in
the
city

it
is
designated
through
a
program,

on
a
criteria
set

state

michigan,
need
a
legislative
approval
from
the
city
council.

area

receive
funding,
not
based
on
the
three
previous
criteria,
but
this
is
a
unique
criteria
and
that
will
be
only
limited
to
30
of
the
program
that
we
are.

Usually
we
use
three
years
average

that's

we
can
use
you

prevention
of
or
elimination
of,
slum
and
blight.

I

the

mean
they
are

we
call

percent
per

The
city
doesn't
have
like
other
cities,
they
may
the
whole
city
qualify
under
the
51
percent
if
the
whole
city
fall
under
51
percent
or
below
that
threshold
as
low
and
moderate
income.
Dearborn
heights
does
not
qualify
under
that
formula,
so
we
go
with
the
percentile,
which
is
25
of
the
census
tract
in
the
city,
the
lowest
income
qualify.

three
categories
of
funding
through
the
action
plan.
The
first
one
is
planning
and
administration.
As
you
see,
there
is
a
calculation
formula
we
use
unique
approved
by
hud.
We
use
the
estimated
allocation,
which
is
1035
and
433
dollars,
plus
the
estimated
program
income
which
is
hundred
thousand
dollars.

when,
when
we
have
the
total,
then
we
multiply
it
by
20
percent,
and
that
will
be
that
the
maximum
we
can
use
for
administration
and
planning
activities
we
go
to
slide
number
eight.
This
is
the
second
category
of
the
action
plan,
which
is
public
improvement
project,
the
public
improvement
project.
There
is
no
limit,
it's
not
capped
at
any
certain
threshold.

heights,

eaton
center
and
the
berlin
center
crime
prevention,
that
a
program
actually
operated
and
administered
by
the
police
department.

asking
for
fifty
thousand
dollars,
which
is
you

very
impressed
with
their
proposals.
They
have
three
different
proposals
to
support.
You
know
domestic
violence,
you
know
which
is
women's
and
others,
and
kids
abuse,
kids
and
also
a
very
unique
program.
They
are
asking
to
support
it's
the
backpack
for
the
school
age,
which
is
you
know,
k-12
salvation,
army
they're,
asking
for
8
500
to
support
their
operation
of
serving
the
people
of
law
and
motors
income.

have
enough
money

support
all
of
this.

why
we
present
this
in
public
manner.
So
we
can
hear
comment

at
the

We
present
this
as
an
administration
of
the
city
to
the
city
council.

city
council

final

the
last
input
we
provide
them
with
an
opportunity
to
to
allocate
to
suggest
at
the
end
of
the
day
when
they
approve
the
action
plan,
they
will
approve
it
based
on
the
majority,
and
it
will
be
a
compromise.

big
thing
is,
there
are
van
houten
park
improvements
and
we're
looking
to
redo,
basically
the
whole
park,
because
it's
in
really
bad
shape.

need
our
parking
lot
improved.
We
need
a
brand
new
play
structure
there.

were
proposing
was
to
open
up
right
now,
we're
limited
by
the
people
that
we
can
serve
by
the
age,
and
what
we
would
like
to
do
is
to
be
able
to
serve
those
in
the
community
that
are
low
to
moderate
income
without
restricting
age.

that's
the
biggest
thing
is
to
be
able
to
provide
that
advice
and
consultations.

that's
what
we're
proposing
is
to
service
that
we're.
Also,
we
have
a
program
that
we
have
recently
created,
that
is
for
caregiver
navigation,
and
what
that
is
is
that
we
are
having
helping
caregivers
in
the
community,
which
has
become
a
big
problem
since
the
pandemic,
and
so
we've
developed
this
program
to
not
only
assist
with
legal
issues
and
legal
advice
for
caregivers
and
their
care
recipients.

we've
also
devised
resources
like
a
resources,
booklet
and
programming
that
is
directly
related
to
their
caregiving
needs,
whether
it's
for
reducing
costs
and
your
utilities
or
if
trying
to
stay
in
the
home-
and
you
know
what
kinds
of
things
do
they
need
to
do
in
order
to
get
their
finances
straight.
We
have
some
partnerships
that
we
utilize
as
well
with
the
safe
program.

have
a
lot
of
community
partnerships
that
we
can
refer
to,
and
we
put
this
all
together
for
the
caregiver
and
it's
easy
to
access
and
to
ask
us
questions
like
I
said:
we're
right
down
the
road.
So
I'm
trying
to
think
if
anybody
has
any
questions
and
feel
free
to
to
ask
any,

really
that's
what
we're
trying
to
do.

we
just
want

make
sure
that
you

our
communities
in
and
around
wayne
county
have
that
opportunity
to
get
that
advice?

of
the
things
that's,
the
requirement
of
this
grant
is
to
ask
for
is
to
promote
citizen
participation
in
low
and
moderate
income
residents,
based
on
your
map
and
just
common
knowledge
of
the
city.
Your
low
and
moderate
income
and
residents
are
on
the
south
end
of
dearborn
heights.
This
meeting
is
on
the
north
end
of
dearborn
heights.
It's
at
5
45
and
I
actually
had
to
get
off
work
early
to
even
come
here
to
be
here
today.
So
I'm
not
sure
how
exactly
this
is
encouraging.

The
next
thing
is
the
proposed
projects
from
what
I
could
tell
no
offense
to
van
holden
park.
I'm
sure
it
needs
work,
but
it's
on
the
north
end,
the
byron
center.
It's
on
the
north
end,
vista
maria,
is,
on
the
north
end
you're
receiving
this
funding
because
of
low
and
moderate
income
people
who
are
on
their
your
green
map,
it's
on
van
borne,
which
is
the
south
end
of
dearborn
heights,
and
it's
also
the
squiggly
lines
where
all
the
flooding
is
happening.

I'm
really
surprised
that
we're
not
using
this
funding
to
one
support
our
own
organizations
that
are
already
in
the
city
of
dearborn
heights,
doing
work,
but
two
to
address
some
of
the
flooding
issues
like
changing
some
of
the
pavements
to
permanent
payments
like.
Why
aren't
we
using
the
money
to
upgrade
the
south
end
and
the
flood
areas?

Is
there
any
requirement
for
them
to
use
the
funding
that
they're
receiving
from
dearborn
heights
for
dearborn
heights
residents,
and
then
I'd
also
like
to
see
some
of
this
funding
that
is
instead
of
going
to
businesses
that
are
outside
of
the
city
of
dearborn
heights,
somehow
allocated
for
the
commissions
and
the
other
organizations
that
are
in
our
city
that
do
a
lot
of
this
work,
around
awareness
and
domestic
violence
and
elderly
abuse,
and
all
of
that
stuff.
We
already
have
some
amazing
people
that
do
that
work.

I
like
to
see
a
little
bit
of
this
funding
stay
in
house
instead
of
being
contracted
out,
because
some
of
it
seems
like
a
little
bit
of
double
dipping
because
for
the
police
and
fire
department,
the
programs
that
you
mentioned.
I
remember
you
also
saying
they
were
using
the
budgeted
amount
in
the
budget
meeting
for
those
things.
So
do
they
need
this
and
the
budgeted
money
for
the
same
initiatives,
but
thank

agencies
are
only
for
the
resident
of
the
urban
heights,

they

urban

part

income
area
are
scattered
around
the
city.
So
it's
not.

in
particular
south
end
or
north
end.
At
the

south
end

the

we

as

program

geared
to
low
and
moderate
income
and
other
categories
we
try

requests

consolidated
plans-

just
took
over
last
month
and
I'm
looking
to
see
the
program
that
promote
what
we
promised
the
the
residents
of
the
urban
heights
citizens,
what
we
cannot
do
in
the
next
five
years.
So
all
these
programs
can
be
evaluated
based
on
that.

that
commissions
are
involving
I'm
encouraging
every
commission
in

city
to
participate
with
the
city
department

come

department

to

makes

meeting
has
always
been
at
city
hall,

is
just

substitute

city
hall

reconstruction
going
on
at
the
city
council
chamber,
so
it
was
not
selected
based
on

mean
I'm,
not
the
one.
That's
involved
with
that,
but
I
know
it's
not
selected
based
on
north
or
south
and
there's
no
such
maybe
geographically
as
north
and
south.

firsthand

open
meetings
and
with
closed
meetings
administration.

conversation
has
never

direction
of

help
the
north
side

let's
help

south
side
and
vice
versa.

pretty
high

concern
there

bit

projects
that
were
75
000
for
van
houghton
park,
three
thousand
three
thousand
fifty
thousand
and
then
for
the
water
main
replacement,
415
000
for
a
total
of
you

slow
math

500
000

a
little
bit
plus
yeah.
Well,
there's
415
000
for
the
water
main
replacement
between
all
of
them.
It's
a
little
bit
over
half
a
million
the
question
to
you.

lot
of
these
were
from
the
fiscal
year
2020..

process

we
go
through
every
year
annually
to
receive
the
community
development
block,
grant
funds,

projects

not
ultimately

funded
or
ones
that
you
want

funded
and
didn't
make
it,
we
have
to
fit
into
caps,

fit

public
service
caps,
administrative
caps,

to
adjust
that
budget
accordingly,
so
it
isn't
that
we're
showing
favoritism
for
the
north
or
south
end
or
for
one
person
or
group
or
another,
is
that
we
have
to
build
the
budget
according
to
the
the
criterion.

federal
government
lays
that
down,
and
we
have
to
follow
that.

people
from
the
south
and
the

this
north
end

dollars

on
the
residents
that
live
in
the
green
areas,

why

none

projects

those
areas
to
develop
those
areas?

not
you

we're
not
certainly
not
centering
on
any
particular
community
and
even
for

income
based
or
low
income
based.
There
could
be
a
high
income
area,
but
a
low
income
tenant
needing
our
services
as
well.
So
we're
not
really
bound
by
what
a
map
or
a
census
map
may
show
in
terms
of
income.
We're
here
to
meet
the
needs
and
our
services
are
not
just
strictly
with
fair
housing.
We
extend
to
other
housing
related
concerns,
such
as
habitability
disputes
over
security
deposits
and
things
of
that
nature.

also
do
quite
a
bit
for
community
of
elderly
community
people
needing
reasonable
accommodations
and
reasonable
modifications,
and
we
do
a
lot
of
training
and
outreach
in
that.
But
again
I
just
want
to
say
I
appreciate
the
commitment
of
the
city
to
fair
housing
and
appreciate
the
real
commitment
to
the
letter
and
spirit
of
fair
housing
and
the
concern
for
all
residents
within
the
community.
