a

points

that

believe
that
a
an
appointment
at
this
time
is
premature
simply
because
commissioner
crandall
has
filed
a
an
appeal
on
his
removal
from
the
commission
and
until
there's
a
determination
and
mr
mayor
or
corporate
council,
if
you
have
something
to
shed
on
that
some
light
to
shed
on
the
outcome
of
that
appeal.

Secondly,
it's
apparent
that
it
is
the
intention
to
appoint
a
president
to
the
commission,
and
I
would
like
to
just
bring
a
point
of
interest
on
that
that
this
body
or
the
mayor's
office
does
not
appoint
presidents
to

commission.
Only
the
com
active
commissioners
elect
the
president,
so
you
can
appoint
a
commissioner
and
it's
due
that
is
proper
to
do
that
once
we
know.
There's
a
vacancy
there,
but
we
choose
our
own
president.
So
that's
all
I
have
thank

meeting

however,
I
would
have
to
think
this
is
a
special
circumstance
where,
if
we
need
to
appoint
a
new
president
and

again
without
knowing
the
outcome
of
mr
crandall's
appeal

aware
of
is
that
the
that
commissioner
crandall
appealed
his
removal
from
the
commission
which
per
the
act.
He
has
every
right
to
do,
and
then
it
goes
to
circuit
court
and
until
that's
heard-
and
it

happens-

mr
crandall
is
not
in
the
area
at
this
time-
he's
away
on
vacation
he's
expected
back
shortly
after
easter
so
next
week,
and
at
that
time
I
think
you
know
resolution
to
in
whichever
way
a
judge
determines.

mean
that's
up
to
a
judge.

these
issues
have
been
handled

labor
council.
There

some
issues
where
I
don't
feel
comfortable
being
involved
in
them
because
of
a
potential
for
a
conflict
of
interest,
because
some
of
them
have
to
do
with
acts.

thomas
and
commissioner
thomas
had
been
employed
by
the
city
of
e-course.

had
been
involved
in
claims
against
the
city
of
e-course
pertaining
to
his
employment.

was
not
an
adverse
party
to
me,
but
it
looked
like
there
could
be
some
issues
with
respect
to
me,
potentially
giving
advice
to
the
city
with
respect
to
these
issues
in
a
way
that
might
be
considered
to
be
unfavorable
to
commissioner
thomas,
because
commissioner
thomas
was
in
a
position
that
two
of
my
clients
were
supposed
to
be
in.
So
I
want
to
put
that
out
there
first,
so
chris
makula
labor
council
for
the
city
has
been
advising
the
city
with
respect
to
this
now.

understanding
and
I
advise
the
act

commission
for
a
number
of
years-
is
that
indeed,
yes,
the
commission
membership
is
chosen
by
the
mayor
with
a
commissioner
that
he
appoints
subject
to
your
approval.
Then
there
are
the
active
employees
who
end
up
appointing
a
commissioner,
which
I
believe
would
be
mr
lopkovic.

if
that's
the
case
gary,
couldn't
we
have
this
approval
subject
to
the
court
order
being
upheld
or
the
court
case
being
upheld.

could
possibly
do
that
you
could
possibly
delay

makula
would
meet
with
you,
it's
my
understanding
that
there
actually
is
one
case
I
haven't
looked
it
up,
I'm
not
familiar

the
pleadings.
I've
tried
to,
as
I've
stated
defer
to
him
with
regards
to
this,
so
that
I
don't
get
myself
into
some
sort
of
an
issue,
but
that
might
be
something
which
you
would
have
addressed
in
a
closed
session
with
mr
makula.

potentially
go
forward
with

could
potentially
end
up
adjourning
it
to
end
up
getting
the
status
or
or
tabling
until
you
get
a
status
with
respect
to
that
issue,
and
potentially
his
advice
and
my
recollection
of
the
statute

that,

what
ends
up
happening
is
if
there
is
a
removal
and
then
the
person
who
is
removed
basically
appeals
that,
whether
it's
to
the
mayor
or
otherwise,
then
the
mayor
has
to
end
up
going
to
the
circuit
court
and
in
this
instance,
and
asking
for
a
confirmation
of
his
decision.

We
on
the
commission
at
this
time
have
a
quorum
so
appointment,

expeditious
with
this
once
there's
a
determination
of
mr
crandall's
outcome
would

definitely
beneficial,
but
at
this
time
we
also
have
a
quorum
so
that
our
business
can
continue
according
to
the
rules
and
regulations
of
acts,

need
two
commissioners
to
have
a
core
and
to
handle
our
business.

it

be
rushed

outcome

commissioners

or

appoint

look
after
the
interests
of
the
city

somebody
that
actually
knows

charter
and
to
make
sure
that
charter

followed.

concerns

would
have

is:
if
you
have
two
people,

have
a
lot
more.

votes,
you're
gonna
have
tie
a
lot
of
ties.
Obviously
that's
why
they
have

always

them

odd

The
city
council
is
seven
in
this
case
with
three
and
then,
when
you
have
two,
you
have
a
higher
likelihood
of
a
potential
tie,
especially
when
you
have
two
people

definitely
would
rather
have
three
eyes
on
something
than
two
persons.

attention
to

you're
going
to

what
you
want
to

thought
it

pertinent

researching

case

mayor

cadillac,

blackburn.

court
ruled
that
it
was

same
sort
of
removal
of
a
commissioner
sort
of
thing.
The
mayor's
decision
removal
becomes
final
only
after
either
the
commissioner
fails
to
respond
or
the
circuit
court
confirms
the
removal.

failed

just
saying

have

nice
day,

but
until
the
circuit
court
finalizes
it.
It
is
not
final.

I
were
sitting

that
table

until
the
next
city
council

incur
circuit
court

push

canfield

ramadan
night
event
and
officers
run
public
safety
in
jeopardy
by
blocking
off
the
exit
of
canfield,
causing

vehicle.

people

attempting
to
leave
the
event
and
many
people
were
trapped
and
delayed
from
reaching
their
home
destination
for
an
extended
period
of
time.

piece

is

hired

architect

talks
with
the
planning
commission

building
department

sure
that
building
will
fit
appropriately

space
and
as
far
as
we
know

this

work

building
that
we're
talking
about
putting
up
and
we're
actually
talking
about,
putting
that
building
up
on
the
existing
piece
of
property
that
we
have.
But
when
we
put
up
that
building
on
our
property,
we
we
lose
that
footprint
of
the

the
total
lot.

that
building
and

the
jobs

decision

damage

do

cities

inkster

garden
city
have
had

assess

residents
for
the
city
garden

judgment

to
the

supreme
court
and

who
was
beaten

in
the

and

important
for
the

system
to
work

happening

fact

everybody
was
happy
when
I
moved
the
league
over
here
when

city
took
over

golf
course

warren
valley
and
they're
concerned,

negotiations
are
going
on.

state

affairs
with
the
physical
plant

the
way
it
was

whether
wondering
when

open

think
it
can
take

the

concession

accelerated

make

the

to

heights
operate
at

performances

ever
seen
in
my
life
as
a
resident,
the
marshmallow
drop,

phenomenal
event.
The
firefighters
event
was
amazing.

for
those
of
you
that
didn't
know
the
dearborn
heights.

Firefighters
have
been
working
on
better
connecting
with
the
residents
of
this
city
and
in
a
way
to

this,
they
hosted

event
at
the
mosque
and
they

able
to
give
out

every
single
one
that
they
printed
of

translated
file

life,
forms
that
they've
been
giving
out
to
residents.
If
we're
talking
about
accessibility
and
better
connecting
with
residents,
it's
amazing,
the
mayor,
was
there

lot
of
the
council
members.

like

mayor
can
set
the

amount
provided.
It's
within
budgeted
amounts
for
employees
who
basically
are
under
his
jurisdiction.
So
it's

actually
a
vague
question
and
the
vagary
makes
a
difference
in
this
particular
situation.
So,
for
example,
you
have
various
thresholds
and
then
you
have
various
areas
of
authority
that
sometimes
are
vested
in
the
executive
branch
and
sometimes
are
vested
in
the
legislative
branch.

for
example,
your
department
would
regularly,

assume,
end
up
getting
fuel
or
potentially
getting
fuel
if
we
get
fuel.

these
things
are
pre-authorized
