county
capitola,

element

and
their
mayor,

sam

wrote

article

this
santa
cruz
sentinel,
and
he

had
some
very
interesting

think
people
should
be
aware
of
we're
all

the
housing
element,
santa
cruz
county
has
areas
of
unincorporated,
capitola,
scots
valley
and
santa
cruz
are
the
only
actual
cities
in
cup
in
santa
cruz
county,
and
I
think
watsonville
too,
but
santa
cruz
county
has
had
to
have
33
000
housing
units
from
their
reyna
cycle,
which
is
a
believe.

are
going
to
have
to
re-zone
practically
the
entire
city
to
try
to
accommodate
their
portion
of
the
arena
for
santa
cruz
county,
and
he
said
that
they
need
time
if
they're
going
to
do
this,
and
I
think
that
he
spoke

great
truth
there.

I'm
really
really
getting
concerned
about
the
the
state
and
hcd
and
other
powers
that
keep
beating
down
on
the
cities,
saying
that
you
have
to
do
something
by
a
certain
date.
As
you
all

aware,
santa
cruz
county
had
the
ccu
fire
two
years
ago.

were,
there
were
areas
and
cities
that
were
completely
evacuated
in
there.
I
know
I
have
relatives
there.
I
know
people
that
were
evacuated
out
for
almost
a
month.
You
cannot
get
fire
insurance
in
some
parts
of
aptos

capitola
and
to
think
that
anyone
would
be
urging
this
area
which
is
still
going
through
active
rebuilding.

see
trucks
on
17
when
I
go
over
two
times
a
week
that
are
going
into
scott's
valley
to
get
up
into
felton
to
rebuild
houses.

be
a
fool
to
say
that
that
area
has
to
get
housing
implemented
by
a
certain
date.
They
are
victims
of
fires,
and
I
think
that
this
is
a
gross
abuse
of
cities

as
capital
in
santa
cruz
county.

they

narrow
roads
problems
where
you
have
mud
flows.

I
will
run
through
the
projects.
There
are
seven
projects
that
we
are
proposing
and
we've
grouped
them
into
category
based
on
the
general
plan
goals,
so
there'll
be
projects
on
the
mobility
infrastructure
and
energy
sustainability,
infrastructure
and
land
use,
parks,
recreation,
community
service,
and
then
we
will
open
for
comments
and
discussion.

the
general
plan
includes
a
goal
stated
here
that
the
city's
infrastructure
will
be
upgraded
enhanced
through
the
capital
improvement
program
and
that
the
cip
is
reviewed
by
planning
to
confirm
that
it
meets
the
goals
and
policies
identified
in
community
vision.

general
plan
we're
here
tonight
to
present
the
proposed
new
projects
and
illustrate
that
conformance
for
your
consideration.

As
I
mentioned,
there
are
seven
projects
that
we
are
proposing:
one
transportation
otherwise
adhering
to
the
mobility
goals.
One
infrastructure
project,
two
infrastructure
that
has
more
of
a
land
use,
sensibility
to
it,
and
a
parks
and
recreation.

The
project-
and
I
that
I
looked
at
my
deck
as
we
started,
so
I
will
apologize
if
you
saw
your
packet
beforehand.
It
is
city
lighting,
led
improvements.

I
hadn't
changed
the
title
from
last
year's
project,
so
in
short,
last
year
we
did
a
survey
of
our
cities,
our
cities
lighting
actually-
and
we
wanted
to
do
a
survey
to
see
what
it
would
take
to
bring
our
lighting
into
compliance
with
the
dark
sky
ordinance.
So
some
of
the
lighting
is
not
led
and
needs
to
be
brought
to
led
and
other
of
the
fixtures
are
led,
but
we
need
to
evaluate
them
to
see
if
they
meet
the
requirements
of
the
dark
sky
ordinance.

So
that
survey
has
been
completed
and
we
are
proposing
a
project
to
implement
the
results
of
that
survey.
So
that
would
be
we
estimate
a
million
dollars
and
it
would
take
more
than
one
year
to
do,
but
it
is,
there
are
over
2500
light
fixtures
that
would
be
addressing.
So
it's
quite
substantial
and
we
believe
it's
in
conformance
with
the
general
plan,
especially
these
aren't,
like
I
said,
all
of
the
policies
and
strategies,
but
we
wanted
to
stick
to
the
highlights.

So
the
land
use
school
specifically
is
to
maintain
a
fiscally
sustainable
city.
Government
that
preserves
enhanced
quality
of
life,
promotes
innovative
strategies
to
address
parking
and
the
we
want
to
protect
the
urban
and
rural
ecosystems,
as
well
as
ensuring
that
the
infrastructure
is
enhanced
in
a
fiscally
responsible
manner.

We
actually
have
a
study
session
next
week
for
council
to
provide
further
direction,
but
the
proposal
that
we're
talking
about
tonight
is
that
the
existing
city
hall
building
was
built
in
1965
and
it
has
not
been
sufficiently
reinforced
to
withstand
a
major
seismic
event.
Retrofit
of
this
structural
system,
along
with
upgrades
to
the
infrastructure,
including
mep
and
life
safety,
are
essential
to
extending
useful
life
of
the
facility.

The
cost
of
the
construction
is
going
to
be
substantial,
so
we
are
asking
the
city
council
to
approve
the
first
year,
funding
for
design
and
contract
services
for
consultants
related
to
the
defined
construction,
and
that
would
get
us
started
and
give
us
better
documentation
to
price
out
the
construction.
So
it's
worthy
to
note.

We
believe
this
project
meets
the
general
plan
by
looking
at
the
land
use
goals,
maintaining
improving,
improving
and
yeah,
improving
the
city's
long-term
fiscal
health
by
having
a
better,
more
efficient
building.
That
also
is
adjusting
the
energy
and
sustainability
goals
and
also
the
m6
vehicle
parking.
As
we
all
know,
parking
at
city,
civic
center
is
challenging,
so
we
are
proposing
to
add
parking
to
address
that
need,
and
we
also
want
to
develop
this
site
in
a
fiscally
and
sustainably.

recreation
resources

preserving
the
natural
resources,
providing
recreation
programs
and
services
that
meet
the
needs
of
the
population
and
provide
a
high
quality,
flexible
and
well-maintained
community
facility
that
meets
the
changing
needs
of
community
and
a
source
of
community
identity.

next
project
is
a
jolly
man
all-inclusive
play
area,
adult
assistive,
bathroom
facilities,
so
one
of
the
existing
projects
in
the
cip
portfolio
is
a
new
all-inclusive
play
area
at
jellyman
park
and

underway.

the
survey

and
you've
taken
part

that
we're
trying
to
make
sure
that
we're
designing
that
to
meet
the
needs
of
the

to

park

projects

the
adherence
to

master

and

master
plan,
and

think
it's
safe
to
say
if
you
see
any
bike
and
ped
pat
project
