Governor Gavin Newsom provides an update on the state's response to the COVID-19 pandemic.

Governor Gavin Newsom today announced that California has opted in to the federal COVID-19 Pharmacy Partnership. At no cost to the state or local government, CVS and Walgreens will administer the Pfizer vaccine to residents and staff in long-term care facilities. Starting today, CVS and Walgreens will start with nursing homes, which will take an estimated 3-4 weeks, and then vaccinate staff and residents in assisted living, residential care and other long-term care facilities.
The program will enable counties to leverage CVS and Walgreens pharmacy staff to administer the vaccine more broadly with pharmacy staff going directly to care facilities. Skilled Nursing Facilities will receive vaccine from staff from CVS and Walgreens. Approximately 499 nursing homes will be provided vaccine by CVS and 357 by Walgreens. The vaccines will be administered by pharmacists, pharmacy technicians and nurses. Pharmacy technicians are participating under a recent waiver by the Board of Pharmacy that requires appropriate supervision under California law and specialized training.

case
stake
rates
and
case
number
updates.
You
can
see

numbers,
new

In
the
last
two
weeks,
this
december
testing
number
is
an
entire
month
testing
data.
So
far
to
date,
we've
seen
a

increase
in
the
average
number
of
daily
tests
just
month
over
month.
We
expect
to
continue
to
see
a
rate
of
growth
in
the
testing
in
the
state
and
that's
a
point
of
pride
and
it's
also
a
point
that
needs
to
be
emphasized:
more
testing,
more
surveillance,
more
accuracy
and
understanding
of
community
spread
more
case
numbers,
certainly
but
a
much
more
honest
assessment
of
where
we
are
in
this
state.

Those
three
remain
the
most
impacted
large
counties
in
the
state
you
can
see
in
the
icu
emissions
similar
trend
lines,
a
growth
along
the
lines
consistent
with
the
hospital
admissions
growth
rate.
Though
again
that's
plateauing
modestly,

our
icus
that
have
tested
positive
for
covid.
But
again
none
of
us
live
in
the
aggregate.
The
plateauing
is
in
the
aggregate,
regional
by
region
you're,
seeing
a
completely
different
story.

This
is
a
slide

I
think
sums
it
up
in
southern
california,
that
icu
capacity
san
joaquin
valley,
the
ic
capacity,
is
effectively
zero.
Both
regions
are
in
their
surge
planning
on
icu
and
many
cases
that
surge
planning
is
substantial
in
other
cases.
It's
certainly
in
that
next
phase,
the
bay
area,
not
yet
in
to
the
surge
phase
at
9.5
percent,
the
greater
sacramento
region
still
hovering
a
little
bit
above
the
15
at
16.6
and,
of
course,
northern
california,
up
near
the
oregon
border.

We
are
seeing
icu
capacity,
that's
reasonable
at
29.3,
not
where
you
want
to
see
it,
but
certainly
not
the
experience
in
that
part
of
the
state
in
southern
california,
in
in
san
joaquin
valley
we
have
initiated.
You
recall.
The
stay-at-home
orders
were
part
of
a
three-week
regional
stay-at-home
order
when
the
icu
capacity
trended
below
15
percent
remind
you,
san
joaquin
and
southern
california.

State
homeowners
were
the
first
to
be
enacted,
understandably
so,
based
upon
the
ic
capacity,
you
just
saw
that
four
or
either
a
three
week
period
is
now
due
to
expire,
both
in
san
joaquin
and
southern
california
begging.
The
question:
is
it
going
to
be
extended?
Well,
pretty
well
self-evident
zero
percent
capacity
in
san
joaquin
and
in
southern
california
that
that
likely
is
the
case,
but
I'll
remind
you
when
we
conceived
of
this
framework,
we
are
looking
at
projections.

They
will
announce
once
today's
data
is
collected
their
projections
over
the
next
four
week
period.
It
is
clear
and
understandable
that
it's
likely
those
stay-at-home
orders
will
be
extended,
but
again
based
upon
the
data
that
determination
will
be
made
and
based
upon
the
data
that
needs
to
be
collected
today
to
complete
that
three-week
period.
Dr

you
tomorrow
on
more
specific
projections.

We
see
the
greater
sacramento
area
and
the
bay
area.
Those
stay-at-home
orders
that
three-week
period
due
to
expire
on
january,
1st
in
sacramento,
we'll
update
you
after
the
beginning
of
the
new
year,
where
greater
sacramento
area
and
region
are
based
upon
their
four-week
projections
and
the
bay
area.

week
later,
on
january,
8th
and
we'll
update,
that's
the
conclusion
of
that
three-week
stay-at-home
order.
We'll
update
you
on
those
four
week,
projections
moving
forward
around
that
date
as
well.

Look
as
it
relates
to
southern
california,
hospitals,
that's
been
our
biggest
focus,
it's
obviously
generated
headlines.
It's
generated
a
lot
of
focus
and
consternation
not
only
within
the
region,
but
throughout
the
region
throughout
this
country,
and
I'll
talk
more
about
that
in
a
moment
in
terms
of
the
support
mutual
aid
that
we
are
receiving.
But
you
get
a
sense
here
from
this
slide
the
magnitude
of
what
we're
up
against,
particularly
in
southern
california,
particularly
in
los
angeles
county,
look
at
la
county
alone,
12
to
15
000
cases
a
day.

Just
in
the
last
few
weeks,
it's
obviously
having
a
big
impact,
taking
a
big
toll
on
our
hospitals,
not
only
in
terms
of
hospitals,
proper
but
obviously
icu
and
the
impact
in
terms
of
acute
care,
as
well
as
just
general
emergency
care
within
the
system.

underscore

percent
of
l.a
county
hospitals
were
on
diversion.
That's
in
essence,
when
you
can't
accept
ambulance
diversions,
you
can't
accept
the
ambulance
for
acute
patient
needs,
they're,
diverted
to
another
part
of
the
system.
Another
part
of
the
county
or
another
part
of
the
region.

of
la
county
hospitals,
were
on
diversion
at
some
point
over
this
weekend
on
saturday,
typically
you'll
still
see
ambulance
diversions,
but
33
percent
pre-surge.
That's
in
a
covent
environment,
pre-surge
33
to
96,
that's
saturday,
specific
numbers.
We
use
that
just
to
illustrate
the
pressure
now
we
are
experiencing
in
terms
of
the
system,
particularly
the
hospitals,
in
los
angeles
county
on
average,
and
this
number
is
sobering.
On
average,
la
county
hospitals
spent
two
thirds
of
their
day
or
16
hours
on
diversion
just
eight
hours
when
they
weren't
on
diversion.

That's
on
average,
again
just
putting
underscoring
a
finer
point
of
the
magnitude
of
the
stress
now
in
the
hospital
system
in
la
county
again,
routine
emergency
room
care
is
being
slowed
down.
So
if
you
think
this
doesn't
impact
you,
if
you
think
somehow
you're
immune
from
impact
of
covid
there's
the
direct
impact,
that
is
the
transmission
of
this
virus,
there's
the
indirect
impact-
god
forbid,
you
have
a
stroke
or
heart
attack
your
car
accident
or
you
have
other
acute
care
needs.
The
impact
of
these.

So,
as
a
consequence,
we
have
been
supporting
through
mutual
aid
and
we'll
update
you
on
some
of
those
efforts
on
staffing
that
we've
been
deploying
over
the
course
of
last
many
many
months,
not
just
many
many
weeks
since
this
third
wave
and
this
new
surge
that
we
have
experienced,
but
we've
also
been
working
a
little
bit
more
prescriptively
over
the
course
of
the
last
week
to
really
target
the
needs
within
the
hospital
system.
You
have
large
hospitals,
large
systems,
you
have
smaller
hospitals,
each
one
is
a
unique
story.

Each
one,
each
hospital
within
each
county
within
each
system
tells
a
completely
different
story
in
terms
of
stress
and
impact,
so
we
sent
a
number
of
teams
down.
We
visited
a
sample
of
the
hospitals,
large
and
small,
to
really
understand
what
are
the
most
important
acute
needs,
staffing,
obviously
top
of
mind,
but
what
other
supplies?
B
Not
just
ppe
as
it
relates
to
masks
and
gloves
and
gowns
and
face
coverings,
but
oxygen
other
needs
ventilators,
and
we
have
now
been
able
to
take
that
information
which
we
garnered
over
the
course
the
last
number
of
days,
and
we
are
now
sending
a
new
team
that
we're
embedding
now
full-time
the
county
in
la
county,
to
encourage
load
leveling
and
to
encourage
greater
coordination
between
the
hospitals.
What
I
mean
by
load,
leveling
is
some
hospitals
are
130
percent.
Some
are
at
70
percent.

Some
are
just
down
the
road
from
one
another,
and
some
have
completely
different
patient
patient
mix
based
on
social
economics
based
upon
a
myriad
of
different
issues,
so
looking
at
load,
leveling
in
a
more
coordinated
and
collaborative
manner,
not
just
within
the
county,
but
more
regional
and
obviously
with
the
state
and
drawing
down
our
federal
partnerships.
We're
also
looking
at
contingency
care
planning
based
upon
that
same
consideration,
same
strategies
and
this
new
team
that's
been
embedded
down
in
la
county
is
emsa
team,
cdph,
department
of
public
health,
obviously
office
of
emergency
service
oes.

We
have
now
deployed
into
116
facilities
in
the
state
of
california,
1
000
plus
staff.
In
fact,
1028
staff
have
been
deployed
through
myriad
of
strategies,
be
the
health
corps,
be
it
the
cal,
california,
national
guard
and
their
cohorts
of
teams,
spectrum
of
folks
over
now
thousand
staff
that
have
been
deployed
throughout
116
facilities.

We
also
have
staffing
waivers:
that's
looking
at
flexibility,
looking
at
really
stretching
resources
and
again
absolute
expression
of
admiration,
respect
for
our
nurses
that
are
asked
to
do
more
with
less
staff
and
less
support
it's
heroic,
and
that
needs
to
be
acknowledged.
Those
staffing
ravers
put
intense
pressure
on
that
workforce
on
those
individuals,
and
I
just
want
to
express
our
appreciation
to
each
and
every
one
of
them
working
through
the
holidays
and
through
these
difficult
times,
particularly
with
the
staffing
waivers
now,
86
waivers
approved,
statewide
federal
resources,
again
we're
pulling
down
more
federal
resources.

We
had
good
news
on
the
hsn,
the
dmacc
teams.
These
were
again
looking
to
be
redeployed
from
southern
california
and
primarily
imperial
county
area.
We've
got
a
new
team
arriving
this
week,
we're
having
today,
which
is
very,
very
encouraging,
as
well
as
we're
seeing
75
personnel
from
that
work,
we're
doing
the
efforts
to
get
more
dod,
dod
staff
department
of
defense
staff.
These
10
teams
requested
200
folks.

We
got
those
first
75,
now
being
coordinated,
getting
ready
for
deployment
the
next
24
to
48
hours,
so
more
resources
being
requested
from
the
feds.
We've
updated
you
last
week
on
some
of
those
specific
requests.
Just
here's
an
update
in
terms
of
some
of
the
requests
that
have
been
granted
and
have
been
supported,
additional
work
that
we've
been
doing
just
to
update
you
as
well.
On
these
alternative
care
sites,
we
have
close
to
2
000
beds,
arguably
more
than
that
1872.

These
alternative
care
sites
strategically
deployed
throughout
the
state
of
california,
imperial
valley,
college
down,
imperial
county,
obviously
sacramento
sleep,
train,
porterville,
fairview
and
then
a
new
alternative
care
site
that
has
not
yet
taken
patients,
but
now
beds
are
being
put
put
up,
stood
up,
but
you
can
see
67
patients
now
in
these
facilities,
helping
just
modestly
at
this
stage,
modestly,
to
decompress
the
rest
of
the
hospital
system.
But,
as
we
stand,
these
up,
our
capacity
is
substantially
greater.
Just
as
an
example.

Sacramento

train

over

in
that

of
patients
they're
just

so
we're
getting
these
sites
up

It's

staffing,
and
that
remains
again
with
all
the
issues
that
are
compounded
in
stacking,
the
top
issue,
as
we
work
through
this
very
challenging
time,
but
nothing
more
challenging
or
nothing.

this
challenge
more
than
the
total
number
of
people
whose
lives
have
been
lost,
and
this
is
devastating.
These
lives
lost,
quite
literally
in
the
last
number
of
days,
over
the
holiday
season,
hanukkah
kwanzaa
and
obviously
christmas

that's
that's
a
reporting.
Every
monday
I
say
this

it
is
never
tells
a
story.
Those
are
reporting
lags
based
upon
the
weekend.

partnership

allow

vaccination

today

vulnerable
californians,

in
our
skilled
nursing
facilities.
There's
two
phases
of
this
pharmacy
partnership.
That's
focused
primarily
on
the
skilled
nursing
facilities
as
the
first
cohort
of
focus
we're
going
to
use
the
first
phase
of
the
pfizer
vaccines
we're
going
to
take
from
that
allotment
of
percentage.

This
was
all
part
of
our
plan,
1a
our
drafting
of
our
vaccine
guidelines,
so
part
of
that
existing
public
plan
we'll
use
those
doses.

percentage
of
those
they'll
be
sent
directly
by
the
feds
to
the
pharmacies.

pharmacies
will
begin
that
vaccination
protocol
again
the
skilled
nursing
facilities,
the
sniffs
first,
their
part

second

will

assisted,

facilities,

other

what
that
partnership
looks
like
they're,
going

minister
the
vaccine
by
their
staff,
pharmacists
technicians,
pharmacy
technicians.

did
a
waiver
on
that
they're
going
to
do
scheduling,
coordination,
all
the
on-site
work.
All
the
associated
supplies
will
be
done
by
this
partnership,
so
we're
not
pulling.
I
guess
it's
a
way
of
importance
to
this
slide

just
say:
we're
not
using
our
existing
staff.
That's
why
we
went
into
this
partnership
with
cvs
and
walgreens
is
the
scarcity
of
staff.

didn't
want

staff

key
supplies

pull
it
away

other

that's
why
this
partnership
is
so
important.

impactful
as
it's
being
promoted

happening

the

in
many

of
the

our
healthcare
workforce.

trend

slope

increase

we've
been
very
worried
about
that
rate
of
rise
has
come
down
a
little
bit
in
some
parts

state

reassuring

the
governor
has
clearly
stated,
we're
worried
not
just
about.
What's
happened
over
the
past
couple
of
weeks
that
piece
of
good
news,
but
really
what's
going
to
happen
as
we
see
the
cases
from
the
christmas
holiday
hanukkah
coming
up
now
with
the
new
year's
celebration
and
I'll.

recent
surveys
show
that
that
number
is
somewhere
between
50
and
60
of
californians
making
that
decision.
So
we
really
hope
that,
as
we
enter
one
of
these
last
worrying
periods
for
the
foreseeable
future,
with
new
year's

people

make
the
decision
to
stay
local
stay
at
home,
don't
mix
outside
of
their
household,
because
I
mean
everything
that
we're
seeing
today
is
that
things
that
were
a
month
ago
or
two
months
ago.

low
risk
activity
today
are
really
high
risks
because
of
the
level
of
covid
that's
circulating
in
our
communities
as
it
relates
to
our
surge
planning
governor.

it
exactly
right.

are
less
worried
about
the
space

some
hospitals
are
using
every
inch
in
area
of
space
to
take
care
of
patients,
and
we
commend
that
important
use
of
those

certainly

bigger
worry
right
now
is
staffing.

lot
of
folks.

the
alternative
care
sites,
which
indeed
are
an
important
part
of
our
response,
but
more
than
that
is
identifying
staff
working
with
hospitals
across
impacted
regions
to
make
sure
that
they
have
the
staff
either
through
registry
and
traveling
staff,
nurses
and
physicians
and
other
providers,
respiratory
therapists
or
some
facilities
bringing
their
outpatient
staff
to
come
help
and
serve
in
the
inpatient
environment.
So
all
of
those
strategies
help
us
ramp
up
our
ability
to
take
care
of
patients,
both
in
regular
hospital
beds,
in
emergency
room,
bays
and
also
in
icus.

number
of
these
typical
partners
that
you've
seen
us
mention
really
coming
together
now
to
make
sure
we
put
california's
best
foots
forward
so
that
it's
not
just
every
hospital
on
their
own,
but
really
bringing
together
these
regions.
The
efforts
of
big
systems
with
smaller
hospitals,
to
partner,
to
make
sure
that,
no
matter
where
every
californian
goes,
they
can
get
high
quality
care
care
from
staff.

you

as
supported
as
they
can
be

in
the
state,
so
that
we
can
ultimately
save
as
many
lives
as
we

the
nation

surveying
a
number
of
the
hospitals,
both
big
and

own
state
efforts
really
looking

we've

told

number
of
traveling
nurses,
traveling
health
professionals
will
be
arriving
in
the
state,
some
going
directly
to
hospitals,
others
coming
through
the
state
and
moving
to
various
facilities
that
are
deeply
impacted.

current
focused
efforts

We
have

reduced

census-
the
total
population
since
march
by
over

000
individuals

almost
without
precedent

california's
history,

of
the
work
we've
done
to
do
that,
meaning
we've
looked

early
release
for
what
we
refer
to
as
non-non-nons
people
that
have
x
number
of
weeks
months
left
on
their
sentences
and
those
that
are
not
serving
non-non-nons,
meaning,
not
violent,
not
dv
related,
not
sex
offended.
So
there
is
a
triage
component
to
that.

There's
a
coordinated
focus
in
terms
of
risk
assessment
in
that
space,
but
there's
also
a
suspension
on
the
county
intakes
which
put
a
lot
of
pressure
on
the
counties,

lot
of
pressure
on
the
sheriffs,
and
I
want
to
just
acknowledge
that
pressure
and
acknowledge
their
partnership.

respect
and
appreciate
the
challenges
that
are
presented
when
you
effectively
look
to
suspension
of
intake.
It's
happened
on
multiple
occasions
since
the
beginning
of
this
pandemic.

consideration
for
high
risk
staff,

risk
inmates,
particularly
skilled
nursing
facilities
and
those
that
are
particularly
medically
vulnerable

in
these
settings

number

californians

worried.

seen
that
in
their
behavior,
it's
both
the
regional
stay
at
home
order,
its
impact,
but
also
impact
from
the
fact

think
people
are
worried
about
what
they're
seeing
in
our
hospitals
they
believe
more
than
ever
that
that
could
be
them.
That
could
be
their
house,
their
family
member
hospitals,
not
just
with
60
70
80
year
olds,
on
ventilators,
but
hospitals
with
25
35
year
olds
on
ventilators,
who
aren't
doing
well.
So
this
is
really
a
call
to
everybody,
not
to
say
well.

What's
happened
in
the
last
couple
weeks
has
that
regional
stay-at-home
order
been
as
effective
as
you
thought,
like
the
governor
said,
we've
gotten
something
out
of
that.
The
trends
have
started
to
come
down
a
little
bit,
but
it's
not
enough.
We
need
people
not
to
let
up
their
guard
to
take
this
as
seriously
as
possible
so
that
we
can
get
through
the
middle
of
january.
