Counsel
body
has
made
very
clear
to
every
department
and
every
director

everything
needs
to

bid

out
in

fair
bidding
process,

rules

your

proposal

an

out

bids

rules

on

department
applies

transparent
in
front
of
the

front

firm
in

our
new
smart
bus
that
we
actually
have
finally
receiving
it's

smart
property
right

I
wrote
the
grant
in
the
summer
of
2017,
and
we
finally
are
receiving
our
bus,
I'm
very
happy.
I
know
the
seniors
will
be
very
happy
to
it
was
a
96
thousand
dollar
bus
and
it
is
32
feet
and
it
sees
28
passengers.
So
it's
going
to
help
us
save
and
take
a
lot
more
trips.

comment

basically
that,
while
there
are
many
legal
problems
with
this
item,
I

focus

what
I
consider
to
be
the
most
significant,

unless
this
resolution
and
the
proposed
relationship
and
divisions
are
substantially
changed.
The
resolution,
the
relationship
will
violate
the
city
charter,
the
Michigan
rules
of
professional
conduct
governing
attorneys
and
potentially
the
Open
Meetings
Act.
The
proposal
would
violate
city
charter,
section
5.1
3j,
which
provides
excuse.
I
Mayor
or
the
City
Council
may
retain
special
legal
counsel
to
appear
of
counsel,
to
the
corporation
counsel,
for
the
purpose
of
assisting
the
corporation
counsel
for
a
special
matter
and
for
such
limited
time
and
purpose.
As
the
mayor
council
shall
specify
the
proposal
instead
of
doing
anything
to
assist
corporation
counsel
or
deal
with
a
particular
legal
matter,
would
instead
have
legal
counsel
simply
be
retained
to
subcontract
with
accountants
without
any
assistance
provided
whatsoever.
I
If
the
intent
is
to
sign
a
contract
later,
then
there's
an
additional
problem
under
the
city
charter
and
that
section
9.5
of
the
city
charter
says
that
all
contracts
prior
to
submission
to
the
council
shall
be
reviewed
by
the
mayor,
and
no
such
agreement
has
been
provided
further.
It
would
appear
to
violate
the
Open
Meetings
Act,
where
the
actual
decisions
regarding
the
contract
would
be
made
outside
of
a
council
meeting
in
particular,
there
is
nothing
contained
in
this
resolution
that
says
what
anyone
is
supposed
to
get
paid.

wrongdoing,

they
handle

crossing
guard
won't

legislature
put

guards
on

and
townships

funding

and

been

quit

telling

are
aware
of

honoring

animal
control
officers

officers

for

more
most
importantly,
the
public
is
welcome
to
come
on
Wednesday
April
10th

Control
Department

gonna
have
an
open
house

2:00
to
4:00.
