A
Procedure
is
to
get
the
contract
approved
and
then
bring
the
invoice
afterwards,
and
these
are
both
in
one
item
so
I
guess
we
need
to
take
it
and
bring
it
back
into
two
separate
items,
so
we
can
do
it
in
order.
We
need
to
approve
the
attorney
and
then
we
go
ahead
and
we
approve
the
invoice
secondary.
These
are
both
bundled
into
one
and
they're,
not
supposed
to
be
council.
A
A
G
E
We
have
in
the
past,
and
it's
the
mayor
vetoed
it
a
few
times
it
was
super
vetoed
with
amount.
You
know
they
made
a
huge
concern
or
issues
with
what
with
a
$250.
Yet
the
mayor
just
put
this
on
agenda
for
$600
an
hour,
so
that's
more
than
double
the
amount
that
he
went
back
and
forth
with
the
council.
So
I
think
we
need
to
remove
it
off
the
agenda
and
maybe
move
it
to
a
study
session.
So
we
can
discuss
it
because
it
was
never
approved
by
the
council.
A
A
J
For
one
thing,
the
mayor
steeped,
at
our
study
session
in
the
last
half-hour,
his
visions
were
more
than
what
is
going
on
right
now,
so
we
don't
know
what
his
visions
are
and
I
think
he
should
report
to
us
if
he
has
something
or
not
at
every
meeting,
that's
going
on,
instead
of
stealing
the
Thunder
for
this
meeting
coming
up
in
February,
that
should
be
reported
every
meeting,
okay!
Well,
the
golf
course
is
doing
to
the
best
of
his
knowledge,
and
what's
that
update
on
the
course
Creek
cleanup?
Okay.
A
B
A
B
A
C
I
A
J
Concern
is
the
report
from
the
mayor.
I
wanted
those
on
there
I
think
it's
crucial.
The
mayor
himself
said
at
our
study
session
that
he's
got
ideas
about
this
golf
course
and
councilman
Abdullah
stated
that
this
is.
This
golf
course
is
a
diamond
in
the
rough,
no
pun
intended,
but
this
is
something
that
we
should
have
every
meeting
something
like
that
something
known
about
it
talked
about
it,
not
just
okay,
when
some
thought
every
meeting
about.
J
B
This
is
the
approval
of
the
agenda.
It's
not
about
what
counsel
people
want
on
the
agenda
or
what-have-you.
This
discussion
is
what
is
before
I
sign
the
agenda
proper.
First
of
all,
not
fruitful.
We
need
to
know
what
we
want
to
do
with
this
agenda,
not
what's
missing
or
what
we
want
or
wish
to
have
on
the
agenda
with
all
due
respect
to
you
console.
So
we
need
to
proceed
to.
B
If
you
do
not
have
an
agenda,
then
move
to
adjourn
is
in
order
and
then
we
go,
or
else
you
have
to
approve
some
type
of
agenda,
do
two
to
move
on,
to
have
a
talk
about
a
study
session
and
then
to
have
the
study
session
at
the
table
while
we're
here,
there's
not
fruitful
or
is
it
conducting
the
business
of
the
city?
Excuse
me
for
interrupting,
but
appreciate.
I
Chair
may
I
suggest
and
I
don't
mean
to
put
you
on
the
spot,
councilman
wensel.
But
since
your
item
is
reports
from
this
city
on
a
golf
course
and
on
the
eCourse
Creek
and
obviously
this
is
something
you
proposed
the
last
meeting
and
as
being
the
first
time,
let's
just
give
them
one
get
out
of
jail
card
where
during
the
public
I'm.
Sorry,
not
the
public
comment
section
during
comments
from
the
council
members.
At
that
point
you
asked
maybe
the
mayor
to
give
you
an
update,
a
verbal
update
and
maybe
change
your
vote
right
now.
I
J
I
mean
there's
other
things
on
here:
I
think
that
what
we
could
do
is
when
it
comes
up
the
reports
of
the
mayor.
What
we
will
talk
about
this
and
it's
it's
not
asking
a
lot.
I
mean
it's
not
asking
a
lot,
but
it's
very
important
to
so
I
mean
when
we
come
to
it.
I'll
change
my
vote
to
yes
and
we'll
come
we'll
talk
about
these
issues
when
it
comes
up
on
the
agenda.
Okay,.
A
E
F
A
I
A
K
Glad
Susanne
Todd
Academy
Street
I'm
speaking
to
agenda
item
8a
mayor
Petco
is
seeking
retro
approval
of
charges
for
a
legal
form
firm
that
has
totaled
over
$31,000,
already
no
politico's
legal
form.
A
firm
is
citing
the
following
role
under
Section
five
one
point:
three
J
of
the
city
charter,
the
mayor
or
the
City
Council-
may
retain
special
legal
counsel
to
appear
off
council
to
the
corporation
council
for
the
purpose
of
assisting
the
corporation
counsel
for
a
special
matter
and
for
such
limited
time
and
purpose
as
the
mayor
or
council
shall
specify.
K
K
Counsel
tries
to
say
he
is
not
representing
the
mayor
because
of
conflict
of
interest
or
some
other
legal
mumbo-jumbo.
Then
the
above
section
of
the
Charter
is
mote.
It
specifically
says
to
assist
the
corporation
counsel,
it
does
not
say
to
replace
corporation
counsel,
this
contract,
one
to
two
lawyers
defending
the
mayor.
In
addition,
this
contract
also
states
that
the
legal
firm
can
employ
even
more
lawyers
paralegals
as
they
deem
necessary.
They
also
say
all
fees,
expenses
and
costs
will
be
the
responsibility
of
the
city
of
Dearborn
Heights.
K
As
a
resident
taxpayer
of
this
city,
I
would
have
to
hire
and
pay
for
legal
representation.
If
I
were
to
take
legal
action
against
the
city,
why
does
the
mayor
feel
he
is
above?
This
I
am
asking
the
council
to
vote
this
contract
down.
The
mayor
should
be
made
to
use
his
own
money
to
pay
for
his
legal
defenses.
Thank
you.
Any.
L
L
Well,
I'd
like
to
first
point
out
that
our
clients
are
our
DEA
in
existing
non-conforming
use
within
the
city
of
Durban
Heights.
They
have
a
business
license
in
a
a
certificate
of
occupancy.
It
should
have
been
approved.
Administrative
leader
aren't
seven
smoking
lounges
that
have
been
approved
from
the
city
of
Durban
Heights,
as
of
as
of
yet
our
client
has
applied
within
the
time
line
that
they're
allowed
to
and
they're
already
an
approved
and
prior
existing
lounge
within
within
the
city.
L
They
have
a
state
license
and
they
have
a
CFO
and
they
have
a
city
business
license
existing
already
part
of
the
renewal
process
for
the
state
tobacco
specialty
retail
store
exemption
renewal
requires
a
approval
from
this
board,
which
is
due
to
31st
of
this
month
and
and
we're
seeking
that,
and
we
haven't
heard
back
from
the
city
one
way
or
the
other
to
get
that,
so
that
we
can
get
our
renewal
for
the
for
the
next
year.
What
that
being
said,
I
would
urge
the
council
to
approve
this.
L
This
application,
there's
really
no
legal
merit
to
deny
it
it's,
as
I
have
indicated
already.
Prior
existing
use
has
met
all
the
requirements
under
the
new
ordinance
has
the
CFO
has
a
business
license,
never
been
complained
of
never
had
a
ticket,
and
its
existence
has
been
open
for
for
a
few
months
now
and
at
this
point,
there's
no
real
way
for
the
for
the
for
this
council
to
deny
them
without
denying
them
due
process
procedural
and
substantial
procedural
due
process,
and
without
really
relying
on
any
competent
material
of
substantial
information.
G
Gary
my
alkie
corporation
counsel,
briefly,
the
issue
that
was
raised
by
mr.
Macklin
as
I've
indicated
before
I
have
an
issue
conflict
with
regard
to
this
I
did
contact
or
try
to
contact
mr.
Clark
to
advise
you
if
there
is
going
to
be
any
inclination
to
deny
this
I
would
strongly
urge
this
body
to
have
mr.
Clark
be
present
with
respect
to
it.
G
The
majority
of
the
City
Council
relied
on
section,
5.1
3j,
which
I
think
was
appropriate
and
I
think
it's
appropriate
for
the
mayor
as
well
since
I'm,
not
in
a
position
where
I
can
end
up
getting
involved.
So
I
think
that
the
mayor's
contract
was
appropriate
and
I
think
if
it
was
done
appropriately.
I
was
firm,
could
end
up
being
employed
as
well
as
long
as
it
was
done
appropriately.
So
I
don't
see
that
there's
any
problem
and
I
believe
that
miss
Todd's
comments
are
incorrect
in
this
situation.
Thank.
A
M
There
are
as
a
small
amount
of
surplus
funds
that
were
in
the
building
Authority
it's
about
seven
thousand
two
hundred
and
seventy
three
dollars
and
21
cents
that
could
be
used
to
pay
for
that
help,
pay
for
that
units
replacement,
and
these
were
surplus
funds
for
when
the
construction
occurred.
So
it's
appropriate
to
kind
of
use
it
for
a
material
item
needed
on
that
building.
M
So
if
the
motion
to
approve
that
could
include
using
the
surplus
building
Authority
funds
as
partial
payment
for
that,
that
would
take
less
burden
on
the
building
and
maintenance
departments
budget
for
this
unforeseen
expense.
Do
you
say:
surplus
maintenance
fund
well
that
the
surplus
building,
Authority
funds
and
the
amount
is
seven
thousand
two
hundred
seventy
three
dollars
and
twenty
one
cents?
Okay,.
A
N
N
N
N
Which
mean
he
should
pay
it
out
of
his
pocket,
because
you
are
obligating
the
residents
of
the
city
to
pay
money
which
he
doesn't
have
the
authority
to
obligate
it
on
his
own.
He
should
come
back
to
the
City
Council
and
he
should
pay
it
out
of
his
pocket
and
till
the
time
he
comes
in
front
of
you
and
ask
for
approval.
N
I,
looked
at
the
charges,
the
two
lawyers
Knapp
Minh
and
kW,
whatever
his
name
talkin
to
each
other
one
charge
the
$2,400
for
three
hours
about
six
hours
of
talking
about
the
case
and
I.
Don't
know
how
much
the
other
one
going
to
charge
us.
So
we
get
in
charges
for
two
lawyers
for
the
same
conversation.
N
N
The
mayor
wants
to
compromise.
He
wants
you
to
audit
that
peg.
We
already
audited
the
peg.
We
already
found
misuse
of
money
and
at
this
time
I'm
going
to
say
there
is
one
hundred
and
eighty
nine
thousand
dollars
from
that
program
is
missing
by
numbers
and
I
urge
you
I
urge
you
not
to
let
go
and
to
keep
after
this
issue,
because
the
residents
need
really
to
know
what's
happening
for
the
last
15
years
in
our
city,
who's
getting
paid
illegally
who's,
getting
bonuses,
be
fine.
Behind
your
your
backs.
N
H
Good
evening
my
name
is
Steve
George
I'm,
an
attorney
and
Dearborne
practice
in
Dearborn
Heights
I,
just
like
to
correct
some
of
the
items.
Mr.
Mack
will
put
on
the
record
with
regard
to
the
application
that
comes
before
you
on
sky
lounge.
First
of
all,
Sky
Lounge
is
not
in
the
existing
smoking
lounge,
as
it's
defined
in
this
in
the
ordinance
they
may
be
operating
without
a
license,
but
they're,
not
an
existing
establishment.
H
Existing
establishments
must
be
existing
at
the
time
of
the
ordinance
when
it
was
enacted,
which
was
in
July
at
that
time
they
were
not
operating,
and
nor
should
they
have
been
because
they
didn't
have
a
license.
In
addition,
they're
not
entitled
to
one
of
the
seven
existing
licenses
that
are
available
just
because
they
came
in
and
filed
an
application.
Those
seven
are
reserved
for
the
seven
existing
businesses
that
have
that
were
in
fact
operating
at
the
time
that
the
ordinance
was
put
in
place
and
adopted
in
July.
H
It
really
even
shouldn't
be
considered
by
this
panel
by
the
vice
committee,
because
the
process
by
which
it's
before
you
is
inappropriate,
it
specifically
says
in
the
ordinance
section
eight
seven
one
any
person
wishing
to
obtain
a
smoking,
lounge
business
license
and
thereby
exceeding
the
cap.
Seven
may
petition
the
City
Council
for
permission
to
do
so.
It
goes
on
to
say
in
D
of
that
same
section.
The
city
clerk
shall
not
issue
a
smoking.
H
Lounge
license
application
unless
the
applicant
has
received
prior
approval
from
the
City
Council
to
exceed
the
cap
of
seven
active
and
or
reserved
licenses,
and
that's
what
they're
doing
here,
they're
trying
to
become
the
eighth
so
under.
Under
that
scenario,
this
should
not
be
this
motion
or
the
agenda
should
even
be
before
you.
The
applicant
has
to
come
before
the
council
itself
ask
for
an
additional
smoking,
lounge
license
to
be
added
to
the
cap
and
that
point
go
back
to
the
city
clerk
and
apply
for
that
eight
license.
H
H
Should
sky
lounge
want
to
come
before
this
council
and
ask
for
an
eighth
because
the
state
is
actually
holding
on
to
those
renewals
for
Dearborn
Heights
applicants
until
this
application
process,
which
you
extended
the
renewal
process
you
extended
to
May,
so
don't
wake
and
that's
all
yeah.
Thank
you.
A
C
E
O
E
O
So
he
conceives
in
a
couple
things
there,
so
hutch
paving
had
done
the
work
in
the
18
paving
season,
I
brought
to
Council
a
little
bid
for
hutch,
paving
in
2019,
which
the
council
declined
in
the
hire.
Cadillac
ash
fall.
So
this
is
the
closeout
of
hutches
paving
contract
in
2009,
King
collegiate.
So.
E
I
E
I
just
want
to
make
sure,
obviously,
because
some
residents
came
back
for
a
previous
work
that
was
done.
That
was
not
accepted.
There
was
cracks
in
their
work,
so
I
just
want
to
make
sure
that
somebody
actually
inspected
it.
So
we
don't
have
to
come
back
to
this
in
the
summer
they
say
hey.
This
work
is
not
acceptable
and
we
still
have.
We
have
cracks
in
this
new
work
and.
I
That's
what
I
want
to
comment
to
Dan
Brooks
on
Dan?
This
was
the
one
day.
If
you
recall,
in
the
middle
of
the
street,
the
residents
had
complained.
There
was
a
crack
all
the
way
through
the
center
and
then
on
the
curb
it
had
solve.
It
had
overlapped
the
curve,
some
of
the
asphalt
it
overlapped,
a
curve
or
in
some
places,
wasn't
low
enough
for
the
water
to
drain.
Through
they
came
up,
we
had
a
full
discussion
on
it,
so
my
question.
I
E
A
E
E
E
A
I
C
C
Is
a
comment
on
618,
which
is
the
exhaust
fan
repair
systems
temp
corporation?
They
gave
us
an
itemized
listing
of
what
they
did,
but
the
itemized
listing
doesn't
make
a
bit
of
sense
to
me
because
they
said
they
replaced
pillow
block
bearings
and
they
didn't
even
itemize
them
in
and
150
feet
of
wire
for
a
whip.
A
whip
is
usually
about
three
feet
long
in
any
anything
that
I've
ever
done
in
42
years
of
maintenance
and
I
just
need
a
better
explanation
on
next
time.
C
A
You
thank
you
any
further
discussion.
Okay,
this
is
fun
transfers
and
current
claims.
All
those
in
favor
say
aye
those
opposed
the
eyes
have
it.
Next,
we
have
consideration
of
bids.
This
is
for
the
CED
B
director
Hashim
request
for
bids
for
2019
CDBG
demolition
program
for
five,
four
five
Kingston,
two
zero,
seven,
five
one
powers
and
two
five:
six:
five,
nine
Annapolis.
I
I'm
sure
Abdullah
I'm
over
that
we
concur
with
director
of
CDBG
Joe
Hachem,
requesting
recommending
that
City
Council
authorized
Community
and
Economic
Development
Department
to
prepare
specifications
and
request
bids
for
the
properties
at
2:01
site
for
the
2019
CDBG
demolition
program
at
5:45
to
Kingston
two
zero,
seven,
five
one
powers
to
five:
six:
five,
nine
Annapolis
demolition
project
and
they're
gonna
hire
they're
gonna
take
be
seeking
bits
for
qualified
contractors
on
these
properties
as
outlined
item.
Seven.
Eight
support
support.
E
Charity,
so
my
question
I
know
we're
on
7a,
so
7b
is
that
relate
to
7a
for
the
environmental
testing,
okay,
okay,
so
my
question
on
seven
eight,
since
obviously
these
homes
I,
don't
know
if
they
have
asbestos
or
if
they
have
lead
paint,
so
who's
gonna
be
doing
it.
Is
there
going
to
be
the
same
contractor
to
go
in
there
and
do
an
assessment
or
so
there's
like
that
three
processes
whoever's
gonna
go
in
there
check
to
see.
If
there
is
contamination
in
there,
somebody
was
going
to
do
the
bateman
tour,
the
demolition.
P
Actually,
the
current
contractor
that
we
have,
which
is
e.t.c
environmental
company,
will
be
doing
a
work.
If
there's
asbestos,
it
will
give
us
a
report
on
that.
Their
contract
is
not
expired
yet,
but
I'm
going
out
for
bits,
which
is
the
next
item
down
the
next
item,
which
is
7b.
So
we
already
have
a
procure
contractor
at
this
point:
I'm
just
ahead
of
the
curve
a
little
bit
so.
E
That's
one
of
my
questions
that
I
asked
about
seven,
be
if
7b
was
the
environmental
testing
for
7a.
So
it
is
it's
not
okay,
so
what
I
would
recommend?
So
we
can
prevent
exposing
our
residents
to
asbestos
or
Lud
like
les
hommes,
that
we
demolish
in
the
area
that
we
actually
go
by
the
state
who's
authorized.
Not
just
to
do
that.
Testing
I
mean
yeah.
A
P
Have
done
for
different
demolitions
in
the
past
in
the
last
year,
or
so
all
of
them
are
by
licensed
state
companies.
The
the
state
will
be
at
the
site.
They
will.
These
companies
come
in,
they
do
the
reports,
they
do
the
abatement,
the
state
comes
in
checks
on
them.
They're
all
certified
there
are
licensed,
we
haven't
had
any
problems
that
I
can
speak
of.
In
fact,
I
was
very
pleased
and
happy
with
the
work
that
they
did
last
time.
E
P
I
I'm
not
sure
if
there's
questions
for
the
mayor
or
anybody
in
the
administration,
but
I
just
want
to
get
a
clarification,
but
also
for
the
residents.
So
I
looked
at
these
three
properties.
They
are
in
bad
shape.
That's
a
fact
and
I
know
our
director
of
building
larry
domsky
check
them
out.
He
said
they
it's
over
and
above
the
SCV
of
these.
If
somebody
were
to
fix
them,
so
it
just
doesn't
make
sense
to
fix
them.
So
the
question
I've
got
with
the
property
on
Annapolis:
we
purchased
it
for
$3,400.
I
Then
we
got
the
property
and
Kingston.
We
purchased
it
from
the
county
for
30
to
90
and
in
the
last
one
for
40
for
four
thousand
two
hundred
and
eighty
six,
so
you
got
give
or
take
around
twelve
thirteen
fourteen
thousand
dollars.
The
question
is:
why
do
we
purchase
these?
Is
it
just
to
make
sure
that
they
get
torn
down
or
was
there
a
chance
that
they
could
have
been
fixed
because
at
at
that
I'm
trying
look?
Why
don't
we
just?
I
F
I
get
that
that
is
mainly
for
the
benefit
of
those
residents
to
get
rid
of
these
houses
because
for
somebody
buys
it
in
foreclosure-
and
there
are
people
we've
run
into
this,
where
they're
in
Atlanta
Oklahoma
City.
They
think
the
price
is
good
and
then
they
buy
it,
and
then
we
can't
get
them
to
do
anything.
And
it's
all
my
fate
county
level,
okay,
yeah.
Q
If
I
can
just
add
to
the
Kingston,
for
example,
is
a
because
I
started
this
process
and
then
larry
domsky
took
it
over
when
he
became
the
building
director,
that
kingston
property
change
hands
about
five
times,
and
we
could
not
get
to
that
owner
to
make
them
responsible
to
take
care
of
that
property.
So
as
soon
as
it
became
available
through
the
first
right
of
refusal,
we
definitely
wanted
to
get
it.
It
had
had
water
in
the
basement
for
about
three
years
standing
when
we
became
aware
of
it.
Yeah.
A
A
At
this
time,
let's
move
forward
on
this
any
further
discussion
on
7a,
all
those
in
favor
say:
aye,
those
opposed
the
eyes
have
it.
Next,
we
have
CED
director
Hashim
request
for
bids,
certified
environmental
testing
and
clearance
services,
company
for
all
federal
grant
programs
plans
and
projects.
Madam
chair
Kosmic,
constant
I.
E
R
Yes,
councilman,
there's
no
real
time
limit
on
that
we
go
for
all
federal
grant
programs.
In
other
words,
if
we
receive
other
federal
grants
or
programs
like
see
another
City
Department
anywhere
in
the
city,
they
would
be
able
to
use
that
company
that
we
procure
under
the
federal
grant
program
procurement
requirements.
R
We
had
an
issue
a
number
of
years
back
where
we
didn't
procure
it
in
that
manner,
and
we
had
to
repro
cure
so
now
we're
again
being
a
little
proactive
that
if
any
of
those
programs
do
come
up
or
other
grants
will
already
have
an
environmental
company
already
procured
and
again
we're
gonna
bring
that
back
to
the
council
body
for
approval
for
awarding
of
the
bid,
so
we're
still
in
that
process.
But
that's
why
we
do
that
for
that,
for
that
stipulation
and
that
so
there
is
no
real
time
limit.
Okay,.
E
R
A
I
Sure
councilman
Abdullah
I
move
that
we
concur
with
Director
of
Public
Works
John
sell
me,
ask
him
I'm
sorry
state
of
Michigan
on
June
14
2018
requires
the
city
to
develop
a
program
to
replace
known
LED
water
service
lines
from
the
water
main
to
the
meter
inside
the
home.
The
city
records
show
that
there
are
188
known
LED
water
service
lines
and
do
the
leak
to
the
recent
exposure.
The
city
is
taking
a
proactive
approach
and
they
are
asking
for
the
funding
was
approved
in
2019,
2020,
water
and
sewer
budget.
I
In
order
to
meet
this
schedule,
the
department
is
requesting
approval
to
prepare
plans,
specifications
and
it
advertised
for
the
receipt
of
bids
for
the
replacement
of
all
the
local
Danone
LED
water
service
lines.
After
the
bids
are
received
and
evaluated,
a
recommendation
for
the
contract
award
will
be
submitted
for
our
consideration
and
requesting
approval.
In
addition
to
this
to
the
budget
I'm
set
to
budget
$7,500
for
weight,
trims
assistance
in
preparing
the
contract
documents
for
this
program
is
outlined
in
item
7c
supports
Piper.
I
So
I
had
a
question
on
this
and
I'm,
not
sure
I,
believe
John
seldom
II
feel
mine
director,
so
we're
gonna
be
hiring
weight,
trim
for
$7,500
to
do
this
and
the
question
I've
guys
since
188
properties,
it's
gonna
be
pretty
much
the
same
contract
all
the
way
across
the
board
for
188
properties,
more
than
likely
with
minor
changes.
Obviously,
why
do
we
not
have
our
own
Council
that
we
already
pay?
Carry
me
out,
keep
repair
this,
so
we
can
save
the
$7,500
well,.
O
G
A
O
Lines
so
it
could
be
homes
or
businesses
based
off
of
current
records.
It
is
my
speculation
that
there
are
many
more
than
that,
but
that's
the
hundred
eighty
eight
that
we
know
of
so
that's
why
we're
targeting
those
we
get
spoke
about
this
in
a
water
and
sewer
budget
study
sessions-
and
you
know
the
council
agreed
to
be
proactive
to
go
out
and
get
these
done.
E
E
O
So
every
every
resident,
every
service
line
in
the
city
of
Dearborn
Heights
receives
a
letter
from
the
water
and
sewer
department
explaining
that
our
exceedance
from
our
recent
testing.
Secondly,
it's
gone
out
on
the
water
bills.
We've
done
a
public
campaign
notification
campaign
that
directs
everybody
to
website
to
give
them
resources
to
do
that
when
we
did
exceed
we
partnered
with
the
health
department
of
Wayne
County
in
the
state
of
Michigan
for
low
income
families
to
give
them
filters.
So,
yes,
so
everybody
has
been
notified.
We
still
get
calls
on
a
daily
basis.
O
We
ask
people
if
they
can
locate
their
meter
to
identify
if
it's
copper
or
lei.
If
it
looks
like
a
penny,
it's
copper.
If
it's
LED,
it's
probably
more
like
a
nickel
in
that
color.
So
we've
been
feeling
those
calls
on
a
daily
basis.
If,
if
they
can
take
a
picture
and
send
it
to
us,
we
respond
back
to
them
by
email
and
say
nope.
O
This
is,
you
know,
and
the
LED
line
is
the
haps
has
been
there
since
the
30s
and
40s,
and
so
this
is
just
a
proactive
measure
by
the
by
the
regulatory
agency
to
give
advice
on
an
advisory
on
how
to
use
this
water.
So
we
haven't
exceeded
the
the
level
that
creates
a
illness,
but
this
is
more
public
education
program.
Thank
you,
I'm
cherry.
O
No,
no,
no
so
much
for
the
inspection.
This
is
for
the
specifications
for
us
to
go
put
it
out
on
on
the
if
you
will
to
put
out
a
bit
package
so
with
the
technical
details
of
how
the
work
is
the
completed
the
type
of
materials
the
time
frame.
That's
supposed
to
be
done,
we
don't
have
any
license
Pease
that
I'm
aware
of
in
the
city
of
Dearborn
Heights
on
staff.
You.
C
C
We
could
add
a
couple
hundred
thousand
dollars
per
year
and
and
use
from
from
previous
years.
We
have
money,
I,
don't
see
why
we
can't
use
it.
I
mean
I
believe
in
the
process
of
content
contacting
Keith
Hernandez
and
the
people
in
Chicago
about
this
and
I,
don't
see
why
we
can't
use
if
we
replace
water
lines,
water
mains
in
low
and
moderate
areas,
we
should
be
able
to
use
that
for
the
lead
service
lines
in
those
areas.
Also.
O
Let
me
just
have
one
count
of
two,
so
this
also
may
be
I
mean
this
is
a
regulatory
issue
through
the
state
of
Michigan
right.
This
is
not
federally
mandated
issue,
yet
the
state
of
Michigan's
regulatory
rules
are
much
more
stringent
than
the
federal
rules,
so
I
mean
we
can
we
don't
have
to
do
this?
We
can
back
off
and
just
do
seven
a
year
and
we'll
be
in
compliance.
No.
C
O
O
This
council
decides
to
go
forward
with
a
meter
program,
then
we're
gonna
be
in
every
home,
every
business
right.
So
that's
20,
roughly
23,000
services
that
we
have
to
change
meters
and
at
that
time
we
will
physically
inspect
the
type
of
service
coming
into
the
home.
So
we're
gonna
identify
that's
where
I'm.
My
confidence
is
that
we're
gonna
identify
more
services
than
are
known
on
1930
and
1940
records,
and
at
that
time
we
could
develop
a
program
to
maybe
incorporate
some
funding
from
Block
Grant
and
the
low
mod
neighborhoods.
P
Councilmen,
we
do
give
out
a
lot
of
money
to
the
DPW
for
the
water
main,
but
that's
a
project
that
works
only
in
a
low
to
mod
income
area.
So
it's
again,
if
somebody
wants
to
change
a
line
that
goes
up
to
a
house
that
will
have,
they
would
have
to
basically
approach
us
fill
out
an
application
and
it's
income
driven.
So
if
you
have
a
house
that
people
don't
qualify
from
an
income
perspective,
they
make
a
little
bit
more
than
we
had
the
presentation
earlier.
P
So
you
can
look
at
the
numbers,
so
if
they
don't
qualify,
we
cannot
touch
that.
So
what
John
did
director
salamy
did
he
sends
me
the
project
that
he's
doing
on
joy,
Road
I
have
to
vet
it
out
and
send
it
to
HOD,
and
they
would
have
to
approve
it
based
on
the
service
area
of
their
particular
water
main.
P
C
P
C
O
A
little
different
for
once
sure
so
we're
talking
about
not
a
water
main
we're
talking
about
a
water
service
right,
so
the
water
service
is
publicly
owned
from
the
water
main
to
the
property
line
from
the
property
line
into
the
home,
including
the
up
to
the
manor,
is
owned
by
the
homeowner.
Yes,
the
state
regulatory
agency
is
forcing
us
to
go
on
the
private
property,
replace
those
lines
so
for
federal
funding,
they're
going
to
say
no
we're
not
gonna.
Do
private.
P
Here
I
know
councilman.
They
can
still
apply
for
with
us
if
they,
for
example,
if
they
want
to
want
us
to
pay
for
it
CDBG,
but
they
would
have
to
approach
us
and
say
here's
my
application
and
we
would
look
at
it
with
rather
out
and
if
they
qualify
we'll
be
more
than
happy
to
change
that
line
for
them
under
our
rehab.
Thank.
O
You
and
the
intent
of
our
program
here
is
to
get
this
done.
We
have
to
now.
We
are
under
two
rounds
of
testing,
so
we
have
to
do
120
or
60
test
this
first
six
and
the
first
half
of
the
year,
another
60
in
the
second
half,
provided
you
don't
see
this
we
exceed
always
can
double.
So
our
goal
is
to
expedite
this
to
get
them
in
place.
Thank
You.
I
O
A
You,
okay,
any
further
discussion.
Can
this
is
the
DPW
director
Sameera
cost
forbids
authorization
for
residential,
led
water
services
line
replacement,
all
those
in
favor
say:
aye
hi,
those
opposed
the
eyes
have
it.
Next
we
have
library,
director
McCaffrey
request
for
beds
emergency
door
at
JFK,
Library,
a
mature.
D
A
A
C
A
A
I
Move
that
we
concur
with
Mayor
Dan
Petco,
pointing
masada
hojae's,
who
was
who
resides
at
262
43,
Wilson,
Drive
and
different
heights
to
the
Board
of
Review
term
to
expire
January,
20
2022.
This
appointment
will
replace
miss
Lynn
Killian,
who
recently
resigned
from
her
position
on
the
board,
as
outlined
in
item
8b
Fort
Worth
support.
C
Many
people
on
our
boards
do
we
have
from
the
south
end.
It
just
seems
like
everybody
is
on
the
north
end,
I
mean
we
got
to
start
looking
behind
Cherry
Hill
here
as
far
as
I'm
concerned.
Not
not
that
I
have
anything
against
this
person,
but
it
would
be
nice
if
we
had
some
people
representing
the
south
end
on
some
of
these
boards.
I.
Don't.
J
S
J
Really
shocked
because
he
had,
he
was
a
great
person
of
Vietnam
veteran
Silver
Star
recipient.
There
was
nothing
wrong
with
this
guy
at
all.
He
gave
his
heart
to
the
Planning
Commission
and
his
term
was
not
renewed,
for
he
was
not
given
a
reason
why
the
mayor
just
said
he
wanted
to
get
fresh
people
in
there.
You
get
fresh
people
you're,
eliminating
him
to
the
best
persons
on
the
Planning
Commission
and
a
long
time.
I
don't
know.
I
have
no
other
reason
to
think,
but
you
know
he's
thank.

I'm
not
going

which

ammunition.

an

9A
support,
support.
A
A
E
A
I
A
C
Council
chair,
you
know:
I,
don't
drink
alcohol,
okay,
I'm,
not
a
alcohol
drinker,
but
no
matter
what
you
do
in
life.
You
have
to
take
responsibility
for
what
you
do.
People
can
go
and
have
a
drink.
The
drinks
are
not
allowed
in
the
any
area
where
the
kids
are.
That's
always
been
sealed
off
where
the
rides
are,
and
the
people
who
are
drinking
the
beer
and
the
wine
are
usually
in
a
tense
listening
to
music
and
I
feel.
If
we
don't
do
this
we're
going
to
suffer
greatly.
T
T
C
Those
which
are
just
another
motor
here-
because
you
know
and
I
remember,
want
not
wanting
this.
For
four
years
ago,
verso
and
Annihilus
started
looking
at
the
amount
of
beer
that's
actually
sold
at
our
festival
is
nowhere
near
what
they
sell
at
st.
Linus
and
some
of
the
other
festivals
at
churches.
Yeah
I
mean
we're
we're
far
behind
what
they
sell.
So
you
know
I
think
everybody's
pretty
well
under
control.
C
E
T
That
I've
looked
around
within
the
city
with
the
size
of
our
festival.
There
Israel
really
no
big
enough
property
that
the
city
owns
even
at
swap
the
park.
It
would
have
to
be
very
condensed
in
that
aspect
and
that's
more
in
a
I
know,
can't
feel
this
right
across
street
from
a
neighborhood
and
there's
neighborhood
behind
it,
but
with
a
tropical
Park,
for
example,
that's
right
in
the
middle
of
the
neighborhood.
So
that's
just
my
concern
as
well.
Thank.
I
A
E
Consummate
one
so
brought
up
a
good
issue
and
also
a
concern.
You
know
for
transparency.
I
know,
I've
heard
the
same
thing
about
certain
people.
They
want
to
apply
for
a
commission
and
they
were
not
allowed
to
go
on
a
commission.
I,
don't
know
for
what
reasons
again
you
know
I
didn't
look
too
much
into
it,
but
they
should
be
a
transparency.
Maybe
I
don't
know
should
be
a
process,
maybe
like
a
committee.
E
If,
if
anybody's
interested
on
being
on
a
commission,
I
mean
I,
don't
know
if
there's
a
suggestion,
but
I
would
actually
suggest
that
that
person
sends
all
the
council,
members
and
the
mayor,
an
email,
say:
hey
I'm,
interested
in
Commission
on
such-and-such
committee,
so
I
think
if
anybody
wants
to
be
under
Commission
should
address
that
too.
After
the
mayor
and
CC
all
the
council
members,
so
there's
a
transparency
with
that
one.
Nobody
should
be
excluded.
The
second
item,
I,
have
I
know.
E
I
asked
that
question
at
the
last
council
meeting
that
FEMA
grant
that
that
email
was
kind
of
confusing
mayor
actually
I'd
like
to
on
record.
You
know
I'd
like
to
find
out
so
the
second
FEMA
grant
that
we
had
so
this
the
city
according
to
the
email.
Are
we
opting
out
of
the
FEMA
grant
or
the
money
or
as.
F
I
was
very
clear:
I'll
read
it
to
all
the
members
of
the
audience
question
I
had
was
on
a
particular
council
motion
dealing
with
the
second
FEMA
grant
and
I
responded
at
the
last
city
council
meeting
I
was
asked
about
any
and
all
activity
related
to
council
motion
18.
All
five
for
this
motion
was
authorized.
The
city
entering
into
a
pre-disaster
mitigation
grant
program
for
the
purchase
and
demolition
of
houses
on
courier
and
Hanover
Street
west
of
us
24,
Telegraph
Road.
F
After
reviewing
the
program
and
all
the
restrictions
and
requirements,
the
city
will
not
be
moving
forward
on
this.
With
this
grant
the
added
restrictions
on
the
home
value
and
putting
all
of
the
closing
cost
on
as
a
burden
onto
the
homeowner
would
not
have
been
beneficial
for
the
homeowner
to
sell
to
the
city
in
comparison
to
selling
it
to
another
buyer.
We
are
always
looking
at
other
grants
and
in
fact
it
came
up
at
a
meeting.
E
Okay,
so
with
that,
we
so
we're
saying
that
1.3
million
dollars
the
city
is
not
going
to
take
or
follow
through
with
the
1.3
million
dollar
grant
that
I've
actually
talked
to
a
few
residents
and
they
are
up
for
especially
the
ones
that
were
affected
by
the
floods.
The
last
two
times
that
there
are
they're
actually
excited
about
just
selling
their
home.
So
is
that
a
decision
I
mean
who
made
that
decision
that
nope
we're
not
going
to
take
part
of
that
grant.
E
That
was
offered
to
the
city
and
there's
residents
that
actually
want
to
sell
their
homes
because
of
the
issue
with
flooding
and
as
you
I
mean
most
of
us
seen
a
lot
of
residents
that
came
into
this
meeting,
not
today,
but
other
meetings
that
there
are
just
sick
and
tired
of
flooding
in
their
basement,
and
they
just
want
to
get
out
of
their
homes,
and
some
of
them
were
willing
to
just
move
out
of
their
home.
And
now
we're
saying
because
of
cost
I
mean
it
doesn't
make
sense.
I
think
this.
B
A
E
I
I
had
emailed
it
when
we
first
got
this
email,
and
I
had
some
serious
concerns
about
this
when
we're
talking
about
1.3
mil
one
of
the
reasons
you
it
was
said
that
was
turned
down
because
of
the
closing
cost.
That
would
be
a
burden
on
the
sellers
closing
costs.
This
is
based
on.
My
industry
are
paid
by
the
sellers,
while
not
closing
cost,
but
there
are
costs
paid
by
the
sellers,
such
as
title
policy,
revenue,
stamps
transfer,
tax,
etc,
etc,
etc.
Now
I'm
not
about
grant
cost,
sometimes
just
your
generic
costs.
I
If
those
are
paid
by
seller.
Let's
just
use
a
hypothetical
$100,000
home,
you
got
close.
The
costs
are
to
be
paid
by
the
seller,
traditional
cause,
the
excluding
Commission's.
Obviously,
there's
no
Commission's
in
this
case,
so
you're,
probably
talking
about
thirty
five
hundred,
maybe
five
thousand
dollars
even
six
thousand
dollars
pushing
it.
If
you
got
a
resident,
that's
having
water
issues
and
you're
gonna
say
to
them.
Oh
well,
you
got
to
pay
your
own
six
thousand
dollars
and
they
got
a
home.
I
If
you
said
to
me,
Dave
you
got
to
pay
that
five,
four
three
or
six
thousand
dollars
and
for
your
one
hundred
thousand
my
home,
we're
only
gonna
be
able
to
give
you
expert.
This
grant
I
would
take
it
in
a
heartbeat,
knowing
that
on
the
open
market,
I
cannot
get
a
hundred
thousand
for
it.
It
nevertheless
probably
have
a
difficult
time
selling
it
all
together,
because
with
all
the
publicity
that
we
have
received
in
the
city
and
I
know,
it's
not
one
person's
fault,
I
realized
that
these
things
were
built
60
years
ago.
I
S
First
and
foremost,
that's
what
we
were
thinking
of
when
we
applied
on
just
a
misunderstanding
by
Councilman
van
Zee,
we
weren't,
given
the
money
we
applied
for
the
grant
and
we
were
awarded
it.
We
did
all
our
research
going
in
the
on
requirements
change.
This
is
not
an
GP.
This
is
a
different
grant.
The
first
grant
we
had
was
2014.
This
horrible
flood
came
on.
There
was
so
much
money
that
was
awarded
to
the
state
of
Michigan
of
the
damages
that
happened
in
the
state
of
Michigan.
S
There
was
so
much
money
that
was
available
for
grants
for
various
things
we
applied
for
that
GP
grant.
We
got
the
grant,
we
got
the
homeowners
more
than
they
would
get
on
the
open
market
and
in
most
cases
on
if
they
weren't
happy
with
the
price.
Well,
in
all
cases,
if
they
weren't
happy
with
the
price,
they
had
the
opportunity
to
get
their
own
appraisal,
they
did
get
their
own
appraisal
and
on
the
state,
eventually
appraised
or
approved
so
appraisal,
even
though
it
was
higher
they
had
that
opportunity.
This
is
different.
S
This
is
a
different
grant.
This
is
something
they
give
out
annually
you
apply
for
it,
you
can
be
awarded
at
annually.
It's
got
new
restrictions.
The
FEMA
grant
that
we
applied
for
in
2014
was
under
the
2013
restrictions.
These
are
different
restrictions.
Any
money
they
got
from
theme
in
the
last
five
years
has
to
go
to
structures.
So
when
these
residents
had
their
2014
flood,
they
went
to
their
insurance
companies
and
they
get
a
$40,000
on
which
seems
like
a
lot,
but
they
did
have
many
repairs.
They
get
a
$40,000
check
to
repair
their
home.
S
They
have
to
give
us
every
single
detail
of
that
$40,000
every
single
detail.
If
they
don't
it
comes
off
and
it
will
come
off
because
the
restrict
are
the
D
on
the
details
have
changed.
The
on
criteria
has
changed
from
now
to
back,
then.
The
good
thing
they
have
to
do
is
there's
extra
money.
That's
taken
off
for
the
flooding
right
now
there
are
investors
that
are
buying
those
homes.
These
people,
it
might
not
be
what
they
would
get
if
they
weren't
in
a
flood
zone,
but
there
are
investors
buying
those
homes.
S
F
A
C
S
A
T
J
Well,
one
thing:
I
want
to
make
the
residents
aware
a
night
of
meth
a
day
about
the
legal
fees
from
the
mayor.
The
mayor's
take
was
taking
the
court
as
a
mayor
different
heights
and
has
the
right
to
seek
legal
counsel,
but
as
an
example
when
the
mayor,
which
he
had
the
right
to
appoint
different
department
heads
like
the
DPW
director
John,
saw
me.
He
had
the
right
to
to
hire
him,
but
he
didn't
have
the
right
to
pay
him
a
fee
why
he
had
to
go
to
Council
for
that
pay.
J
What
makes
a
difference
between
a
man
and
hire
an
attorney
and
not
getting
council
approval
for
legal
folks
that
I
so
I
make
that
clear.
We're
not
we're
not
denying
him
the
right
legal
counsel.
It's
about
it
and
I
also
want
to
say
on
the
Planning
Commission
I
don't
want
to
beat
a
dead
horse,
but
another
South,
then
Commissioner
great
guy,
great
heart
heart
was
in
the
Planning
Commission
Rick
Dees
a
Kowski
great
guy.
He
was
not
reappointed,
and
the
mayor
stated
that
he's
not
going
to
comment
on
anything.
That's
not
on
the
agenda.
J
One
things
was
the
the
Warren
Valley
Golf
Course
and
eCourse
Creek
to
flood
issue.
I'm
gonna,
take
it
upon
myself
to
every
meeting,
go
and
talk
to
the
people
at
the
golf
course
and
bring
the
residents
up
to
date
on
everything
that's
going
on,
because
they
deserve
to
know
what
the
biggest
investment
this
city
has
ever
made
and
what's
happening
and
not
being
everything
done
behind
closed
doors,
and
anybody
has
any
issues
with
the
flood
or
the
meeting
coming
up.
J
J
Thank
you.
Thank
you
guys.
Coming
up
soon,
there
will
be
a
veteran's
work,
fair
job,
fair
coming
up,
and
we
want
to
put
the
flier
and
all
the
information
on
the
appropriate
websites
and
any
other
informational
systems
that
we
have
and
I
don't
know
who
approve
all
I
need
or
where
do
I
get
approval
from.
But
how
would
I
talk
to
you
about
that?
Getting
approval
to
put
this
on
the
web
official
City
website.
F
F
Items
that
let
me
just
address,
if
you
might,
if
I
might,
is
that
we
are
trying
to
incorporate
into
the
golf
course
into
our
five-year
recreational
plan,
and
we
thought
that
we
could
provide
get
some
professional
suggestions
in
service,
so
that
will
be
coming
the
other
item,
a
lot
of
things
on
the
eCourse
Creek
and
you
will
find
at
the
meeting
is
that
we've
already
through
the
benefit
of
Senator
Carl
Levin,
who
no
longer
there.
He
got
us
all
the
money
related
to
the
study
for
the
eCourse
Creek.
F
It
really
is
up
to
our
congressional
people
to
get
it
funded
and
approved,
and
that's
where
it
lies.
Yeah,
if
we
get
into
the
issue
of
there
is
the
lawsuit
it's
still
alive.
The
City
filed
a
lawsuit
against
Wayne
County
and
we're
holding
that
in
abeyance,
but
there's
not
ex
constantly
taking
place
on
the
matter
that
I
can
give
you
an
update.
I
could
not
talk
about
some
aspects
of
the
lawsuit
and
that's
why
Council
will
have
a
closed
session
but
other
than
that
I'm,
not
I'm,
always
welcome,
always
available.
F
J
Thank
you.
You
gave
two
points
right
there
that
would
that
renew
the
fight
being
on
the
five-year
plan
and
then
the
information
on
the
flood
issue
now
I
do
have
one
other
thing.
Thanks
thanks
mr.
Merritt
dad
net,
we
turned
down
the
smoking
lounge
lice,
renew
wonders
it
wasn't
official
or
whatever
it
was.
What
and
I've
had
reports
that
there's
actually
smoking
going
on
in
there
what's
gonna
happen
now
the
please
the
chief
chief.
What
are
we
gonna
do
about
this?
We're
gonna,
close
them
down
we're
gonna.
V
I
I
just
want
to
have
a
lot
of
directors
are
doing
a
great
job,
but
I
wanted
to
point
out
three
specific
people
I've
had
very
good
experiences
with
specifically
with
residents.
So
I
want
to
point
out
the
building
director,
larry
domsky,
we're
doing
a
great
job
in
the
building
department,
and
a
lot
of
people
are
giving
compliments
to
the
changes
that
we're
having
in
a
building
department.
So
it's
not
to
commend
you
for
doing
a
great
job.
John
sell
me
another
director,
but
doing
a
great
job.
I
When
I
first
started
on
a
council
five
six
years
ago,
I
was
getting
continuous
complaints
but
they're
getting
less
and
less
and
less,
where
you're,
starting
to
be
more,
like
community
people
being
a
good
neighbor
with
the
residents
only
when
needed,
she
hasn't
taken
it
up
a
notch,
but
you're
working,
very,
very,
very
well
with
the
residents
and
most
of
lot
of
residents
have
commented
to
me
that
they're
appreciating
that.
So
thank
you.
Thank.
C
A
couple
of
things
number
one:
the
left-hand
turn
at
the
new
start.
Note,
the
no
left-hand
turn
at
the
new
Starbucks
on
Ford
and
John
Daly
left-hand
turns
are
being
made
there
all
day
long.
In
fact,
one
car
was
blowing
a
horn
at
the
guy
sitting
in
the
left-hand
turn
lane
to
move
up,
so
he
can
get
out
from
Starbucks
and
the
cards
are
turning
right
on
to
John.
C
Daly
can't
turn
because
the
cars
are
blocking
the
road
and
from
what
I
understood
in
a
Planning
Commission
meeting
when
they
approve
this,
they
were
supposed
to
use
the
southernmost
driveway
to
get
out.
Now,
it's
the
northernmost
and
it's
a
it's
an
accident
waiting
to
happen.
Thank
God.
Nothing's
happened
yet,
and
that's
one
thing
and
the
other
thing
is
the
lights
at
Parkland,
Park
I,
don't
understand
why
we
can't
get
the
power
company
to
fix
those
lights.
I
mean
this.
Is
these
are
lights
they're?
C
This
is
not
saying
a
spaceship
to
Mars
here,
we're
talking
about
street
lights.
This
the
easiest
thing
in
the
world
that
could
be
fixed
and
I
just
don't
understand
what
the
problem
is.
With
those
lights
I
mean
any
electrician
should
be
able
to
go
there
and
fix
these
lights.
I
mean
they've
got
power
coming
into
the
coming.
In
there.
The
lights
should
work
I.
S
I,
don't
want
to
speak
on
the
Parkland
Park
issue,
but
Council
on
council
must
get
you
on
emailed
an
issue
about
streetlights
in
another
area
on
it
was
forwarded
on
the
DT
put
in
the
system
by
some
of
our
clerical
staff
and
when
it's
done
it's
not
there's
nothing
written
in
there,
which
it
can't
be.
You
know
it's
quite.
S
C
You
know
and
the
ones
on
warrant
everybody
was
talking
about
whose
problem
it
was
after
construction
or
not,
and
and
it
was
a
debate
on
who
messed
up
the
wires
on
the
ground
wires,
but
parkland
Park,
you
know
those
lights
have
been
there
forever.
They've
got
power
there,
they
I
just
don't
understand
it.
You
know,
I
mean
I,
don't
know
what
I
am
a
nice
guy
and
it
just
seems
it's
hard
for
me
to
fathom
that
we
can't
fix
something
as
simple
as
lights,
but.

D
Commission
speaking
of
membership
on
Commission's,
our
water
should
stewards
Commission.
We
had,
of
course,
our
co-chair
Steve
Roberts,
passed
away
at
szpakowski,
also
passed
away.
Our
chair,
barb
Gorka,
whose
does
just
a
great
job
she
her
husband
is
got
some
bad
illnesses
that
she'll
have
to
tend
to
so
we'll
really
need
some
members
for
our
water
should
stewards
both
myself
and
Councilman
Wetzel
on
the
water
should
Stewart's
Commission,
and
we
get
a
lot
of
participation
from
the
Honor
Society
students
from
our
high
schools.
But
if
anybody's
interested
we
could
certainly
use
your
help.
D
Alcohol
at
the
spirit,
festival,
I
know.
One
of
the
council
members
made
a
comment
that
the
festival
takes
place
right
in
the
midst
of
our
neighborhoods,
and
it
does
I
know
the
one
year
we
did
not
approve
the
liquor
license.
There
was
a
lot
of
discussion
that
it
was
going
to
be
a
big
problem.
I
don't
drink
at
all,
but
I
would
hope
that
the
servers,
of
course,
are
trained,
who
served
the
alcohol
and
that
close
eyes
kept
on
any
drinking
there
in
the
parking
lot
there
at
Canfield.
D
B
B
Since
that
time
we
have
had
many
developments,
none
of
them
good
for
the
City
Clerk's
office
and
probably
most
of
our
operators.
There's
no
clarification,
as
you
saw,
we
had
two
attorneys
slugging
it
out
here.
Our
city
attorney
has
told
me
that
he
cannot
help
me.
We
obtained
the
services
of
another
city
attorney
and,
to
put
it
bluntly,
the
council.
We
brought
him
here
and
he
wrote
a
moratorium
and
the
council
chose
not
to
use
him.
I
authorized
the
payment
for
him.
B
Ladies
and
gentlemen,
we
have
seven
operators
now.
What
do
we
do
with
the
Sky
Lounge
I,
don't
know,
I
put
that
on
there.
Okay,
we
have
another
situation
coming
up.
Somebody
came
in
today
and
wants
to
buy
an
existing
one.
What
do
we
do?
We've
got
seven
existing
the
ordinance
says:
it's
not
transferable.
If
he
sells
it,
the
guy
wants
to
say,
am
I
entitled
to
that
license.
B
B
I
found
out
today,
my
council
secretary
Tia,
can
tell
you
how
many
times
I've
tried
to
contact
the
state
of
Michigan
ever
since
December
emails
phone
calls
trying
to
clarify
if
our
operators
are
free
from
this
January
31st
deadline,
they're
coming
in
and
saying
where's
my
certificate
I
said:
I,
don't
know
if
you
need
one
or
not
my
understanding
of
the
moratorium.
Is
you
don't
need
one,
but
the
state
of
Michigan
won't
return.
B
If
you
respect
my
office
and
a
job
I
have
to
do
to
somehow
do
something
to
straighten
this
out.
All
we're
going
to
do
I
don't
want
to
end
up
being
at
depositions
and
something
is
not
going
to
happen.
That
is
good
if
we
continue
on
this
road,
so
I
urge
you
to
find
some
attorney
that
you
like,
and
to
establish
and
write
an
ordinance
that
makes
sense
what
am
I
supposed
to
do
with
this
new
operator
wants
to
come
aboard,
I,
don't
know
and
I,
don't
think
any
of
you
could
answer
that
question
either.
B
A
D
Briefly,
number
one
I
think
the
clerk
should
have
the
advice
of
our
city
attorney
and
the
attorney
who
was
drafted
in
the
audience
was
Jeff,
Clark
and
I
think
we
should
get
back
with
him
and
enact
the
ordinance.
This
was
similar
to
like
with
the
food
trucks
with
the
marijuana
licenses,
and
it
all
falls
on
the
clerk's
office
and
I
think
he
he
does
need
some
direction.
So
it's
a
point
well
taken.
Okay,.
U
W
Good
evening,
mayor
and
council
I'm
coming
from
the
office
of
Senator
Betty
Jeanne
Alexander
I-
am
her
district
liaison
just
want
to
provide
you
guys
with
a
couple
of
updates.
Our
office
is
extended
our
availability
and
stress
the
importance
of
a
constituent
services
for
residents
in
the
fifth
District.
We
are
having
pop-up
service
centers,
we'll
be
at
your
local
libraries
stores
and
restaurants
anywhere
near
you.
These
service
centers
will
provide
you
with
resources
and
opportunities
to
seek
support
services.
W
W
V-A-L-E
x8
and
de
r,
which
is
sin
ba
I,
mean
sorry
sin
B
Alexander
at
Senate,
Michigan
govt
for
senator
senator
Alexander
news.
Also,
since
its
2020
is
very
important
to
the
communities
of
the
Michigan
Senate
fifth
District.
We
need
everyone
to
be
counted,
communities
benefit
the
most
when
the
census
counts.
Everyone.
When
you
respond
to
the
sisters
you
help,
your
community
gets
its
fair
share
of
more
than
six
hundred
and
seventy
five
billion
dollars
per
year.
In
federal
funds
spent
on
schools,
hospitals
rolls
Public,
Works
and
other
vital
census
impacts
our
future
representation.
W
Each
community
receives
eighteen
hundred
dollars
per
resident.
In
addition,
a
census
impacts
your
I'm,
sorry,
it
impacts
your
congressional
redistricting.
Postcards
would
be
mailed
out,
be
sure
to
watch
out
for
your
postcard.
Do
not
throw
it
away.
There
is
there's
a
personal
code
on
it
that
you'll
used
to
access
it
online,
where
you
can
complete
the
ten
questions
total
it
takes
about
10
minutes.
So
take
your
time
and
be
counted
council.
C
A
K
Suzanne
Todd
Academy
Street,
first
of
all,
that
grandpa
ones
only
two
million
dollars
I
think
the
people
that
are
affected
by
this
flooding
should
have
the
right
to
hear
what
the
complications
are
selling
it
you're
not
going
to
be
able
to
sell
a
house
that
maybe
once
every
two
years
fills
up
to
eight
six
eight
feet
with
poop
water
and
they
have
to
keep
cleaning
it
out
and
an
investor
buying
it.
What
is
he
going
to
do
with
itself
to
some
poor
or
her
sell
it
and
rent
it?
K
So
some
poor
renter
can
have
the
same
thing
happened
to
them.
I
think
the
people
that
are
involved
in
this
that
are
having
their
houses
flood
need
to
make
the
decision
not
the
mayor
or
his
assistant,
also
I
want
to
publicly
state
that
I
support
Kim
constant
in
her
whistleblower
lawsuit,
I'm,
tired
of
people
who
have
a
lot
of
years
here
who
have
a
lot
of
experience,
and
we
have
a
lot
of
education
getting
picked
over
just
because
they
don't
meet
the
some
certain
requirements
that
the
mayor
was
for.
K
Q
F
K
Can
post
it
on
my
page
too,
we
need
to
have
a
mail
out
to
every
home
in
four
eight
one,
two
five
and
at
this
we're
gonna
post
it
here
we're
gonna
put
flyers
out
here.
This
is
a
very
important
meeting.
Fifty
four
years
I've
been
fighting
this,
and
this
is
the
closest
we
have
ever
gotten
to
get
in
some
kind
of
resolvement.
For
this.
For
this
problem.
D
K
So
I
am
asking
that
someone
take
the
bull
by
the
horns
and
send
out
a
flyer
to
the
front
through
the
people
of
four
eight
one,
two
five,
it's
snail
mail
it
but
make
sure
that
they
get
it
I'm
done.
One
more
thing.
I
also
want
to
know
why
what
an
ordinance
can't
be
written
to
protect
Warren,
Valley,
Golf
Course
from
being
developed.
K
Why
can't
we
have
that?
We
have
ordinances
for
everything
else.
This
is
very
important.
We
need
to
protect
that
golf
course,
not
only
because
it's
a
floodplain,
but
because,
if
anything
is
built
on
it,
it's
gonna
put
more
impact
on
the
sewage
system
and
then
you'll
have
people
living
on
it
or
even
near
will
have
big
problems
like
we're
having
down
in
the
south
end.
Thank.
N
Good
evening
again,
so
Arab
I
feel
with
you,
mr.
clerk
and
Tom
I.
Thank
you
for
changing
your
vote,
but
I
don't
appreciate
what
the
mayor
did
to
you.
You
are
a
gentleman
I
wanna
share
with
the
resident
is
with
you.
Some
incident
happened
few
years
ago,
I
was
under
Zoning
Board
of
appeal
for
a
few
years
and
chairman
of
the
Housing
Commission
for
couple
years,
I
resigned
three
years
later,
the
chairman
of
the
board
called
me
my
store,
and
he
asked
him
strapped.
N
Are
you
coming
tonight
to
our
meeting
I
said
for
what
he
said?
Aren't
you
still
our
secretary
three
years
later,
people
who
should
be
on
Commission's?
They
should
be
really
people
who
have
no
interest
in
the
city,
but
the
city
and
its
residents,
not
the
one
who
are
real
estate
agents
who
are
put
on
commissions
where
they
can
change
the
assessment
of
property
they
sold
for
their
office
salt
or
some
relative.
You
don't
salt
or
pot,
and
people
who
are
not
in
construction,
and
they
are
on
Planning
Commission.
N
N
Q
Don't
want
people
to
walk
away.
I
had
I
had
the
absolute
pleasure
and
get
compensated
for
it,
but
personally
I
felt
good
about
it.
I
had
the
absolute
pleasure
of
working
with
both
the
Planning
and
Zoning
Commission
during
the
last
year
before
Larry
was
brought
in
I
learned
a
great
deal.
I
met
some
really
very
talented
folks
who
take
their
jobs
very
very
seriously.
There's
there's
none
of
that.
That
happens
where
people
have
the
opportunity
to
sway
people's
votes.
Q
There
have
been
people
that
have
abstained
because
they
feel
uncomfortable
that
maybe
it's
too
close
to
homes.
That
came
up
a
lot,
especially
when,
with
the
expansion
of
the
mosque
on
Ford
Road
that
came
in
front
of
the
Planning
Commission.
So
I
don't
want
anybody.
D
I
would
like
personally
for
me,
this
is
my
humble
statement.
I
worked
really
hard
through
the
direction
of
the
mayor
to
make
sure
that
everything
is
inclusive
both
the
way
we
do
enforcement's
in
the
north
and
the
south
end.
Most
of
my
manpower
is
directed
towards
the
South.
Q
The
South,
End
and
I
threw
the
mayor
and
threw
his
suggestion
right
from
the
beginning.
When
I
came
here,
I
feel,
like
I've,
developed
a
really
close
relationship
with
a
lot
of
people
in
the
south
and
especially
when
it
comes
to
the
neighborhood
group,
so
that
so
I
don't
want
people
to
walk
away
with
the
wrong
impression
that
we've
done
the
north
and
south
and
things
since
I
was
a
kid
right.
My
dad
was
a
police
officer,
and
you
know
we've
done
this.
Q
I
was
lived
in
this
out
there
and
I've
lived
in
the
north
end.
I
think
we're
way
beyond
that
and
I
think
in
2020.
We
should
I
heard
an
interesting
comment
today
now
I
know
we
can't
get
political,
but
somebody
made
a
statement
about
how,
since
his
last
president
has
been
elected
that
everybody
that's
on
the
other
side
has
put
all
of
their
energy
into
trying
to
make
his
presidency
unsuccessful.
I
don't
have
a
political
opinion
about
that,
but
I
feel
like
in
2020.
Q
We
got
a
couple
more
years
under
this
administration
and
we'll
see
where
it
goes
after
that,
but
let's
let's,
let's
move
in
a
different
direction,
really
seriously.
Let's
reach
across
the
table,
I
saw
some
I
wasn't
gonna,
I
was
gonna,
get
up
initially
and
then
I
saw
how
you
guys
kind
of
came
together
and
I
know.
You
have
a
strong
history
with
each
other
and
it
would
be
nice
if
we
could
kind
of
bring
that
back
together.
