From YouTube: Cupertino Parks and Recreation Commission Meeting - October 7, 2021 (Live Streamed Version)
Description
Coverage of the October 7, 2021 Cupertino Parks and Recreation Commission Teleconference Meeting.
A
B
E
B
H
G
Okay,
so
good
evening,
once
again,
thank
you
for
having
me.
If
you
don't
know
me,
my
name
is
tuan,
I'm
one
of
the
infrastructure
technicians
here
at
the
city
of
cuperno,
and
I'm
here
tonight,
to
give
you
a
quick
run
through
on
how
to
take
the
mandatory
yearly
cyber
security
training,
which
is
conducted
by
no
before.
G
G
11
million
now
keep
in
mind
that
the
ransom,
the
ransom
that
they
paid
that
doesn't
include
the
cost
of
what
it,
what
it
would
cost
them
to
rebuild
the
infrastructure
after
they
pay
the
ransom
and
then
below
that
you
can
see
some
that
have
not
paid
yet
dc
police
acer,
ransomware
hit
them
prevented
their
users
from
sending
remote
commands
to
their
vehicles
from
the
app
I'm
a.
But
I'm
sorry
that's
here
t-mobile
there
was
no
ransom,
but
they
threatened
to
sell
the
data
on
the
web.
G
So
how
is
ransomware
spread
the
main
the
most
common
way
is
to
be
a
phishing
email,
so
you
may
get
an
email
that
says
it's
coming
from
someone
that
you
know
asking
you
to
click
on
a
link
open
an
attachment
or
enter
some
type
of
credentials.
You
know
you
might
get
an
email,
for
example,
from
it.
Of
course,
you
know
saying:
hey
your
pa,
your
password's
expiring.
You
need
to
enter
your
credentials
in
here
to
confirm
it
before
we
disable
your
account
right.
G
So
one
thing
to
know:
is
it's
never
going
to
send
you
an
email
asking
you
to
enter
your
credentials
and
use
your
name
so
once
you
enter
that
and
they
have
your
your
credentials,
they
have
access
to
the
system,
your
mail,
what
not,
if
there's
an
attachment
that
you
click
on,
you
may
download
malicious
files
to
your
computer
and
spread
around
somewhere.
That
way.
G
All
right,
so
most
of
you
should
have
an
email
in
your
inbox
which
looks
exactly
like
this.
It
would
come
from
an
innovation
technology
team
with
a
subject
line:
2021
city
of
cupertino
security
awareness
training.
So
what
I'm
going
to
do
is
I'm
going
to
pull
up
the
email
and
I'll
walk
you
through
the
quick
demo.
G
All
right,
so,
if
you
click
on
the
training.nov4.com
right,
it
should
take
you
directly
to
the
nov4
website
and
log
you
in
with
and
you'll
enter
your
email
and
your
cd
password
here
now,
for
those
of
you
that
don't
remember
your
password,
you
can
go
to
the
help
desk
at
cupertina
oregon.
We
can
help
you
reset
that.
G
G
Okay,
so
that
concludes
the
quick
walkthrough.
Does
anyone
have
any
questions?
Does
anyone
check
their
inbox
to
see
if
they
have
that
email.
H
I
G
G
Reach
out
to
help
us
org
and
you're
gonna
see
you
there.
Thank
you.
B
Okay,
moving
to
our
next
agenda
item
under
ceremonial
matters
and
presentations
is
summer
programs
and
events.
F
Good
evening,
everyone
we
have
two
of
our
recreational
sports
members
of
our
staff
here
to
present
this
item
molly
james,
who
I
would
like
to
introduce
as
our
new
recreation
manager,
so
congratulations
and
welcome
and
then
also
kelsey
christian.
I
cannot
believe
I
keep
screwing
up
your
name.
I
I
apologize
kelsey
christians,
sin
recreation
coordinator,
who
is
event
extraordinaire
in
our
department,
so
I
will
turn
it
over
to
both
of
them
for
the
presentation.
Thank
you.
J
I
have
a
no
pull
up
presentation.
Yes,.
J
J
All
right
so
blackberry
farm,
so
just
to
start
with,
we
were
open
for
a
little
bit
of
a
shortened
season
this
year,
so
blackberry
farm
operated
between
june
15th
and
september
26th.
We
were
following
state
and
county
guidance
and
a
phased
reopening
approach.
So
that's
why
we
started
a
little
bit
later.
It
also
helped
us
find
time
to
train
new
lifeguards.
We
had
to
bring
in
a
whole
new
staff
this
year
for
the
most
part
and
dealing
with
school
schedules,
etc.
That
was
the
ideal
time
for
us
to
open.
J
J
J
The
slide
was
also
closed.
This
season,
due
to
the
size
of
the
platform
and
the
inability
for
lifeguards
to
distance
themselves
from
riders.
J
J
J
J
Historically,
the
program
was
always
held
at
one
of
the
local
high
schools,
where
we
would
rent
the
water
at
a
cost
of
approximately
25
to
30
000
for
an
eight
week
period
of
time
between
the
price
and
then
the
increasingly
limited
availability
in
pool
space.
It
made
sense
to
move
the
program
to
our
own
facility.
J
J
Lessons
were
held
from
9
am
to
noon
and
6
pm
to
7
30
pm
tuesday.
Through
friday
and
parent
child
classes
were
held
on
saturdays
and
sundays,
from
9
15
to
9
45
a.m.
As
a
covent
precaution,
we
only
offered
private
swim
lessons
and
semi-private
the
private
swim.
Lessons
were
incredibly
popular
and
filled
up
very
quickly.
J
J
We
allowed
multiple
groups
to
use
the
site
in
one
day
as
if
we
would
have
done
any
other
year.
We
had
quite
a
few
reservations
that
booked
between
july
17th
on,
however,
early
to
mid
august,
the
delta
variant
became.
J
J
I'd
also
like
to
mention
that
the
cafe
was
also
open,
this
season
with
a
limited
menu
that
included
pre-packaged
items,
beverages
and
then
food
from
the
fryer.
The
cafe
wasn't
as
popular
as
it
has
been
in
previous
seasons
and
staff
believe
that
that's
probably
due
to
covenanting
precautions,
as
well
as
a
shortened
swim
block
less
time
for
people
to
purchase
a
full
lunch
while
they
were
at
the
pool
next
slide
and
finally,
what
you've
all
been
waiting
for.
It's
our
favorite
day
of
blackberry
farm,
the
peach
plunge
in
an
attempt
to
limit
overcrowding.
J
The
event
was
broken
down
this
year
into
three
separate
45-minute
swim
blocks.
Each
swim
block
was
capped
at
40
dogs
and
we
had
a
total
of
109
dogs
registered,
total
49
residents
and
61
non-residents
next
slide.
Please.
J
We
had
a
here's,
a
handful
of
photos
from
the
event
and,
as
always,
the
big
dogs
dominated
the
water
next
slide,
but
in
a
surprising
twist
we
had
several
little
dogs
get
their
feet
wet
this
year.
We've
never
seen
this
before.
J
K
You
can
yeah
the
summer
event
season
began
on
fourth
of
july,
with
the
optimist
club
of
cupertino
holding
its
annual
pancake
breakfast,
the
breakfast
took
place
at
the
quinlan
community
center
and
seating
was
held
entirely
outdoors.
The
club
served
approximately
300
breakfast
plates
that
morning
next
slide.
Please.
K
K
Movies
in
the
park
were
held
at
creekside
park,
beginning
at
8pm.
We
had
coco
honey.
I
shrunk
the
kids
and
the
greatest
showman
scheduled
to
be
shown.
Unfortunately,
the
august
27th
movie
was
canceled
due
to
significantly
poor
air
quality
staff
posted
news
in
the
park,
as
well
as
stayed
in
the
park
until
30
minutes
after
event,
time
to
talk
with
residents
still
arriving
for
the
show.
Everyone
was
very
understanding
and
appreciative
that
we
chose
health
and
safety
over
holding
the
event
attendance
for
the
movies
that
were
shown
were
between
two
and
three
hundred
people.
K
We
are
again
partnering
with
the
san
francisco
shakespeare
festival,
as
free
shakespeare
in
the
park
is
back.
There
are
still
a
few
more
opportunities
to
view
a
performance.
This
year
the
san
francisco
shakespeare
festival
is
performing.
Heracles
performances
are
held
at
the
memorial
park
amphitheater
and
this
year,
they're
90
minutes
long
with
no
intermission
next
slide.
K
Large
scale
community
festivals
returned
to
cupeltino
this
summer.
The
11th
annual
kids
and
fun
festival
was
held
on
saturday
august
14th
at
memorial
park.
This
community
festival
is
hosted
by
the
taiwanese
cultural
and
sports
association
and
was
the
first
large-scale
festival
held
since
the
start
of
the
pandemic.
The
festival
included
musical
and
dance
entertainment,
a
food
court
and
numerous
fender
boots,
and
the
silicon
valley
day
and
night
fun
fest
of
previously
known
as
the
fall
festival
return
to
memorial
park
on
saturday
september,
11th
from
10
a.m
to
8
p.m.
K
This
event
is
hosted
by
the
rotary
club
of
cupertino.
They
offered
a
kids
zone,
cultural
booth,
food
trucks
and
much
much
more.
This
event
brought
the
community
together
for
a
day
of
celebration
and
much
enjoyment
and
next
slide.
Please.
K
We
have
a
few
upcoming
october
events,
we'd
like
to
share
from
noon
to
three.
On
saturday
october
night,
the
activity
board
will
be
hosting
bobotino
an
event
designed
to
give
8th
to
12th
graders
access
to
mental
health
resources,
engage
in
outdoor
activities
and
enjoy
boba
milk.
Tea
pre-registration
is
required
and
can
be
found
on
regedirect.org
on
october
16th,
from
11
a.m,
to
6
p.m.
In
memorial
park,
the
cupertino
chamber
of
commerce
will
be
holding
our
annual
diwali
festival.
K
Diwali
is
the
festival
of
lights,
and
this
festival
showcases
a
wide
array
of
multicultural
music,
dance,
art
and
food
and
admission
is
free
and,
on
friday
october,
29th
from
7
to
8
30
p.m.
The
monster
mash
is
returning
to
cupertino.
This
kid-friendly
halloween
bash
is
for
parents
and
children
12
years
and
younger,
and
will
feature
games.
Spooky
crafts
and
trick-or-treating
registration
is
required
for
this
event
and
is
available
at
registerrec.org
this
year.
The
event
will
be
held
entirely
outdoors
at
this
time.
It
ends
our
presentation.
B
H
Hi,
thank
you
chair,
I
think
I'll
say
just
for
your
ques
for
you
and
thanks
for
the
presentation
on
a
couple
of
them
one
first,
I
wish
you
can
allow
us
also
to
jump
in
with
the
furry
friends
on
the
swimming
pool.
If
you
allow
it
that
will
be
great,
is
it
a
big
or
small
doesn't
matter
we
will
allow
to
jump
in,
but
one
question
on
it.
It's
a
clarification
question.
H
If
I
see
the
bbf
swimming
reservations
slide
number
three:
the
total
swimmers
eleven
thousand
four,
eighty
six,
five
thousand
resident
six
thousand
five
hundred
non-residents.
That's
the
reservations,
I
believe
or
total
summers.
But
if
I
go
to
the
next
slide,
it
talks
about
private
lessons
are
done
by
107
residents
18,
whereas
parent
choice,
lessons
are
30
to
3,
the
ratio
seems
to
be
completely
odd.
Is
it
is
there
any
reason
or
because
of
the
cost,
because
I
see
a
complete
different?
J
There
any
correlation-
I
don't
I
don't
know
if
there's
a
correlation,
I
mean
typically
historically,
you
know
a
lot
of
people
come
and
use
the
facility
who
are
non-residents.
It's
always
been
our
goal
to
have
more
and
more
residents
use
it,
and
so
we
were
actually
really
happy
with
the
resident
rate
for
people
who
were
reserving
time
to
come
and
swim
this
year,
it's
the
highest
that
we've
seen
in
the
last
couple
of
years
that
we've
been
open
and
then
for
swim
lessons.
It
is
a
really
high
resident
rate.
J
You
know,
I
think
it's
about
a
60
percent
residents
are,
are
doing
the
program
which
is
typical.
You
know
you
typically
would
do
a
half
hour
swim
lesson
in
your
community,
so
those
are
the
difference
between
the
two
programs.
I
think
people
are
happy
to
travel
to
come
for
a
day
of
drop-in
swimming
and,
if
you're
just
coming
for
a
quick
half
hour,
some
lesson
you
try
to
do
it
as
close
to
home
as
possible.
J
Our
rates
are
pretty
comparable
to
other
places
in
terms
of
swim
lessons,
so
I
don't
think
there's
any
issues
with
the
rates
and
then
in
terms
of
the
low
number.
I
know
that
it
does
look
like
a
low
number
for
swim
lesson,
but,
like
I
said,
we
were
offering
only
private
lessons
and
semi-private
lessons,
so
your
number
of
participants
was
lower
than
it
may
have
been
in
a
different
year
when
we
were
offering
large
group
lessons
with
seven
or
eight
kids.
H
B
This
is
just
a
fun
presentation
and
we
love
all
the
events
that
you
are
doing.
I
have
to
give
a
shout
out
to
pooch
plunge
I
was
there
with
my
dog
and
she
is
not
a
swimmer.
She
is
not
interested
in
the
water
at
all,
but
she
loves
running
around
and
interacting
with
the
other
dogs,
and
so
that
was-
and
I've
heard
from
so
many
people
of
how
much
they
appreciate
that
event.
B
We
didn't
have
any,
at
least
in
the
hour
that
I
was
there
no
lifeguards
saved
as
there
were
last
year,
but
it
was
very
well
organized
and-
and
I
I'll
talk
about
the
the
the
day
and
night
fun
fest
a
little
bit
later
under
our
commissioner
report.
So,
thank
you
so
much
both
of
you
for
all
of
the
events
that
were
put
on
this
summer
at
all
the
locations.
I
know
it's
a
challenging
time
with
covid
and
you
have
to
be.
L
B
B
F
F
In
addition
to
the
digital
survey,
hard
copies
will
be
available
for
pickup
at
the
quinlan
community
center
cupertino
senior
center
and
the
cupertino
library
completed
forms
may
be
returned
at
either
the
quinlan
community
center
or
the
senior
center.
Once
the
survey
is
live,
it
will
be
announced
on
the
city's
social
media
outlets
and
in
the
city
publication,
the
scene
and
in
the
cupertino
senior
center's
newsletter,
the
50
plus
scene.
M
Yeah
I
was
wondering
if
there's
any
partnership
with
main
street,
to
do
information,
distribution,
posters,
there's
so
many
people
and
it's
it
has
a
pretty
diverse.
You
know
age,
demographic
as
well,
so
like
people
who
like
come
with
their
grandparents
and
with
their
like
you
know,
additionals
I
think,
might
be
a
good
way
for
us
to
not
just
for
this,
but
for
all
surveys.
M
If
there's
any
kind
of
you
know,
we
have
a
park
over
there
that
maybe
we
can
put
a
sign
out
or
something
do
we
have
anything
like
that.
So.
F
I
think
the
city
is
in
the
process
of
bringing
on
a
new
economic
development,
economic
development
manager,
and
so
I
would
you
know,
definitely
work
with
that
person
and
to
reach
out
to
the
businesses.
But
we
can
definitely
let
staff
know
to
reach
out
to
the
chamber
and
coordinate
with
different
locations
like
main
street
area,
as
well
as
post
informational
flyers
at
the
parks
that
have
bulletin
boards
and
such
yeah.
That
would
be
great.
K
B
Yeah,
commissioner,
come
on.
H
F
So,
yes,
I
mean
it's
a
baseline
for
us
to
get
information
about
what
resources
people
are
aware
of
and
what
needs
they
may
have.
So
it's
a
baseline,
and
so
we
will
be
bringing
you
an
update
on
the
item
at
the
next
meeting
in
november.
N
F
D
I
have
two
questions.
One
is
about
the
hard
copy
distribution
I
mentioned.
There
are
some
hard
copies
at
bertino
library,
but
I
remember
in
the
past
there
were
some
flyers
by
the
window
next
to
the
front
door
of
library,
but
after
pandemic
the
area
was
cleaned.
So
I'm
wondering
where
we
put
the
hard
coping
in
the
library
I.
D
Okay-
and
I
have
another
question
because,
as
I
know,
my
mom
and
her
friends,
usually
they
visited
the
senior
center
every
week,
but
after
pandemic,
especially
those
asian
seniors,
they
got
very
cautious.
So
I'm
wondering
yeah,
maybe
the
I'm
wondering
if
the
result
of
the
reach
out
would
maybe
this
time
not
so
many
seniors
can
get
a
chance
to
to
know
the
information
just
to
have
a
question
about
the
timing.
Nothing
else.
F
Yeah,
no,
it's
not
optimal
for
sure.
The
senior
center
is
open
two
days
a
week
right
now
on
tuesdays
and
wednesdays.
So
people
can
come
to
the
senior
center
for
programming,
but
we're
happy
to
you
know,
coordinate
with
anyone.
That's
not
coming
into
the
center
to
get
them
the
information
to
fill
it
out.
F
B
So,
director,
on
this
survey,
it's
only
available
at
the
senior
center.
F
No,
it
will
be
widely
available,
it
will
be
online.
There
will
be
additional
hard
copies,
because
our
understanding
is
most
seniors
and
would
like
to
the
paper
copies,
which
is
evident
by
the
newsletter
that
we
distribute
electronically.
They
all
want
it
mailed
to
them.
So
we've
made
it
available
in
multiple
different
ways.
B
Okay,
great,
I'm
glad
to
hear
that.
I
guess
with
that.
If
there's
no
more
questions
from
commissioners,
I
will
just
open
it
up
to
attendees
to
see
if
anybody
has
a
question
or
comment
on
this
item,
I
had
not
done
that
for
the
it
presentation,
which
was,
I
think,
is
really
directed
at
the
commissioners
and
we'll
do
a
catch
up.
If
anyone
from
the
community
online
would
like
to
comment
on
the
senior
survey,
please
raise
your
hand
now.
B
Okay,
there's
no
one
with
a
question
or
comment
about
that.
Commissioner,
do
you
have
any
other
discussion
about
this
item.
M
Yeah,
I
just
the
the
reason
I
brought
up.
The
asked
about
main
street
is
because
there
are
a
lot
of
seniors
in
cup
routine
now
who
are
living
with
their
kids
and
they
don't
necessarily
go
to
or
have
access
to
the
senior
center.
So
I'm
just
trying
to
find
like
alternative
ways
of
communicating
with
them
and
especially
given
how
unaffordable
cupertino
is,
for
you
know,
99
of
the
country's
population,
including
seniors.
M
You
know,
I
just
want
to
make
sure
that
it's
reaching
people
and
so
there's
a
couple
of
other
organizations
that
we've
partnered
with
like
age,
friendly
cities.
They
have
a
pretty
broad
reach
as
well
within
cupertino,
there's,
also
local,
not
necessarily
in.
I
think
it's
called
hold
on.
M
I'm
looking
it
up
right
now,
there's
a
couple
of
like
older
living
or
elder
assisted
living
facilities,
both
in
cupertino
but
also
around
cupertino
in
santa
clara
county,
and
those
are
people
who
my
many
of
those
people
have
lived
in
cupertino
and
can
no
longer
afford
to.
But
they
are
cupertino
residents
at
heart
just
because
they,
you
know,
have
been
priced
out
of
of
the
city.
They
shouldn't
not
be
counted.
So
there
are
also
people
who've
lived
here
for
a
long
time.
M
So,
just
like
you
know
extending
it
to
both
the
senior
living
facilities
here
and
just
seeing.
If
there's
anybody
who
is
a
cupertino
person
in
one
of
those
other
assisted
living
or
senior
centers
would
would
be
a
great
extension
and
I
think,
would
be
a
great
way.
We
live
by
one
of
the
senior
facilities
in
cupertino
on
foothill.
So
I
know
that
there's
one
there
and
I
know,
there's
a
couple
others
so
just
making
sure
that
we're
actually
reaching
directly
to
where
they
live.
M
I
think,
is
a
good
option
but
yeah
like
I
said,
I
want
to
make
sure
it's
as
accessible
to
the
seniors
as
as
possible,
and
then
also
we
worked
with
the
the
library,
not
commission,
the
foundation
foundation
yeah
and
they
they
also
had
programs
that
were
specifically
dedicated
towards
seniors
and
advancing
like
a
senior
tech
integration,
all
that
stuff,
so
maybe
working
with
them
and
then
the
last
one
was
we
had
a
community
grants
applicant
who
was
looking
to
teach
seniors
and
and
help
seniors
with
technology,
so
maybe
connecting
with
those
groups
as
well.
F
As
well,
no,
I
appreciate
the
feedback
and
actually
we
have
been
in
contact
with
the
age
friendly
cities
and
we
got
the
same
feedback
from
the
senior
advisory
council
about
reaching
out
to
the
senior
living
facility.
So
I
think
we're
all
on
the
same
page,
but
really
appreciate
the
feedback
awesome.
Thank
you.
B
L
B
C
Actually,
sorry
before
that,
I
think
he
passed
the
approval
of
the
minutes.
B
B
H
I
B
Okay,
now
we
can
move
on
to
postponement.
Are
there
any
postponements,
kevin.
B
B
C
We
did
receive
one
item
that
will
be
posted
on
the
website
and
including
yes,.
B
F
So
tonight's
agenda
will
include
information
on
the
background
of
the
goal
of
trial,
the
painted
dole
up
boundary,
the
data
collected
next
steps
and
the
recommended
action.
F
So
the
dollar
trial
began
in
october
of
2019
from
march
24
to
june
4
2020,
the
dola
site
was
closed
due
to
coven
july
2nd
2020.
The
parks
and
rec
recreation
commission
supported
the
extension
of
the
trial
through
june
30th
of
2021
in
order
to
assess
the
coexistence
of
youth
sports.
In
the
doorway
beginning
august,
1st
2020
the
trial
hours
were
adjusted
in
response
to
a
request
from
the
dollar
users
due
to
continued
code
restrictions
and
to
collect
sufficient
data
on
june
3rd
2021.
F
The
dollar
trial
was
extended
to
june
30
2022
july
1st
2021,
the
updated
athletic
field
use
policy
went
into
effect
when
prioritizing
city
work
program,
projects,
the
city
council,
the
city
council,
ranked
the
dolan
number
50
out
of
50
items
on
the
fiscal
year.
2122
city
work
program,
public
works
staff
in
collaboration
with
the
parks
and
recreation
staff
painted
a
new
boundary
on
the
grass
of
the
dola
area
to
create
a
better
visual
for
all
part
users.
F
Public
works
also
addressed
and
continues
to
monitor.
The
foxtail
issue
brought
to
the
city's
attention
by
the
dilla
user
group
parks
and
recreation
staff
after
returning
to
in-person
work
in
the
middle
of
july
has
collected
data
using
an
observation
log
for
an
observation
log
during
goal
hours
and
non-gola
hours,
observation
log
statistics
and
in
the
incident
log
from
the
city's
311
application
vote
enforcement,
san
jose
animal
control
and
the
sheriff's
office
were
recorded
by
staff.
F
F
F
Despite
the
limited
observation
data
collected
thus
far
in
response
to
the
input
received
from
the
public
staff
will
recommend
the
conclusion
of
the
goliath
trial
and
moving
forward
with
the
official
establishment
of
an
ongoing
dola
program
at
jollington
park.
The
ongoing
program
will
be
monitored
by
an
administrative
policy
that
will
allow
for
flexibility.
F
Over
the
next
year,
staff
will
collect
feedback
from
the
community
and
continue
to
monitor
the
revised
athletic
field,
use
policy
to
evaluate
and
possibly
establish
a
goal
at
another
park
site
for
a
meeting
between
the
representatives
of
the
gola
trial
and
the
city
manager.
No
further
requests
for
future
dog
off
leash
areas
will
be
considered
until
the
program
has
been
reviewed
for
a
year.
B
B
So
at
this
time
louise.
O
O
I
I'm
trying
to
start
my
video,
but
it
says
that
the
host
is
stopping
me
from
starting.
My
video.
O
Perfect
here
I
am
thank
you
see,
thank
you
so
next
slide.
Please.
O
Thank
you,
joanne
for
putting
the
jolly
mandola
on
the
parks
and
recreation
commit
commission
agenda
to
update
and
progress
us
to
permanent
status
as
an
ongoing
dola
program.
Thank
you
also
joanne,
for
meeting
with
the
dola
residents
frequently
and
inviting
a
dollar
representative
to
be
on
this
panel
today.
O
Thank
you,
council
members,
for
facilitating
this
process
and
thank
you
to
the
commissioners
for
your
crucial
support
and
encouragement
throughout
this
next
slide.
Please,
the
jolly
man
started
working
with
the
city
since
2017.
O
the
the
dogs
and
the
owners
were
there
at
that
site
since
2017
and
in
collaboration
with
the
city
and
the
community,
we
researched
petitioned
surveyed
and
gathered
information
february
2018
we
presented
to
the
parks
and
recreation
commission
for
the
first
time,
then,
in
march
2019
we
presented
to
the
city
council,
who
unanimously
approved
a
jolliben
trial
presentation
with
us.
This
data
is
available
as
an
addendum
to
this
meeting.
O
So
in
march
2019
we
can
other
people
see
the
shared
screen.
H
O
O
Okay,
I
lost
it.
Okay,
one
second:
can
you
see
it
yeah
perfect?
Thank
you.
So
we
first
presented
this
to
in
march
2019
and
I'm
gonna
try
to
scroll
quickly
through
it,
so
that
you
can
just
see
the
work
that
was
done
before
it
was
the
original
petition.
O
We
received
750
signatures,
there
are
approximately
12
000
dogs
in
cupertino
and
growing,
and
basically
we
did
a
lot
of
research,
including
going
to
adjacent
parks.
This
is
a
map
of
jolyman
a
park.
This
is
the
front
field.
This
is
the
back
field.
We
are
all
the
way
back
in
that
back
little
slice
there
far
away
from
the
playground
area
that's
over
here
and
we
researched
the
precedence
of
all
the
different
dolas,
especially
city
of
mountain
view.
O
We
showed
and
researched
how
there
are
other
off-leash
areas
in
mountain
view,
without
a
fence
in
mountain
view,
I'm
going
to
go
real
quick
through
this
and,
of
course
you
can
certainly
take
your
time
and
look
through
it,
and
you
can
also
ask
me
any
specific
questions
about
it
later.
O
We
actually
assisted
the
city
in
identifying
any
dogs
that
were
aggressive,
that
we
hadn't
even
allowed
to
come
into
the
dola
so
and
this
was
to
show
that
we
had
gone
through
all
the
sorry,
all
the
different
responses
that
we've
gotten
from
the
survey.
O
So
so
now
I'm
going
to
try
to
go
back
to
my
presentation.
Kevin
might
need
to
take
over
how
I'll
stop
my
share
and
kevin.
Can
you
take
me
back
to
that
same
slide
that
I
left?
O
Thank
you
so
so
we
presented
it
that
to
the
city
council,
who
unanimously
approved
the
jolly
mandola
trial
in
october
2019,
the
trial
began
and
has
officially
began
and
has
been
renewed
twice
now.
O
Nearly
two
years
later,
we
are
now
meeting
to
update
you
with
what
the
jolly
mandola
has
done
and
to
move
forward
to
permanence.
Next
slide,
please
the
dollar
data.
Since
this
trial
began
in
2019,
we
have
been
collecting
jolly
mandola
data
since
november
2019
the
trial
having
started
in
october.
O
The
I'm
gonna
try
to
take
you
to
again
the
my
screen,
I'm
not
too
swift
on
this
kevin.
Do
I
need
to
do
an
escape?
Oh
there
we
go
so
I'm
gonna
try
to
share
with
you
my
slide
of
dardola
data.
O
Thank
you
for
your
patience,
everybody,
and
so
you
will
see
that
we
started
november
2019.
We
have
the
time
the
number
of
dogs
and
what
other
activities
were
occurring
in
that
area.
O
B
C
Here
are
you,
are
you
selecting
the?
Are
you
looking
at
the
zoom
screen.
O
I'm
looking
at
the
tab
that
we
had
picked
out
for
my
addendum
again,
so
so.
First.
A
O
Thank
you
for
your
patience,
everybody.
This
is
my
very
first
ever
vid.
What
do
you
call
call
this?
A
slideshow
and
presentation?
I
am
a
trained
physical
therapist.
I
am
totally
not
high-tech.
So
thank
you
for
your
patience
so
trying
to
get
to
the
top
of
this
again.
O
You
will
see
that
we
started
in
november
2019.
We
have
the
times
the
number
of
dogs,
the
activities
comments
and,
and
then
we
even
further
on,
have
the
observer
and
we
kept
conti.
O
We
continued
to
collect
the
data
onward.
The
only
time
we
stopped
was
during
the
three
months
of
coved
when
the
field
was
closed
to
us,
but
we
continue
to
collect
data.
You
can
see,
you
know
how
we
faithfully
collected,
that
on
and
on
and
on,
and
we
actually
have
data
into
september,
but
I
was
trying
to
get
my
information
to
kevin
in
time
for
the
slide.
O
So
this
is
an
ongoing
thing
that
we're
doing
where
we're
collecting
the
data,
and
today,
as
of
september
30th
2021,
we
have
139
separate
observations
and,
I
said,
select,
I
suspect,
as
of
today,
we
have
an
additional
20
other
observations
for
october
and
and
increasing
these
are
backed
up
by
time-stamped
photos
provided
by
different
dola
users.
O
The
observations
include
council
dogs
and
people
date
and
time
of
observation.
What
and
whether
there
are
any
adjacent
activities
occurring
during
biller
showing
reliability
of
data.
Sometimes
different
observations
were
made
on
the
same
day
at
similar
or
different
times
by
different
observers.
So
trying
to
oh,
my
my
screen
has
sort
of
my
cursor
is
not
responding,
but
if
you
without
oh
there
we
go.
O
O
Also,
let's
see
I'm
going
to
find
another
date
that
has
duplicate
entry:
okay
august,
the
20th,
you
have
seven
7
27
and
7
31
pm
16
dogs
and
17
people
at
at
7
27
and
then
four
minutes
later
there
were
18
dogs
and
26
people.
So
there
were
like
a
group
of
people
that
walked
by,
but
the
dog
count
is
the
same.
I
can't
seem
to
scroll
over
and
then
on
the
right
side.
You
see
that
there
were.
O
There
were
no
activities
and
you
have
even
have
the
the
name
of
the
person
that
did
the
observation
made
the
counts
and
did
the
photos
to
back
this
up,
and
so
this
was
just.
I.
B
O
O
O
Thank
you.
There
have
been
no
serious
incidences
since
2017..
A
further
data
to
support
jolly
mandola
is
that
there
have
been
no
serious
incidences
or
occurrences
in
the
dollar
from
2017
to
the
present.
We
are
self-monitoring
and
even
have
a
dola
sheriff
who
daily
ensures
rules
are
followed,
including
boundaries
and
appropriate.
Behaviors,
close
reading
of
the
data
available
from
the
sheriff's
office,
311,
etc,
and
so
forth
will
show
no
serious
incidents
at
the
dola
site
since
2017.
O
O
Since
the
updated
field
use
policy
was
implemented
in
july
2021,
there
has
actually
been
a
decline
in
field
use
from
previous
years.
No
athletic
group
used
the
permit
for
the
field
adjacent
to
dola
in
july
or
august.
During
september,
the
little
league
team
only
asked
for
a
permit
for
one
day
a
week
for
two
hours
before
dola.
O
Historically,
the
adjacent
field
has
only
been
used
at
the
most
twice
a
week
for
two
hours
for
the
little
league
team
and
coaches.
When
interviewed,
stated
that
present
costs
under
updated
field
use
policy
were
too
expensive
for
them
to
apply
for
a
cupertino
cupertino
permit
when
the
occasional
athletic
activity
did
occur
in
fields
next
to
dola.
The
dollar
since
2017
always
operated
without
any
complaints
or
difficulty
from
a
joining
activity
since
2017.
O
O
The
freddie
the
city
is
free,
of
course,
to
choose
to
continue
its
new
observation
data
collection,
which
encompasses
the
entire
park
to
study
how
it
wants
to
administer
their
entire
park
system.
The
jolly
mandola
has
been
collecting
as
data
since
2019
specific
to
jolly
mandola.
We
are
only
asking
for
a
recommendation
to
make
jolly
mandola
permanent.
We
have
no
recommendation
for
the
up
for
the
entire
park,
nor
for
the
other
cupertino
parks.
O
O
There
are
no
issues
anticipated
in
the
future.
Any
potential
future
changes
in
covet
restrictions
will
not
increase
interference
or
difficulties
between
groups
outdoors,
the
data
from
2017
to
2019,
before
covid
and
from
20
20
20
to
the
present
during
covet
document.
This
lack
of
interference
in
the
future
in
the
winter.
If
the
parks
department
wants
to
adjust
the
winter
hours
for
jolly
mandola
and
or
the
adjacent
athletic
fields,
the
jolly
man
willingly
will
adjust
their
hours.
O
This
had
previously
been
mentioned
by
joanne
in
our
meetings
and
can
be
easily
done
by
the
city
and
readily
accepted
by
dola,
extensive
work,
documentation
and
data
support
recommendation
of
dali
mendola
for
permanent
status.
We
have
been
working
in
good
faith.
Oh
next
slide,
please.
We
have
been
working
in
good
faith
in
collaboration
with
the
city
since
2017.,
with
all
our
supporting
work
and
data
collections.
We
are
asking
for
you
to
facilitate
making
the
jolly
mandola
permanent.
Thank
you.
O
We
welcome
any
questions
that
you
have.
Thank
you
so
much
for
your
patience.
B
B
M
Yeah
so
director
magrini,
I
wanted
to
know-
and
I
know
we
talked
about
this
before-
but
can
you
let
us
know
kind
of
throughout
the
time
that
you've
been
here?
What
efforts
have
been
made
to
reach
out
to
the
broader
jolly
man
community
outside
of
the
dog
off
leash
off
leash
area
group.
F
I
have
not
proactively
reached
out
to
gather
information
from
the
surrounding
area,
like
a
lot
of
things
in
the
city,
were
complaint
based
and
respond
to
complaints,
and
so
you
know
that
is
the
methodology
that
normally
is
utilized,
and
we
did
send
a
letter
out
to
the
surrounding
area
prior
to
this
meeting
last
week
to
alert
them
to
the
status
update
and
to
invite
them
to
attend
the
meeting
and
to
get
the
information.
But
that's
really
been
the
majority
of
the
outreach.
B
F
Yes,
thank
you
for
asking
that
question.
It's
a
good
question,
because
the
direction
has
kind
of
changed
a
bit,
so
this
will
be
a
program
that
is
operated
within
an
administrative
policy
to
allow
for
flexibility.
F
So
this
item
is
expected
to
just
move
forward
as
an
operational
item
and
the
rules
and
that
were
primarily
the
rules
that
were
utilized
for
the
trial
have
been
adopted
into
the
administrative
policy
and
the
unicode
has
been
applied
to
it.
Both
the
city
manager
and
the
city
attorney
have
reviewed
that
and
under
the
mini
code,
the
ability
to
have
an
off
leash
program
as
a
city
authorized
program
is
allowable.
So
that's
the
direction
we're
moving.
F
So
there's
no
need
to
you
know,
approve
this,
and
if
city
council
wishes
to
have
this
policy
come
to
them,
they
certainly
have
that
ability
to
call
it
up,
but
we
will
be
proceeding
with
an
administrative
policy
for
an
operational
program
at
the
book.
F
And
just
provided
your
input
and
feedback,
we
should
be
able
to
update
their
website
and
signage
and
such
within
the
next
month,
but
you
know,
as
of
tomorrow,
it
will
be
operating
in
the
same
format
that
it
has
been
operating
today.
H
Yeah,
thank
you
chair,
dr
jovan,
so
almost
kind
of
the
same
question
I
had
it,
but
I
think,
based
on
you
just
answered
it.
The
question
is,
since
it's
becoming
as
part
of
the
administrative
policy
on
the
municipal
code
based
on
the
what
are
the
results
on
on
the
success
of
this
trial?
Does
it
mean
that
all
other
parts
and
others
will
be
automatically
going
on
or
when,
since
it's
the
municipal
code,
what
does
it
mean
to
the
other
areas,
since
it.
F
H
F
This
will
only
be
a
program
that
will
be
operating
in
the
next
year
at
jollyman
park,
but
the
administrative
policy
gives
us
the
ability
to
be
flexible
in
case.
We
need
to
change
ours
or
do
anything
of
that
nature
for
this
current
program,
but,
as
I
stated
in
the
presentation,
future
parks
will
be
considered
after
we
monitor
this
program
for
a
year.
B
The
on
the
timing
of
that
for
future
parks
we've
been
monitoring
it
ongoing,
wouldn't
that
be
per
the
city
in
their
work
plan,
as
they
describe
it
for
next
year
of
when
that
really
makes
sense.
F
I
would
say
that
we
have
worked
out
the
logistics
and
the
trial
and
at
one
location
and
implementing
that
at
other
locations
is
not
the
priority
of
the
city
council
based
on
the
work
program,
and
so
in
order
to
undertake
that
we
would
have
to
re-prioritize.
You
know
how
we're
working
on
other
projects.
So
that's
that's
it's
it's
not
about
not
doing
it.
It's
just
having
the
bandwidth
to
facilitate
that.
B
B
Okay,
are
there
any
other
questions
right
now
from
commissioners?
B
Okay,
then,
I'd
like
to
go
to
public
comment
and
if
anyone
from
the
public
is
intending
or
wishing
to
speak,
please
ensure
that
your
hand
is
up
now,
at
this
time
I've
seen
gary
dusk,
samir,
marielle
and
shell
catherine
co,
cita,
mahendraega,
fema,
lin,
scott
tony
alexander
and
manjaya
hedge,
some
of
those
just
put
their
hands
down
so
right
now
I
have
seven
hands
up
and
given
that
what
I'd
like
to
do
is
ask
you
to
keep
your
comments
to
two
minutes
each
since
we've
already
had
a
fairly
lengthy
presentation,
so
I
hope
that
you
will.
B
You
will
be
able
to
get
your
comments
in
in
two
minutes,
so
our
first
speaker
is
gary
duck
and
if
we
could
set
the
timer
for
two
minutes.
D
Yes
hi,
my
daughter
would
like
to
speak
so
I'm
just
gonna
have
her
speak
for
30
seconds.
L
L
P
Thank
you.
My
name
is
samir
rahija.
I
thank
you,
commissioners
for
taking
the
time
to
hear
about
this
topic
and
thank
you
for
listening
to
us
over
the
years.
I
was
one
of
the
original
members
of
the
group
who
approached
the
commission.
We've
been
working
at
this
for
many
years.
As
louis
said
about
four
years
or
28
dog
years,
we've
worked
with
many
parks.
Commissioners,
many
many
city
managers,
mayors.
I
do
want
to
comment
that
nisha
was
asking.
P
Have
the
folks
around
the
park
been
notified
about
the
dog
park.
I
want
to
remind
the
commission
that
previous
parks
directors
have
sent
out
postcards
to
people
around
the
park.
A
city
survey
was
commissioned
by
this
commission
and
by
the
city
council
for
this
and
that
two
booths
were
set
up
in
the
park
prior
prior
to
the
trial,
starting
to
get
input
from
the
community.
P
Many
people
and
dogs
have
come
and
gone
from
the
park
over
the
past
number
of
years.
The
one
thing
that's
been
constant
has
been
the
community.
That's
been
created,
the
friendships,
the
consistency
of
the
requests
over
time,
and
I-
and
I
hope
you
all,
also
observe
that
the
one
thing
that's
been
successful
has
been
the
success
of
the
dog
park.
P
Q
Okay,
you
can
put
my
video
up
if
somebody
wants
to
do
that.
I
am
known
as
the
sheriff
of
dola
and
what
I
do
is
I
let
people
know
who
are
just
coming
to
the
off
leash
area,
what
the
rules
are
and
that
we
really
need
to
be
in
compliance,
and
I
also
let
people
know
who
are
regulars
if
there
are
any
issues,
and
so
my
job
is
to
make
sure
that
we,
you
know,
have
a
very
welcoming
and
happy
place
for
the
dogs
to
join
us.
Q
I
do
not
have
two-legged
kids.
I
only
have
my
boy
theo,
and
so
it
is
a
wonderful
place
for
me
to
come
and
connect
with
people.
It's
not
just
for
the
dog,
it's
not
just
for
theo.
It's
also
a
great
place
for
me
to
to
connect
with
some
wonderful
people.
As
most
of
you
know,
dog
lovers
are
really
very
good
people.
So
I
want
to
thank
each
of
you,
commissioners,
for
for
the
job
that
you
do
in
every
respect.
Q
It
is
a
lot
and
to
have
to
sit
through
these
meetings.
Like
you
do
it's
it's
wonderful
that
you
are
willing
to
to
dedicate
yourselves
to
that.
So
I
want
to
thank
you
very
much
and
ask
you
to
please
make
dolo
permanent
and
please
come
over
and
see
it
as
I
promise
as
the
sheriff.
I
will
not
give
you
a
ticket.
Thank.
R
It
better
yeah
much
better
sorry.
My
name
is
catherine
co.
I
live
on
tuscany
place
adjacent
to
jolingman
park.
I
can
see
the
park
from
my
front
window
and
I
did
send
a
letter
to
the
commission,
but
after
five
o'clock,
so
I
will
just
read
it
right
now
to
get
it
into
the
record.
R
As
far
as
I
know,
the
neighbors
have
not
been
contacted
to
give
their
feedback
for
this
particular
meeting
as
one
such
neighbor.
Allow
me
to
provide
you
with
some
dog
owners
continue
their
previous
bad
behaviors
as
soon
as
they
reach
the
edge
of
the
park
on
tuscany,
many
people
unclip
their
dog's
leashes
and
allow
the
dogs
to
run
unleashed
to
the
back
of
the
park.
R
Also,
people
who
are
coming
from
the
stelling
parking
lot
do
the
same
as
soon
as
they
hit
that
large
grass
in
the
area,
dogs
are
frequently
found
exiting
the
doll
area
and
running
onto
the
baseball
in
field.
In
this,
this,
in
some
cases,
is
encouraged
by
owners
who
throw
balls
there
for
their
dogs
to
chase
during
the
winter
months,
when
the
fields
were
closed
due
to
excessive
water,
not
due
to
the
colorwood,
but
because
of
the
water
dog
owners
continue
to
congregate
and
allow
their
dogs
to
tear
up
the
turf.
R
There
are
many
many
times
when
the
dull
areas
used
outside
of
hours
most
frequently
by
individuals
or
small
groups,
and
this
often
occurs
at
lunchtime
which
is
outside
of
this
purported
monitoring
done
by
the
group
and
the
hours
remain
problematic
until
the
last
few
months.
The
boundary
markers
were
always
in
the
wrong
position.
R
R
R
R
R
B
I
think
we
need
to
leave
time
for
other
people.
Thank
you
for
your
comments
and
for
your
letter.
I
know
that
that
is
has
been
received
at
least
has
come
into
the
commissioner's
mailboxes
and
they
will
have
an
opportunity
if
they
haven't
already
read
it
to
read
it.
Our
next
speaker
is
deepa
mahan
draker.
I
Yes,
hi
good
evening,
can
you
hear
me?
Yes,
we
can
hey
all
right,
awesome,
a
fantastic
evening
for
myself,
manjaya
samir
and
a
few
others
who
started
this
journey
on
in
2017..
Thank
you.
I
think
this
has
been
an
amazing
and
persistent
call
with
us.
I
just
wanted
to
take
a
few
minutes
to
kind
of
address
some
of
the
issues
that
caroline
brought
up
about.
I
I
I
don't
think
I
can
address
everything,
but
I
still
want
to
take
the
opportunity
regarding
the
boundary
lines
for
the
past.
Quite
a
few
months
now
we
have
white
chalk
lines
and
a
signs
which
define
the
boundary
of
the
dola
and
that's
being
respected,
so
that
kind
of
addresses
that
issue
regarding
the
dollar
hours.
I
It
has
changed
around
from
being
fixed,
four
to
six
five
to
seven,
seven,
to
nine
to
actually
matching
the
hours,
because
nothing
else
really
stays
in
compliance,
because
the
only
thing
that
stays
in
compliance
is
matching
the
hours
that
the
park
operates,
which
operates
for
one
hour
after
the
sunset
and
that
approval
was
actually
thought
through
and
approved
by
the
commissioners
over
here-
probably
not
all
the
commissioners
but
the
commissioners
over
here.
So
it
was
a
point
of
discussion
that
was
fully
thought
through
last.
I
One
was
something
about
yes,
multiple
times
surveys
have
been
conducted
by
the
city,
not
private
citizens
like
us,
but
by
the
city
where
78
80
percent
of
the
respondents
have
been
in
favor
of
dola,
and
this
was
conducted
before
dolar
trial
even
began,
and
that
basically
shows
you
that
you,
you
have
more
dog
friendly
people
willing
to
take
this,
and
do
this,
and
the
data
that
we
have
collected
basically
does
show
that
we
have
been
in
compliance
with
the
rules
that
put
in
place.
I
I
want
to
end
by
saying
it
is
better
to
have
rules
in
place
for
people
to
follow.
It
makes
it
much
more
safer
than
to
not
have
rules
in
place
at
all,
which
is
how
I
agree.
Beware,
so
we
were
before
2017
that
way
we
wanted
to
make
it
official,
which
is
why
we
took
four
years
relentlessly
pursuited.
Thank
you.
Thank
you.
Deepa.
B
Our
next,
our
next
speaker,
is
female
linscott.
S
Hi
everyone,
so
I
first
of
all
I
wanted
to
congratulate
the
dola
folks.
I
know
you
guys
have
been
working
really
really
hard
for
the
last
few
years
and
really
amazing
results
so
very
proud
of
each
and
every
one
of
you
and
want
to
say
thank
you
to
joanne
mcgreeny
for
taking
the
time
to
thoughtfully
work
through
this
with
them
and
collaborate
and
cooperate
with
them,
and
hopefully
we
will
be
talking
about
other
dollars
soon.
So
I
just
want
to
make
a
quick
point
on
that.
S
The
the
jolly
mandola
residents
cannot
speak
for
residents
near
other
parks.
I
mean
they
can't
make
commitments
on
their
behalf,
and
I
mean
that's
just
as
a
point
of
order.
So
you
know,
while
we're
happy
to
have
those
conversations,
I
think
we
we
have
to
have
those
conversations
separately
with
each
group
of
residents
around
each
of
the
different
parks
and
we
we
look
forward
to
having
those
conversations-
and
I
think,
there's
a
lot
of
good
lessons
learned
here.
S
So
we
will
definitely
be
reaching
out
to
talk
to
you,
miss
mcgreeny
to
just
start
to
at
least
collect
data.
Even
if
I
understand
we
can't
start
approving
dollars
in
other
parts,
but
maybe
we
can
start
collecting
data.
You
know
resident
led
spreadsheets,
like
we've
done
at
jolly
mandola,
and
this
there's
a
lot
of
work.
S
I
think
we
can
start
doing
between
now
and
you
know
early
may
june,
2022
when
the
new
city,
where
plan
gets
developed
and
and
we
can
potentially
put
some
of
the
dollars
on
there,
so
a
lot
of
homework.
We
can
do
there.
So
we
look
forward
to
talking
with
you
about
that.
Thank
you.
T
Thank
you,
commissioners
and
director.
I
appreciate
your
time.
I
also
appreciate
samir
crossing
off
so
many
points
on
my
list.
So
I'll,
try
and
be
brief.
Permanency
is
what
we
would
really
like.
You
know
the
definition
dictionary
definition
is
ongoing.
I
I
think
we've
proven
ourselves
to
be
able
to
be
self-regulating.
T
I
do
have
a
question
I
may
have
misunderstood
on
the
city
ordinance,
but
I
would
encourage
you
all
to
recommend
an
adjustment
of
the
city
ordinance
for
jolly
man
for
the
dollar
and
the
rules
are
posted
in
the
park
for
all
other
activities
such
as
smoking
and
and
it
would
be
useful
first
as
a
group
to
have
that
revised.
So
when
we're
educating
people
most
people
are
very
receptive,
but
we
have
a
point
of
reference
so
that
they
understand
that
you
know
we
are
operating
legally
and
everything
and
to
get
the
buy-in.
T
That
would
be
very
helpful,
so
you're
having
that
finalized
sign
with
the
permanency.
The
other
thing
I'm
a
little
disturbed
about
misco's
presentation,
especially
as
a
man
from
her
household
recently
had
three
dogs
out
of
hours
in
the
park
that
attacked
another
dog,
the
city
workers.
We
have
two
great
part:
custodians
from
the
city
works
department.
T
They
unfortunately
had
to
get
involved
in
breaking
up
the
attack
and
we
reported
it
to
san
jose
animal
welfare.
We
don't
know
what's
going
on
at
this
point,
but
I'm
a
little
surprised
with
that
behavior
coming
from
that
household
that
we're
then
having
misrepresentations
made
at
this
meeting.
I
appreciate
all
of
your
time.
Thank
you.
B
U
Hey
thanks
everyone
for
all
of
your
opinions
on
this,
and
you
know
all
the
hard
work
that's
been
done
by
both
the
director
and,
and
you
know,
the
city
staff
and
as
well
the
dole.
I
have
a
few
things
that
I
kind
of
want
to
understand.
Clearly,
director
are
you?
Is
there
just
going
to
be
one
sign
that
says
the
dollar
you're
going
to
have
multiple
places
where
you
will
have
the
sign
along
the
white
marking.
F
We'll
have
to
work
through
getting
updated
signage,
but
I
agree
it's
helpful
to
have
the
rules
posted
and
information
out
there.
It
just
won't
happen
tomorrow,
so
we
will
be
working
and
we'll
definitely
get
feedback
from
the
community
on
whether
or
not
there's
enough
signage
or
if
it's
in
the
right
location,
so
we'll
work
to
get
that
correct.
U
Right,
okay,
good
so,
and
then,
with
regard
to
the
administrative
policy
that
was
there,
I
have
a
few
questions
or
comments.
U
F
I
would
assume
if
a
report
was
made
to
any
of
the
entities,
whether
that
be
code
enforcement,
the
sheriff's
or
san
jose
animal
control
and
that
they
would
come
out
and
ask
for
that,
documentation
to
be
provided,
and
there
are
tags
that
the
dogs
have
to
wear.
So
that
would
be
brought
up
at
that
time.
U
Okay,
then
maybe
we
can
have-
I
mean
I'm
assuming
the
dollar
folks
already
have
some
kind
of
a
checklist,
or
at
least
some
kind
of
a
list
that
says
they
know
all
the
dogs
that
come
there
or
at
least
most
of
the
dogs
that
come
there.
Maybe
they
can
also
kind
of
you
know,
part
of
their.
U
You
know
self-enforcing
or
keeping
the
rules
together.
They
can
track
that.
That
would
be.
That
would
make
this
much
more
valid
enforcement,
as
opposed
to
waiting
for
an
incident
to
happen
and
then
finding
out
that
the
dog
was
not
vaccinated,
because
if
the
dog
I
mean
the
license,
I
can
see
as
a
you
know,
fine
that
can
take
care
of,
but
for
whatever
reason
somebody
missed
a
vaccination
that
can
have
a
very
devastating
effect
on
the
person.
U
That's
a
person,
slash
dog
that
gets
us
like
you
know,
if
they're
the
dogs
in
a
fight,
so
I
think
it
would
be
nice
if
the
dollar
folks
would
take
that
action
to
sort
of
self-police
themselves
on
you
know
making
sure
that
all
dogs
are
there.
U
Also,
I
see
nowadays
back
when
I
had
a
dog
before
2017
dog
walkers
were
not
so
common.
So
as
part
of
the
administrative
policy,
is
there
something
that
says
you
know
what?
If
the
dog
walker
has
brought
the
dog
there
and
the
dog
bites
somebody
or
does
something
bad?
U
U
A
N
Nothing
in
the
way
of
the
rules
are
changing
from
the
rules
that
were
already
in
the
trial
and
nothing
in
the
muny
code
is
changing.
This
has
all
been
in
the
munico
forever.
So,
just
just
a
little
clarification,
we
haven't
changed
anything
we're
just
using
pointing
it
out
better.
I
guess
you
could
say
in
the
administrative
policy.
U
Yeah,
but
you
know
at
least
until
now
it
was
a
trial.
So
I
guess
there
was
yes.
N
U
Okay,
that
that's
a
that's
a
helpful
clarification,
but
I
think
going
forward
since
we're
doing
doula.
It
would
be
nice
if
somebody
keeps
track
of
this
thing
and
then
that
would
be
nice
so
yeah,
because
I
guess
that's
about
all.
I
had.
B
U
Saw
that
I
saw
that,
but
I
just
wanted
to
be
clarifying
that
you
know
if
there
is
some
kind
of
a
conflict
between
the
dog,
walker
and
the
owner.
We
don't
end
up
being
in
any
position
of
you
know
having
to
take.
B
H
Yeah,
thank
you
just
a
comment,
a
couple
of
comments
and
then
a
question
for
the
director
and
the
team
on
the
staff.
First
of
all,
I'm
so
happy
that
I
found
a
seven-year-old
trainer
now,
so
I
can
bring
in
and
talks
and
do
it.
So
that's
fantastic.
So
it
looks
like
somebody's
getting
ready
and
one
thing
I
really
applaud
for
the
develop.
H
Folks,
too,
I
mean
I've
been
watching
this
for
the
couple
of
last
couple
of
years
or
three
years
now
and
absolutely
disciplined
self-organized
way,
presenting
it
listening
to
it
and
coming
back
and
doing
it
under.
We
can
see
all
and
lewis
presentation
it's
fantastic.
So
definitely
it
sets
a
stage
on
how
community
can
come
together.
I
haven't
seen
anything
like
this
one,
that's
fantastic,
a
couple
of
comments
on
that
one
one
I
think
in
the
last
slide
of
louise.
H
It
says
that
we
will
dollar
will
adhere
to
the
anything
any
changes
for
either
the
field,
usage
policy
or
the
city
policies,
and
I
would
like
to
make
sure
that
that
also
includes,
like
one
of
the
residents,
talked
about
it
as
how
they
see
that
this
is
not
helping
kind
of.
So
if
any
of
those
input
comes,
and
I
I
want
to
make
sure
they
also
take
care
of
not
just
the
city's
inputs
or
the
ordinance
or
the
field
usage
policy,
but
also
residents
nearby,
the
part
two.
H
I
think
that
will
really
help
because
you're
doing
it
for
the
right
reason,
but
I
want
to
make
sure
that
gets
10.
And
now
the
question
to
you,
dr
joanne
and
the
staff
is,
I
know,
looks
like
what
I
think
looks
like.
There
is
something
sent
out
last
week.
I
think
you
mentioned
director
that
to
all
the
residents
nearby,
but
what
we
heard
from
the
citizen
is
that
none
of
them
have
received.
H
So
I
like
to
make
sure
that
it
will
be
good
if
we
could
clarify
what
method
of
communication
has
reached
out
to
them.
Is
the
postcard
or
email
or
different
way,
because
that
seems
to
be
a
little
bit
contradicting
on
it
and
it
looks
like
they
maybe
missed
it,
but
what
it
is
that'll
be
good
to
clarify
it.
That's
the
only
question
or
things
I
requested,
dr
chairman.
F
Yeah,
absolutely
we
did
send
a
letter
and
it
went
out
the
week
of
september
27th,
I
believe
28th
and
it
was
to
a
500
foot
radius
of
the
park.
H
Okay,
thank
you.
That's
pretty
much
chairs,
so.
M
M
So
I
know
director
mcgregor
you've
had
a
lot
of
like
kind
of
pulling
pieces
all
together.
It
would
be
great
if
what
we
can
do
as
we
you
know,
formalize.
This
administrative
policy
is
to
make
sure
that
we
include
the
community
outreach
that
was
done.
There
was
a
survey
and
there
were
a
couple
of
outreach.
I
believe
it
was
door
hangers
and
a
letter
and
a
couple
times
we
had
booths
out
there.
There
were
also
people
who
were
walking
up
to
people
who
were
just
walking
around
in
the
park.
M
I
had
said
this
when
we
had
initially
started
this.
My
mom
is
very
afraid
of
dogs
and
it
is
a.
It
is
very
important
to
me
that
the
park
be
well
regulated
and
I
am
it
does
give
me
a
little
bit
of
concern
that
there
is.
You
know,
I
think
that
90
percent
of
the
time,
if
everything
is
working
well,
that's
great.
M
If
there
is
a
10,
you
know
room
for
improvement
and
that's
something
we
do
need
to
take
a
look
at,
which
is
why
you
know
I
am
the
fact
that
we
will
have
codified
rules.
I
think
is
really
important.
So
looking
at
the
dollar
rules
on
this,
I
know
we
can't
change
the
municipal
code.
M
I
would
like
to
see,
if
possible,
very
clear
consequences
outlined
for
the
for
for
folks,
not
just
from
the
municipal
code
side,
but
just
from
the
smaller,
like
dola,
specific
rule
sections,
and
maybe
we
can
have
you
know
one
of
our
code
enforcement
people
once
a
month
out
there.
You
know
on
the
corner
where
people
are
letting
their
dogs
off
leash
too
early
and
just
hey.
M
If
you
are
letting
your
dogs
off
leash,
you
will
immediately
be
ticketed
at
this
time,
which
I
know
we
have
in
our
municipal
code,
but
making
sure
that
it's
also
included
in
the
dola
rules.
So
it's
very
clear
to
people
and
then,
if
we
can
have
this
near
the
near
the
entrance
of
the
parks,
the
so
that
people
know
that
sometimes
people
don't
make
the
connection
they're.
Just
like.
M
Oh,
it's
a
dog
off
leash
area,
and
this
happens
in
a
lot
of
other
cities
too,
and
what
they've
done
is
they've
moved
those
signage
markers
to
the
entry
points
of
parks,
not
just
next
to
the
actual
area
itself.
To
help
with
that
so
yeah.
It
would
be
great
to
see
that
in
the
dola
rules
the
consequences
codified
a
little
bit
more
clearly,
and
then
there
was
one
where
oh,
the
the
folks
in
the
in
the
dola.
The
jolly
mandola
group
are
really
active.
M
I
know
they
have
their
own
group
thread
if
possible.
It
would
be
great
to
have
a
point
of
contact
for
the
city
for
both
jolly
mandola
and
potential
future
dollas,
as
we
continue
to
explore
that
so
that
we
have
a
point
of
contact
so
that
it's
not
just
this
general.
M
You
know
thing
there's
a
person
who
we
can
also
communicate
with
directly
if
there
are
issues
and
then
continuing
to
make
sure
that
the
the
call
number
that's
on
the
a-frame
thingies
is
is
made
available
because
it's
you
know,
that's
also
been
out
there
for
like
almost
two
years
now
so
or
a
year
and
a
half
now.
So
I
just
want
to
make
sure
that
that
is
clear
to
people
and
maybe
that's
also
something
that
we
extend
beyond
the
dog
off
leash
area
to
the
edge
of
the
park.
M
So
if
somebody's
not
comfortable
entering
and
it's
because
people
are
letting
their
dogs
off
leash,
then
we
will
be
able
to
capture
that
data
as
well
and
then
the
final
thing
is,
I
think,
having
this
administrative
policy
is
great.
I
would
like
to
make
sure
that
we're
also
continuing
to
see
this
through
with
city
council.
M
If
you
know,
and
hopefully
director
you
stay
longer
than
than
the
times
we've
had
people
moving
through.
But
you
know
if,
if
you
leave
or
if
another
city
manager
leaves
or
if
there
is
some
kind
of
administration
change,
this
does
not
stay
permanently
in
our
system,
because
the
municipal
code
is
not
changed
and
the
goal
of
this
program
was
not
just
to
have
this
exist.
It
was
to
have
it
exist
in
a
way
that
is
safe
and
making
sure
that
our
rules
are
abided
by.
So
I
do
want
to
see
this.
M
I
think
this
is
a
great
stepping
stone
to
formalize
what
we
have
so
far,
but
I
do
want
to
make
sure
that
we
really
hit
that
end
goal,
which
is
is
codifying
it
into
the
municipal
code
and
making
sure
that
we,
you
know
we
see
that
through
regardless
of
what
transitions
might
happen
on
the
staffing
side
that
this
you
know
this
program,
that's
basically
been
unofficially
existing
for
over
25
years
is
now
like
codified,
and
we
can
respond
to
it
accordingly.
F
Can
I
can
I
speak
to
a
couple
of
the
things
that
you
thought
great,
so
the
first
thing
is,
we
will
be
meeting
with
code
and
going
over
the
policy
and
talking
about
strategies
and
things
that
need
to
be
addressed
that
have
been
brought
up,
and
so
we
will
certainly
be
doing
that
in
the
next
month.
There
is
actually
a
frame
signage
at
both
entrances
of
the
at
multiple
entrances
of
the
park,
and
there
have
been
and
we
have
updated
the
signage.
F
Actually,
some
of
the
feedback
we
got
from
the
dollar
group
was
to
update
the
signage
to
be.
You
know,
allow
the
hours
to
be
more
visible,
and
I
thought
that
was
a
great
update,
so
we
did
that,
and
so
hopefully
that
has
helped
with
alerting
people
that
are
coming
into
the
park,
but
certainly
a
point
well
taken
and
the
other
information
that
I
wanted
to
update
is
there
will
be
a
website.
There
is
a
website
and
all
of
the
trial
information
will
be
memorialized
on
that
website.
F
In
addition
to
links
to
all
the
documents
that
have
had
to
do
with
this,
so
it
will
take
some
gathering
for
the
data,
but
that
is
the
intention
is
to
have
that
information
live
on
the
dola
website,
so
that
people
can
access
what
has
done
been
done
throughout
the
timeline,
and
so
certainly
I
think
that
all
your
points
are
well
taken.
M
I
have
a,
I
have
two
more
questions
for
you.
Actually
there
is
so
there
was
actually
another
situation
not
related
to
this.
That
had
happened
with
one
dog
attacking
another
dog
and
that
second
dog
passed
away,
because
that
first
dog
attacked
and
I
actually
worked
pretty
hard
with
the
city.
M
This
was
a
number
of
years
ago
with
the
city
to
try-
and
you
know,
have
some
action
taken
against
the
owners
of
that
dog,
because
apparently,
that
dog
had
also
had
you
know
previous
previous
write-ups,
but
the
the
way
the
municipal
code
was
created.
M
It
basically
told
the
city
basically
told
them
that
they
needed
to
go
to
small
claims
court
to
like
get
any
kind
of.
You
know,
situation
taken
care
of
here,
so
I
just
wanted
to
understand.
You
know
a
little
bit
better.
If
there
is,
you
know
problems
with
the
dogs.
I
know
we
have
like
fines
and
stuff
like
that.
But
is
there
any
kind
of
just
like
hey
this,
or
is
it
only
fine
based
kind
of
control?
Is
there
any
kind
of
additional
action
that's
taken
against?
I
mean.
F
As
you
well
know,
there
are
dogs
off
leash
at
all
parks
in
the
city
at
any
point
in
time,
and
so
there
are,
you
know,
you
know
these
issues
can
come
up
at
more
than
just
dollyman
park.
The
city
attorney
has
reviewed
this
administrative
policy
and
and
so
has
had
not
brought
up
any
issues
with
what
has
been
applied,
and
so
I
I
don't
know
the
answer
to
that.
I
can
ask
the
question,
but
I
don't
know
the
answer.
N
Okay,
I
think
we'll
see
just
so.
You
know
there
is
a
section
in
the
munico.
I
don't
know
if
it
was
in
there
when
you
were
doing
this
before,
but
it's
actually
on
keeping
dangerous
or
potentially
dangerous
dogs-
it's
section
eight
so
that
that
was
probably
added
after
because
I
so
that
might
help.
Okay
with
that.
B
Okay,
okay,
I
just
wanted
to
jump
in
here.
I
see
come
by
the
chair,
shoe
you
have
a
hand
up
that
will
get
to
you
and
louise.
This
section
of
the
discussion
is
reserved
for
the
commissioner,
so
I
see
that
you
have
your
hand
up,
but
I
won't
be
calling
on
you
unless
there
was
a
question
directly
to
you
from
one
of
the
commissioners,
so
director
mcgregor,
I
guess
one
question
I
have
is
you
were
working
on
collecting
data
and
we
had
heard
that
you
haven't
gotten
sufficient
data.
B
F
Well,
I
I
believe
that,
with
our
24
observations,
what
we
saw
consistently
was
adherence
to
the
rules
and
that
you
know
the
the
minor
times
when
we
saw
dogs
off
leash
in
the
area.
You
would
find
that
at
any
park,
so
I
don't
think
it's
specific
to
jolly
men.
F
So
at
this
time,
based
on
the
information
from
both
the
dollar
group
that
they've
collected
over
time
and
what
we
were
able
to
collect
over
the
last
couple
of
months,
I
don't
anticipate
seeing
any
observations
differently,
but
that
that
again
is
part
of
the
reason
why
we
are
going
with
the
administrative
policy
to
allow
for
flexibility.
In
case
anything
comes
up.
B
Thank
you.
I
appreciate
that.
The
other
comments,
just
like
you
have
mentioned
and
has
come
up
from
a
couple
of
people,
is
that
there
there
are
off-reach
dogs
at
every
park
and
there
are
community
groups
very
similar
to
the
one
at
jolley
man,
the
one
in
jolly
one
happened
to
be
very
well
organized
and
came
to
us
first,
when
our
code
enforcement
actually
got
a
little
overzealous
and
they
were
out
there
ticketing
every
little
small
fragment
of
an
attraction
encryption
and
the
the
community
members
said:
look
we
want
to
participate.
B
But
the
concern
I
have
is
that,
as
we
continue
to
only
have
one
site
and
dog
owners
prefer
to
be
at
a
place
that
is
within
the
rule,
many
of
them
won't
want
to
drive,
so
they
will
stay
at
their
own
parts.
But
some
of
them
who
do
drive
will
be
attracted
to
jolly
men,
and
that
may
be
it
could
get
overcrowded.
B
Because
of
that,
and
so
that's
why
I
think
we
it's
incumbent
on
us
to
continue
this
process
to
not
let
the
success
of
jolly
man
be
its
undermining
as
well,
that
there
may
be
too
many
dogs
that
come
there
for
the
area
that
we
have
to
find,
and
we
need
to
stay
flexible
with
that.
But
I
don't
want
there
to
be
that
it's
under
a
different
level
of
scrutiny
or
under
a
magnifying
glass
from
a
code
enforcement
perspective
than
any
other
place
in
the
city.
D
Hi
and
thanks
for
the
presentation,
and
thanks
for
the
input
from
all
the
speakers-
and
I
think
several
other
commissioner
already
mentioned
yeah-
it's
very
important-
to
have
a
clear
policy
and
rule
for
the
dollar
park,
and
the
enforcement
is
also
very
important,
and
I
just
want
to
add
that
so
I
I
saw
that
in
future
there
may
be
some
new
project
in
jolliben
park.
F
Yes,
there
is
the
all-inclusive
playground
that
will
be
constructed
in
the
very
near
future,
and
part
of
our
observation
did
take
into
account
park
users
in
that
area
of
the
park,
and
we
found
that
there
is
no
crossover
interaction
with
that
side,
so
we're
hoping
that
there
should
be
no
a
need
to
change
any
of
the
rules
or
policies.
However,
the
administrative
policy
allows
for
that
flexibility
if,
if
it
so
does
come
up.
B
Thanks,
thank
you
now.
I
think
it's
important
also
to
understand
what
is
the
the
letter
of
the
law
and
the
intent
of
the
dog
park.
So
I
think
what
director
mcgreeny
has
described
in
their
observations
is
there
may
be
a
minor
infraction
or
you
know
a
dog
may
run
out,
but
if
the
owner
is
calling
the
dog
back,
that's
within
the
spirit
of
this
policy
to
allow
for
that,
I
wouldn't
expect
that
a
code
enforcement
officer
would
be
standing
there
and
as
soon
as
the
dog
happens,
to
run
out
that
they're
giving
a
ticket.
B
If,
if
there
is
a
continual,
you
know
someone
who
is
just
ignoring
the
rules,
I
think
that's
where
the
local
sheriff
mary
ellen
has
been
very
effective
in
speaking
with
the
other
dog
users
and
making
sure
that
the
spirit
of
the
rule
is
really
enforced.
B
And
I
so
you
know
if
it's
two
minutes
before
an
hour
before
sunset,
I
mean
I,
I
think
we
need
to
look
at
that
and
again
understand
what
the
spirit
of
this
is
and
that's
for
the
dogs
to
be
there
for
there
to
be
a
defined
time
where
those
people
who
are
not
comfortable
with
this
arrangement
that
they
can
find
other
times
to
use
the
park,
and
that
is-
and
that
is
the
hope
that
we
want
to
make
those
times
available.
B
That
is
fair
game
for
code
enforcement
anywhere
at
any
time
and
again,
we
did
have
a
code
enforcement
officer
that
was
running
after
a
dog
owner
into
their
trying
to
get
into
their
backyard
as
they
backed
up
into
their
backyard,
with
adjacent
pajama
park
and
yelling
absent
at
the
residence,
and
that
code
enforcement
officer
is
not
with
the
city
anymore,
because
it
was
really
just
not
in
the
spirit
of
what
we're
trying
to
do
here.
B
H
M
Oh
sorry,
I
did
have
a
ques
or
a
comment.
I
guess
like.
I
agree
that
we
should
be
honoring
the
spirit
of
the
policy,
however,
and
like
if
it's
one
minute
here
there
I
don't
really
mind.
I
think
self-policing
is
a
great
thing.
Self-Policing
does
also
require
that
the
person
self-police,
who
is
managing
the
self-policing,
be
given
some
authority
of
some
kind
and
I'm
not
sure
if
that's
something
that
we
think
about
later,
but
I
I
am,
I
would
unless
it
becomes
something,
that's
really
over
like
overtly
and
a
problem.
M
I
think
that
cone
enforcement
should
be
going
by
the
administrative
policy
that
we
said
and
if
somebody
is
like
vocal
command
of
bringing
your
dog
back
like.
If
you
can't
bring
your
dog
back,
then
your
dog
should
not
be
at
the
park,
because
you
don't
have
voice
control
over
your
dog.
I
I
don't.
I
would
assume.
M
I
would
assume
that
code
enforcement
would
be
able
to
tell
the
difference
between
somebody
whose
dog
just
runs
out
and
comes
back
versus
somebody
who
is
throwing
a
ball
outside
an
area,
and
I
think
that
person,
even
if
they
do
it
one
time
if
they
throw
it
outside
the
area.
I
think
that
they
should
get
a
ticket
like
the
reason
we're
setting.
M
This
up
is
so
that
there
are
rules
around
it
and
I'm
a
dog
lover
but,
like
I
said,
my
mom
is
very
afraid
of
dogs,
and
I
don't
think
that
it's
fair
to
like
use
the
organization
to
completely
self-police.
I
think
that
my
opinion
is
just
that.
I
think
that
code
enforcement
should
be
allowed
to
enforce
as
they
see
fit
and
if
it
becomes
a
problem,
then
we
can
address
it
then,
but
that's
kind
of
a.
M
I
guess
a
joanne
will
we'll
look
at
that,
while
she's
talking
to
them
and
balancing
both
the
spirit
with
also
making
sure
that
we're
still
enforcing
the
code,
because
I
think
that's
really
important.
But
that's
not
the
only
comment
I
had
to
make.
But
with
that
I
can
make
a
motion
I'll
move
to
do.
We
have
to
approve
the
administrative
policy
or
do
we
recommend
the
administrative
policy
for
adoption.
M
Either
way,
I
think,
okay,
I
moved
to
recommend
the
administrative
policy
for
the
jolly
mandola
off-leash
area,
with
the
feedback
from
commissioners.
B
Okay,
are
there?
Is
there
any
discussion?
I
guess
the
one
comment
I
would
make
to
commissioner
tombe
is.
I
agree.
I
think
that
the
self-policing
is
is
just
an
influencer
situation,
that,
from
the
user's
perspective,
that
they
are
really
you
know
relying
on
their
relationships
and
the
goodwill
of
the
dole
users.
They
have
no
other
authority
than
that
to
enforce.
A
B
You
know
they
are
letting
people
know
that
this
is
what's
expected,
and
this
is
what
the
older
users
are
are
looking
to
to
keep
as
a
good
community
and
as
good
community
members
to
keep
their
standing
for
the
dola.
F
Can
I
ask
one
clarifying
question
because
I
think,
generally
speaking,
saying
commissioner
feedback
on
the
policy,
I
just
want
to
be
specific
about
any
changes
or
edits
or
additions
that
you
all
are
looking
for
to
this
policy.
F
Okay,
that's
a
logistical
thing.
I
just
want
to
know
if,
within
the
policy
that
we
are
putting
forth
for
your
review
tonight,
if
you
have
any
additional
changes
or
input
on
the
policy,
what
we
need
to
address,
or
or
if
that
as
it
stands,
it's
you
know
adequate
moving
forward.
H
Yeah
my
comment
just
to
answer
your
question
director.
I
I
think
you,
the
staff
and
the
city,
knows
those
policies
exactly
on
the
ordinance
side.
Personally,
my
thing
is
that
I
I'm
not,
and
I
don't
think
that
we
have
no
question
to
go
and
make
changes,
and
so
because
we
do
not
the
ordinance
part
of
it,
which
you
know.
The
only
thing
is
it's
a
request
for
us.
H
I
think
other
commissioners
said
and
everybody
said
so
they'll
self-discipline
and
there
will
be
much
more
and
I
I'm
confident
that
the
dollar
community
will
adhere
to
it
and
they'll
be
extra
cautious
too,
with
all
the
discussions
and
they've
done
it
so
far.
So
I
personally,
I
don't
think
that
we
should
be
able
to
implement
change
those
policies,
your
city
and
the
staff.
You
all
know
better.
So
I
at
this
point,
I'm
not
proposing
any
changes
to
the
policy.
M
Yeah,
so
I'll
just
jump
in
here
really
quickly.
One
was
on
the
dollar
rules.
Clarity
on
the
way
that
the
finding
system
will
be
applied
to
it.
If
there
is
a
you
know,
if
someone
doesn't
clean
up
after
their
dog,
does
that
mean
that
they
get?
M
You
know
a
hundred
dollar
ticket
for
the
first
violation,
so
just
a
little
bit
of
clarity
around
the
consequence
of
not
following
those
specific
set
set
of
rules
for
the
jolly
mandola
rule
section,
not
the
municipal
code,
because
I
know
we
can't
change
that
right
now
and
then
shoot.
I
had
one
more
thing:
where's
my
little
list
hold
on.
M
Thing
it's
an
administrative
policy
and
we
can
add:
oh
yeah.
If
there
are
a
changes
to
the
administrative
policy
to
give
notice.
What
is
the
notice
that
city
will
give
to
the
community
so
they
can
make
the
respective
changes
and.
F
Then
we
will
absolutely
make
sure
that
our
website
is
updated.
We
have
the
e-notification
with
over
200
and
some
odd
people
on
it
for
the
dolla,
and
when
we
change
the
signage,
we
will
be
very
upfront
about
changing
the
signage.
You
know
that
that
is
an
expensive
part
of
changing
a
policy.
So
we
want
to
do
that
as
minimally
as
we
can.
M
So
just
yeah,
I
just
want
to
make
sure
that
that's
codified,
so
it's
like
you
know
the
city
will
give.
You
know
the
community
members.
You
know
one
week
to
adopt
whatever
it
is
so.
E
H
M
It's
the
same
motion:
it's
just.
We
clarified
what
the
additions
were
to
the
policy.
So
we
made
the
motion
it
was
seconded.
We
went
into
discussion.
If
there's
no
additional
discussion,
then
she'll
call
for
a
vote
and
then
we
can
vote
on
this
motion.
H
C
Okay,
so
then
chair
standing.
B
A
B
Thank
you,
and
I
guess
in
closing
I'd
just
like
to
comment
to
the
extent
that
this
is
going
to
go
to
council
in
any
way
shape
or
form
at
some
point
in
the
future.
I
hope
that
we
will
be
involved
in
that,
if
there's
a
different
recommendation,
that's
going
to
or
if
we
need
a
recommendation
specifically
for
council,
because
that's
not
what
we
were
asked
to
provide
tonight.
F
Absolutely
we'll
be
providing
council
an
update
on
this
policy
via
a
memo
tomorrow.
F
B
Okay,
moving
on
to
the
next
agenda
item
is
an
update
on
the
discretionary
fund
subcommittee,
and
this
is
to
be
more
specific.
This
has
become
known
as
our
cupertino
labyrinth
quest,
and
I
would
like
to
kick
it
off
with
a
little
video
from
that
kevin's
gonna
kick
up
for
us.
H
B
Thank
you
kevin.
So,
as
you
may
have
seen,
that
was
at
our
mccullen
ranch
preserve
labyrinth
and
there
was
a
little
easter
egg
in
there
fenesha.
B
One
of
the
participants
was
a
surprise
to
her,
because
I
couldn't
speak
to
her
about
that.
So
I'm
going
to
share
my
screen
right
now
to
so
that
you
can
see
hold
on.
Let's
see
where.
A
E
B
Hopefully
you
can
see
this
is
the
labyrinth
out
at
creek
side.
Can
you
see
that.
B
B
We
realized
that
it
would
be
nice
to
have
one
also
on
the
east
side
of
cupertino,
and
so
she-
and
I
put
this
together
with
a
few
a
few
hard-earned
trips
out
to
creepside.
B
So
that's
that's!
Those
are
the
two
labyrinths
next
kevin.
If
you
could
put
up
the
brochure
I'd
like
to
share
with
you
the
the
program
elements.
B
B
That
is
the
hundred
dollars
that
the
mayor
offered
us
tells
them
where
to
email,
their
name
and
photo.
In
addition,
we
have
created
a
questionnaire
that
they
can
visit
to
give
us
some
informal
feedback
on
the
labyrinth
on
their
thoughts
about
the
community
gardens
or
if
they
have
some
thoughts
about
additional
non-profit
nonprofits.
That
would
be
good
candidates
for
the
community.
L
B
And
so
that
is
the
that's
the
questionnaire
we're
not
considering
it
a
survey.
It
is
not
in
any
way
shape
or
form
statistically
relevant.
It
is
just
an
opportunity,
another
opportunity
for
people
to
give
us
input
again.
This
is
really
about
getting
people
out
to
the
labyrinth,
get
one
or
both
of
the
labyrinths
to
have
a
an
opportunity
to
walk
in
nature
and
to
think
about
something
they
would
like
to
consider.
B
As
far
as
the
marketing
program
goes,
we
have.
This
brochure
is
posted
at
the
community
gardens
at
blackberry,
farm
and
the
senior
center.
It
will
also
be
posted
at
the
coast
at
the
sports
center,
the
library
and
hopefully,
at
quinlan
and
as
part
of
the
packet
and
we're
asking
each
of
you
to
to
share
this
with
your
community
of
friends
and
family
as
well
to
get
people
to
go
out
and
not
just
to
go,
walk
the
lab,
but
to
email
up
their
picture
as
well
as
to
answer
the
questionnaire.
B
In
addition,
we
there
will
be
a
copy
of
this
at
volvetino
this
weekend.
B
We
will
have
it
at
shakespeare
in
the
park,
I'm
also
intending
to
email
it
to
all
commissioners,
similar
to
one
of
the
other
emails.
We
got
on
security
to
ask
them
to
invite
people
that
they
know
to
participate,
we're
also
going
to
hopefully
send
it
out
to
the
block
leaders.
I
haven't
talked
to
the
black
leader
person
about
that.
Yet
also.
The
good
news
is
that
it
has
been
posted
on
the
city's
facebook
page
today.
B
So
I
hope
all
of
you
who
have
facebook
will
go
in
and
like
that
facebook
posting
from
parks
and
rec
today
and
also
share
it
on
your
facebook
page,
because
we
need
all
the
distribution
that
we
can
get,
and
you
are
all
ambassadors
for
this
program
and
I
hope
you
will
take
it
and
run
with
it
there
and,
let's
see
this
program
goes
through
the
end
of
october
and
so
by
then
we
hope
that
we
will
have
all
the
entries
in
and
then
we
will
review
the
the
comments
and-
and
you
know
pick
a
take
the
winners
out
of
the
hat
and
bring
any
of
the
feedback
that
we've
received
back
to
you
either
in
november.
B
If
we
can
get
it
together
by
then
or
at
an
at
the
future
commission
meeting.
Commissioner
bagor,
do
you
have
any
comments
that
you'd
like
to
add.
U
No,
I
think,
you've
covered
everything.
I
can
only
say
that
I
can
now
peacefully
go
on
my
walk
without
piling
up
rocks
in
any
corner.
E
It's
become
such
a
routine
for
me,
so,
besides
that,
I
think
we've
covered
it.
It
took
it
took
a
lot
more
work
than.
U
I
thought
it
would
be.
I
thought
of
couple
of
branches
would
fix
it,
but
look
like
we
need
to
drop
so
yeah.
It
was
a
fun
experience,
a
little
more
than
I'd
bargained
for,
but
all
in
all,
I
think
you've
covered
everything
that
was
supposed
to
be
there.
H
Do
you
there's
no
question
but
comments?
Should
I
wait
for
any
questions
and
then
come
back
for
the
comments.
B
Why
don't
you
wait
a
second
because
I'll
open
this
up
to
you
know
public
comments
before
we
have
discussion.
B
H
L
B
There's
no
influence
the
deer
are
naturally
there.
You
know
it's
important
not
to
disturb
their
habitat,
that's,
but
the
trail
goes
right
by
where
they
they
naturally
are
there.
There
are
some
places
of
the
creek
that
are
not
entirely
dried
up
right
near
there.
So
my
guess
is
that
they're
coming
down
to
find
that
water.
H
Okay,
now
I
it's
last
week,
I
I
don't
want
to
say
that
when
you
a
subcommittee
found
for
this
hundred
dollars
work
and
what
it
is-
and
I
know
it's
going
to
be
fun,
so
I
didn't
have
any
kind
of
a
doubt
on
how
it
is,
but
I
never
knew
that
this
is
going
to
be
so
much
fun
if
at
all,
if
you're
going
to
swap
the
subcommittee
members,
please
sign
me
up
I'm
ready
if
you're
tired
of
it
I'm
ready
to
go
under
the
subcommittee.
This
is
fantastic.
I
know
you
both
it.
H
People
may
think
that
it
is
a
small
and
even
hundred
dollars,
but
you
made
the
best
chart
of
the
hundred
dollars
and
bring
it
on
it
and
really
really
awesome,
and
I'm
I'm
already
visualizing
that
every
car
has
a
mystery
spot
on
the
back
side
of
the
cars
many
times,
I'm
going
to
say,
I'm
going
to
see
soon
labyrinth
or
all
those
things
in
our
cars,
because
this
can
become
that
kind
of
a
spot,
but
it
looks
like
it's
natural,
but
that
can
be
like
a
mystery
spot
in
cupertino.
Is
this
part
right?
H
So
really?
Thank
you
for
both
of
you,
two
taking
even
the
small
one,
but
I
bring
smile.
It
brings
people
there.
I
saw
those
folks
posting
it
and
then
kids
walking
around
around
it,
balancing
it
with
their
parents.
Those
are
the
things
even
if
it
is
10
folks
did
it.
That's
awesome,
no,
really
appreciate
you
both
and
I'm
good
to
go
as
soon
as
I
come
back
from
east
coast,
I'm
here
as
soon
as
I
go
back
this
weekend,
I'll
go
and
walk
around
it.
B
Sure,
okay,
okay,
vice
chair,
yeah,.
D
B
You're
welcome
so
I
did
want
to
let
commissioner
tombe
know
that
her
niece,
who
was
featured
a
little
bit
in
their
her
parents,
approved
her
participation
in
this.
Without
your
knowledge,
there
was
a
crazy
woman
who
knocked
on
their
door
me
telling.
A
B
A
B
So
that's
the
end
of
that
item.
We
have
really,
I
think,
pretty
short
items
that
are
that
are
left.
So
hopefully
we
can.
We
can
continue
here.
Item
number,
seven
parks
and
recreation,
discount
c
waivers
and
scholarships.
F
C
Okay,
sorry
about
that,
can
you
guys
see
the
screen?
Okay,
okay,
so
good
evening,
commissioners,
my
name
is
kevin
and
I'm
the
management
analyst
for
the
parks
and
recreation
department.
Tonight
I
will
be
providing
to
you
an
overview
of
the
current
discounts,
fee,
waivers
and
scholarships
available
within
parks
and
recreation.
C
So
here's
the
agenda
for
tonight's
for
this
presentation
it'll
be
brief,
so
for
each
discount
fee
waiver
and
scholarship
I'll
just
provide
a
brief
summary
and
we'll
include
the
conditions
to
qualify.
If
there
are
any
and
at
the
end
of
my
presentation,
I
will
open
up
to
any
questions
or
feedback
the
commission.
The
commission
would
like
to
provide.
C
C
C
C
C
The
cupertino
senior
center
offers
a
program
called
the
stay
active
fund
which
helps
members
ages,
50
and
over
remain
active
and
engaged.
The
fund
offers
two
scholarship
opportunities
for
seniors
membership.
Assistance
covers
at
most
50
of
the
resident
membership
fee
for
a
class
for
the
class
and
event
registration
assistance
that
covers
at
most
fifty
percent
of
the
class
or
event
fee,
but
not
to
exceed
twenty
dollars
to
apply
for
the
for
these
scholarships,
the
applicants
would
need
to
visit
the
senior
center
front
desk.
C
C
Lastly,
the
city
partners
with
fremont
fremont
union
high
school
district
to
offer
summer
intensive
geometry
for
high
school
students.
Parents
can
apply
for
a
scholarship
to
waive
up
to
100
of
the
course
fees
when
they
complete
the
course
registration
form.
For
this
program,
this
particular
scholarship
is
maintained
and
awarded
by
fremont
union
high
school
district.
C
And
that
concludes
my
presentation.
I
will
try
to
answer
any
questions
that
you
might
have.
Thank
you.
H
H
There
are
two
if
you
could
put
back
the
slide
and
I
think
there
are
two
parts
of
it.
One
is
one
I
think
you
mentioned
specifically
fifty
percent
of
the
the
annual
fee.
I
believe
the
second
one
is
fifty
percent
of
the
any
yes,
of
course,
which
was
on
the
class
or
even
fee
not
to
exceed
twenty.
So
in
every
event
they
can
do
it
like
for
every.
Even
it
is
not
exceeding
20
or
like
they
can
go
as
many
events
per
year.
What
is
that
one?
H
C
What
about
the
second
one
for
the
second
one?
It
can
be
applied
to
one
class
and
one
event
per
year
per
per
member.
C
Yes,
for
one
class
and
or
one
event,
and
then
that
would
just
be
it
really
it's
to
ensure
that
they're
there,
if
to
to
spread
around
the
the
scholarship
for
other
for
other
applicants
as
well.
H
Okay,
so
that
okay,
understandable,
thank
you.
The
second
question
is
that
the
second
slide,
when
you
talk
about
the
youth
scholarship,
didn't
talk
about
anything
on
what
the
fund
allocations,
not
the
slide
on
the
youth
side,
both
one
from
the
city
other
from
the
fremont
junior
school
district
on
it.
H
This
one,
I
don't
know
where
did
it
disappear?
The
youth
oops.
H
H
Correct
yeah,
so
west
valley,
community
service
youth
scholarship
program.
Is
there
any
dollar
attached
to
with
it?
Or
do
we
know,
or
is
it
just
done
by
west
valley?
So
city
doesn't
have
anything
on
it
correct.
So
we
just
you
you
just
providing
the
information
to
the
citizens
here.
City
is
not
a
collaborative
scholarship,
correct.
C
So
it
is
a
partnership
with
west
valley,
community
services.
The
city
provides
a
budget
of,
I
believe
it's
2
500
each
year,
and
this
is
like
a
pool
of
money
that
then
west
valley,
community
services
would
allocate,
and
there
are,
there
are
of
course,
specific
requirements
on
their
end.
I
don't
know
the
specifics.
Unfortunately,.
H
C
So
this
is
this
that
one
that
one
is
purely
handled
through
frequent
union
high
school
district.
I
don't
know
if
there
is
a
specific
dollar
amount,
but
they
they.
If,
whenever
parents
apply
for
that
program,
they
can
apply
for
the
scholarship
and
I
believe,
the
the
the
the
district
checks
in
some
form
of
manner.
I
think
it's
based
on
based
on
based
on
income
level
or
something
like
that,
and
then
they
they
allocate
it
as
they
see
fit.
U
M
For
tommy
yeah,
what
do
we
have
any
like
internal
policies
on
any
time
we
create
a
new
program
say
like
the
community
garden
program,
how
we
revamped
that
do
we
have
any
internal
like
hey?
This
is
these?
Are
the
discounts
that
we
would
offer
to?
You
know
xyz
community
members?
Do
we
have
anything
like
that.
C
Actually,
based
on
that
example
also,
I
guess
too,
to
quote
that
particular
example
when
we
did
go
through
putting
together
the
policy
for
the
community
gardens.
That
was
where
we
did
the
research
about.
You
know
if
there,
if
there
could
be
any
discounts
and
we
researched
surrounding
cities
and
surrounding
community
gardens
to
see
like
what
policies
they
had
input
in
place
and
then
and
then
that
was
brought
to
the
commission
for
your
guys's
review,
of
course,
and
then
also
brought
to
city
council.
So.
L
C
Whenever,
if
it's
anything
like
that,
and
anything
that
does
involve
fees,
we
do
we
do
our
due
diligence
to
ensure
that
whatever
policy
we
do
put
together
does
go
through
the
paces
and
yeah
and
and
either
will
be
pretty
we'll.
You
know
mostly
follow
what
other
cities
do
or
based
on
our
expertise
of
what
it
should
be.
So,
yes,.
B
H
Thank
you,
I
think,
just
to
latch
on
to
the
the
questions
I
had
kevin
and
and
it'll
be
great,
to
provide
a
little
more
details
on
it,
because
if
somebody
is
seeing
as
public,
they
may
not
know
the
fremont
union
high
school,
district
or
west
valley
thing,
how
do
I
go
and
apply
especially
for
youth?
I
think
it
will
be.
It
would
be
great
if
you
could
provide
some
links
and
reference
kind
of
if
they
just
see
it
later,
and
I
think
that
would
be
a
great
thing.
H
So
if
you
could
add
something,
so
it
is
just
we
are
helping
them
to
spread
the
awareness
and
knowledge.
The
same
thing
is
also
for
the
the
seniors
too,
but
I
think
youth's
one
lot
of
folks
will
be
looking
for
it's
great
for
for
me.
It's
first
time
I'm
coming
to
know
this
so
it'll
be
good
to
put
some
reference
there
links
to
it
directly
pointing
to
so
they
know
how
to
get
in.
Here.
That's
pretty
much
my
comment.
Thank
you.
U
Commissioner,
just
as
you
know,
just
with
regard
to
the
fees
and
discounts,
do
we
have
any
idea
how
other
city,
how
we
compare
to
other
cities
in
this
sort
of
program,
or
are
we
sort
of
unique
in
some
of
our
discounts
and
fees.
C
I
I
I
won't
be
able
to
speak
to
a
good
for
for
for
a
good
chunk
of
them,
because
some
of
them
have
been
they've
been
either
partnerships
that
we've
done
for
a
good
while
or
the
fees
or
or
some
of
these
fees
were
already
established
in
the
fee
schedule
since
then,
but
kind
of
picking
back
off
of
what
what
I
had
mentioned
earlier,
when
we
did
the
research
for
the
fees
for
the
community
gardens,
we
did
look
at
local,
like
other
surrounding
cities
and
to
compare
so
that
we
would
get
as
close
to
market
as
possible.
C
So
whenever,
whenever
we
can
we
do
we
do
we
do
our
research
to
achieve
that
as
much
as
we
can
so
yeah.
That's
the
most.
I
think.
F
Can
I
can
I
also
just
pipe
in
real
quick
on
this?
I
would
say
that
consistently
amongst
other
cities,
that
there
are
usually
scholarship
programs
for
youth
programs
as
well
as
senior
programs,
so
there's
some
type
of
scholarship
format
in
other
cities
for
the
same
things
that
we've
mentioned
tonight.
F
Or
well,
I
think
it
depends
on
the
city
and
the
type
of
need,
and
you
know
what
not
that
goes
along
with
that
city.
But
certainly
we
do
have
people
that
we
award
these
scholarships
to.
D
And
thank
you
for
the
presentation
and
I'm
glad
to
see
our
city
have
so
many
discounts
in
the
river
for
non-profit
organizations
and
I
think
on
our
city
website.
It's
easy
to
find.
Maybe
the
discount
information
for
the
community
garden
for
indoor
facility
rental,
but
for
something
like
the
sports
field,
be
way
wait
for
non-profit.
I
I
think
it's
it's
hard
to
find
the
clear
information,
and
I'm
also
wondering
for
the
scholarship.
C
So
to
address
just
those
two
specifically,
those
two
things:
the
fee:
the
fee
waiver
for
the
fields
that
was
incorporated
into
the
cupertino
into
cupertino
at
the
into
the
city's
field
fee
schedule.
C
C
Okay,
anything
related
to
the
stay
active
fund
that
is
listed
on
the
senior
on
the
senior
center's
website,
underneath
their
memberships,
along
with
their
programs
and
events.
It's
located,
I
believe,
towards
the
bottom,
if
you're
trying
to
find
it
so
the
scholarship
specific
to
for
for
fremont
union
high
school
district.
C
Whenever
the
district
sends
out
to
the
parents
the
application
for
the
program,
they
always
include
the
scholarship
application
form
as
well
and
they
and
they
and
they
encourage
parents
if
they
you
know,
do
need
the
the
scholarship
that
they
can
definitely
apply
for
it.
So
that
always
goes
hand
in
hand
with
the
application
and
then
yeah.
E
M
Yeah,
so
thank
you
for
putting
this
together.
I've
been
really
curious
as
to
what
the
process
is
for
us.
Looking
at
this,
and
I
think
using
the
pg
e
cares.
It's
been
really
great
to
see
kind
of
what
we
offer
youth
and
what
we
offer
seniors.
M
The
pg
e
cares
program,
though
their
metric
for
a
four
person
household
to
qualify
is
fifty
three
thousand
dollars
and
in
cupertino
a
person
like
you
can't
live
in
cupertino
on
fifty
three
thousand
dollars
for
a
family
of
four
and
anybody
who
tries
to
challenge
me
on
that
should
try
living
for
fifty
three
thousand
dollars
in
the
city
of
cupertino
with
a
family
of
four
it's
not
possible.
M
So
I
actually
wonder
if,
if
there's
another
metric
that
we
can
be
using
for
fees,
especially
in
thinking
community
gardens,
you
know,
fifty
three
thousand
dollars
is
is
not
a
lot
of
money,
but
all
for
a
family
of
four.
Nor
is
a
hundred
thousand
dollars
for
a
family
of
four.
So
I
wonder
if
there's
a
secondary
metric
that
we
can
use-
and
I've
been
actually
researching
this
really
hard
and
the
only
thing
that
it
keeps
coming
up
is
like
income,
tax,
irs
verification
forms.
M
That's
the
only
thing
that
shows
up
there's
no,
like
third
party
like
metric.
So
that's
the
first
point.
I
that's
the
only
other
thing
and
I'm
wondering
if
maybe
we
can
increase
the
fee,
the
discounts
that
we
give
to
people
to
be
you
know,
maybe
eighty
thousand
dollars
or
a
hundred
thousand
dollars
for
a
family.
For
because
again,
I'm
using
the
pg
e
cares.
The
way
that
pg
new
cares
works
is
depending
on
the
number
of
people
in
your
household.
M
They
use
that
and
juxtapose
that
with
the
the
income
that
you
have
to
see.
If
you
qualify
for
that,
and
so
I'm
just
in
cupertino
looking
to
increase
what
that
base
would
be
for
a
household
of
four
people
and
then
the
second
thing
is
there
are.
M
I
was
talking
to
a
few
of
the
housing
commissioners
and
they
were
talking
about
unhoused
people
in
cupertino,
and
those
people
wouldn't
qualify
for
pg
e
because
they
literally
don't
have
any
utilities,
and
they
also
don't
necessarily
have
like
a
ton
of
documents
to
show
that.
So
I'm
wondering
if
there's
additional
partnerships
or
deeper
partnerships
we
can
make
with
either
west
valley,
community
services
or
trying
to
remember
the
organization
that
the
housing
commissioner
was
talking
about.
That
was
working
specifically.
M
I
think
they
had
said
there's
like
almost
200
people
like
throughout
the
city
and
on
the
edges,
who
are
unhoused
and
just
making
sure
that
those
people
have
access
to
the
various
city
services
to
make
sure
that
that's
incorporated.
So
those
are
kind
of
just
the
two
main
things
that
I
would
love
to
see
if
there's
something
that
we
can
do
to
support
those
populations
of
folks
inside
cupertino.
Even
if
it's
not
everybody,
and
it
might
just
only
be
five
percent.
M
Like
I
mean
you
look
at
the
starting
salary
of
the
teacher
in
cupertino
like
you
would
basically
like
it's
still
not
enough.
So
I'm
just
trying
to
make
sure
that
the
the
people
who
live
and
work
in
our
city
have
have
that
access.
So
I
would
love
to
work
more
directly
with
you
guys
on
this.
It's
something
I'm
super
passionate
about
and
and
help
create
a
formal
policy
that
says
like
hey
anytime.
We
have
any
you
know,
parks
and
recreation,
service
or
program
or
activity.
M
These
are
like
the
seven
things
that
you
that
we
look
at
to
see
if
you
qualify
for
a
discount
and
just
formalize
that
so
that
way,
it's
like
anyone
who
comes
in
can
just
look
at
that
and
be
like
okay,
great
we're,
starting
this
new
program
or
we're
hosting
this
new
event.
Or
we
have
this.
You
know
cool
activity.
M
We
can
just
incorporate
that.
So,
if
you
guys
are
open
to
it,
I
would
love
to
work
more
with
you
guys
on
that
as
well.
F
Always
happy
to
work
with
you
on
anything
and
everything,
but
I
did
want
to
provide
just
a
quick
update.
We
do
have
three
three
people
using
the
garden
beds
under
the
pg
e
care,
so
that
is
a
huge
win.
So
we're
glad
that
at
least
someone
has
qualified
so
yeah
absolutely
happy
to
work
through
that.
M
C
I
know
that
was
that
was
it.
Thank
you
so
much.
B
F
If
you
wouldn't
mind,
if
I
could
just
start
off
so
it
was
really
important
to
me
to
make
sure
since
commissioner
tom
bay
will
be
leaving
us
very
soon
that
the
future
agenda,
setting
items
that
were
mentioned
and
brought
up
by
her
were
addressed
before
her
departure.
So
that
is
why
we
tried
to
get
this
last
discount
item
scholarship
item
on
the
agenda
as
well
as
this
agenda
so
happy
to
have
you
take
it
from
there,
commissioner,
tom
bay
awesome.
M
Yeah
thanks
so
parks
and
rec
is
a
really
active
commission
there's
a
lot
that
goes
on.
Sometimes,
as
you
know
like
this
meeting
is
going
on
until
you
know,
9
30
and
there
have
been
meetings
where
we've
sat
for
later.
M
One
of
the
things
that
I've
noticed
is
that
once
we
hit
nine
o'clock,
everybody
kind
of
shuts
down
which
is
totally
normal
and
and
there
have
been
times
where
I'm
just
like
okay,
I
will
agree
with
you
just
because
I'm
done
or
normally
I'll
say,
I
don't
agree
with
you,
but
like
vote
anyways
and
so
so,
making
sure
that
we
spread
across
the
the
workload.
M
And
the
second
thing
is,
there
is
still
a
huge
chunk
of
the
master
plan
that
we
haven't
been
working
on,
which
is
the
long-term
master
plan,
the
long-term
strategic
implementation
of
the
master
plan
and
that's
going
to
take
a
long
time
and
the
reason
that
it
would
be
great
to
add
additional
or
secondary
commission
meetings
is
because
that
has
to
be
pushed
forward
right
now.
M
It's
like
it's
either
gonna
add
like
tons
and
tons
of
time
to
every
single
meeting
you
have
for
the
next
two
years
and
make
your
meetings
really
long
or
you
do
it
in
shorter,
like
shorter
stints
for
shorter
times
and
seeing
as
we
don't
necessarily
have
to
be
in
person
anymore,
and
it
depends
on
how
the
city
is
going
to
approach
that.
It's
just
something.
M
I
wanted
the
commission
to
consider,
which
is
to
make
sure
that
when
a
community
member
approaches
us
about
something
or
when
we
have
this
big
master
plan,
that
we've
only
really
started
to
implement,
maybe
like
five
percent
of
there's
so
much
that
we
need
to
actually
go
through
and
like
staff
can't
do
it
by
themselves.
We
have
to
be
helping
them
that,
like
adding
an
extra
meeting
that
isn't
necessarily
a
hey
like
give
us
information
on
stuff,
it'll
be
more
of
like
a
hey.
M
B
H
Yeah,
maybe
so
when
I
said
three
meetings,
then
we
are
talking
about
now.
It's
maybe
supposed
to
be
12
times
and
which
is
going
to
be
24
like
alternate
weeks.
Is
that
is
the
proposal,
or
is
it
the
well?
I
just
want
to
understand.
Is
it
a
one
offer
this
year
or
it
is
going
to
be
ongoing
for
going
forward
park
and
rec
will
meet
like
city
council
they
will
meet
twice?
Is
that.
M
Yeah
I
mean
I'm
not
necessarily
like
married
to
every
other
week
necessarily,
but
I
do
think
that
the
that
12
isn't
enough
and
we're
seeing
things
that
are
like
going
to
city
council
and
there's
just
so
much
movement
that
happens
in
a
month
between
when
we
meet
and
what
we
can
actually
contribute
that
increasing
the
number
just
seems
prudent.
So
we're
not
up
super
late
as
we
continue
to
you
know,
dive
deeper
into
the
master
plan
long-term
implementation
process.
So
this
doesn't
necessarily
even
need
to
be
like
a
municipal
code
change.
M
H
D
Yeah,
I
have
a
question
so
yeah,
I
know
just
like
several
months
ago
we
were
really
busy
and
there
were
some
long
meetings.
I
agree
at
that
time.
Maybe
we
have
to
price
meet
twice
per
month,
but
I
have
question
if
in
future,
maybe
after
two
years,
the
master
plan
already
done-
and
we
don't
have
so
many
items
to
discuss
with
that
city,
maybe
we
can
skip
one
regular
meeting
per
month.
Could
could
the
schedule
be
flexible
or
once
we
approved
the
regular
meeting?
It
has
always
be
twice
mass.
That's
my
question.
F
So
if
you
wouldn't
mind
me
providing
my
comments
and
feedback
on
this
item,
I
would
just
sure
I
would
just
say
that
you
know
we
were
very
proactive
during
covid
in
trying
to
move
along
several
long-standing
work
program
items
such
as
the
non-profit
policy.
The
field
use
policy,
implementation
of
the
strategic
plan.
F
I
don't
know
how
much
you
realize
we
were
able
to
accomplish,
but
I
would
say
that
was
probably
not
the
norm
for
tracking
what
we
would
need
to
track
moving
forward.
F
I
would
also
just
let
you
know
our
department
has
four
commissions
and
then
we
of
course,
have
two
city
council
meetings
a
month
and
then
we
also
support
the
senior
advisory
council,
and
so
we
have
several
agendas
and
that
we
prepare
monthly
and
I
I
would
just
recommend
that
moving
forward
that
when
we
need
special
meetings,
the
ability
to
call
those
is
at
our
disposal
and
that
we
can
utilize
those
and
instead
of
trying
to
set
a
precedent
of
having
two
meetings
a
month.
B
Okay,
so
that
was
really
the
question
part.
F
Sorry,
the
the
other
thing
that
I
just
wanted
to
clarify
is
that,
right
now
we
are
in
virtual
status,
but
we
will
need
to
be
back
in
person
at
some
point
and
that,
while
we're
virtual
and
that
there
is
also
extra
time
needed
for
staff
through
city
channel
and
video,
so
that
is
an
additional
bandwidth
issue
as
well.
Sorry,
I
just
wanted
to
speak
to
the
questions.
B
Okay,
so
if
there's
no
other
questions
right
now,
just
for
protocol
I'll
close
out
the
questions
and
then
see,
if
there's
any
public
comment
on
this
item,
of
which
there
is
none
and
I'll
bring
it
back
to
the
commissioners-
and
I
guess
you
know,
one
comment
that
I
have
is
that
it
seems
that
we
did
manage
with
well.
I
guess
I
I
also
have
a
question
to
commissioner
tom
va
is
how
do
you
see
the
difference
between
having
a
scheduled
two
meetings
a
month
versus
just
calling
those
special
meetings
as
needed.
M
Yeah,
that's
a
great
question
and
the
reason
I
I
wanted
it
to
be
more
standardized
to
twice
a
month
is
because
I
noticed
at
a
lot
of
our
special
meetings.
We
didn't
have
anybody
there
and
it
wasn't
something
that
like
folks
really
came
to-
and
I
know
that
there's
some
meetings
even
like
this
one
that,
like
you,
know
the
they
did
the
the
one
agenda
that
they
were
interested
in
and
then
they
were
gone.
M
But
the
lack
of
consistency
around
like
timing
and
frequency
we
have
a
list
serve,
we
can
do
our
best,
but
really
the
thing
that
is
the
most
routine
is
the
thing
that
gets
people
to
come
and
that
gets
people
to
be
engaged.
And
that's
what
I
feel
like
we
lost
a
little
bit
when
we're
going
through.
Some
of
these,
like
special
meetings,
is
that
people
just
like
weren't
showing
up
because
it
wasn't
necessarily
the
standard
day
or
the
standard
time
that
we
would
have
have
these.
M
I
also
think
that
it's
a
really
good
check-in
point
as
well
for
us
to
keep
moving
projects
forward.
We
got
a
lot
done
this
year
and
we
did
have
additional
meetings,
and
this
is
my
eighth
year
on
the
commission.
I'm
sorry
joanne
that
this
is
not
abnormal
like
we
have
historically
had
meetings
that
have
gone
extremely
long.
M
Multiple
times
during
the
year,
especially
like,
I
would
say
probably
february
to
september,
is
like
the
busiest
segment
of
time
that
we
we
typically
have,
and
we
always
have
additional
meetings
and
we
always
have
additional
like
really
really
late
meetings,
and
that's
just
been
how
it
is
so
trying
to
create
some
kind
of
standardized
approach.
Where
we're
not.
I
mean
there
was
a
few
meetings
when
we
were
initially
doing
the
master
plan
that
would
go
to
like
one
o'clock
in
the
morning.
It
was
really
really
late,
and
that
was
multiple
years.
E
M
It's
not
so
I'm
also
hoping
like
there's.
You
know,
I
don't
think
it's
fair
to
community
members
to
have
it
go
to
that
late.
I
don't
think
it's
fair
to
us
to
have
it
go
that
later
to
staff
so
trying
to
find
a
way
that
we
can
really
standardize
everything
I
mean.
I
doubt
that
we're
gonna
move
it.
M
It
doesn't
sound
like
most
folks,
are
interested
in
in
doing
that,
but
I
wanted
to
at
least
put
it
out
there
and
just
be
like
hey,
like
creating
some
kind
of
standardization
around
all
the
additional
meetings
we
need
to
limit.
M
The
amount
of
time
that
we
spend
in
the
meeting
itself
is
is
a
really
you
know,
hopefully
helpful
a
helpful
thing
for
for
the
future,
but
I
mean,
like
I
said:
I'm
not
going
to
be
on
the
commission
in
in
two
meetings,
so
it
doesn't
really
matter
to
me
and
I'm
probably
not
going
to
be
in
cupertino,
because
I
can't
afford
it
and
apparently
the
city
council
doesn't
care.
M
So
that's
a
conversation
for
another
time,
but
if
you
know
it's,
we
don't
have
to
do
it,
but
it's
a
recommendation
to
you
guys
that
having
a
couple
meetings
or
at
least
scheduling
at
the
beginning
of
the
year
saying
hey,
we
know
that
these
months
are
the
the
crazy
months
we're
gonna
start
in
january.
And
let
you
know
that
march
april
may
we
have
additional
meetings
scheduled
so
that
you
guys
know-
and
the
community
knows
that
it's
coming
up
on
the
calendar.
H
Yeah,
thank
you,
chad.
Thank
you
commission
time,
but
I
think
the
intent
is
good.
I
mean
the
reason
I
understand,
but
I
have
my
own
reservation
on
it
for
a
couple
of
reasons
number
one
like
director
joanne
said.
H
Sometimes
we
as
a
commission,
I'm
not
talking
about
one
individual
or
as
a
commission,
I
think
sometime,
I
even
myself
included
get
into
a
little
bit
micro
management
of
those
things,
because
we
go
deep
deep
into
it
and
and
not
as
just
an
advisory
or
facilitating
for
the
staffs,
and
so
I
always
even
want
to
spend
less
time
on
these
some
of
those
things
because
we
grow
too
much
and
then
I
feel
sometimes
we
are
entering
into
the
their
space,
the
staff
and
and
the
city
space
and
the
directors
responsibility
area.
H
H
So
personally,
I
I'm
absolutely
not
going
to
be
committing
for
those
two
things
simply
because
he
because
in
person
a
lot
of
things
come,
we
are
coming
in
passion
and
we
do
it,
but
I
think
it's
not
just
for
us,
but
I
think
the
future
commissioners
will
come
and
they're
all
going
to
be
under
the
two
times
in
a
year.
If
we
make
it
as
a
standard,
it
is
going
to
put
off
a
lot
of
people
coming
into
it.
That's
one
number
two:
definitely
it
will.
H
It
will
scrutinize
much
much
more
deep
into
what
park,
staff
and
others
do
it.
I
personally
feel
that
I
don't
want
to
do
that
kind
of
a
scrutiny
rather
being
a
little
more,
an
abstract
level,
health
guidance.
So
that's
the
the
other
part,
and
I
really
like
the
special
meetings
and
even
yeah
those
special
meetings.
We
can
plan
in
advance
not
to
call
out
hey
immediately.
We
have
a
special
meeting
this
month.
H
H
H
No,
no,
I'm
I'm
just
just
sharing
it
as
I
individual.
It
is
going
to
be
very
hard,
especially
people
working
on
anyone
into
it.
It's
going
to
be
two
times
in
a
meeting
and
and
we
need,
I
need
to
be
disciplined
myself
and
that's
what
I
want
to
bring
it
in,
and
I
want
to
leave
a
lot
of
things
to
the
the
staff.
So
that's
my
comment
so
I'll
leave
it
to
the
others.
D
Yeah
and
for
the
recommendation,
I
agree
that
so
if
a
meeting
is
too
long
and
only
after
we
realize
the
meeting
will
be
too
long,
we
schedule
the
special
meeting
then,
and
maybe
we
didn't
provide
information
in
advance
to
a
community
member.
So
I
I
can't
understand
why,
and
commissioner
tommy
has
this
recommendation,
but
I
also
agree
with
gopher
said:
maybe
if
we
already
know
the
march
to
may,
there
will
be
many
meeting
items
that
again
will
be
very
long.
D
Maybe
we
can
schedule
the
special
meeting
earlier,
maybe
two
months
earlier,
so
let
community
member
know
the
information
they
have
enough
time
for
that
and
for
from
my
personal
will,
I
think
the
flexibility
is
also
important
because
if,
during
busy
season,
it's
totally
fine,
we
have
two
meetings
perhaps,
but
if
we
put
the
two
meeting
as
a
on
the
regular
basis,
maybe
for
some
when
there's
not
so
so
many
agenda
items
we
have
to
cancel,
cancel,
cancel
meeting
then
yeah,
I
still
think
schedule.
D
B
Okay,
I
guess
my
comment
is
having
worked
on
the
agendas
every
month
with
the
director
sometimes
and
oftentimes,
it's
very
difficult
to
have
the
disability
going
out
beyond
a
month
even
out
to
a
month,
there's
a
lot
of
things
that
come
the
director's
way
that
that
she
needs
to
respond
to
and
there's
a
lot
of
other
things
on
their
plate
that
they
may
or
may
not
have
the
bandwidth
to
commit
to
immediately
because
they're
working
on
other
things.
B
So
you
know
that
has
been
a
struggle
this
year
to
try
to
figure
out
what
we're
getting
on
just
the
next
agenda.
I
do
agree
with
you,
mr
tombe,
that
we,
I
don't
think
it's
just
our
issue.
It's
an
issue
for
all
the
commissions
is
community
engagement
and
how
do
we
get
more
people?
I
mean
I
remember
your
commission
meeting
when
you
would
be
pleading
with
people
to
make
comments
and
to
attend
and
it
was
it
was
very
adorable.
B
B
If
there's
a
ton
of
community
involvement,
that's
not
necessarily
a
good
thing,
because
that
people
may
be
angry.
People
may
be
at
odds,
and
so
it's
really
incumbent
on
us
to
get
in
front
of
that
community
engagement
and
the
interest.
So
it's
really
on
us
to
try
to
get
that
involvement.
I
don't
know
that
necessarily
having
more
meetings
is
going
to
make
that
happen.
What
we
need
is
to
have
the
the
notification
and
and
really
figure
out.
B
How
can
we
engage
our
neighbors,
who
are
busy
raising
their
families
busy
working
more
hours
than
they
want
to?
You
know,
and
this
year
busy
trying
to
figure
out
their
kids
schedule
and
and
all
of
that
our
residents
are
really
stressed,
and
so
how
do
we
get
a
little
piece
of
their
time
to
help
make
our
community
what
they
want
it
to
be,
what
they
would
like
to
see
it
so
with
that?
Is
there
any
other
other
comments?
I
guess
I
would
ask
if
there's
a
motion.
F
Can
I
just
provide
a
comment
because
I
do
appreciate
the
discussion
and
you
guys
always
bring
up
so
so
many
good
points
and
your
feedback
is
much
appreciated
and
what
I'm
gonna
take
away
from
this
is
that
I
really
need
to
pay
attention
to
agenda
management
and
making
sure
that
any
long
items
are
considered
with
a
shorter
agenda,
and
you
know
making
that
management
with
the
chair
will
be
a
focal
point
moving
forward
and
then
also
to
try
and
notice
our
special
meetings
more
than
the
required
24
hours.
F
As
much
as
we
can.
I
would
say
that
I
would
emphasize
people
to
encourage
individuals
and
residents
to
sign
up
for
the
e-notification
about
these,
because
that
is
the
best
way
to
trigger
you
that
it's
happening.
It
comes
to
your
email,
oh
yeah,
and
here's
the
agenda.
It's
very
user-friendly.
F
I'm
signed
up
for
everything
under
the
sun
so
that
I
can
be
pinged
on
everything,
that's
happening
in
the
city
and
so
that's
helpful.
But
I
appreciate
the
feedback.
F
Okay,
I
will
try
and
speed
through
this
not
a
ton
to
update.
F
See:
okay,
all
right,
so
we
due
to
the
rise
in
the
variant
case
rates,
I'm
sorry
due
to
the
rise
in
case
rates
and
the
variant
activity.
Cova
testing
has
resumed
at
the
cupertino
senior
center.
The
next
available
date
is
monday
october,
18th
from
9
30
a.m
to
4
p.m.
F
The
city
city
is
still
updating
the
web
page
on
currently
open
facilities,
an
estimated
schedule
for
reopening
of
other
closed
facilities,
and
this
page
will
continue
to
be
updated
regularly
at
cupertino.org
reopening
during
the
september
21st
regular
meeting
the
city
council
reviewed
the
current
athletic
field,
use
policy
and
directed
staff
to
continue
to
gather
usage
data,
propose
suggestions
for
future
simplification
and
provide
an
update
to
the
city
council
at
the
second
meeting
in
january
of
2022.
F
As
I
mentioned
this
evening,
we're
pleased
to
announce
that
molly
james
was
promoted
to
the
recreation
manager
of
the
stevens
creek
corridor
as
of
september
25th.
Her
main
duties
include
the
supervision
of
blackberry,
farm
pools
and
picnic
areas,
the
blackberry
farm
golf
course,
mcclellan
ranch
preserve
community
gardens
and
the
outdoor
and
sports
programs.
F
Some
existing,
pear
trees
planted
at
the
parking
lot
near
alves.
Avenue
have
begun
to
pose
a
safety
risk
to
the
public.
From
june.
Through
august,
there
have
been
five
incidents
of
limbs
breaking
and
falling.
The
removed
trees
will
be
replanted
with
more
suitable
tree
species
that
will
grow
to
similar
size.
F
As
a
part
of
the
city's
annual
pavement
maintenance,
somerset
park
received
several
pavement
enhancements,
including
asphalt
surfaces
for
the
park,
pathway,
the
basketball
court
and
the
parking
lot.
The
pictures
are
of
the
basketball
courts
before
and
and
after
the
enhancements
phase.
Two
continues
this
month,
including
the
slurry
seal
of
the
pathway
in
the
painting
of
the
basketball
court
lines
and
marvins.
F
F
The
winners
will
receive
a
fall
themed
prize
and
be
contacted
the
first
week
of
november,
we've
already
heard
about
shakespeare
in
the
park,
so
I'm
not
need
to
go
into
any
of
that,
as
well
as
bobatino
is
happening
and,
as
was
mentioned
in
the
previous
information
on
friday
october,
29th
from
7
to
8,
30
p.m
will
be
the
monster
mash
returning
to
cupertino,
and
this
kid-friendly
halloween
bash
is
for
parents
and
children
12
years
old
and
under
and
will
feature
games,
spooky
crafts
and
trick-or-treating
registration
before
october
24th
for
a
five
dollar
discount
on
the
admission
fee,
registration
is
required
at
regforwreck.org,
and
this
well,
this
event
will
happen
outdoors
weather
permitting
again.
F
We
talked
about
the
chamber
of
commerce,
retino
chamber
of
commerce
hosting
the
diwali
festival
on
saturday
october
16th.
The
city
is
currently
accepting
applications
for
the
2022-2023
poet
laureate.
The
deadline
to
apply
is
october
31st
at
5
pm.
More
information
can
be
found
and
the
application
can
be
found
at
cupertino.org
laureate
and
then
the
fine
arts
commission
is
accepting
applications
for
the
2021
artist
awards.
The
award
program
consists
of
three
categories:
distinguished
artists,
emerging
artists
and
young
artists.
Applications
are
due
on
november
17th
and
for
more
information.
F
You
can
visit
cupertino.org
artist
awards
and
then
here
are
the
links
to
our
budget,
cip,
dashboard
and
the
city
work
program
dashboard
that
we
supply
every
meeting,
as
well
as
our
upcoming
mayor's
meeting
information.
Next
mayor's
meeting
is
scheduled
for
november
10th,
with
vice
chair
shu,
scheduled
to
attend.
That's
all.
I
have.
H
Wow,
thank
you.
It's
like
a
fully
packed
looks
like
you're,
really
busy.
We
were
doubting
on
it.
So,
but
director
john,
that's
awesome.
So
two
questions
number
one
on
the
reopening
when
we
talked
about
on
this
one.
Does
that
also
going
to
cover
our
in-person
meetings
too?
When
I
say
reopening,
I
know
for
the
park
and
rec
and
other
overall
in
the
city,
while
will
does
that
include
resuming
in-person
commission
meetings.
F
So
that
is
not
included
on
that
website
and
we
will
be
giving
you
an
update
based
on
any
changes
in
the
emergency
order
and
right
now
it
is
extended
through
november.
H
Oh
okay,
virtually
on
november
2.,
okay,
thank
you
and
I
don't
want
to
just
comment.
I'm
sure
that
we're
not
going
to
have
any
other
comment
section.
I
just
want
to
say
congrats
to
molly
james
staff,
and
I
somehow
I
love
those
backdrop
of
it.
I
see
that
it's
radiating
it.
I
think
you
know
it's.
A
city
logo
looks
like,
but
I
maybe
have
to
steal
that
particular
backdrop
on
it.
It
came
out
really
vibrant
you're,
promoting
congratulations
and
all
message
comes
through
it.
So
fantastic.
C
A
E
B
Okay,
so,
commissioner
mcguire,
you
would
be
next
week
and
I
think
my
shoe
should
be
november.
So
maybe
maybe
you
respond
back
on
the
november
one
and
update
them
that
commissioner
vice
chair
shoe,
will
be
attending
for
november.
E
U
B
Okay
and
just
to
be
sure
there
are
no
attendees
with
public
comment
on
it.
Commission
reports:
anyone
with
a
commission
report
that
they
would
like
to
do.
M
K
B
B
B
Let's
see
we
can
nope
there
we
go.
That's
the
one
here
is
pictorial
evidence
of
flash
mob
that
was
choreographed
to
the
music
of
footloose,
and
there
is.
There
is
video
evidence
as
well.
B
This
we
had
30
dancers,
and
this
is
a
group
of
happy
dancers
at
the
end
from
all
walks
of
life,
even
the
president
of
the
rotary
participated.
B
It
was
just
a
very
good
time
and
a
lot
of
fun
and
so
we'll
see
if
we
can
ever
do
that
again.
Other
than
that,
I
think.
That's
all
the
reports
that
I
have.
B
Is
there?
Are
there
any
other
comments?
Oh,
let's
talk
about,
say:
we've
already,
did
it
done
upcoming
meetings
and
advanced
future
agenda
setting.
F
Sure
thing
so,
I
am
happy
to
report.
There
will
be
an
update
on
several
of
our
cip
projects
from
our
cip
manager
and
those
will
include
an
update
on
the
memorial
pond's
repurposing,
as
well
as
the
jolly
man,
inclusive
playground,
the
creekside
playground,
equipment
replacement
and
the
new
junipero
sarah
trail,
so
we'll
get
updates
on
those
projects.
At
the
next
meeting.
F
We
will
also
be
talking
about
the
status
of
the
fiscal
year
2122
work
program,
as
well
as
an
update
for
the
first
quarter
budget,
and
I
have
added
on
a
potential
update
from
the
discretionary
fund
subcommittee
on
the
participation
on
the
labyrinth
quest.
So
those
are
the
items
we're
tracking
for
next
month.
L
B
You're
on
the
east
coast,
and
so
you
are
three
hours
ahead
of
us.
Thank
you
for
for
hanging
in
there
on
this
meeting,
there
were
some
important
items
that
we
needed
to
hear
from
the
public
on
them
so
appreciate
you
hanging
in
there
with
us.
