wanted
to
start
out
today.
I
we've
been
talking
about
the
stockelmeyer
house.

Keep
bringing
this
up
because
to
me
having
a
Farmstead
like
that
sitting
there
without
being
put
to
the
use,
which
is
what
it
was
a
farm,
is
very
very
to
me.
It's
it's
a
loss
of
History
I'm,
so
glad
that
cupertino's
been
able
to
secure
the
property
nothing's
going
to
happen
to
it.

waiting

be

Curiosities

the
farm
and
what
Mr
stocklemeyer
was
doing

He
evidently
planted

Orchard
sometime

in
the
30s,

it
was
a
hobby
Farm
because
we
don't

really
orange
orchards
in
this
part
of
California
they're,
more
endemic
in
Southern
California,
et
cetera,

and
I'm
like
I'm,
beginning
to
wonder.
Why
did
he
do
that?

didn't
have
to
plant,
he
could
have
planted
apricots
cherries,
prunes,
Etc

that
we
knew
grew
well
in

valley.

why
did
he
choose
oranges,

think

Depression,
he
wanted
to
provide
food
for
a
lot
of
people

out

work
in
the
valley.

lot
of
people
had
lost
jobs
all
over
California.

send
trees

he
tried
to
grow
tropical
items,
a
piece
of
fruit
in
the
Piedmont
of
Virginia,
which
did
not
do
well.
Some
things
did
not
do
well
there,
because
it's
very,
very
cold
Winters
ice
storms,

yet
he
had
the
imagination
to
think
that
something
like
this
could
actually
grow.

was
very
interested
in
what
was
going
on
in
the
world
around
him
and

realizes

the
Monticello
Association
just
purchased
300
acres
of
land
adjacent
to
Monticello
that
Jefferson
that
Jefferson
had
actually
given

sold
to
a
French
gentleman

he
was
going
to
establish
a
Vineyard
that
property
has
come
back
to
the
association
and
they're

to
start
regrowing.

a
very
quick

so

project
location
existing
use,
as
you
can
see,

satellite
photo,
so
the
corner,
North
West,
corner
of
tantow
Avenue
in
Valco
Parkway,
and
it's
located
amongst
a
mix
of
uses.
You
have
office
in
the
neighborhood
as
well
as
retail,
residential
and
a
hotel,
is
currently
a
two-story
building
which
sits
upon
a
7.9
Acre
Site
at
141
000
square
feet.

It's
also
adjacent
to
Calabasas
Creek
to
the
West
and
280th
to
the
north.
Currently
the
site
is
occupied
as
well
as
owned
by
Apple
Lane
destinations,
again,
lands
destination
is
commercial
office
residential.
The
special
planning
area
that
is
over
this
project
size
is
within
the
hardest
hardest
day
specific
plan,
specifically
the
East
Stevens
Creek
Boulevard
area,
as
well
as
part
of
the
South
Falco
master
plan.

The
zoning
designations
play
industrial
park
and
General
commercial
post
development,
as
as
stated
by
the
mayor
earlier,
is,
is
a
mix
of
uses
of
280
000
it
being
office
and
2300
on
the
ground
floor
being
commercial.

In

rear
of
the
of
the
building
or
the
of
the
site
is
a
six
little
parking
garage
or
two
underground
and
four
above
ground.
This
other

site
improvements,

replacement

space,
there's
really
two
areas
of
common
open
space
that
we'll
be
focusing
on.
There's
that
the
retail
right
there
is
approximately
about
nine
thousand
square
feet
adjacent
to
Valco
Parkway,
as
well
as
a
front
entry
and
directly
in
front
of
the
of
the
retail
portion.
And
then
you
have
the
private
open,
common
open
space,
which
is
mainly
just
for
the
employees
of
the
of
the
office
building
and
then
over
here.
The
third.
Actually
there
actually
is
the
third
common
open
space.
This
one's
also
private
as
well.

It's
going
to
be
a
new
Creek
Overlook,
as
you
can
tell.
If,
if
you
look
through
this,
the
staff
reporting
attachments
the
the
West
driveway.
Currently
as
it
stands,
it's
just
just
straight
north
south
driveway.
This
one
as
well
as
being
north
south,
is
also
incorporate
a
Meandering
approach
to
the
rear,
which
allows
for
this
kind
of
Creek
Overlook.

For
those
who

visiting
the
site
again,
the
retail
portion
is
in
parking
structures
in
the
areas
in
the
arrows,
so
the
retail
is
a
blue
arrow,
as
well
as
the
orange
circle
deliates,
where
exactly
on
the
side,
the
parking
structure
is.

This
item
was
heard
and
recommended
by
the
plan
Commission
on
March
28
2023
the
plan,
so
they
connected
the
the
the
hearing
on
that
date.
The
recommendation
was
3-0
with
fungalith
skull,
recusing
themselves
that
the
city
council
find
the
project
to
come
from
sqa
pursuant
to
guidelines,
section
15183
and
adult
resolutions
approving
the
project.
The
motion
to
prove
included
modification
to
development,
permit
resolution
regarding
bird,
safe,
fenestration.

So
General
plan
compliance
of
the
of
the
project,
so
first
we
we
look
at
allocation.
So
if
you
know
then,
within
the
land
use
element
of
the
general
plan,
use
and
development
is
limited
by
what's
within
the
allocation
pot,
as
we
call
it.
So
this
is
a
simplified
version
of
it.
So
this
this
project
would
fall
into
two
two
columns
of
the
allocation
plot,
which
one
is
the
hardest:
City
commercial
and
the
other
one
is
a
major
employee
office.

Just
really
briefly,
major
employers
are
separate
than
regular
office
in
the
sense
that
they
would
have
to
have
a
headquarters
here
as
well
as
own.
The
you
know,
staff
interpretation
that
they
own
the
property
as
well,
so
Apple
would
fall
in
the
category
of
a
major
employer
that
has
a
headquarters
in
the
city,
so
the
current
allocation
for
retail
and
the
part
of
the
city
is
of
793
000.
If
we
take
away
2300
square
feet,
that's
been
allocated
to
the
project.

left
with
approximately
709
000
square
feet
currently
Citywide
for
major
employer
office,
there's
about
523
and
118
square
feet
of
of
a
major
employer
office
allocation.
The
net
project
square
footage
they'll
be
allocated
to
this
would
be
139

square
feet
with
the
remaining
balance
being
383
322..
The
net
project
square
footage
takes
into
consideration
what's
already
there.

that's
how
you
come
up
with
the
net,
so
General
plant
compliance
for
height
and
slope,
the
slope

setback
from
tantowel
Avenues,
one

one
which
is
consistent
with
arterials
and
major
corridors
in
the
city,

project

this,
this
setback

plan
also
allows
for
development
in
this
area
to
go
up
to
45
feet
up
to
60.
If
they
provide
ground
floor
retail,
the
office
building
itself
is
58
feet,
six
inches
and
a
parking
structure
is
approximately
42
feet,

inches
so
really
quickly.
Through
this.
This
is
just
this
table
just
shows
the
conformance
to
the
development
standards,
as
required
by
The
Heart
of
the
City
specific
plan
front
setbacks
35
feet
as
well
as
35
feet
on
the
corner
side,
which
is
essentially
tantowel.

As
you

see,
the
proposed
development
is
well
beyond
the
front
setback
standards
of
both
for
the
office
building
and
the
parking
structure.
The
interior
side.
Basically,
the
Calabasas
Creekside
is,
is
also
well
within
well
beyond,
what's
required,

is
essentially
minimum
10
feet
and
or
one
half
the
high
of
the
building
in
the
rear.
There
is
no
rear
setback
if
it's
not
adjacent
to
Residential
Properties,
so
you
can
see
it's
162
feet
so
again.

can

the

Main
Street
around

feet
themselves,
while
the

the
buildings

will
the
office
building
itself
is

feet
as

analysis,
so

municipal
code
allows
under
its
regulations
for
all
street
parking
if
this
is
within
a
planned
development.
Zone,
which
this
is
the
parking
standards
are,
are
more
function

as
guidelines
rather
than
prescriptive.

apple

proposing
to
extend
their
traffic
demand
Management
program
currently
in
place
for
silver,
their
office
sites,

the
Apple
Park
development,
and
extending
it
to
this
site
as

include
the
commute
coaches

sharing
bicycling,
walking,
incentives,
parking,
I'm,
sorry,
Public,
Transit,
Transit
subsidies,
as
well
as
Bike
Share.
In
fact,
currently,
the
existing
building
itself
is
is
also
within
that
TDM
those
TDM
measures
as
well.

Instead
of
have
requiring
one
for
285
square
feet
for
the
office
portion,
the
the
office
portion
would
be
one
space
for
every
311
and
a
half
square
feet
which
is
consistent
to
the
what's
required
at
the
Apple
Park
development.

So
tree
movement
replacement,
so
they
are
again
removing
113
trees,
which
include
the
15
Street
trees.
Ash
trees
are
along
Falco,
Parkway
and
The
Replacements
for
those
trees
specifically
would
be
126.
However,
95
trees
on
site
are
to
remain
with
the
added
126
replacement
trees.
The
applicant
is
proposing
to
add
57
further
tree
plantings,
which
would
bring
approximately
278
trees
on
site
and
I
believe
my
calculations
are
correct:
that's
about
70,
more
trees
and
currently
exist
on
site
right
now
and
again,
15th
Street
trees.

place
works
who
completed
this
environmental
review
zooming
in
right
now,
so
any

specific
to
the
review

any
secret

project

conditions
of
approval
addressed
all
concerns
related
to
the
proposed
development

all

findings
for
the
approval
of
the
proposed

real
estate

development

It
is
a
pleasure

evening

you
our
office
Redevelopment
project
located
on
Valco
Parkway
Cupertino
is
our
hometown
and
we're
proud
to
have
more
than
40
Years
of
History.
Here
we're
very
excited
about
this
project,
especially
with
the
opportunity
to
further
expand
our
footprint
in
Cupertino.
So
thank

for
the

Today,
a
project
site
is
located
at
the
corner
of
tantowel
and
Falcon
Parkway.
Currently,
there's
existing
service
parking
surrounding
a
two-story
office
building,
including
a
fair
amount
of
service
parking
and
driveways
and
Hardscape
between
the
building
and
Valco
Parkway.
The
project
is
unique
in
that
it
is
extremely
well
screened
from
views,
since
280
is
to
the
north.
Calabasas
Creek
is
to
the
West
Falco
Parkway
is
to
the
South
and
Tanta
Avenues
to
the
east.

This
is
the
proposed
site
plan.
The
project
is
designed
to
be
consistent
with
the
city's
codes
and
general
plan.
We
are
proposing
a
2
300
square
foot
corner
ground
for
commercial
space,
with
a
large
outdoor
Plaza
to
help
activate
and
support
the
future
commercial
and
office
activities
with
our
proposed
design.
Most
of
the
existing
Hardscape
and
parking
that
currently
exists
out
in
front
of
the
building
will
be
eliminated
and
replaced
with
new
Landscaping
in
an
active
Plaza.

the
specs
of
the
project
again,
since
staff
has
done
that
already.
But
one
point
to
note
is
that
15
of
the
trees
removed
are
existing
Street
trees
to
be
removed
at
the
request
of
the
city
and
the
this
is
to
accommodate
a
new
public
sidewalk
in
a
detached
landscape.

Currently
the
existing
Street
trees
are.
The
specie
itself
is
not
appropriate
for
urban
setting,
often
causing
safety
issues
by
uplifting
sidewalk
and
as
well
as
the
adjacent
bike
path.

proposed

office
building

modern

design
similar

the
architectural
styles

our
other,
relatively
new
Apple
Park
Office
Buildings

Avenue.

significant
Improvement,
as
well
as
the
new
Landscaping
in
streetscape
along
Valco
Parkway.

On
this

you
can
see
that
the
proposed
commercial
Tenon
space
is
positioned
at
the
prime
ground,
four
corner
of
the
project,
with
optimal
optimal
visibility
to
Valco
Parkway.
The
space
will
also
be
supported
by
the
decorative
and
functional
outdoor
Plaza
to
help
draw
customers
and
activate
the
frontage.

addition,
we
also
increase
the
commercial
space
by
more
than
50
percent
from
our
original
design
at
1500
square
feet
to
the
maximum
extent
possible
at

300
square
feet,
even
though
the
commercial
space
can
accommodate
a
range
of
General
commercial
uses,
given
its
location
and
proximity
to
the
city's
future
pedestrian
and
bike
tamian
trail
Trailhead
to
the
West.
We
believe
that
a
bike
shop
use
would
be
well
suited
and
will
be
successful
at
this
location
based
on
our
research
and
Outreach
with
various
bike
operators.

commercial

a
bike

This
close

the
trailhead
will
help
promote
future
bike
and
pedestrian
activities
and
will
optimize

The
success

the
bike
store,
as
you
may
know,
apple
has
a
huge
bike.
Population
approximately
over
a
thousand
of
our
employees
back
to
work
on
a
daily
basis
in
our
camp
Spike
program
generates
over
250
000
bike
trips
per
year.
These
are
employees
biking
to
and
from
our
offices
in
the
area.

This
Falco
Parkway
office
project,
like
all
of
Apple's
facilities,
will
run
entirely
on
renewable
energy
from
day
one.
In
addition,
the
new
office
building
will
run
100
on
electrical
power
without
the
use
of
natural
gas,
and
it
will
also
be
equipped
with
solar
panels
to
further
offset
any
energy
use.

The
proposed
project
will
also
meet
lead
gold
standards,
which
will
include
High
performing
water
conservation
and
waste
reduction,
attributes
in
2019
Apple
committed
to
2.5
billion
dollars
to
combat
housing
prices
in
California
with
a
range
of
initiatives.
Over
several
years
we
date,
Apple
has
deployed
more
than
1.3
billion
dollars
to
a
diverse
range
of
projects.

more
to
come
on
the
horizon.

bike

family

too

know

we've
lost
many
shops

saw
it

in
written
communication
stated
that

bike
shop
needs
to
be
at
least
double

Most
bicycle
shops

actually
reducing
their
footprint.
One
close
by
example,
is
Chain
Reaction,
which
is
now
closed,

west

center
with

where
that

when

downsize
and

for

bicycles
and

transportation,
and

technology,
particularly
Apple's
technology,
has
certainly
changed.

business

the
retail

Cupertino
does
not
need
more
retail
space

nice

no
interest
in

working

the

like

medical

people
who

gay

them

by

been

into
this
forecast?

the

budget
balancing
strategies

to

our

this

reduction
I've
been
here
for
10
years
for
the
10
years
that
I've
been
here,
we
haven't
had
to
have
this
conversation.
We
thought
we
were
as
part
of
covid.
We
made
plans
and
things
luckily
didn't
turn
out
that
way
for
the
city,
and
we
were
able
to
weather
that
without
having
to
make
budget
reductions.
That
said,
going
forward,
as
we
bring
budgets
forward,
they're
going
to
look
very
different,
they're
going
to
be
less
asked,
but
there
will
be
asked.

have
a
city
to
run
a
city
to
operate.
We
just
need
to
be
more
prudent
with
our
choices
about
what
we
bring
forward
and
what
council
approves
for
recommendations
that
staff
brings
forward
with
that.

want

start
off

talk

the
California
Department
of
tax
and
fee
administration's
audit,
so
the
cdtfa
you
will
hear
This
Acronym
various
times
throughout
the

forecast
a
Major
Impact

our
sales
tax
revenue
in
our
budget
due
to
the
cdtfa
audit,
and
an
audit
for
the
cdtfa
means
that
they
review
the
proper
allocation
of
sales,
tax
revenue,
sales,
tax
revenue,
and
we
will
spend
some
time
in
this
presentation
discussing
its
potential
impacts
and
we
say
potential
you'll,
hear
us
say
this
several
times
in
the
presentation.
We
have
not
received
a
final
determination
letter.

forecast
you're

see
before
you
this
evening
is
staff's
best
guest
at
a
worst
case
scenario,
and
that's
what
we'll

presenting

In
addition,
you're

hear
about
other
potential
drivers,
so
Staffing,
salary
and
benefits

one
of
our
biggest
expenditure
categories.
That's
really
going
to
cover
our
staffing
and
potential
labor
negotiations.
We
also
see
that
we
budget
a
couple
of
recessions.

likely
won't
hit
those
right
and
they'll
write
on
the
head
on
the
days
that
are
going
to
be
in
there
or
the
year
that
those
will
hit,
but
we
do
have
those
programmed
in
and
then
some
post-covet
impacts
really
related
to
the
recovery
of
our
hotel
tax.
That's
been
coming
in
stronger
than
anticipated.

Lastly,
I
also
want
to
say:
sales
tax
is
a
very
important
part
of
our
budget.
Up
until
this
forecast,
it
was
our
top
tax
producing
Revenue.
It's
still
going
to
be
likely
in
our
top
three
tax
producing
revenues,
and
that's
really
due
to
all
the
businesses,
both
large
and
small,
in
the
city,
along
with
our
residents
and
visitors
that
go
to
those
businesses,
and
so
this
Revenue
source
is
going
to
continue
to
be
an
important
part
of
sustaining
this
community.

The
graphic
you
have
before
you
provides
a
timeline
of
when
staff
has
received
information
from
the
cdtfa.
We
were
originally
made
aware
of
the
audit
in
December
of
2021
in
May
of
2022.
We
received
an
additional
letter
updating
the
city
on
the
years.
The
audit
was
covering
in
March,
2023
CDT,
advised
the
city
of
their
decision
to
reallocate
revenue
with
dollar
impacts
to
follow
in
the
next
four
to
six
months.

The
next
slide
is
really
meant
to
show
a
simplified
version
of
how
the
sales
tax
process
works.
This
is
a
complex
process,
but
in
a
simplified
form
a
business
collects
sales
tax
from
you
know
their
their
their
customers.
They
then
take
that
sales
tax
and
they
send
it
to
there's
a
report
cdtfa
had
they
send
that
off
to
the
state.
The
state
then
looks
at
that
report
and
determines
where
to
distribute
the
revenue
and
then
that's
how
the
city
receives
the
revenue.
We
do
not
receive
much
detail
because
of
confidentiality
reasons.

We
do
know
the
taxpayer
the
category
that
they're
in
and
the
amount
being
allocated
to
the
city
next,
a
little
bit
more
on
the
cdtfa
audit.
Again,
this
is
a
review
of
allocation
of
sales
tax
to
the
local
jurisdiction
and
due
to
confidentiality
reasons
again,
we
don't
have
detailed
reportings,
but
staff
is
estimating
that
there'd
be
a
73
reduction
in
ongoing
sales
tax.
This
is
what
we
consider
a
worst
case
scenario.

This
is
an
update
from
the
final
budget
this
year
when
we
provided
some
different
numbers
and
again
that's
because
budgets
are
estimates
so,
as
we
know,
more
information
we're
coming
back,
we're
making
those
adjustments
and
Reporting
them
out
to
council
and
to
the
public.
The
other
thing
is:
there
is
a
potential
that
the
city
may
have
to
pay
back
revenues
already
received,
but
we
will
not
know
that
until
we
receive
the
final
determination
letter
from
the
cdtfa.

So
the
next
slide
covers
County
pools.
The
city
receives
sales
tax
revenue
in
two
categories.
One
is
the
direct
allocation
of
sales
tax
to
the
city,
and
the
second
part
of
it
is
the
county
pool
share,
so
the
county
pool
amount
is
calculated
every
quarter
it
and
it's
made
up
of
use
tax
and
any
sales
tax
that
cannot
be
easily
tied
to
a
specific
jurisdiction.
A
use
tax
is
primarily
a
tax
imposed
for
tangible
personal
property
that
are
purchased
from
out
of
state.

Any
Revenue
that
meets
this
criteria
is
first
applied
to
the
county
of
use
and
that
creates
the
county
pool.
Then
each
agency,
within
the
county,
receives
a
proportional
share
based
on
taxes
allocated
to
that
jurisdiction
against
all
other
jurisdictions
in
the
county.
An
example
is
listed
here
as
the
third
bullet.
If
a
city
generated
eight
percent
of
the
County's
total
taxable
sales,
it
would
then
receive
eight
percent
of
the
county
pool
with
that.
I
will
turn
the
presentation
over

you
through
details
of
the
forecast.

It's
important
to
note
that
this
forecast
is
not
set
in
stone,
but
rather
it
is
a
planning
tool
that
helps
us
anticipate
the
long-term
effects
of
budget
decisions.
We
constantly
update
the
forecasts,
as
new
information
is
known
or
as
assumptions
change
with.
That
said,
let's
dive
into
the
assumptions
that
inform
our
forecast.

Fortunately,
a
fiscal
structure
is
strong,
with
facility
debt
expected
to
be
paid
off
by
fiscal
year,
2029-2030,
which
will
reduce
expenditures
by
2.7
million
when
paid
off.
In
addition,
the
city
has
proactively
funded
pension
and
retiree
Health
costs
using
section
115
trusts,
as
the
opeb
trust
is
fully
funded.
Retiree
Health,
also
known
as
other
post-employment
benefits
or
opeb
expenses,
will
be
funded
by
the
trust.
As
a
result,
the
city
will
not
need
to
allocate
additional
funds
from
the
general
fund
to
maintain
these
benefits.

It's
also
important
to
note
that
the
forecast
does
not
include
any
development
projects
that
have
not
been
approved
and
permitted
and,
lastly,
the
forecasts
assume
a
recession
every
four
years
through
all
revenues.
This
assumption
is
based
on
historical
business
Cycles,
which
typically
last
between
four
to
five
years
on
average.

Although
the
timing
of
recessions
is
uncertain,
these
assumptions
allow
the
city
to
forecast
revenues
conservatively
based
on
the
city's
prior
experience
with
recessions.
Revenues
are
projected
to
remain
flat
during
these
periods.
Given
the
substantial
uncertainty
inherent
in
forecasting,
we
aim
to
be
conservative
in
our
Revenue
projections.

Now
I'll
discuss
the
revenue
assumptions,
I'll
focus
on
sales,
tax
property
tax
and
transient
occupancy
tax,
also
known
as
hotel
tax,
as
they
have
the
most
uncertainty
sales
tax
is
projected
to
increase
by
1.6
percent
annually.
On
average,
the
city
uses
conservative
assumptions
for
growth
due
to
the
concentration
risk
of
the
city's
sales
tax
revenues.

Property
tax
is
projected
to
increase
moderately
with
an
average
annual
growth
rate
of
3.1
percent.
The
forecast
does
not
assume
any
new
development
projects
impacting
a
property
tax
revenues
transiting
occupancy
tax,
which
is
levied
on
short-term
stays,
experience
a
sharp
decline
in
fiscal
year,
2021
and
fiscal
year,
2022
due
to
pandemic
related
restrictions
on
travel.
However,
with
the
resumption
of
business
travel
in
the
past
year,
the
tax
has
been
showing
signs
of
recovery
in
fiscal
year.
2023-24
Transit
documentary
tax
is
projected
to
reach
7.5
million
and
then
increase
moderately
afterwards.

I'll
move
on
to
the
expenditure
assumptions.
These
assumptions
are
standard
escalators
that
have
been
used
in
previous
years.
In
a
few
slides,
we
will
go
over
the
Deep
cuts
to
materials,
Contract
Services,
special
projects,
contingencies
and
transfers
that
are
proposed
for
the
upcoming
fiscal
year.

projected
to
increase

the
Consumer
Price
Index
or
CPI.
Contract
Services
are
also
projected
to
increase
by
CPI
annually,
except
for
the
law
enforcement
contract,
which
increases
by
CPI
plus
two
percent
put

contract
with
the
Santa
Clara
County
Sheriff's
Office
special
projects,
which
are
one-time
operational
projects,
will
cut
to
half
a
million
dollars
which
will
impact
the
ability

fund

snapshot

forecast

cdtfa's
review

make
an
official
determination
with
respect
to
the
tax
allocations.

regular
updates
based
on
the
information
available,
we
hope
to
provide
our
stakeholders

a
clearer
understanding
of
the
potential
impact
on
the
city
and
the
measures
we
are
taking
to
address
the
situation.
Although
we
recognize
that
there

many
unknowns
at
this
time,
we
remain
committed
to
being
transparent
and
sharing
information
as
it
becomes
available.

structural
deficit
is
a
situation
where
ongoing
expenditures
exceed
ongoing
revenues,
resulting
in
a
long-term
imbalance
that
cannot
be
resolved
through
temporary
measures.
Only,
however,
despite
these
challenges,
cupertino's
healthy
reserves
put
us
put
us
in
a
better
position
to
weather
these
difficult
times
to
address
the
structural
deficit
and
give
the
city
time
to
develop
and
Implement
a
sustainable
long-term
plan.
We
have
developed
a
strategy

that
uses
general
fund
reserves.
This
includes
using
53
million
in
unassigned
fund
balance,
10
million
in
the
capital
projects
reserve
and
a
portion
of
a
section

measures

have
a
significant
impact

essential

give

the
time
we
need

city's
Staffing
levels
and
the
steps
we
are
taking
to
balance
our
budget.
As
you
know,
one
of
the
most
significant
components
of
our
budget
is
Staffing.
Unfortunately,
we
are
facing
a
revenue
shortfall
that
requires
us
to
also
reduce
our
staffing.
We
have
developed
a
plan
to
gradually
reduce
our
staffing
through
the
elimination
of
vacant
positions
over
the
next
10
years.
Vacant
positions
are
rules
that
are
currently
unfilled
due
to
either
a
resignation,
a
retirement
or
never
being
filled.

the

we
understand
that
reducing
Staffing
will
be
challenging

lead
to
the
elimination
of

Services.

balancing
our

responsibly

Staffing,
will
allow
us
to
achieve
a
goal
without
causing
significant
disruptions

city

although
many
strategies
are

is
currently
only
recommending
those
discussed

forecast

presenting
all
options
to
council
and
the
public
so
that
they
can
have
a
full
menu
of
options
that
may
be
available
for
future
use,
starting
out
with
some
of
our
existing
reserves
or
funds.
We
have
our

pension
trust
and

other
post-employment
benefits
or
retiree
trust,
as
budget
manager

mentioned.
These
are
currently
part
of
our
balancing
strategy.
In
addition,
the
use
of
the
capital
reserve

the

fund
is
also

balancing

strategy
does
currently
leave
the
economic
uncertainty

intact,
and
it
does
that,
because
the
city

still
need
a
rainy
day
fund.
Unexpected
things
will
occur
and
depleting
this
fund
completely
down

risk
to
the
city,
and
so
we've
left
it
intact,
even
though
we're
still
structurally
deficit
as
of
year

using
up
the
other
balances,
as
we've
mentioned
next
we're
looking
at
expenditure
reduction
strategies
and
a
lot
of
these
are
currently
being
utilized.
The
first
is
no
new
positions.

proposed
budget
will
not
contain
a
request
for
any
new
positions
to
be
added
vacancy
control.
This
is
being
used,
but
in
a
slightly
different
way,
as
opposed
to
leaving
positions
unfilled
as
they
become
vacant,
we
will
also
be
eliminating
those
positions
so
not
only
leaving
them
vacant
but
eliminating
them
from
our
books
as
well.
The
next
three
options
would
require
a
negotiation
with
our
bargaining
unit,
but
again,
they're
just
provided
here
as
examples
of
things
the
city
could
pursue.

would
be
asking
employees
to
take
on
a
portion
of
the
employer's
share
of
Calpers
cost.
The
other
would
be
deferring
or
eliminating
negotiated
increases,
and,
finally,
the
potential
for
furloughs

For
each
of
these
strategies,
the
column
to
the
far
right
does
give
an
estimate
of
what
these
could
potentially
save.

Lastly,
we
have
a
reduction
in
force,
and
this
varies
to
the
strategy
we're
currently
recommending
for
vacant
positions,

that
a
reduction
in
force
would
actually
be
layoffs.
We
would
take
a
filled
position,
lay
off
that
person
to
achieve
that
vacancy
and
eliminate
that
position
continuing
on
to
expenditure
reduction
strategies,
I
believe
at
least
some

these

here
are
new
and
haven't
been
listed

first

There
are
currently

part
we're
using
these

our
strategy.
We
are
reducing
our
budget
and
capital
outlays
and
special
projects.

contingencies,

point
out

it
comes
to
budgeting,
if
you're
able
to
reduce
an
expense,
that's

generating
strategies,
there's
a
little
give
and
take
if
we're
raising
prices
on
things,
it
may
mean
that
folks
may
not
want

our
event

class
here
in
the
city
if
they
can
find
a
cheaper
option.

But
with
that
in
mind,
the
city
is
in
the
midst
of
a
fee
study
and
we'd
be
looking
at
trying
to
come
back
with
full
cost
recovery
and
potential
increase
fees
for
the
city.
So
that's
something
that's
currently
in
place
that
we
just
kicked
off
the
other.
It
really
is
the
sale
of
city-owned
properties
or
Assets
Now.
This
would
provide
one-time
revenue
and,
as
we've
mentioned
several
times,
we
do
have
a
structural
deficit.

Additional
Revenue
generation
strategies
include
potential
increases
to
taxes.
Now
these
the
earliest,
these
could
be
put
on
the
ballot
is
2024
and
then
the
if
they
pass
the
revenue
related
to
these
would
lag
receipt
by

City

about
six
months
to
a
year.

addition,
this
is
currently
reviewing
Revenue
tax
measures
is
a
council
work
program,
item
and
staff
is
currently
working
on
bringing
these
options
to
council
within
the
next
four
to
six
months.

Finally,
we're
going
to
be
going

potential
service
impacts,
and
next
steps
and
I
just
want
to
reiterate.
We
understand
that
there
is
concern
about
this
presentation
having
no
service
level
impacts,
and
we
assure
you
that
staff
is
diligently
working
to
identify
the
reductions
along
with
the
service
level
impacts.
However,
the
earliest
those
will
be
available
as
part
of
the
fiscal
year
24
proposed
budget
and
those
will
be
presented
for
city
council
consideration

part
of
the
May

budget

chance
to
adopt

brave
of
you
to
even
do

forecast
because
things
change
so
rapidly
from
year
to
year,

don't

Last
year
we
predicted
that
we
would
have
the
problems
that
we
have
today.

just
want

caution
everyone
that
this
is
not
the
budget.

This
is
just
a
sort
of
look
into
finances
for
the
next
fiscal
year
and
the
years
Beyond
The
Years
Beyond
have
to
be
taken
with
a
grain
of
salt
because
we
don't
really
know
what's
going
to
happen,
but
it's
still
a
good
good
thing
to
look
at
and
and
some
of
the
things
it
points
out
is
you
know,
we've
always
been
reliant
on
sales
tax,
for
example,
and
this
shows
that
we
need
to
have
a
multi-pronged
effort
to
increase
revenues.

You
know
sales
tax
is
a
huge
component
of
our
revenues,
but
we
also
have
some
other
sources
of
revenues,
property,
tax
and
transient
occupancy
tanks
and
so
on,
and
so
overall,
when
the
city
does
the
right
things,
not
just
increase
retail
so
that
sales
tax
grows,
but
but
all
the
various
things,
the
housing,
the
development.

All
these
generate
revenues,
maybe
not
as
much
as
sales
tax
did,
but
but
there
is
revenue,
but
there
are
revenues
coming
in
when
we
do
some
of
these
things
that
move
the
city
forward
and
I
wanted
everyone

sort

keep
that
in
mind.

not
just
about
retail
or
it's
not
just
about
sales,
but
about
this
all
these
other
sources
of
revenue
that
we
can
and
should
tap
into
for
the

should

the

reeling
from
Mass
Tech
layoffs
from
hyperinflation

ongoing
challenges
that
the
city
poses
in
terms
of
quality
of
life.

is
not
time
to
talk
about
raising
taxes.

is
the
time
to
live
within
our
means.

projects
that

projects

have
funded,
as
well
as
the
project

are
continually
bike

projects

do
not
have
the
ability
to
afford
this

inequity

community
representation

projects

bike

fed

We
know
that
there
is
difficult
economic
news
with
the
audit
that
the
city
is
facing.

That
being
said,
we
hope
that
there
are
reasonable
Solutions,
like
a
payment
plan
similar
to
student
loans
or
mortgage
or
car
payment,
and
also
using
the
reserves
to
tackle
this
economic
problem
that
the
city
faces
I'm
concerned
about
the
morale
and
how
that
can
impact
retention
of
great
employees.
With
this
economic
news,
therefore,
I
am
requesting,
on
behalf
of
the
employees
I
represent
for
city
council
to
provide
direction
to
the
city's
negotiating
team.
That
includes
a
fair
cost
of
living
increases
to
make
sure
that
our
members
can
afford
to
live
and
work
in
the
South.

say
that
it's
been
nice
to
meet
Pamela,
Wu
and
also
work
with
Christopher
Boucher,
the
city's
attorney,
and
we
hope
to
continue
a
good
collaborative
relationship
with
this
city.
It's
not
in
the
Union's
interest
to
be
part
of
bankrupting
the
city.
So
if
we
ask
for
fair
and
moderate
wage
increases,
that
is
to
make
sure
that
we
can
provide
the
services
that
make
the
city
run
and
the
people
that
I
represent
are
behind
that.
