update

couple

our
projects,

annual
playground
equipment
replacement,
update.
We
also
are
going
to
speak
to
the
all-inclusive
playground
at
jolliben
park,
the
uniparacera
trail
east
segment
and
the
memorial
park
ponds
repurposing
project,
so

first
one
is
the
annual
playground
equipment
replacement.
As
you
know,
we
are
proceeding
with
the
tot
lot
at
creekside
park.

Recently,
the
city
council
approved
the
contract
for
miracle
play
systems
to
supply
the
equipment.
It's
approximately
three-month
time
frame
for
the
fabrication
and
delivery.
There's
supply
chain
issues.
I
know
that
you're
all
aware
of
that
or
the
possibility
of
that
with
covid
and
the
expected
delivery
date
for
that
equipment
is
january
and
once
it
delivered
it
will
take
three
weeks
approximately
to
install.

We're
also
working
with
a
fundraising
consultant
to
generate
a
strategy
for
the
one
million
dollars
that
we're
required
to
raise
to
meet
the
terms
of
the
grant
and
they
are
developing
what
we
call
the
case
for
support,
so
basically
the
back
story
so
that
we
can
interest
donors
and
the
yeah
interest
owners.
Let's
leave
with
that,
and
we
can
hope
to
have
some
progress
in
that
realm
in
the
next
in
the
month
this
month
and
next
month
they
really
are
trying
to
get.
It
started
quickly.

finally,
memorial
park
pond
repurposing.
So,
as
you
know,
the
ponds
at
memorial
park
have
been
drive
a
number
of
years,
and
the
purpose
of
this
project
is
to
remove
those
concrete
and
fill
it
with
turf.

interim
so
that
between
now
and
when
the
new
master
plan
is
developed
and
then
eventually
implemented,
we
would
have
instead
of
a
bunch
of
concrete
that
really
can't
be
used
to
at
least
have
some
turf
in
there.
That
could
be
more
park
like
so
we've
selected
a
design
consultant
and
that
work
is
underway.

can
award

this

we're
in

interim
city
manager

it's
great

attend

parks

recreation
commission
meeting.
It's
the
only
commission,
besides
the
planning
commission
that
I'm
going
to
have
the
opportunity
to
visit
during
my
tenure
as
your
interim
manager
and
I'm
while
I'm
primarily
here
to
introduce
item
number
three
and
prior
council
action
and
staff
recommendation.

did

then
I
went
on

become
a
city
manager
first
for
milpitas
at
42
for
los
gatos
at
52
and
now
for
cupertino,
and
I
won't
say
my
age,
but
it's
been
a
joy
to
work
with

city

I

say
the
second
public
body
I
ever
served
on
was
on
a
design
review
committee
for
my
hometown
community
center
as
it
was
being
rebuilt,
and
it
was
fun
to
be
the
youth
representative
on
that
so
directly,
working
as
a
subcommittee
of
parks
and
recreation
commission.
So
it's
just.

always
been
a
soft
spot
for
me
for
city
work
and
my
first
job
ever
where
I
got
a
paycheck
was,
as
a
summer
day,
camp
counselor
for
a
neighboring
city
parks
and
recreation
department.

I've
always
viewed
parks
and
recreations
kind
of
the
heart
and
soul
of
what
cities
do,
even
though
it
may
not
be
the
largest
department.
It
is
so
impactful
to
so
many
residents.
So

recreation

parks,
district
update
and
recommendation
to
the
city
council,

I

I
certainly
understand
the
history
of
both
lasco's
concerns
about
the
district's
prior
performance
levels
and
this
commission's
past
enthusiasm
for
looking
at
ways
to
continue
those
services.
But
what
I'm
here
tonight
for
is
that
on
march,
2nd
2021,
the
city
council,
which
your
advisory
to
reviewed
your
prior
work,
the
lafco
request
and,
more
importantly,
recent
progress
by
the
district
in
developing
a
strategic
plan
as
well
as
the
survey
that
the
city
did
of
nearby
residents.
And
while
it
wasn't
a
large
turnout,
it
was
a
very
decisive
turnout
in
that
survey.

As
you'll
hear
from
your
staff.
And
so
the
council
basically
suspended
further
consideration
of
considering
the
annexation
of
the
district
until
the
district
completed
its
strategic
visioning.
So
I'm
here
to
share
with
you
the
council's
prior
action
as
well
as
staff
strong
recommendation
that
given
recent
progress
in
the
district
in
its
performance
and
services
and
leadership
and
planning
and
commitment
that
we
continue
as
a
city
to
let
the
district
perform
services
to
the
residents
that
it
works
with.

And
this
is
in
part
because
the
lasco
has
not
initiated
any
transfer
of
the
facilities
management
and,
in
fact,
is
looking
for
direction
from
the
council
or
the
district
at
some
point
to
say
that
those
changes
are
needed.
So
I
just
wanted
to
share
with
you
council's
prior
action
to
delay
any
action
of
annexing
the
district,
as
well
as
staff
strong
recommendation
that
we
let
the
district
progress.

We
think
we'd
be
right
back
to
this
commission
to
say
what's
best
for
the
community,
we
do
think
the
progress
of
the
district
as
well
as
lafka's
inaction
and
council's
direction
suggests
that
we
should
go
forward
with
letting
the
district
continue
to
provide
services
as
they're,
able
and
willing
and
to
just
ever
be
aware
and
present
on.
What's
the
greatest
need
for
the
broader
community
I'll
just
tighten
as
we
presented
the
work
plan
of
the
city
to
the
city
council
last
tuesday
night,
almost
every
department
is
working
at
capacity
for
many
reasons.

Lack
of
staff,
coved
changing
circumstances,
tough
issues
in
the
community
that
taking
on
additional
work
at
this
point
in
time
is
a
challenge
for
the
city.
Is
we
have
34
objectives
from
the
city
council
that
are
already
on
our
plate
and
we
really
want
to
deliver
on
those
and
as
a
parting
message,
I
will
share
with
you.

a
note
soon
from
my
office,
asking
this
commission
to
join
with
the
other
commissions
in
proposing
the
new
work
plan
items
for
city
council,
consideration
for
2223
and
it's
by
having
that
unified
work
plan
from

council
through
all
the
commissions
where
the
commissions
feed
up
ideas.
The
council
sets
the
priorities
and
then
the
council,
the
commissions
and
the
staff
work
together
to
achieve
those
priorities
that
the
city
is
able
to
move
furthest
and
fastest
and
to
continue
the
quality
of
life
of
this
community.

be
presenting
an
update
on
the
rancho,
ricanada
recreation
and
park
district
referred
to
throughout
the
presentation
as
rrrpd
or
the
district,
and
sometimes
I
leave
out
an
r.
So
I'm
really
sorry,
but
I
think
you'll
catch
on
the
agenda
for
this
evening
is
a
timeline
for
the
previous
work
program
item
for
rrpd,
their
community
outreach,
rrpd's
strategic
plan
and
board
resolution
review
of
the
process
for
annexation
items
for
the
commission's
consideration
and,
finally,
the
recommended
action.

Lafco's
special
study
was
the
catalyst
that
sparked
the
fiscal
year.
1920
city
work
program,
item
lafco
came
to
the
city
with
a
special
study.
The
city
did
not
approach
lathco
in
lafco's
special
study
report.
It
was
noted
that
the
rancho
board
was
experienced
experiencing
lack
of
quorum
and
board
dysfunction,
including
a
history
of
turmoil,
unfulfilled
unfilled
seats
and
candidates
running
unopposed.

Shortly
thereafter,
a
memo
was
sent
to
the
city
council,
providing
them
an
update
on
the
work
program
item
that
included
the
details
of
the
october
1st
parks
and
recreation
commission
meeting.
As
stated
previously
in
december,
2020
rrpb
seated
four
new
board
members
and
began
working
through
their
strategic
visioning
and
outreach
process.

In
march
2021,
the
city
council
had
a
study
session
on
the
rrpd
work
program.
Item
city
council
unanimously
voted
to
delay
the
consideration
of
the
annexation
of
the
district
until
rrpd
completed
their
strategic
visioning
and
outreach
process
and
their
board
of
directors
made
a
formal
recommendation
on
the
subject
of
city
acquisition
and
annexation.

After
community
outreach
and
engagement,
the
rrpd
board
officially
adopted
their
strategic
plan
on
june,
the
10th
2021,
a
notice
of
the
rrpd
item
being
agendized
at
this
meeting
was
sent
to
the
residents
of
the
rancho
ricanada
district.
Last
month,
the
rrpd
rrpd
strategic
plan
was
developed
by
roush
communication
consultants.

On
february
11
2021
the
board
carried
a
motion
to
approve
the
use
of
27
000
for
an
outreach
action
plan
to
help
educate
the
special
district
residents
on
the
potential
annexation
to
the
city.
The
recommendations
provided
in
the
plan
were
based
on
interviews
with
the
board
members
and
staff,
two
facilitated
public
workshops
and
an
online
survey.

There
were
22
attendees
at
the
public
workshops
and
135
people
participated
in
the
online
survey.
Detailed
responses
are
available
on
pages
24-29
of
the
strategic
plan,
which
is
attachment
a
in
your
packet
on
june,
the
10th
2021,
the
rrpd
board
of
directors
unanimously
adopted
the
2021
strategic
plan
that
to
guide
the
district
from
fiscal
year
22
to
fiscal
year,
24.

the
board
finds
that
it
is
in
the
best
interest
of
district
residents
for
the
district
to
remain
an
independent
special
district.
The
second
action
was
to
notify
stakeholders,
and
the
third
was
to
take
action
as
needed,
as
presented
previously.
Annexation
procedures
would
meet
would
need
to
either
be
initiated
by
lafco
resolution
city
resolution
or
by
voter
petition.

The
rrrpd
board
of
director
directors
has
expressed
clear
opposition
to
the
city's
annexation
of
the
district.
As
stated
in
the
strategic
plan.
Should
the
city
move
forward
with
the
application
process,
the
board
is
prepared
to
take
further
action
based
on
conversations
with
lafco.
A
district
has
never
been
annexed
by
a
city
without
districts,
a
district's
consent.

Under
current
operations,
all
cupertino
residents
have
the
ability
to
use
the
rrpd
facility
and
to
participate
in
all
programming
offered.
This
includes
a
year-round
pool
with
recreation
offerings
such
as
lap,
swim,
swim,
team,
swim,
lessons,
camps
and
facility.
Rentals
annexing
rrpv
does
not
create
new
recreation
opportunities
for
cupertino
residents.

early
on
taking
on
the
challenges

the
district

its

in

planning

aquatic
city
facilities
in
the
city
and

until
our
rpg
completes
their
strategic
visioning
and
outreach
and
makes
the
recommendation.

would

would
say
that
you
know
based
on
this
information,
if
council
wanted
us
to
do
further
outreach
and
further
investigation
at
that
point,
that's
what
we
would
do.

pace
actually

so
to
build.
A
new
facility
would
be
quite
expensive
in
probably
the
tens
of
millions
of
dollars,
and
it
just
depends
on
what
size
of
a
facility
and

other
amenities
it
might
have.
But
an
outdoor
pool
is
anywhere
in
the
neighborhood
of
10
to
15
million
indoor
is
much
more
expensive
because
of
filtration
and
air
and
things
of
that
nature.
So
it's
quite
costly.

think,
in
the
master
plan
it
alludes
to
allow
you
know,
researching
potential
aquatic
facilities
that
might
be
available
more
centralized
or
on
the
east
side
of
cupertino
as
options.
So
so
that's
what
it
states
in
the

master
plan,
not
necessarily
building
but
looking
for
those
opportunities.

happen
if
it
became
a
part
of
the
city,

estimate.

estimate,
it's
kind

in
line

fees

we

out

farm
pool
and
it's

cover
our

what
we
would
anticipate
overhead

like

trying

align
it

we
currently

the

this
merger
on
this
acquisition-

we
could
establish

there
was
continued
opposition
or
not.

see
well

maybe
people
change

minds
if
the
city
could
would
demonstrate
the
advantages

another

that
point,
we
determine

there

the

we
at
that
point
say:
okay,
now
we
realize
we
see
that
we
would
have
to
do

citizens

community
members

felt

service
was
not
provided
adequately

issues

finance
handling,

Yet
I
feel
that
I
think
outreach
participation
has
to
improve
tremendously
to
really
check
the
status,
because
the
reason
I
say
is,
I
think,
maybe
it's
to
you
kevin,
as
well
as
to
the
board
right
now,

you're
getting

less
than
three
percent
of
the
entire
population,
what
you
serve
six
thousand.
It
is
three
percent
of
them,
one,
even
the
close
to
the
rancho.
We
don't
know
even
how
to
really
find
out.

think
a
lot
of
the
complaints
or
the
concerns
came
from
the
people
in
the
rancho
district,
it's
not
from
outside,
because
they
came
and
talked
about.

do
remember
so
I
want

sure
that
this
process,
at
least

new
board
members,
will
listen
to
it,
because
this
this
problem
would
have
not
come
here
unless
I
wish
there
was
a
lot
of
challenges
in
the
board

way

which
it
was
conducted,
financial
irregularities,
all
the
things

you
go
back
on
the
way
these
are
all
people
worried
about
it.

As
long
as
I
want
that
gets
completed,
properly
updated
to
the
to
the
community
members
on
a
periodical
basis,

think
that's
what
will
build
the
trust,

I
really
want
to
put
that
request,
because
we
spent
a
lot
of
time
on
it
almost

year,
every
kind
of
meetings,
and
we
talked
about
because
we
want
to
make
sure
that
the
right
service
goes
to
the
community
members
and
we

failing

duty

concerns
should
be
gone

lot

outreach
should
be
done
to

the
people
in
the
rancho
district.

agree
for
the
others,
but

think
a
lot

complaints

serving

commitment
starts
there,

otherwise

was
to

delay
it

allow
for
this
engagement
on
the
long-term
planning
for
aquatics
and

strategic
visioning.

presented

council,
so
someone
I
just
want

review

the
comments
that
I
heard
the
council.

into

unfavorable
situation

who

strategic
master
plan

parks

recreation

aquatic
facilities

very
high
on
our
residential
desire
list.

we've
looked
at
and
it's
been
compared
here.

cost
of
doing
a
new
facility
is
going
to
be
multiple
times
what
it
would
be
to
help
bring
the
district
up
to
up
to
a
level
that
the
city
thinks
it
might
need
to
be
at.
So
it's
also
at
sounded
like
well
pre-coded,
probably
not
now
that
you
were
kind
of
capacity
of
what
could
be
going
on
there.
It's
not
clear
how
you
could
be
doing
a
whole
lot
more.
At
least
that
was
what
you
presented
to
us,
that
you
know.

If
you
know
there
are
concerns,
if
we
were
to
find
or
try
to
find
a
way
to
make
this
be
a

facility,
it's
hard
to
imagine,
but
you
know

residents
around
there
would
go
nuts
and
rightfully

they
like

small
facility
that
has
a
family
feel
and
all
of

so
that
was
some
of
the
comments.

was
troubled
when
she
looked
at
the
survey
results

we
did,
that
the
results

small

terms
of
the
outreach,
and
so
so
her
two
points
were
one:
if
the
board's
not
on
board
that's

problem

the
survey

are
not
valid
enough.
There's
not
enough
quantity
there
to
really
make
a
valid
decision.

that
was
what
she
said.
Council
member
way
was
also
uncomfortable
with
the
board
not
being
in
favor.
She
suggested
more
outreach
education
and
she
said
gee
it's
going
to
cost
a
lot.
Maybe
we
need
to
do
more
research,

so

think
these
are
some
of
the
things
that
were
informing
their
decision
to
delay
in
march
and
since
then,
we've
gotten
some
more
cost
data
about
how
much
an
election
would
be
and
it
would
be
even
bigger.

could

ways
to
mitigate
that
if
we
work
together
and
so
that's
that's
the
thing
is
it:
how
can
we
work
together
to
make
this

win
for
the
rancho
district
as
well
as
the

their
experience,
and
so
I
think
that
was
what
city
council
was
getting
at,

stopped
from
being
able
to
work
together
because
of
covid

our
neighboring
city
of
sunnyvale.

trees
in
the
park
behind
the
quinlan
community
center

end
of

life
cycle
and

safety
issue

trees

structural
issues
and

heavy
lean
to
the
south
over

artist
awards.
The
award
program
consists
of
three
categories:
distinguished
artists,
emerging
artists

A
virtual
community
meeting
will
be
held
to
invite
input
and
feedback
on
the
installation
of

full-size
basketball,

garden

wilson

is
scheduled
from

p.m,
and
the
basketball
court
is
scheduled
from

to
