we
had
at
one
point
a
reduction
of
the
water
rates,

now
we
have
an
increase
of

water
rate.

she
came
back
to
us
and
said
what
do
we
really
mean
and

it's

to
be
clarified
in
this

the
water
and
sewer
fund
right
now,
you
do
have
operating
cash
and
then
there's
the
four
million
dollars,

is,

CSO
levy
for
debt
payments,

is
being
used
in
the
model
for
debt
payments
and

future
years
and
actually
in
the
height
of
your
model,
and
then
the
other
cash
is
just
used
for
the
water
and
sewer
expenses
overall.

budget
does
call
for

usage

six
million
dollars
all
in
the
2019

2020
year,
because
of
the
capital,
outlay
expenditures,

up

million

gonna
use
up
an
extra
three
million
dollars.
So
you're
gonna
actually
fall
below
that
seven
million
dollars
and
over
the
five
year
period,
you're
gonna
try

get
back

that
seven
million
dollars

there
will
be
another
proposal
for
new
budget

next
year

one

the
things

city

administration
will
have
to
have
a
plan
or
something
to
shave
off
three
million
dollars
right.

a
few
months
in
advance

this
request

the
next
budget
that
the
administration
have

plan.

if
we
have
to
go
and
vote
on
another
budget
for
the
water
or
any
budget,
the
administration
needs

go

show
the
council.
You
know
that
whether
shaving
money
off
or
to
see
what
their,
what
is,
what
the
administration
is
actually
doing
as
well.
So,
instead
of
keep
taking
money
from
taxpayers,
that
ministration
is
to
show
us
as
well
what
they're
doing
to
shave
off
costs,
additional
costs
or
excessive
costs.

us
to
do
ten
years
ago
and
we
fought
them
on
that
and
we
have
continued,
but
we
have
run
out
of
room
and
those
are
it's
the
debt
projects
but

don't
know
how
I
control
rate
increases
or

Great
Lakes
water
authority
to
in
fact,
do
oh,
we
kind
of
controlled
by
taking
over
the
system
and
then
also
with
the
Rouge
Valley
expenses
and
those
are
the
big
ones.

if
you
took
all
the
administrative
costs,

don't
even
think
it
amounts
more
than
about
five
million.

usage
of

example
that
pops
in

head

excessive
amount
of
vehicles,

city
owns

taxpayers

being
used
by
part-time
workers
or
a
city
that
is
four
days,
and
you

I
mean
today
was
a
good
example.

got
called
from
somebody
that
one
of
your
directors
was
not
even
mid
day
somewhere
in
Dearborn
with
the
city
car
in
somebody's
driveway.

that's

kind
of
stuff

talking
about
I'm,
not
talking
about
laying
off
people
I'm
talking
using
vehicles
wisely
and
using
if
you're,
if
you're
on
a
business
trip.

can
understand
that.
So
this
is
the
kind
of
stuff
that
we
keep
asking
over
and
over
the
use
or
misuse
of
the
city
vehicles.
And
you
know
the
taxpayers
are
paying
for
that's
the
kind
of
stuff

about

discussion

have

budget
