Second,
by
Councilman,
Councilwoman,
Hicks
Clayton.
Is
there
any
discussion,
all
those
in
favor
say:
aye
aye,
those
opposed
the
eyes
have
it.
Next
we
have
public
hearing
and
comment
on
agenda
items.
We
ask
that
you
come
to
the
podium.
You
state,
your
name
address,
limit
it
to
two
minutes
and
please
do
not
repeat
what
anyone
before
you
has
said.
You
need
to
bring
something
new
every
time,
so
anyone.
G
Hello,
my
name
is
Dana
Werner
I
live
on
Gertrude
Street
I'm,
commenting
on
the
new
business
license
for
the
audio
mania,
LLC
business.
We
do
not
need
another
auto
business
on
Van
born,
let
alone
one
that
will
most
likely
sell
used
cars.
There
are
so
many
whether
it
is
their
primary
business
or
a
secondary
business.
G
Nearly
every
single
auto
business
is
selling
used
cars
and
when
they
don't
have
enough
room
from
their
parking
lot,
they
put
them
on
the
per
book
right
away
and
many
it
is
limited
in
the
entryway
to
the
neighborhood
I
can't
imagine
how
difficult
it
is
to
put
an
emergency
vehicle
into
that
in
some
of
these
streets
with
the
vehicles
that
are
parked
there,
and
there
are
many
times
because
of
the
businesses
there,
whether
this
business
is
their
intent
or
not.
We
do
not
need
another
business,
they
have
been
traditionally
bad
neighbors.
G
A
H
Good
evening
my
name
is
Hasan
buzzy
Ali,
one,
two,
six,
four,
five,
three
Sheehan
dear
City,
Council
members.
My
comments
tonight
pertain
to
the
item
11
beyond
tonight's
agenda,
which
is
the
marijuana
proposal
we're
here
to
raise
our
concern
about
the
marijuana
approval
and
turns
to
bring
in
or
bringing
it
to
our
city.
With
the
recent
legalization
of
marijuana
by
the
state
of
Michigan,
we
will
soon
attempt
to
bring
this
product
into
our
city
and
our
community.
We
must
keep
in
mind
the
challenges
that
will
present
themselves
with
the
ease
to
access
to
the
substance.
H
We
were
discussing
last
night
at
the
school
meeting
regarding
drugs,
the
negative
impact
that
these
types
of
substances
have
on
our
children.
As
many
of
us
are
aware,
our
schools
are
facing
a
dangerous
and
increased
the
common
drugs.
Our
youth
are
beginning
to
experiment
with
drugs
at
a
very
young
age.
Tolling
allow
the
sale
of
marijuana
in
our
communities
would
be
a
dangerous
gamble
and
they
step
into
the
wrong
direction,
especially
when
considering
the
future
of
our
youth.
H
I
D
J
My
name
is
alia:
muna
I
live
on
nightingale,
it's
very
important
for
us
to
understand
that
as
a
resident
of
Dearborn
Heights,
a
father
of
three
boys
they
go
to
cross
with
high
school.
In
my
opinion,
we
don't
need
marijuana
in
our
city.
We
need
to
bring
safety
to
City,
not
marijuana
to
the
city.
We
need
more
hospitals,
we
need
better
roads.
We
already
have
a
lot
of
issues
in
the
city.
We
need
to
take
care
of
now
I'm,
bringing
in
more
trouble
to
the
city.
J
I
look
forward
for
you
guys
to
to
deeply
think
about
what's
gonna
happen
and
the
city
of
Dearborn
Heights,
when
we
bring
in
all
these
green
places
around
the
city,
how
it's
gonna
have
how
much
impact
is
going
to
have
on
the
citizen
of
one
Heights
I
know
for
fact,
residents
some
resident
of
Dearborn
Heights.
There
are
growing
marijuana
in
their
houses.
That's
that's
for
a
fact.
We
know
that,
but
we
don't
need
it
to
be
publicly
available
to
everybody.
J
J
A
D
F
Good
husband
in
Bella
I
had
a
question
for
Jack:
mink
McIntyre,
the
Ordnance
Department
director
is
the
end
by
chance.
Okay,
great
question:
this
is
in
regards
to
the
general
fund
item
artistic
long
service.
I'm.
Sorry,
it
was
mom's
high.
It
was
not
how
to
post
Nagel
and
they
move
these
around.
Well,
it
was
one
word:
we
had
multiple
bills,
you
don't
suppose
any
fine,
okay.
D
Again,
have
my
concern
with
some
of
these
invoices
and
justify
why
I
wanna
vote
no
for
these.
The
first
one
is
item
6-3,
it's
talking
about
sidewalk
and
weed,
but
then,
if
you
look
at
the
invoice,
it
has
nothing
to
do
it.
There's
no
addresses
on
here.
It's
talking
about
removing
debris
and
I
thought.
This
is
something
that
DPW
has
to
do.
Okay,
I'll
just
keep
going
because
I
think
we
got
to
get
the
same
answers
on.
D
K
K
L
K
Year
we
last
year,
I
came
before
you
and
we
did
improve
an
increase
for
the
contractor
on
just
the
debris,
but
the
other
items
are
what
they've
been
charging
and
what
we
agreed
on
over
two
years
ago:
commercial
properties
there's
a
different
cost
for
the
private
commercial
properties
than
there
are
for
private
residential
properties.
Yeah.
K
K
The
last
there
might
be
a
couple
straggling
invoices,
maybe
on
the
next
agenda,
but
as
far
as
the
sidewalk
goes
and
as
far
as
the
general
grass
season
goes,
that's
been
wrapped
up.
We're
not
writing
up
grass
violations,
obviously
because
it's
winter
time,
but
there
are
a
couple
straggling
invoices
that
are
probably
going
to
show
up.
D
Okay,
the
second
night
less
I,
am,
is
622.
I
still
have
an
issue
with
this
company
that
is
housed
at
DPW
and
I
noticed
that
we're
going
to
be
discussing
this
company
today.
As
a
couple
I
had
a
few
items,
it's
one
of
the
items
that
they
want,
an
extension
on
this
company
and
again
for
the
last
at
least
15
years,
that
we've
been
using
the
same
company
which
is
extending
their
work,
and,
as
you
mentioned
there,
that's
an
international
company.
D
L
And
we
went
out
for
bids,
the
bids
are
being
reviewed.
The
request
is
for
a
couple
months,
extension
because
kids
are
very
complicated
and
we're
also
utilizing
mr.
Brooks
from
weighing
trim
to
get
to
understand
and
synthesize
through
the
bids
that
were
received,
and
that's
why
the
request?
It's
just
a
brief
extension,
because
we
are
required
by
DEQ
to
keep
our
commitment
to
the
swoopy
going
I.
Think.
F
Consequently,
it's
pretty
much
been
answered
jack,
but
I
just
want
to
make
sure
just
to
clarify
my
biggest
concern
was
it
was
the
same
one
that
I'd
pulled
out
earlier.
My
biggest
concern
is
why
we
had
such
late,
though,
because
these
are
from
August
and
September
and
I
know
we
had
been
paying
artistic
lawn
on
a
regular
basis
on
a
monthly
basis.
Every
single
month,
yeah.
K
F
C
Motor
fuel-
it's
all
coming
from
paid
for
by
the
water
department,
I
can't
assume
or
I'm,
not
going
to
assume
that
these
vehicles
use
The
Awl
from
water
set.
All
these
trucks
do
is
just
water
problems
there.
Nobody
else
is
driving
anything.
It
goes
up
to
pick
up
trash
or
they
put
gas
or
fuel
into
the
street.
Sweepers
got
nothing
to
do
with
water
and
we're
and
the
amount
of
26,000
124
from
water
again
plant
Moran
had
signified
that
water
was
not
getting
paid
back.
I,
don't
like
these.
We've
got
to
change.
C
This
I've
said
this
many
many
times
the
water
funds
being
used
for
things
that
I
don't
ever
see
going
back.
So
it's
to
me
it
goes
on
notice
as
far
as
I'm
concerned.
That's
my
statement
for
that
one
and
then
I
have
629
I,
don't
know
what
the
revised
LLC
is.
Public
service
request,
auto
setup
annual
fee,
maybe
I
missed
something,
and
it's
just
not
coming
to
my
mind
of
what
revised.
M
N
C
Again,
when
we
get
paperwork
like
this
and
to
me,
it
tells
me
requested
by
water
department.
It
should
get
broken
down
already
of
what
everybody
pays.
I
shouldn't
have
to
be
thinking
about
who's,
paying
for
what
and
these
are
sue
the
residents.
When
you
see
these
things
on
line,
this
is
foot
right
on
here
on
the
back
of
who
pays
for
what,
because
I
sure,
don't
know
and
I,
don't
think
anybody
else
knows.
Okay,
if
somebody
fills
up
an
f-150
with
gas
and
if
they're
going
to
have
the
job,
that's
not
even
water
related.
C
M
C
A
L
L
You'd
be
covered,
but
we'll
talk.
We
can
talk
efforts,
but
on
this
item
in
all
I
seek
out
someone
difficulty
is:
this:
is
the
payment
to
RK
a
petroleum
for
the
gas,
so
this
hasn't
been
used
yet
so
I
keep.
We
can't
give
you
an
allocation
of
how
this
gas
is
going
to
be
used
before
it's
been
used.
What
what
we
would
be
more
than
happy
to
sit
down
with
you?
We've
talked
with
the
auditors
and
on
the
allocations
and
we're
working
on
that
right
now
and
Linda
as
a
controller
and
I.
C
That
does
ring
a
bell.
A
thank
you
very
kindly.
The
last
one
is
on
635.
We
get
a
bill
from
one
of
the
attorneys,
but
key
versus
West
Bloomfield
Township.
Now
why
are
we
get
paying
the
key
versus
West
Bloomfield
council
at
patreon,
page
six
date
10:15
down
at
the
lowers
the
first
first
one
in
the
lower
section.
C
P
I
C
C
C
L
C
A
F
Move
that
we
concur
with
DPW
director
Bill
Zimmer,
asking
the
Department
of
Public
Works,
requesting
authorization
for
the
city's
comptroller
office
to
advertise
and
receive
bids
for
the
Old
Orchard
Pond
restoration
project,
wait.
Trimmin
associates
has
completed
the
plants
and
and
specifications
for
this
project,
and
this
project
scope
is
to
improve
the
water
quality
of
the
pond
by
dredging
out
the
existing
sediment
from
the
pond
and
the
construction
of
sediment
I'm.
F
C
L
And
mr.
parks
and
our
attorney
Gary
Miyake,
and
we
have
two
representatives
from
the
Civic
Association
Rick
Merritt,
the
president.
We've
worked
real
hard,
we
come
to
an
agreement
and
they
understand
it
and
so
you'll
be.
This
council
will
be
receiving
a
lot
of
documents
once
we
get
good
packages
back
to
finalize
the
additional
from
anything
that's
over
250
there.
C
F
F
Mr.
mayor
I
just
want
to
get
a
little
bit
more
of
a
timeline
on
this,
because
obviously
a
lot
of
the
residents
have
been
very
concerned
about
this
and
I've
had
some
calls
and
emails
regarding
this
timeline-wise.
When
do
you
expect
this
thing
to
be
completed
and
up
and
running,
and
obviously
we're
not
gonna
hold
you
to
that
exact
date,
but
I'll
give
us
an
idea.
L
Q
Lot
of
the
schedule
depends
on
the
special
assessment
process.
Once
we
receive
bids
and
in
19
or
2019
I
have
to
go
through
the
special
assessment
process
and
once
that's
been
approved,
then
we
can
officially
award
the
bid.
I,
don't
see
construction
starting
too
late
spring
early
summer,
so
it'll
be
completed
next
year.
It.
I
Assessment
process
should
take
three
to
five
months.
It
depends
on
how
this
body
meets,
and
normally
after
you
end
up
having
the
meeting
of
the
the
necessity
just
determination,
as
well
as
the
roll
approval
you
give
about
30
days
for
people
to
take
Appeals
and
then,
if
that
all
goes
smoothly,
then
we
can
start
doing
everything
at
that
point:
okay,
beautiful!
Thank
you
any.
E
A
Thank
you
any
other
comments,
discussion.
All
those
in
favor
say
aye,
those
opposed
the
eyes
have
it.
Next
we
have
reports
from
mayor
our
annual
permits
and
performance
resolution
for
special
events
and
work
to
be
performed
on
Wayne
County,
Road,
White's,
Road
rights-of-way
and
Dearborn
Heights
during
2019
Council
Chair
calls
Mary,
Muskett
I.
C
A
F
Move
that
we
concur
with
Mayor
Dan
Polanco
and
approving
the
attached
PA
202
corrective
action
plan
and
the
supporting
data
that
was
discussed
with
our
council
on
December
1st
2018.
This
document
will
need
to
be
approved
by
us
at
this
meeting,
obviously
then
signed
by
the
mayor
in
order
to
file
the
information
timely
with
the
state
in
December,
and
this
is
as
outlined
in
item
8b,
and
we
had
a
study
session.
Obviously
on
this.
So
right.
F
A
C
My
Muscat
before
I
make
a
motion.
I
do
believe.
I
mean
I
I
made
my
preference
that
I
thought
the
gentleman
that
came
here
had
a
good
reputation,
but
I
do
believe
that
other
council
people
requested
to
have
other
people
here.
So
so
yeah
I'm
gonna
strongly
asked
we.
We
go
back
and
visit
this
at
a
study
session,
because
we
did.
We
don't
get
anybody
else
here.
We
can
try
to
get
more
people.
We
ask
at.
A
L
M
R
A
By
Councilman
Abdullah
any
other
discussion,
I'm.
F
You
know
I
know
we
met
mr.
Jim
dueling
and
it
seemed
like
a
nice
guy
and
everything
and
he
had
a
pretty
good
historical
resume.
But,
from
my
perspective,
I
definitely
wanted
to
see
two
three,
maybe
even
four
other
options.
Now,
where
you
find
these,
you
know
honestly,
I,
don't
know
like
I
mentioned
I'm,
not
a
golfer
I,
don't
know
how
we're
gonna
find
it,
but
we
gotta
have
other
options
just
to
get
something
new,
something
you
know
much
more
powerful
to
get
this
place
up
and
running
and
profitable.
F
For
us
as
a
city,
I
mean
I
love
the
by
for
us
as
a
city,
but
I
want
it
to
be
a
successful
golf
course.
Just
look,
of
course
you
do
and
the
whole
council
does,
and
they
have
just
one
choice
for
me
personally,
it
was
just
it
was
almost
impossible
to
make
a
decision
based
on
just
one
choice
and
so
I'd
love
for
the
administration
to
find
us
two
or
three
other
choices,
have
it
at
a
study
session
and
then
give
us
better
choices
to
be
able
to
make
a
better
determination.
Thank
you.
Thank.
A
F
F
In
addition,
you'll
find
two
memorandums
of
understanding,
MO
use.
The
two
pages
are
changed
from
the
other
versions.
They
are
body
read,
are
pages
34
and
35.
There
was
changes
in
the
language
which
we'll
get
into
that
in
a
second,
and
this
was
in
regards
to
the
five
day
work
week,
which
was
struck
out,
and
it
is
recommended
that
the
council
approved
the
contract
and
the
to
mo
use,
as
outlined
in
item
8d
circular
now,.

a

that

An
actuarial
report
is
required,
as
well
as
an
ordinance
change,
and
it
is
asked
here
the
the
body
extended
pension

to
the
non-union
employees
of
the
city
of
Durban
Heights
and
further
asked
by
Mayor
Dan
Petco.
There.
We
read
the
first
draft
of
the
ordinance
that
reflects
these
changes
from
corporation
council
Miyake,
as
outlined
in
item
8
e
or.
I
I
raised
the
issue.
The
issue
is:
is
that
your
ad
basically
refers
to
both
the
Bema
ran
with
understanding
and
the
contract.
Ag
is
just
the
entirely
different
item.
You
would
that
I
had
to
have
an
8
d,
8,
E
and
8
F,
to
have
done
things
the
way
that
you
are
envisioning
and
that's
why
I
tried
to
raise
the
issue,
but
right.
I
I
I
Now,
while
80
right
now
is
this
item
and
8f
doesn't
have
anything
else
with
it
and
ad
makes
reference
to
the
memorandum,
as
does
the
letter
from
the
tpoem
and
the
reason
I
raised.
It
is
because
it
says
this
agreement
and
attached
memorandums
of
understanding
represent
our
final
three
position.
Just.
F
O
F
Secret
or
no
no
I,
understand
this
clarifying
as
to
why
there's
possibly
is
confusion
because
in
the
email
that
was
sent
from
the
administration
from
your
office,
it
had
changes
in
the
contract
and
it
had
the
number
1880,
but
there
was
no
mo
use
attached
on
what
I'm
suggesting
is
that
follow?
Why
there's
the
confusion.
I
The
the
the
the
mo
use
and
the
contract
were
previously
provided
to
you
and
what
you've
been
provided
with
appears
to
only
be
the
latest
communication
from
the
Union,
as
well
as
the
changes
that
the
union
of
had
agreed
to
on
those
two
pages
with
cross-outs,
which
is
I
believe
from
the
same
document.
That
was
on
your
agenda
last.

extension
of
benefits,
with
the
exception
of
pension

to
the
nine

of
the
city
of
Durban

The
new
agreement
is
again
on
a
city

as
I
mentioned,
and
in
order
for
the
non-union
employees
to
receive
the
pension

that
were
extended
to
the

An
actuarial

required,
as
well
as
an
ordinance

The
report
was
sent
out
via

on
November

and
Mayor

asking
our

to
extend
the

to
the

and
further.

asked

we

Chief
I
have
a
question:
okay
back
I
think
was
it
September
we
had
agreed
to
purchase
60
ar-15
sigh
I
mean
I
noticed
these
here
are
addressed
so
I'm,
assuming
that
therefore,
the
SWAT
team,
so
I'm,
sorry
so
I
mean
by
looking
at
them.
Yeah
I
can
tell
their
SWAT
team
AR
AR
s,
I.
Guess
new
question
is
why
wasn't
this
on
a
previous
back
in
September
when
we
approved
the
60,
it's.

approve
the

for

in
the
amount
of
nineteen
thousand
three
hundred
sixty
nine
dollars
and
forty
nine
cents
for
the
annual
lease
payment
for
the
portable

This
amount
is
an
annual
fee
and
is
taken
out
of
police
departments.
Contractual
services
account,
as
outlined
in
nine,
ask
for.
F
D
F
Of
Public
Works
recently
received
bids
for
the
city's
sanitary
sewer,
cleaning
and
television
inspection
services
for
2019
through
2022.
A
total
of
ten
companies
submitted
bids
for
these
services
in
a
correct
contract
with
Nagel
construction
expires
on
December
31st
2018.
A
review
of
these
would
not
be
able
to
be
completed
by
the
contract
deadline.
A
C
You
know
for
for
the
time
that
I've
served
here
and
City
Council
I've
noticed
the
billing
that
was
done
on
on
sewer
line
after
sewer
line
after
suing
like
the
same
ones
over
and
over
and
over
again,
and
and
what
we
get
is
they
push
it
downstream
push
it
down
stream
instead
of
pulling
it
up
and
sucking
it
out
and
getting
rid
of
it.
Okay,
as
far
as
I'm
concerned
the
less
work
we
have
done
by
the
service
by
the
company,
we
have
now
we're
gonna
be
better
off.
That's
my
personal
opinion.
Thank
you.
D
D
The
same
sewers
over
and
over
I
mean
I've
seen
him
for
the
last
probably
a
year
or
so,
and
the
way
it
was
explained
to
me
is
they
go
for
a
rotation
for
a
whole
year,
two
years
the
same
sewers,
then
they
move
on
somewhere
else
in
another
part
of
the
city,
but
it
doesn't
make
sense
of
what
happens
to
the
previous
sewers
that
they
clean
I
mean
that's.
That
was
one
of
my
the
reasons
that
I'm
gonna
vote.
No,
for
this
extension,
we
have
as
Cosmo
mascot
mentioned.
D
F
C
F
But
what
I'm
seeing
right
now,
they're
going
out
for
a
bit?
Okay,
we've
already
been
dealing
with
nako
construction,
we're
no
longer!
Well,
we
don't
know,
but
I
mean
we're
looking
at
possible
other
possible
options
and
then
now,
with
the
new
RFPs
that
we're
putting
out
we're
asking
for
television
inspections,
I
mean
it's
just
a
small.
No,
it's
not
a
big
thing,
but
I
just
want
to
propose
maybe
to
our
council
members.
I
agree
personally
in
other
60
days
after
what
we've
they've
already
had
to
get
out
bids
I
think
it's
too
long.
F
So
personally,
I'd
be
okay.
If
you
guys
are
what
maybe
given
them
an
additional
30
days,
because
with
10
companies
that
have
already
been
you
gotta
give
them
enough
time
to
be
able
to
make
sure
that
they
find
the
right
company
so
that
we
don't
make,
god
forbid
a
bad
choice
and-
and
you
know
have
to
start
this
all
over
again.
So
we
have
to
trust
our
director
Bill
Zimmer.
F
There
was
one
that
was
the
lowest
bit
and
I
spoke
with
him.
I
think
was
the
same
company
I'm
blanking
on
name
but
I
believe
the
same
yeah.
So
there
was
one
that
it
was
the
lowest
bid.
But
again
we
don't
know
what
process
specifically
they
go
through.
No,
it's
not
just
based
on
the
lowest
bidder.
There's,
obviously
issues
concerns
conditions
what-have-you,
so
we
gotta
give
him
the
benefit
of
the
doubt
and.
C
F
I'm
saying
this
to
councilman
is
the
DPW
director
has
been
doing
this
for
20
25
30
years
or
whatever
it
may
be
even
longer.
You
know
he
wants
to
do
his
due
diligence.
I
mean,
let's
give
him
the
benefit
of
the
doubt,
to
check
this
out
for
national
time.
I'm
not
give
him
30
days.
I,
don't
think,
would
hurt.
L
And
I
think
you're.
You
ever
really
touched
on
the
point.
When
the
contract
comes
out,
December
31st,
you
don't
have
another
meeting
till
mid
January.
We
would
like
to
get
those
on
as
soon
as
possible.
So
let's
say
that
all
the
timing
is
right
in
your
first
meeting
in
January,
which
would
be
wrong.
I,
don't
know
12th
I,
don't
have
a
calendar
I
believe
so
that
would
be
when
you
approve.
Let's
say
that
between
December
31st
in
January
12
we
end
up
with
an
emergency
and
need
to
do
some
media.
That's
why
this
is
here.
L
D
I
I
don't
have
a
problem
till
the
first
meeting
we
have
in
January,
but
they
need
to
vacate
our
city
from
DPW
and
we
need
to
have
a
new
company.
The
second
week
me
the
first
week
that
we
have
I
mean
I,
don't
have
a
problem
extending
it
till
that
day.
So
the
first
meeting
that
we
have
30
days-
that's
the
most
but
the
most,
but
they
do
need
to
move
on,
and
you
know
that
company
nobody's
heard
of
it
and
they've
been
parked
at
DPW
for
I.
Don't
know
how
many
years
and
it's
ridiculous.
D
A
I
A
I
A
contract
put
together,
I,
don't
know,
what's
ended
up
actually
even
being
put
together,
and
if
you
have
a
news
provider,
you
don't
necessarily
know
if
they
are
going
to
look
at
things.
The
same
way
you
could
say
this
is
the
contract,
they
could
say.
No.
This
is
not
acceptable
to
us
and
then
we
could
be
back
in
the
same
Bank.
No
one
who's
going
to
end
up
doing
the
work
for
well.
I
I
A
C
If
we
had
a
backup
somewhere-
and
we
didn't
have
anybody
to
go
and
clean
it
so
that
that's
really
I
never
stopped
to
think
about
that,
and
that's
why
it's
always
wise
to
have
communication
with
everybody.
So
we
know
everything
that's
going
on
and
I
and
I'm
gonna
thank
the
mayor
for
bringing
that
up,
because
it's
a
good
point
to
make.
So
so.
C
I,
don't
think
that
would
be
a
wise
idea
either,
but
if
we
would
keep
it
keep
it
on
until
ja
to
through
the
month
of
January
only
I
mean
that
we're
taking
almost
ten
days
off
of
this
instead
of
sixty
days.
It's
like
fifty
days,
I
think
I'm,
not
too
sure,
but
I
never
really
thought
about
that
in
my
thinking
process
today.
Okay,
so
I
would
I
would
support
councilman
Abdullah
if
he
changed
it
to
the
end
of
January,
constant.
E
Constant
cheer
and
I
agree
because
this
is
a
big-ticket
item,
so
the
the
details
of
the
new
contract,
if
there's
going
to
be
one,
are
going
to
be
very
important.
If
there's
a
rush,
it's
it's
got
to
be
an
arm's
length
transaction,
so
we
don't
get
brush
into
something.
That
is
not
in
good
terms
for
the
city.
A
Because
I,
you
know
in
the
previous
contract
with
the
other
company,
basically
all
it
stated
is
how
much
they
would
be
able
to
charge
for
what
job
they
did.
There
wasn't
a
whole
lot
to
the
content.
What
I
read
because
I
went
back
four
years
and
every
years
they
just
kept
extending
it,
and
there
was
really
no
contract
with
the
previous
company
pipeline.
I
couldn't
find
anything
more
than
one
page
long.
So
I
can't
take
that
long.
D
A
A
V
Sure
this
extensions
is
for
up
up
to
60
days
to
give
to
give
us
a
chance
to
still
clean
the
sewers
they
had
to
prepare
end
of
the
year
DEQ
reports,
because
this
is
the
last
meal
of
the
year.
It's
why
we
can't
bring
nothing
forward
because
it
was
too
late
to
get
on
the
agenda
to
review
it
so
quickly
again,
the
agenda
was
not
going
going
going
to
happen,
so
this
is
an
extension
for
up
to
60
days,
so
we
can
still.
V
We
cannot
go
without
sewer
cleaning
and
depending
on
the
contract,
you
may
ask
for
a
study
session
to
review
it
before
you
vote
on
it.
It
may
be
the
first
meeting.
It
may
be
the
second
January,
depending
on
how
this
body
go
goes
about
it.
So
that's
why
it's
up
to
660
days
and
then
after
you
prove
it,
they
just
can't
start
right.
The
next
day
they
just
can't
start
the
next
day,
then
they're
gonna.
You
need
some
time.
They
don't
know
where
anything
is
in
this
city.
R
S
L
What
will
bring
back
nothing's
gonna
change
until
we
make
a
recommendation
of
this
body
and
you
select
one
of
the
individuals
and
you
do
not
have
to
select
a
little
better,
but
once
that
is
done,
then
we
contractually
either
through
a
purchase
order
or
through
a
contract
which
you
guys
would
approve.
And
then
you
know
we
call
the
other
company.
I
can't
say
that
they're
gonna
be
able
to
start
the
next
state,
but
I
would
think
very
shortly.
Thereafter.
S
L
F
L
Did
bid
I
think
they
came
in
third,
but
this
is
one
of
the
issues
is
that
both
the
director
and
mr.
Brooks
told
me
that
there
were
things
defined,
and
so
it's
like
it's
not
strictly
just
the
price,
it's
the
availability,
what
you're
going
to
do
the
service,
and
so
they
had
to
go
through
to
make
sure
that
they
were
comparable
and
that
somebody
wasn't
saying.
Well,
here's
a
cheaper
price,
but
you
don't
get
item
a
and
B,
so
they
had
to
go
through
all
that
and
that's
what
they're
doing
apples
yeah.
A
F
Sure
I
can't
summon
my
emotion
and
so
I'd
like
to
amend
my
motion
to
extend
the
current
contract
with
Nagle
construction
for
a
maximum
of
the
end
of
January
2019.
To
provide
sufficient
time
to
interview
the
low
bidders
and
make
recommendation
of
contract
award
to
the
council
body
is
outlined
in
item
9g
support
the.
A
A
A
C
F
C
C
Know
we
have
plant
Moran
here,
but
we
usually
have
a
public
hearing
on
the
water
budget
and
we
didn't
have
a
public
hearing
on
a
water
budget
and
we
didn't
give
ample
time
for
people
to
hear
about
the
water
budget.
So
I
don't
understand
why
this
even
came
on
without
having
that,
since
there
wasn't
a
public
hearing
on
the
water
budget,
so
I
don't
understand
why
this
was
put
on.
Without
that
that's
my
contention,
I
mean
we
can
hear
from
plant
Moran
she's.
Obviously
here
but
okay.
M
L
F
A
Okay,
come
on
of
Dulles
can
sit
any
further
discussion.
R
And
you
know
the
public
has
a
right
to
be
able
to
review
these
I
know
it's
posted
on
the
website.
Let
me
from
whatever
date
may
I,
just
I
wasn't
finished.
I'm
sorry
go
ahead.
Go
ahead!
Madam
chair
I,
just
I'm
hearing
a
lot
of
grumbling
I.
Don't
think
it's
right!
It's
a
disservice
to
the
public.
You
know
just.
R
You
interrupt
sorry
I
said
my
piece.
Cuz
I
hear
the
grumbling
and
I
can
tell
you
we're
elected
to
do
what's
best
for
our
residents,
we're
stewards
of
taxpayer
dollars
and
water
rates
included,
and
we
have
always
always
always
had
a
study
session
that
I
recall
I'm
not
going
to
bake.
This
I
have
the
floor
and
I
and
I
think
the
residents
have
the
right
to
have
it
notified
posted
and
come
in
to
study
session.
If
they
choose,
that's
it.
That's
all
I'm
gonna
say:
okay.
Thank.
A
C
I
move
that
ordinance
number
H,
18-0
7
be
read
for
the
second
time
with
the
change
in
section
2
1,
subsection,
C
1
vehicles
used
by
City
Police
Department
all
vehicles
not
to
be
included
under
this
exemption.
If,
if
ever
used
by
city,
employees
elected
official
or
department
head
for
a
purpose
other
than
City
Police
Department
operations,
as
outlined
in
11,
a
second
seconded.
A
By
councilmember
Z,
is
there
any
discussion,
all
those
in
favor
say
aye
those
opposed
the
eyes
habit.
It's
carried
next
under
petitions
from
I'm
sorry
under
ordinances
and
resolutions.
We
have
corporation
council
Miyake,
proposed
ordinance,
H
1809,
adding
city
code,
section
8,
6,
o
prohibiting
marijuana
establishments.
F
There
we
agree
with
counsel
jeremy
aapki
moved
the
ordinance
number
H,
18
0
9
be
considered,
read
for
both
the
first
and
second
time
and
be
adopted
on
an
emergency
basis.
It
being
declared
that
this
is
an
emergency
action
which
is
necessary
for
the
reasons
stated
in
the
ordinance,
as
outlined
in
item
11
B.
Second,
more
support.
K
E
I
think,
with
the
new
valid
initiative
that
passed,
if
nothing
else,
I
think
it's
prudent
to
wait
and
see
whether
or
not
marijuana
is
someone
can
use
that
that's
decided
at
the
state
level,
but
the
impact
that
this
type
of
business
would
have
on
our
city.
And
you
know
it
remains
to
be
seen,
and
so
I
know
that
city
Detroit
they
had
a
real
problem
on
Warren
Avenue
in
their
business
area,
where
there
was
every
two
blocks
of
medical
marijuana
facilities.
So
I
encourage
everybody
to.
E
C
C
That's
pretty
well
divided
down
the
the
middle
in
the
city
of
Dearborn
Heights,
but
after
looking
at
everything,
the
tabulation
came
out
that
people
don't
want
it
in
their
neighborhoods
as
far
as
a
business
type
thing
knowing
fully
well
that
people
are
growing
it
in
their
homes
and
they
can
go
like
I,
believe
I,
don't
know
if
Garden
City
okayed
it
we
go
to
Garden
City,
but
it
was
a
very
difficult
decision
for
me
to
come
up
with
whatever
I'm
gonna
vote
on.
Madam
chair
Cosmo.
F
Callan
just
want
to
say,
I've
put
on
a
lot
of
hours
and
in
this
talk
to
a
lot
of
people,
looked
up
stuff
online,
read
newspapers
within
multiple
seminars
and
in
quite
frankly,
when
this
thing
started,
I
was
a
hundred
million
percent
against
anything.
To
do
with
marijuana.
I
became
a
lot
more
open-minded
about
this,
as
I
and
I'm
sure
other
council
members
read
more
and
more
and
more,
but
it's
consistent
that
I've
had
from
a
lot
of
residents.
They
have
contacted.
F
Will
emails,
like
you
mentioned
councilman
Muscat
were
a
lot
of
residents,
at
least
at
this
particular
point.
Do
not
want
to
learn
our
community.
Now,
there's
been
some
neighboring
cities
there.
It
looks
like
they're
gone
in
that
same
direction.
Also,
and
very
little
cities
have
opted
in
as
of
now
as
that
I
am
aware
of
so
for
me
in
our
city,
until
the
state
at
the
state
level
put
together
all
their
ordinances,
all
their
conditions,
all
the
rules,
all
their
laws.
F
I
just
think
it's
too
early
for
us
to
jump
into
this
and
and
then
I
have
to
fly
by
the
seat
of
our
pants,
trying
to
make
corrective
action.
In
addition
that
I
I
know
you
know
with
our
Police
Department,
you
know
I'm
not
sure
at
this
particular
point.
I
would
love
to
hear
from
our
chief
if
they
are
prepared
to
be
able
to
deal
with
something
like
this
and
I
know.
We
spoke
with
the
chief
before
when
we
had
study
sessions
on
this
and
I
know
they
were
not
in
favor
of
something
like
this.
T
T
Too,
have
received
many
calls
from
people
that
do
not
want
marijuana
in
our
city.
I
agree,
it's
it's
a
change
for
all
of
us,
we're
still
working
out
procedures
in
our
department,
how
we're
going
to
deal
with
it.
So
you
know
for
this
body
to
just
say:
hey
we're,
gonna
jump
in
and
we're
let's
get
ahead
and
marijuana
is
the
best
way
to
go.
It's
not
proven
yet,
let's
take
our
time
and
make
a
good
decision.
A
Corporate
council
I've
got
a
question.
Sure
I
understand
that
if
we
opt
out
of
this
it's
possible,
it
could
go
on
the
ballot
next
November
anyways
and
be
voted
on.
Is
that
true?
It's.
A
I
Would
I
would
say
that
that's
incorrect,
because,
right
now
you
have
no
idea
exactly
what
is
going
to
happen.
Part
of
the
reason
that
I've
recommended
this
ordinance
is
from
the
standpoint
that
it
would
prohibit
marijuana
establishments
within
our
boundaries.
For
the
time
being,
we
can
always
study
it,
and
this
body
would
end
up
then
being
able
to
change
its
mind
in
the
future
after
appropriate
study.
But
right
now
we
don't
know
exactly
what's
going
to
happen.
There
are
no
administrative
rules.
I
The
state
has
to
end
up
coming
up
with
administrative
rules
and
if
you
don't
act
in
an
appropriate
way,
the
city
can
end
up
being
stuck
in
kind
of
a
trick
bag
where
essentially,
someone
could
make
a
an
application
to
the
state,
then,
when
they
make
the
application
to
the
state.
If
it's
not
acted
on
within
a
certain
amount
of
or
if
the
state
doesn't
adopt
its
rules
within
a
certain
amount
of
time,
then
it
falls
back
on
us.
I
We
have
no
rules
to
end
up
making
a
decision
one
way
or
the
other,
and
if
we
deny
a
license,
then
we
potentially
end
up
denying
someone
due
process.
So
in
this
situation
it
allows
us
to
say
we're
putting
everything
on
hold,
we'll
look
at
it
more
closely
if,
if
we
want
to
opt
in
in
in
the
future,
but
now
we
are
in
a
position
where
we
have
to
opt
out,
otherwise
establishments
can
be
and
end
up
being
put
into
the
city
whether
or
not
we
want
it.
I
I
I
So
that's
why
we
strongly
recommend
that
you
adopt
this
ordinance
on
an
emergency
basis,
because
it
will
allow
this
body
and
the
city
to
end
up
making
a
decision
about
this
in
a
more
deliberate,
thoughtful
fashion
without
all
of
a
sudden
potentially
being
stuck
having
to
allow
these
establishments
without
really
thinking
that
through
and
wanting
that
they
happen.
Okay,.
E
C
R
Councilwoman
Hicks
Clayton
I
just
have
a
few
questions,
so,
okay,
so
what
you're
saying
is
this
is
our
first
and
second
reading
emergence
considered
emergency
effective
immediately
upon
publication,
of
course.
So
let
me
ask
you
because
if
you
let's
say
you
opt
in
or
you
opt
out
or
you
don't
do
anything
right
or
is
that
what's
the
deadline?
What's
that
cutoff
at
a
hard-line
date,
if.
I
R
Of
establish
right
right
and
of
course,
like
you
had
said,
madam
chair
I,
checked
with
ml.
They
said
it
was
a
participating
full
year
before
we
see
retail
establishments.
I
know
they
have
a
training
coming
up.
That's
complementary
for
officials!
Actually,
next
Tuesday
and
I
did
review
the
voting
records.
I
mean
we
had
like
fifty
nine
hundred
votes,
plus
it
supported
prop
one,
but
you're
saying
this
has
to
get
done
so
we're
you
know
not
I
think
it
should
be
a
ballot
initiative.
C
F
Was
around
ten
thousand
eight
hundred
and
what
that
voted?
No
was
probably
closer
to
about
eighty
four
hundred
as
I
recall,
add
or
subtract
a
couple
hundred,
but
III
just
don't
think
our
city's
ready
for
yeah
once
we're
ready
will
will
decide
at
that
particular
point.
I.
Just
personally,
don't
think
our
city's
ready
to
have
marijuana
in
our
city
as
far
as.
I
Dispensaries
any
one
facility
and
infrastructure
madam
chair
I
would
note
that
even
people
who
voted
for
voted
for
with
the
idea
that
the
municipalities
would
have
the
ability
to
opt
out.
Yes,
just
because
someone
would
vote
for
proposal,
1
doesn't
mean
they
would
want
the
the
city
to
end
up
having
dispensaries
within
it.
They
may
say:
look
it
should
be
treated
the
same
as
alcohol,
but
I
don't
want
those
types
of
businesses
in
in
the
city
without
people
thinking
it
through.
R
Go
ahead,
counselor
just
for
the
police
chief,
because
my
concern
too,
is
always
the
impact
on
law
enforcement
and
so
you've
already
supported
this
this
ordinance.
My
question
is,
though,
even
with
your
bordering
communities,
let's
say
that
do
have
established
retail
shops.
Isn't
it
still
gonna
be
problematic
for
us,
because
if
the
control
factor
is
gonna,
be
I
mean
people,
don't
stop
at
a
boundary
a
border
and
say
you
know:
how
does
that
gonna?
Look
for
you
guys,
your
that's
my
concern
too
well.
T
It
all
the
present
where
it's
a
shopping
issue
yeah.
We
just
don't-
want
the
shops
right
now
in
durban,
Heights
until
we
actually
think
about
what's
going
on.
If
I
want
to
go
to
Garden
City
and
user
Kroger
I
go
down
to
the
user
Kroger,
but
I.
Don't
you
know
want
to
buy
my
weed
and
you're
polite.
You
really.
T
Because
it's
well
so
this
is
just
one
issue:
there's
there's
other
things.
We
need
to
be
concerned
about
noxious
odor
ordinances.
You
know
stuff
to
get
these
things
out
of
the
neighborhood.
So
they're,
it's
not
just
you
know.
Do
we
want
these
businesses
here?
It's
it's
a
whole
idea
behind
how
we
want
our
neighborhoods
to
be
so
there's
our
neighborhoods
and
there's
our
commercial
businesses.
We
need
to
think
about
the
big
picture,
not
just
worrying
about
commercial
area.
You
know
it's
in
our
neighborhood,
but
now
it's
okay,
because
you
know
some
people.
F
Mentioned
the
Department
right
now
as
it
stands
today,
is
not
ready
to
take
on
this
type
of
a
task
because
of
obviously
budgeting
problem
problem.
You
know
limits
I,
say,
budget
limits,
number
of
personnel,
etc,
etc.
To
be
able
take
on
you
know
these
types
of
facilities
open
in
our
neighborhoods
I'm,
just
you
know,
based
on
the
conversation
which
you
had
a
study
session,
so
it's.
T
F
Also,
like
council
Jeremy
aapki
mentioned,
which
is
a
great
point,
there's
a
lot
of
businesses
that
are
legal,
but
you
just
don't
want
in
your
neighborhood.
You
know
it's
not
illegal,
it's
they're
legal,
but
we
just
don't
want
so
you
know
I'm
sure
other
cities
may
open
them
up
and
that's
fine
and
I've
had
people
argue
with
me
the
argument
about
the
tax
base
that
can
be
brought
into
our
city.
I'm.
F
A
S
I
Are
we
are
bound
basically
by
whatever
the
state
law
says
it
preempts
the
field?
That's
what
we
have
to.
We
have
to
deal
with
the
real.
This
is,
however,
what
we're
talking
about
now
is
something
we
clearly
have
the
authority
to
end
up
doing.
The
state
law
has
adopted
by
the
voters
essentially
gave
us
this
this
type
of
authority,
and
so
we're
not
doing
anything.
That's
inconsistent
with
the
law.
It's.
A
D
S
I
They
could,
but
the
more
likely
thing
would
be
that
they
would
go
after
business
establishments
and
they
had
threatened
to
do
this
years
ago
in
California,
where
they
ended
up
actually
sending
letters
from
the
US
Attorney's
office
on
two
different
occasions
under
two
different
administrations
that
they
were
going
to
end
up
going
after
the
landlords
who
had
these
types
of
establishments
and
then
forfeit
them.
So
it
would
be
a
real,
difficult
thing
if
we
have
a
commercial
set.
I
You
know
strip
that
has
a
number
of
these
businesses
and
all
of
a
sudden
the
feds
come
in
and
say
this
is
easy.
Pickings
we're
gonna,
come
in
prosecute
you
people
and
forfeit
these
buildings,
and
now
we've
got
these
empty
buildings
sitting
in
prime
commercial
property
that
have
been
forfeited
and
the
feds
aren't
necessarily
the
fastest
about
disposing
of
these
things.
And
then
what
happens
to
our
commercial
district
that
could
have
ended
up
having
some
other
sort
of
business.
Well,.
I
We
have
to
abide
by
the
state
law,
but
there's
a
tricky
part
of
this
too,
that
we've
discussed
in
the
past,
which
is
if
the
city
ends
up
being
in
a
position
where
it
ends
up
approving
certain
types
of
facilities.
The
feds
could
end
up
saying
that
the
state
is
or
that
the
city
is
aiding
and
abetting
the
violation
of
federal
law
and
not
likely
to
happen
from
the
practical
standpoint.
That's
still
a
possibility.
M
F
F
I
A
F
I'm
sure
councilman
Abdullah
I
move
that
we
concur
with
comptroller
Linda
Vance,
who
has
brought
to
our
attention.
A
deficit
elimination
plan
needs
to
be
submitted
to
the
state
for
the
fiscal
year,
ending
June
30th
2018
and,
according
with
the
financial
statements,
there
was
a
four
thousand
fourteen
dollar
deficit
in
the
CDBG
fund,
and
this
was
a
result
of
the
timing.
Difference
in
CDBG
fund
is
a
reimbursing
grant
fund
and
expenses
are
incurred
and
subsequently,
and
a
request
for
reimbursements
submitted
now,
as
outlined
in
item
11,
see
support,
support.
A
F
E
A
Any
other
discussion,
all
those
in
favor,
say
aye
aye,
those
opposed
the
eyes
have
it.
Under
new
business.
We
have
business,
license
renewal
for
libera,
noise,
motorsports
and
engineering
located
at
two
five:
zero,
zero
salt
gali
and
the
Polish
League
of
American
veterans.
Number
16
located
at
two
five.
Two
two
to
warn
consular
consular
must
get
I.
A
A
A
A
E
A
L
C
Excuse
you
know
and
I
want
to
say
a
point
of
order.
I
wanted
to
say
something:
I
don't
know
if
I
could
have
said
it
without
it.
Put
making
a
motion
to
approve
this,
but
I've
drew
I
drove
down
I
Drive,
down
van
borne
a
lot
and
I'm
sure
a
lot
of
people
down
I
know
time
does
I
know.
Councilman
Constance
does
because
you
live
in
that
area
and
I
travel
that
way
back
and
forth
to
Alan
Park.
C
Quite
a
bit
and
I've
been
seeing
a
big
influx
of
cars
there
with
no
license
plates
on
them
and
and
to
me
it
seems
like
this.
This
place
has
been
doing
this
type
of
work
without
a
business
license,
at
least
it
it
appears
to
be
on
the
surface.
I'm.
Never
I'm,
not
gonna,
say
that
they
work
because
I
I
can't
say
that
with
a
good
degree
of
accuracy
but
they're
they're
in
business,
doing
other
things
and
and
I
think
if
we
don't
approve
this
they're
still
gonna
stay
in
business.
C
A
B
A
A
A
Not
a
problem,
okay.
Next
we
have
comments
from
Council
members
and
I'm
going
to
start
that
out
tonight
by
saying
I'd
like
to
thank
everyone
for
taking
time
out
of
their
evening
last
week
to
join
us
for
our
annual
tree
lighting.
Out
of
all
the
years,
I've
been
in
Dearborn
Heights
that
last
week,
truly
at
lighting
was
by
far
the
best
Christmas
tree
lighting
ceremony.
I've
been
to
the
sense
of
community
participation
was
unbelievable
and
we
have
deputy
director
Kim
Constance
to
thank
for
making
this
happen.
C
C
Yeah,
but
you
know
what
hasn't
been
seen
was
the
work
that
the
DPW
director
kurz
did
all
the
hookups,
the
lighting
kudos
to
those
guys
for
working
out
there
in
a
cold
setting
that
thing
up
without
their
tremendous
help.
This
would
never
go
on
either
so
kudos
to
the
DPW
directors
that
went
out
our
workers
that
did
that
and.
X
That
is
what
I
would
like
to
say
is
I'd
like
to
thank
you
to
the
building
and
maintenance
department
for
helping
me.
They
had
to
put
up
with
me
all
day,
setting
up
that
event
and
I
appreciate
it
all
over
their
help
and
my
staffs
help
and
the
volunteers
that
help
that
day.
In
that
evening
too,
we
couldn't
have
done
it
without
all
all
everybody's
help,
so
I
think.
F
For
Kim
might
want
to
let
you
know
that
I
love
the
extra
touch
of
the
concession
stands.
You
know
with
the
hot
chocolate
and
the
popcorn,
and
all
that
stuff
was
it's
pretty
good.
It's
pretty
good
additions
just
to
warm
it
up
a
little
bit
and
then
the
heaters
was
pretty
good.
Seats
was
good
from
the
ones
I've
been
to.
This
was
definitely
the
best
one.
I've
ever
been
to
the
singing
from
the
councilmembers
I.
A
F
X
R
Hicks
Clayton,
thank
you,
I'm
sure,
I'm,
just
I
want
to
go
to
something.
I'm
looking
at
the
business
license
is
the
new
the
renewal.
You
know
we're
looking
at
how
many
were
on
here
tonight.
There
were
used
car
dealerships
like
four
of
them,
or
three
of
them
just
tonight
alone
and
I'm
thinking
here
about
our
business
corridors
and
I.
Don't
know
if
you
know
I
served
on
the
redevelopment
business
corridor
task
force
with
SEMCOG
we
developed
a
regional
toolkit
and
it
won
a
national
award
and
I.
R
R
Think
that
is
something
that
we
as
a
council
body
should,
along
with
the
Planning
Commission
zoning
and
the
building
department
director,
when
that
position
is
filled,
take
a
look
at
how
we
better
plan
our
city
and
how
its
laid
out
for
all
these
use
of
our
lights,
because
that's
literally
every
single
business
corridor
in
our
community
has
used-car
Lots
and
I'm
not
trying
to
put
down
yours
Karla's,
but
I.
Think
there's
you
know,
there's
a
place
for
it
right.
You
know
accordingly,
so
that's
gonna
be
my
recommendation
going
into
the
new
year,
madam
chair.
C
C
Westbound
has
at
Charlesworth
there's
one
for
eastbound
and
there's
like
no
crosswalk
there,
but
the
you
know
you
may
be
I
want
to
put
that
new
item
that
we
purchased
out
there
and
see
the
speeds
of
the
currents
coming
down.
Has
multiple
reports
from
citizens
saying
cars
are
flying
in
through
there
and
a
lot
of
the
cars
and
some
people
don't
even
stop
at
a
stop
sign.
Let
the
people
turn
left
on
the
Charlesworth
either
so
I,
don't
know
if
that's
possible.
If
you
could
look
into
that,
so
you
talked
with
bone.
C
C
T
C
C
C
I
appreciate
that
and
then
one
other
thing,
council
chair
for
quite
some
time
now,
I've
been
complaining
about
some
telephone
poles
that
were
in
sad,
sad
shape
in
our
city.
I
finally
got
ahold
of
the
DTE
and,
to
my
chagrin
they
were
never
notified
that
the
poles
were
bad,
so
immediately
she's,
our
our
rep
is
going
to
take
care
of
the
ones
at
that
that
are
bad.
The
one
that's
been
tied
up
with
a
pole.
C
She
did
not
know
about
so
she's
going
to
get
that
corrected,
and
then
there
was
one
pole
that
when
I
started
complaining
was
that
Wilson
and
John
Daly
that
belongs
to
AT&T
I
got
a
hold
of
rep
at
AT&T
and
he's
gonna
be
working
along
with
DTE
to
correct
that
situation.
So
everybody
in
that
area
that
complain
about
that
poles
to
me,
that's
gonna,
be
handled
now.
D
D
M
R
They
met
with
Miss,
dig
I
believe
it
was
November
either
20th
or
30th.
It
was
a
Friday,
there
was
a
30th
and
they
it's
a
thunder
ground
is
the
problem
where
it's
disconnected
and
they
are,
they
are
working
through
it
and
it
should
be
repaired
anytime,
but
I
have
it
scheduled
for
follow-up.
That's
for
Warren,
that's
for
the
north
side
of
Warren
Ford
Road.
They
did
fix
over
30
lights
and
replace
them,
but
I.
Think,
and
maybe
mr.
R
mayor,
you
can
have
some
insight
on
this
there's
a
section
of
the
north
side,
because
the
south
side
in
that
area
is
Dearborn,
their
lights
off,
but
I
think
it's
where
all
the
neon
lights
are.
Maybe
that's.
Why
they're
not
running
the
streetlights
I
don't
know.
Do
you
know
anything
of
that,
because
I've
asked
that
question
I
do.
L
Not
know
I
I
got
a
response
back
because
after
I
got
my
one
response,
I
don't
claim
to
be
an
electrician
and
I
I
was
found
out
that
there
is
a
particular
kind
of
meter
that
to
follow
along
and
and
check
to
make
sure
that
there's
a
electricity
flowing
through
that.
The
answer
that
we
got
from
I
won't
say
the
rough
from
DT.
That
I
was
working
with
the
answer,
made
no
sense
and
laid
out
that
and
I
heard
that
from
two
engineers
who
told
me
that
it
should
be
easier.
L
What
we
suspect
is
that,
when
the
paving
resurfacing
a
Ford
Road
went
on
it
and
I
think
this
is
more
plausible.
Cuz
I
check
this
out
that
there
was
a
lot
of
repaving
on
sidewalk
and
that
in
doing
that,
a
disruption
took
place
in
those
DTE
underground
lines
and
I
believe
the
squabbles
between
MDOT
and
the
contractor
on
one
side
and
DT
on
the
other
as
to
who's
gonna
fix
it,
because
a
fix
is
probably
gonna
mean
tearing
up
of
some
of
that
sidewalks
and
that's
what
I
suspect
is
what's
holding
this
all
up.
L
Even
though
the
parties
won't
be
honest
and
tell
us
that,
because
to
tell
me
that
well,
we've
got
to
go
through
searching
and
I
was
told
that
there's
a
way
to
check
that
and
you
go
along
and
then
wonderful
when
the
current
is
not
going
in.
That's
where
the
problem
is
and
that
that
that
should
not
be
the
difficulty
I
think
the
difficulty
is.
Who
is
responsible
for
putting
that
I?
Don't
know
if
you
call
it
short-circuit
or
whatever.
C
L
M
C
S
A
S
S
Myself
and
two
other
council
members
here-
this
is
the
end
of
our
first
year
and
I'd
like
to
say
a
couple
things
pretty
interesting.
Nothing
like
I
had
anticipated.
The
main
thing
is
the
amount
of
time
you
have
to
take.
It
takes
to
research
things
talk
to
people
answer
emails.
My
hat
goes
off
to
all
fellow
council
members
for
all
the
research
that
they
do
its
outstanding
behind
the
scenes.
F
L
Would
hope
that
this
council
would
sit
down
with
me
and
talk
about
it
because
the
issue
is
is
pay
and
we've
now
got
got
a
public
actual
to
plan.
We
got
the
audit,
we,
our
revenues
exceeded
expenditures
by
almost
2
million
and
we
paid
for
the
golf
course
and
I
think
we.
If
we
want
some
good
candidates,
because
we've
had
people
and
Elizabeth
can
tell
you
when
they've
been
choir
about
to
pay
I
said
I'm
not
submitting
the
resume.
L
L
E
I'm
sure
counts
my
constant
I
just
like
to
wish
everyone
a
happy
holiday
in
a
prosperous
new
year.
I'm
glad
to
see
the
city
adopted
the
opt-out
ordinance
for
the
marijuana.
I,
remember
in
Lansing,
there's
a
change
in
the
law,
and
so
a
lot
of
the
cigarette
shops
purchased.
These
big
machines
were
like
thirty
to
thirty
three
thousand
dollars,
so
you
could
roll
your
own
and
all
they
did.
Is
he
dumped
the
tobacco
in
and
it
made
the
cigarettes
and
then
they
avoided
all
the
taxes.
E
L
L
A
Before
we
go
forward
step
up,
senator
canoes
ik
we've
got
something
for
you:
City
Council,
that's
what
we're
only
Mary's
ending
this
you're.
A
U
You
guys
sign
it
sign
it,
so
you
know
when
I
initially
reached
out
about
coming
today,
had
wanted
to
give
a
little
bit
of
a
legislative
update
about
what's
happening,
a
lame-duck
and,
of
course,
as
the
mayor
sort
of
touched
on,
the
goodbye
doesn't
seem
like
the
right
word,
but
you
know
it's
a
thank
you
more
than
anything
the
hours
getting
late,
I
get
up
at
5:30.
So
it's
about
my
bedtime
and
so
I'll,
just
briefly
say
in
particular
on
the
marijuana,
ordinances
or
lack
thereof,
and
changes
that
we're
considering
in
Lansing.
U
The
only
major
substantive
change
that
we're
looking
at
right
now
is
amending.
What
that
valid
initiative.
Language
was
to
strip
out
the
ability
for
home
grows
to
take
place.
You
know
folks
talk
about
under
the
medicinal
marijuana
laws.
Individuals
have
the
opportunity
to
grow
within
their
own
home
under
the
proposal,
one
that
was
passed
at
the
ballot
that
also
provided
for
individuals
to
grow
within
their
home
as
well.
The
legislature
does
have
a
bill.
U
U
As
we
know,
proposal
two
is
gonna:
create
a
Citizens
Redistricting
Commission
here
in
the
state
of
Michigan
every
zero
year,
we
conduct
the
census
the
one
year
that
follows:
we
redraw
these
district
boundaries
and
then
the
two
year
after
that
is
when
those
elections
are
held
under
those
new
district
boundaries,
the
challenge
being
and
to
be
fair,
regardless
of
what
political
party
is
in
control.
That
party
draws
those
district
boundaries
to
their
benefit,
and
so
you
have
a
situation.
U
We
have
politicians,
picking
who
their
voters
are,
as
opposed
to
the
voters
going
into
the
voting
booth
and
choosing
who
their
politicians
are.
This
non
partisan,
redistricting
commission
is
comprised
of
four
Democrats
four
Republicans
five
independents.
It
takes
two
votes
from
all
of
those
three
blacks
in
order
to
make
any
changes
to
those
district
boundaries
and
again,
there's
some
general
criteria
that
we
lay
out
some
from
the
the
Voting
Rights
Act
at
the
federal
level.
U
A
lot
of
changes
that
we
saw
in
this
last
election
with
the
elimination
of
straight
party
voting
in
the
state
of
Michigan.
The
state
has
flip-flopped
back
and
forth
on
that
issue.
In
the
past,
we've
had
straight
party
voting
for
a
number
of
years
now,
my
personal
belief,
if
you
want
to
vote
straight
ticket
great
and
if
you
don't
want
to
vote
straight
ticket
great
but
I,
think
that
individuals
deserve
the
right
to
make.
That
decision.
For
themselves,
no
reason
absentee
voting.
U
As
you
know,
right
now,
one
of
the
six
criteria
feel
free
to
correct
me
at
any
time.
Mr.
Clair,
one
of
those
six
criteria
that
you
have
to
qualify
in
order
to
be
an
absentee
voter,
we're
going
to
provide
for
no
reason
absentee
voting,
same-day
registration,
a
number
of
things
I
think,
is
going
to
increase
access
to
the
voting
booth
and
into
an
intern
increase
the
participation
rate
that
we
have
on
election
day.
U
We
had
changes
to
folks
who
have
may
have
been
paying
attention
to
the
valid
initiative
surrounding
the
minimum
wage
and
paid
sick
leave.
Folks
went
out
across
the
state
gather
the
300,000
plus
signatures
to
put
a
minimum
wage
increase
on
the
ballot,
as
well
as
the
adoption
of
paid
sick
leave
legislation
before
those
citizens.
U
Petitions,
if
you
will
go
on
to
the
ballot,
they
make
a
quick
stop
in
the
legislature,
and
the
legislature
has
the
opportunity
to
vote
on
them
or
to
do
nothing,
and
then
it
goes
to
the
citizens
for
their
vote
in
the
voting
booth
and
the
instances
of
a
minimum
wage
increase
and
the
paid
sick
leave
proposal.
The
legislature
did
choose
to
take
action.
They
were
adapted
supposed
to
go
into
effect
of
March
of
2019.
U
Initial
proposal
of
a
twelve
dollar
minimum
wage
increase
by
2022
has
been
now
changed
to
a
twelve
dollar
minimum
wage
increase
extended
after
2030
the
paid
sick
leave
proposal
that
started
as
one
hour
of
paid
sick
leave
for
every
thirty
hours.
Work
has
now
been
changed
to
one
hour
of
paid
sick
leave
for
every
40
hours
worked
and
maximum
number
of
hours
that
you
could
take
in
any
given
year.
U
72
has
been
cut
in
half
to
36
so
again
when
you
have
whether
whether
you
agree
with
the
issue
or
disagree
with
the
issue
when
you
have
300,000
plus
Michiganders,
who
are
signing
off
language
and
I,
are
intending
for
that
language
to
be
signed
into
law.
I.
Think
it's
the
wrong
thing
for
the
legislature
to
do
to
come
after
the
fact
amend
that
legislation
and
undo
what
you
know
you
could
argue
was
the
will
of
the
people
from
the
beginning.
So
if
folks
have
any
questions,
I
know
the
mayor
talked
about
these
updates
from
FML.
U
There's
been
a
number
of
changes
talking
about
what
you
can
and
can't
do
relative
to
protecting
trees
within
your
municipalities
and
so
I'm
happy
to
talk
about
that.
Probably
offline
would
be
a
more
appropriate,
but
there's
any
questions
from
the
council
before
you
know,
I
get
all
emotional
and
say
goodbye
to
everybody.
You
just
tell
me,
council.
C
Chair,
you
know
how
I
feel
about
you
and
your
political
views
and
how
you
ran
your
campaigns
and
how
you
do
your
body
or
work
and
I'm
gonna.
Sadly,
sadly,
miss
you,
as
my
senator
I,
was
just
don't
know
what
to
say:
okay,
but
with
the
the
jury
man
during
thing
with,
with
with
the
way
they're
going
to
change
that
it
possible.
C
U
Know
I,
obviously
couldn't
speak
to
what
the
Commission
is
going
to
do.
I
do
think
that
we
are
going
to
see
pretty
substantive
changes
to
what
these
districts
look
like
when
you
have
people
going
into
the
process,
you
know
whoever
these
four
or
four
and
five
individuals
are,
who
don't
come
into
with
any
preconceived
notions
who
aren't
looking
street
by
street
or
address
by
address,
to
try
and
clump
together,
Democrats
or
the
Republicans
to
try
and
get
some
sort
of
political
outcome
that
they
want
just
looking
at
very
clear
districts,
very
clear
boundaries.
U
You
know
you
can
be
around
with
a
frequency
that
I
think
is
more
in
keeping
with
the
style
of
leadership
that
I
like
to
have
in
this
role.
Whereas
when
you
move
into
the
Senate,
it's
a
much
larger
district,
you
have
much
larger
constraints,
you're
being
pulled
in
so
many
other
different
directions.
I
think
it
makes
it
hard
to
have
that
face
to
face
in
that
personal
connection.
That
is
really
valuable
in
the
job.
U
F
Was
not
questioning
mine
was
just
a
statement.
I
just
want
to
thank
you
for
your
service
not
only
to
the
state
of
Michigan
as
a
senator,
but
also
as
a
marine
and
I
also
want
to
say
personally,
you've
always
been
an
example
to
me.
That's
you
know
somebody
that
I've
always
looked
up
to
that
serves
as
a
real
public
servant
and
just
as
importantly,
one
thing
I've
always
liked
about
your
styles
you're
real
you're,
not
fake
I've,
seen
you
in
jeans,
I've
seen
you.
It
was
just
so
real
you're.
F
U
You
know,
and
so
I
could
go
around
this
entire
table
and
talk
about
the
relationships
that
we've
had
I
took:
councilman
counts,
constant
seat
coming
into
the
House
of
Representatives
I've
known
mayor
Polanco,
since
I
was
knee-high
to
a
grasshopper
going
to
school,
with
his
daughters,
one
of
my
earliest
supporters.
You
know
going
out
for
coffee
with
Councilwoman
Hicks
clay
in
a
sauna
with
Councilman
Abdullah.
U
You
know
I,
think
more
than
one
of
you
include
a
story
about
grabbing
a
beer
at
a
VFW
and
American
Legion,
so
we'll
save
that
for
another
time,
spending
time
with
councilman
Bazzi
in
the
Capitol
for
Veterans,
Day
and
councilman
Wetzel.
You
know
just
in
your
home
and
working
with
you
and
and
the
challenges
of
state
government.
You
know
these
are
the
relationships
that
are
so
special
and
so
important
to
me
and,
frankly,
that's
what
makes
it
so
difficult.
U
You
know
to
leave
the
job
as
well,
but
what
I've
always
said
is
that
you
know
this
is
a
tremendous
opportunity
and
what
a
blessing
to
have
been
able
to
step
into
this
role
at
25
years
old
and
that's
all
due
in
large
part
to
the
residents
of
this
city
in
the
trust
and
the
respect
and
the
value
that
they
placed
in
me
at
that
time.
And
so
you
know,
when
you're,
a
hometown
guy
went
to
st.
Linus
graduated
from
Crestwood,
my
dad's,
a
retired
police
officer
from
here
in
the
city.
Mom
was
a
lunch.
U
Lady
over
at
Crestwood
high
school
grew
up
playing
hockey
at
Canfield,
Ice
Arena.
As
a
part
of
d7
dance
club
to
have
the
ability
to
stand
up
and
serve
and
represent
your
community,
you
know
it
sounds
cheesy,
but
it
really
means
so
much
to
me.
It
has
been
such
a
blessing
and
I
think
you
offer
for
giving
me
that
opportunity,
and
so
I'd
probably
end
by
also
thanking
folks
for
just
a
tremendous
outpouring
of
support
that
I've
gotten
since
August.
Of
course,
you
know
it
was
totally
unexpected,
but
that's
life.
U
U
I've
got
no
plans
of
moving
no
plans
of
changing
just
looking
forward
to
take
off
this
hat
and
put
on
a
new
one.
Come
the
new
year
and
so
I'll
wrap
up
by
saying
that
you
know
you
go
through
sort
of
maturity,
I
think
when
you
lose
elected
office.
I
know
some
of
us
here
on
the
panel
have
lost
elected
office
before
and
I
know
the
ones
that
haven't
lost.
You
know
we
would
tell
you,
definitely
don't
do
it.
U
U
Nor
defeat
to
my
colleagues
on
the
council,
the
mayor,
the
administration,
our
police
officers,
our
firefighters,
all
of
our
city,
employees,
and
certainly
all
of
our
residents
I've,
had
the
great
pleasure
of
knowing
victory
and
defeat,
and
my
political
career,
but
I
have
never
known
such
a
privilege
than
to
represent
my
hometown
in
the
state,
Senate
and
I.
Thank
you.
C
B
Me
senator
if
I
could
just
say
thank
you
for
everything
you've
done
for
the
city,
Dearborn
Heights
for
me.
Thank
you
for
always
taking
my
phone
calls
and
good
luck
in
your
next
endeavor
I'm
sure
we're
going
to
see
you
come
January
somewhere
in
a
prominent
role,
doing
something
very
important,
as
you
have
done
in
the
past,
and
some
people
will
not
know
what
I'm
saying,
but
a
banana
cake
would
be
very
nice.
B
Z
Fronds
to
be
quick,
but
I
wanted
to
give
a
kudos
to
all
of
our
city
employees
who
have
participated
in
quite
a
bit
of
fundraising
whether
money
or
toys
benefitted
not
only
good
fellows
but
also
Salvation
Army
and
Vista
Maria.
So
there's
something
very
you
know
we're
all
excited
this
time
of
year
and
we
get
a
kick
of
watching
grown.
Z
Adults
complain
how
the
toys
today
are
better
than
the
toys
we
had
and
as
they
complete
compared
LEGO
sets
today,
as
we
loaded
up
the
truck
for
Salvation
Army,
and
so
it's
really
my
hats
off
to
all
the
city
employees.
It's
it's
a
moment
of
pride
to
be
part
of
something
that
supports
our
very
own
community.
W
Good
evening
I,
captain
Meyers
from
the
police
department
just
to
give
you
update
on
the
fundraisers
from
the
police
department,
our
November
was
over,
but
you
see
our
officers
aren't
shaven.
So
we've
two
things
have
happened.
One
we've
worked
with
Miss
constant
and
the
senior
centers.
Today
the
senior
centers
took
delivery
of
over
25
hundred
dollars
worth
of
target
Goods
tables
chairs
bookcases
indoor
grill,
so
they
don't
have
to
have
their
cookouts
in
the
middle
of
winter
and
freeze.
They
can
cook
inside
now,
a
little
bit.
W
All
these
things
were
bought
with
twenty
five
hundred
dollars
worth
of
donations
from
the
police
department.
They
took
delivery
of
that
today,
but
December
came
around
and
unfortunately
there
was
another
tragedy
in
the
city
of
Inkster,
where
the
apartment
building
burned
down
and
24
families
lost
their
homes.
Well,
two
of
those
homes
that
were
affected
had
students
in
our
Westwood
School
District,
one
at
Robichaud
and
one
at
thorne.
W
They
had
lost
everything
during
these
and
to
continue
the
season
of
giving
the
chief
allowed
us
to
continue
not
to
shave
for
another
donation,
which
is
great
for
us,
and
fortunately
we
were
actually
able
to
help
two
families
from
our
community
that
reached
a
little
bit
further
in
each
of
those
families.
Today,
we're
given
750
dollars
each
in
gift
cards
for
food
and
groceries
and
to
get
by
during
this
time
so
over
the
course.
W
A
AA
Good
evening
my
name
is
Neda
piggy
and
I
reside
on
Roseto
Street
and
on
several
occasions
I've
appeared
before
you
being
concerned
about
trees,
and
many
of
you
have
said
why
don't
you
give
us
your
ordinance
and
that's
what
I'm
here
to
do?
Unfortunately,
I
guess
there
were
two
versions
to
2013-15
and
I
tried
to
straighten
them
out
on.
My
printer
went
haywire
so
I'm
here
today
to
pass
it
out
to
you.
Hopefully,
you'll
have
a
study
session
and
hopefully
you'll,
invite
me
and
hopefully
you'll
see
the
merit
in
this.
AA
L
O
Hey
Christy
Laszlo,
Charles,
Ruth
street
I
just
wanted
put
out
a
letter
or
a
quick
note
of
clarification
on
somebody
on
counsel
mentioned
that
there
were
rumblings.
There
were
rumblings.
A
study
session
was
scheduled
for
the
water
budget.
It
was
scheduled
with
Wade
trim
plant
Moran
on
there
asked
to
be
her
by
the
mayor
on.
It
was
set
up
I'm
in
a
meeting
in
November
that
the
mayor
had
on.
We
did
do
our
due
diligence,
his
administration
on
it
wasn't
to
undermine
you
at
all.
A
A
AB
It's
a
head
up,
35
for
rosemary
on
Thursday
night
I
did
talk
about
the
PEG
money
and
I
mentioned
that
there
is
some
money
which
was
not
appearing
as
it
should
be
on
the
annual
budget.
So
what
I
did
the
mayor
said?
Basically,
I
don't
have
my
facts
and
I:
don't
have
any
proof,
so
I
went
through
the
budget
of
this
city
from
2004
until
today
and
I
found
out
by
numbers
from
the
budget.
AB
It's
not
from
me
and
I
didn't
make
it
up
that
we
collected
over
the
years,
thirteen
million
two
hundred
forty
thousand
and
five
hundred
and
sixty
dollars
from
the
franchise,
which
is
five
percent
and
the
peg,
which
is
one
percent
total
of
six
percent.
The
pegged
money
is
two
million
four
hundred
and
thirteen
dollars,
two
million
four
hundred
thirteen
thousand
and
eight
hundred
and
seventeen
dollars
going
through
every
legitimate
expense
in
the
budget
related
to
the
peg
program,
I
found
exactly
around
hundred
and
twenty
seven
thousand
eight
hundred
twenty
six
dollars.
AB
What's
left,
it's
supposed
to
be
showing
has
restricted
it's
two
million
two
hundred
eighty
five
dollars
and
nine
hundred
ninety
one.
Now,
the
budget
for
this
year,
showing
we
have
eight
hundred
ninety
thousand
and
thirteen
dollars
and
a
peg
program,
the
difference
is
1
million
three
hundred
ninety
five
dollars
and
nine
hundred
seventy
eight
dollars.
AB
AB
$1,395,000
al,
you
know
budget
and
used,
or
it
is
some
place
which
I
don't
know
about,
because
the
one-percent
is
money
is
on
our
monthly
bill,
and
this
is
money
belong
to
us
to
educate
us
beggars.
You
know
for
us
the
residents
to
learn
about
our
government
to
learn
about
education
to
learn
about
other
things.
I
would
like
to
know
mr.
mayor,
if
you
can
next
meeting,
tell
me
if
I
am
wrong
and
where
is
this
money?
If
possible?
Okay,.
A
AB
L
Y
Y
L
Y
H
and
yi,
okay,
our
company
was
fortunate
to
be
the
little
bitter
on
November
28th
for
the
RFP,
for
the
sewer
cleaning
and
televising
I
have
spoken
with
Director
Zimmer,
and
let
him
know
that
myself
or
any
key
member
of
my
management
team
can
be
available
to
meet
with
him
to
to
go
through
the
interview
process.
Mr.
mayor
I
just
wanted
to
make
sure
you
were
aware
of
that
cuz
I
know
his
schedule
is
limited
at
the
moment
and
in
just
a
couple
of
key
points.
You
know
the
without
getting
into
the
the
current
contractor.
Y
The
current
I've
gone
through
the
last
four
years
to
see
that
the
monies
that
was
spent
and
it
was
about
half
a
million
dollars
a
year.
If
you
look
at
our
bid
it
in
the
first
year,
it's
about
four
hundred
thousand.
It
goes
down
from
there.
As
has
been
stated
in
these
meetings.
The
sewers
need
to
be
cleaned
in
every
five
years,
in
our
bid
is
actually
to
complete
that
in
four
years.
So
it's
not
just
that
savings
every
year.
It's
it's
that
entire
fifth
year
of
savings
as
well.
Y
Our
company
has
three
locations
around
Wayne,
County
were
in
Taylor,
Livonia
and
Fraser
I'm.
Sorry,
the
and
the
emergencies
services
was
brought
up
earlier
and
we
have
emergency
contracts
with
several
communities,
including
the
city
of
Detroit
and
with
Wayne
County,
so
we're
certainly
equipped
to
service
this
community
as
well.
We
have
a
large
fleet
and
75%
of
that
fleets
less
than
three
years
old,
so
I
understand
I'm,
going
through
the
process,
we're
excited
about
being
the
low
bidder,
and
you
know
we.
We
look
awfully
forward
to
the
opportunity
to
serve
this
community.
Thank.
K
Good
evening,
Jack
McIntyre
he's
Wilson
Street.
First
I
want
to
thank
you
for
opting
passing
the
resolution
to
opt
out.
I
I'm
I
want
to
be
involved
in
whatever
we
can
to
make
sure
that
we
don't
have
businesses
like
this
in
our
city.
If
you
take
an
opportunity,
I
know
I
invited
you
to
do
it
last
meeting,
but
we've
added
more
3d
dimension
pictures
on
our
board
in
the
hallway.
We
have
a
lot
of
development
going
on.
We
don't.
This
is
not
necessary.
We
have
real
development
going
on
real
businesses
coming
in
businesses.
K
K
We
have
a
new
planner
that
took
over
for
Nicola
Marco
chip
Smith
and
there's
a
lot
of
things
that
we're
excited
about
that
we're
gonna
work
with
chip
on
and
and
we'll
be
coming
to
you,
because
there's
some
things
that
we're
gonna
probably
have
to
change
in
some
of
our
ordinances
to
accommodate
some
of
the
developers
that
are
coming
in,
but
real,
positive
news
on
that.
Thank
you
for
that
holiday
wish
at
the
beginning
of
the
meeting,
we're
going
to
be
doing
those
ourselves,
our
departments
in
the
next
couple
days
for
the
cable.
K
But
you
know
you
I
also
want
to
say,
I
feel
like
something's
going
on
and
you
it
used
to
be
that
I
would
get
phone
calls
all
the
time
and
people
would
ask
me
questions
about
things
coming
up
on
the
agenda
or
if
they
had
questions
about
things
in
my
department.
I
know
all
of
you
have
my
cell
phone
numbers
I'm,
just
inviting
you
to
please
do
that.
K
It
seems
like
this
meeting
has
become
a
place
where
I
feel
like
I
walk
in
and
I'm
feeling
defensive,
like
I,
have
to
there's
been
comments
that
have
been
made.
Reese
someone
referred
to
us
as
you
people
we're
all
a
team.
I
want
to
work
with.
You
I
hope
that
you
want
to
work
with
me.
I'm
really
excited
about
the
things
that
we're
doing
in
my
department.
K
Didn't
it's
not
just
affecting
the
five
directors
who
who
had
their
raises
taken
away.
It
affects
all
non
police
and
non
fire
directors.
It
affects
our
deputy
directors.
We
have
one
here
tonight:
Kim
affects
the
library
staff,
the
recreation
staff,
the
CDBG
staff
and
then
there's
some
other
various
office
personnel
that
are
considered
non-union,
that
it
has
an
impact
on
them
as
well.
K
So
I
just
wanted
to
make
sure
that
discussion
like
I,
think
maybe
the
vote
could
have
gone
a
different
way
if
we'd
had
a
discussion
about
that
prior
to
this,
and
so
I,
don't
know
where
the
disconnect
is,
but
I
want
to
be
a
part
in
the
new
year
I
plan
on
spending
I'm
about
to
see
my
brothers
off
all
five
of
them.
We're
gonna
be
together
for
the
first
time
in
several
years,
we're
gonna
we're
gonna,
spend
some
time
together
over
the
Christmas
holiday
and
I.
K
K
So
if
you
need
anything,
if
you
have
any
doubts,
any
questions
about
what
we're
doing
in
ordinance
and
animal
control
or
even
in
the
building
department,
while
I'm
helping
out
there
until
a
decision
is
made,
please
feel
free
to
use
my
cell
phone
number,
which
all
of
you
have
to
call
me
and
then
I'll
just
answer
one
of
the
question
a
lot.
We
were
getting
a
lot
of
phone
calls
this
week
about
the
corner
lot.
It
warned
in
Telegraph
where
the
old
Valero
gas
station
was
what
they
actually
did
was
a
wreck.
K
The
tanks
removed
from
that
site-
and
this
was
a
conclusion
to
what
probably
should
have
happened
several
years
ago
to
wrap
that
site
up.
They
had
to
put
a
subtext
layer
and
then
so
many
inches
of
broken
stone,
concrete
and
and
how
they
can
I
know
the
owner
is
very
interested
in
selling
the
property.
So
this
is
what
the
DQ
was
requiring
of
him
it
it's
not
a
new
person
coming
in
there.
They
don't
have
a
new
owner,
a
new
developer.
Yet
so,
okay.
K
Did
we
had
a
preliminary
meeting
with
them?
The
owner
I
was
able
to
kind
of
get
a
lot
of
people
together
at
a
very
last
minute.
I
wasn't
able
to
get
through
to
you,
but
we
put
him
in
touch
with
the
representative
from
the
DEQ.
There
was
some
they
did
go
and
do
some
cleaning
up.
They
removed
the
the
trees
that
were
growing
from
the
roof
they
have.
They
have
someone
in
mind
that
wants
to
develop
the
property.
I.
K
Don't
think
people
are
gonna,
be
excited
to
hear
that
it's
someone
who
wants
to
put
a
car
lot
there
I
know
one
particular
person
that
lives
around
the
corner
and
in
a
corner
house
has
already
called
me
and
said
she
would
choke
me
and
not
bring
me
my
Christmas
cake
if
I,
even
you
know,
use
the
word
car
dealership
at
that
corner,
but
the
truth
of
the
matter
is
is
in
order
to
put
something
there.
That's
that
is
gonna.
You
know
like
a
fast-food
restaurant
or
a
drive
to
some
kind.
K
Well,
no,
it
actually
would
work
toward
a
couple
beds.
One
was
from
rallies
and
then
the
Burger
King.
Actually,
what
that
was
going
to
be
the
original
site
for
the
develop
the
redevelopment
of
the
Burger
King,
but
there's
there's
the
cost
of
the
removal,
so
I
had
at
the
last
minute
I
had
that
our
brownfield
people
come
in
and
talk
to
us
about.
K
Is
there
any
options
available
for
them
to
assist
and
there
in
order
for
them
a
couple
things
there's
a
deed
restriction
that
happened
on
that
property
that
deed
restriction
doesn't
allow
for
that
to
be
a
gas
station
again.
So
the
DEQ
and
the
licensing
and
regulation
folks
required
that
before
anybody
else
can
come
in
there
develop
it,
those
tanks
have
to
come
out,
and
so
there's
a
that.
There's
that
very
large
cost
associated
with
that.
So
we
wanted
to
try
to.
We
had
a
little
planning
meeting
with
him.
K
AC
AC
Some
people
are
financially
more
fortunate
than
others,
so
you
take
their
rays
away
or
you
give
them
a
pay
cut.
It
doesn't
bother
them
other
people
if
they
really
count
on
that
money,
whether
it's
a
dollar,
fifty
cents
or
two
dollars
I
have
to
go
back
to
my
office
and
talk
to
some
employees
that
will
be
affected
by
the
decision
that
you
made
today.
AC
Basically,
if
I
understood
it
correctly,
I
would
have-
or
at
least
they
would
have
to
take
the
money
that
they
have
been
receiving
since
the
contract
was
originally
approved.
If
not,
they
would
have
to
take
a
pay
cut
and
some
of
them
have
been
with
the
city
for
over
20-some
years
and
I.
Don't
think
a
lot
of
thought
was
put
into
it
at
least
about
those
individuals
I'm,
not
speaking
about
myself,
I'm,
just
having
to
be
fortunate.
I
don't
need
this
I'm
speaking
about
the
employees.
