From YouTube: Cupertino City Council Meeting - April 5, 2022 (Part 1)
Description
Coverage of the Tuesday, April 5, 2022 Cupertino City Council Meeting. Part 1 of 2.
A
A
And
I'm
here,
thank
you
very
much,
madam
city
clerk.
Our
first
item
on
the
agenda
day
falls
under
ceremonial
matters
and
proclamations.
We
have
a
proclamation
for
cupertino
florist.
I
understand
that
we
do
have
a
member
of
the
public
here,
a
fellow
rotarian
for
the
former
owner
of
cupertino
florist
itsunaka
and
fellow
orterian
is
also
a
former
councilmember
and
mayor
of
cupertino
and
that's
oren
mahoney
warren
welcome.
If
you
would
like
to
turn
your
camera,
it's
on
now
all
right
welcome,
and
we
can
hear
you
loud
and
clear.
D
I
just
want,
I
just
want
to
elaborate
a
little
on
the
proclamation.
First
of
all,
I
want
to
thank
you
for
for
honoring,
cupertino
florist,
and
even
though
cupertino
flores
is
in
the
big
letters
on
the
proclamation,
it's
really
it's
wanaka.
That
was
a
an
unbelievable
asset
to
the
cupertino
community.
D
In
spite
of
that,
he
returned
to
san
jose
and
I'll
talk
about
that
in
a
minute
and
then
to
cupertino
and
ultimately
served
our
own
military
in
korea.
So
again
one
of
those
you
know,
patriots
that
was
among
those
unfairly
uninterned
during
the
war.
He
was
a
rotarian
for
66
years.
He
joined
rotary
shortly
after
our
rotary
club
was
founded
in
1955
the
same
year.
The
city
was
founded
and
he
became
president
two
years
later,
so
he
was
one
of
our
first,
certainly
our
first
asian
american
presidents.
D
Among
many,
I
think
it's
important
to
know.
You
know
that
that
it's
an
and
the
whole
wenaka
family
left
a
tremendous
legacy
for
the
city,
and
if
you
go
to
the
next
slide,
I
do
want
to
talk
about
how
that
legacy
lives
on.
So
what
you
may
not
know
is
last
year
the
children
of
its
donated
one
million
dollars
to
cupertino
rotary,
and
the
purpose
of
that
million
dollars
is
to
endow
scholarships
to
san
jose
state
university
students.
D
So
these
scholarships
are,
we
will
be
doing
forty
thousand
dollars
every
year
to
a
student
for
the
next
25
years
and
it'll
go
to
students
transferring
from
san
jose
high
school
to
san
jose
state,
just
as
it's
did
so
we're
just
trying
to
give
back
what
he
earned,
what
he
achieved
really
when
he
came
back
out
of
the
internment
camps,
because
he
was
a
teenager
when
he
was
in
a
tournament
camp
so
that
had
to
be
hard
to
come
back
up.
D
You
know,
integrate
back
into
high
school,
ultimately
go
to
college
and
get
his
degree.
So
that's
it.
I
just
want
to
thank
you
again
for
recognizing
his
contributions
and
really
appreciate
it,
and
I
just
wanted
to
make
sure
everybody
knew
just
how
great
a
person
he
was.
He
was
a
tremendous
asset
in
rotary.
D
D
A
Lauren-
and
at
this
point
I
do
ask
in
accordance
with
our
city
manager,
that
our
city
attorney
and
city
clerk
also
follow
suit
and
cut
their
cameras
so
that
we
can
take
a
quick
still
of
the
proclamation
screen
on
our
zoom
app.
So
thanks
so
much.
A
All
right
well,
thanks
again
oren
for
helping.
A
First,
as
well
as
itsunaka
and
his
family,
so
very
much
appreciated
for
this
pillar
of
our
community.
So
item
number
two
is
another
proclamation.
We
are
presenting
a
proclamation
declaring
april
as
fair
housing
month
commemorating
the
54th
anniversary
of
the
enactment
of
the
federal,
fair
housing
act
of
1968.,
and
we
do
have
a
representative
from
an
organization
locally
that
is
here
to
accept
the
proclamation
and
to
say
a
few
words
lark,
ritzen
and
lark.
A
E
Thank
you
mayor,
I'm
proud
to
be
here
and
I'm
proud
that
this
month
is
being
recognized
as
fair
housing
month
and
that
project
sentinel
is
part
of
that.
E
E
Project
sentinel
is
a
non-profit
organization
whose
mission
is
to
educate
on
fair
housing,
to
negotiate
and
res
resolve,
fair
housing
issues
between
landlords
and
tenants
or
owners
and
prospective
buyers,
and
where
necessary,
we
seek
to
enforce
the
fair
housing
laws
through
actions
filed
with
the
agencies
in
courts.
E
Thank
you,
and
this
last
screen
is
our
contact
information
and
our
website
information,
where
you
can
find
out
more
about
us.
A
Thank
you
very
much
lark,
and
we
appreciate
your
partnership
and
project
sentinel's
partnership
and
helping
to
bring
forward
this
awareness,
and
I
know
that
it's
an
ongoing
project
that
all
of
us
are
pulling
together
and
you
know
bringing
forth
our
our
best
efforts
to
make
sure
that
we
have
a
fulsome
conversation
and
effective
results,
ultimately
in
addressing
this
very
serious
problem,
so
lark,
if
you'd
like
to
turn
on
your
camera,
we'll
go
ahead
and
take
a
quick
still
of
the
proclamation
on
on
zoom
and
so
our
city.
A
A
All
right
well
great.
Thank
you
very
much,
much
appreciated
and
we'll
go
on
to
item
number
three.
Now
item
number
three
on
our
or
I
should
say
before
we
get
to
item
number
three.
We
have
a
couple
of
parts
of
our
agenda.
First
is
postponements
and
orders
of
the
day,
madam
city
clerk.
Are
there
any
requests
for
postponements
or
orders
of
the
day
under
our
agenda
here.
A
Okay-
that
being
the
case,
then
let
us
go
ahead
to
the
next
item
on
our
agenda,
which
is
oral
communications.
Oral
communications
is
for
any
member
of
the
public
wishing
to
address
the
cupertino
city
council
for
an
item
that
is
not
on
our
agenda
this
evening
and
so
I'll
remind
members
of
the
public
that
you'll
need
to
have
your
hand
raised
by
the
time
the
first
member
of
the
public
concludes
speaking
in
order
to
be
called
on
for
this
item.
Right
now
I
have
four
hands
raised
here.
A
G
Good
evening,
council
members
and
staff
I'd
like
to
address
two
different
topics:
one
is
the
grant
accounting
that
I
believe
is
not
correct.
It
does
not
include
the
total
fee
waiver
amounts
given
to
each
organization
for
such
uses
as
memorial
park.
Community
hall,
etcetera
fee
waivers
is
a
loss
of
revenue
to
the
city
and
is
being
administered
inequitably.
G
A
Thank
you
very
much
peggy,
and
at
this
point
I
have
one
additional
hand
raised
in
addition
to
jennifer
mooney,
my
potlina
crabtree.
We
have
lisa
warren
as
well,
and
so
our
next
speaker
is
jennifer.
Welcome,
jennifer.
H
H
H
I
mean
75
parcels
in
west
san
jose
are
changing
zoning
by
the
city.
This
brings
up
another
issue
that
is
very,
very
troubling.
I
am
very
very
concerned
that
a
lot
of
the
public
are
not
being
kept
up
to
date
across
the
state
on
massive
rezoning
of
land
in
the
state.
This
is
land
that
could
be
homes,
cities.
H
Shopping
areas,
but
for
some
reason
the
public
is
being
left
out
of
the
loop.
This
brings
up
issues.
San
jose
has
rezoned
large
areas
because
of
their
urban
villages,
etc,
etc.
H
This
also
brings
up
I'm
not
gonna,
pick
on
san
jose
here
we're
having
the
issues
with
the
potentially
massive
rezonings
with
the
housing
element.
This
is
I
understand
that
there
are
people
that
are
saying
that
much
of
southern
california
will
be
rezoned
because
of
the
housing
elements
from
all
of
the
cities
and
southern
california.
H
It's
the
entire
state
and
we
are
stumbling
through
our
housing
element,
I'm
very
very
concerned
about
the
rezoning
and
up
zoning,
the
bad
arena
numbers
it's
happening
in
cupertino
and
all
over
northern
california,
santa
cruz,
aptos
et
cetera
the
counties
and
the
public
does
not
know
what
is
going
on,
and
that
is
not
a
good
road
to
be
going
down
when
the
general
public
has
no
understanding
of
why
city
counties
and
city
governments
in
sacramento
are
rezoning
their
land
and
the
land
around
them,
then
that
is
not
a
good
way
to
practice.
Democracy.
H
The
public
have
to
be
kept
in
the
loop
and
it
has
to
be
explained
to
them
why
this
up
zoning
or
rezoning
is
happening.
It
is
not
fair.
This
cloning
is
being
propagated,
a
lot
by
special
interest
groups
and
sacramento
themselves.
They're,
not
letting
the
public
be
a
participant,
and
it
really
needs
to
be
investigated.
I'm.
I
Resident
and
a
planning
commission
member,
I'm
speaking
here
as
a
resident
of
cupertino,
I
would
like
to
present
this
under
the
topic
of
you
know,
protect
american
dream
act
policy.
However,
you
want
to
call
it.
As
you
know,
warning
and
living
with
this
family
in
a
home
is
called
american
dream.
Unfortunately,
realizing
that
american
dream
is
becoming
increasingly
difficult
because
of
wall
street
commoditization
of
homes
as
investment
assets,
roof
over
a
family
is
as
essential
as
water
and
electricity.
I
We
cannot
allow
that
to
be
commoditized
for
wall
street
profits.
Please
consider
investigating
and
possibly
enacting
the
following
laws
in
our
city
vacancy
tax.
That's
number
one
number,
two
foreign
ownership
tax
number
three
restrict
corporate
ownership
of
homes
to
certain
types.
Only.
Why
are
these
measures?
Important?
San
francisco,
for
example,
has
20
percent
of
homes
vacant?
I
sent
you
the
link
in
the
email
to
you
all.
We
still
have
massive
housing
crisis
in
bay
area.
I
I
Something
like
a
15
tax
on
such
foreign
ownership
will
help
local
residents
to
win
the
bids
to
own
a
home.
I
believe
several
cities
around
the
world
have
adopted
this
approach.
I
know,
for
example,
in
singapore
you
can,
if
you
are
not
a
citizen,
you
cannot
own
a
landed
property,
you
can
own
an
apartment
or
a
condo,
but
not
a
single
family
home.
Similarly,
you
know
block
corporations
from
buying
certain
types
of
house.
For
example,
we
can
allow
them
to
buy.
C
I
J
Good
evening,
council
and
staff,
my
name
is
leanna
crabtree,
I'm
a
cupertino
resident.
I
I
raised
my
hand
to
speak
about
a
different
topic,
but
I
just
want
to
concur
with
all
that
muni
mata
patla
has
said
about
the
strong
concerns
about
the
commodification
of
housing
and
how
it's
making
it
extremely
difficult
for
people
to
to
get
safe
and
affordable
shelter
and
to
buy
their
own
homes,
which
is
one
of
those
things
that
many
generations
have
counted
on
as
a
real
wealth
builder
and
not
in
american
in
america
period.
J
I
actually
raised
my
hand
to
speak
about
something
different,
though,
and
that
is
regards
to
the
modification
request
that
was
received
or
modification
application
that
was
received
by
the
property
owner
at
the
wolf
stephen
creek
location
of
the
sb-35
project,
and
I
my
my
general
question
is
looking
at
the
set,
the
set
of
documents
that
are
available
on
the
web.
The
web
page
called
belco
town
center
sb35
project
and
under
the
heading,
the
rise
modification
application.
J
There
are,
you
know,
five
links
underneath
that
header
and
some
of
them
linked
to
single
documents
and
some
of
them
linked
to
very,
very
large
directories.
My
general
question
is
how
is
the
public
to
confirm
that
the
document
set
is
complete
and
I
will
give
just
a
couple
of
short
examples
to
help
illustrate
the
point
I
appreciate
this
is
not
the
place
to
go
into
strong
a
lot
of
detail
but,
for
example,
under
the
the
transmittal
letter.
This
is
a
letter
that's
addressed
to
city
manager,
jim
troop
and
there's
an
item
this.
J
There
are
many
many
documents
under
the
headers
modification
documents:
sb
35
modification
drawings
and
tentative
map
modification
drawings,
and
I'm
just
wondering
we
look
at
all
those
documents.
How
do
we
match
those
back
up
to
know
that
we're
looking
at
the
full
documentation
set
and
not
missing
anything?
I
I
had
some
concern.
There
was
a
lot
of
information
being
shared
about
how
much
the
open
space
what's
being
counted
as
open
space.
How
much
open
space
there
is.
It
seems
like
there's
a
lot
of
discrepancy
between
the
two
applications,
but
anyway
that's
enough.
B
Thank
you
so,
ironically,
I'm
not
going
to
be
able
to
be
in
the
meeting
tonight
the
whole
meeting,
because
I
have
to
work
with
two
clients
trying
to
write
offers
to
purchase
single
family
homes
that
have
been
beat
out
multiple
times,
and
one
of
them
is
a
three
million
dollar
buyer,
but
they
can't
get
into
anything
and
there's
another
that
can't
get
into
the
low
end.
Because
of
the
kind
of
thing
we
need
to
be
keeping
very
good
track,
of
which
the
vacancy
tax
and
foreign
ownership
would
help
with
significantly.
B
But
what
I
wanted
to
so
vacancy
tax
empty
house
tax,
whatever
you
want
to
talk,
call
it
definitely
definitely
definitely
the
city
of
cupertino
and
all
surrounding
cities
need
this.
In
fact,
the
entire
state
should
be
taking
part,
but
if
we
could
start
the
ball
rolling
along
with
a
couple
other
cities
that
would
be
fabulous.
So
please
very
much
consider
that
and
it
needs
to
be
appropriate
and
for
enforceable
once
it's
in
place
and
housing
audit.
B
B
It
must
be
done,
it
should
have
been
done
before
now,
and
I
don't
understand
why
it's
not
if
it's
not
part
of
what
we
are
paying
at
a
consultant
to
help
us
decide
these
things.
Why
are
they
not
providing
that?
How
can
you
know
what
you
need
to
do?
If
you
don't
know
what
you
have
so
please
do
put
that
in
place
right
away.
In
fact,
when
councilmember
way
was
first
elected,
a
group
of
people
met
with
her
on
a
zoom,
and
that
was
one
of
the
big
asks
we
need
to
have
a
housing
audit.
B
A
C
So
this
is
from
albert
hoffman,
honorable
mayor
paul
vice
mayor
chao
and
city
council
members,
willie
morton
way.
It
was
shocking
to
see
the
cupertino
union
school
district
superintendent,
stacy
yao's
presentation
at
the
march
18
city
council
meeting,
who
prepared
the
powerpoint
presentation
with
such
a
tremendous
quantity
of
misinformation.
C
It
was
also
upsetting
to
see
one
cupertino
city
council
member,
going
along
with
the
false
data
presented
by
superintendent.
Yao
yao's
presentation
was
especially
short-sighted,
considering
the
failure
of
the
last
two
cusd
parcel
taxes
and
the
desire
of
the
school
board
to
try
for
either
a
bond
measure
or
another
parcel
tax
in
2022
alienating
the
alienating
the
very
voters
whose
support
you
need
for
these
funding
measures
was
unwise.
C
I
have
voted
for
every
parcel
tax
that
cusd
has
put
on
the
ballot,
despite
the
fact
that
my
children
are
ages,
32
and
29
and
have
long
finished
with
our
public
schools.
I
also
don't
take
the
senior
exemptions
that
I'm
entitled.
I
was
initially
opposed
to
the
recall
of
csc
board
members,
phyllis
vogel,
lori
cunningham
and
sylvia
long.
But
after
watching
superintendent,
yao's
offensive
and
misleading
presentation,
I
sought
out
and
signed
the
recall.
Petitions
cusd
clearly
needs
a
change
in
leadership
as
both
the
board
level
at
both
the
board
level
and
administrative
level.
C
C
Enrollment
will
begin
to
increase
once
those
thousands
of
new
units
of
housing
are
constructed
over
the
next
eight
years,
both
in
cupertino
as
well
as
other
cusd
cities.
It
is
vital
that
the
city
council
and
planning
commission
entitle
as
many
sites
as
possible
that
are
located
in
parts
of
the
city
with
declining
school
enrollment.
It
is
also
important
that
as
much
of
the
new
housing
as
possible
be
ownership
housing,
preferably
town
homes
and
row
homes.
C
A
Thank
you
kirsten.
We
are
on
to
reports
by
council
and
staff
under
that
item.
Number
three
is
a
series
of
brief
reports
on
council
member
activities
and
brief
announcements
and
I'll
remind
my
colleagues
that
this
is
the
one
minute
summary
of
our
activities
since
our
march
15th
meeting
and
so
councilmember
moore,
you
have
the
first
hand
raised.
K
Okay,
thank
you
mayor
paul,
so
one
minute
all
right
so
for
council
member
activities,
I
helped
pick
up
trash
with
my
fellow
council
members,
with
one
of
my
adult
sons
on
the
I-280
and
the
anza
boulevard
on
saturday,
which
is
a
very
satisfying
experience
and
I
hope
we
can
tackle
the
graffiti
at
the
wolf
exit
soon.
On
march
21st,
I
went
on
a
valco
site
tour
with
sandhill
properties,
nandy
kumar,
reed
molds
and
mike
roti
of
falco,
along
with
council
member
way
and
city
manager,
jim
troop.
K
I
actually
noticed
that
there
were
some
blue
bonnets
blooming
on
the
site,
which
were
actually
very
pretty.
Thank
you.
Thank.
A
You
very
much
councilmember
moore,
just
under
the
wire
at
28
seconds
remaining
and
so
very
well
nicely
done
and
thank
you
vice
mayor,
ciao,
you're
next.
L
A
L
I
think
council,
member
john
whaley
and
me
also
toured
the
vocal
site
and
had
a
good
discussion
with
them,
and
they
informed
me
that
they
are
adding
a
hundred
units
of
family
bmr
housing.
In
the
new
proposal.
L
I
haven't
looked
at
that
to
confirm
on
the
26th
I
attended
the
grand
opening
of
a
new
boba
shop
by
stephen's
creek
and
the
north
blaney
corner,
and
we,
I
think
all
five
council
members
also
attended
the
our
sister
city
event
by
at
the
quinlan
center
and
I
unfortunately
had
to
leave
early
before
we
went
on
the
stage
on
the
second
of
april
whole.
All
five
council
members
joined
the
highway
cleanup
I
at
first
was
not
sure
of
that,
but
then
I
really
enjoyed
the
the
event
it's
really
actually.
M
Thank
you,
mayor
paul,
so,
in
addition
to
the
trash
pickup,
the
grand
openings
and
a
tour,
I
went
to
a
couple
of
interesting
things.
One
is
the
kelsey
bees
peninsula
division,
infrastructure
seminar
and
that's
really
good
I'd
like
to
inform
other
our
council
members.
Another
event
is
coming
up
on
mental
health
and
homelessness,
so
hope
everybody
could
attend,
and
the
freeman
union
high
school
district
has
two
grand
openings.
M
One
is
for
the
district
office
adult
school,
and
today
I
went
to
their
freeman
high
school
student
center
grand
opening
and
was
really
really
good
to
see
the
nice
buildings
for
our
students
to
encourage
them
to
study
hard.
So
one
thing
I'd
like
to
advocate
is
the
freeman
union.
High
schools
foundation
is
coming
up
with
your
spring
for
education
event
on
april
29th
it's
online,
but
we
will
deliver
meals
to
your
place,
so
you
will
all
receive
an
invitation.
Please
participate.
M
We
are
saying
goodbye
to
our
superintendent
paulie
bove,
who
is
really
an
icon
in
fremont
union
high
school
district.
So
thank
you.
N
Yeah,
thank
you
mayor,
so
I
think
such
as
a
busy
week
as
we
and
pretty
much
all
five
of
us
have
been
on
all
these
items.
I'd
like
to
do
a
shout
out
for
the
mayor
who
arranged
the
the
garbage
pickup
at
de
anza
and
homestead
280..
N
To
me,
that
was
just
really
a
a
unique
opportunity
for
us
to.
You
know,
do
something
for
the
for
the
city
here
for
the
community
and
I
hope
we'll
do
more
of
those
and
I
hope,
we'll
do
more
noticing
to
the
community
so
that
there
can
be
more
community
participation.
It's
a
good
time
to
get
out.
Talk
to
us
tell
us
the
things
you
like
things
that
you're
concerned
about
and
I'll
leave
it
at
that.
Thank
you.
A
Well,
thank
you
very
much.
Councilman
willie.
Let
me
go
ahead
and
start
my
clock
here,
so
I
can
be
even
about
this
yeah.
So
you
know,
as
everyone
mentioned,
there
was
a
litter
pickup
along
highway
280
in
conjunction
with
caltrans
and
vta.
Was
there
as
well
on
another
one
across
from
dan's
boulevard,
really
appreciate
that
we
had
all
five
council
members
I've
thought
ever
since
then
that
I
doubt
that
there
has
been
any
council
in
the
history
of
santa
clara
county
that
came
out
in
its
entirety
for
litter
pickup.
A
You
know
in
conjunction
with
caltrans,
so
I'm
really
proud
of
our
council
for
doing
that.
There
was
west
valley,
community
services,
chefs
of
compassion
last
week.
I
attended
that,
and
you
know,
was
very
appreciative
of
you
know
the
the
efforts
to
you
know
try
to
raise
awareness
there
and
fundraise
for
for
the
organization
and
then
the
other
part
I
wanted
to
report.
A
Is
that
we're
doing
a
lot
of
work
to
try
to
dry
run
the
various
types
of
you
know,
elements
of
our
live
hybrid
meetings,
and
so
this
was
supposed
to
be
that
type
of
meeting,
but
due
to
technical
issues,
we
have
decided
to
push
that
back
to
april
19th,
and
so
a
lot
of
work
has
been
going
into
that
and
we're
looking
forward
to
going
live
in
two
weeks.
All
right.
So
that's
my
update.
Next,
we
have
item
number
four.
This
is
going
to
be
our
committee
assignments.
A
Beat
councilman
wade
just
oh
well
and
now:
you've
lowered
your
hand,
so
let's,
barring
your
your
any
any
desire
to
go
first
on
this
point,
I'll
call
on
council
member
way
at
this
time.
M
Thank
you
menopause,
so
I
attended
one
meeting:
it's
by
the
silicon
valley,
regional,
interoperative
authority
board
meeting
and
it's
really
very
very
interesting
and
important
board,
because
and
for
emergencies
they
are
operating
communications,
and
so
they
are
actually
right
now
operating
very
well.
So
I
am
on
learning
curve.
So
it's
a
very
interesting
and
really
important
board.
So
thank
you.
K
Okay,
thank
you,
mayor,
paul,
I'll,
try
to
go
fast
on
this
one.
On
march
24th,
the
lrc
meeting
chaired
by
vice
mayor
chow,
received
the
legislative
update
from
our
new
lobbyist,
joe
gonzal,
gonzalez
and
son,
and
we
took
position
on
positions
on
various
spills
which
will
be
updated
onto
our
lrc
web
page
shortly.
On
march
28th,
I
chaired
the
audit
committee,
which
mayor
paul
also
sits
on,
and
the
procurement
review
portion
of
the
internal
audit
will
be
coming
to
council
on
april
19th.
K
I
am
now
on
a
subcommittee
with
vice
chair
chen
to
review
the
budget
format,
and
we
received
the
first
monthly
treasury
report.
Pursuant
to
california
government
code,
section
four
one:
zero,
zero,
four,
something
else
I
should
probably
bring
up
regarding
the
internal
audit,
because
there
was
a
newsletter
from
someone
in
the
public
that
next
items
that
we're
working
on
are
policy
inventory,
the
capital
program,
effectiveness,
study
and
the
fraud
waste
and
abuse
program.
K
On
march
29th,
the
lrc
held
a
special
meeting
on
the
legislative
process
101
with
gonzalez
and
son,
and
I
hope
everyone
who
attended
this
virtual
event
came
away
with
a
better
understanding
of
how
the
process
of
how
bills
become
laws
in
california
is,
and
I'm
going
to
quickly
jump
on
to
march
30th
we
held
the
housing
element
cep
meeting
where
we
had
an
update
from
emc
our
consultant.
The
planning
commission
is
waiting
for
the
site
selection
meeting
to
be
held,
having
been
postponed
twice.
K
N
Yeah,
thank
you
mayor.
So,
while
we
didn't
have
a
a
meeting
of
silicon
valley,
clean
energy,
yet
it's
this
coming
week,
but
a
couple
noteworthy
items,
one
is
so
silicon
valley,
clean
energy,
is
making
available
grants
of
the
time
ten
thousand
dollars
per
city
to
help
with
the
reach
code.
2.0
pro,
so
we,
our
city
staff,
is
going
to
take
advantage
of
that.
That
will,
may
it
may
not
be
much,
but
it
will
help
to.
You
know
cover
some
of
the
costs
that
are
going
to
be
associated
with
it.
N
They
are
also
putting
money
aside
to
help
different
community
members
with
electrification
with
higher
power
bills,
and
you
can
find
that
information
on
their
website.
So
if
you
looking
into
one
of
those
types
of
changes
or
you're
in
need
of
some
assistance,
take
a
look.
It
just
may
be
there
to
help
you.
So
thank
you.
L
Hi
so
on
the
29th,
and
we
also
had
a
legislative
radio
committee,
legislative
101
community
meeting,
the
recording,
I
think,
is
posted
on
the
arc
website
and
you
can
learn
about
how
to
reach
out
to
your
legislators
and
on
the
24th,
the
lrc
meeting.
We
took
some
positions
especially
to
to
support
bills,
to
us,
facilitate
hybrid
meetings
going
forward
and
some
other
bills
here
on
the
30th,
the
cep
meeting.
L
Unfortunately,
we
spend
most
of
the
time
listening
to
staff
presentation.
We
didn't
really
get
into
how
the
outreach
plan.
I
hope
we
have
enough
information
on
the
this
thursday,
the
second
meeting
and
but
the
committee
decided
that
we
would
meet
as
often
as
possible
so
that
we
can.
We
won't
slow
down
the
housing
element
process,
but
we
really
need
a
list
of
property
owners
that
or
organizations
the
staff
have
outreach
to,
so
that
we
can
design
an
outreach
plan
and
farmers
market.
L
The
subcommittee
we
reach
out
to
frequently
union
high
to
see
if
it's
possible
to
use
high
school
sites,
but
they
would
charge
two
thousand
dollars
per
week,
which
is
too
costly,
so
we
are
exploring
other
options
with
them.
Right
now,
thank
you.
A
Thank
you
very
much
very
much
vice
mayor
chow,
and
so
for
my
part,
I
had
a
vta
sstpo
meeting.
That's
a
committee
of
the
vta
board
safety,
security
and
transit
and
planning
and
operations,
and
so
we
went
over
a
number
of
various
topics
related
to
vta
ridership,
as
well
as
opening
up
from
the
pandemic
strategies
for
outreaching,
and
you
know
the
sstpo
meeting
was,
as
usual,
fairly
fairly
comprehensive.
A
The
west
valley,
mayors
and
managers
did
meet
in
the
latter
half
of
march,
and
we
also
had
the
aforementioned
audit
committee
meeting
that
councilmember
moore
mentioned,
and
so
you
know
one
thing
you
know
I
will
say,
since
there
is
some
fairly
significant
misinformation
out
there
and
the
council
member
moore,
alluded
to
it
in
terms
of
a
newsletter.
That's
out
there.
A
I
I
mean
I
I
think
that
it's
fair
to
say
that
when
it
comes
to
the
fiscal
health
of
the
city,
we've
made
a
lot
of
positive
decisions,
and
you
know
a
lot
of
times
when
you're
reading.
You
know
these
types
of
very
one-sided.
Who
knows
what
the
motivations
are.
You
know
kinds
of
descriptions.
A
You
would
think
that
the
sky
is
falling,
but
you
know
the
point
in
fact,
from
a
fiscal
perspective.
Cupertino
is
in
sound
fiscal
health,
largely
because
of
policy
decisions
made
by
our
council
over
the
last
several
years,
but
at
the
same
time,
when
we're
talking
about
results
of
an
audit,
you
know
that
was
something
that
was
militated.
That
was,
you
know,
put
forward
by
our
council
and
by
the
audit
committee
over
the
course.
The
last
several
years.
A
We
did
a
have
a
14-year
embezzlement
that
predated
any
of
our
time,
and
we
respond
very
quickly-
and
I
think
very
effectively
to
that
by
you
know,
requiring
that
we
have
an
audit,
and
so,
when
you
have
this
kind
of
interplay
between
our
public
representatives-
and
you
know
the
people
that
we
pay
to
effectuate
the
work,
you
know
what
doesn't
really
help.
You
know.
Frankly-
and
you
know
I'm
I'm
done
council
in
eight
months
and
have
basically
set
aside
a
very
significant.
A
You
know
portion
of
my
income
generating
years
to
make
sure
that
our
our
city
is
in
good
health.
A
Help
when
there's
that
misinformation
out
there
with
regard
to
you
know,
council
activity,
so
you
know,
I
hope
people
you
know
do
have
a
conscience
about
what
they're
putting
out
there-
and
you
know
I
know
this-
is
you
know
a
lot
of
a
lot
of
political
things.
But
you
know,
honestly,
you
know,
try
try
to
be
a
little
bit
more
honest
and
complete
about
the
information.
That's
out
there.
So
thanks
very
much.
A
I'm
gonna
go
ahead
and
move
on
to
item
number
five,
that
is
our
city
managers,
update
and
we'll
have
city
manager,
jim
troop,
providing
that
update.
Welcome
jim.
O
O
Thank
you,
council.
I'm
going
to
start
off
with
some
really
good
news
here,
and
that
is,
I
get
to
be
the
one
to
introduce
to
the
council
and
our
community.
Our
new
public
works
director,
matt
morley
matt.
If
you
can
turn
your
video
on,
I
don't
know
where
you
are
at
the
other.
O
So
just
a
real,
quick
background,
matt
most
recently
served
as
the
parks
and
public
works
director
for
the
town
of
los
gatos,
where
he
had
been
since
2013.
in
his
role.
He
managed
all
operations
and
capital
programs
for
the
town,
including
facilities
and
fleet
maintenance
parks
and
street
maintenance,
capital
project
programming
and
delivery,
and
real
estate
transactions
and
planning
prior
to
that.
O
Matt
previously
worked
at
the
city
of
san
jose
in
a
variety
of
management,
leadership
positions,
including
serving
as
the
fleet
manager
and
director
of
fleet
and
facilities,
and
I
am
extremely
happy
to
welcome
him
here,
he's
going
to
be
a
big
help
to
the
city
and
I'm
going
to
turn
it
over
to
matt.
For
a
few
words.
Q
Thanks
jim
welcome
matt,
thank
you
very
much
thanks
city
manager,
mayor
and
city
council.
It's
great
to
be
here.
I
can't
tell
you
how
excited
I
am
to
be
a
part
of
such
a
talented
and
committed
team
that
that
you
have
here
in
cupertino,
I'm
looking
forward
to
contributing
to
all
of
the
collab
collaborative
projects
and
programs
that
we
have
going.
It's
been.
Q
It's
been
two
days
so
far,
and
and
I'm
already
super
impressed
with
the
amount
of
work
and
and
the
talent
that
you
have
so
thank
you
for
for
the
for
the
introduction
and
the
welcome
I'm
again
super
happy
to
be
here.
Thank
you.
O
Matt,
I
just
had
a
couple
more
items
mayor
or
you
had
already
mentioned
it,
but
a
reminder
that
the
april
19th
council
meeting
will
return
to
an
in-person,
slash
hybrid
after
a
two-year
hiatus
due
to
pandemic,
so
guests
may
either
attend
in
person
or
continue
to
watch
and
participate
over
the
zoo
meeting
process.
That's
we've
been
doing
the
last
two
years,
but
also
starting
mark
monday,
a
little
earlier
april.
O
The
city
was
awarded
a
grant
to
replace
the
existing
play
equipment
at
joinment
park
with
a
new
all-inclusive
playground
designed
for
people
of
all
ages
and
abilities.
The

will
support
recreation
and
social
interaction

O
Please
drop
in
and
share
your
ideas

the
last
chance
would
be
to
take
the
online

as
it
closes
april.
26Th
at
5
pm.
There's
also
a
part
of
our
website
has
it
at
engagecupertino.org
and
then,
if
you
do
the
slash
and
just
type
jolliben
and
that'll
get
you
there.
Two
other
ones,
lawrence
mitty
park,
master
plan.
We
also
need
community
input
on
the
features
desired
for
the
new
lawrence
committee
park,
we're
providing
a
number
of
ways
for
you
to
give
that
input.
O
The
project
team
will
post
the
online
survey
at
the
engage
coverage,
can't
say,
engage
cupertino
website
this
week
and
we'll
also
have
a
booth
at
the
big

So
I'm
plugging
that
one,
the
big
money
5k
on
april
16th
in
the
morning
a
community
meeting
is
tentatively
scheduled
for
the
evening

will
be
included
in
the

going
to
the

this
week
and
will
be
posted
on
the
engaged

site
and
that's
also
under
engagecupertino.org
lawrencemedi.

The

was
moved
to

accommodate
better
social,

more
activity.
A
Thank
you
very
much
city
manager,
troop
and
once
again
welcome
to
director
morley
of
public
works,
we'll
go
on
to
our
consent,
calendar
colleagues.
Our
consent
calendar
is
comprised
of
items
6
through
11
on
our
agenda
tonight.
Would
anyone
like
to
pull
any
of
those
items
from
six
through
11
on
our
consent?
Vice
mayor,
I
see
your
hand
is
raised,
is.
L
A
Okay,
I
don't.
C
A
C
Have
a
request
for
an
amendment
to
item
number
eight,
the
draft
minutes
of
march
15th.
A
Okay,
very
well:
let's
go
ahead
and
pull
item
number
eight
and
I'll
go
over
to
our
members
of
the
public.
Would
anyone
like
to
request
any
of
our
consent?
Calendar
items
six
through
eleven
be
pulled.
I
don't
see
any
hands
at
this
point,
and
so
let's
go
back
to
council
now.
This
is
for
items
six,
seven,
nine!
Ten
and
eleven.
May
I
have
a
motion
to
pass
the
consent
calendar
items,
as
recommended
in
the
agenda
council
member
woolly,
oh
moved
and
council.
Member
way.
Second
great,
we
have
a
motion
in
a
second
on
the
table.
A
A
A
You,
madam
city
clerk
and
so
madison
clerk,
you
mentioned
item
number.
Eight
has
been
pulled
in
request
for
an
amendment.
Do
you
happen
to
have
that
requested
amendment
available
to
serve
effectively
as
our
presentation
here?
Okay,.
C
That's
fair,
yes,
and
it
was
included
as
a
desk
item
this
evening.
This
is
for
page
nine
item
number
agenda
item
number
12
council
had
discussed,
taking
a
position
that
the
cupertino
union
school
district
should
reconsider
its
decision
to
close
regnar
and
meyerholz
elementary.
C
A
motion
was
made
and
there
was
no
second
and
the
request
is
to
add
at
the
end
here
where
I
have
it
underlined
there
was
no
action
taken
and
to
delete
that
the
motion
was
not
considered.
A
Okay,
very
well,
I
will
go
ahead
and
move
this
with
the
amendment.
Would
anyone
like
to
second
this
for
the
purpose
of
voting
and
discussion
in
reverse
order?
Councilmember
moore.
K
A
Okay,
very
good.
We
have
a
motion
and
a
second
on
the
table.
I
don't
see
further
hands
raised,
but
council,
member
ward,
did
you
want
to
speak
to
this
motion
before
taking
further
action.
K
A
Okay,
thank
you,
councilmember
moore.
I
I'll
go
ahead
and
recognize
our
city
attorney.
For
my
part,
I
don't
really
see
a
difference,
but
the
reason
I
put
this
motion
on
the
table
is
that
I
don't
see
any
any
harm
in
accepting
the
amendment,
but
city
attorney
chris
jensen.
Would
you
like
to
speak
to
councilmember
moore's
question.
R
Q
A
You
I'll
go
ahead
and
call
for
a
roll
call
vote
with
no
further
hands
raised
at
this
point,
madam
city
clerk,
could
you
please
conduct
that
local
vote.
L
C
Okay,
mayor
paul.
A
Okay,
let
me
let
me
abstain
from
voting
at
this
time
and
bring
this
back
to
the
bring
this
back
to
the
council,
and
so
madam
city
clerk.
If
you
could
recite
the
vote.
C
Sorry,
yes,
so
the
motion
fails
with
moore
and
chowboni
no
and
paul
abstaining.
A
Was
it
a
member
of
a
public
or
one
of
my
colleagues
on
council
that
brought
forward
this
requested
change,
because
I
I
know
it
wasn't
me,
I
would
be
supportive
of
it
if
someone
wanted
it
done
because
it
helped.
You
know,
keep
things
a
little
bit
more
more
clear,
but
I'm
just
wondering
who
brought
this
forward
as
a
requested
amendment.
C
Yes
mayor,
it
was
a
council
member,
but
I
do
not
have
the
information
on
who
requested
the
change.
So
I
just
brought
forth
the
option
for
council
to
vote
on
it
since
it
was
received
after
they
published
the
publication
of
the
agenda.
A
Okay,
very
good,
so
I
I
take
it.
You
heard
you,
you
received
the
request
from
a
third-hand
source
or.
A
Okay,
well,
let's
let
let
me
go
to
our
council
members
with
their
hands
raised
before
I
I
checked
in
with
jim
councilmember.
Why
do
you
have
your
hand
raised.
M
Yes,
ma'am.
Actually
it
was
me-
and
I
did
not
know
that
if
there's
no
difference,
if
there's
no
difference,
I
really
don't
care,
because
I
was
just
thinking
that,
because
it's
not
second,
so
the
motion
is
not
conceived.
I
guess
the
motion
is
not
considered
then
or
the
the
corrections
motion
was
no
action.
Taken,
I'm
okay
with
it.
A
Okay,
well
that
being
the
king's
councilmember
way.
Let
me
just
do
this
and
I'm
glad
that
I
abstained.
My
vote
there
because
I
do
want
to
be
supportive.
You
know,
especially
if
it's
a
you
know
kind
of
a
non
issue,
but
but
given
you
know,
you're
the
source
of
it
and
you
really
don't
care
one
way
or
the
other.
Let
me
first
go
to
council
member
moore
who
has
a
hand
raised.
Did
you
want
to
make
a
comment
at
this
point?
Councilmember
more.
K
Yes,
thank
you
mayor
paul.
My
comment
is
about
the
process,
so,
as
we
just
saw,
this
was
presented
to
us
as
kind
of
an
anonymous
pull
of
this
item,
which
I
think
is
highly
irregular.
So
I'd
like
to
have
the
city
attorney
explain
how
this
this
came
to
pass,
because
I
don't
think
that
we
should
be
allowed
as
council
members
to
be
able
to
essentially
mask
our
identity
and
pass
an
item
through
the
city
manager
in
this
method.
K
So
I'd
like
to
hear
a
little
bit
about
that
because
it
I'm
a
little
bit
disturbed
about
it.
Actually.
Thank
you.
A
Okay,
councilman
moore
city
attorney
general.
Would
you
like
to
speak
to
that
comment
before
I
proceed?
I
I'm
gonna
proceed
with
putting
the
original
recommended
action
on
the
table
by
motion,
but.
A
R
So
so
this
this,
this
request
was
conveyed
to
the
city
manager.
The
information
was
provided
to
to
to
the
city
clerk.
You
know
our
process
allows.
You
know
really
any
member
of
the
public
to
pull
a
member
to
pull
an
item
from
consent
calendar.
R
We
could
certainly
reconsider
a
different
process
that
would
impose
additional
rules
around
it,
but
you
know
I'm
not
sure
that
there
was
any
intention
here
to
go
to
to
to
be
anonymous
or,
if
or
or
really
any
intention
other
than
to
attempt
to
correct
the
record.
I
I
I,
I
think
both
language
conveys
roughly
the
same
effect
effect
and
I
don't
think
there's
any
any.
You
know
real
legal
or
practical
impact
of
either
sets
of
language,
so
I'm
agnostic
as
to
which
council
chooses.
M
So
I
do
agree
with
councilmember
moore.
Maybe
when
you
talk
about
the
process,
because
with
my
11
years
of
school
board
experience,
we
always
read
the
package
and
we
send
our.
You
know
questions
to
city
managers
through
the
staff,
so
we
get
answers.
If
my
answers,
my
questions
are
answered,
I
usually
don't
ask
it
on
the
dials
and
if
I
you
know,
if
I
disagree
with
a
certain
like
this
minutes,
then
what
the
city
clerk
should
do
is
you
know
it's
pulled
it
out
and
then
let
everybody
discuss
it.
M
I
don't
think
the
anonymity
is
any
intention
to
do
it,
and
so
this
is
how
the
process
will
find
my
experience.
It's
really
good
to
read
it
package,
send
your
questions
in
send
your
address
in
and
then
get
you
know
everybody's
on
the
same
page,
so
I
think
I
agree
with
council
member
more
maybe
we
need
to
agree
with.
M
Do
we
always
present
this
without
the
staff
knowing
and
ask
questions
on
the
dials,
or
we
ask
questions
ahead
of
time,
which
saves
time
and
saves
a
little
bit
of
you
know
the
staff
has
to
go
and
research
and
do
and
do
this
and
do
that.
So
I
agree
with.
We
need
to
kind
of
maybe
clear
the
process.
I
don't
think
there's
a
legal
issue
in
it.
It's
just
how
we
proceed
in
asking
questions
getting
in
there
our
comments
in
there
first,
so
the
staff
is
prepared.
A
Okay,
well,
thank
you.
Let
me
let
me
go
ahead
and
before
I
call
on
council
member
moore
just
commit
to
a
request-
and
I
think
you
know
here-
you
know
your
procedural.
You
know
lesson
learned
if
we're
pulling
an
item
from
the
consent
calendar,
at
least
as
long
as
I'm
I'm
chairing
the
meetings.
You
know
please,
if
it's
coming
from
council,
let's
just
go
ahead
and
pull
it
at
the
real
time.
A
It's
of
course
much
appreciated
the
advance
effort
that
people
take
in
reviewing
the
packet,
but
I
think
it's
just
it's
also
more
direct
right.
We
can
kind
of
you
know,
ask
the
question
of
wait.
Why
is
this
being
pulled?
What's
the
concern
here,
you
know
et
cetera,
et
cetera,
so
I
I
think,
that's
fair
and,
as
for
you
know
the
procedure
of
this
going
forward
for
this
calendar
year
I'll
go
ahead
and
commit
to
asking
you
know,
council.
I
think
the
normal
procedure
has
been
this,
but
I'll.
A
Just
you
know
kind
of
make
that
explicit
I'll
ask
people
you
know
if
they
want
to
pull
a
consent
item
and
if
a
particular
council
member
wants
to
do
so,
please
vocalize
that
at
the
time
vice
versa,
your
hand
was
raised.
L
L
But
then
I
want
to
give
them
a
heads
up.
That's
what
I
usually
do,
but
if
a
member
of
the
public
wants
to
pour
an
item
that
member
is
not
present,
that
is
pretty
other
way.
Don't
know
why
they
pull
the
item
so
the
so
it's
impossible
to
be
anonymous,
because
whoever
point
has
to
give
a
reason
why
they
are
pulling
that
right.
A
Yeah,
thank
you
very
much
and
you
know
point
well
taken,
and
you
know
it
is.
It
is
something
that
we
haven't
encountered
previously,
at
least
as
far
as
I'm
aware,
and
so
you
know
I'll
just
reiterate
my
request
that
you
know
if
anyone
counsel
or
the
public
for
that
matter,
we
should
pull
an
item.
You
know
just
raise
your
hand
or
speak
up.
You
know,
as
a
case
will
be
after
april
19th
and
we'll
we'll
take
the
item
off
consent.
A
So
with
that
I'm
gonna
go
ahead
and
move
that
we
approve
item
number
eight,
as
recommended
in
our
agenda
council.
Member
more,
would
you
like
a
second.
I
see
your
hand
raised.
Second,
okay,
very
good,
and
I
don't
see
any
hands
raised
at
this
point,
and
so,
madam
city
clerk,
if
you
could
please
conduct
the
roll
call
vote
on
this.
What's.
L
A
A
You
very
much
madam
city
clerk.
We
don't
have
any
second
readings
of
ordinances
tonight
and
we
don't
have
any
public
hearings
under
ordinances
and
action
items.
We
do
have
four
items.
A
Item
number
12
is
to
consider
council
goals
and
prioritize
potential
fiscal
year,
2022
to
2023
city,
work,
program,
items
and
I'll
remind
everyone
that
fiscal
year
2022-23
starts
on
july
1st,
and
so
we're
really
nicely
tracked
on
april
5th,
almost
a
full
quarter
before
that
fiscal
year
starts
in
considering
these
work
plan
items,
and
so
let
me
go
to
our
city
manager,
mr
st
manager,
we'd
like
to
introduce
the
staff
presenter
on
item
number
12,
which
I
understand
is
going
to
be
a
presentation
that
will
take
approximately
five
to
seven
minutes.
O
T
And
so
we'll
be
presenting
on
the
city
work
program.
T
And
so
we'll
be
going
through
the
where
we
are
in
the
process
overview
of
council
goals
in
case
council
would
like
to
adopt
them
or
make
any
changes.
T
What
we've
done
so
far
in
the
pro
prioritization
process,
which
we've
called
the
preliminary
prioritization
process
of
what
came
out
of
the
march
8th
special
meeting
and
then
what
the
prior
resulting
priority
order
was
and
recommendation
and
next
steps,
and
so
we
are
at
the
point
in
the
process
where
earlier
council
members
had
an
opportunity
to
suggest
new
items,
you've
seen
items,
suggestions
from
staff
and
commissions
and
now
it's
time
to
prioritize
those
items.
T
We
did
have
again
the
preliminary
prioritization
process
that
I'll
go
into
a
little
bit
more
detail
of
what
transpired
and
so
council
goals.
These
are
our
current
council
goals,
but
the
council
can
choose
to
change
them
if
they
would
like
to
public
engagement,
transparency,
transportation,
housing,
sustainable
and
fiscal
strategy
and
quality
of
life.
T
We
did
do
a
survey
to
the
community
and
the
results
were
pretty
well
fit
into
these
categories
so
that
preliminary
prioritization
process
to
figure
out
you
know
which
items
is
the
council
interested
in
and
which
item
should
be
fleshed
out
more
with
more
details,
so
council
decided
everyone
could
rate
up
to
five
with
a
number
five
meaning
highest
priority
up
to
thirteen
threes
kind
of
a
medium
priority
and
thirteen
ones,
which
is
a
lower
priority.
If
there
was
no
writing,
then
that
was
the
lowest
priority.
T
Council
members
proposed
14
new
items
and
similar
or
duplicate
items
are
consolidated
into
one
item
and
after
removing,
adding
and
consolidating
there
are
now
56
items
for
council
to
consider
today
and
these
items
can
be
found
in
an
attachment
b,
and
here
are
the
items
again.
I
will
make
a
note.
Oh
this
slide
is
really
nice.
The
ends
at
19..
So
these
are
the
items
that
are
in
attachment
b.
T
I
will
note
that
the
let
me
find
it
the
number
43
seismic
retrofits
and
upgrades
to
existing
city
hall.
One
of
our
formulas
didn't
calculate
properly
because
there
was
a
written
note,
and
so
it
was
considered
non-numeric
and
it
didn't
include
it
in
the
summation.
So
we
would
we've
addressed
that
in
a
desk
item
and
so
number
43,
seismic
retrofits
actually
lands
right
in
between
19
and
20
in
terms
of
priority
order
and
for
items
that
had
the
same
priority
rating.
T
And
so
today
we
we
hope
that
council
can
adopt
what
council
goals
they'd
like
to
move
forward
with
or
if
you
want
to
continue
with
the
same
ones,
that's
great
and
to
prioritize
the
items
in
attachment
b
with
again
the
same
process
up
to
five
fives,
thirteen
threes
and
thirteen
ones
after
your
deliberation
and
hearing
from
the
public.
A
A
I
do
ask
that
if
you
have
a
large
group
and
want
to
express
similar
sentiments,
please
you
know
just
be
conscientious
of
the
time,
and
I
know
that
one
group
has
approached
me
earlier
to
ask
for
a
four-minute
presentation
time
with
a
commitment
that
the
other
members
of
the
group
will
keep
their
statements,
concise
and
so
right
now
I
have
seven
members
of
the
public
with
their
hands
raised.
Those
are
otaki
sadati
jennifer,
richard
adler,
jason,
jenha,
larry
dean
and
luis
sadati.
A
As
I
was
speaking,
I
have
three
more
lu
dong,
diva,
mahan,
draker
and
gari
dutt,
and
so
we'll
go
ahead
and
start
with
tagi
sadati
welcome,
tagi
and
you'll
have
three
minutes
to
speak
I'll.
Remind
everyone
again.
Please
have
your
hand
raised
before
tagi
is
concluded
so
that
we
can
recognize
you
for
this
speaking
here.
U
I
am
here
today
to
talk
about
for
asking
the
city
council
to
put
high
priority
on
emphasizing
a
safety
improvement
for
people
who
walk
and
bike,
and
having
said
that,
there
is
a
carmen
road
bridge
or
connection
to
the
existing
blackberry
farm
trail
that
exists
there
and
make
that
a
priority
to
be
completed
as
soon
as
possible,
because
we
have
a
nice
blackberry
farm
and
there
is
a
trail
that
ends
into
stephen's
creek
boulevard,
which
has
high
traffic
fast
traffic.
U
How
people
from
north
of
stephens
creek
can
go
to
blackberry,
farm,
walk
or
bike,
and
how
a
student
can
bark
safely
to
go
to
school,
to
monte
vista,
for
example,
and
that
seems
to
be
very
important
I
occasionally
do
cross
there.
I
have
to
look
left
right,
make
sure
the
cars
are
not
there
and
go
on
a
trail
with
a
group
of
other
bikers
and
drawing
a
parallel.
U
A
few
weeks
ago,
council
was
discussing
the
lozano
access
to
a
trail,
ragnarok
creek
trail,
which
hasn't
is
not
open
and
is
not
going
to
be
open
for
six
months
or
so,
and
some
council
member
raised
concern
about
the
safety
issue.
You
can't
talk
about
safety
issue
when
the
trail
is
not
open.
There's
no
data
to
be
collected,
but,
however,
the
trail
to
blackberry
farm
has
been
open
and
you
could
emphasize
on
that
and
on
lozano.
U
Their
fall
motion
was
a
good
one,
but
the
trail
opened
six
months
or
a
year
afterward
we
collect
data
and
bring
the
item
back
that
went
round
and
round,
and
basically
I
got
frustrated
and
shut
my
phone
up,
because
when
you
don't
have
data,
you
can't
bring
the
item
back.
It's
a
waste
of
staff
time
and
going
back
to
the
safety.
U
A
Hey,
thank
you
very
much
taki
and
I
will
go
ahead
and
read
off
the
additional
names
that
have
raised
their
hands.
At
this
point
I
have
mary
ellen
chell
connie,
chow
leanna,
crabtree,
peggy
griffin,
magesh
mill,
vaganon
jolene
goh,
janet
van
zorin,
j
kamdar,
a
speaker
designated
call
and
user
3,
presumably
on
the
phone.
Lisa,
warren
and
frank
yang,
and
so
frank
yang
will
be
our
last
speaker.
Our
next
speaker
is
jennifer.
Welcome,
jennifer.
H
Thank
you,
mayor
darcy
hi,
I'm
jennifer
griffin.
I
know
you
have
a
lot
of
things
on
this
agenda
and
I
just
wanted
to
bring
up
the
issues
with
the
adus.
There
were
three
things
I
think
I
have
sent
several
letters
to
the
city
council
and
planning
commission
about
this.
We
have
a
potential
dangerous
situation
where
we,
because
of
current
adu
laws,
you
can
build
atu's
four
feet
from
any
property
line,
but
we
have
a
situation
where
it's
like.
H
This
is
in
neighborhoods
a
lot
of
neighborhoods,
including
rancho,
and
canada
and
other
areas
in
the
city
have
the
telephone
poles.
In
the
back
of
the
properties,
there
are
five
foot
easements.
I
have
five
foot
easements
on
two
sides
of
my
yard
from
this,
but
because
of
the
four
foot,
the
illogic
of
the
four
foot
setbacks
whatever.
Now
we
have
situation
where
we
have
adus
being
put
six
inches
from
the
five
foot
utility.
We
have
not
discussed
this.
The
whole
neighborhood
could
burn
down.
H
If
this
is
where
we're
going,
I
think
that
we
need
to
prioritize
this
and
have
a
discussion
have
pg
e
come
in
and
talk
about
the
safety
situations.
If
you
have
power
lines
fall
down,
they
could
burn
up.
The
adus
people
could
be
trapped
in
the
back
of
the
property.
We
we've
never
discussed
this
before.
We
really
really
need
to
prioritize
this.
The
other
thing
is:
let's
discuss
the
four
foot
setbacks
sacramento
the
governor
signed
these
bills.
H
They
didn't
reach
out
to
the
public,
to
talk
to
any
of
us
about
our
concerns
and
the
four
foot
setbacks
are
causing
tremendous
issues.
It
is
not.
There
is
not
enough
separation
between
buildings
and
properties
at
four
feet.
When
you
have
properties
that
could
be
60
feet
with
four
foot
setback
from
one
neighbor
that
we've
never
gone
there
before
five
foot,
setbacks
are
minimum
for
this
city.
Some
brainiac
in
sacramento
decided
four
feet.
They
didn't
talk
to
anybody
and
they
have
no
history
of
land.
H
Adequate
land
planning,
no
background.
It
was
just
dreamed
up.
The
other
thing
is
now
with
the
gigantic
adus
in
the
back:
we're
winding
up
with
houses
that
are
allowed
by
law
that
are
30
percent
over
the
size
allowed
currently
by
code
and
city.
We
need
to
investigate
this.
It
there's
all
sorts
of
precedents,
but
the
adu
and
remember
we
have
the
25-foot
adu
law
897
by
senator
wilkowski
from
fremont
that
if
the
governor
signed.
V
Good
evening,
mayor
paul
and
members
of
the
council,
I
want
to
speak
to
priority
number
15,
the
senior
strategy
in
your
work
plan,
I'm
a
20-year
resident
of
cupertino
and
I'm
chair
of
age
friendly
cupertino,
which
was
officially
launched
in
january
of
2000
after
2018
after
we
received
that
designation
from
the
world
health
organization
and
in
august
2019,
our
group
published
a
report
on
the
status
of
seniors
in
cupertino
that
provided
basic
information
about
number
of
seniors
housing
options
and
services.
V
I
submitted
a
proposal
to
for
the
city
to
sponsor
a
survey
called
the
cassowa
community
assessment
survey
of
older
adults,
which
is
kind
of
the
gold
standard
for
this
sort
of
research.
I
actually
used
this
in
2009
for
a
project.
I
did
called
aging
well
san
mateo
for
the
city
of
san
mateo,
and
it
was.
I
was
very
impressed
with
the
survey
I
found
out
just
the
last
two
days
that
this
same
survey
will
be
currently
implemented
in
the
cities
of
saratoga
in
los
gatos,
palo,
alto,
los
altos
and
menlo
park.
V
So
there's
a
chance
for
us
to
compare
results
if
we
use
the
survey
with
these
other
cities.
The
nice
thing
about
it
is
the
survey
is
a
turnkey
package
and
provides
a
lot
of
information
on
needs
and
the
interests
of
the
seniors
in
the
community,
but
also
is
benchmarked
against
responses
in
cupertino
against
the
sample
of
other
cities,
because
the
survey
has
been
done
multiple
times
across
the
country.
V
It's
also
important
to
note
that
we
can
add
custom
questions
to
this
package
and
it
is
not
purely
an
online
survey
because
we
don't
want
to
exclude
people
who
are
not
online.
As
you
know,
I
have
a
deep
interest
in
increasing
digital
inclusion,
so
I'm
hoping
that
you
guys
will
include
this
in
your
senior
strategy.
The
cost
is
relatively
modest
and
age-friendly.
Cupertino
is
prepared
to
actively
provide
support
for
the
survey
to
encourage
maximum
participation
of
seniors
in
the
city
and
also
to
ensure
wide
dissemination
of
the
results
of
the
survey.
Thanks.
A
W
Can
welcome.
Thank
you,
mr
mayor
and
city
council
members.
I
would
like
to
express
my
support
for
item
number
16,
the
automated
license
plate
reader
item
on
the
work
plan.
W
The
the
first
story
is
a
personal
one
that
affected
my
neighborhood
recently
on
february
23rd
at
10
pm
at
night
people
drove
through
our
neighborhood
and
robbed
residents
mailboxes
and
then
three
days
later,
they
returned
again
to
burglarize
her
mailboxes.
For
a
second
time
that
night
I
was
sitting
in
my
office
when
I
saw
their
car
and
heard
them
open
my
mailbox.
W
I
actually
ran
into
the
street
and
attempted
to
take
pictures
of
their
license
plate
with
my
phone
as
they
sped
away.
Unfortunately,
I
was
not
able
to
capture
the
license
plate
correctly,
but
we
did
call
the
police
who
responded
quickly.
They
sent
three
patrol
cars
and
a
helicopter
to
search
the
area
for
the
car,
but
were
unable
to
find
it.
W
The
police
responded
quickly
and
were
able
to
recover
the
abandoned
stolen
car
and,
furthermore,
the
the
license
plate
reader
also
recorded
the
license
plate
of
the
robbers
getaway
car
leading
police
to
arrest
them
a
few
hours
later
in
the
east
bay
without
the
license
plate
reader.
It's
quite
clear.
This
arrest
would
not
have
been
possible
in
comparing
to
my
own
experience
where
we
had
a
huge
police
effort
to
recover
find
this
still.
W
This
car
this
example
from
the
gas
station
required
police
just
to
wait
around
for
the
car
to
be
spotted
by
these
readers,
so
my
hope
is
that
license
plate.
Readers
will
help
us
remove
repeat
criminals
from
cupertino
and
provide
much-needed
relief
for
our
residents,
and
I
appreciate
you
considering
this
for
the
work
plan.
Thank
you.
A
X
Okay
yeah
good
evening,
mayor
paul,
council,
members
and
city
staff,
and
thank
you
thank
you
for
calling
my
name
give
me
opportunity
right
now.
So
so
my
family
lived
near
the
live
near
the
blackberry
farm
for
17
years
and
we
all
like
walk
and
bikes.
So
we
are
strong
supporters
for
the
safe
route.
X
So
tonight
on
the
list,
I
don't
see
the
carmen
bridge
because
since
a
very
young
age,
my
children
elementary
school,
I've
been
walking
with
them
there
and
I've
been
hearing
this
carmen
bridge
and
helping
to
promote
this
project
for
almost
seven
years.
So
we
do
need
more
safe
route.
You
may
heard
recently
in
mountain
view,
there's
a
student
biking
only
13
year
old
was
killed
by
a
truck
biking
to
school
and
then
also
a
few
months
ago.
My
son's
friend
also
injured
very
seriously.
He
broke
his
leg
by.
X
You
know
biking
on
the
way,
so
I
think
stephen's
creek
is
very
busy
street.
I
personally
saw
cars
bumped
into
each
other
when
I
pushed
the
crossing
light
and
then
first
car
stopped
for
me,
but
the
second
car
crashed
to
the
back,
because
the
the
steep
hill
over
there
caused
the
issue
of
the
light,
the
sunlight
kind
of
sometimes
blind,
the
like
driver's
eyes.
So
I
do
think
carmen
bridge
will
be
a
really
good
option
that
will
provide
safe
crossing
over
this
very
busy
stevens
creek
boulevard.
X
And
tonight
I
hope
somehow
you
can
consider
add
this-
this
very
important
project
back
to
the
list
and
also
this
project
being
making
a
lot
of
progress.
I
think,
since
2017
hundreds
of
local
residents
have
signed
a
petition
to
support
and
also
in
2018,
I
think,
the
bp
commissioner.
They
also
put
this
to
the
high
priority
list
and
2019
physically
physical
study
was
down,
and
I
know
there
are
a
huge
document
about
it
and
then
I
know
in
2019
and
lots
of
paris.
X
Students
spoke
to
the
city
council
in
person,
and
then
I
remember
many
of
you
actually
there
they
all,
you
all
moved
by
their
testimony
and
they
voted
yes
to
support
this
project.
So
I
hope
on
the
next
following
time
I
mean
this
year.
We
would
add
this
back
and
because
also
local
schools
and
we
have
our
local,
like
steven's,
quick,
pta
and
then
even
monte,
vista
ptsa.
X
They
all
officially
endorse
this
project
and
because
it's
going
to
benefit
students
to
have
a
safe
route
and
also
help
to
reduce
the
traffic
and
then
help
the
park
access.
There
are
a
lot
of
benefits
so
also
a
few
weeks
ago,
we
heard
a
good
news.
I
think
city
actually
owns
the
landing
sites
for
the
carmen
bridge.
X
So
all
the
right-of-way
issues-
and
then
people
talked
about
before
I
think
they
are
well
be
resolved
very
soon
and
maybe
already
being
resolved,
because
I
think
there'll
be
proof
of
image
somewhere
for
you
to
look
at,
and
it's
been
seven.
I
X
Okay,
it's
been
seven
years.
I
think
it's
time
to
add
this
back
to
the
list
and
move
to
the
next
phase
of
this
project
as
a
design.
So
thank
you
for
listening
to
our
community
and
then
thank
you
for
doing
all
the
good
good
work
for
our
city.
Thank
you.
Y
Y
Y
Y
We
understand
that
your
city
staff
is
very
busy,
but
what
we'd
like
to
see
is
to
have
you
commit
to
this,
commit
funding
to
it
and
have
it
start
late
next
year
or
early
early
the
following
year,
and
you
know
how
projects
go.
Sometimes
you
can.
There
are
gaps
in
the
in
the
workload
and
some
of
the
engineering
can
get
done
ahead
of
time.
Y
Y
A
Thank
you,
larry,
and
our
next
speaker
is
luis
sadati
and
louise
you're,
the
speaker
that
I
referenced
with
regard
to
requesting
a
four-minute
presentation,
and
so
let
me
check
in
with
you
prior
to
starting
the
clock
on
that.
Is
that
still
accurate,
louise
you're
you're,
requesting
the
four
minutes
with
other
members
that
affiliate
with
you.
P
A
Reasonable,
can
you
hear
me
yes
welcome
luis?
Did
you
still
watch
that.
Z
So
I
I
still
would
like
to
make
a
presentation
to
the
city
council,
and
I
I
can
do
it
with
sp,
fast
speaking
with
four
minutes
or
a
more
reasonable
speed
at
five
minutes.
If
you
wouldn't
mind.
A
Well,
let's
go
with
your
original
request
of
four
minutes
and
so
video,
if
you
could,
can
you
hear
me?
Yes,
we
can
hear
you,
I
think,
perhaps
hello,
your
volume
down.
Oh
dear.
Z
Z
Okay
hold
on
a
second,
so
would
it
be
possible
okay?
So
what
was
the
question
that
you
were
asking
me
mayor,
darcy.
A
Luis
you'll
have
four
minutes
for
your
presentation,
so
welcome.
Okay,.
Z
So
so
I'm
trying
to
move
to
a
different
position
so
that
my
internet
is
stronger.
So
thank
you,
mayor
darcy
vice
mayor
chao
and
city
council
members.
I
am
louise
sadati,
one
of
the
main
dole
of
leaders
in
our
dollar
leadership
and
community
that
now
represent
over
300
dogs,
500
people
and
six
different
dog
groups.
No
new
dollas
have
been
started
since
2019.
Z
This
is
item
17
staff
statement
of
an
additional
year
of
jolly
mental
observation
by
the
city
to
occur
before
more
delay.
Trials
can
start
is
not
needed
and
never
to
get
discussed,
nor
recommended
with
the
jolly
mandola
leadership
in
its
over
16
minutes.
16
minutes
we
had
with
the
city
staff
commission
nor
with
the
former
interim
city
manager,
jelly
mandola
has
been
observed
since
october
2019.
Its
extensive
three-year
trial
was
a
success
and
is
now
successfully
ongoing
instead
of
observing
jolly
mandola
for
an
additional
year.
Z
These
same
city
resources
would
be
much
more
effectively
used
instead
to
issue
notifications
to
pertinent
surrounding
park
areas,
observe
the
relevant
parks
and
to
actually
start
more
dollar
trials.
We
and
the
dola
community
have
already
organized
prepared
and
are
operating
our
dog
groups
and
readiness
for
our
proposed
four
trial
dollars.
Z
Modeled
after
the
successful
jolly
mandola,
we
are
ready
to
start
trials
on
them
with
the
city
and
following
order
beginning
of
fiscal
year
22
to
23,
there
will
be
linda
vista
little
dog,
delicate,
dog,
dola
and
quinlan
knows
dola,
then
mid
fiscal
year,
2223
we're
prepared
to
start
monte,
vista
dolla
and
jolly
man,
little
dog,
delicate
dog
dola,
and
you
see
that
the
four
dog
parks
will
have
leadership
groups
and
also
sheriffs.
That
will
ensure
strict
compliance
with
a
city,
dollar
policies
and
ordinances.
Z
Z
Linda
vista
park
field
is
rarely
used
by
the
community
and
does
not
require
any
fencing.
It
has
no
adjoining
athletic
field,
so
its
trial
can
be
concluded
in
six
months,
as
dollar
trials
were
originally
conceived
and
discussed
in
2018..
Quinlan
knows
dola
could
begin
with
without
fencing.
It
has
no
adjacent
athletic
field,
so
is
trial
can
also
be
concluded
in
six
months.
Z
Currently,
there's
no
dola
that
serves
the
needs
of
little
dogs,
nor
delicate
dogs
with
the
dola
community's
help.
The
city
staff
involvement
was
only
15
percent
of
the
work
needed
to
start
and
regulate
jolly
mandola
jelly
mandola
collected
145
data
entry
points
before
jolly
man.
Dolo
trial
ended
successfully.
The
city
only
collected
about
40
entries
by
the
trials
and
instead
of
the
145,
the
dollar
collected.
The
ongoing
jolly
mandola
has
now
grown
to
343
data
entries
documenting
its
ongoing
success.
Z
A
S
S
Perfect,
thank
you,
hi
cupertino
city
council
members.
My
name
is
lou
a
resident
of
cupertino.
We
need
more
dollars
urgently.
To
me,
dola
is
not
only
for
dogs
but
also
a
community
for
us
as
humans.
I
would
like
to
share
my
experience
about
dola,
my
husband
and
I
moved
to
cupertino
in
2019
from
middlebury.
Now
little
did.
I
know
we
will
be
working
and
staying
at
home
for
the
next
two
years
when
we
were
ready
to
explore
cupertino
when
we
moved
here
sheltering
place
started.
S
S
Not
only
did
our
dogs
get
to
socialize,
we
dog
owners
also
got
to
meet
people
in
person,
which
was
much
appreciated
for
myself
and
my
husband
as
new
cupertino
residents,
especially
after
a
long
day
working
from
home.
It's
always
the
best
hour
for
my
adult
and
even
more
for
me.
We
eventually
became
friends
with
some
dog
owners.
We
talked
about
local
news
things
to
do
for
weekends,
even
referrals
for
dentists.
S
We
were
even
invited
to
celebrate
diwali's
with
some
of
them
in
their
backyard.
Last
year,
it's
a
community
for
us
and
we
finally
felt
welcomed
after
two
years
since
we
moved
to
cupertino
because
of
the
wonderful
people
we
met
through
dola,
we
as
humans
need
exercise,
interact
and
socialize
with
other
people,
so
do
dogs
dolla,
is
where
dog
can
run
and
play.
Currently
there
are
more
than
11
000
dogs
in
cupertino,
however,
there
is
only
one
dog
park
and
one
dollar.
S
F
Thank
you,
mayor,
paul,
I'm
not
going
to
take
a
long
time.
I
just
want
to
say
my
name
is
deepa
mahandrakar
and
I
am
one
of
the
dollar
community
leaders
who
initiated
the
jolly
mandola
to
begin
with.
I
know
the
city
council
has
a
very
heavy
agenda.
All
I
want
to
say
is
that
I
think
we
really
want
to
more
dollars.
Louis
proposal
is
really
spot-on
and
a
collaborative
effort
across
multiple
dollar
leaders,
and
I'm
completely
in
favor
of
that.
Thank
you
so
much.
AA
Hi
there
this
is
gary,
I'm
also
in
support
of
dola,
but
I'd
like
to
concede
my
time
to
louise
if
she
wants
to
complete
her
presentation.
Thank
you.
A
Okay,
well,
thank
you
gary
and
so
we're
going
to
go
to
mary
ellen
chell.
Next
welcome
mary
ellen.
AB
Thank
you
mayor
and
council
members
and
I'm
marianne
winchell.
I
am
a
cupertino
resident
and
I
am
the
jolly
mandola
sheriff
and
I
let
people
know
what
the
rules
are
and
that
they
need
to
be
in
compliance,
and
I
just
want
to
take
a
few
seconds
to
say.
I
agree
with
everything
that
the
other
speakers
have
shared
tonight
with
needing
more
dollars
and
why
it's
a
very
important
part
of
my
life
and
my
dog's
life
and
it
helps
create
more
community.
AB
So
please,
please
put
this
at
the
top
of
your
agenda
or
make
it
make
it
happen.
The
way
louise
has
requested
and.
A
AC
Thank
you,
mayor
paul
and
thank
you
city,
council
members,
I'm
connie
chow,
I'm
a
25
year,
cupertino
resident
and
out
of
respect
for
your
busy
agenda.
I'm
not
going
to
share
any
kind
of
speech
that
I've
prepared
in
support
of
dolos,
but
let
me
just
say
that
I
emphatically
support
more
dolas
and
who,
how
did
we
agree
with
everything
that
everyone
else
has
said
here
today
on
behalf
of
dola's,
including
what
these
had
said,
and
I
really
appreciate
everything
that
the
city
council
has
done
for
our
great
city.
Thank
you.
J
Good
evening
again,
council
and
staff,
my
name
is
leanna
crabtree,
I'm
a
cupertino
resident,
I'm
speaking
tonight,
just
as
a
follow-on
for
some
written
comment
that
I
sent
already
in
support
of
any
work
plan
items
that
could
also
include
housing
on
it,
support
for
an
empty
homes,
tax
and
support
for
a
community
land
trust.
I've
included
my
comments
more
explicitly
in
in
in
the
written
notes.
J
I
essentially
for
the
housing
audit
in
in
support
of
a
housing
audit
is
to
to
understand
exactly
what
is
our
housing
supply
and
how
is
it
being
used?
How
much
of
our
housing
supply
is
actually
being
used
as
homes
for
people
and
in
the
cases
where
the
primary
uses
is
not
homes
for
people
maybe
being
left,
left
empty
or
or
some
other
use,
then
maybe
we
could
take
a
look
at
a
an
initiative
for
an
empty
homes
tax
and
with
an
empty
homes
tax.
J
We
have
revenue
that
comes
in
that
could
be
used
for
community
land
trust
specifically
for
the
purpose
of
acquiring
city
land,
where
housing
could
be
built
that
could
be
below
market
both
for
for
sale
and
also
for
all
of
the
other
for
sale,
housing
for
for
moderate
income
and
rental
housing
for
folks
who
have
incomes
that
are
low,
very
low
and
extremely
low
income.
Thank
you
so
much
for
your
consideration.
G
G
Thank
you
very
much
kirsten.
Several
people
have
spoken
regarding
these
four
items:
a
vacancy
tax,
foreign
ownership,
tax,
restrict
corporate
ownership
to
apartments
and
a
housing
audit.
These
four
items
fit
very
nicely
in
four
of
the
top
21
work
items:
number
nine,
rita,
related
number
12
economic
development
strategy,
number
18
plan
to
end
homelessness
and
number
21
analyze
potential
revenue
measures.
G
AD
I
did
thank
you
mayor.
My
name
is
magesh
milwagne.
I
wrote
a
speech,
but
in
respect
for
councils
very
heavy
agenda
tonight
I
will
make
it
short.
I
would
just
give
my
voice
and
what
really
we
really
want
more
dollas
and
that
I
agree
with
everything
luis
sarat.
He
said
in
her
speech
and
thank
you
all
for
your
all.
The
council,
members
for
your
service
and
time.
AE
A
Q
AE
Thank
you
for
the
time
and
having
the
opportunity
to
speak,
I'm
here
in
support
of
more
dollars
as
well.
I
can
see
that
you
guys
have
a
lot
on
your
agenda
and
there
is
a
lot
to
do
honestly.
This
is
a
small
project
in
comparison
to
a
lot
of
the
other
things
you
have,
and
I
think
it
would
be
really
efficient
use
of
everyone's
time
really.
If
we
just
move
forward
with
the
projects-
and
you
know,
the
small
projects
can
really
be
a
success,
more
dollars
can
be
ongoing.
AE
You
wouldn't
hear
from
us
anymore,
as
you
can
see.
Quite
a
few
speakers
have
spoken
up
in
support
of
dollas
and
it
takes
up
a
lot
of
time.
You
guys
heard
us,
you
guys
know.
I
think
that
if
we
moved
into
operation
mode
and
not
take
up
the
council's
valuables
and
limit
the
time,
it
will
help
everybody,
and
you
know
we
can
move
forward
with
it.
That's
all,
and
I
support
everything
louis
said
about
the
dollars
and
her
data
is
good
and
it's
really
important
to
the
community.
That's
all
I
have
to
share.
AE
AF
AG
Oh
thank
you
mayor.
Thank
you,
council
members,
and
I
want
to
give
a
special
thanks
to
council,
member
hunway
and
city
manager.
Mr
troop
they've
been
very
accessible
and
responsive
to
my
previous
emails
communication.
Today
I
want
to
speak
about
how
I'm
a
jay
kander
and
I'm
the
resident
at
carmen
road
10080.
AG
I
have
been
a
resident
here
for
24
years.
I've
raised
two
children
both
went
to
stevens
creek
elementary,
and
I
feel
that
this
garment
road
project,
the
bridge
project,
is
a
waste
of
money.
The
security
and
safety
issues
are
spoken
out
of
proportion
such
bridge
is,
is
not
where
the
tax
dollars
money
should
go.
We
need
much
better
projects
to
spend
on
such
as
increase
the
safety
of
the
community.
I
live
in,
you
know,
make
it
more
livable.
Every
day
there
are
more
burglaries,
more
graffitis,
more
nuisance.
AG
You
know
in
and
around
us.
So
I
would
like
to
see-
and
there
are
a
lot
of
other
alternatives
for
biking
around
this
neighborhood.
There
is
a
you
know,
street
that
just
goes
down
on
the
stephen's
creek
and
make
that
you
know
more
affordable
and
common
sense
spending
project
rather
than
build
a
you
know,
iron
bridge
that
becomes
an
eyeshadow
in
the
you
know,
beautiful
west
side
of
you
know,
cupertino
that
I
live
in.
AG
So
I
would
like
to
request
that
you
know
such
projects
not
be
considered
and
when
the
considered
city
has
not
even
approached
us
residents
who
are
directly
impacted
by
this
just
about
20
minutes
ago.
I
found
out
about
this
meeting
and
the
agenda
item,
so
I'm
here
kind
of
unprepared,
but
I
I
hope
that
unicity
will
revisit
his
processes
and
and
get
a
better
input
and
be
very
transparent
in
the
economic
justification
for
such
projects.
AG
I,
I
just
think
it's
a
it's
a
waste
of
time,
money
efforts
and
it's
a
senseless
spending
of
my
tax
dollars
every
year.
You
know
there
are
more
requests
coming
for
increase
in
you
know
and
funding
this
bond
and
that
bond
and
so
far
we
have
been
very
supportive.
I've
been
living
here
25
years,
but
enough
is
enough.
I
don't
want
to
spend
my
money
on
such
reckless
spending.
Thank
you.
Thank
you
for
hearing
me.
A
AH
G
AH
Okay,
so
there's
the
two
things
animation.
The
first
is
about
this
vta
librarian,
there's
neighbors,
because
they
know
we
are
here
today.
So
they
want
to
see
the
vpa
very
well
and
the
second
thing
as
well
about
today,
somebody
mentioned
about
about
accessory
building
and
we
one
actually
was
a
structure
which
is
some
stone
in
the
back
put
down
and
took
everything
we,
including
your
belongings
and
that's
actually
only
12
feet,
high
and
90
square
feet
plus
minus,
and
there
was.
A
I
remind
you
again
you're
on
item
12..
Okay,
let
me
go
on
to
the
next
speaker
that
is
lisa.
Warren
welcome,
lisa.
B
Oh
sorry,
I
I'm
still
trying
to
work
here
so
okay,
so
I
just
want
to
make
a
couple
comments
about
the
request.
The
renewed
request,
continual
request
for
carmen
bridge.
B
I
think
at
this
point,
when
we've
got
all
these
projects,
that
seems
slated
to
add
traffic
and
danger
to
movement
around
town
on
the
east
side
of
town
and
until
we
know
where
the
housing
element
sites
are.
B
I
think
it's
not
wise
to
put
that
back
on
any
commitment
list
sure
keep
it
in
your
back
pocket
and
continue
to
listen
to
people
who
want
it,
but
regardless
of
where
the
funds
come
from,
those
funds
could
be
used
for
something
that's
going
to
protect
a
lot
more
people,
as
the
density
seems
to
be
directed
primarily
on
the
east
side
of
town,
and
I
I
just
feel
it's
important
to
remember
that,
and
then
we
have
a
future
to
figure
out
not
just
a
present,
and
it's
part
of
that
process
that
we
are
painstakingly
trying
to
go
through
and
being
forced
to
one
thing
after
another
from
the
state
and
state
agencies
that
don't
get
it.
B
So
we
need
to
try
to
protect
ourselves
in
numerous
ways
and
I
think
putting
carmen
bridge
in
a
priority
at
this
point
is
a
bad
idea
so
and
I'm
also,
if
I'm
not
incorrect,
I
think
carmen
bridge
is
a
cip
project
and
I
would
prefer
to
see
cip
projects
separated
from
other
work
program
items
and
not
have
them
mushed
together.
B
P
P
We
love
this
community
so
much
and
we
love
all
those
nature,
all
those
hike,
hiking
biking
trails.
Actually,
I
am
representing
a
lot
of
my
neighborhood
who
actually
either
elderly
or
the
one
who
has
younger
family
to
really
urge
the
city
to
put
the
carmen
bridge
in
a
high
priority,
because
this
really
connects
the
two
sides
of
the
stevens
greek.
P
We,
our
daughter,
love
to
go
to
the
blackberry
farm,
but
we
really
feel
very
hesitated
to
across
the
street
and
it's
just
not
safe
right
and
very
soon
my
young
older,
I'm
going
to
go
to
a
middle
school
she's
going
to
bike
to
school,
and
I
will
never
let
her
to
do
that
unless
we
have
the
bridge
builded
up.
So
this
is
not
only
my
voice,
I'm
representing
a
lot
of
the
people
in
my
neighborhood
who's
very
busy
who
never
have
the
time
to
join
this.
P
I
just
want
to
voice
out
because
I'm
sure
some
people-
they
don't
necessarily
like
it,
but
consider
there
are
a
lot
of
very
young
children,
a
lot
of
students
who
need
to
commute
in
a
daily
basis.
We
need
to
help
the
community
build
a
safer
environment
for
all
the
family
here.
Thank
you
very
much.
A
Frank
kirsten
did
you
have
an
email
that
came
in
during
the
time
for
public
speaking
I'll
remind
you
that
it
would
have
been
the
same
time.
The
first
speaker
was
speaking
on
this
we'll
apply
a
consistent
requirement.
C
Okay,
so,
dear
mayor,
this
is
from
former
mayor,
patrick
kwok,
dear
mayor
paul
and
members
of
the
council,
I,
along
with
the
majority
of
my
fellow
neighbors
on
the
10
000
carmen
road
block,
leading
to
the
carmen
road
bridge
right
to
express
our
strong
opposition
to
the
proposed
karma
roach
carmen
road
bridge
project.
Here
are
a
few
reasons
why
we
oppose
this
bridge.
One.
The
city
has
not
determined
where
the
east
side
of
carman
road
will
be
connected.
C
As
of
now
the
bridge
would
continue
through
portions
of
the
city,
property
and
private
property,
which
could
invoke
eminent
domain.
Alternatively,
the
bridge
will
end
up
on
the
east
side,
with
a
long
set
of
stairs,
so
bikers
will
need
to
get
off
their
bikes
and
carry
it
down.
The
stairs
two
staff
has
not
pulled
the
elementary
school
parents
in
the
neighborhood
to
see
if
they
would
even
use
the
bridge
to
walk
their
kids
to
stevens
creek
elementary
school.
C
Three
with
the
declining
school
enrollments,
there
will
be
less
students
going
to
stevens
creek
elementary
schools
and
less
of
a
reason
to
use
the
bridge
by
the
time
the
bridge
is
completed.
If
the
declining
enrollment
continues,
stevens
creek
elementary
school
could
be
one
of
the
schools
to
be
closed.
Four,
our
neighbors
enjoy
walking
along
carmen
road
walking
along
carmen
road
since
it
dead
ends
and
we
feel
safe,
walking
on
the
wide
road
I've
seen
children
playing
in
this
area.
C
Since
it
is
a
dead
end,
adding
the
bridge
will
narrow
the
road
and
there
will
be
increased
traffic
both
from
cars
and
bikes
on
this
road.
This
will
make
it
unsafe
for
children
to
play
five.
At
least
eight
residents
on
karma
road
will
see
beautiful
trees,
including
several
mature
oak
and
redwood
trees
removed
to
make
room
for
the
bike
path.
Additionally,
the
front
yards
of
their
houses
and
sidewalks
that
might
encroach
into
the
city
property
will
have
to
be
removed
for
the
bike
route.
C
This
will
greatly
diminish
their
curb
appeal
with
a
bike
path
in
front
of
their
houses.
Six,
the
residents
living
on
carmen
road
will
be,
who
will
be
significantly
impacted
by
the
project,
have
not
received
a
notice
of
public
hearing
on
this
agenda
item.
As
a
result,
they
will
not
have
the
opportunities
to
submit
their
comments
before
the
council
makes
their
decision.
I
respectfully
ask
you
to
consider
these
questions
one.
How
is
the
cost
benefit?
What
is
the
cost
benefit
to
the
cupertino
residents
on
this
project?
C
Two,
how
many
cupertino
residents
will
truly
benefit
from
this
project?
Three
shouldn't
public
funds
be
allocated
to
other
park
projects
that
could
benefit
a
wider
range
of
cupertina
residents.
Four,
why
haven't
staff
surveyed
the
neighbors
on
a
project
that
will
directly
impact
them
and
five?
What
will
the
east
side
of
the
bridge
look
like?
Please
consider
all
these
issues
before
you
prioritize
this
project.
Thank
you,
patrick
former
cupertino,
mayor.
A
Thank
you,
madam
city
clerk
and
I'll.
Let
our
members
of
the
public
with
their
hands
raised
and
zoom
no
we'll
need
to
have
the
hand
raised
by
the
time
the
first
speaker
is
done
in
order
to
be
called
on
for
the
item
and
so
we'll
be
going
back
to
council
now
after
hearing
the
the
public
comments,
and
so
we
stand
8
34
right
now,
I
would
suggest
that
we
take
a
break
until
8
40.,
I'm
anticipating
our
deliberation
to
go
for
a
while.
