Governor Gavin Newsom today highlighted his proposed California Comeback Plan investments to jump-start the state’s travel economy as it fully reopens tomorrow, and announced a new Vax for the Win California Dream Vacations giveaway in partnership with Visit California to thank Californians for doing their part to get vaccinated and encourage them to revisit the state’s landmark destinations this summer.
The Governor is proposing $95 million to aid California’s tourism economy. During the height of the pandemic, California lost nearly half the 1.2 million jobs in our hospitality and tourism industries. With the support of the Governor’s investment, it is estimated that over 300,000 jobs can be recovered within a year, an increase that would normally take multiple years. The Governor is also supporting hundreds of millions of dollars for California’s ports. Tourism ports were hit particularly hard during the pandemic and with this infusion of funds, California’s ports will be able to rebuild and bring back jobs to our coastal communities.
On July 1, all Californians aged 18 and older who are at least partially vaccinated will have the chance to win in a randomized drawing for one of six different vacation packages to California’s gateway destination cities, including Anaheim, Greater Palm Springs, Los Angeles, San Diego and San Francisco. Californians selected in the Dream Vacations drawing will also receive $2,000 to offset travel expenses.
The six trip packages include:

* Greater Palm Spring Luxury package for two
* Premium Los Angeles Experience for four
* San Diego Beach Dream Vacation for four
* San Diego Downtown Dream Vacation for four
* San Francisco “Our Gate Is Open” Welcome Package for four

california
is

number
one
travel
destination

united

we
in
the

industry

announce
the
opening

california
tourism
industry
tomorrow,
in
terms
of
our
incredible
cities,
our
iconic
attractions,
the
industry
is
ready
to
roll
out
the
red
carpet
to
prospective
visitors
in
california,
around
the
nation
and
even
the
world.
It's
an
incredible
milestone
for
us
and
we're
so
excited,
and
the
industry
is
excited
for
visitors
to
partake
in
only
in
california
experiences.

You
know,
prior
to
the
the
epi
the
pandemic.
California,
tourism
was
part
of
the
cornerstone
and
the
fabric
of
california's
economic
engine.
Visitors
spent
145
billion
dollars
a
year
in
this
state
as
the
number
one
travel
destination
far
beyond
our
competitive
set,
we're
actually
one
and
a
half
times
the
size
of
the
florida,
tourism
economy
and
five
times
the
size
of
the
hawaiian
tourism
economy.

And
now
nearly
twenty
thousand
businesses
across
the
state
are
going
to
cross
that
threshold
into
post
operations.
This
week
you
know
we
had
a
challenge,
but
I
am
confident
again
with
this
incredible
leadership
here
that
we're
going
to
rise
to
that
challenge.
The
sector
travel
and
tourism
was
hardest
hit.
We
all
know
that
this
was
10
times
the
size
of
9
11
and
more
than
55
percent
of
spending
evaporated
overnight
and
we're
still
looking
at
four
more
years
till
we
get
back
to
those
2019
numbers
of
145
billion
dollars.

We
know
how
important
travel
and
tourism
is
for
local
communities.
It
literally
powers,
local
communities-
if
you
take
san
francisco
right
here,
100
of
transit
occupancy
tax
goes
to
fund
city
budget
operations,
that's
418
million
dollars
in
2019
and
another
or
compounded
with
820
million
dollars
that
taurus
tourism
spending
generated
to
power
this
incredible
community.

So
one
of
the
key
issues
for
us
to
get
california
back
on
track
and
shorten
this
recovery
curve
is
to
encourage
californians
to
travel
in
california.
It's
like
a
modern
day
act
of
patriotism.
If
we
can
spend
those
dollars
here,
fulfill
your
california
bucket
list
and
really
encourage
californians
to
stay
in
california
to
shorten
that
recovery
curve.

So
today
is
a
great
step
forward.
We
do
have
some
work
to
do.
California
is
perceived
to
be
less
destination
ready
than
the
rest
of
the
united
states.
In
particular,
our
friends
in
florida.
Americans
see
florida
as
being
more
open
than
california
and
that's
the
hard
work
we
have
to
do.
But
again,
that's
because
this
governor
kept
us
safe
and
now
it's
time
to
come,
open
and
accelerate
the
recovery
curve.

The
port
of
san
francisco,
like
other
tourist
ports,
or,
as
I
call
them,
people
moving
ports,
cruise
ships,
ferries
excursions
who
support
fishing
and
boating
and
maintain
incredible
historic
resources
like
this
beloved
ferry
building
for
san
franciscans
and
all
california
were
devastated.
In
covit
19.,
we
were
facing
an
absolute
economic
crisis
with
our
revenues
down
50
percent
and
our
savings
depleted.

I
would
also
like
to
thank
the
lieutenant
governor,
eleni,
kunalakis
state
controller,
betty
yee
and
assemblymember
chu
and
ting
and
senator
weiner
for
all
of
their
supports,
and
I
would
be
remiss
if
I
didn't

investment

our
california

me
first
start
by
welcoming
our
governor
back
to
his
hometown
and
salute
him
for
his
incredibly
able
leadership
during
the
worst
pandemic
in
over
a
hundred
years,
particularly
as
he
has
been
simultaneously
fighting
hard
for
so
many
of
our
hardest
hit
sectors,
most
notably
tourism
and
hospitality
that
we
are
talking
about
today.

want
to
also
welcome-
and
thank
so
many
of
our
leadership
from
tourism,
hospitality
and
our
ports,
and
I
will
say
I
know
for
many
of
us.
This
has
been
personal

years
ago
when
I
was
a
21
year
old.
I
first
came
to
san
francisco
as
a
tourist,
and
I
fell
in
love
with
this
city
because
of
your
industry.
It's
why
I
ended
up
here.
It's
why
I
raised
my
family
and
my
son
here,
and
it
is
why
generations
of
californians
have
come
and
rooted
in
our
state,
and
we
know
before
the
pandemic.

Just
in
the
city
of
san
francisco,
25
million
visitors
a
year,
10
billion
dollars
of
revenue
absolutely
decimated
cut
by
half,
and
this
is
why,
as
a
member
of
the
assembly
committee
that
has
jurisdiction
over
tourism,
I
was
a
co-author
of
the
tourism
recovery
act
which
proposed
to
invest
in
tourist
marketing
dollars.
We
proposed
45
million
dollars
and
the
governor
doubled
down
on
that
he
doubled
down
on
that.
We
are
going
to
move
forward,
an
investment
that
made
an
incredible
difference
after
9
11..
D
I
also
want
to
take
a
moment
and
really
thank
our
hospitality
and
hotels
during
this
time
period,
particularly
our
hotels
that
open
up
their
doors
to
house
our
first
responders,
our
homeless
neighbors.
I'm
sure
this
is
the
case
for
my
senate
housing,
chair
colleague,
but
the
two
of
us
who
spearhead
housing
issues.
You
know
the
leadership
that
our
state
moved
forward
again
under
the
aegis
of
governor
newsom,
around
project
homekey
and
room
key
really
moved
us
forward,
and
now
it's
our
turn
to
make
sure
that
our
hotels
come
roaring
back.

Our
port
director
talked
about
the
ports
and
she's
talked
about
the
importance
of
the
ports
in
ensuring
the
lifeblood
of
our
economy,
and
I
want
to
say,
as
one
of
a
number
of
representatives
of
ports
up
and
down
the
state.
Again
we
asked
the
governor:
can
you
invest
in
our
ports
and
he
responded
ferociously
by
ensuring
that
federal
stimulus
dollars
to
the
tune
of
250
million
dollars
will
move
forward.

Let
me
just
end
by
saying
that
we
have
a
lot
of
work
to
do,
but
I
can
tell
you,
as
a
representative
of
san
francisco,
that
our
hotels
and
our
bars
and
our
restaurants
and
our
clubs
and
our
tourist
attractions
and
our
convention
centers,
are
ready
for
business.
San
francisco
is
ready.
California
is
ready
and
we're
looking
forward
to
bringing
the
world
back
to
see
and
enjoy
the
best
that
our
city
and
our
state
has
to
offer.
With
that,
it's
my
honor
to
bring
an
incredible
partner
of
mine.

there

so
excited

tomorrow

a
lot
of
reasons.
There
is
this
obsession,
sometimes
it's
primarily
an
east
coast
thing
about
trying
to
dance

california's
grave

always
predict
that
california's
not
going
to
come
back
et
cetera,
et
cetera
and
particularly
san
francisco,
and
it's
never
true.

I
am
very
excited
about
what
the
future
holds,
not
just
for
our
economy,
but
for
our
entire
community
and
I'm
really
excited
about
tomorrow,
and
I
think
I'm
probably
going
to
come
back
to
san
francisco
from
the
capitol
to
go
out
to
some
of
the
gay
bars
in
the
castro
just
to
share.
In
the
energy,
that's
going
to
be
there
so
with
that
said,
I
want
to
welcome
our
fearless
leader
for
the
last
15
months.

No
one
does
it
better
than
visit
california,
we're
measurably
grateful
for
her
stewardship,
her
leadership,
her
faith,
that
that
we
would
turn
the
page
on
this
pandemic
and
now
begin
the
work
of
rebuilding
an
industry
that
really
had
the
sledgehammer
taken
to
it
over
the
course
of
last
year.
Carolyn
is
not
wrong
to
highlight
the
fact
that
this
industry
has
been
disproportionately
impacted
by
this
pandemic.

She
was
not
wrong
to
identify
that
145
billion
dollars
of
economic

That
was
a
record
amount
in

that
has
been

But
with
that
comes
the
mindset
that
brings
us
here
today,

resilience,

of
optimism,

the
senator

days

behind

days

ahead
of
us.

This
state
and
the
contributions
we've
made
all
across
the
rest
of
the
nation.
California
was
the
first
state
to
move
forward
with
the
stay-at-home
order,
and
I
thought
it
very
interesting
that
assembly
member
highlighted
the
fact
that
california's
economy
outperformed
other
states
because
of
those
health
policies
and
the
important
point
that
someone
chew
was
making.
I
think,
needs
to
be
highlighted
over
and
over
and
over
again.

Florida
actually
had
worse
economic
outcome
over
the
course.
The
last
year
than
the
state
of
california.
So
did
texas,
the
economy
in
the
state
of
california
did
not
contract
as
much
as
those
states
and
we
had
better
health
outcomes.
It
was
because
of
the
health
first
focus
that
this
state
is
not
posed
poised
to
recover.
It's
poised,
as
was
noted,
to
come,
roaring
back
and
don't
take
my
word
for
it.
Just
look
at
the
data
look
at
the
facts.
38
percent
of
america's
jobs
came
out
of
the
state
of
california.

That
will
allow
us
to
make
the
kinds
of
investments
that
were
being
highlighted
just
a
moment
ago
in
terms
of
infrastructure
here
at
the
port,
to
invest
in
our
human
infrastructure,
in
our
k-12
education
system
to
address
the
pre-existing
conditions
in
this
state:
affordability,
housing
and
yes,
homelessness,
record
investments
we'll
be
making
in
those
spaces,
but
we're
here
primarily
because
california
has
excelled
in
another
category
and
that's
vaccinations,
and
I
just
want
to
thank
everybody.
That's
taken
the
time
to
take
that
life-saving
vaccination.

We
have
now
administered
over
72
percent
of
californians,
18
and
older
have
received
at
least
one
dose
of
vaccines,
72
of
californians
that's
among
the
highest
rates
of
vaccination
in
the
united
states,
america.
We
achieved
the
70
goal
over
one
month
before
the
stated
goal
of
july
4th
that
president
biden
has
announced
40.4
million
doses
of
vaccines
have
been
administered
here
in
the
state
of
california,
and
just
a
few
weeks
ago
we
launched
an
incentive
program
in
order
to
continue
that
work.
We
started
to
see
a
decline.

In
first
doses,
we
started
to
see
decline
all
across
the
united
states,
not
just
here
in
the
state
of
california.
Mindful
of
that,
we
decided
to
move
forward
with
the
incredible
support
of
the
senator
and
the
assembly
member
their
leadership
to
invest
over
100
million
dollars
in
incentives
to
encourage
people
to
get
vaccinated.

Tomorrow,
10
individuals
in
the
state
of
california,
22
million
eligible
californians
10
individuals
will
receive
a
million
and
a
half
dollars
each
those
that
have
been
vaccinated
with
at
least
one
dose
are
eligible,
you're
still
eligible.
If
you
get
vaccinated
today,
we
encourage
folks
that
are
on
the
fence.

Tomorrow
you
have
an
equal
chance
with
those
others
to
receive
a
call
from
the
department
of
public
health
and
receive
one
and
a
half
million
dollars.
Ten
individuals
tomorrow
morning
will
have
that
opportunity.
Just
last
week,
on
friday,
we
drew
15
names.
11
of
them
have
been
contacted,
they've
each
received
50
000.

We
highlighted
one
young
lady
under
the
age
of
18.
Not
only
did
she
receive
50
000,
but
she
received
confidence
and
security
that
she
can
fulfill
her
dream
of
actually
going
to
college
and
her
mind
now
has
been
stretched
and
so
has
her
families,
because
she
had
the
courage
to
bring
her
family
a
few
months
ago
to
get
vaccinated,
and
for
that
she
was
rewarded
through
this
random
draw
with
fifty
thousand
dollars.

individuals
have
been
pulled
and
are
receiving
50
000
checks
as
part
of
our
incentive
package.

Anybody
that
gets
vaccinated
will
get
a
fifty
dollar
gift
card,
not
in
the
mail
but
on
your
email
or
on
a
text
message,
and
we
on
encourage
folks
to
at
least
take
advantage
of
that.
That's
dollars
in
your
pocket,
no
matter
what,
but
again
with
the
chance
to
get
the
million
and
a
half
dollars
as
we
do
the
draw
tomorrow.

Six
dream
vacation

continue
the

dream
vacations

offsetting
the
cost
associated
with

state
is
going
to
provide

additional
two
thousand
dollars
for
travel,
so
your
travels
covered,
but
these
are
packages
that
include-
and
I
don't
wanna
hear
booze.

There's
no
state
in
america
that
has
more
in
terms
of
experiences
more
in
terms
of
its
culinary
options
than
the
great
state
of
california,
and
so
we're
really
proud
of
the
resources.
We
have
human
resources,
the
physical
attributes,
not
least
of
which
the
golden
gate
bridge
that
was
behind
me
a
moment
ago.

highlight
all
of
that
and
remind
people
of
the
opportunity
with
california
reopening
tomorrow,
no
more
physical,
distancing
requirements,
no
more
caps
on
occupancy
moving
beyond
the
blueprint
aligning
with
the
cdc
on
masks,
mandates
that
all
goes
in
effect
midnight
tonight
in
the
state
of
california.
So
with
that,
we
are
happy
to
answer
any
questions
and,
as
I
said,
I
want
to
just
thank
all
californians
out

these
new
rules?
Should
people
still
continue
to
wear
masks
at
work.

the
guidelines

answer
is
no

we'll
codify

executive
order
to
make
that
clear
on
the
17th.
So
that
should
clear
up
any
ambiguity
if
they
take

action

highlighted

friday,
the
published
action
then
we'll
move
forward
as
it
relates
to
the
alj
process
and
that
rule
making
gap
between
any
action
on
the
17th
and
the
28th
with
an
executive
order
that
clarifies
that
and
will
be
consistent
with
the
cdc
guidelines.

we
are
announcing
the
incentive
draw

for
these
vacations.

that
those
fifty
dollar
cards
would
continue

supplies
last
two
million
cards

are
pleased
that
taco
bell
chipotle
have
also
done
incentives,
starting
tomorrow,
those
very
addictive
dorito
tacos.
For
example,
you
can
get
one
free
if
you're
vaccinated
starting
tomorrow,
maybe
that's
the
incentive,
you
need.

hope
we'll
be
honest
about
that
and
we
are
consistent
with
the
cdc
as
it
relates
to
a
process
where
people
we
recommend
consistent
with
the
cdc.
If
you
haven't
been
vaccinated
and
you're
public
or
you're

large
indoor
setting,
we
encourage
mask
wearing
and
that's
the
cdc
framework,
but
again
it's
on
the
basis
of
trust
and
that's
the
system
that
is
in
place
nationally.
It's
a
system
being
placed
in
the
state
of
california
if.

Businesses,
businesses
will
have
a
lot
of
freedom
and
choice
as
it
relates
to
the
masking.
The
state
of
california
is
going
to
provide
those
masks
for
those
individuals
that
self-attest
as
not
being
vaccinated.
So
the
state
is
going
to
provide
those
masks.
Large
quantity
of
those
masks
up
and
down
the
spectrum.
Businesses
can
continue
to
make
choices
for
themselves.
What
works
for
your
business?
We're
not
going
to
mandate,
there's
no
mandated
passports,
but
businesses
can
require
verification.

Businesses
can
require
mask
wearing
businesses,
have
the
freedom
of
choice
across
the
spectrum,
so
I
you're
going
to
be
in
a
scenario
where
a
lot
of
people
are
going
to
be
wearing
masks
because
they
choose
to
wear
masks
because
businesses
make
requirements
as
it
relates
to
masking.
So
this
is
not
it's
not
we're
not
where
we
all
want
to
be,
which
is
this
pandemic
completely
extinguished,
we're
just
at
a
point
with
vaccination
rates.
