my

privilege,
and
it
makes
me
very
happy
to
be
able
to
as
the
conclusion
of
the
current
mayoral
term
in
cupertino
to
be
able
to
present
a
couple
of
ceremonial
matters
and
presentations
this
evening
and
those
are
items
one
and
two
on
our
regular
agenda.

Our
first
item
is
the
recognition
of
one
of
our
residents
and
a
commissioner
in
our
city
for
receiving
a
national
federal
recognition
for
her
efforts
in
volunteering,
and
so
this
subject
is
the
recognition
of
arshna
panda
for
receiving
the
president's
lifetime
achievement
award
from
the
americorps
from
americorps
and
the
office
of
the
president
of
the
united
states.

we
do
have

and
so
before
we
show
the
recognition
urshana
did
you
have
a
few
words
to
share
with
regard
to
your
volunteer
activities
and
the
honor
that
was
bestowed
upon
you
from
our
chief
executive.

appreciate
the
honor
and
the
opportunity
given
to
me
to
be
able
to
present
my
thoughts
and
myself
in
front
of
the
such
elite
group,
and
I
really
appreciate
and
from
the
core
of
my
heart,
so
the
project
was
for
for
the
purpose
of
covet
and
for
fundraiser
for
helping
towards
that
difficult
time
that
we
had
in
wave
one
and
wave
two,
but
basically
it's
not
the
effort,
the
work
or
what
we,
what
was
done,
but
the
intention
behind
it,
and
I
appreciate
that
the
observation
from
the
management
and
the
top
power
are
so
kind
to
recognize
and
appreciate
me
or,
like
I
mean
citizens
like
me,
and
I
it
really
makes
me
very,
very
motivated
to
do
more
better
brighter
in
coming
days,
and
the
only
word
which
I
believe
suits
at
this.

mind,

there's
a
voice
inside
of
all
of
us
that
whispers
all
day
long.

tells
us
what
is
right
for
us.
That
tells
us
what

wrong.
No
teachers,
preachers
parents,
friends,

wise
men

we
think
what
to
do.
Just
listen
to
the
voice
that
speaks
inside

that's

follow

public

lee,
upon

retirement
and
recognizing
his
dedicated
service
to
the
city
of
cupertino.

you
know
I
sometimes
put
percentage
metrics
upon
our
staff's
work,
but
I
you
know,
I
think,
with
regard
to
roger
you
know,
roger,
and
I
have
coincided,
I
think
entirely
with
regard
to
the
city
of
cupertino
roger
came
from
santa
clara
at
the
time
that
he
was
hired
here
in
cupertino.

I
think
I
was
probably
on
the
parks
and
recreation
commission,
but
you
know,
certainly
during
my
entire
time
on
city
council
here
and
all
of
our
respective
times
for
all
council
members.
Roger
has
been
there,
but
with
regard
to
metrics,
you
know,
roger
and
his
department
have
basically
blown
the
roof
through.
You
know
one
of
the
metrics
in
the
bay
area
we're
at
the
very
top
with
regard
to
page
pavement
management,
and
you
know
I've
been
able
to
see
that
progress
over
the
course
of
years.

know
roger's
immediate
predecessor,
tim
borden.
Of
course
you
know,
was
working
with
roger,
but
roger,
very
much
focused
upon
that.
You
know
throughout
his
career
and
has
done
such
an
amazing
job
in
cupertino.
I
know
that
he's
been
an
integral
part
since
the
very
beginning
of
making
sure
that
our
horizontal
infrastructure,
you
know,
particularly
in
this
case
the
the
roads,
are
maintained.
Well,
and
you
know
I
can
say
when
I
was
elected
in
2014,
that
was
not
the
case
in
every
sector
of
guberno.

know
I've
watched
those
pmi
numbers,
you
know
across
the
board
rise,
you
know
every
now
and
then
you
get
early
on
in
those
years.
You
know
inquiries
from
from
members
of
the
public.
Saying
hey.

know
I
just
want
to
express
my
appreciation
for
having
been
able
to
work
with
you
as
a
colleague
and
see
that
you
know
fantastic
results
as
an
exemplar
of
the
work
that
you've
done
for
cupertino.

this

its
community,
its
count
city

management

staff
have
been
an
absolute
pleasure

work
with
over
the
years
in
my
25
years
and
then
working
with
public
and
public
agencies
and
seven
years
in
the
private
sector.
Cupertino
has
really
just
been
the
highlight
without
a
doubt,
so
thank
you
for
the
opportunities
and
the
support.

are

direction
and
the
funding
just
made
that
all
possible.

only

great
fortune

getting
to
work
with
him
five
months
and
all
of
you
have
gotten

work

them
much
longer,

those
five
months
I've
seen
what
an
exemplary
is
of
responsiveness,
positivity,
getting
the
work
done
and
just
being
a
colleague
with
all
of
the
staff
at
all
levels.

team
had
the
opportunity

recognize

roger
for
being

colleague
yesterday.

pleasure

recently
when
we
had
two
residents
that
were
struggling
on
newsome
and
wonderlic,
and
I
said
well,
I'm
going
to
go
and
meet

residents

stepped

he
pulled
in
the
in
the
driveway
down
there
too,
and
we
talked
with
the
residents.
Ultimately,
problems
were
resolved
and
all's
good
roger.

truly

loss

you
have
retired,
although
you
deserve
your

know
you

faced
some
really
tough
challenges,
but
then
the
residents
have
always
felt
that
you

listened

you
will
try
to
address
their
concerns,
even
though,
even
when
the
situation
there
is
nothing
the
city
can
do
you
make
people
feel
they
are
listened
to,
and
you
tried
your
best
and
you
have
on
the
pavement
situation,
where
you
have

best
payment
rating
and
for
the
lehigh.

difference

water,

there
are
just
so
many
issues

you
really

leadership,

I
saw

often

I
was
a
resident
in
the
school
board
because
after
I
elected
mr
kovitz,
we
really
didn't
meet,
but
your
names
you
mentioned
over

over
again
you
know
your
public
works
is
a
major
part
of
cupertino.
So
I'm
positive
that
you've
made
positive
changes
into
our
city
and
into
our
residence
life.

for
retirement,
our
internal
city
manager,
greg.

know,
failed
three
times
how
long
you're
going
to
last
in
retirement
a
requirement
is
not
a
retirement,
it's
really
a
new
venture
for
you.

to
come
out
of
retirement,

role
models

stay

fact

you

you've
done
serves
broader
purposes

done
really

dynamic

you

this

we're

always

work

motion

a

metrics,

capable

instance

course

at

very
beginning

world

trying

figure

had
a
very
significant
contingent
of
our
community
that
had
access

ppe

had
access
to
masks.

a
lot
of
our
our
community.
Our
demographic
comes
from
east
asia.
They
had
been
through
covent
waves.
You
know
they
had
the
ability
to
to
bring
in
large
amounts
of
donations.

know
when
I
was
working
with
our
former
city
manager
deb
to
try
to
figure
out
how
do
we
process
these
things?
You
know,
literally
that
same
day
you
had
taken
bins
and
you
had
figured
out
a
way
to
get
those
donations
in
you
figured
out
how
to
do
it
publicly.
You
figured
out
how
to
do
in
a
secure
way
and
you
figured
out
how
to
do
it
safely,
and
I
can
tell
you
definitively
that
works
save
lives.
A
You
know
and
it's
it's
a
microcosm
of
of
what
we've
done
over
the
course
of
years,
but
I
want
you
to
know
combined
with
that
process.

because
it's
not
always
very
evident,
and
you
know
people
like
to
give
you.
You
know
seminars
and
books
about
how
to
be
a
more
pleasing
person,
but
at
the
end
of
the
day
it
comes
down
to
that.

comes

wrangling

the
process
and
the
fact
that
when
you
need
a
partner
people
step
up
and
thank

for
stepping
up

really
adhered
to
the
benefit

our

the

the

I
think
darcy
has
been
effective
in
running
the
meetings
as
you
can
see,
and
even
when
we
are
short
on
time,
darcy
does
slow
down
to
allow
time
for
all
the
council
members
to
deliberate
when
it's
necessary
and
when,
when
we
disagree,
we
have
all
improved
as
a
body
to
run
effective
meetings.

We
are
still
in
the
middle
of
the
pandemic
and
experiencing
this
area
wide
higher
rate
of
staff
turnover
in
addition
to
the
already
starting
and
coming
retirement
wave.
I
think
we
need
stability
for
the
city
at
this
time.
In
my
mind,
diversity
in
leadership
is
not
skin
deep.
It's
not
just
about
whether
a
woman
should
be
leaders
or
men.
After
we
interviewed
a
diverse
pool
of
candidates,
we
did
hire
two
white
males
for
city
attorney
and
our
new
city
manager,
starting
in
january,
but
we
have
find
out
city
attorney.

Male
leaders
who
listen
and
value
the
inputs
of
colleagues
are
even
better
than
leaders
of
any
gender
who
are
dismissive
of
others,
concerns
and
plague
politics
to
divide
us-
and
I
believe
this
cupertino
has
hired-
did
our
best
to
find
the
best
teacher
attorney
and
the
city
manager
that
meets
the
need
of
cupertino
at
this
time
and
diversity
in
leadership
means
that
we
value
diverse
opinions.

each
bring
in
from
our
diverse
background,
and
we
reach
out
to
others
to
seek
out
more
diverse
perspectives
where
we
might
luck
and
darcy
has
shown
his
leadership
in
this
also.

did
have
my
own
aspiration
to
become
mayor
next
year,
of
course,
and
some
of
my
friends
told
me
they
are
they
were
on.

service

time
for
all

important
decisions,

city
attorney
process
for
the
city
just
tonight

only

few
minutes
into
the
meeting
and
coming
up
with
the
the
plan
for

engagement
and
having
a
a
way
to
do
that
wow.

know
why
didn't
we
all
think
of
these
things?

Well,
it
just
to
me
really
speaks
to
how
well
mayor
paul
is,
is
in
this
type
of
a
position,
and
for
for
you
to
be
able
to
offer
another
year's
worth
of
that
that
process
for
this
community,
I
think,
really
serves
the
community
well,
so
I
definitely
support
that.

it

a
great
big

few
brief
remarks
here.

really
flattered
by
the
nomination
in
the
second.

just
wanted
to
be
completely
candid.
I
I
was
really
quite
looking
forward
to
my
eighth
year
on
council
as
a
transitional
period,
but
when
I
realized
that
you
know
we
really
are
as
a
city
confronted
with
a
number
of
things
that
have
been
set
into
motion
right,
I
mean
completely,
I
think,
sideswiping
us
frankly,
you
know
it's
there's
really
no
other
way
to
describe
it
in
the
middle
of
the
year.
A
You
know
we
had
a
sudden,
a
sudden
retirement
from
the
position
by
our
our
prior
city
manager,
precipitated
by
something
that
you
know
when
I
trace
the
actual
cause
of
it.
You
know
I
just
have
to
scratch
my
head
and
think
you
know
this.
This
has
to
be
democratic
process
right,
but
at
the
end
of
the
day,
even
though
people
are
you
know,
are
allowed
within
the
process,
to
kind
of
you
know
make
these
sideways.
A
You
know
attacks,
and
in
this
case
you
know
prompt
hcd
to
send
inquiry
into
deb
in
this
very
nondescript
email
which
she
you
know
just
just
happened
to
miss.
Frankly
I
mean
it
was
one
of
these
things
that
made
me
realize
that
you
know
the
experience
and
the
stability
is
so
extremely
important
right
now
I
mean
that
launched
us
into
a
bit
of
a
one
month.
A
I
don't
want
to
call
it
a
spiral,
you
know,
but
the
fact
that
that
happened
as
a
result
of
you
know
people
trying
to
attack
our
work,
which
over
time
has
been
balanced
and
we've
always
you
know,
especially
in
these
last
seven
years.
You
know
allocated
in
good
faith
for
projects
that
we
felt
would
be
built.
I
mean
I
mean
and
and
to
have
it
kind
of
you
know
culminate
in
that
it
has
just
made
me
realize
in
this
last
half
year.
You
know
our
city
needs
the
stability
of
leadership.
A
That
has
been
able
to
respond,
and
it's
not
a
single
person,
it's
a
team.
It's
the
fact
that
every
single
one
of
us,
you
know,
sat
in
community
hall,
and
we
cared
enough
in
the
middle
of
all
of
this
to
go
past
midnight.
You
know
on
in
one
of
these
discussion.
You
know
sessions
in
order
to
make
sure
that
we
were
finding
the
right
person
for
the
future
of
cupertino,
and
you
know,
I'm
convinced
that
that
person
was
selected
was
provided
the
offer
and
is
starting
with
us
on
january.

Third,
but
at
the
same
time
I
mean
I,
I
think,
I'm
just
very
hesitant
to
disrupt
the
structure
of
the
team
that
we've
put
forth,
and
these
are
very
transient
periods
of
time
right,
because
at
the
end
of
the
day,
you
know
any
number
of
public
elements.
You
know
whether
it's
the
people
that
work
for
the
city,
whether
the
people
that
are
applying
for
applications
from
the
city
they
look
outside
in
and
they
go.
You
know
at
the
very
most.
A
You
have
two
years
of
stability
on
a
city,
council,
okay
and
so
a
lot
of
times.
They
make
calculations
and
go
well.
We
can
basically
wait
this
out.
We
can't
afford
to
wait
this
out.
I
don't
think
we
can,
because
we've
had
turnover
in
the
city
attorney's
position,
which
I
will
also
say
was
precipitated
by
these
sideways
attacks.
But
has
you
know
magnificently
and
almost
shockingly,
you
know
resulted
in
a
situation
where
we
have
fantastic
personnel?
We
we
have.
A
We
have
really
great
prospects
with
regard
to
you
know
who's
homing,
our
legal
issue,
who
has
been
helping
us
on
an
interim
basis
from
the
city
managerial
position
and
who
will
in
approximately
another
month
on
a
permanent
basis
going
forward,
but
that
didn't
all
just
kind
of
happen
by
accident
and
I
think
for
this
relatively
transient
period
of
time.
You
know
we
started
in
1955,
so
this
is
our
66th
year.
You
know
for
this
one
year
out
of
out
of
67.

know
right
before
I
got
elected
and
so
she's
never
had
that
kind
of
full
sort
of
daddy.
You
know
experience
and
allison
was
two
at
the
time,
and
so
I

able

being
able

transfer
knowledge

you
know
best
practices.

making
sure

one

our
council

lives
up
to

negative

an
ongoing.

work

respect

being
able
to
sit
down
with
vice
mayor
chao

katie
nomura

acting
deputy
city
manager

conversation

a
process
where
we're
all
working
together
to
take
an
administrative
function,
a
very
critically
important
administrative
function,
because
these
are
our
advisory
commissions

committees

figure
out
a
way
to

problems

basically

fact

the
council,
even
though
it
appoints
every
single
one
of

positions

commissions

working

with

setting
the
agenda

and

has

such

critical

expect

member

experience
and

regard
to
working
with
one
other
council
member
on
some

these
issues

get
brought

was
so
impressed

how

this
is
so
far-reaching
affecting
every
aspect
of
our
city
as
well

our

representation
and
how

take
in
public

ability

the

to
saratoga
creek
near

project

built

it
with
preservation

home,

fell

trying
to
help

structure

district

meeting
tomorrow
night

meetings

the

goes
on
there,

suggest
you

lehigh
and
a
representative
from
lehigh

space

good
news
part
is
that
the
county
has,
it
will
be
investing
up
to
twenty
thousand
dollars
to
validate
lehigh's
estimate
for
what's
cleaning
so
to
speak,
cleaning
up
their
mess,
doing

rec,
doing

reclamation

returning
their
land
to
a
secondary,
beneficial
use,
and
I
know
this
sounds
a
little
bit
like
gal
bully
goku,
but
I'm
telling
you
this
is
very
good
for
the
taxpayers
of
santa
clara
county
and

it
will
have
the
better
chance
of
them
fixing
the
land
when
they're
done
mining
there.

that's
the
good
news
on
the
bad
news
front
is
that
lehigh
has
excluded
a
landslide,
that's
above
permanente
creek
from
its
reclamation
plan
and
at
least
two
agencies
have
considered
that
this
landslide
is
capable
of
blocking
the
creek
and
and
causing
and
causing
hazards
to
structures
and
and
homes
downstream.
Now
consider
that
in
1983
there
was
a
man-made
flood
actually
caused
by
the
quarry
that
inundated
block
school,
which
is
over
four
miles
downstream
so
and
it
evacuated
over
500
students.
So
this
is
a
big
deal.

When
agencies
talk
about
there
being
a
hazard
now,
we've
got
a
similar
hazard
going
on
at
stevens
creek
quarry.
I
think
I
brought
this
up
to
the
council
around
2019,
where
we've
got
these
unpermitted
dams
at
stevens,
creek,
quarry
they're,
holding
back
flowable
material,
you've
got
about
60
acre
feet
there
and
that's
just
a
lot
of
material
right
across
the
street,
from
from
stevens
creek
or
as
far
and
also
consider
the
stephens
creek
quarry
according
to
the
water
board,
has
basically
said
they're
incapable
of
operating
without
polluting
our
water.

and
the
county
seems
to
be
turning
the
other
way.

not
believe
it's

their
vested
right
and
I
hope
the
city
can
get
on
that

interacted

briefly,

I
have

utmost
respect

your
leadership

share
with
you
a
deep
injustice
that
we
recently
learned
pertaining
to
the
cupertino
school
district
board's
closure
of
ragnar,
meyerholtz
and
muir.
So
csusd
claimed
that
there
weren't
enough
students
to
attend
these
schools.
Therefore
they
needed
to
close,
but
we
recently
uncovered
the
truth
that
for
a
year,
csusd
actually
turned
away
students
from
the
schools
that
it
wanted
to
close.
This
is
shown
on
the
chart
in
red.
In
the
past
two
years
alone,
100
students
were
rejected
from
regular.

If
just
50
of
these
rejected
students
had
been
accepted
and
moved
forward
through
the
grades
each
year,
ragnart
would
actually
have
increasing
enrollment
year
every
year.
This
includes
the
pandemic
driven
decline.
It
is
unacceptable
to
cut
down
one
school
in
order
to
help
another.
It
is
an
outrage
that
parents
and
students
who
chose
these
schools
were
actively
denied
choice
by
a
district
that
purportedly
prides
itself
on
being
a
district
of
choice,
denying
parents
their
choice,
pushes
them
towards
private
schools
and
accelerates
enrollment
decline
in
the
district
as
a
whole
in
total
the
district
rejected.

total

enrollments
from
muir,
regner
and
meierhold's.
We
recently
obtained
this
data
and
found
that
they
were
doing
the
same
thing
across
all
three
schools.
So
is
this
declining
enrollment

a
multi-year
consolidation
process
where
the
community
was
blindsided?

There's
also
the
question
of
tk,
which
we
know
in
2022
new
sim,
is
providing
billions
in
funding
to
the
state
of
california
to
support
its
expansion,
but
reagnard's
tk
was
eliminated
in
2020,
so
that's
about
50
percent
of
its
pipeline
cut
off
and
it
is
being
set
up
to
fail.
If
you
can
go
to
the
next
slide,
please
we
know
that
financials
are
a
big
deal
with
cusd
and
they
recently
just
released
an
even
better
balance
sheet
than
before.

now
it's
actually
at
a
45
million
ending
fund
balance
and
about
57
days
of
liquidity,
and
we
also
know
that
ca
state
has
a
budget
surplus.
It's
probably
going
to
return
more
money
to
the
schools,
probably

few
million
more

comparison,
it
only
costs
about
four
hundred
thousand
dollars
to
keep
the
school
open.
So
the
money
is
there.

schools
doesn't
seem
like
a
necessary
step
and
then,
if
you

the

700
students,
but
no
formal
traffic
studies
have
been
conducted
that
700,
plus
students
can
safely
go
through
the
roads
around
lincoln.

our
kids
is
the

priority

parents,

we

any
compromise
to
be
made
with
respect
to
their
safety.

we
would

the
city's
support
in
helping
stop
the
closure

pregnant
elementary

traffic
