk
about
here
today,
we're
announcing
today
a
desire
and-
and
this
is
just
a
promotion-
and
this
is
really
about
partnership
with
the
legislature
and
you're-
going
to
hear
from
a
number
of
legislative
leaders.
In
a
moment.
C
The
stress
that
they
may
be
evicted-
the
stress
that
many
are
under
that
they
just
can't
fight
those
lines
at
the
food
bank
and
their
ability
to
make
ends
meet
to
pay
for
child
care.
They
can
even
afford
it
or
food
utilities
with
the
looming
rental
evictions
and
the
rear
that
they're
in
the
debt
they
may
owe
may
just
be
overwhelming,
and
so
we
are
calling
on
some
immediate
action.
We
don't
want
to
wait
till
july.

We
want
some
immediate
actions
to
distribute
2.4
billion
dollars
in
what
we
call
the
golden
state
stimulus
we
want
to
get.
This
is
our
version
of
what
the
federal
government
just
did,
but
we
want
instead
of
600
checks
landing
in
people's
pocket
based
upon
what
the
feds
just
did.
We
want
to
double
it.

We
landed
this
deal
there
at
the
table
working
hard
legislative
leaders,
the
speaker
pro
tem,
tony
atkins
yesterday,
reaching
out
just
committed,
not
interested
committed
and
getting
that
deal
done
and
then
pulling
down
2.6
billion
dollars
of
the
renter
protections
that
come
from
the
new
federal
stimulus,
so
2.4
billion
in
terms
of
the
golden
state
stimulus,
2.6
billion
that
we
can
draw
down
from
the
federal
government's
appropriation
that
we
will
receive
as
a
state
1.4
billion
that
goes
to
the
state
proper
1.2
billion.
That
goes
to
what
we
call
entitlement
jurisdictions.

We
want
to
make
sure
we're
collaborating
with
those
jurisdictions
with
the
state
with
a
broader
agenda
in
mind,
comprehensive
whole
person
focused
harm
reduction,
but
support
to
weather
through
or
rather
work
through,
as
we
weather
this
storm,
and
so
that's
what
I
wanted
to
promote
today
again
gratitude,
but
also
this
new
stimulus
and
our
commitment
and
resolve
to
get
something
big
done
by
the
end
of
this
calendar
month
with
the
sense
of
urgency.
That's
required
at
the
moment,
as
it
relates
to
helping
not
just
renters
but
also
small
landlords.

They
have
been
out
front
strong
advocates
for
the
cause
that
unites
all
of
us
here
today.
The
legislative
agenda
and
legislative
policy
chops
that
actually
have
produced
real
results.
Legislation's
landed
on
my
desk
advocacy,
that's
proven
through
the
distribution
of
budget
and
funds
across
the
spectrum
to
help
working
poor
and
to
help
working
families.
So
thank
you
to
the
senators
thank
you
to
the
assembly
members
they're,
also,
all
critical
in
terms
of
that
renter
protection
deal
as
well,
and
now
I
want
to
turn
it
over
to
authors
as
well.

Just
principal
authors
also
champions
intense
passionate,
purposeful
champions
of
the
eitc
and
I'll
start
with
assemblymember
rest.
Who
made
sure
this
was
a
top
agenda
item
a
year
plus
ago
and
made
things
happen
with
I-10s?
Many
things
happens
on
the
expansion.
Eitc
makes
things
happen
all
the
time,
including
on
the
budget,
and
we
couldn't
have
this
conversation
without
her
and
her
leadership.
So
I
just
want
to
turn
it
over
to
the
assemblywoman
and
thank
you
for
everything.
You've
done.

It's
clear
that
the
economic
consequences
of
the
pandemic
have
devastated
families
across
the
state,
and
you
see
it,
and
my
colleagues
see
it.
So
I'm
so
glad
that
we're
here
today
to
talk
about
that,
I
think
what
it
has
done
is
it's
brought
to
the
forefront
the
economic
and
health
care
challenges
of
our
struggling
communities.

Today
we
stand
together.
You
governor
the
summit
and
the
assembly
to
respond
to
these
challenges
with
a
proven
strategy
to
build
a
safety
net
for
struggling
californians.
The
california
golden
state
stimulus
combined
with
federal
dollars,
will
protect
struggling
families
from
further
economic
harm
and
provide
a
bridge
to
our
state's
collective
economic
recovery.
This
type
of
stimulus,
modeled
on
the
california,
air
and
income
tax,
credit
or
cali
itc
has
a
proven
track
record
record
of
helping
lift
people
out
of
poverty
and
providing
a
positive
economic
impact
to
the
state.

Overall,
the
cali
itc
has
been
expanded
step
by
step,
as
you
know,
by
the
legislature,
working
with
former
governor
jerry
brown
and
with
you
our
current
governor,
gavin
newsom,
we're
so
proud.
It's
a
core
policy
effort
to
help
address
the
inequities
in
our
state
that
have
been
so
exhausted,
exacerbated
by
cobit.

Now
that
so
many
have
lost
their
jobs
or
had
their
hours
reduced
or
interrupted
the
assembly,
and
I'm
so
proud
to
be
part
of
that,
we
look
forward
to
quickly
reviewing
the
details
of
your
proposal
and
working
on
it
as
part
of
the
2021
budget
process,
it's
vital
for
the
legislature
and
the
governor
to
work
in
unity
to
help
californians
who
are
hurting
so
much
right.

modern
day,
eitc
program,
it
was
championed
by
the
president
of
the
senate,
tony
atkins
when
she
was
speaker
of
the
assembly
and
has
remained
a
top
priority
for
the
legislature
year
after
year,
and
it
is
a
priority
for
this
governor
governor
newsom.
We
know
california's
working
families,
they're
the
heart
of
our
communities,
they're
the
front
line
workers
who
have
kept
our
economy
moving
forward
during
this
most
tragic
pending
and
no
matter
how
hard
these
working
families
work
through
no
fault
of
their
own.
A
job
simply
isn't
enough.

It's
not
enough
to
provide
for
their
family
to
pay
their
rent
and
rise
above
poverty.
This
additional
six
hundred
dollars
in
rapid
cash
relief
will
put
food
on
the
table
food
on
the
table,
for,
as
you
heard,
the
governor
say,
nearly
four
million
vulnerable
californians.
It's
going
to
help
them
pay
their
rent
and
these
funds
they're
also
going
to
be
a
shot
in
the
arm
for
our
economic
recovery
in
california's
economy.
We
really
look
forward,
look
forward
to
working
with
governor
newsom
on
this
proposal
in
the
coming
days
to
be
able
to
maximize
its
impact.

separated

can't
afford
to
take
care
of
them.

go
into

pockets
of
the
people
who

keeping
us
fed,

sure

basic
essentials

work

move

californians
