urban
forestry
alliance,
presented
to
both
the
mayor

myself

west
valley,
mayors
and
managers
meeting
two
months
ago,
and
the
mayor
asked
to
have
a
brief
version
of
that
presentation
done
for
the
full
council
and
community
tonight.

Thank

I'm
currently
serving
as
a
california
climate
action
corps,
fellow
through
americorps,
and
I'm
placed
in
the
county
of
santa
clara's
office
of
sustainability,
working
on
the
establishment
of
the
santa
clara
valley,
urban
forestry
alliance.
Next.

Now
I'm
sure
that
you're
all
well
aware
of
the
benefits
of
the
urban
forest
who
are
trained
from
economic,
public,
health,
social
and,
of
course,
environmental.
What
I
do
want
to
highlight
is
the
current
effects
of
the
urban
heat
island
and
its
projected
impacts
on
santa
clara
county.
If
the
urban
canopy
is
not
expanded,
urban
heat
islands
are
areas
that
are
significantly
warmer
than
surrounding
rural
areas,
even
in
the
absence
of
a
heat
wave.
This
occurs
because
urban
areas
have
more
concrete
and
asphalt
which
absorbs
the
sun's
energy.
These
heat
islands
disproportionately
affect
vulnerable
populations.

Next,
please,
this
graph
from
cal
adapt
a
program
developed
at
uc.
Berkeley
shows
the
historical
and
projected
average
number
of
extreme
heat
days,
those
over
95
degrees.
If
all
variables
remain
constant,
you
can
see
the
significant
increase
in
the
number
of
extreme
heat
days
from
an
average
of
two
days
annually
to
nearly
a
month
within
the
scan
of
a
century
if
preventative
measures
are
not
implemented
according
to
the
cdc,
despite
the
fact
that
all
heat,
related
illnesses
and
deaths
are
entirely
preventable,
approximately
600
americans
die
from
heat
related
causes
every
year,
making
extreme
heat.

This
trend
of
extreme
heat
in
santa
clara
county
can
be
mitigated
through
the
expansion
of
the
urban
canopy
neighborhoods,
with
fewer
trees
and
plants
feel
hotter
than
those
with
more
green
space
and
vegetation
epa.
Research
has
shown
that
shading
surfaces
may
reduce
peak
surface
temperatures
by
20
to
45
degrees
fahrenheit.

However,
the
planting
of
trees
is
a
short-term
solution
which
requires
long-term
maintenance
and
care
to
eventually
experience
the
benefits.
The
santa
clara
valley,
urban
forestry
alliance.
Can
you
provide
your
city
with
the
tools
necessary
to
support
and
maintain
the
urban
forest
that
will,
in
turn,
reduce
the
severity
of
the
urban
heat
island
effect?

Next,
the
current
or
working
vision
for
this
alliance
is,
at
its
very
basis
the
facilitation
of
collaboration
and
communication
in
urban
forestry
management
throughout
the
county.
This
alliance
will
be
producing
database
solutions
when
contributing
to
the
expansion
of
the
urban
canopy
to
combat
the
negative
impacts
of
climate
change,
especially
in
areas
where
historically
vulnerable
populations
suffer
disproportionately.

Next,
I
want
to
emphasize
that
there
is
no
monetary
commitment
associated
with
participating
in
the
alliance.
This
program
will
leverage
the
resources
that
already
exist
and
are
in
place
throughout
the
county.
At
this
time,
participants
have
been
asked
to
commit
one
hour
quarterly
to
alliance-related
projects.

The
alliance's
potential
structure
shown
here
is
made
up
of
six
subjects
that
will
eventually
become
committees
when
a
governance
structure
is
implemented.
We
see
this
alliance
as
a
sort
of
toolbox
of
knowledge
and
subject
expertise
that
can
be
accessed
by
any
municipality
for
support
during
any
stage
of
their
urban
forestry
management
process.

One
of
the
perks
of
joining
this
alliance
is
the
access
to
these
resources
relating
to
urban
forestry
policy,
education,
technical
advisory
operations
and
maintenance.
That
would
otherwise
come
at
a
high
cost,
because
other
municipal
stakeholders
have
forced
the
path
before
you
and
urban
forestry
management.
The
policies
and
systems
that
can
potentially
be
adopted
for
use
in
your
municipality
have
already
gone
through
a
sort
of
quality
control.

Additionally,
municipalities
swap
a
model
for
how
these
systems
should
function.
If
your
municipality
chooses
to
participate,
as
you
currently
are,
you'll
be
supported
through
the
process
of
leveraging
the
model
work
available.
This
alliance
will
eventually
result
in
the
standardization
and
centralization
of
these
six
subjects
and
transition
to
operating
as
a
singular
entity.

The
alliance
is
a
new
initiative
having
begun
last
year
in
strategizing
for
the
most
effective
outreach
and
engagement
methods.
We've
decided
to
target
municipal
level
officials
in
the
first
stages
as
they
are
involved
in
policy
making
and
have
the
authority
to
sign
on
to
the
project
since
its
establishment,
every
municipality
within
the
county
has
committed
to
participating
and
we're
pursuing
partnerships
with
educational
institutions
and
environmentally
focused
nonprofits
next.

what
is
the
alliance
asking
of
your
council?
Firstly,
we're
requesting
that
since
you're
currently
have
an
urban
forestry
champion
that
you
pursue
collaborative
opportunities
that
will
positively
impact
human
health
via
environmental
health.
Secondly,
provide
the
lived
experience
to
the
data
results.
We
need
your
help
in
identifying
areas
with
disproportionately
low
canopy
coverage
within
your
city
and
finally
be
the
facilitators
between
this
alliance
and
the
community.

The
city
of
gilroy,
for
example,
has
established
a
parks
and
recreation
sed
commission
for
additional
participation,
in
addition
to
their
urban
forestry
champion,
as
these
individuals
provide
further
insights
into
their
field
and
their
community,
the
details
of
the
facilitation
will
be
left
to
you
all
as
how
best
to
conduct
this
next
and.
Finally,
here
is
the
working
timeline
for
the
santa
clara
valley,
urban
forestry
alliance,
where
I've
identified
the
key
stages
that
have
been
completed
and
our
projected
targets,
because
the
alliance
is
a
new
project
having
only
begun
last
summer.

conducted
now
is
foundational
for
the
future
of
urban
forestry
within
the
county.

anticipate
that
this
alliance
will
be
a
lasting,
self-sustaining
program
that
will
help
improve
equity
and
treat
canopy
coverage
throughout

county
and
complement
current
climate
change
mitigation
efforts,
and
that
is
the
conclusion
of
my
presentation.

shortage

needing
to
do
conservation.

high
density
versus

more
rural
type
and
the
temperature
change
well

we're
requesting
residents
to
move
away
from
the
traditional
landscape
that
requires
water,
of
course,
the
ones
that
we
see
quite

few
of
they've
replaced
it
with
a
light
beige,
colored
rock
with
a
few
desert
type
plants.

look

still
help

temperature
without
the
need
for
tremendous
amounts
of
water?

mean
we're
trying
to
advocate
that
to
the
community,

it
sounds

me

We
should
really
be
advocating
for
landscapes
that
will
contribute
to
bringing
down
the
temperature,
but
not
requiring
large
amounts
of
water.
So
I
I

really
be
interested
in
knowing
if,
if
we

some
information

almost
every

we
present
in
the
last
couple

Essentially,
what
we're
doing
is
it's
an
investment
for
the
future,
as,
as
you
use
the
water
to
grow
these
trees
they're
going
to
save
water
in
the
future?
We
can't.

Short-Sighted
in
how
we
look
at
what
we're
doing
here,
the
benefits
of
an
urban
forest
are
going
to
far
outweigh
whatever
sacrifice
we
have
to
make
in
water.

Some
of
the
techniques
that
we
can
we
are
recommending
is
a
mulch
while
we're
planting
to
reduce
water
loss
with
new
trees,
prioritize
trees
over
other
types
of
landscape,
you
know
lawn
can
always
come
back.
Shreds
can
always
come
back
that
20-year
tree
that
10-year-old
tree,
that's
an
investment
that
we
want
to
keep.

we
can
always,
you
know,
sacrifice
other
landscapes,
look
into
recycled
water,
look
into
great
water
use.
This
is
not
a
short-term
solution,
obviously,
but
this
is
things
that
we
are
going
to
be
looking
at.

Implementing
the
drought-tolerant
species
select
trees
that
aren't
going
to
require
the
same
amounts
of
water
like
the
redwoods
and
the
elms
that
we
were
planting
before
plants
and
desert
species
plants
and
species
that
we
know
are
going
to
be
adaptable
into
the
climate
we
have
now
and
the
climate
we're
having
future
and
then
maybe
just
overall
upgrading
our
irrigation
systems.
So
we
get
that
savings
that
net
balance
would
go
back
to
to
watering
our
newly
established
trees.

always
admired
other
cities
with
more
trees
with
better
and
cannot
be
spray.

see
that
we

providing

recent
study

society

america
and

that
you
can
read
it
later.
If
you

and
a
quote
from
it
saying,
our
study
provides
support
for
the
high
value
of
native
street
tree
species
and
select
non-native
species
as
important
habitat
for
feeding
birds.

It's
good
to
see
that
our
city
work
plan,
2021-22,
includes
an
item
for
climate
action
plan.

this
year
engage
a
consultant
and
commit
staff
time
to
developing
climate
action
plan
2.0
and
within
that,
the
goal
being
one
major
objective
is
to
identify
the
economic
and
community
opportunities
for
cupertino,
as
california
policy
points
towards
neutral
emissions
in
2045
and
net
negative
emissions
in
subsequent
years.
I
I've
said
that
before
they
are
wonderful
creatures,
their
health
signifies
that
our
community
is
healthy.
They
are
a
physical
embodiment
of
our
commitment
to
the
environment
and
to
health.
I
support
this
work
plan
item
and
urge
that
the
attention
on
biodiversity
and
habitat
and
food
for
birds
remains
at
the
forefront
on
everyone's
minds.

trees
retaining
retaining
water

the
long
run
and
helping

droughts,

bring
that
up,
but
the
other
things
I
oh
by
the
way,
I'm
also
with
more
than
30-year
cupertino
resident
and
I'm
also
a
member
of
santa
clara
valley,
audubon,
but
I've
always
loved
trees.

begin
with-
and
I
just
wanted
to
point
out
a
few
more
things-
connie
mentioned
the
bird
habitat
and
that's
great,
but
to
me,
birds,
don't
only
bring
joy
birds,
I
always
say
to
people.
If
you
don't
like
a
lot
of
insects
around,
then
you
gotta,
like
birds,
birds,
eat
an
amazing
number
of
insects.
We
would
really
feel
the
difference
if
birds
were
not
around.
Personally,
I
really
hate
when
they
fog
with
insecticides.
For
many
many
reasons,
the
more
birds
you
have
around
and
actually
reptiles
and
amphibians
too.

fewer
insects
you'll
have
around,
and
that
is
really
absolutely
true.
Biodiversity
is
also
important,
but
I
want
to
bring
up
a
couple
more
things
about
having
a
really
rich
urban
can
canopy.
One
is
many.
Studies
have
been
done
about
traffic
calming
and
trees
planted
along
roadways
are
have
been
proven
to
be
traffic
calming.
I
also
want
to
point
out
that
it's
amazing
how
much
they
lower
ambient
temperature.
I
remember
one
time
driving
with
my
sister.
We
were
driving
on
a
freeway
on
a
hot
day
and
temperature.

know
she
had
one
of
those
thermometers
that
show
what
the
outside
is
that
display
in
her
car,
and
it
said
it
was
like
100
degrees.
I
forget
something
like
that
and
when
we
turned
off
the
freeway
onto
a
very
leafy
green
area,
you
know
really
a
town
with
a
ton
of
trees.
I
don't
remember
which
town
it
was
now
which
city
a
ton
of
trees.
It
went
down
about
15
degrees,
it
was.
It
was
amazing
and
we
opened
the
windows
and
it
just
felt
so
good.

thing
is,
it's
probably
worth
mentioning
that
they
having
a
lot
of
trees
in
your
city
can
actually
boost
property
values
and
I've
noticed
that
simply
by
observing
wealthy
towns
and
towns
with
low
incomes,
it's
just

stark.

difference.

you
know
the
wealthy
towns
have
a
ton
of
trees
and
they
look
beautiful
and
it's
probably
much
easier
to
sell
a
house
when
you're
showing
that
you

look
at
this
leafy
street,
then,

you're

heartbroken
when
I
see
a
street
devoid
of
trees-
and
I
see
way
too
many
of
those
even
in
cupertino,
but
I'd
like
that

members

the
public
can
participate
in
the
legislative
process,
just
as
a
real
brief
primer
before
one
can
really
engage
in
the
legislative
process.
It's
important
to
understand
kind
of
the
basics
about
the
process
within
your
within
your
agenda
packet.

There's
a
flow
chart
that
that
tries
to
lay
forth
the
legislative
process
for
for
people
to
understand,
but
essentially,
while
we
we
feel
often
in
sacramento
that
it's
an
insular
process
and
can
be
very
confusing
that
there
is
a
an
ample
opportunity
for
public
engagement
when,
at
the
beginning
of
the
legislative
session
bills
are
introduced
by
legislators.

It
has
to
go
through
a
number
of
steps,
including
in
the
house
of
origin,
so
this
would
be
assembly
bills
that
are
introduced
in
the
assembly
senate
bills
that
are
introduced
in
the
senate
bills
usually
have
to
go
through
a
policy
committee
or
two,
depending
upon
the
topic
of
the
bill,
a
fiscal
committee
depending
upon
whether
or
not
there's
a
monetary
impact
from
the
legislation
to
the
state
and
then,
as
well
as
a
full
boat
of
the
floor
in
that
house.

Each
of
those
opportunities
each
of
those
steps
along
the
way,
there's
opportunity
for
public
engagement,
whether
that's
making
a
position
known
testifying
committee
hearings
reaching
out
to
legislators
and
then,
as
the
a
bill
progresses.
It
moves

first
house
to
what
we
refer
to
as
the
second
house.
So
this
would
be
assembly
bills
going
into
the
senate
senate.
Bill
is
coming
over
to
the
assembly,
and
a
similar
process
gets
played
out
again
with
policy
committees.
Fiscal
committees
and
floor
votes
slight
bit
of
difference
on
the
on
the
second
house.

If
a
bill
is
amended
in
the
second
house,
it
would
need
to
go
back
to
its
house
of
origin
for
what
we
call
a
concurrence
vote,
so
the
legislation
would
be
passed
by
the
same
houses
in
the
same
format.
Again
all
of
those
steps
along
the
way
allow
for
public
participation
in
input.

Once
a
bill
is
signed
by
the
legislature,
it
would
go
to
the
governor
for
their
consideration.

The
legislative
process
follows
a
pretty
a
pretty
standardized
calendar.
It
fluctuates
a
little
bit
weeks.
You
know
from
from
even
years
to
odd
years,
because
it
is
a
two-year
legislative
cycle,
but
the
nice
thing
is
the
legislative
calendar
is
put
out
about
a
year
about.

You
know
usually
the
at
the
beginning
of
q4
for
the
following
year,
so
we
have
about
a
year
heads
up
as
to
most
of
the
major
deadlines
as
to
where
to
engage
the
house
of
origin
process
that
I
described
takes
over,
takes
over
about
six
months,
usually
from
january
to
june
approximately,
and
then
the
second
house
process
gets
sped
up
much
quicker.
That's
where
we
are
currently
in
that
process
usually
takes
about
three
months
from
june.

To
august,

then
the
governor,
when
a
bill
reaches
him,
he'll
have
up
12
to
30
days,
depending
upon
on
when
the
legislation
arrives
at
his
desk,

more
specific.

we
engage?
There's
a
number

help

engage
not
only
with
legislators
in
sacramento

dc,
but
also
with
the
city.

the

put
forth
by
the
city
on
on
the
meetings
of
the
committee,
so
the
agendas
the
minutes,
so
people
can
engage
at
a
local
level
to
help
have
input
on
the
city's
positions.
On
some
of
these
measures,
it
will
also
contain
the
city's
legislative
agenda,
which
is
the
full
list
of
priorities
and
statements
adopted
by
a
city
council
at
the
beginning
of
the
at
the
beginning
of
the
year.

important

there

ability

positions
known
through
email,
faxes,
snail
mail,
those
elements
once

piece
of
paper
is

someone

very
difficult

kind

trace
back
what
has
happened.
So
the
letter
portal
allows
for
that
capturing
over
time
the

participate
in
the

require
one-time
registration

order

actively

conserve

conservation

the
two
quarries
stevens
cree
quarry
has
just
received
a
notice
of
violation
from
the
county.
There
are
24
building
violations,
five
environmental
health
violations,
nine
fire
violations
and
five
zoning
violations
on
august
26,
the
county
planning
commission
with
two
new
commissioners
will
be
making
a
consequential
decision
to
determine
whether
stevens
creek
quarry
is
zoned
for
importing
processing
and
reselling
rock
from
lehigh
as
to
lehigh.

Lehigh
is
now
running
two
new
businesses
on
site,
which,
in
my
opinion,
should
not
be
allowed
without
further
study.
First,
instead
of
using
on-site
materials
to
manufacture
cement,
lehigh
is
now
importing
all
materials.
This
is
a
significant
change
of
use.
Second
lehigh
has
built
a
new
rock
plant
that
is
significantly
different
from
the
rock
plant
that
terminated
operations
in
2011..

They
probably
at
that
point,
lost
any
vested
right
that
they
might
have
had
lehigh
previously
produced
washed
rock
and
had
surface
wet
surface
wet
rock
piles.
That's
a
tongue
twister
now
they're
using
a
dryer
process
and
selling
unwashed
rock.
I
am
concerned
that
the
transportation
of
this
unwashed
rock
will
cause
more
dust
and
create
more
health
impacts.

to
get
back
to
them,
and

it
will
go,

reasons
we

Trucks
are

spilling
on
our

office
and

santa
clara
county
planning

monitor

activities

lehigh
importing
cement
in

sale
of
unwashed
aggregate.

nuisance
conditions
are
being
evaluated

will

commented
on
as
necessary.
Additionally,
the
city
eternity
is
monitoring
the
vested
rights
litigation
between
lehigh
and
the
county
as
previously
directed
by

good
news.
The
council
may
recall
on
june
18th
that
at
a
special
council
meeting,
you
authorized
the
mayor
to
submit
a
letter
supporting
the
county
and
mid-peninsula
regional
open
space
district,
going

agreement
to
improve
ridgeline
inspection
and
enforcement.

shortcomings
regarding
chapter
10.48
of
the
cmc
noise
control
ordinance.

I

sent

clerk
as
well

they
were
kind
enough
to
forward
it
to
community
development
department,
so
this
ordinance
doesn't
factor.
Distance
between
commercial
and
residential
properties,
like
other
city,
does
example,
loss
and
task.
Also
it
does
not
differentiate
between
the
continuous
noise
versus
intermittent
noise.
I
live
at
wood
spring
condominium,
which
is
a
67
units
condominium
on
homestead
road,
as
shown
in
the
attached
picture.
I
have
sent
an
email,
so
this
contain
condominium.

Building
is
adjacent
to
the
commercial
property,
and
these
two
properties
are
just
few
inches
apart
from
each
other.
In
my
opinion,
the
current
ordinance
doesn't
correctly
differentiate
between
residential
and
commercial
noise
levels
based
on

distance
between
them.
Recently
I
have
filed
two
noise
complaints
with
the
ct
I
have
again
mentioned
them
on
the
email.
So
so
this
the
the
noise
are
coming
from
homestead
road
shopping
stores,

three
five
six
and

exhaust
fans
and
units
are
so
noisy,
but
they
don't
shut
off
even
during
night
hours.

noise
levels
from
these
units
are
loud
enough
to
oil
at
night,

code

residential

because
the
current
arduino
suggests
that,
for
any
noise
level
violation,
the
origin
of
the
noise
has
to
be
considered.

other

continuous
noise

nights
exceeding

residential
noise
limit
is
not
only
affecting
the
quality
of
life,

the
physical

mental
health

blower
being

continuously
day
and
night,
though
its
noise
is
within
the
acceptable
limits
of
the
commercial
standards.

update

the

sister
cities
celebrated
the

years
of
peace
between
our
two
countries,
representatives
from
each
of
cupertino's,
sister
cities,
cupertino,
toyokawa,
sinchu
and
bubaneswar
were
present,
demonstrating
the
network
of
support.
The
cities
have
found
for
egypt
starting
off
the
event.

off

ceremony,
the
event
organizers
hosted
a
community
barbecue
that
featured
significant
dishes
that
symbolized
the
bond
between
cupertino
and
toyokawa.

to
have
been

and

dynamics
for
our
city

region

There
are
now
128
000
cases
which
is
up
2208
from
last
week,

our
seven-day
average

increased

over
50
cases
to
302
in
cupertino.
Specifically,
we
have
a
1031
cases
by
zip
code
and
1043
by
city
limits
both
of
those
are
roughly
25
up
from
a
week
ago
and
77
new
cases
up
over
the
last
month.
So
what
we're
seeing
discuss
nationally
in
the
news
is
also
being
reflected
locally.

county
has
announced
that,
as
of
saturday
august
14th,
the
third
dose
of
the
pfizer
or
moderna
vaccine
is
available
for
immunocompromised
individuals
and
their
county
website
can
provide
access
to
that
and
there's
obviously
national
discussion
about
potential
changes
for
expansion
of
additional
booster
doses
for
broader
population.
This
is
actually
a
piece
of
good
news
for
cupertino.

We
have
some
census
tracts
that
have
reached
a
virtual
100
percent
vaccination
level
for
all
of
those
individuals
eligible
from
12
years
of
age
and
older,
and
our
lowest
rate
remains
at
81
percent.
So,
while
we
do
have
growing
cases,
we
do
have
strong
vaccination
rates
for
our
community
base.
Coverings
are
now
required
in
cupertino

led

the
change
to

hoped

project

diablo
and
it's
down
near
mammoth
lakes.

boy,
climate
change,

anything
we

reduce

greenhouse
gas
emissions,
and
so
here
is
another
place
where
that
is
being
addressed

this
new
geothermal
project
and
14
megawatts
from
this
project
will
be
going
into
the
silicon
valley,
clean
energy
energy
purchases.

that
as
the
higher
light
higher
point,

they
also
talked
about
that.

are
coming
up
with
a
pre-pay
method
for
the
power
purchase
agreements,

all

but

prepay

overall
background

the
original
general
plan
amendment
process
was
adopted
in
september
2015.

was

provide

more
orderly
development

public

consider
and
calm
down
projects
simultaneously

understand
impact.
So
if
there

multiple
general
plan,
amendments
coming
in
that
the

city

was
to
the
process

ensure
development
improves
the
quality

life.
The
idea
that
development
could
provide
voluntary
community
benefits

mitigate
impacts,

as
open
space

in

community
facilities

voluntary

that

there's
still
a
requirement
for
site
signage.

the
city

our

plan

All
changes,
anything
that
is
proposed

applicant

by
the

and

prior

project

amendments

operations

restaurants-

this
is
pursuant
to
the
temporary
outdoor
dining
permit.

a
little
bit
of
background
how
we
got
here
going
back
to
june
1st
of
last
year,
when
the
santa
clara
county
issued
an
update
to
their
shelter
in
place,
order
that
allowed
indoor
dining
the
city
council
had
subsequently
adopted
the
urgency
ordinance
20-20-20
owes
2207
and
that
allowed
that
adopted
the
tod
permits
or
the
temporary
outdoor
dining
permits
for
restaurants
and
other
establishments
to
operate,
in
conformance
with
those
updated
shelter-in-place
orders.

In
august
30th,
the
state
switched
over
to
the
blueprint
tier
system
and
this
past
june
government
governor
newsom
had
extended
sales
of
alcohol
beverages
within
expanded
outdoor
dining
areas
to
the
end
of
the
year
and
had
also
encouraged
local
jurisdictions
to
continue
with
their
existing
outdoor
dining
programs
throughout
the
year
as
well,
and
then
just
this
past
june,
they
had
also
lifted
the
state
blueprint
system
which
had
effectively
ended.

In
addition,
we
have
the
highly
transmissible
delta
variant.
That
is
a
growing
concern
with
804
cases
in
santa
clara
county
and
10
507
cases
in
california,
as
of
august
12th
and
11th
respectively,
and
on
august,
2nd
public
health
officials
in
several
bay
area
counties
have
reinstated
the
mass
mandate
for
indoor
settings.

So,
due
to
these
ongoing
recent
developments,
several
neighboring
jurisdictions
have
extended
their
temporary
outdoor
dining
programs.
As
you
see
here
on
this
table,
in
line
with
san
jose
and
santa
clara
staff
is
recommending
an
extension
of
the
tod
program
for
90
days
after
the
end
of
the
local
emergency
order,
unless
the
order
or
the
ordinance
is
otherwise
extended
or
conditionally
extended
by
city
council
or
by
order
of
a
new
local
declaration
of
emergency,
and
this
proposal
will
also
reinstate
expired
permits
under
the
original
ordinance.

This

some
of
the
approved
tod
permits
within
the
city,
as
well
as
just
a
few
of
the
elements
that
staff
reviews
as
part
of
the
permitting
process
to
ensure
the
safety

the
usability

those
temporary
spaces
that
are
approved.
That
includes
locating
adjacent.

just
wanted
to
provide
an
idea
of
where
these
approved
today
permits
are
so.
This
map
shows
of
all
the
applications
that
staff
received.

Staff
also
had
conducted
outreach
reaching
out
to
the
chamber
of
commerce,
as
well
as
the
business
community,
particularly
those
who
went
through
the
tod
process
and
were
issued
those
permits.
The
feedback
was
pretty
unanimous.
It
was
very
positive,
very
helpful
for
business,
very
appreciative
of
the
program
itself
and
the
process
they
had
indicated
that
customers
continued
to
request
outdoor
seating,
particularly
back
during
the
peak
of
the
pandemic
and
more
recently
due
to
the
delta
variant,
and
they
all
want
to
see
the
tod
program
extended.

may
also
consider
some
alternatives
to
the
staff
recommendation
option
a

approve
the
urgency
ordinance

a
predetermined
expiration
date.

it's
setting
a
defined
date
after
which
that
ordinance

alcohol
service
remain
